Oil Palm industry development project launched in Davao Oriental

ATEEL, Davao Oriental-- As part of the advocacy of the province to uplift the living condition of its constituents affected by Typhoon Pablo through the Building Back Better Program, the Provincial Agriculture Office (PAGRI) and the Local Government Unit of Cateel successfully launched the first Davao Oriental Oil Palm Industry Development Project on Sunday.

According to Rotchie Ravelo, PAGRI Head, the said project is an opportunity for farmers to develop another crop besides coconut considering millions of coconut trees were destroyed as Typhoon Pablo hit the province in 2012.

Based on tedious industry studies conducted by experts, oil palm is one of the most practical crops to replace coconut as it suits well to the province’s climate, soil and topography.

Ravelo said that the province is targeting about 1, 500 hectares of fertile land to be planted to oil palm this year.

Farmers who are qualified and interested to be part of the project are given 128 ready-to-plant seedlings good for one hectare.

The Provincial Government sees this industry as a very feasible one that will give assurance of additional income for the farmers and boost provincial economy.

The launching pro-

gram is in time also to the ceremonial turn-over of the first batch of Oil Palm seedlings to the first 100 farmer-member of an association in Barangay Malibago here.

The pilot batch of seedlings was funded by the Provincial Government under the Pagkain at Kita Program, specifically for the Oil Palm Project worth P 5 million.

The distribution of seedlings will immediately start as well as the briefing, trainings, and assistance that the farmers may need for the improvement of the industry.

The launching was attended by farmers from barangays Malibago, Aliwagwag, Maglahus, Aragon, Abejod, San Antonio, Taytayan, and Mainit of this municipality.

He said that the Industry helped him to support and sustain his children’s education after his retirement.

encouraged, “Oil Palm Industry is a very good and fast income-generator industry compared to coconut.”

Conveying the message of the Governor Corazon N. Malanyaon, Indelible said that this Oil Palm Industry Development Proj-

ect will teach the people on active participation and convergence for the economic development of the province.

He added that this industry will serve as the backbone of livelihood and economic development of the province.

Ombudsman indicts B’non official for false liquidation

FOR submitting a false liquidation report, the City Planning and Development Coordinator of Valencia City in Bukidnon province is facing criminal charges for Falsification under Article 171 of the Revised Penal Code.

HE Commission on Elections (Comelec) in Manila has recently thumbed down the recall petition filed against Cagayan de Oro Mayor Oscar Moreno.

In a four-page decision penned last February 18, Comelec chair Christian Robert Lim and Commissioners Al Parreño, Luie Tito Guia and Arthur Lim upheld the January 30 decision of Comelec deputy executive director Bartolome Sinocruz Jr. to trash on a technicality the recall petition filed by 12 Cagayan

de Oro residents.

Sinocruz earlier said that Gaabucayan failed to provide Comelec “a brief narration of the reasons and justifications for the filing of the petition” which under Section 8 of Comelec Resolution No. 7505 must be complied in case a recall petition is filed.

“Without the said brief narration on each and every page of the signature sheets, the Commission could not presume on whether the supporting petitioners were actually informed of the reasons for the petition or have understood the signature sheets they were signing,” Sinocruz said.

On July 3, petitioners Oscar Gaabcayan, Sarah Vestal, Julita Cual, Florencio Ceballos, Salahuddi Said, Alex dela Cerna, Macacuna Sumpingon, Janet

Floirendo, Cipriano Paasa, Marvin Beja, Hilarion Nagar Jr. and Noel Ilogon lodged their case and wanted to remove Moreno from office because of their loss of confidence to him.

Composed of barangay officials and sectoral representatives, the 12 also accused Moreno of failure to submit financial statements, transactions and reports, questionable procurement of handheld radios, implementation of “cosmetic” projects and refusal to recognize the will of the majority in the barangay health workers election.

In the fresh February 18 decision, Lim and the commissioners ordered Sinocruz to implement the junking of the recall petition and inform both petitioners and subject-mayor.

PEACETALK. Let not the tragic Mamasapano incident be a hindrance to attaining peace

CAGAYAN DE ORO CITY -- This Roundtable discussion among media practitioners on the proposed Bangsamoro Basic Law is timely. It will help clear the issues that have been passionately discussed in all media venues. That our City and the Cagayan de Oro Press Club are chosen to host this discussion is most welcome.

We are left with two options; war or pursue the peace process. We choose the latter and urge the government and the Moro Islamic Liberation Front (MILF) to continue talk-

ing even if it only means buying us more time and preventing another outbreak of hostilities in the country, particularly in Mindanao.

We also appeal to our fellow citizens not to allow themselves to get carried away or pin the blame on all the Muslim Filipinos.

Needless to say, that attitude is unreasonable and offensive.

We are appealing to governmental and MILF decision makers to be guided by reason and talk about sensible matters for our common dreams for peace. Let not the tragic Mamasapano incident be a hindrance to attaining peace. Let it instead be a lesson to all parties that handling conflicts is sourced out from sincere hearts and clean conscience. Sincerity is the key.

All endeavors have had many hurdles. Let us not stop surmounting difficulties, and never shall we go back to square one when even in conceptualizing peace talks it is already equated to impossibility.

Now, the peace process is moving on and this roundtable discussion is part of it.

Pe a c e isn’t e asy to achieve, it is fought. Yes, it is fought but not through bullets anymore as it is an obsolete way of resolving conflicts – but through reasonable dialogues and debates.

Mahirap ang giyera, walang mananalo, lahat ay talo. It produces widows and orphans, destroys communities and ruins the future.

I speak with authority because as early as 17 years old, napasabak na ako sa encuentero in 1972 sa bukirin ng Matanao, Davao del Sur. Nang itinayo ang unang yunit ng Bagong Hukbo ng Bayan sa Mindanao, ni-raid kami ng mga elements of the Philippine Constabulary at napasubo sa bakbakan na nag-iwan ng dalawa naming kasamahang namatay. One was an outstanding student of the Holy Cross of Digos and the other a public school teacher of the neighboring Bansalan town.

In 1982, napasubo na naman ako sa barilan sa Davao City and the slug of an unknown caliber is still embedded in the lower lobe of my right lung.

In 1984, my brother was killed infront of his wife and 2-year old son. Journalist po yon at kilala ninyo siya. Si Alex Orcullo po ang tinutukoy ko. He was killed at a young age of 38.

Wala naman talagang patutunguhan ang labanang armado. Why can’t we talk with our tongues instead of through the barrel of the guns? Jesus Christ said, “Come, join me, let us be fishers of men. Now, Fishers for Peace!

My friends, there is no substitute to peaceful resolution of conflicts. Para sa Diyos, sa Bayan, sa Sambayanan, isusulong natin ang usaping pangkapayapaan.

Let’s move on.

Former Tarlac congressman and now Philippine Olympic Committee chair Jose “Peping” Cojuangco and his wife, former Tarlac governor Margarita “Tingting” Cojuangco have joined forces with the camp of Vice President Jejomar Binay and a ragtag group with canine devotion to former President and now Pampanga Rep. Gloria Macapagal Arroyo in calling for the resignation of President Aquino over what they alleged his mishandling of the Mamasapano massacre.

But the configuration of this group betrays its common interest and gripe which is to be in power and Aquino’s refusal to let them in. And for failing to give them his attention, they are now demanding for his resignation. The popularity of their call or the lack of it was proved beyond doubt when all that they could muster was less than a thousand warm bodies to attend their mass action to press for Aquino’s resignation.

F r o m t h e m o m e nt Aquino ascended to the presidency in 2010, his uncle Peping and aunt Tingting were immediately dismayed

by him. Aquino did not give the duo any chance at all to influence his administration especially in regard to would-be appointees to several government posts.

Aquino made true his vow during the campaign that his relatives will never be allowed to play any role in his administration. His resolve to stand by his vow made his uncle and aunt greatly dismayed of him.

Perhaps the duo entertained the thought that what is their nephew’s being in power for if they could not influence him to decide in their favor on certain matters especially in regard to appointments in the government bureaucracy.

C ompounding their disgust over Aquino is his continuous disregard to their opinion on matters of the State where they must have thought they are more superior to their nephew who did not even carve a name for himself while a congressman and as a senator. Despite Peping being the younger brother of Aquino’s mother, the bachelor president never consulted his uncle on any matter making the latter furious about his nephew’s

up that she grabbed from then sitting President Joseph Estrada and by cheating then presidential candidate movie icon Fernando Poe Jr. The allies of the Cojuangcos in their Aquino resign movement are the very people who did their best for Gloria to stay in power so that they too could hang on to their government posts handed them by the discredited president as a reward for their canine devotion to her. This group does not have any moral scruples so long as they are in power.

And what they could not accept is their being out of power thus out of the largesse a corrupt leader will normally shower his or her supporters with canine-like devotion.

After a few days of reflection, Binay joined forces with this group apparently because of his realization he can never win anymore in a fair and square presidential race against anybody. The expose’ against his corrupt ways while mayor in Makati is the albatross that brought his presidential bid to the abyss of oblivion.

ALEGUIAN, JABONGA, Agusan Del Norte – The Department of Agrarian Reform (DAR)-Agusan del Norte and Land Bank of the Philippines Butuan Branch signed a Memorandum of Agreement approving the proposed Rice Production of the Baleguian Organic Farmers Irrigators’ Association (BOFIA) under DAR’s Agrarian Production Credit Program (APCP) in a recent ceremony at the BOFIA Multi-purpose building in Barangay Baleguian here.

B OFIA C hair man Wenifredo Maldo praised DAR for the opportunity of accessing credit with LBP under the DAR-DAAPCP program.

“We thank DAR and its partner agencies for allowing us to avail ourselves of the program.

We will do our best to become good borrowers of LBP” Maldo said.

He said that the Agrarian Reform Credit Prog ram is DAR’s sp e ci a l program to help farmers in production.

tion Credit Program is a convergence initiative of DAR, Department of Agriculture and LBP to pool resources and expertise to assist agrarian reform beneficiaries in the form of credit, development assistance and marketing support.

MinDA chief graces roll-out meeting SURIGAO CITY, Surigao del Norte – Mindanao Development Authority (MinDA) Secretary Luwalhati Antonino presided the Mindanao 2020 Rollout meeting and Dialogue with officials of Surigao del Norte on February 18 at the New PGO Conference Hall Annex hosted by Governor Sol F. Matugas.

Sec. Antonino spoke affirmatively concerning the projected coffee-cocoa industry which the lady governor also shared for her beloved constituents.

We donate blood because we care for our people, says military official T UKURAN, Zamboanga del Sur– A total of 27,900 units of blood of different types were collected by the Philippine Red Cross (PRC)Zamboanga del Sur Chapter from 62 blood donors during the bloodletting activity initiated by municipal government here in partnership with 1st Field Artillery Battalion (1FAB) on Friday at the Covered Court, Special Education (SPED) Center this town.

Mayor Francisvic Villamero said “the bloodletting activity is a regular project of the municipality aimed at helping the people especially the Tukuranons who are in need of blood in treating their ailment.”

Villamero said the project, which started in 2012, is being conducted in every quarter each year in support of the PRC’s blood donation campaign.

“Donating blood is a social obligation and responsibility of everyone to show our genuine love and care for our neighbors. When we share our blood, we are saving lives,” said Villamero who has already donated blood four times.

“Blood donation is an incredible act of kindness that an individual takes out of their busy schedule to give a piece of themselves to help a neighbor,” the mayor added.

1FAB battalion commander Lt. Col. Sonny Sales together with his men also came to donate blood to PRC. “We donate blood not because we are invited, but because we care for our people and it is our duty to save lives in our own little way.

This is your army, and the blood we donated is for peace and prosperity of Mindanao,” Sales said.

Sales was raring to donate blood since the last time he did was 10 years ago when he was still assigned in Kalinga

Apayao.

Sales said the 1FAB is very much willing to support the blood donation program of the PRC and LGUs within its area of operations to help save lives.

Municipal health officer Dr. Catherine Cabrido, on the other hand, said the LGU is actively pursuing the program to ensure adequate supply of blood.

“In our birthing clinic, we need blood especially for women who experienced blood loss during pregnan-

cy,” she explained adding “there were already lives saved through the blood donation program initiated by the LGU,” Cabrido concluded.

The bloodletting activity was successfully held with the technical support and expertise of the PRCZamboanga del Sur chapter headed by Teodora M Ortiz, 53rd Infantry Battalion led by 1st Lieutenant Roderick Alcantara, Tukuran Rural Health Unit and the civil society stakeholders. (PIA-09)

21st centur y is undeniably a period of advancements in technology and other fields. These advancements made all of us closer to the world.

According to Purita A. Bilbao, “We live in a ‘global village’, hence a need for global teachers.” That is what we must want to accomplish as a teacher of the 21st century. I hope we can be able to be a global teacher. I know that

this is not an easy goal. It entails that we must be intellectually, professionally and humanly prepared; as well as thinking and acting both locally and globally right in the community where we are situated. No matter what the odds may be, we must be determined to accomplish that goal. I know that if we will be an effective global Mathematics teacher to our students, we are touching their lives

not just for now but also in the future being able to be one of those who prepared and helped them become competitive in this new age of development in our global village.

We have to dream big— to aim for excellence as a teacher of Mathematics.

But mere dreaming cannot get us elsewhere, we need to act in line with what we dream. Having Master’s / Doctoral degree for our continuous professional development is an act of

The joy of living in this world depends on our attitude, I supposed. Dealing with life’s indifferent situations depends on one’s response to circumstances that come in our way. As we come every day to work we meet happy and hard days. At times, I faced these hard days with a smile, but there are also times when I reacted negatively that I have regretted after a while.

As a school teacher for more than 20 years, I could recount many highs and lows

in my teaching career. I could say that it’s more difficult to deal with coworkers than with the students.

What I have learned: In every workplace there are always nasty people. It is either we are the victim or we will victimize. I think we all have nastiness in ourselves if given the chance to show it, but we should be acting like educated and must show our good manners. It is not wise to express our own opinion eagerly without interest in learning from others. In Prov-

erbs 18:2, it says, a fool has no delight in understanding, but in expressing his own heart.

Sometimes we behave like fools, in which our closed minds go along with our open mouths. In order to have a harmonious environment in our workplace, we have to show some humility and patience in listening to the opinions of others because they might have a clearer vision than us, for we know that none of us is perfect, it is only God who does not need a second opinion.

If possible, we should try to make peace with everybody because we cannot be effec-

A NIGHTMARE THROWBACK!

As a teacher, I strived to have a smooth relationship with my fellow teachers and of course with my administrator. It is too difficult to work in an environment which is full of tension caused by some misunderstandings with your fellow worker much more from your administrator. But somehow, there was a point in my life that I got a clash with my administrator much to my consternation. Looking back, I was a fresh teacher newly hired by the Deped. I was so excited at that time to become part of the school where most of my fellow teachers in our previous school were also teaching. However, I got a very strict, old-fashioned, traditional administrator who thinks that his word is always the authority at all times. He never listened to any suggestion and never open to the idea of others. I really did not understand him especially when he scolded me and my fellow teachers in front of the students during flag ceremony not once but several times. He was a perfectionist expecting a perfect execution of a task from us.

He was strict in every ways you can imagine. He would even pry into our personal lives. I have cried many times because of him. He hurt me through his words and actions. I was insulted many times that it reduced me into a mere dot in his eyes. It was as if, whatever I do was not good enough for him. He would always find faults.

I even reached to the point of almost resigning because he would always tell me that if I don’t like the system I should resign. Going to school everyday was really a torture for me. However, despite what I have experienced with my administrator, I never failed to do my best as a teacher and a coach. In fact, because of the pressure he was putting on me, it motivated me to strive harder. For five consecutive years of being a school paper adviser, I never failed to bring home the bacon, four times RSPC qualifier. By the way, he forced me also to finish my thesis in my master’s degree even if it was against my will I could not do anything but obey him. To make the story short, I finally finished my master’s degree but I was not able to march during my graduation.

I filed my Form 6 in his office but he rejected my application for leave since the date happened to be the date also of our school’s graduation and the Regional Director was our speaker. I really cried because during the graduation rite in our school I was relieved of the responsibility of reading the names of the students during the distribution of diplomas. That was the only reason why I should be there.

I should have been in my own graduation. Fortunately, administrators come and go.

And finally, I was so relieved that he was finally gone -out of my life as my administrator.

After him, I have been under several administrators with different leadership style but

nothing really compares to him. I never wish to be under him again. Luckily, he was already retired. I really appreciated my administrators who value me as a human being , who treated me humanely, and who see my worth as a teacher and coach. I really thank them from the bottom of my heart. However, there was a part of me that can never forget the things which I have learned from the person whom I considered my worst nightmare- my first administrator. He taught me how to face adversities in life, how to be organizedhe would never like to see a cluttered table or a messy drawer. He never allowed us to leave work materials outside and he would insist that work must be finished on that day and not to be left undone. He taught me how important cleanliness is-not a single litter you are going to see in our school.

We were the cleanest high school in the south before.

He taught me the meaning of discipline on the teachers and students. And most of all, I am forced to accept to myself that if not because of him I should not have been able to finish my master’s degree. Now, I am already a Teacher III which would have been impossible otherwise.

Indeed, I am truly indebted to him no matter what will I say about him. Now, what matters is not the hurt that I’ve gone through but the lessons learned at the end.

Past is past. It’s time to bury it six feet below the ground.

Sir, you are already forgiven.

towards Mathematics. We should help them see that Mathematics is not something new or something to be scared of but it is everywhere and is something to enjoy. When students start to love Mathematics, I believe that they are a step closer to achieving excellence in learning this subject.

Let us go beyond teaching basic skills in mathematics to the students but model the joy and beauty of it. Since students of this generation are into technology, we can use this

in capturing and holding their attention as we model the joy and beauty of Mathematics. We could let technology as a “support” to solve meaningful learning problems or as a cognitive support but we should not let it replace our role as teachers. We should still be the prime mover of the learning process. As what T. Richardson said, “Technology does not replace people- it enables people; it only replaces people when they do not know how to wield it.”

Because they are there to let us know that we should not behave like queens and kings. They are there to test our patience. To make us aware at our words

Everyone is entitled to his/her own opinion; therefore, we have to respect each other as they talk and as they give their own views. What we think as being polite and thoughtful can sometimes be seen by others as being indifferent and upsetting. How we react to their action depends on our own vulnerability to the situation. If we only respond with diplomacy and grace, then we are very sure that relationships are preserved and even built.

You see, Hulagway Kagay-an is composed of models and photographers who worked during the Higalaay Festival last August 2014. beauteous Alyn Liwagon. I featured Alyn when I was still with the other paper a while back. She was 19 at the time and now she’s 24.

Yet she confided to me at De Lara Park that she still kept that newspaper copy where I featured her and even brought it to Dubai while she was working there the past two years. Wow was I impressed! Alyn later treated me to a Mister Donut shop across the street where we chitchatted. She told me that she’s now engaged to a Scot whom she met in Dubai and they’re gonna be marrying soon.

After that, the couple will migrate to Scotland. Well best wishes for you both!

Perhaps thinking that if Aquino is forced to resign, then the presidency will be handed to him on a silver platter with no sweat whatsoever. And in such capacity, he can seek the presidency next year with better chances compared if he is not the sitting president.

Political pundits could not find any plausible reason why Binay will join forces with Peping and the Gloria die-hards if he is sure of winning the presidency in 2016. It is his own reading that he has already lost any chance whatsoever in becoming Aquino’s successor that he now opts to take the risk of coveting the post he had been salivating to annex since becoming vice president via the easiest path which is to force the sitting president to resign on flimsy reasons.

Granting without admitting Aquino mishandled the Mamasapano operation that resulted in the death of 44 Special Action Force commandos, such mishandling does not warrant a call for his resignation.

But to people who are used to enjoying the privileges of power such as the Roman Catholic Church bishops who fleeced Gloria with perks and privileges for them, being out of the power loop is a cardinal sin hence their call for the resignation of the president who pushed them to ignominy.

Magalong, who heads the CIDG, also met briefly with South Cotabato Gov. Daisy Avance-Fuentes at the CIDG office, which is just beside the provincial capitol compound.

In an interview with reporters, the official said their investigation mission to Mamasapano is focused on getting a “clearer picture” of the encounter site in Barangay Tukanalipao and the area covered by operation plan or “Oplan Exodus” of the police Special Action Force (SAF).

Marwan, who was reportedly killed in the operation, and Usman were included in the terror list of the United States and carry a combined bounty of US$ 6 million.

“We will look at the environment, the situation on the ground and other related factors,” Magalong said.

He said it is important for the BOI to see the site firsthand so it could properly validate the tactical descriptions cited in the affidavits, reports and other accounts regarding the incident.

Magalong said they have lined up interviews with local government officials, residents, witnesses and other concerned individuals.

Prior to the site investigation, he said they made the necessary coordination, specifically with local governments, police and military units, the Joint Coordinating Committee on the Cessation of Hostilities and the MILF. “We’re targeting to finish the site investigation in three days so we can proceed with the report writing and analysis, which is the most crucial part (of our task),” he said.

Magalong said they have so far completed “80 to 90 percent” of their investigation into the incident and the BOI is on track towards meeting its one-month target, which is until the end of the month.

“We’re doing our best to meet the deadline kaya tuloy-tuloy ang aming imbestigasyon,” he said.

Interior and Local Government Secretary Manuel Roxas II ordered late last month the creation of the BOI to lead the investigation into the Mamasapano incident.
