Security plans for Holy Week, summer in place

THE Cagayan de Oro Police Office (COCPO) assured the City Council headed by Vice Mayor Caesar Ian E. Acenas, through the committee on police, fire and public safety chaired by Councilor Ramon Tabor that a security plan is in place for the observance of Holy Week and Summer Vacation 2015 in Cagayan de Oro City. Davao City task force, police praised for security readiness

AVAO City – Various sectors in Davao City have praised the Task Force Davao and the local police force and other agencies for their readiness not only in time of disasters, but in security aspect as well following a bomb drill that drew huge support from the public.

Police and military authorities, including the Bureau of Fire Protection, Central (emergency hotline) 911, among other support groups, recently conducted a bomb drill at different places in Davao City for the purpose of the capability response time and interoperability of the different agencies involved during bomb threat at different scales and to ensure that safety of civilians ahead of the grand celebration of the “Araw ng Davao.” Col. Macairog Alberto, the task force commander, said they conducted five drills – one after another – to test the readiness of all government agencies, including

their own and the police force. He said the exercise was successful in testing the readiness of the agencies, adding, the key to this was the Community and Emergency Response Center Central 911, which serve as the command center of the drill. “We cannot afford to be complacent. Without 911, all our exercise will fail. 911 provided the command and control of the exercise. All response time fell under ten minutes despite the traffic,” Alberto said. Supt. John Francis Encinareal, chief of Oroquieta City Police Office, said a team of policemen is now tracking down the whereabouts of the still unidentified robbers. Military launches offensive vs. NPAs QUEZON, Bukidnon--The military is now pursuing a group of communist rebels believed responsible in the burning of seven trucks and in the ambuscade of responding law enforcers along the Davo-Bukidnon highway Sunday. Capt. Norman M. Tagros, spokesperson of the army’s 8th Infantry Battalion in Bukidnon, said that five trucks were bound for Davao while the two others were on their way to Bukidnon

when waylaid by the armed group. In a report reaching here Monday, Tagros said that the armed men flagged down the trucks and torched the vehicles, most of them loaded with bananas, milk products, and beer products in the vicinity of Barangay Palacapao, Quezon, Bukidnon about past 5 a.m. Sunday. He said that another armed group simultaneously harassed the military detachment in the neigh-

boring village Kipolot in Palacapao, which resulted in a brief firefight. There was no report of casualty. According to Tagros, seven responding police personnel were also wounded in a landmine blast while the composite troops from the army’s 8th Infantry Battalion encountered the armed groups in the nearby village of Puntian in the municipal town of Quezon during the same day. Blocking the passage of genuine agrarian reform bill THE Party list group Anakpawis hasslammed the Department of Agrarian Reform’s desperate shame campaign against lawmakers who are opposing another extension of the Comprehensive Agrarian Reform Program. “The shame campaign operation of DAR was meant to block the passage of HB 252 or the Genuine Agrarian Reform Bill [GARB]. It also wants to appease the bishops’ growing unease with the Aquino’s leadership” said Anakpawis party Rep. Fernando Hicap Hicap and company charged that DAR was in fact one of the hindrances to achieve genuine land reform. Its implementation of non-land transfer scheme such as the stock distribution option, joint venture and lease agreement were used by big land owners including the Cojuangco-Aquinos to evade physical land distribution. Even the DAR declared Danding Cojuangco as the god father of land reform by implementing the corporative scheme. Is it true that by allowing non- land transfer scheme, DAR is in fact favoring the land owners and not the poor and landless farmer beneficiaries? Is it true that some P150 Billion pesos for compensation to land owners have been wasted, since it was extended in 2009. Where are the lands that have been promised to be distributed to farmer beneficiaries?

Is it true that DAR is afraid of Aquino’s reprisal once a genuine land reform will be passed. Allegedly, some DAR officials were also afraid of losing the CARP law because it serves as their milking cow for decades. Land reform advocates must scrutinize the DAR’s data on its report. Anakpawis together with the Kilusang Magbubukid ng Pilipinas are willing to enlighten them on the real score of DAR’s report and to clarify to them HB 252 or the Genuine Agrarian Reform Bill. There must be a genuine implementation pf land reform to help our poor and landless farmers. But CARP for the past 27 years did not serve its purpose. It became the continuing source of the tillers suffering by maintaining exploitative relationship with land owners, corruption of government funds using CARP and perpetuating the immoral control of the vast track of lands in the hands of the landed few including the Cojuangco-Aquino’s in Hacienda Luisita” They should not be fooled by corrupt officials and groups rallying behind CARP extension. Resorting to low and unprincipled tactics to cover-up the CARP’s record is immoral. Let’s move on and pass a genuine agrarian reform law.

What does summer mean to most of us? Summer vacation is here again. The crystal-clear waters of rivers and lagoons are like lost paradise in the forest of Netherlands. The blue seas and the skies intertwine in the azimuth as the navigators chart the course of the summer solstice. For the students and the vibrant youth, summer is a respite from the monotonous and terrorizing professors. It is a trip to “grandpa and grandma’s” abode afar from the humdrum of the city life. Hunting and fishing are the things that ease the minds – never mind going home without a catch. After all, it is the thrill and the excitement when the foul escapes and when the fish slips away from hooks. Never mind the dinner,

the canned sardines would fill the hungry stomach as the hunting team scramble during the “bodol” frenzy where foods are serve over a spread of banana leaves. Candidly, I have experienced the frustration of going home without a game. Every time, I pulled the trigger, I could only watch the feathers falling but the bird flutters away. I missed a dozen try. More often, it is always better to ask the blessing of the nature’s spirit before one should venture into hunting games. I remember a friend who always go home with dozen of game foul whenever he goes hunting. One day, I had a chance talking to him. I confided to him the frustration of going

How then can politics be the game of the devil? Politics, undeniably, has been closely associated with the devil but this does not

There are seven supermarket and major retail establishments that are posting the suggested retail prices of basic necessities and prime commodities in the conspicuous location for the informa-

tion of the buying public. These establishments are the following: Absolute Essential Traders, Gaisano Capital Surigao, Metro Surigao Shopping Center, Parkway Supermarke t , Pa l ma Sup e r-

consumer related information and developments. 3 Dinagat coops receive cash incentives

DSWD-Caraga hands over P13.1M CSF to SEA-Ks in SurSur SURIGAO del Sur - The Department of Social Welfare and Development-Caraga (DSWD) through the Sustainable Livelihood Program hands over the check worth P13,197,000.00 to the municipalities of Tago (P6,450,000.00) and San Agustin (P6,747,000.00) as Capital Seed Fund (CSF) to identified Self-Employment AssistanceKaunlaran (SEA-K) associations of over 1,369 beneficiaries for the two municipalities. The CSF aims to support government funded mini-communityorganizations to identify microenterprises as a way of income

generating activity of a particular SEA-K. In her message, DSWD Caraga regional director Minda B. The DepEd, Division of Bukidnon conducted the 2nd Depednomics Skills Competition and Development last September 26, 2014 at Manolo Fortich Central Elementary School Manolo Fortich 1. Out of Thirty (30) Districts in the Division only Twenty-two (22) Districts participated namely: Lantapan, Kibawe, Kadingilan, Dangcagan, Don Carlos District II, Maramag District I, Maramag District II, Maramag District III, Quezon I District, Quezon

II District, Kadingilan, Pangantucan South District, Pangantucan North District, San Fernando I District, Cabanglasan, Impasugong I District, Libona, Talakag I District, Baungon, Sumilao, Manolo Fortich District I, and Manolo Fortich District II. The Skills competition is done annually to provide avenue for the pupils to display and exercise their talents and skills learned in EPP Subject. The competition covers skills in Agriculture, Industrial Arts, Home Economics and Livelihood Education. Agriculture includes Dish Gardening and Asexual Plant Propagation showing skills in Marcoting, Grafting and Budding. Home Economics includes Table Setting and Table Skirting, and Invented Snacks.

Industrial Arts includes Photographic printing while Livelihood and Intrepreneurship includes Sales Inventory and Trade Agro Fair Bazar. Champion in every skill will represent the Division to the Regional Depednomics competition. The competition started with an opening program hosted by Manolo Fortich Central Elementary School. Participants were warmly welcomed by the GPTA President of MFCES, Mr. Victor Dumotan, the District Supervisor Dr. Erlinda C. Chico and by the School principal, Ms. Daisy C. Uayan. The Municipal Vice Mayor of Manolo Fortich extended his message through his representative, Ms.Lastimosa. A unique acknowledgement and presentation

of participants was done where in each contingent rendered their songs and yells which amused and provided laughter to the audience. Entertainment was prolonged by the MFCES Selected Pupils when they performed their winning piece in Robotic Dance and Sayawit depicting the Kalikasan during the Division Yes-O competition. Mr. Sunny Ray F. Amit, the Division Chief on School Governance and Operation challenged and motivated the participants with his inspiring and meaningful words before formally opening the competition. It becomes an expectation on what news will appear again and again today and in the previous months every time the television is opened, and that is the sad news about the incident in Mamasapano. In the eyes of the children and at their own understanding, the incident might have painted a negative image of a leader and the people for they might not be able to comprehend the real meaning and how the situation has affected the country. Their thinking, being influenced of what is seen and what is being heard in the community is spelled out in their expression of thoughts in their responses to a classroom activity which talks about heroism and love of country. The situation triggers my innovation being a teacher in Heograpiya, Kasaysayan, at Sibika (HEKASI) considering that this is another page in our history where heroism is demonstrated by SAF 44 for love of country. As I joined the whole country in the grief and sorrow felt

by the loss of loved ones in that incident, I thought of integrating the sad plight of Fallen 44 in my lesson to provide understanding that in the name of service and for the love of country, there are those who are willing to die at the cannons’ mouth in order to protect the land. This gives me a chance to further explain my subject matter on heroism and love of country. On the other hand, amidst all the judgment and interpretations of people about what had happened, we painfully accept and that we can never turn back the hands of the clock. To think about the situation fully, the teacher in me is again thinking of a lesson on Leadership and Unity which I find so appropriate in the next lesson that I have in HEKASI. That same news that pops any time of the day in our television will soon have its ending, like the white clouds in the sky that represent the pure intention of SAF 44 to protect the land and the people, their death will carve in the hearts of our children the values on heroism and love of country.

ANY institution needs management. A school is definitely one of them. Aside from managing fellw faculty and staff, one needs to manage the students too. Some of them can be problematic especially if they are minors whether they’re in elementary or secondary. Whereas elementary kids can be noisy in the classroom, secondary studes’ concerns can be more serious, ranging from possible use of illegal drugs within the school campus to bullying and physically assaulting other students, etc. And since the school’s students are also minors, it is also part of management’s job to take the concerns of the parents into consideration.

Thus, the ideal time for DepEd to appoint a principal to a new school must be every April. In this way, he or she will have two more months to prepare for the incoming academic year which will start by June. The new principal can also familiarize with the environment inside the school campus. Remember that each atmosphere of each school is unique. You have to take into consideration the culture of the people in that particular barangay where the school is situated. You also have to count in the “tradition” factor i.e. activities or policies that have been practiced in the school which are not seen elsewhere.

EACH public high school needs to have at least an appointed permanent prefect. The prefect takes charge of disciplining students ranging from tardiness to physical assault in schools. To start with, tardiness must not be tolerated. First, the student cannot learn so many things when he or she is being late. Of course, punishments can be in the form of “post” (the student acts himself or herself as an electric post and would stand in a specific spot at the school campus for 30 minutes) to suspension for accrued tardiness or absences. Now, there are illicit actions by students that they may have carried out beyond the campus but still

they will be answerable to the school. Let’s say students from Mogchs have engaged in fisticuffs with high school students from nearby Pilgrim Christian College. That concerns the school too since the brawl is represented by two warring groups of studentsfrom two different schools. Another huge concern that Cagayan de Oro public schools is the presence of gangs in schools. Gangs are not bad if they’re there simply for the friendship or sharing the same hobby for instance, rapping. If Aquino be removed from office, he should be removed from office not based on the capricious desires of his uncle and aunt. Their capricious desires are what is making politics become evil. The desire to seek an elective post instead of waiting to be called to lead by serving others is another form of evil making politics become the game of the devil. Becoming a leader is the result of the process of anointment. Leadership is not something that one desires. It is something that is offered to the person chosen to lead. Granting authority to fast-track new plants is among the issues to be consolidated in the bicameral committee hearings, which started on March 3. On one hand, the senate claimed that its version, Joint Resolution 12, does not contain this provision. But according to IBON, this does not mean that it would not appear in the final resolution. The group also added that the public should be wary of the scope of authority that will be approved by the bicameral deliberations. The ILP scheme involves private businesses such as malls and factories to use their own generator sets (gensets) when power supply becomes critical, supposedly from April to June. In return, government will reimburse them the cost of running their gensets. Latest data show that at least 30 companies, including the country’s largest mall operators, have already signed up for the ILP. According to IBON, this will spell additional burden for consumers who constantly shoulder the costs of pass-on schemes and guarantees given by the government to private power companies. The group reiterated that instead of emergency powers, Congress should devote its time in crafting a law that will replace the flawed Electric Power Industry Reform Act (EPIRA). The law has a very narrow framework attending to the interests of private firms to address the multifaceted issues confronting the power industry, including supply and cost issues, IBON said.

Taiwan, Thailand and Vietnam. Second, contract farming (CF) is a tried-and-tested system in many countries. It has found success in Cavendish bananas and pineapple in Mindanao. CF needs a good value chain coordinator, represented by a processor/exporter. The small farmers provide the land and labor, while the company, the market and technical advice. The latter also facilitates credit access. For this scheme to succeed, it needs trust and contractual commitment from both parties. Third, nucleus estateoutgrowers scheme found success in many places, especially in oil palm in Indonesia. The nucleus (a plantation company) runs its own plantation that can provide 50 to 80 percent of the raw materials for its mill; the rest is provided by growers. The relationship between the company and farms are similar to CF. Fourth, a centrally managed scheme is similar to the Malaysian Federal Land Consolidation and Rehabilitation Authority (Felcra). Felcra consolidates in behalf of the government small farms under one central management. The farmers get dividends in proportion to their land contribution, and get wages if they work in the plantation. The farmers retain ownership of their land, but signed off a usufruct arrangement over the life of the project. Fifth, a develop-maintain-transfer scheme is one where an experienced company will develop and maintain the plantation for small holders to achieve world plantation standards. Management will be transferred to the small holders over an agreed transition period. The company will be paid a management fee. A foreign or local firm with track record can be hired for the purpose by government or official development assistance grant. Lastly, a joint venture arrangement, which is yet untested in a wider scale. The investor provides capital and management; the small farmers, the land and

labor. The farmers retain ownership of the land but have to sign a usufruct arrangement to say, 10 years or so. An equity sharing is agreed based on the land and investments. Mining The Armm government earned a total of P140 million from regional wealth tax levied on mining operations in the autonomous region in the past two years, according to regional officials. The regional government has so far issued, during the time of the now detained Armm Governor Zaldy Ampatuan, only a few mining production sharing agreements covering selected areas in Maguindanao, Lanao del Sur and Tawi-Tawi provinces. The Armm also covers the island provinces of Basilan and Sulu. Maguindanao is located along Central Mindanao’s 220,000-hectare Liguasan Delta, which is the world’s largest and said to have vast deposits of natural gas and oil. There are towns in Maguindanao where Moro peasants drilling for water for their farms and houses got flammable high pressure natural gas from the pipes they drove deep into the ground instead. Agriculture “The region has about 500,000 hectares of available land potential for oil palm, coconut, corn, banana, rubber and other crops. It is also not affected by typhoons and floods which make it conducive for agri-investments”, Atty. Mastura said. However, as a cautionary note he said that investors to the region must get local reputable partners to mitigate investment risks and must see to it that there is social acceptability of their investment projects. He added that investors must do due diligence on land tenure or land ownership if they engage in plantation projects in order to avoid future problems regarding questionable land titles or land tenure. “Since Armm is home to a large Muslim population, it is being developed as the Halal Hub becoming the production and market based for Halal products and services not only in the country but also in the ASEAN. Infrastructure, logistics, telecommunications and other utilities are already present to support and sustain the growth of large industries in the region however, continuous improvements is a must” Chairman Mastura added. In 2014, Armm generated a total of P3.857 billion investments. Forty-six percent of these projects are invested in biomass renewable energy with total value of P1.773 billion. Thirtyone percent are projects in nickel mining amounting to P1.198 billion, while P740 million or 19% are agri-based projects. The remaining four percent are projects into petroleum

product distribution and trading with a combined value of P146 million. Out of these investments, 3,422 jobs were created. Lamsan Power Corporation is the biggest investor in 2014 which built a P921 million biomass power plant at Sultan Kudarat, Maguindanao followed by Al Mujahidun Agro Resources and Development, Inc. (AMARDI) investing in a P570 million, 500 hectare cavendish banana plantation in Ampatuan, Maguindanao. Third major investor is SR Languyan Mining Corp. which is into nickel ore mining and quarrying worth P520 million inLanguyan, Tawi-Tawi. Hat am an s ai d t h at Armm’s economy has accelerated from 1.1% in 2012 to 3.6 % in 2013 and is expected to increase in 2014. This means that Armm is fast coping with the challenges of socio-economic development. T

O wear a toga is an escalating feeling of being a student, isn’t it? To see the ripe fruits after all the meaningful years as they have passed through the sweets and spices is a great feeling of being a teacher. As the month of March comes, let me tell you the story I made about the seedling. The farmer had all kinds of seedlings. However, only few of them grew. Here came a seedling where he planted in a pot. He watered it every day and put it in the backyard as it faced near the sunlight. As days went by, the seed grew slowly having a stem and leaves until it had branches and could stand firmly. The leaves were so abundant, the trunk was strong and the fruits could softly dance with the leaves and branches as it could be blown by the sound of the wind. One day, the farmer told the tree, “You were just a seedling before but now you made another creation, you became a tree and bear good fruits. Then your fruits will make another seedling to make another wonderful creation.” Have you already expressed your gratitude to the farmer? Yes, to the farmer. Don’t you know that

she is the happiest person when you were born? She paused at the middle of her bath or during her meals or just simply pause of what she was doing just to run after she heard you crying in the crib? And she cuddled you as she sang and danced to you the love song of the other farmer. Yes, you are right! We have two farmers in our life. Thus we are the seedlings they planted that are filled with much love from them. Because of that, the seedlings sprouted in the ground which is called life and we were born in this planet. Thus we must allow others to cultivate us and to grow with prosperity. Just like the tree, it needs air, water and sunlightto grow. How about us? Do we need these three for us to grow? Physically speaking, yes! But spiritually speaking, who is the air? Who is the water? Who is the sunlight? We cannot live without the air, can you? Who is then the air? We can live without drinking water but only for few days, who is the water? Then we can live without the sunlight but with its presence, it helps us healthier, who is then the sunlight? We may have a chain of answers since we perceive things according to our internal rhymes but I believe that

we have the same Air because He is only One. Now can you think of the other two fundamental needs of being a tree? If yes, never be tired of expressing your sweetest ‘thank you’ to them. If not, come to think of it! Let me end this by saying, without the water and sunlight I can live but without the air, I cannot. He is my real food and water, my real sunlight. He is the air that I breathe, thus He is my real existence. And He is the reason why I am writing this article and why I am in the teaching vocation. Therefore, as you will graduate from high school or your college degree, your masteral or doctoral degree, be thankful of the three fundamentals you have because you will never know when the tree can be blown by the strongest wind. Thus be a courageous tree that can still sway its branches and leaves despite the strong wind. If you fall, learn to stand again. Don’t worry of the falling leaves, it can be used as fertilizers just like to the tree. Thus the falling leaves define our flaws that can make us a stronger person. Be a tree of good fruit and you will have a good harvest forever.

CDO to host JCI Youth Leadership Excellence Awards THE Youth Leadership Excellence Awards (YLEA), one of the flagship projects of the Junior Chamber International-Philippines, in partnership with the Department of Education (DepEd) and the office of Sen. Joseph Victor Ejercito, is now on its 30th year. The objective of the project is basically to honor outstanding students of the private and public elementary schools and high schools (usually the valedictorian, but not necessarily) for their leadership qualities and academic achievement. The YLEA had its modest beginnings way back in 1985. Then Philippine Jaycees National President Renato Batoon, a staunch supporter of youth development projects and whose NOM Theme, “Jaycees for a Better Tomorrow,” encapsulated his

administration’s thrust towards the youth, conceived of the idea of honoring academically exceptional students all over the country as a way of motivating them to excel further. This year in Cagayan de Oro City, the four local organizations of JCI Philippines, namely JCI Macajalar 24K, JCI Bailawanen, JCI Kagayhaan Gold and JCI Cagayan de Oro Inc. are working together to organize a very special Awarding Ceremonies of the student awardees from the different schools in Cagayan de Oro City and Misamis Oriental. Keynote addresses and inspirational messages will be delivered to the awardees to inspire them towards greater achievement in life. The ceremony will be held on March 21, 2015 (Saturday), 10:00 a.m., at SM City Rotunda. PR
