CAGAYAN de Oro City--A 4-hour fire on “Valentines Day” struck this seaport capital Sunday morning rendering about 2,000 people homeless.

The fire gobbled up more than 400 houses of light and

4Ps rescues 1.5 million beneficiaries out of poverty A

total of 1.5 million out of the 4.4 million beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) nationwide have been rescued out of poverty according to a top official of the Department of Social Welfare and Development 11.

Mercedita Jabagat, newly-installed regional director of the DSWD 11 said that despite this development, this number of beneficiaries remains vulnerable to disasters.

“They can still be reclassified as very poor once a calamity strikes or when the head of the family is gone.

They can easily lose their

lives and property in case of a strong typhoon hits their locality,” she said.

She recalled that the 4Ps started to assist the first batch of beneficiaries in the region since 2008, particularly the set one area which includes the beneficiaries from Davao City.

Jabagat said the DSWD national office is still determining the respective share of every region in the country on the 1.5 million 4Ps beneficiaries reported to have relieved their lives out of poverty.

She said every beneficiary was evaluated every six months, since 2009 by looking closely on the

description of dwelling and its content, and level of well-being, ranging from survival, subsistence to self-sufficiency.

“Once a beneficiary reaches self-sufficiency, that would mean he is rescued from poverty,” Jabagat said.

She also underscored that only the DSWD and its beneficiary can stop the 4Ps. “Politicians cannot lay claim on the either the termination or continuity of the 4Ps,” Jabagat said.

She said a total of 234,213 families have been enrolled in the 4Ps as of January 27, 2016.

She said that the region also has its share of the modified cast transfer prioritizing the indigenous peoples, covering 39, 966 households.

Jabagat said a total of 13,187 families from the 234,213 families have been taken out of the list in the 4Ps in Davao Region due to fraud, transfer of residence, acquisition of regular income and absence of dependent aging 18 years old and below. (PIA 11Joey Sem G. Dalumpines)

Rentoy announced that, at least, two candidates from Mindanao will vie for the Junior Grand Warden post in the national convention.

They are Agapito Suan, Jr. of the Macajalar Lodge 184 and Atty. Nabil Tan of Jolo, Sulu, and an undersecretary of the Office of the Presidential Adviser on the Peace Process.

A total of 15 candidates will vie for the JGW post during the national convention. they will, then, be trimmed down to 12, from whom the Junior Grand Warden will be chosen.

Cagayan de Oro Press Club Statement Adopted during 64th General Assembly

We, members of the Cagayan de Oro Press Club Inc., express serious concerns over what appears to be an attempt to bar the provincial press from covering the first presidential debate scheduled at the Capitol University on February 21, 2016. We see this to be a clear case of discrimination towards the province-based media.

There have been many instances in the past when Manila-based media organizations have condescended on the provincial press. The presidential debate in the city is no exemption.

Organizers (Kapisanan ng mga Brodkaster sa Pilipinas, GMA7, and the Philippine Daily Inquirer) of the event have made it clear in a letter to the Philippine Press Institute (PPI) that they have allotted only five slots for local editors/ publishers as debate audience and five slots for newspaper reporters.

In the same letter, it was also made clear that five newspaper reporters

Manila-based media entities should realize that they do not have the monopoly of serving public interest. The people’s right to know must weigh far heavier than any media entity’s “exclusive rights” to an event that is clearly of national interest. We are talking about the next possible President of the Republic. We are all stakeholders.

We ask that Manila-based organizers lift this “exclusivity clause” in the coverage of the presidential debate to be held in our city. This early, there have been suggestions for a Cagayan de Oro media boycott of the debate but we still trust that, in the end, reason will prevail, that the organizers would reconsider their position and right this wrong.

Stop this discriminatory and condescending attitude towards the local press community.

will only be allowed access to the event’s media center--a separate venue where a video monitor will broadcast feeds of the debate.

It is our position that the presidential debate is far too important, and should be beyond corporate media’s quest for higher ratings and wider readership.

Further, it is an affront to the local press community to limit the number of newspaper reporters to only five slots, and for the rest to be stifled into covering the event from a widescreen monitor. Why hold the debates here in the first place when the organizers can just as easily broadcast the debate from their studios in Manila?

The organizers further stated that they are allowing PPI to choose who to shortlist so as to ensure that “only legit local press” are allowed to cover the event. But who would know better than the press community of the host city?

After almost five years since its inception as a city in 2007, the Supreme Court declared with finality the cityhood of El Salvador along with the 15 other cities in the country in 2011.

Undoubtedly, as the principal author and endorser, Bacullo could very well claim the moniker as the “Father of El Salvador City.” That tradition went back to the legacy of his father, Rep. Pedro Bacullo who converted El Salvador from a lowly farming and fishing village into the municipal town of El Salvador in 1948. It is only fitting that the people and the voters of El Salvador City should be indebted to the Bacullos’ for making El Salvador a proud city that it is today.

Certainly, if Duterte wins the presidential race, Bacullo could be the only qualified candidate from Mindanao for the speakership of the House of Representatives. The people of El Salvador City and the province of Misamis Oriental should be proud of having a son, perhaps, the first to become the Speaker of the Lower House from Mindanao.

For Duterte, the Speaker of the House of Representative would be reserved for someone with an unblemished record as a representative of the people. A Speaker is someone without a record of corruption and should be able to present a clean bill from the country’s anti-graft court.

Aside from someone who could be trusted, one believes that Bacullo meets all the requirements that Duterte might be looking for. Thus, the visit of Duterte in El Salvador City last Monday was a strong message that the future Speaker of the House of Representatives is now in the can.

In terms of development, one could simply imagine the opportunities of a having a Speaker from Mindanao. For instance, the Speaker has the prerogative to approve projects intended for various congressional districts in the country.

Anchored on this year’s Golden Jubilee theme, “Bugkoson ang mga Matoohong Katawhan Isip Masalmotong Simbahan,” Abellanosa emphasized that the tree planting is also aimed to call on people to participate in the greening programs and contribute to making a better and conducive place to live and a wholistic wellbeing. “This undertaking is just one of the many approaches in translating the gospel to be more realistic and meaningful,” he said.

“Be reminded that God created everything and as humans we are entrusted to render time and efforts to care/nurture the environment. I am encouraging everyone that as stewards of these gifts of nature, we may rediscover the joy of God’s love especially in this extraordinary Holy Year of Mercy,” remarked Abellanosa.

Also, barangay captain Raquel Macfe of Brgy. Calaitan, Bayugan City expressed her sincere gratitude for the presence of individuals who

actively participated in the tree planting activity. “In behalf of the community members of this barangay, I would like to thank you all and the organizers for choosing our locality to be the recipient of this undertaking. We will ensure the proper growth of these mahogany seedlings to achieve the purpose for a greener environment,” she said.

Meanwhile, Alejandra Boiser, Community Environment and Natural Resources Officer (CENRO)Bayugan City said that they have prepared around 500 mahogany seedlings intended for the tree planting activity in the said barangay.

“Two of the many ways to mitigate the negative effects of climate change are through protection and rehabilitation. DOST-ARMM bats for enhanced personnel capabilities

DAPITAN CITY – The Department of Science and Technology of the Autonomous Region in Muslim Mindanao (DOST-ARMM) held its annual management committee meeting here recently to strengthen and enhance personnel’s teamwork and capabilities to ensure sustained reforms in the agency.

Some 50 strong personnel of the DOST-ARMM gathered at Dakak Resort in Dapitan City for its annual performance review and planning workshop with team building last February 5-6.

B. Mangkabung said that the gathering was an opportunity for the personnel to evaluate the agency and the people on where it is now and where it is going.

“The purpose why we are here now is not only for fun but also we need to set directions. It is good that we have this ManCom today after the Oplan Gisa of ARMM in order to thresh out differences and have common understanding on our thrust of ARMM government for DOST to transfer technology until commercialization,” Mangkabung stressed at her opening address to the

Don Carlos National High School Camp 2016 where most of the people living in society are indigent.

In this activity the students and teachers learns a lot in the preparedness especially calamity will arises in the community and in their individual places where they live.

It will help also them in building for the future life when they grow up in their daily endeavour in life.

City Hall reconstitutes Historical and Cultural Commission T

he city government has reorganized the City Historical and Cultural Commission following the expiration of the terms of the former members last January, 2016.

by Mayor Oscar S. Moreno during the city hall’s f lag raising Monday, February 15, 2016 were Dr. Glory SarmientoMadale, Nicolas P. Aca, Jr. and Rene Michael D. Baños. Not present were Dr. Erlinda M. Burton and Fr. Jose Daniel D. Coronel, SSJV who had previous commitments.

City Ordinance No. 3554-93, as amended

by City Ordinance No. 4560-94, created the “Cagayan de Oro Historical and Cultural Commission” which shall ser ve as an advisor y body to the City Mayor and the City Council concerning local history and culture.

Among the duties, functions and responsibilities of the reconstituted commission are the collection, collation and preservation of historical, cultural, political and economic facts and artifacts, archeological relics and mementos, historical and cultural records, customs, beliefs, folkloric tales, songs, legends, and traditions from the Pre-Hispanic period up to the recent past of the people of Cagayan de Oro city and publish and/or exhibit them in proper public settings, or museum for public information and enjoyment.

It w i l l a l s o s e r ve as a repository of the Historical and Cultural facts about Cagayan de Oro city and its ancient peoples, their ways of life, myths, beliefs, superstitions and legends and the data, events, persons and places that have contributed to the social, political, cultural, economic and spiritual development of the people.

In addition, the commission shall initiate and recommend to the City Mayor and the City Council projects that shall honor and com-

memorate significant historical and cultural events of Cagayan de Oro City, the construction of historical and cultural events of places like Agusan Hill, Makahambus Hill, Victoria Street, Gusa, Iponan and Agusan, the three original barangays of Cagayan de Oro City, Gaston Park, and the City Hall environs which were the site of the Battle of Cagayan, and the many other historical places, and to initiate all historical celebrations in the City as the Philippine Independence Day on June 12, the City Charter Day on June 15, Rizal Day on December 30, Bataan Day on April 9, and other important and memorable dates in our history.

Not the least, it is also charged with compiling biographies on the history of how the names of local barangays, sitios, and other places in Cagayan de Oro originated; to advise and recommend to the City Mayor and the City Council the renaming or naming of streets after local heroes, and/or former city officials and local citizens who have distinguished themselves in a way, in the field of public service and/or contributed to the growth and development of the city; and to act as the Board of Trustees of the City Museum.

The commission will coordinate with the City Tourism Council and other Special B odies w hich are a ls o concerned with the history of Cagayan de Oro and its people and their culture.

To ensure continuity of programs, the terms of office of the members shall initial be staggered with Dr. Burton as chair serving for three years, Dr. Madale and Fr. Coronel serving for two years, and Messrs.

Aca and Baños serving for one year.

For its initial undertaking, the commission will meet to organize the activities for the city’s second festival, Himugso, scheduled for June 12-15, 2016. (CIO)

The Payapa at Masaganang Pamayanan (PAMANA) program collaborates with the Department of Social Welfare and Development’s KALAHI-CIDSS (KC) program to empower conflict-affected and vulnerable communities through improved access to services and participation in more inclusive local planning, budgeting, and implementation.

Helen started her volunteer work as Bid and Award (BAC) member during PAMANA in 2013 and became a BSPMC chairperson the following year.

Helen and her family, won as the grand winner for “Huwaran Pantawid Pamilya” from the Provincial, Regional up to National Level in 2013. Helen was also involved in other community engagements aside from DSWD Projects, she was purok president, Department

of Agriculture (DA) volunteer, and a member for “Gulayan sa Tahanan” (Backyard Gardening) project of the Department of Education (DepEd).

“Wala jud sa huna-huna nako nga moapil ko sa PAMANA volunteer og nagreklamo pa ko sa katawhan tungod kay daghan koy kalihokan og trabaho.” (I never think of involving myself in PAMANA as volunteer and I complained to them that I have many tasks to handle). This was her statement during one of the barangay assemblies of PAMANA in 2013 when the people elected her as BAC member. But many people chose her as volunteer on that assembly. Despite of her reasons, she told herself that she will do her best to satisfy and perform all her duties.

On the third cycle of PAMANA, the people elected her as BSPMC chair.

PAMANA concluded their third cycle in 2014 and the municipality of Kauswagan availed the Cycle 1 and 2 (accelerated) KALAHI CIDSS-NCDDP. This modality of implementation was for those municipalities affected by disaster such as typhoon. On this project, Helen remained as the BSPMC Chairperson as decided by the people from their barangay. Their prioritized project was the construction of two (2) units of evacuation centers.

The BSPMC Challenge During the implementation of Cycle 1 and 2 (accelerated) KALAHI CIDSS-NCDDP projects in Barangay Libertad, Helen experienced a lot of difficulties and challenges as BSPMC Chairperson unlike in her PAMANA stint.

It was when the community argued and became divided as to what should be the priority project for the barangay; whether to build an

evacuation center or a flood control structure.

Because of this situation, there came a point that Helen thought of wanting to resign due to tension in the barangay. She informed the former Municipal Financial Analyst (MFA) about her intention to resign.

However, the MFA explained to Helen that the replacement of volunteers will have to undergo special barangay assembly and there will be many processes and considerations to ponder.

Helen was on a state of confusion whether to pursue BSPMC chairmanship or to live as an ordinary resident of the community. It was during this time also that Helen weighed the situation. She promised to herself that she would do what she had said during the barangay assembly when she was elected.

Helen narrated her previous experience in a communal garden where she was the only person left in their group to continue the project since all of her group members already resigned.

This gave Helen a chance to think and asked help from God, she asked for a “sign” to help her get through.

Accordingly, she asked God to give her a “sign” that if there would be rain within the next three (3) days, she will continue as BSPMC Chairperson, if none, she would resign.

Rain fell on the 2nd day and later that day, Helen decided to continue her work. She also said to herself that, she will continue her work for the sake of the people of Libertad, for their benefits and for the common good.

DA shifts focus to M’nao as drought pummels region

THE Department of Agriculture (DA) on Thursday said it would be shifting its focus on Mindanao where several provinces have been placed under a state of calamity due to severe drought brought by the intense El Niño prevailing over the country.

Agriculture Secretary Proceso Alcala, in a chance interview with the media, said the focus of attention is now on Mindanao as mitigation measures implemented by the DA since last year have eased the effects of the weather phenomenon in Luzon and Visayas.

But while Northern and Central Philippines have somewhat weathered the more intense effects of El Niño, drought had already

caused severe crop damages in Southern Philippines amounting to hundreds of millions of pesos.

According to reports from the Philippines News Agency, North Cotabato has reported that crop damages have already reached PhP240 million in late January due to water shortage and rat infestation.

The farmland damage includes coconut (9,956 hectares, PhP116 million); corn (3,690 hectares, PhP50 million); rubber (10,722 hectares, PhP48 million); rice/palay (548 hectares, PhP15 million); oil palm (2,199 hectares, PhP6 million); cacao (153 hectares, PhP2 million); and coffee (287 hectares, PhP713,000).

Banana growers lash at environment group over aerial spraying issue

DAVAO City--The Pilipino Banana Growers and Exporters Association (PBGEA) hit an environmental group for “recycling” issues against the use of aerial spraying in banana plantations without “scientific basis.”

Reacting to reports on Friday, PBGEA executive director Stephen Antig said the issues hurled against the banana industry were not new, as the groups opposing it have been recycling issues to attack the industry.

Last Monday, Mamamayan Ayaw sa Aerial Spraying (MAAS) president Dagohoy Magaway appealed to the Supreme Court to decide on the seven year-old case

involving an ordinance banning aerial spraying in Davao City.

Magaway issued the appeal after receiving reports that large banana companies in the city were using planes to spray fungicides on their plantations.

“We appeal to the Supreme Court to treat this as urgent,” he said.

He claimed the chemicals have also affected the health of the residents living near these banana plantations in Calinan, Brgy.

Dacudao, and Callawa in Buhangin.

He said there are banana companies that have discarded aerial spraying like in Toril, Baguio, and

Marilog.

“If these companies are able to do away with aerial spraying, why can’t others do it?,” he said.

In 2007, the city council passed Ordinance 0309-07, a measure known as “An ordinance Banning Aerial Spraying Practice in all Agriculture Entities in Davao City.”

In 2009, the Court of Appeals ruled in favor of a petition filed by banana growers to declare the ordinance unlawful.

Magaway said some farmers noted a 60-percent reduction in their yields on some crops allegedly due to the chemicals used by the banana companies.

In their farm in Calinan, he said some of the banana

plantations have gone to elevated areas, and the chemicals they use would go down and and affect their crops such as cacao and coconut.

‘Let SC decide’ Asked to comment, Antig said: “We cannot talk about that… It’s already there. Let the Supreme Court decide.”

The two schools benefit under the expanded Global Filipino School program of Globe Telecom.

Fire Supt. Dominador Tambalo, of the regional Bureau of Fire Protection, said that a major fire alarm was sounded early morning Sunday, but fire trucks could not go near because of narrow and muddy streets.

He said that the firefighters had to struggle to keep the fire from spreading as private fire volunteer brigade served as back up.

Witnesses said that the fire reportedly started in a house owned by a certain “Judy.” Fire officials, however, said they are still determining the exact cause of the fire.

Tambalo said that no injuries have been reported yet, but damage to properties has been estimated to reach more than Php 5 million.

Village officials said that the homeless are now housed in the village “cover court,” which would serve as temporary evacuation centers.

Village Chief Pedro Arda said that the village officials have started to organize relief operations and urged city residents to extend in kind or in cash to assist the fire victims.

Going into the Syria talks, US Secretary of State John Kerry had demanded an immediate ceasefire while his German colleague Frank-Walter Steinmeier had hoped for a breakthrough.

What come out of the negotiations, which lasted far longer than expected, was neither. Instead the International Syria Support Group (ISSG) agreed to humanitarian access to besieged areas this week and to work out “modalities” for a “nationwide cessation of hostilities” within one week.

The latter is the job of a newly formed taskforce jointly led by the United States and Russia.

If this sounds rather vague, that is because it is. The details of how all of this is supposed to happen within such a short time are still sketchy at best. As is the term “cessation of hostilities,” a much less defined concept than ceasefire, as Kerry himself acknowledged, says also Michael Knigge, who covers transatlantic relations.

The big remaining problem is when - and if Russia - will halt its airstrikes, for instance those taking place around Aleppo. An end to bombing will prove to be a key condition to allowing humanitarian aid to be delivered to suffering civilian populations around the country. What’s more, even if this deal can be translated into reality on the ground, it does not mean, as we have seen in the Ukraine conflict, that it will hold for long or that a sustainable political solution will be reached.

In addition, an end of hostilities simply freezes the conflict - and the current power constellation on the ground. That’s an unsavory prospect considering not only Syrian ruler Bashar al-Assad but also most other actors in the country.

But even having said all that, the tenuous agreement reached Friday is still the best and only deal around when it comes to trying to end the carnage in Syria.

Given the current geopolitical circumstances surrounding the Syrian conflict - with a reluctant US providing ample space that an assertive Russia has been eager to fill - the deal hammered out in a late night session looks like the most realistic option for success.

Whether what has been put on paper will became reality, one party has already scored a big point in Munich: Russia. By co-chairing the task force on ending hostilities together with Washington, the Kremlin has achieved what it has always wanted, namely being perceived as an equal to the United States on the international stage, at least when it comes to Syria. Judging from the outcome of the talks, Washington has accepted that status. Let’s hope for the sake of the Syrian people that it is a price worth paying.

According to Helen, being a volunteer in DSWD projects is not an easy task as it requires much time for the project. Helen shared that there were times had no time for her family because of her focus on the sub-project especially during her engagement in PAMANA. Helen’s daily routine before included going to the project site to monitor the implementation and rush to their house to prepare chores for her family.

There was one time that no one in their family was able to prepare food for dinner and because she was busy on the site. All of them took their dinner

late at night. This scenario urged Helen to decide to settle in the bunkhouse and made a makeshift for them to stay.

Cooking, laundry and other household chores are done on the bunkhouse. Helen’s children used to go to the bunkhouse for every meal and before going to school. With this strategy, Helen was able to balance her role as a volunteer, mother and husband.

Her husband Rolando, used to accompany Helen most of the time after his work.

Helen said “Mabuhat sa babaye ang gusto niya buhaton kung naglantaw siya sa ugma sa iyang pamilya” (A woman can do what she wants when she thinks about her family’s future).

Helen said she learned a lot of things as a volunteer, especially on construction matters and procurement. She added that when they will be able to build their dream house, it will not be difficult especially on the construction because she was exposed on engineering aspects of it.

“Sa KALAHI, nahimo kog engineer bisan usa ra kaadlaw” (With KALAHI, I became an engineer even just for a day) Helen said reaffirming “Kaya nimo bisan wala ka nahuman” (you can do it even if you did not finish your education).

In parting Helen says “kinahanglan mahimo kang ehemplo sa mga anak nimo na makaya sa babae ang ginabuhat sa mga lalaki” (you need to be an example to your children that women can do what men can do).

In addition, the group urged the President and the Commission on Elections (Comelec) to direct the Engineering Battalions of the Philippine Army to cut down all trees within the line rights-of-way of the transmission lines in the provinces where these are found.

“The reason for this third recommendation is that the trees that have been planted within the line ROW of the transmission lines in these provinces pose a continuing threat to the reliable operations of the Mindanao Grid, and the outage of a single transmission lines due to these trees is likely to result in Mindanao-wide blackouts because some of the transmission lines in these places have been rendered non-operational by bombings,” Tauli explained.

“Considering that we are now in the campaign period for the

national elections, blackouts in Mindanao threaten to disrupt the election process and constitute a threat to national security.”

At least 30 of Maguindanao’s 36 municipalities have reported severe crop damage.

“I am going to Mindanao next week to personally assess the damages. I will also engage the local executives of all affected local government units (LGUs) in a dialogue to come out with the best course of action to take,” Alcala said.

At present, the DA chief said that El Niño damages to agriculture throughout the country since last year was estimated at about PhP3.6 billion.

Alcala said that damages would have been higher had it not been for necessary mitigation measures instituted by the DA since April of last year.

“The rains brought by Typhoons ‘Lando’ and ‘Nona’ had also filled majority of our dams in Luzon and the Visayas. The DA is maximizing areas reached by irrigation and is continuously distributing shallow tube wells and water pumps in areas not reached by the system,” he said.

He added that the agency needs an additional PhP900 million for its El Niño mitigation measures, most of which is immediately needed in Mindanao.

“We are happy to say that all our efforts have been successful in Luzon and Visayas. We could now shift our focus in Mindanao where there are no rains. I will be talking with the Department of Budget and Management (DBM) within the week to hasten the release of funds so that we can provide aid to our farmers without further delay,” Alcala said. He said the Global Positioning System device installed on the aircraft makes the spraying more targeted, removing the risk that the chemicals may drift towards the direction of the nearby communities.

“Our planes are equipped with GPS, a mechanism that will open and shut off when near the buffer zones,” he said.

He added they don’t want to waste investment on agricultural chemicals, saying that it will cost the company about P100,000 per hectare a year.

“How can you afford to waste such money?” he said.

An agricultural aircraft would cover 200 hectares per hour while a drone would cover only 2.2 has per hour, he said.

PBGEA has 27 company members, covering 40,000 has. of the 83,000 has. planted to bananas in Mindanao.

Banana exporters produced 85,324,491 boxes from January to September 2015, or 5.35-percent lower compared to 90,147,480 boxes for the same period in 2014.
