CAGAYAN de Oro City -- A lawmaker has filed House Resolution directing the Department of Energy (DOE) to investigate the bombings of transmission towers in Mindanao.

Police focuses tourism on founding day anniversary

CAMP ALAGAR, Cagayan De Oro City -- The regional police command here focused on tourism during the celebration of the 25th anniversary of the Philippine National Police (PNP) Monday.

Pol. Supt. Gervacio Balmaceda, the police regional

spokesperson, said that the officials from the tourism agencies were the invited guest of honors during the annual celebration.

Balmaceda said that the police has shifted to tourism and security as the major focus this year in line with the thrust of the national government in the promotion of the tourism

industry in the region.

Catalino Chan III, the regional director of the Department of Tourism (DOT) in Northern Mindanao, said that the DOT would continue to train the police on Tourism Oriented Police for Community Order and Protection (TOP-COP).

Davao Light eyes add’l 130 megawatts power supply for 2016 DAVAO City -- Reeling from a tight power supply Davao Light and Power Company (DLPC) is eyeing additional 130 megawatts this 2016 from new power sources.

Ross Luga DLPC Corporate Communications Officer identified these sources as the Western Mindanao Power

Corporation which they have contracted 18 Megawatts, San Miguel Consolidated Power Corporation 80 Megawatts, Southern Philippine Power Corporation- 32 Megawatts.

The WMPC which is a diesel plant in Zamboanga City is already supplying 18 MW just this month to

Davao Light. The San Miguel coal-fired plant in Malita is expected to go online by July and the SPPC by April.

Luga said they are still in the negotiation stage for the contracted supply.

DLPC is feeling the crunch as the 150-MW unit 2 of the Therma South Power

Plant has been shut down for preventive maintenance.

It supplies about 50 MW of contracted power to DLPC. The situation has forced DLPC to implement 3-hour rotational brownouts from January 23 to January 30.

Luga said that aside from the 50 MW loss from the

shutting down of unit 2 of TSI, contracted power from hydropower sources like the National Power Corporation- PSALM and Hedcor has been greatly reduced due to El Nino.

NPC PSALM which has a contracted supply of 150 MW is only supplying at

most 105 MW while Hedcor is only supplying 39 MW from its 52 MW contracted supply.

Current average demand in 2015 in the DLPC areas has been at 340 MW per day. Total power supply has been at 233 MW. (PIA/RG Alama)

PROVINCE OF DAVAO ORIENTAL-- Department of Agriculture (DA) Secretary Proceso J. Alcala lauded Davao Oriental’s ‘champion’ performance in agriculture during his visit here last January 19, 2016, citing the province’s production increases in almost all segments of the agriculture sector.

Highlighting its rice production, Alcala congratulated Davao Oriental for surpassing the national level’s rice sufficiency performance.

Alcala said that while

the country hit an increase of 16 percent in its rice sufficiency from 81 percent at the start of President Aquino’s administration to 97 percent in 2015, Davao Oriental achieved a substantial increase of 26 percent in its rice sufficiency performance from 42 percent during the first term of Gov. Corazon Malanyaon to 68 percent last year. “Davao Oriental’s increment on rice sufficiency is almost double that of the national level,” he said.

To sustain such feat, Secretary Alcala, during

his visit, turned over P47.5 million worth of implemented agriculture projects and services under the Agri-Pinoy Program dubbed as the “overall strategic framework of DA in rolling out its programs and services from 2011 to 2016 and beyond.”He also distributed and raffled off about P1 million worth of farm implements, livestock supplies and hybrid rice seeds.

Among the projects turned over to the different farmers’ organizations were farming equipment

such as corn mills, farm tractors, floating tillers, and open source pumps, among others. Certificates of turnover were also distributed for the completion of Tablea Processing Building, community nursery, rain shelter, andconcreting of farm-tomarket roads, among many others.

With an audience of about 2,000 farmers, Alcala recognized the significant contribution of Davao Orientalin the national government’s bid to increase the country’s rice production through the success-

ful implementation of the big-ticket Cateel Irrigation Project (CIP) which now serves about 1,600 – 2,000 hectares of rice fields in 11 villages in Cateel town, thus, boosting rice production and food security in the area. Soon to be fully-operational, the irrigation system will enable the province to achieve a 100 percent rice sufficiency level. He said projects like this will further encourage the expansion of rice plantations in order to boost domestic supply and reduce reliance on imports of rice.

Alcala further cited the Provincial Government’s efforts in the rehabilitation of the areas affected by typhoon Pablo – particularly the implementation of the Hot ‘Pablo’ Chili Project– that benefited many farmers and small entrepreneurs in the areas of Boston, Cateel and Baganga.

Alcala said this project has been strongly promoted by President Aquino because of its high profitability and climate resiliency.

Meanwhile, Alcala also recognized Davao Oriental’s achievement in its efforts in stamping out poverty which successfully resulted to the exclusion of the province among the poorest provinces in the country.

Based on reports from the National Statistical Coordination Board, Davao Oriental pulled the largest drop of 6.5 percentage point in poverty incidence from 42.7% in 2007 to 37.8% in 2012--the highest reduction in poverty incidence among the provinces in

Pension increase must have certain funding source - SSS NorMin CAGAYAN de Oro City -The Social Security System (SSS) would require additional funds if increase be implemented to its pensioners.

This was stressed by Atty.

Edwin Alo, assistant VicePresident of SSS Northern Mindanao during Lambo Dyes, a radio program of Philippine Information Agency (PIA) at DXIM Radyo ng Bayan on 22 January 2016 concerning the vetoed increase of P2,000 for SSS pensioners.

“There is a required funding of P4.3 billion per month

and in 2016 we need P56 billion additional fund. SSS has a current asset of P440 billion plus, but due to this kind of increase, by 2017 the SSS fund is projected to become insufficient,” said Atty. Alo. This alarms the SSS that by 2028, financial support from the government amounting P130 billion per year will be demanded. This also puts the SSS fund at stake because SSS is only a contract between member and employer, no participation of government at all.

comes from the contribution of the current members, fund reserve and Investment Earnings. To assure sustainability, the Investment Earnings is used for investing to multiply asset and reinvest again.

However, if the reserved money for Investment earning will be tapped due to the demand increase of P2,000, the chance of gaining smaller return is possible. The SSS is not solely concerned of the fund life but its sufficiency

too, Atty. Alo remarked.

Moreover, Atty. Alo guaranteed support from entire SSS to whatever the national leadership agrees on.

“We are not against on the increases only if provided with certain funding source, whatever the ultimate decision is, we will immediately implement the decision from national leadership.”

Meanwhile, the SSS in Region 10 remains in providing services to its members and

continue undertaking projects to afford convenience for its clients like relocating offices to strategic area, expanding their accommodation by means of technology through web services and soon penetrate electronic payment.

Is research easy or not?

What makes it easy or difficult? Can you do the two things at the same time? Probably the answer is yes, but there could be one thing that will be compromised. To do research is not an easy thing to do.

It needs concentration.

It demands time, effort, analysis, and patience.

When action research is included in the ranking for promotion, one thing that boggles my mind.

How can I do it? I have main job to do which is teaching. I have ancillaries to work on and other related task as requested by my immediate supervisors. Do I need to be like superman again just to finish all the businesses that I have? The answer is, Yes, I will do it not just for the promotion, but I want to know the root-causes of the problem inside the class. I read an article about leadership and it says, to be a leader is to expose yourself of stressful job, and if you find solutions to the problems, then you are ready to mingle with people. After reading on that line, I think again, Can I do research while teaching at the same time? Some teachers said, “Lisud man ang research ui”, Kapoy mag research, kuti kaayo”, Unsa man gyuy format anang action research? Ga labad labad lang nas ulo”.

With the views and opinions of other teachers, I tried to do it though I never dream to become a researcher. I told myself, wala naman koy panahon ui, kapoy man, cge try lang gud, pag di makaya, undangon daw ipadayon next year, pero ug makaya, go, go go! With positive vides and motivation of my principal Ms. Evelyn Q. Sumanda and the help of my colleague Mr. Mark John Gabule with the pieces of advice of Mr. Joel Potane, I was able to present my paper and adjudged as Best Paper in the Division of Cagayan de Oro moving forward to the regional level.

I know it is not an easy competition because the representatives are all first placers in their respective division plus the regional office trimmed down the participants from 14 to 10 up to 5. I felt mixed of emotions. The feeling

of excitement combined with confidence with selfesteem wrapped with intense shrivelling of my face every time the judges come nearer and neared until they ask questions. Nevertheless, I answered their queries and taken all the suggestions.

Gladly, the announcement has come, our division, with five presenters won. When my name was called, all the tensions were released.

Thank you Lord. All the sacrifices, sleepless nights, efforts and pains paid. I received the 3rd Prize in the entire Region X and from that moment, I told myself, sayon ra ang research, basta hatagan lang ug panahon ug dedikasyon.

Sunod tuig magbuhat japon ko. Research is really fun. It gives us moment to think critically and explore related studies and literature. Research could definitely gives you more knowledge and it becomes self reflected since there is professional reflection and it solves problem as you need to find solutions. Thus, the leadership quotation proves that I can be a good leader since I solved problem. I’d like to publish the abstract of my action research with the title: Video Clip Integration in Classroom Discussion: Its Effect to the Retention and Mastery of the Concept ABSTRACT Congested curriculum in Regional Science High Schools is implemented.

Thus, retention and mastery of the concept are the most

common problems of the students. These problems occur whenever students are bombarded with series of examinations, doing co and extra-curricular activities that are mixed.

To retain and master the concept in language and literature is the main objective of this study. A descriptive method of research was used; data were collected and checked using the pre-intervention questionnaire, reporting rubrics assessment drawn, and the post-intervention survey questionnaire used in this study. Data were analyzed during the oneon-one interview before and after the intervention.

The findings of the preintervention survey reveal that the respondents’ felt dismay since it is too student-centered and bookrelying type of learning.

Intervention strategies (video clip integration in classroom discussion and teacher’s deepening) were introduced to them.

The results of the study show that intervention changed their percentage scores in the second quarter. The study concluded that student’s exposure to technology, public speaking, teacher’s deepening of the concept and the integration of the video clip develop the language skills of students. It is recommended that the school and the teacher should establish and strengthen the use of technology and apply different teaching strategies to students and promote awareness on the new skills of technology.

ZAMBOANGA City –Senator Ferdinand Marcos Jr. said the peace process should continue for the progress of Mindanao.

“The peace process has to continue. We have to find a true and lasting peace,” Marcos said in a press conference here.

Marcos said the potentials of Mindanao can be fully developed once a true and lasting peace is in place.

Mindanao has several potentials not only in terms of natural resources but to include tourism, agriculture and others.

However, the development of these potentials is hindered by the volatile peace and order situation of Mindanao.

“We can do all of the things that we have always wanted to do for Mindanao such as to develop the infrastructures,” Marcos explained once there is a lasting peace.

“How many times we have heard Mindanao is the land of promise, the land of great potentials. Mapapakinabangan na natin yung potentials kasi wala ng gyera, wala ng gulo.”

Classroom activities involve the students and the mentor. The students are to learn and the mentor is to teach. Give and take operations are done for enhancement.

However, it has been observed that negative results sometimes happened in the teachinglearning process in spite of the preparation made by the teacher, because of the lack of something that controls an individual in everything he does.

Discipline!

Obviously, some boys and girls of the present generation consider discipline as an iron hand that forbids them from doing things of pleasure.

They don’t want to obey disciplinary measures for their negative behavior at home or at school. They believe that discipline deprives them from exercising their freedom as youths of today.

The youths’ negative concept of discipline resulted to their unbecoming personalities both physical and mental, and offers them low ratings in academics.

On the other hand, contrary to those who ignored discipline, there are those who accept the strict ways of executing classroom activities. Such act of molding today’s young people is taken by some as a strong pillar for their success in the future. Rather than an “Iron Hand”, they believe that discipline is a guiding hand which will lead them to the right path of life, and will surely make them successful citizens in the coming years.

Teachers and parents might vary in their methods of imposing discipline, but they aim in one goal which is to produce a valued and fruitful individual.

Farm in Sibagat town turned into coliseum-size open pit mining area

SAN FRANCISCO, Agusan del Sur--- Unabated open pit mining in a remote village in Sibagat town has destroyed some 20 hectares of farmlands virtually turning the area

into a huge crater the size of a coliseum.

This prompted Gov. Adolph Edward Plaza to issue a Cease and Desist Order against the operator Romelito Palantang after he learned that the illegal mining activities in Tabon-

Tabon village have already used five backhoes and other water pumping equipment to extract gold in the area.

mining operation without letup for three months has turned the once coconut farm into a crater with a radius of 50 meters and depth of 20 meters.

Caldeo said another smaller pit was also discovered but these are just being explored since this was abandoned by small-scale miners a few years back.

Police authorities who accompanied local officials led by Plaza arrested Palantang and 20 other mining workers after they found out that Palantang, a church pastor, only holds a sand and gravel quarrying permit from the provincial government.

Aside from backhoes, the raiding team confiscated two heavy duty tilling pans with complete accessories, plastic pipes, improvised screening devices, six units vehicle engines used as improvised water pumps and 20 regular water pumps.

How quickly was it exploited by armed factions in the region? Not long. The Afghans and Iraqis should have learned from Philippine history where not long after the Americans were shooed away, the Philippines was yet again easily invaded and exploited by a different people in World War II. Furthermore, why demonize the Americans as colonialists? Granted, imperialism was the norm in

those days but the United States, in more than a hundred years after its birth, has done nothing colonial nor imperialistic to make Filipinos believe that they are imperialists. Americans have not tried to invade, nor oppress a people. All their land, they bought.

After the Spanish-American War, the United States bought the Philippines from Spain for twenty million dollars because of the belief that “only through American occupation...is the idea of a free, self-governing, and united Philippine commonwealth at all conceivable.”

Americans were careful to deviate from the norms of Europe and stick to the principles of the American forefathers, that is, to be “Jefferson’s beacon to the world,” to defend and not attack.

Jacob Schurman, the chairman of the First Philippine Commission, clarifies the U.S.’s purpose in its annexation of the Philippines: “The welfare of the Filipinos coincides with the dictates of national honour in forbidding our abandonment of the archipelago. We cannot from any point of view escape the responsibilities of government which our sovereignty entails; and the commission is strongly persuaded that the performance of our national duty will prove the greatest blessing to the peoples of the Philippine Islands.”

To echo its primary purpose of tutelage, guidance, and educating Filipinos for self-rule and sovereignty, the U.S. even implemented economic reform programs to help establish the economy; at the same time, through American missionaries, the U.S. also introduced American education, Protestantism and the concepts of democracy and democratic institutions to the Filipinos, where Filipinos were also encouraged to participate in the grassroots level (only to gradually climb up to bigger responsibilities later).

Filipinos need to understand the core of United States foreign policy. It is often torn by two things. One, by its non-interventionist, isolationist nature that prefers to keep its resources to itself; and two, by the benevolent, missionarylike, moral obligation to defend the rights of the oppressed beyond its borders and maintain international order as a world superpower.

The Enhanced Defense Cooperation Agreement is a product of the latter--a strategic posturing necessary for both parties to contain a more and more aggressive China. It does not serve American interests only, but even more so, it serves the interests of the Philippines, Indonesia, Vietnam, South Korea and Japan.

It is normal for a country to be belligerent to foreign powers. But in this day and age, in the face of imminent threat, survival is dependent on alliances. And who else can be a better ally than the

United States--a country with the most powerful military with no imperialistic aspirations?

The rich have become the envy of many of our countrymen who wallow in poverty and great want, who cannot even afford to eat three times a day.

But there is a downside to being rich. A concerned lumad resident has reported the illegitimate mining activities in the area prompting provincial officials to initiate the surprise raid.

Some residents have confided to the team that there have been Chinese investors who frequented the area at the height of intensive mining operations.

They were believed to have brought the backhoes and other equipment.

Sibagat Mayor Thelma Lamanilao however explained that residents in the village could not possibly saw the mining paraphernalia passing by their place since these were slipped through another way from Taligaman village in Butuan City.

Lamanilao told local mediamen that she had already questioned Palantang a few months back after she received reports that he already used three backhoes when they were only allowed one for the quarrying activities.

Palantang is the permittee for the sand and gravel operation in the area.

DOH-13 Director III Cesar Cassion said “These parasites are culprits of the nutritional impairment, retarded growth and physical development of our children, and limit their cognitive and educational advancement. Although our children are mostly affected, adults are prone to these infections especially those who are living in endemic areas. This periodic drug treatment will explicitly combat the health impact brought about by these parasites.”
