DOE asked to present master plan to resolve Mindanao’s power crisis THE Department of Energy has been asked to present a power master plan to end more than five years of suffering for the people of Mindanao because of recurrent power outages and extended blackouts.

Senator Aquilino “Koko” Pimentel III said the master plan should secure a long-term remedy to the Mindanao power problem, not just band aid solutions that have failed to address the power woes, made worse by undersupply and high costs of electricity.

He said industry experts saw the need to rehabilitate aging hydropower plants, put up new generating companies, ensure reliability of transmission lines and secure efficiency of power distributors to prevent the outages.

More cocaine found in Davao container yard DAVAO CITY – Two more bricks of high-grade cocaine were discovered at the Sumifru container yard here Tuesday, bringing the total number of seized cocaine since Saturday to 53 kilos, with an estimated street value of P318 million.

Sr. Supt. Vicente Danao Jr., chief of the Davao City Police Office, said the first brick of cocaine was found by a security guard of Sumifru who turned it over to the police in the morning while another was turned over Tuesday evening.

Butuan links with line agencies to enhance livelihood program

BUTUAN CITY – The city government here has tied up with two Caraga line agencies and the office of Rep. Lawrence Lemuel Fortun to enhance the local livelihood program for the poor.

In a brief ceremony at the city hall lobby on March 21, 2014, Fortun, Technical Education and Skills Developmnt Authority (TESDA) Caraga Director Florencio Sunico, Department of Trade and Industry (DTI) Agusan del Norte Director Gay Tidalgo, City Councilors Rema ErigbuagasBurdeos, who represented Mayor Ferdinand Amante, Jr. and Ferdinand Nalcot, signed a Memorandum of Understanding (MOU) aimed at economic and social interventions through livelihood programs and skills training for economically-challenged families.

MALAYBALAY CITY – If pushed through, the proposed 300-megawatt Pulangi V hydroelectric power plant in Bukidnon should be run as a government project not as a private undertaking to prevent spikes in power rates, Gov. Jose Ma. R. Zubiri Jr. told Media last week.

Zubiri said that while talks on the matter were still informal he has conferred with Mindanao Development Authority (MinDA) Sec. Lualhati Antonino who he said “supported” his idea.

He, however, admitted [his] proposal for a new government-run power project would face difficulty in the light of the Electric Power Industry Reform Act (Epira), which seeks the privatization of the power generation industry.

The Agus and Pulangi hydropower complexes have so far remained in government hands.

Zubiri said he wanted his proposal to be included in the proposed amendments to the Epira, adding there are talks to place the Pulangi V project under MinDA. MindaNews sought the reaction of Romeo Montenegro, MinDA director for investment promotion, international relations and public affairs but he had not responded as of Tuesday.

The First Bukidnon Electric Cooperative (Fibeco) and Greenergy proposed the project back in 2009 and initiated pre-development activities as “an early response to the power crisis in Mindanao, and the call of the Department of Energy (DOE) for Renewable Green Energy sources.”

But the project failed to get social acceptability requirements even if the proponents said most of the 22 barangays affected in five towns endorsed it.

VALENCIA CITY -- The City government under Mayor Jose Galario has announced the accomplishments of various offices for the public to know.

The CITY BUDGET OFFICE reported that from March 3-7, this year, it had approved 518 obligation Receipts (including continuing Programs, and had processed 45 Controlled Purchase Requests.

The Pulangi IV Hydroelectric Plant has a capacity of 255 megawatts and provides for 25% of Mindanao’s power needs. It is owned and operated by the National Power Corporation(NAPOCOR). The reservoir and dam is also the main water source for the province of Bukidnon, both for drinking water and for irrigation through the National Irrigation Administration (NIA).

Unfairly critical on PNoy? Let the Justice system work President Aquino does not easily fall for the unsolicited advice of other people because he is discerning and cautious in making his decisions and not because he is hard-headed and an “awful leader” as claimed by his critics. according to Liberal Party Secretary-General and Samar Congressman Mel Senen Sarmiento Sarmiento may have a point when he insisted that the President’s policy direction is based on what he sees are best for the country and not on his political affiliation or on the say-so of others.

“It doesn’t mean that the president is already hard-headed when he rejects somebody’s unsolicited advice. He is just careful when he makes his decision because at the end of the day, he is the one answerable to our people, not them,” Sarmiento said.

But the real issue here is the impropriety of calling him names.

Some people should realized that PNoy is only a human being who gets irked when people who cannot get their way on certain

Editorial issues, such as their demand for the relief of certain cabinet officials, resort to such irreverent charades. Throwing tantrums and labeling the president as an awful leader when one cannot get their way is just too unfair.

It is not wrong to give unsolicited advices to the President or give recommendations on certain policies. But be professional in accepting how he acts or reacts on your suggestions.

It is unfair to claim that the president does not listen to public clamor (or is it?) just because he doesn’t budge on his decisions and policies.

The president is a good listener contrary to some claims but he makes his decision based on careful deliberation. This does not make him insensitive with public clamor because it only shows that we have a president who is not gullible. He is careful but firm in his decisions and for

that, he should even be praised not criticized.

Observers may be right that President Aquino’s recent order for a deeper probe on political allies who are being dragged into the pork barrel controversy only goes to show that he is rabidly independent when it comes to making his decisions and is not easily swayed by party affiliations.

That the Liberal Party (Aquino’s party) is supporting PNoy’s for investigation to finally put an end to speculations that the ongoing investigation of the Department of Justice (DOJ) on the pork barrel scam and its legal actions against those who are initially implicated in the controversy were designed to pin down some members of the political opposition, is equally laudable.

It is easy say that it is political persecution but we should not forget that the centerpiece platform of the Aquino administration is to win the fight against corruption and this is exactly what the President is doing. Let our justice system work.

Childish Twitting the country’s insurgents over the arrest of their top leaders, the military is just exposing its childish behavior in dealing with serious concerns such as the decades-old Maoistinspired rebellion.

Taunting the communist rebels that they’ll be celebrating their anniversary this week with their top leaders, the Tiamzon couple, Benito and Wilma, in their custody was as childish as can be.

The military should not forget that despite the numerous deadlines it has voluntarily set for itself to wipe out the decades old insurgency until now that rebellion is still very much alive.

It is pure folly for the military to lull themselves that with the Tiamzon couple, touted as the brains behind the Maoist-inspired rebellion in this parts, now in their custody that armed uprising is about to see its end.

This view has been proven wrong several times in the past already. Even with the arrest of their ranking leaders, the rebellion remained active and strong that up to this date the military had failed to wipe out totally.

Both the civilian and the military leadership of this country would be doing a great service to the people and thus tame the communist rebellion if they seriously start addressing the triggers of this rebellion.

They know what these are.

They just don’t want to lock

This rebellion is premised on its objective of replacing the present order – economic, political and socio-cultural – that is made alive and kicking by one human behavior which is greed, greed for wealth, power and fame.

If not because of greed, will all these so-called developments happening in our midst such as the mushrooming of giant malls all over the country and still counting would have been possible?

Just think of this. In tiny Novaliches district in Quezon City alone there are four giant malls – two SM Malls along Quirino Highway, one Robinson’s Mall and the newly opened Fairview Terraces of the Ayala Group.

The competitive behavior of these mall operators could be likened to the competitive behavior of boundarypaying public utility vehicle drivers who almost literally cut each other’s throat for every passenger there is along the road waiting for a ride. This behavior is the trigger of the numerous vehicular accidents killing

innocent lives along our roads and highways.

If the mushrooming of these giant malls all over the country is not triggered by greed, what is?

We are just talking of greed on the part of these giant mall owners. But these malls are dotting in practically all nook and cranny of the country to reinforce human greed as well. They are there to up the ante about how adorable and beautiful materialism is.

Materialism, we all know, is the love for material things. And if there is this love for material things on the part of humans, how can this love find satisfaction if the manufacturers of these material things will not keep on producing them and there will be no malls where these are easily and readily made available?

Human greed is the behavior that prevents humans from loving God with all their heart, with their entire mind, with all their soul and for them to love their fellow humans as they love themselves.

This human greed is the reason that made possible the enjoyment by only 41 families in the country of

78 percent of the 7.2 percent growth rate that the economy posted. This is the reason that gave rise to the phenomenon where 80 percent of the country’s wealth is enjoyed only by five percent or even less of the country’s population.

This lopsided economic situation is the reason why almost half of the 95 million population live below the poverty line with about half or a little over one half of that group live in abject poverty where they are left with so limited an option in life.

That limited option in life is the trigger that pushed Kristel Tejada, that freshman student of the University of the Philippines-Manila, to commit suicide when it became impossible for her to enroll in the second semester because of her family’s inability to settle her P5,000 loan for her first semester studies.

This is the country’s order that communism is seriously working to transform.

And this is no laughing matter where the military can just taunt the rebels for having lost their top ranking leaders to them.

In fact, it would be better for the military to seriously consider helping in correcting the very unjust social order that we now have instead of propping it up the way they are doing now.

ITPI celebrates woman MISS TEEN PHILIPPINES NORTHERN MINDANAO empowerment in a night PRESENTS 17 CANDIDATES TO VIE FOR TITLE of cocktails and art

By LOUISE DUMAS “Women are blessed with a lot of things; Women are blessed with the determination and tenacity, and the conditional love that they have over everything. These are the things that empower us,” said Ms. Cheryll Barriga, Vice President and General Manager of ItalPinas Euroasian Design and EcoDevelopment Corp. (ITPI Corp.), the green developer of Primavera Residences in Cagayan De Oro City.

Continuing the celebration of women’s month, ITPI’s Primavera Residences held a cocktail night within its premises to pay ‘tribute to the strength and resiliency of the modern empowered women.’

Far from the domesticated stereotypes of women, the program was regaled with women from Northern Mindanao, each an epitome of the modern woman – smartly dressed, comfortable in her own skin and obviously at par with the men who had come to participate in the tribute.

Art works from various local artists including Nick Aca Jr., Eli Tabasuares, Rhyan Casino’s DIRE HUSI Initiative, and Shaun Uy were on display during the event. All of them were surprisingly male. Of this, Jane Montebon Duterte, Community Relations Specialist of ITPI and lead organizer of the event, explains, “We chose the artists because of their work. The featured art works are the artists' interpretations of the theme which is ‘women's empowerment.' The event was meant to honor women and their role in society and

the art pieces are the artists' tribute to the role of women.”

Guests were treated to a screening of Mr. Uy's short films while they settled in with a light buffet and cocktails. After which, speakers from Soroptimist Iligan and Rotary Club Iligan shared their ideas on women empowerment. The luxury of the Primavera Residences was then presented

by Ms. Barriga who shared the four types of clients they have – the immensely rich who just wants to buy anything money could buy, the buyers who want to buy because everyone else is buying, the clients who are doing business in the area and therefore need the convenience of the condo, and finally, Ms. Barriga’s favorite she says, the investors who buy the units to lease them to transient business people. The women were then treated to a guided tour of the building’s smart and green features.

The event was the first ever held by ITPI to celebrate women, which could be considered timely as the premiere eco-building developer establishes its prominence in Philippine real estate.“ITPI is a company that values the role of women in society,” said Gladys Ivy Echano, Sales and Marketing Director of ITPI. “In fact, 70% of its workforce are women.”

AMBOANGA City - Mayor Beng Climaco, challenged the residents and barangay officials of Recodo, including students and faculty of Recodo National High School, to help the authorities in their fight against the illegal drug trade in the barangay.

Duterte, Bello to gov’t: honor JASIG

AVAO CITY – Mayor Rodrigo Duterte and a former head of the government’s peace panel said that if senior communist leaders Benito Tiamzon and Wilma Austria who were arrested Saturday showed genuine immunity papers, they “should be released” because the government should “honor what we have committed to the people and to the CPP (Communist Party of the Philippines).”

“When we are talking to them, we refrain from arresting each other,” added Duterte in an interview with the media.

The Aquino government maintained that Tiamzon and Austria could not invoke Joint Agreement on Safety and Immunity Guarantees (JASIG) because Tiamzon used an alias while Austria escaped from detention before the safe conduct pass was in place.

But in a phone interview, former government negotiating panel chairman Silvestre H. Bello III, told Davao Today “there is no change in the JASIG because it is still the agreement that governs.”

Asked if the JASIG is only in effect if there is an ongoing peace talks, Bello, now Congress representative of 1-Bap partylist said “the JASIG took effect upon signing by the parties and will be in effect until it is terminated by either party through a written notice.”

“The idea is for them to

consult with their forces, so that they go around to talk with their people because they conduct their negotiation with us. In order for them not to be arrested while they are going around, we issued them of a safe conduct pass,” he said.

Bello added that “(i)f somebody is arrested who is a member of their group, and he shows his (safe) conduct pass, then he is covered by the JASIG. If he is illegally arrested, he should be released and government should help

in his release.”

“In the first list, they submitted names of their negotiators, consultants, staff members, and security officers. It is where Wilma’s name is found. Her real name,” said Bello.

Bello said that the NDFP has two lists: one with members bearing real names and another bearing assumed names or aliases.

“With the assumed names, verification is still required but for Wilma, it’s her real name so she is covered by the safe conduct pass,” said Bello.

Earlier, NDFP Negotiating Panel Chairperson Luis Jalandoni said that Austria is a holder of NDFP Document of Identification ND978226 under her real name. Austria holds a Letter of Acknowledgment signed by Bello, which provided that “The above named person is entitled to the safety and immunity guarantees as provided under the Joint Agreement on Safety and Immunity Guarantees (JASIG) for the duration of the peace negotiations.

You are hereby required to facilitate the safe conduct and free passage of the above named person.”

Jalandoni also said Benito Tiamzon is, likewise, the holder of NDFP Document of Identification ND 978227 under the assumed name “Crising Banaag.”

In an emailed statement,

the GPH Panel claimed that there was no violation of the JASIG in the arrest of Tiamzon and Austria.

The statement said that “the NDF and the GPH agreed to a procedure in July 2011 to verify the true identities of several dozen alleged NDF consultants in the list of JASIG –protected individuals carrying aliases.”

“But through no fault of government, the NDF failed to open their own files that purportedly contained the photos and true identities of the said NDF consultants.

This failure had the effect of rendering the JASIG inoperative for those using aliases and those who are not directly involved in the peace process.

If indeed Benito Tiamzon was listed under an alias, he is no longer covered by the JASIG.” The statement also said that Wilma “jumped bail when she escaped from detention on December 26, 1989, when there were no peace talks, and six years before the JASIG came into effect.”

“This makes her ineligible for JASIG protection, even assuming that she was identified in the JASIG list by her real name,” the statement said.

NPA-Southern Mindanao Spokesperson Rigoberto F. Sanchez said that they have “(m)ore reasons to advance the people’s war in Southern Mindanao.”

He said that the NPA is “ever resolute to advance the guerrilla war to a higher stage” as the “roots of armed conflict are firmly embedded in a region heavily militarized by the fascist AFP troops.”

He said that Armed Forces of the Philippines’ Eastern Mindanao Command “augmented its troops with a new Army division, and the

deployment of the 9th Infantry Battalion in Compostela Valley, the 68th IB and the 4th Special Forces in Davao del Norte and Bukidnon boundary” to augment the above unit.

“The new Army units are responsible for the spate of aerial bombing in Talaingod, Davao del Norte, and in Maco, Compostela Valley,” said Sanchez adding that the AFP made this move “(i)ronically after boasting that several provinces in the region are insurgency-free.”

Pursue peace talks Bello said that in his experience, there had been “withdrawals and postponement” in the peace talks.

“But we were able to revive the talks. On the part of the government, my position is we should continue to pursue the talks to its logical conclusion and that is lasting peace for our country. We should never abandon the talks,” he said.

For his part, Duterte said that communist leaders “are still citizens of this republic (but) who is at war with us.”

48.2 % poor in NorthMin belong to women sector CAGAYAN DE ORO CITY -- Based on the National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan in Northern Mindanao, 896,276 or 48.2% of the 1,861,414 poor individuals assessed comprised the women sector.

Most of these poor women (7.5 %) are laborers and unskilled workers.

Of these, 5.5% are engaged in farming, forestry works and fishing.

Social Welfare and Development (DSWD) 10 regional director, said it is also alarming to note that 67% of the poor women in Northern Mindanao were reported jobless.

In terms of educational attainment, about 42.5% of the poor women have only reached elementary level while 28.1% of these women have reached high school level and only 5.0% reached college level, Listahanan records indicate.

“In general, Filipino women find pride in their

work and in their chores at home. They do not find themselves alienated from their chores because they work with, around, and for their families. The family-oriented mindset gives them a sense of dignity and responsibility. The family and the children are the primary priority in a Filipina’s life,” Atty.

Cotabato airport allows more commercial flights

OTA BATO C it y The Cotabato airport, whose operation has been criticized by business and local leaders, will open daily for commercial flights starting at 12 noon Tuesday next week while repair and rehabilitation works continue, officials said.

This was the consensus during an inter-agency and stakeholders meeting held at the office of Lawyer Laisa Alamia, executive secretary of the Autonomous Region i n Mu s l i m M i n d a n a o (ARMM).

Representatives of Department of Tr a n s p o r t a t i o n a n d Communication (DOTC), Civil Aviation Authority of the Philippines (CAAP), ARMM regional government, airline companies, the contractor, and the business sector Tuesday morning agreed to allow the operation of Cotabato Airport, also known as Awang airport, from 12 noon until 4 p.m.

The airport is also open from Friday to Monday to allow more domestic flights, according to Alamia.

Merchandise imports grew by 21.8 percent in January 2014 recovering after a slow performance in 2013, according to the National Economic and Development Authority (NEDA).

“The three-month moving average growth in January 2014 suggests that imports could be trending upwards in line with the expected recovery in exports,” said Economic Planning Secretary Arsenio M. Balisacan.

Payments for imported goods during the period reached USD 5.8 billion, up by 21.8 percent from USD 4.7 billion in January 2013. Total trade-ingoods deficit widened to USD 1.4 billion in January 2014 from USD 716.3 million in January 2013.

“R aw mate r i a ls and intermediate goods and mineral fuels and lubricants largely contributed to the robust import growth during the month,” the NEDA Director-General said.

Import of raw materials and intermediate goods reached USD 2.2 billion in January 2014, up by 27.3 percent from USD 1.8 billion in January 2013. This was due to increased payments of semi-processed goods that grew by 37.5 percent during the period.

“This positive performance may be reflective of the optimistic outlook of businesses on their own operations as their next quarter outlook index (2nd Quarter of 2014) is higher,” said Balisacan.

This outlook, according to the Bangko Sentral ng Pilipinas’ Business Expectation Survey for the first quarter of 2014, was based on new construction projects, both public and private, boosted by rehabilitation efforts from Typhoon Yolanda. Also contributing to the outlook are the brisk business prospects arising from companies’ competitive marketing strategies.

Meanwhile, imports of consumer goods also expanded in January 2014, growing by 23.2 percent to USD 766.9 million from USD 622.4 million in January 2013. Also, capital goods grew by 7.9 percent to USD 1.5 billion in January 2014 from USD 1.4 billion a year ago.

In terms of imports source, the People’s Republic of China was on top with a 14.7 percent share, equivalent to USD 844 million. build new generators, but there is no clear roadmap to off-takers, some of whom have taken a waitand-see attitude.

He said the DOE should review its policies, simplify its business permits and licensing system to reduce the voluminous documents and offer fresh incentives to attract more industry players instead of putting stumbling blocks.

Pimentel said under the deregulation law, the national government has to take the lead to ensure enough power supply and strictly regulate the operations of companies that produce, transmit and supply electricity to homes, offices and factories.

He also endorsed proposals to strengthen the “market power” of electric cooperatives by allowing them to pool their resources together to enable them to attain economies of scale and improve production efficiencies.

He said the continuing outages would force business to slow down or close shops, dislocate vital public services, annoy millions of residents who will be forced to live with daily brownouts, and scare away tourists from visiting Mindanao.

Pimentel said the region’s chronic power shortages were identified by the National Economic and Development Authority (NEDA) as the “most binding constraints” to Mindanao’s economic growth and development.

He said power supply is a major driver to make the rich but underdeveloped region a robust business hub in the near future.

The chairman of the Senate Committee on Justice and Human Rights said Mindanao has been experiencing under generation since 2010, but the DOE failed to create new power sources nor attract industry players for the additional power capacity.

Pimentel said the master plan will serve as the guidepost on how to develop Mindanao’s power industry that presently relies mainly on hydropower plants, many of which are already old and lack proper maintenance.

He also proposed the reactivation of the National Power Corporation (Napocor) as standby generator to support private power producers for reserve and emergency power to the National Grid Corporation of the Philippines (NGCP).

The NGCP operates the country’s transmission superhighway.

He said the El Nino phenomenon three years ago during which many areas in Mindanao were hit by eight to 10 hours power interruptions almost daily might yet occur again in case of a long drought.

will compare it with the cocaine recovered in Maersk Shipping yard in Sasa in 2009 and in the province of Eastern Samar where it was estimated that 2,000 kilograms of high-grade cocaine were dumped in its waters, on the same year. Only 571 kilograms were recovered by authorities.

In 2009, police recovered 16 kilos of high-grade cocaine with an estimated market value of at least 112 million from several container vans inside the Maersk Shipping container yard here in Sasa.

Authorities earlier said Davao City is not a known market for cocaine because of its price, and that the recovered cocaine may have been intended for shipment outside the country.

Duterte created a task force to investigate all the angles involved in this case, to identify if there are lapses on the part of the Bureau of Customs, Sumifru, Shipping Lines, and to trace a possible connection to the 2009 incident.

The task force is composed of operatives from PDEA, Davao City Police Office (DCPO), Bureau of Customs (BoC), Navy, Criminal Investigation and Detection Group (CIDG), National Bureau of Investigation (NBI), and Maritime Police.

In his television program “Gikan sa Masa, Para sa Masa” last Sunday, the mayor said that 41 bricks were missing and urged those who might have unknowingly taken these bricks to return to authorities.

He assured them they will not be subjected to an interrogation or arrest since the shipment was clearly the handiwork of an international syndicate.

Initial reports showed that the operatives of Bunawan Police Precinct, headed by Chief Insp.

Simplicio Sagarino Jr., responded on Saturday after Sherwin Gabinez, security manager of Sumifru informed them that several bundles containing suspected illegal drugs were found.

Records from the BoC revealed that the container van came from Hong Kong, arrived in Davao on January 8 and was transferred to the Sumifru compound on March 19. The container van would have shipped bananas for export to South Korea.

In a statement, the BoC Collection District XII said they will enhance their monitoring and accounting of the flow of empty container vans used for the import and export in coordination with the shipping lines and the container yards within their jurisdiction.

“The port of Davao is now tracing the original port of embarkation and the movement of the said container,” said the BoC, adding this would help determine how the container ended up in Davao and how the bricks were embedded in the ceiling of the container van. (MindaNews)

This, he said, explains why many investors are setting their eyes on power projects in Mindanao including Pulangi V. While Pulangi V is still in predevelopment stage, Donggay said about 12 investors are looking at building coal-fired power plants.

He said it would be practical to opt for hydropower to protect the environment and avoid volatile fuel rates.

He said the project was already endorsed by the municipal councils of the affected towns except Kibawe. The municipal chieftains representing the tribes in the five towns had also endorsed it, he added. Zubiri, however, turned down the idea of a private corporation running Pulangi V. “As long as I’m governor, I will not allow it,” he said, clarifying that no project will be allowed without the consent of the people. He invited Donggay and other officials to join him in barangay consultations to verify the supposed opposition.

He said he can convince the public to support the project if it will be proposed by government. He added that Bukidnon’s [current] power demand of 85-90 megawatts does not require such investment.

Roderico Bioco, president of the Bukidnon Kaamulan Chamber of Commerce and Industry, told MindaNews the estimate does not include suppressed power demand or power demand foregone because it is not available. He said Pulangi V plays a critical role in supporting big investments in Bukidnon. He said they will still support the proposed development of Pulangi V provided it complies with requirements.

The Bukidnon Chamber, he said, will continue promoting power investments, in particular renewable energy, in the province.
