THE Office of the Ombudsman ordered the filing of criminal charge against local government officials of Manolo Fortich in the province of Bukidnon for the unauthorized increase in the salary grade of the municipality shop foreman. In a nine-page Resolution, Ombudsman Conchita Carpio Morales found probable cause to charge former Mayor Rogelio Quiño, Municipal Budget Officer Cecilia Quiño-Rejas and Municipal Shop Foreman Antonio Quiño, Jr. for violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act). The Resolution narrated that from 2009 to 2012, respondents Mayor Quiño and Municipal Budget Officer Quiño-Rejas upgraded Antonio’s salary grade from SG11 to SG15 then to SG18 which violated Sangguniang Bayan Ordinance Nos. 2000-151 and 2001-57 as well as Republic Act No. 6758 (Compensation and Position Classification Act of 1989). They also approved and authorized the increase of Antonio’s daily wage rate from P765.13 to P1,157.90 to the damage and prejudice of the government. See graft, page A11

A MILITANT labor group slammed the Department of Trade and Industry (DTI) for its alleged failure to implement substantial price cuts on basic commodities as the decrease in the prices of petroleum products seemed to have lost steam after dropping to its lowest levels in five and a half years. Citing news accounts over the weekend that reported that industry players are expecting a P2 increase per liter in pump prices this week after the Dubai crude, which is the Asian market’s benchmark, marked a 14 percent cost increase to $52 per barrel from $45.50 per barrel on average last month. “Hindi pa man kami nakikinabang sa pagbaba ng presyo ng langis mula pa nung isang taon ay magtataas na ulit,” said Gie Relova of the Bukluran ng Manggagawang Pilipino (BMP) in a press statement. AVAO CITY – Davao City Mayor Rodrigo Duterte remains critical of the Aquino government’s handling of the bloody Mamasapano clash saying that it was careless when it authorized the anti-terrorist raid that led to the massacre of 44 Special Action Force police, 17 MILF (Moro Islamic Liberation Front) fighters and 9 civilians.

In his Sunday television program, Duterte said that “In the eyes of the President, PNP Chief Alan Purisima was a brilliant soldier (but), the fact remains that he was suspended. He was not supposed to exercise the powers of his office. You order soldiers to go there and die…when you ought

A national newspaper, however, alleged that the US “funded” the operation, planned it in a beach resort in Zamboanga City and participated themselves in the operations. Quality of teacher-education needs upgrading There is much to be desired in the present situation of the country’s teacher education quality. A lawmaker deems it necessary to upgrade the state of teacher-education and improve the delivery of quality education. It is undeniably true that to a large extent, the quality of education depends on the qualifications and competence of teachers. It is very laudable to institute a measure directing the Committee on Higher and Technical Education to inquire, in aid of legislation, on the state of teacher education in the country, particularly on the low passing rates of examinees in the Licensure Examination for Teachers, with the end in view of improving the quality of teachers and the delivery of quality education. A World Bank study showed that most of the Teacher Education Institutions (TEIs) graduates do not pass the Licensure Examinations for Teachers (LET) even if it replaced the Professional Board Examination for Teachers (PBET), which had an average national passing rate of only about 24% from 1992 to 1995, with the enactment of Republic Act 7836.

The same study also showed that between 1996 and 1998, the number of TEIs increased and reached more than 800, which resulted in the opening of lowquality programs that did not meet the minimum standards of accreditation and only less than 30 percent complied with the minimum standards set by the Commission on Higher Education (CHED) for teacher education. In 1991, the Congressional Commission on Education (EDCOM) recommended important measures to enhance teacher effectiveness . This emphasized on the following: 1) imposition of higher admission requirements for pre-service teacher education; 2) establishing centers of excellence for teacher education to attract the best candidates; 3) providing targeted scholarships for mathematics and science teacher education; 4) establishing periodic licensure tests to qualify college graduates to teach and to determine promotions; and 5) improving and establishing teacher benefits, among others. With the rapid increase in enrollees in teacher education, the proliferation of TEIs offering teacher education

It is for this reason that the armed and uniformed state security forces have adopted the motto, “Obey first before you complain.” Complaints have no place in the armed and uniformed state security forces for the simple reason that they have the biggest advantage over anyone because they are armed and have control of the state’s other weapons of mass destruction. Based on a study conducted by the Philippine Business for Education (PBEd) on the LET performance of all TEIs in the country for nine (9) instances of LET from October 2009 to September 2013, the national passing rate was only 54 percent. The same study showed that only eight (8) out of 16 graduates who are first time takers pass the LET while the other eight repeaters have an average passing rate of only 16 percent. While there are top TEIs, the study found it also alarming that there are more than 100 TEIs that perform below the national passing rate and are considered ‘worse performing schools’ because only less than 20 percent of their graduates pass the LET, while 17 TEIs were considered ‘worst performing schools’ for having zero passers in the LET since October 2009 for both firsttime takers and repeaters, based on data from the Profes-

state security forces are allowed to complain. There is only one way by which the elements of the state’s security forces can complain and that is by using their guns. For Espina to say that the country’s police force is in crisis because of what happened in Mamasapano, Maguindanao on Jan. 25 is in reality agitating the police organization to be restive. The SAF units may be in crisis over the death of their comrades in arms. But I certainly do not believe this is the general situation in the PNP. Espina is just exaggerating apparently because he is hurt he was never informed about the Mamasapano raid before it was actually undertaken. Espina got wind

of the raid only after the fact when the SAF commandos were already being extracted from the area and when they encountered the heavily armed guerrillas. There are certain quarters agitating President Aquino to now appoint a national police chief vice the suspended national police chief Alan Purisima. I believe Aquino should not appoint Espina to that lofty post. In his handling of the Mamasapano crisis, Espina just showed his lack of qualities one should possess as national police chief. Adding trouble to the already troubled situation by saying the police force is in crisis is childish especially if viewed from the fact that he is hurting because he was never given the courtesy of an advance information on the service of arrest warrants against Marwan and Usman. Before opening his mouth, Espina should have been more circumspect on the ramifications of his statement. No country in this world can survive with a highly politicized armed and uniformed state security forces. Espina’s statement just politicized the country’s police. And this politicization is coming from Espina himself

There is an urgent need to look into the state of teacher education in the country and to implement the necessary reforms that will address the various issues and concerns and prevent the further deterioration of the quality of teachers in the country.

But for those businesses which failed to settle their dues within January 31 and were already billed under the month of February 2015, they would automatically incur two percent surcharge and five percent penalty. “Still, these businesses have hope,” said Rivera. “However, they may just see and explain to the city treasurer in person why they were not able to beat

the January 31 deadline,” she said. Earlier, Gan called on all business taxpayers in the city which were billed the surcharge and penalty to immediately file a complaint before the city prosecutor’s office for violating City Ordinance 12904-2015 which extended the business renewals deadline to March 31, 2015. That ordinance was not honored by City Hall though, Rivera said. She said that the first

course of action must be to settle things first with the City Treasurer’s Office. “If there’s a reasonable cause of why the businessman has not met the deadline, then the city treasurer may forego the surcharge and penalty,” she said. A total of 12,189 commercial establishments renewed their businesses for 2015 and were able to beat the January 31 deadline set by the City Treasurer’s Office, thus contradicting the ordinance.

into an industrial area/economic zone. The expansion of the East Uptown Area will involve barangays Gusa, Indahag, Macasandig and Camamanan, which houses high-end subdivisions and convention and government centers as well as heritage area.

The Eastern Urban development, meanwhile, will be composed of sub-nodes namely : Upper Puerto, Lower Puerto and Bugo, Agusan and Balubal and Tablon while the Downtown Development will continue in the next years.

ZAMBOANGA CITY – More than a thousand children in the country are victims of child abuse, and most of them were victimized online in 2014 alone. According to the Department of Social Welfare and Development’s (DSWD) child abuse preliminary report as of January, this year, 1,319 children were abused sexually. For the last three years, sexual abuse and exploitation has ranked second in reference to child abuse cases in the Philippines. Last year, Justice Secretary Leila De Lima has

shared the grim statistics, that online child sexual abuse is by far the “biggest source of cybercrime in the Philippines”, accounting for 46 percent of cybercrime cases being handled by the authorities. The government, in partnership with private entities and civil society groups has been intensifying advocacy efforts to put a stop to child sexual abuse including those that are perpetrated online. “The [Department of Justice] is working with telcos for a filtering software to restrict access to porn/

Hence, the following duties and responsibilities are suggested to be observed, to wit: 1. Support Department of Education. Department of Education is constantly designing programs and projects. Parents do have roles in the implementation. 2. B e r e g u l a r l y

aware in the learning outcomes of your child. Attend meetings in the homeroom and in the school level. 3. Assist the school in the implementation of possible projects and programs. Be an effective partner of the teachers and the administration. 4. Monitor the learning process of your child. When they are home, observe your child. If possible, check the books and test papers in their bags. 5. Talk to your child. You need to constantly talk to your child. Give enough space to ventilate their feelings and even observations for the class day that passed by. If problems are noted, make constructive action/s to pacify the matter. 6. Extend considerable financial and emotional needs of your child. Every move the child made, financial needs always arise. Projects do require

financial support. 7. R e m i n d t h e child for the proper use and maintenance of the school facilities. Government spent financial resources to acquire such. In turn, extra care should be built in their understanding so others could still avail it. 8. Regularly attend homeroom/PTA meetings. In this activity, brilliant minds could be pooled together to come up with the best ideas. 9. Help promote harmonious relationships among parents and teachers. It is a mobile learning program that motives to elevate the quality of teaching and learning in underser ved schools and communities in the Philippines. It is conducted to various public elementar y schools and makes use of advanced mobile technology, integrated with teachertraining method. The method of teaching is through educational videos and lesson guides aligned with the curriculum set by Department of Education (DepEd) for public elementar y schools nationwide. The Text2Teach is a program under international program BridgeIT initiated by Nokia, Pearson, the International Youth Foundation (IYF) and the United Nations Development Programme (UNDP). Philippines is one of the countries where program is pilottested because it is cited by UNESCO (United Nations Educational, Scientific and Cultural Organization) as one having best practices for mobile technology in education, and also of its improving mobile technology infrastructure and of Filipinos’ extensive use for mobile phones. Text2Teach program targets grade 5 and 6 students. In addition to that are beneficiaries-students in grade 4, school heads and teachers of a public school, depending on the particular circumstances of each school. On the first two years of the program, it was piloted in 81 schools in Luzon, Visayas and Mindanao islands. In 2005, Text2Teach was introduced to 124 more public schools in Mindana through

the efforts coming from SEAMEO INNOTECH, a member of the Education and Livelihood Skills Alliance (ELSA), and Ayala Foundation, a corporate social responsibility arm of Ayala Land Inc. In the same year, an expansion and improvement was done through funds coming from USAID. Thus, new videos and teachers guides were developed. In 2007, 350 new schools benefit from the program through a grant provided by Nokia. In April 2012, it further reached 352 new schools in Luzon. To date, Text2Teach has served over 300, 000 students from 1,103 schools nationwide, covering a total of 78 cities and municipalities. More than 10 countries around the globe already enjoy Text2Teach program. It is overwhelming to realize how mobile technology can be used for education and how could it be so beneficial to students, teachers, schools and to Philippine Education, in entirety.

Barroso: Borja bridge facilitates fast delivery of services, decongest traffic By Cheng Ordonez Business Editor

AGAYAN DE ORO CITY -- Public Works and Highways Secretary Rogelio Singson graced the opening last Friday of the P271.8 million newest bridge in Cagayan de Oro City, linking the streets of JR Borja and Max Suniel in Carmen, here. The JR Borja Bridge is the 6th bridge that connects one side of Cagayan de Oro river to the other. Sec. Singson thanked the Spanish government, through Centunion company, represented by its president, Javier Graje, for their counterpart worth 92 million. DPWH-10 Regional Director Evelyn Barroso said the 20-ton, 307.79 linearmeter-length Borja bridge is the longest-assisted bridge construction project supported by the Spanish government in the Philippines.

The Spanish government have supported, at least, 91 bridges in the country -- half of which have already been inaugurated, according to Graje. Construction of the JR Borja bridge started March 2013 and was completed December 2014, one month ahead of schedule. "The JR Borja bridge is expected to facilitate fast delivery of goods and services aside from decongest traffic," Dir. Barroso said. land was awarded to them. PARPO Macandindang further informed the ARBs about the prohibitions on the sale and alienation of the land within the prohibitive period of 10 years from the date it was awarded to them. MARAWI CITY -- The recent incident in Mamasapano in Maguindanao failed to weaken the enthusiasm of investors over prospects of pouring money in the Autonomous Region in Muslim Mindanao (ARMM). According to the ARMM Regional Board of Investments (RBOI), two projects with a combined value of P863.05 million have been cleared of technical and procedural hurdles and are now up for final approval after the go signal from the board's management committee (Mancom). The endorsement by Mancom means the projects will now go through deliberations and possible approval by the Board of Governors of the RBOI who will meet before the end of the month. The two projects are the

P741.8 million nickel-ore mining project of Chan C Mining, Inc. in Panglima Sugala in Tawi-Tawi, and the P121.25 million petroleum depot project of Tawi-Tawian Petroleum Trading Corporation, also in Panglima Sugala. The mining project is expected to produce 1,000,000 MT of nickel per year, while the depot project has a 7.6 million liters capacity. Despite the Mamasapano incident, RBOI is currently processing investment projects in Maguindanao, particularly on renewable energy and oil palm and banana plantation. Water bottling firm opens in Zambo ZAMBOANGA CITY - The Eco Bottling Enterprises has inaugurated over the weekend its Php 6 million water bottling facility inside the Zamboanga City Special Economic Zone Authority (Zamboecozone). Cliff Reynera, Eco Bottling Enterprises general manager, said the firm aims to supply the entire Region IX and the autonomous region’s provinces of Basilan, Sulu, and Tawi-Tawi. Reynera said the facility could produce a minimum of 32,000 bottles to a maximum of 100,000 bottles per day, the production of which is

in compliance to the Bureau of Food and Drugs (BFAD) standards. The Eco Bottling Enterprises’ product, which will be known as Eco Water, will be available in the market by the end of this month. Alfonso Basilio Marquez, Zamboecozone information officer, said the highly mechanized bottling plant will have a minimal direct employment of only 15 personnel for the first year of operation. Fueled by its commitment to continuously translate its visionmission into reality, the Department of Education Division of Cagayan de Oro City conducted a 3-day live in Induction Program for the newly hired personnel under the rationalization program last February 3-5, 2015 at Koresko Hotel. The Induction program which was designed to orient the newly hired personnel on their duties and responsibilities was spearheaded by Schools Division Superintendent Elena M.. Borcillo,CESO VI and assisted by the Assistant Schools Superintendent, Dr. Reynaldo E. Manuel,Jr. In her message to the newly hired personnel, Supt. Borcillo stressed the urgent need for transformation in pursuing the dream to foster and nurture a heart for service to contribute meaningfully to building the nation and making a difference in the lives of each and every Filipino. On the other hand, ASDS Dr. Manuel challenged the newly hired personnel to realize their full potentials as catalysts for change. RE you tired of waiting to Mr. and Miss Right? Have you ever complained of your messed-up life? Congratulations! You are not a numb! Your heart is not yet a sedimentary rock nor a metamorphic rock. So, let me tell you my story about The Pencil and the Paper. Here it goes … One day the pencil told the Creator: “I am tired of this job, I often broke the lead. And when I got sharpened, it made me bleed. When I walked, I often stumbled, my marks became futile. I became a scratch with just seconds around her fist. Please help me find a new Paper for me. A Paper who will understand and accept my flaws and who will not only see my weaknesses but will turn them into my strengths.” The wind blew softly. The clouds cried with joy. The rainbow sang sweetly. The leaves were falling from the tree. Brown and Green came. The white Eraser heard the Pencil. So she said to the Pencil, “It seems that the road is too rough to walk along this journey. So I need to find a new Paper for you. A Paper who will understand you and who will cherish you. And whenever you lead breaks, she will wait for you and grow old with you to love you beyond the horizon.” “How can we find a Paper like that my dear white Eraser?” the Pencil asked. Here came a boy who loved to draw. His name was Mucho. Every time he will not get an excellent remark of his works, he threw it away. One day, the white Eraser was watching over Mucho. “Oh! He had a lot of papers

on his table. Hmm..you were throwing it away (sad face) Bad idea Mucho!” “But I cannot reach the paper,” the white Eraser sighed. “Hmm.. Let the wind blew!” Wuusshhh… “Success! Great job! I got the Paper,” the white Eraser exclaimed. The Pencil was always in a rush and every time he got mistakes, the Paper got hurt when an eraser was rubbed on her. One day, the Paper said to the Pencil with her sweetest smile, “Life is not all about race. It is not how long you live that really matters but how you make it along your journey. So take it gently.” The Pencil then wrote to the Paper softly. He wrote everything to the sweetest Paper he ever had. He rarely got mistakes unlike the first time he learned how to write. He had enough strength to take the sharpener whenever he broke the lead. “I think I can have a vacation now to heaven,“ said the white Eraser to the Pencil and the Paper. Did you pray for a man or a woman for you just like the Pencil? If yes, wow! You are hopeful for today and for tomorrow. Indeed, patience is a virtue. Is the man or woman that you love today is what you have prayed for? If yes, wow! You are like a jackpot lotto winner, a great prize to keep forever. But if your answer to my questions above is a big NO, I say, it is not yet the end of the world. Ask. Pray. Believe. Try to look the other corner of the paper. Let me tell you this. As pilgrims of this chaotic world, we are like the pencil, its job is to give writings. But if you do not know how to hold it, if you do not have enough strength with it, you may have a scribbled writing just like a three-year old child who is still learning how to write. Thus, if you do not have the determination and faith to continue along your journey, you will never reach the bottom of the most beautiful paper that God has given to you which is called life - the paper that you cannot buy at any store because it has no price, it is priceless! So once you get I, hold it firmly but gently because it can easily be blown by the wind. Someone out there wants to take this away from you. Can’t you see the 44 SAF commandos? Their papers are now a trash but their writings have left us meaningful remarks. They gave honor and sacrifice to our country. Will you recycle the trash they had? Will you give honor and sacrifice to your fellowmen too? Always remember what the Paper said to the Pencil, “Life is not all about race. It is not how long you live that really matters but how you make it along your journey. So take it gently.”

The question at this point is no longer why 44 SAF members died in that ordinary act of serving the warrants of arrest against Marwan and Usman. We already know why. Iponan is also known for its native delicacies such as suman, bibingka, ibos, puto bombong and many other mouthwatering foods where residents of the place still manage to prepare such kind of delicacies specially at the dawn of the feast day where these delicacies are being served after diana,a procession of their patron saint San Guillermo at the

main thoroughfare of the village. Barangay chair Rudy Goligado said that he is very thankful to his constituents for the cooperation they rendered to the barangay council as for the past days, the daily events were so smooth and peaceful. Other big events include the Battle of the Singing Champions, Color Fun Run, basketball games, dance contest, motocross, the coronation night for Miss Iponan 2015, mass wedding, parade, field demonstration and disco. The theme for this year is “Gugma ug Tingog sa Katawhan Giya sa Kapanahonan, Kalambuan sa Barangay Iponan.
