Court takes custody of mining equipment

CAGAYAN de Oro City––Several heavy equipment of a mining company that operated in Barangay Dansolihon, Cagayan de Oro City, have been placed under court custody following a case filed by the plaintiffs for “Unlawful Detainer with Damages.”

The equipment belonging to the defendants consist of four payloaders, three backhoes, two dumptrucks, two mini dumptrucks and a six-wheeler truck. A multicab, motorcycle and various accessories were also included.

Probe on illegal PBA ‘fund raising’ in C. de Oro pushed

CAGAYAN de Oro City–– The City Council has decried the illegal fund raising allegedly undertaken by some city hall officials in the sponsorship of the PBA basketball tournament here last Sunday.

The Meralco Power team and the San Miguel Beermen saw action during the basketball fracas – one of the series of the “Governor’s Cup” sanctioned by the Philippine Basketball Association (PBA) – in a crammed sports center owned by a downtown university here last Sunday.

The “Batch 90” class of a local university here reportedly sponsored the PBA game, but the some city hall personnel reportedly solicited an “undetermined” amount of money from local businessmen for the holding of the tournament.

During the city council’s regular session last Monday, City Councilor Prexy Elipe exposed the alleged solicitation employed with some city hall employees to raise a “huge” amount of money for the PBA game here.

An informant said that the PBA officials allegedly demanded a P 1 million cash “game-rights” to be able to hold the PBA game here.

“The City Council wants

to find out the identity of the city hall workers who went out to solicit money from among the local businessmen here,” Elipe said during his privilege speech.

He said that any form of solicitation is “illegal” and violates the anti-graft law under Republic Act No. 6713 also known as the Code of Conduct and Ethical Standard for Public Officials and Employees.

Part of Section 7, letter “d” of the act provides that public officials and employees shall not solicit or accept, directly or indirectly, any gift…., or anything of monetary value from any person in the course of their official duties, or any transaction which may be affected by the function of their office.

Elipe wants to know who ordered the solicitation and where the solicited money goes. “If the PBA was sponsored, who gets the money,” the city councilor asked.

City Councilor Ramon Tabor, the Majority Floor leader of the city council here, has expressed the support to investigate the alleged PBA mess.

The PBA issue has gone out of proportion after local basketball patrons complained that they were denied entrance since the gymnasium was already overcrowded. [See sidebar

A city hall official reportedly seized some tickets when the holder attempted to ask for a refund for the tickets were allegedly “faked.”

The PBA tickets were sold at P 1,000.00, P 600.00 and P 300.00 each.

Jobless Pinoys hit 7 percent in Normin

According to Officer In Charge Janith C. Aves of the Philippine Statistics Authority –National Statistics Office (PSA-NSO) Misamis Oriental, the unemployment rate in Northern Mindanao stood at 7 percent based on the results of the 2014 January Labor Force Survey.

This is higher compared to the previous year’s result of 5.6 percent.

The region’s unemployment rate is however lower compared to the national figure which placed at 7.5 percent. Among the regions, the NCR continued to have the highest unemployment rate. The estimate for January 2014 is 11.2 percent while it was 9.5 percent for January 2013.

Among the unemployed persons in Northern Mindanao in January 2014, 58.6 percent were males.

The unemployed include all persons who are 15 years old and over as of their last birthday and are reported as: … without work, i.e. had no job or business during the basic survey reference period; and … currently available for work, i.e. were See jobless, page 11

Government troops, BIFF clash anew in Maguindanao COTABATO City––Four rebels were killed and several others were wounded as fighting erupted anew in Maguindanao between government troops and members of a breakaway Moro rebel group, the military said.

Col. Dickson Hermoso, spokesperson of the 6th Infantry Division said the encounter occurred in Barangay Libutan, Mamasapano town from 5:407:30 a.m. Tuesday between the

Bangsamoro Islamic Armed Forces (BIFF) and 45th Infantry Battalion.

Hermoso said the encounter also led to the arrest of four suspected BIFF members.

Lt. Col. Donald Hongitan, commander of the 45IB, and Col. Gener del Rosario of the 1st Mechanized Brigade led pursuit operations against the BIFF under Commander Bongos.

Bongos reportedly staged

the ambush last June 6 using an improvised explosive device that killed a soldier and wounded three others.

The soldiers were aboard a KM450 truck in barangay Maitumaig, Datu Unsay Ampatuan town when the ambush occurred.

The government and MILF signed on March 27 this year the Comprehensive Agreement on the Bangsamoro that would

replace the Autonomous Region in Muslim Mindanao by 2016.

Agusan mayor denies link to gunrunning of AK-47s to NPA

ROSARIO, Agusan del Sur—The mayor of this town has denied any links to the reported gunrunning of AK-47 assault rifles to the New Peoples Army claiming that unscrupulous persons used fake documents to drag the name of his mining company to license and sale the high-powered firearms.

Mayor Jose Cuyos, who owns JTC Mining Company operating in many mining areas here, said it was clear that some syndicates with bogus documents used his

company as a front to legitimize the trafficking of the cache of high-powered firearms to be sold to the NPA. Cuyos said he discovered this alleged syndicated activities five months ago when he personally went to the Philippine National Police national headquarters in Camp Crame to clear his name and found out that a certain Manuel Quijon used JTC with fake Securities and Exchange Commission registration to process the licensing and purchase of AK-47 assault weapons.

“How can we do that when

JTC is not authorized to buy such large number of firearms?”

Cuyos told the Mindanao Daily News in an interview. He added the certain Quijon who claims to be the president of JTC Minerals and Mining Company with residence in neighboring San Francisco town is even fictitious.

The mayor clarified his deal with businessman Isidro Lozada, operator of Caraga Security Agency in Butuan City, was strictly an agreement to provide his company with some 30 security guards armed with AK-47s and M-16 Armalite rifles.

“I met him before only two times during the times when the agreement for security services was being worked out and approved,” Cuyos said. “ We did not have any agreement whatsoever that I will buy firearms from him,” he added.

Lozada is now in hot water after newly-installed PNP Criminal Investigation and Detection Group Director Benjamin Magalon tagged him in facilitating the sale and licensing of firearms using mining companies in Caraga as front in applying for the import permits and licenses for the

firearms but were actually sold at least 1,004 AK-47s to the NPA. Magalong said Lozada was able to import AK-47s and register them with the Firearms and Explosives Office of the PNP from 2011 to 2013.

The CIDG chief said Lozada bought the firearms from licensed gun importer Twin Pines Inc. then sold the assault rifles to communist rebels over the twoyear period.

During the investigation, Magalong said Lozada admitted that he sold assault rifles to communist rebels for P52,000 each.

our national devotion, let us continue to feel with our people, let us continue to spread light and love to the poor and vulnerable sectors of our community, especially our children.”

TUBOD, Lanao del Norte – More than 26 Muslim clerics attended the three-day training on Post Marriage C ounseling (PMC) and PMC Supplemental Guide for Muslims held at MCC Hotel, Tubod, this province.

The workshop was organized by the provincial government through its Provincial Population Office (PPO) in cooperation with the Com-

mission on Population, Region 10.

Topics of the workshop include Planning and Building a Family in Islam, Responsible Parenthood, Planning the Family, Maternal Health in Islam, Child Birth, Sex Education in Islam, Marriage and Relationships among Muslim Filipinos, and Rights and Obligations between Spouses.

“We are very grateful to Governor Khalid Di-

maporo for allowing us to conduct this training for our Muslim religious leaders. They will be our vital partners in helping create healthier families and more responsible parents here in the province,” expressed Provincial Population Officer Ananette Daniel.

Attorney Mac Dibaratun was tapped by PPO as the resource speaker on the PMC Supplemental Guide for Muslims.

The training is also a project of the Gender and Development (GAD) Focal Point System (GFPS) of L anao del Norte implemented under the ‘Kabarangayan Sigurado’ program of Governor Dimaporo.

Every successful community, institution or a simple group is a result of a good governance. It is true that in order for a group of people to be successful, a leader must exist.

Leadership is a social influence that encourage people to be active in accomplishing a task, simple or comprehensive. Becoming a leader takes a lot of courage and skills especially in influencing others, and in order to be influential, he must be effective.

In order to exercise a good and effective leadership, a person should be open in adopting skills in order to be effective. This is an important thing in all types of organization. In Department of Education, for example, to implement programs in ways that these are planned and organized,

a person should stand up in order to lead the implementation.

In a book authored by an American educator Steven R. Covey, he enumerated seven habits that an aspiring leader should possessed in order to be effective.

First is to be proactive or the ability to control a situation through making things happen or preparing for possible future problems. Goal setting is also a way to be proactive. This is a process of turning one’s vision or plan into real action. It is focused on acquisition of knowledge and helps in organizing time and resources. Example is the DepEd’s OPLAN Balik Eskwela. This aims to address common concerns encountered during school opening and assure that students are properly

enrolled and are able to attend school by the first day of classes. This is a DepEd leader’s step one in order to prevent long term problems that might pop up in the later time.

Beginning with end in mind is also a habit that one should have. This is through envisioning a mission and vision. Best way for this is to set mission and vision statements that serve as a guide and a direction for an organization.

Putting first things first is also another habit of highly effective person.

Time management is a key to this habit. In addition also is through setting priorities. This could be done through doing the things that should be done first before the other. One should also understand, before seeking to be understood.

This is done through active listening and understanding the experiences of others.

In this way, it is not hard

MARAWI CITY, Lanao del Sur - The Office of the Civil Defense in the Autonomous Region in Muslim Mindanao (OCD-ARMM) is conducting a two-day summit on disaster risk reduction management (DRRM) for local chief executives (LCEs) of the province.

The two-day summit kicked-off this morning at the Provincial Capitol Social Hall and will conclude Wednesday, June 11.

OCD-ARMM Director and Regional DRRM Council Executive Director Manuel Luis Ochotorena said the summit aims to provide a venue for consultation on the major challenges and gaps in the implementation of DRRM system among local governments in the ARMM. “ARMM has long struggle with problems on poverty, and poor places are considered the most vulnerable to disasters. We should not forget that ARMM is unique because we are not only affected by natural disasters but also with man-made disaster,” he said.

Ochotorena said the summit will highlight the roles and responsibilities of LCEs

to enhance their capacities on DRRM system to establish more resilient communities amid imminent threats of disaster due to climate change and those that are man-made.

Also, the implementation of the Memorandum Circular on the allocation and utilization of Local DRRM fund will be discussed in the summit.

Lectures on earthquake and its hazard, Project NOAH, weather causing phenomena affecting the country, and climate change adaptation will also be presented in the summit.

The first day of the summit will be highlighted by the signing of declaration on the strengthened commitment on DRRM system among local government units (LGUs).

Workshops on reporting of actions regarding declaration of commitments to DRRM provincial level and 2015 DRRM plan and budget preparation will further be conducted during the second day of the summit.

There will also be sharing on the lessons learned from past disasters as well as of DRRM best practices and challenges. (APB/PIA-10)

Jesse E.L. Bacon II THERE are many amongst this country’s citizens who, perhaps out of frustration at the slow turn of the wheels of justice, want the immediate prosecution and eventual jailing of all those accused of being involved in the congressional pork scam.

But we should all be reminded that due process, a fundamental right that

the state is mandated to at all times uphold, calls for a painstaking effort at collating evidence, testimonial and documentary, to back up charges against any person.

This is the reason for the slow turn of the wheels of justice.

er individuals were linked to the pork scam allegedly engineered by Janet Lim Napoles, everyone was crying for the head of the three and their cohorts. But the case build-up takes time so much so that the documentary evidence and the written testimonies of witnesses amounted to volumes and volumes of paper.

The government, the Department of Justice specifically, was criticized for the slow pace of its investigation on the matter. When complaints were finally filed before the Office of the Ombudsman, it was the turn of the Ombudsman to be

subjected to criticisms for its inability to immediately resolve the cases and had them filed with the Sandiganbayan.

Friday, last week, the accused senators and their coaccused in the first batch of charges were finally indicted by the Ombudsman before the Sandiganbayan. And the people are demanding for the immediate issuance of the warrants of arrests for all the indicted personalities.

-oooBONG’S SPEECH A ROUSING PR SUCCESS: The privilege cum farewell speech of Sen. Ramon “Bong” Revilla Jr. last Monday, June 09, 2014, was a rousing public relations coup, alright, notwithstanding the attempts of Malacanang to downplay its effect on projecting Revilla as an underdog among the greater number of poor Filipinos.

That speech undeniably projected two things: first, that Sen. Revilla is being politically persecuted by the Aquino government even if he is innocent of the charges against him in connection with the P10 billion pork barrel scam, thus endearing himself to the masses all the more as an “underdog”, and, second, that President Aquino is actually a big failure as a chief executive.

On his assessment of the President’s discharge of his functions, Revilla said there are just too many problems of the country that President Aquino had not focused on, particularly the

basic needs and concerns of the Filipino people.

He enumerated these needs and concerns that have not been sufficiently addressed: the lack of sufficient and satisfactory employment, which is causing widespread hunger and poverty; the lack of a sufficient and satisfactory help and assistance to the victims of Typhoon Yolanda; heightened criminality where the police must be mobilized to be more responsive.

The senator also called for more aggressive efforts to address our countrymen’s basic needs such as education, social services, and food security. Then, he gave Aquino this advice: “Lead this country not with hatred but with love. Lead the country towards unity and not partisanship. Push our nation’s interest and agenda.”

He then expressed the hope that the pork barrel scam is not a part of a grand design to discredit Congress as an institution and remove the people’s trust in it, and thereby pave the way for its abolition through an amendment of the Constitution.

indanao’s total trade last year clinched US$7.6 billion freight-on-board (FOB) receipts which registered a remarkable 15 percent increase despite the natural calamities that hit the island-region’s agricultural lands and production areas in the past two years. “ We a r e h a p p y t o announce that Mindanao’s trade performance remains bullish amid the natural calamities that beset the island-region from 2012 onwards,” said Luwalhati Antonino, chair of the Mindanao Development Authority (MinDA).

Antonino added that Mindanao suffered heavy losses from Typhoon Pablo (Bopha) which hit hardest several provinces of Caraga and Southern Mindanao in December of 2012. “ We a n t i c i p a t e d a downtrend in some of the region’s agricultural produce particularly banana and coconut because of the typhoon, but on the contrary, banana remained as our top dollar earner in 2013,” she said.

FOB receipts for banana products reached US$0.911 billion last year, 45 percent higher than the US$0.6255 billion registered in 2012.

Antonino however noted that there is a minor decline in coconut and palm kernel exports last year.

From US$890.1 million in 2012, Mindanao’s coconut exports only registered US$773.8 million in 2013.

The 13 percent shortfall is attributed to the number of coconut trees that were damaged by Typhoon Pablo especially in the province of Davao Oriental. The coconut industry accounted for 14.9 percent of Mindanao exports in 2013.

“But our exports of nickel ores and concentrates significantly increased,” said Antonino, pointing out that in 2013, it recorded an

increase of 72.86 percent, which amounted to US$639.5 million from only US$370 million in 2012.

Mo r e o v e r, o t h e r Mindanao major exports include fish (either prepared or preserved) and caviar that generated US$614.1 million or an increase of 92.33 percent from only US$319.3 million in 2012 as well as fruits, nuts and other edible parts of plants that accounted for US$284.3 million.

Antonino also reported t hat Mi nd ana o’s tot a l imports in 2013 reached US$1.2 bi l lion. Thes e imports were comprised mainly of petroleum oils, US$449.2 million; wheat and meslin, US$155.5 million; milk and cream, US$120.2 million; fish (frozen), $82.4 million; and mineral or chemical fertilizers, US$78.8 million, among others.

M i n d a n a o’s m a j o r trading partners last year were the United States of America, China, Japan, South Korea, and Taiwan.

Antonino s aid t hat as part of the efforts to help sustain the gains of the region’s trade sector, MinDA is advocating for the Mindanao Development Corridors, a development strategy that aims to achieve internal connectivity and strengthen the region’s local supply chains to effectively link production centers to the export gateways.

“With this strategy, we expect to create massive

employment and generate more income particularly in our agribusiness sectors, as we accelerate trading with our economic partners,” she added.

Antonino also emphasized that in M i n d a n a o, e f f o r t s t o safeguard the economy from the changing climatic conditions are a priority agenda under the Mindanao 2020 Peace and Development Framework Plan, the island-region’s roadmap to long-term peace and development.

“Climate change adaptation is a must since the island-region is the country’s front-runner in terms of agriculture-based exports,” she said.

Antonino explained that to secure the future of Mindanao’s agri-industry, MinDA is also pursuing environment programs such as the MindaNOW! Nurturing Our Waters Program to rehabilitate the island-region’s denuded forest areas and lessen the impact of climate change to the island’s agriculture sector.

In a related development, Antonino announced that her office is closely working with the Cacao Industry Development Association of Mindanao, concerned gove r n m e nt age n c i e s , and lo cal government units in efforts to identify areas suitable for cacao production in the islandregion.

“Chocolate is a multi-

billion dollar business, and we want Mindanao take a sizeable bite in this growing industry,” she said.

Antonino also added that Mindanao’s organic products that include black, red, and brown rice of North Cotabato as well as the coco sugar of Davao del Sur and Misamis Oriental are currently penetrating markets abroad.

“In the long-term, we’d like to see our organic products in the shelves of major grocery stores in the US and Europe. We are closely working with our trade attaches to firm up partnerships between our local investors and their counterparts overseas,” said added.

Mindanao will be hosting this year’s largest sub-regional trade fair and business leaders’ conference that will gather more than 200 top buyers from the ASEAN, and about 700 key business representatives from the country as well as from Brunei Darussalam, Indonesia, Malaysia, and Thailand.

Dubbed as the 2nd BIMP-EAGA & IMT-GT Trade Fair and Business Leaders’ Conference, the event will be held from October 23 to 26 at SM Lanang Premier’s SMX C onvention C enter in Davao City.

“Mindanao is beefing up its efforts to do business with our counterparts across Asia, if not the entire world,” she said. (minda.gov.ph)

Coconut pests invade Basilan province B ASILAN PROVINCE – An invasive species of coconut scale have destroyed over 76,000 coconut trees in the province of Basilan and the level of infestation there has reached an alarming stage, officials said Monday.

The same infestation is also ravaging the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon – all in Luzon Island and officials were trying to determine how the insects (Aspidiotus Rigidus) managed to find its way to Basilan, one of five provinces under the Autonomous Region in Muslim Mindanao.

“We still don’t know how these invasive insects which are similar to those now destroying coconut plantations in Cavite, Laguna, Batangas and Rizal find its way in Basilan. We are investigating this now, but at the moment our hands are full in trying to control the infestation in Basilan, particularly in Isabela City and it is very alarming now,” Efren Carba, the provincial coconut development manager, told the regional newspaper Mindanao Examiner.

He said more than 76,000 coconut trees in different plantations in 16 out 33 villages in Isabela City are infected with the pests. Copra and rubber are the two main industries in Basilan, just several miles off Zamboanga City.

But Carba said the infestation of the coconut scale is at the moment within Basilan and there were no reports of similar problems in Sulu and Tawi-Tawi provinces, and also Zamboanga Sibugay, Zamboanga del Sur and Zamboanga del Norte, all in western Mindanao.

He said pests attack the leaves and fruits of coconut trees and there were reports that mangoes, bananas ang other fruit trees are also at risk of infestation in Basilan.

“Right now, we are trying to control the infestation and are using both chemical and biological agents to fight off or exterminate the coconut scale. We also launched a massive information drive to help local farmers and the City of Isabela learn more about the coconut scale and how to control this,” Carba said.

Carba said the life cycle of a coconut scale is 30-32 days with each insect can spawn up to 50 eggs in just one week.

‘Tabak’ Division commander installed as new NOLCOM chief PAGADIAN CITY, Zamboanga del Sur – The Armed Forces of the Philippines (AFP) has named Army’s 1st Infantry “Tabak” Division commander Maj. Gen. Felicito Virgilio Trinidad Jr. as the new commander of the Northern Luzon Command (NOLCOM).

Franco Suelto said that AFP Chief-of-Staff Gen. Emmanuel Bautista installed Trinidad Monday as the new NOLCOM chief.

Suelto said Trinidad has replaced Lt. Gen. Gregorio Pio Catapang, who was assigned as the new AFP vice chief of staff last May 23.

Suelto said among the significant accomplishment of Trinidad during his stint at the 1st Infantry Division was the success-

ful defense of Zamboanga City during the September 2013 siege.

Trinidad was awarded Philippine Legion of Honor (Degree of Commander) in recognition of his efforts in defense of Zamboanga City during the 20-day siege.

As the NOLCOM chief, Trinidad will supervise the operations of three major services, namely two infantry divisions in Isabela and Nueva Ecija; Naval Forces Northern Luzon (NFNL) in La Union; and Tactical Operation Group 1,2, and 3 (TOG) in Baguio, Isabela and Tarlac.

Suelto said that Col. Aminkadra Undog, the Assistant 1st Division commander, were serve as the officer-in-charge of the “Tabak” Divison until a new commander will be installed into office. (PNA)

NPA rebels accuse military of killing civilian

AVAOCITY - The New P e o p l e’s Army on Monday accused government soldiers as behind the execution of a motorcycle taxi driver earlier accused by the military as a member of the communist rebel group in Davao del Norte province.

A reb el sp oke s man Aris Francisco branded as “barbaric” the murder of 41-year old Wilfredo Estrebillo, who was killed on June 4 in the village of Mabantao in Kapalong town. Citing confidential reports, Francisco accused the 60th Infantry Battalion as behind the killing and condemned the attack on an innocent civilian.

“The barbaric killing of motorcycle driver Wilfredo Estrebillo showed that the notorious 60th Infantry Battalion is engaged in vindictive operations against civilians,” he said, vowing to give “revolutionar y” justice for victim’s family.

Estrebillo was shot at least 13 times by his three passengers. Francisco said the Estrebillo was first to be killed by the military among the list of six motorcycle taxi drivers in the town that are all in the army’s order of battle.

He said the list was recovered from Corporal Rogelio Rosales, who was captured by rebels in May in the village of Florida also in the town of Kapalong.

Rosales was freed by the NPA on humanitarian grounds, but he was dismissed from the military after the rebel group recovered illegal drugs from his possession while arranging the delivery of illegally cut logs in the

town.

The six drivers were suspected as members or supporters of the NPA after Rosales implicated them.

Duterte intensifies war versus ‘akyat bahay’, human trafficking at barangay level

DAVAO CITY - Mayor Rodrigo Duterte has intensified the city’s drive against ‘akyat bahay’ and human traffickers, urging barangay leaders to do their share in curbing crimes in their areas.

This as Duterte readies deployment of almost 1,000 police auxiliaries in the barangays under the payroll of the city government but operationally administered by the Davao City Police Office (DCPO) to initially focus on house break-ins and human trafficking activities.

Armed with shotguns, police auxiliaries will serve as a crime prevention measure but can shot it out against criminals if they fight it out with authorities.

He told barangay leaders the police auxiliaries are under the supervision and control of the DCPO Chief of Police; and, operate separately from their own barangay tanods.

Duterte however assured that he will not give

any room for members of the police auxiliary to abuse their guns as they are not allowed to bring the firearm outside of their assigned barangay.

He said he specifically chose to arm them with shotguns because these are visible unlike short arms that can be easily tucked in their jackets.

He further said there must be no partisan politics in the deployment of the police auxiliary as it is designed to combat crimes in the barangays.

"I am the center of these (akyat bahay)…people come to me complaining but I can’t run all errands.

It also behooves on the police," Duterte said.

The mayor emphasized that a barangay-based campaign can solve the problem of ‘akyat bahay’, admitting that the government is hard-up in its drive against theft incidents because it lacks warm bodies to secure all areas.

Only when such determination of the existence of probable cause is done that arrest warrants could be issued and the accused be brought under the jurisdiction of the court so trial could commence.

But even before the above could happen, people are already questioning why there are only three senators being indicted? What about the others who are

similarly accused of having personally benefited from their congressional pork with the connivance of other individuals?

In fact, the Aquino administration is now subjected to vile charges that it is merely engaged in political witch-hunt against its political foes. But do we really think the administration can possibly do this haling to court of all the accused in this multi-billion pesos fund scam at one time?

Justice prohibits this.

Physically this is not possible also. While it is true that the government’s resources are enormous, it still has its limitations. One such limitation is being able to hale to court hundreds of people at the same time.

Perhaps it is good for the people to adopt the tenet that in doing things such as this one we should do it systematically and in a calculated manner.

Systematically here means pruning the undesirable, the unproductive branches one at a time. This is a very natural way of doing things.

Besides, pruning is done so the other branches that are productive thus desirable can bear fruit. Allowing the undesirable branches to co-exist with the desirable ones would inarguably result in the latter’s inability to produce good fruit.

This is what is happening in government right now. Because the desirable servants in government are made to co-exist with the undesirable ones, the former’s ability to do good service to the public is greatly hampered and jeopardized.

So there is no question that pruning of the undesirable ones should be undertaken. But the pruning should never result in the cutting off even of the desirable ones hence the need to be circumspect who to prune, who to cut-off from the tree called government service either as elective or appointive officials or employees.

Demanding that the Aquino administration should be filing charges lumping everyone believed to have dipped their fingers into the pork cookie jar just ensures the failure to prune the undesirables so that the desirables could truly perform good service to the people. Let us be wary with this call if we truly want to cut-off from the government only those who have no business to be in government in the first place.

Let the Aquino administration do this systematically and methodically to ensure success, to ensure that its end goal of being able to have a government that is productively engaged in rendering public service is indeed achieved.

It was learned that the capacity of the gym was only 3,500 but the PBA printed a total of 5,000 tickets, resulting to other paying fans who weren’t able to get in.

As of Monday, City Hall led by Peter Abejuela, a department head, started to refund the tickets bought by some disappointed fans who have failed to watch the PBA game.

Because of this development, two councilors scouted two different venues for the holding of future events this size.

For his part, Councilor Roger Abaday proposed the construction of a huge arena for sporting and other entertainment events.

Councilor Alden Bacal disliked the idea and lodged his own disclosure – he claimed that the city government has an ownership stake at the Misamis Orientalowned Pelaez Sports Center situated at the heart of downtown Cagayan de Oro. Bacal said that even the minority stake of City Hall would ensure that at least it has a say on how the Pelaez Sports Center is being run and that it could use the facilities anytime if there are no other prioritized events to be held there.

But Abaday expressed apprehension over this, saying that the Liberal Party of Mayor Oscar Moreno is at odds with the government of Misamis Oriental, which is currently run by Gov. Yevgeny Vincente Emano under PaDayon Pilipino.

“We’ll try to find the best win-win solution for all,” he added.

Roa said the case will proceed despite the absence of the defendants who have returned to China.

Presidential Adviser on the Peace Process Teresita Quintos-Deles had hinted in her opening remarks at the International Conference of Cotabato at the Notre Dame University in Cotabato City on Friday that the 97-page draft will not be transmitted before Congress adjourns on June 11. She said it was still undergoing a “thorough process of review” by the Office of the President to ensure Congress gets a “more refined and strengthened” draft.

Senate President Franklin Drilon, in a message read for him by Cardinal Orlando Quevedo in the Cotabato conference, assured the Senate’s support to the peace process and their commitment to pass what he refers to as “unifying and integrating” Basic Law. Drilon said they will “ensure that the Bangsamoro law falls within the four corners of the Constitution and that it can withstand judicial scrutiny.”

He vowed to pass the law “as early as possible.”

Deles urged hundreds of conference participants to “look at what’s going on from a glass-half-full perspective.”

“We have waited 17 long years for a mutually binding and acceptable peace process with the MILF; and yet that has been achieved within three years of this administration. We can be bold in taking a few more days, if not weeks, to ensure a more refined and strengthened draft BBL to be stewarded by the leadership of both Houses of Congress through the legislative process and thereafter for ratification through plebiscite,” she said.

In the revised roadmap of the GPH-MILF peace process – now constituting 11 steps from creation of the BTC to signing of the exit document -- only Steps 1 and 2 have been completed: the BTC was created in February 2013 and the Basic Law was drafted and submitted to Malacanang on April 22.

The other steps: 3. Draft BBL submitted to Congress; 4. President certifies proposed Basic Law as urgent; 5. Congress passes BBL; 6. Plebiscite conducted to ratify law; 7. Basic law enacted; BTC ceases to exist; 8. ARMM is deemed abolished once the Basic Law is ratified; 9. Bangsamoro Transition Authority officials are appointed; 10.

Election of officials of Bangsamoro Government by 2016; and Step 11, the signing of the exit document “officially terminating the peace negotiation may be crafted and signed by both Parties if and only when all agreements have been fully implemented.”

In last year’s SONA, the President urged Congress to pass the Bangsamoro Basic Law before end of 2014 to allow more time for the transition from the Autonomous Region in Muslim Mindanao (ARMM) to the Bangasmoro, a new autonomous political entity with a ministerial form of governance.

Both parties are eyeing June 30, 2016, the end of the Aquino administration’s six-year term, as the inaugural of the regular Bangsamoro government and the proclamation of the first set of elected officials As of June 10, there are only 751 days left to June 30, 2016.

Rep Uy led the groundbreaking of the ButuanCagayan de Oro-Iligan and Opol to Laguindingan section road widening projects in El Salvador City; the road widening project in Laguindingan town and the construction of Rotunda leading to Laguindingan airport; the upgrading of road (from gravel to concrete) leading to Laguindingan airport; and the road widening project in Opol, including the construction of a bridge that would connect Barangay Igpit and Opol town, also in Misamis Oriental.

The contractors of the four big infrastructure projects are Equiparco for the road widening projects; Jejor’s Construction for the gravel to concrete road projects; and UKC Builders for the construction of a bridge in Opol town.

The infrastructure projects will be implemented under the DPWH in Northern Mindanao through the initiative of Rep. Uy, the wife of Villanueva town Mayor Julio Uy. Meanwhile, Opol town Mayor Max Seno thanked Rep. Uy for her efforts in implementing the road widening project and the soon-to-be constructed bridge that would connect Barangay Igpit to Opol town.

Emano also formally turned over the multipurpose building costing P 500,000 to the barangay officials and residents of Limonda.

He said that the multipurpose building would s e r ve a s c onve r ge n c e grounds for the village youths, women, and farmers where they could hold meetings, entertainments, and deliberate on development plans for the tribal community.

Village chief Michael Sambulay expressed the surprise of his life of Emano’s visit. “Si Gobernor Emano ra gayod ang miabot diri sa among barangay ug naghatag kanamo ug ingong niini” (Only Gov. Emano have gone to our place (referring to elected officials) and gave all these things), Sambulay said.

“The tribal community is very thankful that despite the distance, the governor came to our place and distributed rice to the residents, Sambulay added.

Emano said that he will always take time to visit the farthest and the nearest village in Misamis Oriental as part of his commitment to hear and act on the needs of the people.

He said that his visit to Limonda, the almost forgotten tribal village in Misamis Oriental, is part of his administration’s “element by surprise” approach where the provincial government makes unscheduled visits to the towns and villages of the province.

During the visit, the provincial government would deliver basic services and provide immediate needs that the villagers have long before dreamed of, Emano added.
