CAGAYAN DE ORO CITY – Two unidentified persons were killed while one was critically wounded in a shootout between a suspected group of holdup men and intelligence operatives of the Cagayan de Oro City police early morning yesterday. Christmas is anti-corruption month House Bill 3005, authored by Congressman Rufus B. Rodriguez, was recently signed into Republic Act 10589 (An Act Declaring December of Every Year as "Anti-Corruption Month" in the Entire Country) by President Benigno S. Aquino III. Rep. Rodriguez filed this bill to instill awareness in every Filipino, the effects of corruption. Based on the law, December of every year is declared as "Anti-Corruption Month" in the entire country. This means that every December, all heads of government agencies and instrumentalities, including government-owned and -controlled corporations as well as local government units and employers in the private sector are mandated to conduct activities designed to create awareness among the people on the adverse effects of corruption. The awareness campaign must not only contain information on what constitutes an act of corruption, but also what citizens must do when faced with such corruption. The law designates the Office of the Ombudsman as the lead agency. Meanwhile, Republic Act

10159 which was recently signed into law by President Benigno S. Aquino III aims to ease the burden of convicts by increasing the rate of subsidiary imprisonment which will result in lesser days in prison for convicts. RA10159 stemmed from House Bill 600 authored by Congressman Rufus B. Rodriguez. The law now prescribes that if the convict has no property with which to meet the fine imposed on him, he shall be subject to a subsidiary personal liability at the rate of one day for each amount equivalent to the highest minimum wage rate prevailing in the Philippines at the time of the rendition of judgment of conviction by the trial court. At present, the highest minimum wage is in Metro Manila at P456 per day. This was raised from the previous provision of the Revised Penal Code of one day for every 8 pesos. Congressman Rodriguez filed this bill to help less fortunate Filipinos who by one reason or another have been convicted of a crime and has no property to pay for the fine imposed on him.

MALAYBALAY CITY (MindaNews) - In its inaugural session last Monday, the Bukidnon Sangguniang Panlalawigan included four new areas among its existing committees, including climate change adaptation and disaster preparedness. Provincial board member Jay Albarece, chair of the committee on rules and privileges, said the board is catching up on others that already have such a committee related to climate change and disaster preparedness. He stressed it is high time to create the committee with the present climate change situation. The committee on climate change adaptation and disaster preparedness is lumped with the committee on environmental protection. The committee is chaired by Alfeo Baguio of the third district, who chaired the original committee in the last provincial board. Ma. Easterluna Canoy, executive director of the Kitanglad Integrated NGOs, hoped the move is “not for compliance and cosmetic adjustment only.” “I hope the provincial government included climate change

adaptation and disaster preparedness [due to the] urgency of the problem,” she told MindaNews. But Canoy noted that it is still a welcome move even if it came “quite late” for a province that is supposed to be “advanced” in climate change adaptation, mitigation and disaster preparedness. Canoy said it should translate into policies that would create climate change interventions and programs, which she noted should not endanger the natural habitat and existing resources of the province. “The move should result in the implementation of climate compatible development projects,” Canoy added. Another new committee is on ethics, which was added to Albarece’s committee on rules and privileges. He said the ethics committee would cover internal conduct at the provincial board. Albarece, the only lawyer left in the board, also chairs the committee on laws, labor, and manpower development. Social service for senior citizens and other areas was also

included in the existing committee on women and family, health, and social services. Board member Marivic Montesclaros, who held the committee in the last provincial board, retained the post. Public Uti lity is als o lumped into the committee on civil service, chaired by first district board member Clive Quiño, who was elected majority floor leader. He also chairs the committee on civil service. In his remarks after election, Quiño vowed a provincial board that looks “more of quality than quantity.” Among the highlights of the two-hour afternoon session was the selection of newcomer Bob Casanova, former Malaybalay City councilor, as chair of the committee on appropriations, ways and means. Veteran board member Manuel Dinlayan questioned the choice over re-elected board member Ranulfo Pepito. But Pepito told the session he respects the decision of the presiding officer in choosing Casanova, referring to Vice Governor Alex Calingasan,

Calingasan said that Casanova was given the committee chairmanship because of his previous experience as chair of the committee on appropriations in the Malaybalay City council. Pepito, however, retained the committee on agriculture, cooperatives, and trade and industry. Dinlayan now chairs the committee on land use and human settlement, and agrarian reform. Calingasan, the presiding officer, also heads two committees – the committee on beautification and tourism, which was previously held by Dinlayan, and the special oversight committee (good governance, developmental research, plans and programs; and enforcement of laws and ordinances). Board member Gordon Torres, whose family runs a college, chairs the committee on education and the committee on justice and human rights and peace and order. Broadcaster Renato Centillas now chairs the committee on poverty alleviation and social reform. The other newcomer, former Malaybalay City councillor Melchor Maramara, chairs the committee on engineering and public works. Federation of Association of Barangay Councils president Roelito Gawilan chairs the committee on barangay and local government. Indigenous people’s mandatory representative Datu Magdalino Pandian retains the chairmanship for the committee on indigenous cultural communities and indigenous peoples. Sangguniang Kabataan federation chair Raiza Angelique Porminal chairs the committee on youth and sports development. Aside from the committees, the inaugural session also discussed changes on internal rules. The board members decided to move the regular session from Wednesday to Monday, at 1:30 p.m. The morning is open for committee hearings and question hour with guests.

Maryland community becomes patron of arts By JUNE SOH of VOANews.com CHESTERTOWN, MARYLAND — Artists would like to devote all their effort on their craft, but the need to make money often forces them to focus on creating works that can be sold. A small town on the Eastern Shore of Maryland has become a patron of the arts, and the community hopes its burgeoning patronage will give local artists creative freedom. Vicco Von Voss has been making wooden furniture from salvaged materials for 20 years. “When I get a tree that has been blown over by a hurricane or strictly taken down by a tree company, I have the opportunity to give this tree a second life,” he said. Voss is known for creating elegant, yet functional pieces. “Part of my philosophy is that if it took a tree 80 years to grow, I need to build something that will last for that same duration.” Honoring nature, art Voss formed that philosophy while he lived for

eight and a half years in a small cabin [9 feet x 12 feet] he had built on his lot outside Chestertown, Maryland. “I grew to understand and love nature. But it wasn’t just loving nature, it was observing the real subtleties of the land, of the trees. And with that, I thought I’ve got became a steward of nature,” he said. Voss works mostly by commission. So when a local museum - the Academy Art Museum in Easton, Maryland - invited him to exhibit his furniture at an art show next year, he had a

problem: He sells his work as soon as he completes it. “Basically the idea of borrowing my clients’ pieces for two months was not an option. I couldn’t go and say ‘I need to borrow your dining table for two months.’” Gallery owner Carla Massoni came up with an idea to work around the problem. If patrons were to loan money to Voss - so he would not have to sell each piece - he could create a body of work for the museum show. Afterwards, he would sell the pieces and pay back the money. So far, Massoni says more than 20

people have participated in what she calls the “Seed Project.” “Many of the people that are involved in this probably wouldn’t be able to purchase a piece of Vicco’s work. But they still want to be part of the process of his creating these pieces,” said Massoni. Making a connection Bob Ingersoll is one of the participants. “It seemed to me such an interesting project. Here I had a chance to help Vicco concentrate more on creating pieces of art. I expect to see a beautiful piece come arts | page 8

DOT kicks off more fun activities in Intramuros

THE Department of Tourism (DOT) and the Intramuros Administration launch “Kultura…Musika… Saya!” featuring Intramuros Rocks, a free-admission concert at the Maestranza Park of the Walled City scheduled today, July 5. Intramuros Rocks serves as a kick-off activity of the many programs and events under the Intramuros Redevelopment Plan, aimed at promoting cultural appreciation and heritage awareness to the public, especially the youth. The concert will feature bands and artists including Shamrock, Spirit of ‘67, Pilipinas Got Talent finalist Zilent Overload, and many others. There will also be a bazaar featuring food stalls and booths selling local handicraft, tribal arts, and other novelty items within the newly restored Maestranza Park. The venue, also called Almacenes Curtain Wall, is situated right beside the Pasig River and was a former storehouse and soldier’s quarter during the Spanish time. Formerly the seat of Spanish colonial rule in the Philippines, Intramuros is home to important historical sites and tourist spots such as Fort Santiago, Manila Cathedral, San Agustin Church and Casa Manila. “Intramuros, as a historical and cultural center, plays an important role in the promotion of Manila as a premier destination. The walls of Intramuros tell a beautiful story of our resilience. It is not only an important cultural landmark, but also one of the historical treasures we Filipinos must protect,” Tourism Secretary Ramon R. Jimenez, Jr. said. “It would be fulfilling to see our youth of today discover new reasons to appreciate the Walled City and become active participants in its promotion,” the tourism chief added. Bukidnon SP creates committee on climate change adaptation, disaster preparedness By Walter I. Balane

MAL A YBALAY CITY – In its inaugural session last Monday, the Bukidnon Sangguniang Panlalawigan included four new areas among its existing committees, including climate change adaptation and disaster preparedness. Provincial board member Jay Albarece, chair of the committee on rules and privileges, said the board is catching up on others that already have such a committee related to climate change and disaster preparedness. He stressed it is high time to create the committee with the present climate change situation. The committee on climate change adaptation and disaster preparedness is lumped with the committee on environmental protection. The committee is chaired by Alfeo Baguio of the third district, who chaired the original committee in the last provincial board. Ma. Easterluna Canoy, executive director of the Kitanglad Integrated NGOs, hoped the move is “not for compliance and cosmetic adjustment only.” “I hope the provincial government included climate change adaptation and disaster preparedness [due to the] urgency of the problem,” she told MindaNews. But Canoy noted that it is still a welcome move even if it came “quite late” for a province that is supposed to be “advanced” in climate change adaptation, mitigation and disaster preparedness. Canoy said it should translate into policies that would create climate change interventions and programs, which she noted should not endanger the natural habitat and

existing resources of the province. “The move should result in the implementation of climate compatible development projects,” Canoy added. Another new committee is on ethics, which was added to Albarece’s committee on rules and privileges. He said the ethics committee would cover internal conduct at the provincial board. Albarece, the only lawyer left in the board, also chairs the committee on laws, labor, and manpower development. Social service for senior citizens and other areas was also included in the existing committee on women and family, health, and social services. Board member Marivic Montesclaros, who held the committee in the last provincial board, retained the post. Public Utility is also lumped into the committee on civil service, chaired by first district board member Clive Quiño, who was elected majority floor leader. He also chairs the committee on civil service. In his remarks after election, Quiño vowed a provincial board that looks “more of quality than quantity.” Among the highlights of the two-hour afternoon session was the selection of newcomer Bob Casanova, former Malaybalay City councilor, as chair of the committee on appropriations, ways and means. Veteran board member Manuel Dinlayan questioned the choice over re-elected board member Ranulfo Pepito. But Pepito told the session he respects the decision of the presiding officer in choosing Casanova, referring to Vice Governor Alex Cal-

ingasan, Calingasan said that Casanova was given the committee chairmanship because of his previous experience as chair of the committee on appropriations in the Malaybalay City council. Pepito, however, retained the committee on agriculture, cooperatives, and trade and industry. Dinlayan now chairs the committee on land use and human settlement, and agrarian reform. Calingasan, the presiding officer, also heads two committees – the committee on beautification and tourism, which was previously held by Dinlayan, and the special oversight committee (good governance, developmental research, plans and programs; and enforcement of laws and ordinances). Board member Gordon Torres, whose family runs a college, chairs the committee on education and the committee on justice and human rights and peace and order. Broadcaster Renato Centillas now chairs the committee on poverty alleviation and social reform. The other newcomer, former Malaybalay City councillor Melchor Maramara, chairs the committee on engineering and public works. Federation of Association of Barangay Councils president Roelito Gawilan chairs the committee on barangay and local government. Indigenous people’s mandatory representative Datu Magdalino Pandian retains the chairmanship for the committee on indigenous cultural communities and indigenous peoples. Sangguniang Kabataan federation chair Raiza Angelique Porminal chairs the committee on youth

and sports development. Aside from the committees, the inaugural session also discussed changes on internal rules. The board members decided to move the regular session from Wednes-

day to Monday, at 1:30 p.m. The morning is open for committee hearings and question hour with guests. They also ruled that the English and the Binukid versions of “Bukid-

P1m can build 2 classrooms In reaction to what I have written here yesterday, a friend from Butuan texted me that with P1 million two classrooms can already be built as long as SOPs (Standard Operating Procedure), a euphemism for kickbacks, are totally dispensed with. I think my friend was right. If talks are to be believed, 20 to 30 percent of the total cost of hard or infrastructure projects funded by congressional funds or pork barrel is reserved for the congressman. Another 20 percent is reserved for officials whose approval and signature are indispensable for the release and acceptance of the project. And add the usual margin reserved for the contractor at 10 to 20 percent of the total cost. Without the kickbacks and a reduced margin for the contractor, P500,000 indeed can already build one classroom. And what if the classroom is constructed through the brigada effort

A deeper view Jesse E.L. Bacon II where the people in the locality are mobilized as volunteers, will the cost not be brought down even more so that the P1 million can already build three classrooms? I have no doubt this can be done. But why is this not being done? This is not being done because no one would want to give up their share of the kickback – the congressman, the line agency or local government unit officials whose approval and signature are indispensable. And no contractor will ever sacrifice his margin of profit for the sake of public service.

This mindset is the reason behind why cemented roads are overlaid with asphalt or that re-blocking projects to repair the cracks of cemented roads. THINK a minute. This is a true story about a young lady who got so tired of living with her strict parents that she ran away from home. But she soon found out that life was not easy on her own. She couldn’t find a job, and it didn’t take long for her friends to get sick of her living off of their kindness so they kicked her out. Well, this young 19-yearold girl got so desperate she decided to start making money by becoming a prostitute. Years passed. Her father died. Her mother grew older. And the daughter’s life just got worse and terribly unhappy. But she still would not write or go home to see her mother. One day the mother heard that her daughter

was seen in a certain part of town, so she went there looking for her daughter. She went to every store and cheap hotel asking to put a picture on their walls. It was a picture of herself, now a gray-haired woman. Beside her picture was this message to her daughter which simply said: “I still love you! Please come home!” Months went by and nothing happened. Then one day the daughter who was now very skinny and sick wandered into one of those hotels. You can imagine how shocked she was to see her mother’s picture on the wall of that dirty, cheap hotel. As she read her mother’s message to her she began to cry. That night she started

walking the many miles back to her home. It was early in the morning when she finally arrived at the front door of her parent’s house. She began to knock but the door was already open. Afraid that someone had broken into her parent’s house, she ran inside and woke up the sleeping old lady and told her she had finally come home. Mother and daughter began to cry as they held each other. The daughter said: “I thought someone had broken open the door!” But the mother shook her head and answered gently: “My dear, from the day you left I’ve kept the door unlocked.” You know, it does not matter to Jesus Christ what wrong things you’ve done or how badly you’ve lived.

the boy, is accompanied by a caption attributed to one Lourdes Magpantay Lagazon. -oooWARNING TO PARENTS, CHILDREN: The caption, written in Filipino, reads in English: “Just to warn you parents… do watch our children… Parents, don’t allow your children to get out without any companions… Someone is snatching them away, killing them, and then selling

their organs later. Inside the stomach of the victims are peso bills, apparently intended as payment for the organs taken away from them. The bills are even accompanied by notes which say, `we are sorry, but this is simply work for us’… “This is not a joke. This took place in Malabon, in Tanong Mallari. We are sorry, the picture is too grisly. But this is true…” For the record, this was not the first post showing children with their internal organs popping out of their stomach. NORTHERN Mindanao continues to register an uptrend in domestic trade volume and ranked fourth nationwide with the value of goods traded at P11.79 billion or 9% increase from last year, t he Nationa l Statistics Off ice (NSO) reported. On the national scale, a total 5.99 million tons of commodities were traded within the country, up by 26.7% from 4.73 million tons in the same period last year, according to the NSO’s preliminary results. Goods continued to be transported mostly via water, with 99.9% of goods shipped, only slightly higher than last year’s 99.8%. The value of commodities fell by a slim 0.3% to P131 billion from P131.41 billion in the first quarter of 2012. Food and live animals

In line with the Regional Memorandum No.15, S.2013 dated Jan. 13, 2013, the regular classroom may ideally be structured in the following manner: 1. At the entrance to the room, a signboard is posted showing the following identification: ( Grade / Year and Section occupying the room ) ( Name of teacher handling the class ) 2. A framed copy of the class program is displayed on the door to the classroom at adult-eye level. 3. On the front wall ( that is, the wall facing the class ) the classroom chalkboards , properly framed and provided with chalk ledge and curtains, are installed at a height which is in accordance with the maximum comfortable reach of the children to the top of the board. ( The proper height of the chalkboard from the floor to its top-edge is determined by multiplying the mean standing height of the class by the constant 1.2 ). This constant is the result of studies conducted on the portion of the standing height to the normal reach of the hand over the head of the individual. 4. Above the chalkboard, a framed portrait of the President of the Philippines shall be displayed prominently at the center, flanked on one side at the lower level by a framed motto ( for the month or week ) and on the other side by a framed picture preferably relevant to the motto. In Grade I and II, framed perceptions strips are displayed along the top edge ( or frame ) of the chalkboard , while framed conceptualizing strips along the bottom-edge of the chalk ledge. The bulletin boards as well as charts, may be placed on the walls at the sides at the back of the room. They

shall be placed at the same heights as the chalkboards. 5. The attendance chart and the DepEd forms racks are placed near the door. 6. The teacher’s table, chair and cabinet are located at the rear of the room. 7. One corner of the room is set-up as a reading corner. Another corner of the room is set-up as a health corner and provided with a first aid or medicine cabinet with mirror, soap dish, towel rack, and handwashing and drinking facilities. 8. Above the chalkboard, a framed copy of the National Anthem shall be displayed at the upper left hand and on the other side, a framed copy of the Pledge of Allegiance to the Philippine Flag. 2. Unless, of course, Rodriguez is promoting and protecting the interest of cable tv providers in CDO and all over the country, his priority bill against theft of this service is misplaced. What his constituents in the second congressional district of CDO longs is for him to pave the way, sow the seed by sponsoring legislative measures that’ll ensure inclusive economic growth for the majority of

the populace. People can survive without cable tv. But people can’t survive without food on their tables. Given this fact, Rodriguez should prioritize making the people economically productive so that they’ll have money to buy food on their table. This means making the rural folk agriculturally productive to ensure food security and for the non-farmers to have jobs or engage in small or medium-sized manufacturing efforts by giving them skills and providing them access to easy-to-pay capital. Last May 21-25, 2012, the Grade I teachers from DepEd Bukidnon had attended the five-day Division Mass Training on K to 12 Basic Education Curriculum. The said educational affair was held in Bukidnon State University Gym. The activity was financed by the DepEd Bukidnon through an active implementer SDS Ingrid G. Racoma., Ph.D., CESO V. The speakers were Dr. Victoria V. Gazo, ASDS, EPS Luzminda Ediza, EPS Mikka Gellor and EPS Joy

Sabanpan and other Master teachers from various districts in Bukidnon. The new curriculum was officially implemented starting SY 2012-2013 from Grade I and Grade II both public and private schools in the country. There are seven learning areas in Grade I , the Mother Tongue, Mathematics, Araling Panlipunan, Edukasyong Pagpapakatao and MAPEH; hence these subjects to be taught require a vernacular as a medium of instructions. The ultimate goal of

this new curriculum is the communicative competence of the pupils both in Oral and Written Skills. With this innovative curriculum designed by the DepEd implementers from the higher office, the Grade I teachers from various walks of life are indeed challenged to follow with great care, creativity, enthusiasm and commitment. Assessment materials should be carefully planned. Many of the teachers should exert their time in order to cope up with valid evaluation tools and other assessment materials. Teachers

Drivers can easily load and unload passengers since they can easily park their vehicles, unlike before when vendors crowded at the sidewalks. Further, some of the vendors stayed inside the market and continued their business in the place as asked by the Hapsay Dalan Team. “Okay lang, ang importante limpyo ang gawas,” responded an anonymous vendor. She also remarked that the flow of her business is just the same when she was still selling outside the market. However, there are still vendors who stayed in their places along the sidewalks. Many of them said that the competition inside the market is very high, the reason they gain less customers.

This means that (news and information) cannot reach our target audience,” Caga said. In this way, the official
