CAGAYAN de Oro City–– The City Council overrides 12-5 votes the vetoed Ordinance of the city’s approved P 2.3 billion budget for calendar year 2014, City Councilor Prexy Elipe said Tuesday. Elipe, head of the city council’s powerful finance committee, said that the arguments of City Mayor Oscar Moreno when he vetoed some portions of the approved 2014 budget did not satisfy the city council.

Oro tax-take on track to exceed budget proposal By Mike Baños Editor-at-large

HE Tax collections of the city government of Cagayan de Oro to date are on track to exceed the P2.6-billion budget originally submitted by Mayor Oscar S. Moreno to the city council, which subsequently slashed it by over P300 million. This was revealed by City Treasurer Dr. Glenn C. Banez during the press conference called by Mayor Moreno to explain his veto of the 2014 budget slashed by the city council.

“As of Jan 31, 2014 city has collected above P99 million if we include the cedula for individual business permits,” Dr. Banez said. “If we include the corporate cedulas, we have exceeded P100 million already.” “If we are to base our target collections based on the budget submitted by the chief executive to the city council, more or less we are already at 55 percent as of January. And we still have Februar y and March, as well as a second, third and fourth quarters,” he added. Over the same period last year, Dr. Banez said collections reached P275 million, compared to P380+ million to date this year. “ This is an increase of P105+ million or a 38 percent increase including

cedula for individuals and corporations. For corporations, we increased by over 100 percent. For individual cedulas, we increased by almost 33 percent or by one third over last year over the same period.” “For the first month alone, the city council has already been proven wrong in its revenue reduction,” said Mayor Oscar S. Moreno. “But it’s not a matter of right or wrong, but rather of delineation. Revenue generation is an executive function.” The chief executive said local revenues have been surpassing expectations with record highs. For instance, in Cogon Market where there is an annual registration every second week of February, collections last year reached P686, 000. “For t he f irst we ek of Febr uar y t his ye ar,

it had already breached P1.397 million,” the mayor stressed. “That’s over a 100 percent increase for only the first week!” He denied there were grumblings by many businessmen over the increase in business taxes. “ Those who complained are the tax evaders. There’s no place for tax evaders here in Cagayan de Oro. We did not impose any new taxes. Perhaps others were just used to not paying the proper taxes since these were not collected by the past administration. But of course, this also meant there was a lower level of service to the people.” “The more taxes you collect, the more accountable you become because people will be watching you closely. And that is the essence of decentralization,” he concluded.

City council to tackle ‘Text2Teach’ program

CAGAYAN de Oro City––The City council’s education committee would tackle this week the proposal of the Ayala Foundation, Inc. to launch the “Text2Teach” program here. Councilor Adrian Barba, chair of the education committee, said that the DepEd has endorsed the “Text2Teach” program in 31 validated and pre-qualified elementary schools in the city. Barba said the program includes the provision of educational videos on Math, Science, English and Values, specifically created for the project, which would provide an effective visual aid for teachers. He said that the Ayala Foundation has proposed the enactment of an Ordinance that would authorize the city mayor to enter into a memorandum of agreement (MOA) with the foundation in order that the city government could release a counterpart fund for the project. Barba said that the city council would look into the possible sources of funds before it would decide to adopt the proposed “Text2Teach” program here. He said that the project funding could be taken from the allocation under the city’s Special Education Fund and the Local School Board Fund. However, Barba said, the committee on education would wait the submission of a consolidated MOA, that would be reviewed by the City Legal Office, which would be discussed by the city’s committee on education. P4.7-billion solar power plant to rise in Marawi City By FROILAN GALLARDO of MindaNews

MARAWI City––Cheap solar energy will be available for residents here by March 2015. Marawi City officials and the United States-based Mendoza Solar Company broke the grounds Monday in Barangays Malimono and Matampay-Cormatan where the P4.7-billion photovoltaic plant will be constructed. The solar plant will be the biggest in the Philippines, placing the country second only to Thailand, Asia’s top solar producer,

officials claimed. “This is a game changer for Marawi City. Solar energy will provide cheap energy to our residents,” Marawi City Mayor Fahad Salic said. Salic and the Islamic City of Marawi entered a Public Private Partnership Agreement with the Lim Solar Philippines, subsidiary of Mendoza Solar Company, for the construction of the solar plant. The deal will earn P50 million a year for the Marawi local government – 40 percent of the earnings will go to barangays Malimono and

Matampay-Cormatan. According to their website, Mendoza Solar Company is based in California and Nevada “providing renewable energy solutions for all types of property owners.” Winston L orenzana Mendoza, chair of the solar power company, said that for the project, his company managed to obtain a standby financing of $800 million and another $500 million from a consortium of US banks. “ We a re prov i d i n g Marawi City residents an alternative source of energy.

This can be the ticket to other major investments in the future,” Mendoza said. Salic and the local government provided the 30 hectares of land and another 50 hectares that will be transformed into the Marawi City Solar Photovoltaic Power Park in the rolling hills of Barangays Malimono and MatampayCormatan. In return, Mendoza promised that the solar energy available for Marawi City will be at P3 per kilowatt hour. The Power Sector Assets and Liabilities Management

Corporation (PSALM Corp) supplies the electricity in Marawi City after the Lanao del Sur Electric Cooperative incurred more than P7 billion in debts. Engr. David Tuali, a consultant who brokered the deal between Marawi and Mendoza Company, said cheap electricity rate is possible under the Feed-in Tariff (FIT) payments from the national government under the Renewable Energy Law. Tuali said under the law, consumers in Marawi City will be exempted from paying the purchased power

component – a reduction in the electricity rate from the present P6 per kilowatt hour to only P3 per kilowatt hour. “The government will be the one paying Mendoza Company while guaranteeing that Marawi City government will get its share. Everyone wins in this deal,” Tuali said. Energy Assistant Secretary Daniel Ariaso Jr. said Mendoza Company is required to implement 80 percent of the project eight months after the groundbreaking ceremony Tuesday morning.

Fortun hits NIA for P170m unfinished projects in Agnor Q

UEZON City––Rep. Lawrence Lemuel Fortun of the First District of Agusan del Norte has lambasted the National Irrigation Administration in Caraga Region for its alleged unfinished and abandoned 12 irrigation projects in his district that could amount to P170 million. In a privilege speech before the House of Representatives on Monday, Fortun showed pictures of the unfinished projects saying that the NIA-Caraga Status of Project Implementation for CY2012 Agusan del Norte “is replete with deliberate lies and misrepresentation. The inconsistencies and disparities are unmistakable.” “Mr. Speaker, pictures don’t lie. Our farmers are being cheated,” the young solon commented in the course of his speech.

complaint and requested for an investigation. The NIA official answered that they had already looked into the matter and furnished the lawmaker a copy of the Field Verification Report.

According to Fortun, “The report said that all allegations in the complaint were fictitious since the projects have either been completed or are ongoing, and that the supposed complainants had already retracted. and brought to a law office where he was asked to sign the affidavit.” Fortun dropped another bombshell when he disclosed that the anomaly was not limited to his district but appeared to have expanded to other areas. He revealed a letter dated February 6, 2014 from the NIA Employees Association of the Philippines addressed to President Aquino, attention Sec. Proceso Alcala, Secretary of the Department of Agriculture, complaining about alleged usurpation of the powers of the Administrator, transfer of delegated authority to facilitate corruption in the agency, such as 50 percent progress billing for projects with zero physical accomplishment and re-packaging of projects. Fortun said the letter was signed by NIA Employees Association of the Philippines national officers and all district presidents of the union from all regions. The letter also stated,”Mr. President, we can give you a litany of highly anomalous and irregular transactions in NIA that have been going on for some time,” he added. Fortun ended his speech by calling for NIA’s investigation, “Mr. Speaker, we have always dreamed of rice sufficiency and food security. Irrigation will play a vital role in the realization of this dream as it is supposed to contribute to a significant increase in our agricultural output. The prospects, however, have remained, and will remain dim as we continue to allow these kinds of mockery and abuse. It’s about time Congress gets into the bottom of all these.”

Television has definitely become a part of our culture. Few of us know anyone who doesn’t own a TV. Did you ever wonder just what effect TV has on the dynamics of a family’s life or even on the minds of the children? Well, take this one step further. What effects might TV have on your health and more important, the health of your children? Parents are trying to mold their children attitudes and values however, programming and advertising which is displayed on screen is aimed at corrupting the mind of the viewers especially the children. They want you to purchase certain products, whether the type of food they eat, the shampoo, the toy or the best gadget one could ever want. Today the practice of marketing to the young has become a standard business practice. Television programs are often written for the young audience. Even the commercials shown on such programming are designed to attract the interest of youngsters, who then exert a powerful influence on the spending power of their parents. (Note: Filipino kids watch two to three hours of TV a day). With improvised satellite and cable access, this number will probably increase. TV viewing replaces playing, studying and reading. In their lifetimes the children will hear more spoken words from the television than they will from the parents at home or teachers at school. The television will have a greater opportunity to influence the children’s attitudes toward food choices, personal preferences, and methods of resolving conflict than the parents will. According to Dr. Gary L. Hopkins, research has shown that increased TV viewing of violent acts is associated with maladaptive and aggressive behaviors. Violence is often seen as a responsible or suitable solution to problems. These effects appear to be strongest in single- parent homes. Though grownups can’t suggest that TV viewing caused this act of violence, he suggests that there is a strong likelihood that

a child is influenced by these media exposures if he tends to solve problems in violent ways. People may think it is fair to say that if all of us grew in an environment where no one ever punched anyone in the nose, we probably wouldn’t consider this method of resolving our problems when faced with conflict. In the 1980’s, there was a small town in Canada that never before had any television programming because of its location. Pretty soon TVs were available because of satellite technology. With the introduction of the television came an increase in aggressive behaviors noted in the students living there. Thin, athletic, happy young adults enjoying the benefits of alcohol in the alcohol advertisements are everywhere. Children are exposed to thousands of beer and wine commercials every year. Many are presented in the context of fast cars, strong fists, and beautiful ladies, possibly leaving the mental impression that drinking and such contexts mix thus, convincing them to grab a drink. On the other hand, the tobacco industry denies that they advertise to kids. They claim that they advertise only to the over- 21 population and don’t attempt to persuade people to start smoking, but to have them remain loyal to a brand. However, continues advertisements gradually convince young minds to smoke. Let us not forget the real people who smoke in front of them, especially their fathers and other members of the family. Strong evidence that suggests that exposures to the media profoundly affect the health of your children and also us adults is abundant. As mature individuals, be careful that this huge influence does not override the precious relationship that we as parents want so much. Giving a limitati0on or scheduling the use of television may help decrease the risk of putting our children’s health in danger. Reading stories or drawing together may even enhanced their skill then do so. Be concerned and act on this immediately.

An excellent teacher is not just someone who explains. Not someone who just demonstrates. An excellent teacher is someone who inspires. An excellent teacher goes the extra mile. Can take any individual and make them believe, truly believe, that their hopes and dreams are within their reach. An excellent teacher will not let a student walk away until every question is fully explained and completely understood, no matter how long it may take. If the day ends and the pupil still have not understood the lesson plan, an extraordinary teacher would brainstorm. He or she would think, “How can I explain this concept to the pupil so that he or she can better understand it?” I intend on being that type of

teacher. The chance to inspire another human being is not an opportunity it’s a challenge. There are too many educators that haven’t accepted this challenge, and it needs to change. Pupils go to school because they are forced to. Many times learning is not their top priority, but the teacher’s job is to teach. Unfortunately, it just may not be what the teacher is teaching. Since this is the case, a teacher must not only know his or her content area, they must also be prepared to teach other things such as character, morals, etc., which may prove to be more valuable than knowledge itself. This is the reason I want to become a teacher. I want to inspire the children who will represent the future of our great nation.

COMELEC resolves petition against BPP MALAYBALAY CITY -- The Commission on Election (COMELEC)-First Division resolves the petition declaring the Bukidnon Paglaum Party (BPP) as non-registered/accredited political party. This is based on the four-page Resolution E.M. No. 13-006 promulgated January 21, 2014 which dismissed the said petition for lack of merit. It can be recalled that said petition was filed by Aksyon Demokratiko ng Pilipino (Bukidnon) with Mr. Roy P. Calimpong as party authorized representative. In this petition, petitioner Aksyon Demokratiko ng Pilipino seeks the disqualification of BPP Members who ran for local posts in the May 13, 2013 Elections by questioning the October 25, 2012 Order of the First Division which granted BPP’s prayer to be registered as a Provincial Political Party. In support thereof, petitioner alleges the following: First, the assailed order was issued on October 25, 2012, or twenty (20) days after the last day for filing the Certificate of

Candidacy; thus, it cannot be given retroactive effect so as to give juridical personality to BPP as a Provincial Political Party. Second, the order was issued by the Commission sitting in division only, which is without power to issue a Certificate of Accreditation and/or registration as a political party to respondent; and third, respondent must comply first with their requirement of publication before it can be accredited as a political party. After a careful perusal of the petition, it was resolved by the Commission to declare such to be without merit. It was revealed that what the petitioner is actually praying is the cancellation of BPP’s registration and accreditation as a political party, and ultimately, the cancellation of the certificates of candidacy of its members who ran for local positions in Bukidnon and for their disqualification. While the primary thrust of the program is for those students who are preparing for employment in agricultural occupations requiring less than a baccalaureate degree. Agriculture Education has a long tradition of preparing students who continue their education in agriculture at the post secondary level. The program concentrates on the development of essential technical skills that are vital to

the success of people entering a career in agriculture. Just as important as the technical skills are the skills developed in leadership through comprehensive nature of the program. Since its inception, agricultural education has trained youth in the skills necessary to assume leadership positions in agriculture. As agriculture addresses controversial issues such as genetic engineering, leadership training takes on increasing importance among the youth. People will be needed who not only have an understanding of the technical aspects of the issues but who also have an understanding of the ethical and philosophical issues. THE rotting of Philippine society because of the Filipino people’s insatiable desire for fame, power and wealth is irreversible unless the majority Christian population starts to seriously live out their faith by living Christ-like life. To paraphrase the famous statement Davao City Mayor Rodrigo Duterte issued during a Senate hearing on rice smuggling, Filipino Christians are so fond of mouthing tenets of their faith but they are never moved to living them out in their day-to-day life. That’s were the problems lies. That’s where the dysfunction of Philippine society begins proved by the incessant corruption in all levels of government since time immemorial. Corruption in and outside of government is the single biggest proof at how disconnected our daily life

This menace called corruption, we should understand, is not only pervasive in government but even in society as a whole. Ever y human being possesses that dangerous tendency to be corrupt if

given the chance. Becoming corrupt is then a matter of time and a matter of chance or opportunity. Once the opportunity presents itself, the great tendency is for any Filipino to be corrupt like the others. The justification for this tendency is that everyone is corrupt anyway so why can’t I be as corrupt or even worse as the others. THINK a minute. Have you at one time been sick, but you knew that doctors and medicine could not help you? What did you do? Who did you go to? The village medicine man or woman for traditional medicine? Recently I read about a medical doctor who was very sick. But instead of treating himself or going to another medical doctor, even a traditional medicine man, he called a preacher. This doctor told the preacher that he was desperately sick, not in his body, but in his soul and conscience. The doctor said: “All my life I’ve carried this guilt and memories of all the wrong things I’ve done. My guilt has become like a disease or cancer that’s killing me inside, and I’m not able to find a cure for it!”

and children. Aborting our baby. These and many other memories of our wrongs continue to hurt and shame us wherever we go, so we cannot escape. They’re inside our mind and conscience like a disease or cancer. It’s true: there is no medical doctor or traditional medicine that can cure our guilty conscience. Humans have no cure for it. Only God the Son can make you free and healthy. If you and I will simply admit we are guilty of all our sins and ask Jesus to give us His gift of forgiveness and new life, then our sick soul and conscience can finally be free from all our guilt! For your own health and happiness, why don’t you ask Jesus for His gift of forgiveness and new life today? Just Think a Minute.

MMDA, TOLENTINO SHOULD NOT BE BLAMED: Overheard: why are we blaming only the Metro Manila Development Authority (MMDA) and its Chairman, Francis Tolentino, for the apparent unpreparedness of the government in relation to the traffic jams that even now are being spawned by two major road projects in the metropolis? The blame should really be against President Aquino and the Department of Public Works and Highways. For one, it is clear that the decision to pursue those projects did not come from the MMDA or Tolentino. They were made by the President and the DPWH. So, Aquino and the DPWH should have been the ones who should have prepared

the traffic contingency plan for the duration of the construction. That there is no such plan at this point is a fault of Aquino and the DPWH, not MMDA and Tolentino. For another, for one reason or another, it is quite clear that the MMDA or Tolentino were kept in the dark somehow as to when the projects will finally push through. They were not “in” on the projects, somehow, and so, both the MMDA as a whole and Tolentino in particular were themselves greatly surprised that the construction were already commencing! -oooCHANGE UNBIBLICAL PARTS OF CHARTER: For the ‘nth time, I will say I am for Charter change, no matter the form, if the

“people power provisions” in the 1987 Constitution are removed. These provisions allow Filipinos to rebel against duly-constituted authorities, and this is totally against what the Bible commands, particularly in Romans 13:1-2, Titus 2:9, 1 Peter 2:13 and Hebrews13:17-18. 7 killed in Basilan ambush, robbery

Police said four of the fatalities were killed in an ambush in the municipality of Tipo-Tipo while the remaining three were killed in a robbery in the town of Lantawan. Bayog to conduct capability enhancement training for barangay officials By Claro A. Lanipa

BAYOG, Zamboanga del Sur – The municipal government here is slated to conduct a four-day Barangay Defense System Capability Enhancement Course (BDSCEC) for barangay officials starting today, Feb. 19. The said training will be conducted in six batches with barangay chairmen, chairpersons of the committee on peace and order, members of the Barangay Emergency Response Team (BERT), Barangay Monitoring Action Team(BMAT) and Barangay Tanods as participants. Mayor Leonardo Babasa Jr. said one of the objectives of this training is to impart knowledge and skills to the participants concerning information gathering and reporting to combat all forms of terroristic and illegal activities such as illegal drugs, illegal gambling,

extortion, insurgency and others in their respective barangays. The participants will also be trained on disaster relief and rescue operations. They will be equipped with the necessary knowledge and skills to be employed before, during and after any emergencies. ZAMBOECOZONE 2013 export value index increases

Z A M B OA N G A C I T Y – The Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE) has registered a $2.56-million increase in export value in 2013 representing a more than double increase compared to that in 2012. Christopher Lawrence Arnuco, ZAMBOECOZONE chairman and administrator, said in a statement that last year’s total export value reached $3.6 million from $1.04 million in the previous year. Arnuco has attributed the increase in export value figures to the excellent performance of the 2 of the 15 registered locators in the ZAMBOECOZONE – the Seachamp International Export Corporation

(SEIC) and CTK Rubber Corporation (CTK), which are the two of the biggest exporting enterprises in the ZAMBOECOZONE. He said SEIC is a wholly export-oriented company engaged in the processing, manufacturing and distribution of processed marine products, specifically octopus and sillago fish. He said that SEIC, a Filipino-owned company, exports its products to the United States, Thailand and Mexico. Arnuco said the firm currently employs nearly 100 permanent employees in its operations seven days a week. The SEIC, he said, utilizes the Hazard Analysis and Critical Control

Points (HACCP) operation program, which is a systematic and preventive approach to food safety and biological, chemical, and physical hazards in production processes, preparation processes, and distribution systems. The CTK Rubber Corporation is engaged in the processing, manufacturing and export of technically specified natural rubber exclusively to South Korea, according to Arnuco. The processed rubber is primarily used in the production of tires and in turn is exported around the globe, Arnuco said. To date, Arnuco said the CTK engages the services of 35 semi- and highlyskilled workers in their two-hectare plant at the

LTO to apprehend cars with commemorative plates D By EARL CONDEZA, Davao Today

AVAO CITY – The Land Transportation Office Region 11 ordered its enforcers to apprehend vehicles that are still using commemorative license plate (CLP) which was deemed “invalid” since last year in July.

Commemorative plates bearing agencies such as the Philippine National Police, Armed Forces of the Philippines, National Bureau of Investigation, Criminal Investigation and Detection Group became a trend among motorists, but where expired since January of last year. The LTO national office had already declared commemorative plates are invalid last July 2013. But according to LTO11 Assistant Regional Di-

rector Macario Gonzaga, they still see some motorists using these commemorative plates. “They claimed they paid for their (commemorative) plates, and therefore should allow them to use is,” Gonzaga said during the weekly Kapehan sa SM Davao press conference. Gonzaga offered a compromise to owners of CLPs who still want to use the plates. “These car owners could still use their commemora-

tive plates, but not on the front covering their legal plates” Gonzaga said, “they could put it on another area of their choice.” But the transport official warned that violators would face a penalty of P2,000 for using expired plate and illegal use or transfer of plate. Meanwhile, the LTO started its renewal of license and other documents. Gonzaga said this year the

LTO guaranteed the process will be faster than the past. “We have a new manufacturer of car plates, and it could make 25,000 of plates per day,” he said. Tenewal fees are still at the same amount of P450 with the processing time of 45 days before the license plate will be released. The renewal process started last February 1, 2014. (Earl O. 9. The total cost of the project is at US$29,122,000. This translates to P1.31 Billion at P45/US$ exchange rate. The total project costs include all taxes and financing costs. Seventy percent (70%) of the total project cost will be funded by loans at an all-in interest rate (excluding taxes) of 7.50%. 10. T he over-all rate impact to CEPALCO’s customers if the KSEC PSA will be implemented, and if compared to other alternative peaking plant, will show the following results:

Applicant CAGAYAN ELECTRIC POWER & LIGHT CO., INC. (CEPALCO), respectfully alleges: 1. It is a domestic corporation with principal office address at 44 Don Toribio Chavez Street, Cagayan de Oro City. 2. It is the sole and duly authorized franchisee and holder of a certificate of public convenience and necessity to install, operate and maintain a heat, light and power distribution system in the City of Cagayan de Oro, and in the Municipalities of Tagoloan, Villanueva and Jasaan, all in the Province of Misamis Oriental. 3. Presently, it sources about ninety percent (90%) of its power requirements from the National Power Corporation (NPC) under a Contract for the Supply of Electric Energy (CSEE) which will expire on March 25, 2015. The remainder of its power requirements is sourced from MINERGY, FG Bukidnon Power Corporation’s Agusan River Hydro Electric Plant, and from its own Photovoltaic Power Plant. 4. It is uncertain whether NPC still has the capacity to supply CEPALCO’s power requirements beyond March 2015 as NPC is set to privatize its assets in Mindanao. Most of these assets are hydro-electric power plants which become unavailable during the dry season.

11. Aside from the rate advantage, the use of a cleaner renewable energy source such as solar power is also beneficial as there are no harmful emission of pollutants that will released to the environment. 12. In support of the application, applicant attaches the following supporting documents:

5. At present, the National Grid Corporation of the Philippines (NGCP) is already imposing curtailment to its transmission load customers in Mindanao due to lack of available power supply. 6. Based on CEPALCO’s forecasted power demand as shown in Annex “P”, it needs additional power generation capacity by 2015 and it has to prepare therefore to enable it to provide continuous and reliable electric service to its customers. Based on historical data, CEPALCO’s demand grow at an average of around five percent (5%) per year. Starting 2015, however, CEPALCO is projecting a substantial addition to its demand requirement due to a number of commercial and industrial customers who applied for service connection. Tabulated below is CEPALCO’s demand projection for Year 2015 to 2024:

In order to augment its power supply, particularly for serving its peaking requirement during daytime, CEPALCO entered into a Power Supply Agreement (PSA) with Kirahon Solar Energy Corporation on November 21, 2013, for the latter to supply power from its proposed 10 MWac Photovoltaic Plant, which is to be located in Kirahon, Villanueva, Misamis Oriental. 8. The salient provisions of the PSA are as follows: a. Cooperation Period. KSEC shall supply electric power to CEPALCO for a period of twenty-five (25) years, commencing from its commercial operation expected to be on January 31, 2015 (Section 2.01 of PSA); b. Energy Delivery. KSEC guarantees to deliver 18,000,000 KWh of electricity to CEPALCO for the first year while for each year thereafter it guarantees to deliver ninety nine percent (99%) of the energy for the previous year (Section 2.02 of PSA); c. Rates to be Charged by KSEC to CEPALCO. For the electricity drawn by CEPALCO, KSEC shall charge a rate of P9.68 per KWh subject to escalation of three percent (3%) for every twelve (12) months of operation from start of commercial operation (Section 3 and Schedule 1 of PSA). d. Must-Take as Available Plant/Declared Capacity. The net installed capacity shall be 10.0 MWac. However, KSEC and CEPALCO agree that the Plant is a Must-Take as Available Plant (no minimum off-take) and therefore SUPPLIER shall not be obligated to ensure the dependable availability of the Declared Capacity per month at all times. (Section 2.03 of PSA) e. Interconnection to CEPALCO’s Distribution Grid. The cost of interconnection to the CEPALCO grid shall be for the account of and provided by CEPALCO (Section 4.03.2 of PSA).

13. Applicant will comply with the requirements in Section 4 (e), Rule 3 of the Rules and Regulations of Republic Act 9136, in relation to Rule 6 of the ERC Rules of Practice and Procedure, prior to the filing of this application.

ALLEGATIONS IN SUPPORT OF THE PRAYER FOR PROVISIONAL AUTHORITY 14. As mentioned earlier, the National Grid Corporation of the Philippines (NGCP) is already rationing power to its transmission load customers in Mindanao due to lack of available power supply. 15. It is also uncertain whether NPC can supply CEPALCO’s power requirements beyond 2015 as most of its assets in Mindanao are set to be privatized, and that most of these assets consist of hydro-electric power plants which could be unavailable during the dry season. 16. Construction of a solar power plant like the proposed power plant normally takes one (1) year. 17. If the applicants’ target date of commissioning the proposed power plant in 2015 is to be met, construction has to start within March 2014. Any delay incurred in the project timeline will likely cause CEPALCO to be unable to cope up with its load growth requirements. 18. KSEC intends to get loan for financing the project and to enable it to proceed, it has to secure financial closing. KSEC has already discussed the project with potential financing institutions. However, these financing institutions require the issuance of at least a provisional authority/rate from the Honorable Commission in the subject application as a condition to financial closing. 19. CEPALCO therefore is seeking a provisional authority/rate for the proposed power plant so that financial closing for the project could be achieved in a timely manner. This will then enable KSEC to start the construction of the proposed power plant in time for the target commissioning year in 2015. Upon filing and pending hearing of this application, a provisional authority/rate be issued in favor of the proposed power plant; 2. Taipan cites CDO’s Global Competitiveness as critical for investment location choice By Mike BaÑos

One the country’s pioneering taipans has cited the global competitiveness of Cagayan de Oro as a critical factor in locating its biggest residential/commercial investment in the country. Guillermo D. Luchangco, Chairman and CEO of the ICCP Group, said its overall competitiveness was what swayed the group to locate Pueblo de Oro Township in the city. “Pueblo de Oro Development Corporation (PODC) did not just throw a dart at the board when selecting Cagayan de Oro as an investment site; we actually did a thorough study,” Mr. Luchangco said during his testimony during the Cagayan de Oro Business Forum held 12 February 2013 at the Grand Ballroom of the Intercontinental Manila. “This study showed that Cagayan de Oro offers many attractions to businesses in terms of economic prospects, availability of quality human resources ready and willing to work, infrastructure and accessibility. It is, pardon my English, a damn nice place to visit or to invest in or to live and work in.” The taipan said the group had to put a lot of study into the choice of location for the 360-hectere Pueblo de Oro Township, which was the largest single project the

company has undertaken to date so they had to be careful in selecting the site. “First of all, it is the business and educational center of Northern Mindanao,” he noted. “As recently as 2012, the National Competitiveness Council ranked it the Number 1 City in the Philippines in terms of Overall Competitiveness.” “What struck me first and foremost was what a nice place Cagayan de Oro is,” Mr. Luchangco noted. “I have never yet met a person who visited the city and then said he didn’t like it. I myself call it “Marlboro Country” because of the rolling hills, the river down below and the sea along its northern edge. And yet, it offers the amenities of an urban area so what you have is an enjoyable lifestyle. You have beautiful countryside but at the same time, you

too can live in a city, one which does not have as much hustle and bustle as over-crowded cities like Manila. And the people are in general friendly, which is why it is known as the city of golden friendship. But it was the “hard numbers” which convinced the group to locate in Cagayan de Oro. He cited the 7.4 percent growth rate in 2012, higher than the national average of 6.8 percent, with higher average annual family income and expenditures (as of 2000 the latest year for such information was available for Philippine cities), both higher than those of Davao, Cebu or the entire country’s average. As a developer of residential and mixed –use properties, Mr. Luchangco said PODC also found the higher than average concentration of middle income people in the city’s overall population as another plus factor due to the substantial share of trade and commerce in the local economy. This, on top of its agricultural production in its hinterlands and proliferation of fast growing tourism destinations. Another plus factor he cited is the increasing number of flights being offered by local carriers complemented by the recent move to the bigger Laguindingan Airport which would soon make international air links

possible. The group also noted the relatively good infrastructure like which complement each other such as the Macabalan International Seaport and the nearby Mindanao International Container Terminal in Tagoloan, Misamis Oriental which can handle up to 6.5 million metric tons of containerized cargo per year. “Did you know that because of its location along the northern coastline of Mindanao as compared to Davao’s location on the southern part of the island, goods from the heartland of Mindanao, which is rich in resources and in agricultural and mineral products, can save as much 1 ½ days in

shipping time to Manila?” In addition, the group’s study revealed that Cagayan de Oro also enjoys lower labor costs, power costs with electricity charges lower than neighboring cities or the national capital region, on top of a similarly low crime rate. Another plus factor cited by the taipan was the presence of 15 universities and colleges with a high standard of education, with the entire Region X having 83 colleges and universities to choose from. “Cagayan de Oro has since developed into a city which offers many beautiful, comfortable and modern villages for an expatriate, or a Filipino from another

part of the country, to live in with his family should his work take him there. “With the signing of the Framework Agreement between the Philippine Government and the MILF, and the progress being made towards finalizing the details of that agreement, just imagine the surge in business potential of Mindanao arising from the re-direction of national resources previously tied up in military campaigns and the increased accessibility of the island’s fertile farm lands and rich mineral resources to peaceful purposes. Now is the time to invest in Cagayan de Oro and in the rest of Mindanao!

People’s Initiative can stop city council budget slash Private citizens can undertake a people’s initiative to protest the city council’s reduction of the proposed budget by filing a case in court on the grounds that it is illegal, Ultra Vires (beyond the legal power or authority), prejudicial to public welfare, grave abuse of discretion amounting to lack or excess of jurisdiction. “Even if I did not veto this budget reduction, anybody can file a case in court protesting its illegality and being prejudicial to public welfare,” said Mayor Oscar S. Moreno during a press conference held Monday at the

Mayor’s office. However, the chief executive said a people’s initiative may not be appropriate at this time. “Ang importante is let your sentiment be known,” the mayor said. “Let the people’s sentiment be known in a democratic way. There are a lot of ways we can show this.” The city council earlier slashed the proposed P2.6-million budget submitted by the mayor by P300 million representing increased payments for an additional 50,000 Philhealth beneficiaries and additional capital outlay for

the J. R. Borja Memorial City Hospital. “The reduction that they did is illegal so I can insist on the P2.6 million,” Moreno said. “Anyway I will enforce the budget not them. Nothing results from an illegal act.” The mayor explained that with its slashing of the budget, the city council majority has encroached on the authority of the executive branch to prepare the budget. Under the worst case scenario, the 2013 budget will be re-enacted except for those

items not vetoed by the chief executive. For instance, the 25,000 Philhealth beneficiaries slashed by the city council would still be retained under the re-enacted budget. “Even before they slashed the budget, I already renewed the subscription of the 50,000 subscribers from last year.” “I will not ask for supplemental budget to the extent that it is not needed,” he added. I will not spend public money illegally.” Mayor Moreno cited the recent Supreme Court decision on the illegality on the PDAF as

the basis for the illegality of the City Council’s reduction of the 2014 budget proposed by the chief executive. “I will implement the law. To the extent I did not veto the particular line item, it will continue. The P300 million they removed is irreparable damage that has already resulted in the irreversible reduction of the budget from the 2.6 million I proposed to P2.3 million. Even if I vetoed it, that will not result in the restoration of the budget to P2.6 million.”

Gender and Development is something worth considering and given importance to. It will help clear out issues on inequality and biases, therefore promoting the welfare of both men and women regardless of sex and gender. Stereotyping and gender discrimination is avoided in the sense that equality is the mainstream of GAD. Mainstreaming the concepts on GAD into the educational curriculum would be a positive move to inculcate awareness for school children and community people to shift from traditional thoughts to wider views regarding gender issues. For example, women before are thought to be weaker personality than men. The former is considered to be home buddies, doing all the chores, and attending to the children. While the later on the other hand has the sole capacity to join the work force and do the responsibility of providing for the family. Men are referred to as the authority figure

being the head of the family. Contrary nowadays, more and more women are becoming competitive in various corporate fields which are thought to be men’s world. For instance, most working mother held managerial posts and has excelled even better than men. This would mean that we should not isolate in our minds that certain jobs could be done by men alone. If we give equal chance and opportunity for men and women alike, this would help address the problem on global competitiveness because our country would then be producing citizens, both men and women, who are able to handle jobs with equal competence and without discrimination. Gender and Development brings the idea that every individual could be an epitome excellence regardless of sex, gender and race. We need to support a curriculum geared towards gender and development.

Intelligence reports circulating in Cagayan de Oro said the Malaysians are in addition to the four Jemaah Islamiyah members in the region training the Abu Sayyaf Group in Basilan and the Bangsamoro Islamic Freedom Fighters in Central Mindanao. The reports said a foreign terrorist and 10 BIFF members are targetting Cagayan de Oro for bombing. Earlier the BIFF had threatened to bomb key areas around Mindanao and Manila after it suffered heavy casualties the other week during firefights with the military in Central Mindanao. Some 50 BIFF members were reportedly killed in the armed conflict. Col. Dickson Hermoso, spokesman for the 6th Infantry Division, was reported as saying that the military is monitoring reports of the presence of two Malaysian bomb experts in Central Mindanao. But is this not what the people, at least the fanatically partisans, are doing? Eradicating corruption in government service can’t be accomplished overnight. This is a fact. And the process involved in eradicating it involves making people understand their human nature which is prone to be corrupt and be corrupted. In this regard, the Church, the academe, the mosque even play a very vital role. Corruption can never be licked by simply haling to court the corrupt and secure their conviction. Punishment is never a deterrent in realizing one’s desire for fame, power and wealth. It must be the desire for fame, power and wealth that should be curbed, that should be tempered. Tempering or curbing it, however, is easier said than done in a society where such desire is even encouraged or propped up through materialism, the love for material things, and secularism, the absence of God in the life of the people and society? Aquino as President is doing what he ought to be doing - run after the corrupt. Society should re-enforce his move by running after its own desire to be corrupt as well. Here we don’t need the coercive powers of the State to force us to divest ourselves of such desires. But curbing the insatiable desire of the few who controls the economy of the nation thus the political and social structures of Philippine society as well for more fame, power and wealth needs the coercive powers of the State for the weal of the majority. Those wellentrenched in the structures of fame, power and wealth will certainly not divest themselves voluntarily of their desire for more. Saint Francis of Assisi is a rarity. We can never expect the 41 families enjoying 78 percent of the 7.2 percent growth rate posted by the economy to give up such privilege. The government as society’s equalizer should. NIA holds nationwide ‘silent protest’ CAGAYAN de Oro City–– Workers of the National Irrigation Administration (NIA) wore black armed band since Monday as a “silent protest” following the reduction of the NIA’s annual budget this year. In Northern Mindanao, the NIA’s annual budget of almost P 1 billion in 2013 was cut to P 600 million this year, resulting in the layoff of 18 contracts and casual workers in various NIA satellite offices in the region, Joecarnine Gubat, head of the Lanao, Misamis, and Camiguin (LAMISCA) irrigation management, said on Tuesday He said that the workers were frustrated that the Department of Agriculture (DA) Central Office, the NIA’s mother office, slashed the annual budget in 2014 which would derail the NIA’s annual development plan this year. “Because of the cut, the regional NIA office would get only a meager share for its maintenance and operation this year, resulting to the downsizing of workers,” Gubat said. He said that NIA in Northern Mindanao is one of the country’s top collection achievers, chalking up almost P 50 million revenues last year, P 19.8 million collection comes from LAMISCA. According to Gubat, the reduction of the budget for NIA in Northern Mindanao this year would severely affect maintenance and performance since the office has yet to restructure collection and repair damaged irrigation systems due to calamities that hit the region. He said that with the budgetary constraint, the NIA office could hardly move considering that NIA in Northern Mindanao, as an agricultural rich region, has more irrigation systems in the country. Gubat said that the nationwide “silent protest” will continue until the DA Central Office in Manila will hear the plea to reconsider the budgetary cut of the NIA’s offices in various regions in the country.
