DAVAO City--Presidentelect Rodrigo Duterte has announced he would reward PHP3 million to police and military officials who can get big-time illegal drug pushers, dead or alive. “I am not saying you kill them but the order is dead or alive,” Duterte told reporters in a press conference at the Presidential Guest House,

also called the Malacañang of the South at the Department of Public Works and Highways (DPWH) depot in Panacan here. He said he has the money for the reward that came from people who donated funds for his campaign. He said he has the unspent money ready for the drug pushers. “I don’t want to get (of the money) for too long. Hindi ‘yan kasali sa sinabi ni Trillanes (That

is not included in what (Sen. Antonio) Trillanes has said).” Duterte said the amount of reward money would depend on how influential the drug trafficker is -- PHP1 million for supervisor and PHP50,000 for small-time drug peddlers. This developed as Duterte vowed to cleanse the country of illegal drugs in three months as promised during the election

campaign. Getting the country of illegal drugs is one of his campaign agenda – the other two are solving criminality and stopping corruption. Duterte even plans to use the Armed Forces of the Philippines (AFP) in the fight against illegal drugs. Duterte however said the operation versus illegal drugs must be done within the bounds of the

law, emphasizing that law enforcers know when an operation becomes unlawful. According to him, a police officer does not kill a man who surrenders, but shoots those who fight back. “I don’t want to see a police dead,” he added. Duterte also wants his incoming National Bureau of Investigation Director Dante Gierran to kill any of his agents involved in illegal drugs.

He will also ask Congress to amend the probation law to exempt drug cases. He said many drug pushers who were able to avail of the probation law have jumped bail and continued with their illegal activities. “Ganun lang ang paraan para mahinto ang droga (That’s the only way to stop drugs). But it’s not just the issue of taxation or division of natural resources that need to be discussed if a shift is to be made. Federalism is a complete stranger to Filipinos and jumping into it would not be as easy as 1-2-3 or as elementary as A-B-C. Proponents of federalism love to point to the United States and Malaysia as examples of highly successful federal countries. But they also forget to mention that these countries did not start as one nation. Writer Michael Henry Ll. Yusinco stressed that federal states such as the US, Malaysia, Australia and Germany all began as “a loose collection of disparate political entities that gradually, and with painful upheavals, transformed themselves into a unified nation-state through the process of federalization.” He added: “It would essentially be the reverse in our case. Consequently, we face a much harder, more complicated, and possibly harsher version of federalization. It is thus disconcerting that purported advocates of federalism seem oblivious to the gravity of this sociopolitical reform. They quickly harp on the promise of enhanced local autonomy without even considering the readiness of the local leadership to

assume the big responsibility of local governments under federalism, as if the fitness of the current crop for this form of government were already a given.” We have had a brief look at having an autonomous state in the failed experiment called the Autonomous Region of Muslim Mindanao (ARRM) that only spawned a stronger, abusive political dynasty in the Ampatuan clan, an even chaotic governance, and an economy that insured the ARRM became the poorest region in the country. As clearly demonstrated by the Maguindanao example, federalism will further strengthen political dynasties. There is no denying that established political clans have been in control of local politics for generations. With greater powers under a federal set-up, what will stop them from further solidifying their hold on Philippine politics? A regional, instead of national elections for senators, would put more of these political dynasties at the national helm by being elected to the Senate. Yusinco also contends that the shift to federal form of government would not succeed with political dynasties still entrenched in our political system. He pointed to a groundbreaking study by the Asian Institute of Management Policy Center in 2012 titled “An Empirical Analysis of Political Dynasties in the 15th Philippine Congress,” which showed that lower standards of living, lower human development, and higher levels of deprivation and inequality persist in the communities governed by political dynasties. It is voluntary and not mandated by law,” explained by Christine A. Lumawag, Agriculturist II, Regulatory Division of DA-RFO 10, in her presentation. Nonetheless, recognizing that it is not compulsory in nature, Araos added that since GAP’s main component is food safety, it is anchored on the Food Safety Act of 2013 or Republic Act 10611 that strengthens the

food safety regulatory system in the country to protect consumer health and facilitate market of local food and food products, and for other purposes. “It is one of the mechanisms to solidify such law. And, since it is voluntary, we cannot simply penalize those farmers who are not GAP certified. It is for those interested farmers who value in marketing their agri-products with consumers’ safety in mind; thereby, voluntarily submitting themselves to undergo the process of GAP certification,” she said. One of the members of the press corps raised on why the agency should make a distinction between GAP certified farms to those that are not, when in fact, it is the

DA that has taught farmers to adopt GAP in growing their crops. “When one is into certification, it would be easy to sell one’s products as they speak for themselves. Community Development Studs Find Home in Kalahi-CIDSS

Butuan City -- After their immersion into Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) communities in Caraga, Community Development (CD) students from the Mindanao State University (MSU) – Main Campus (Marawi City) are all smiles as they complete their 4-month long practicum which is considered the last part of their journey before completing their bachelor course. Dr. Marian Myrtle G. Onod, MSU – Marawi CD Department Head was all praises as the pilot partnership between the MSU-Marawi CD Department and the Department of Social Welfare and Development Field Office Carag became successful. “We chose Caraga as a learning ground for our students since we have been hearing good reviews about the Community-Driven Development program of DSWD, and that the region is among the best implementers of the program. We have CD graduates who now work for Kalahi-CIDSS here in Caraga, and they would attest to the performance of the region. This is why we chose Caraga” Onod said. During the conduct of

the Practicum Recognition held at the DSWD Caraga Conference Hall last May 16, 2016, Onod was thankful that CD has found a true family, a home to call their own through Kalahi-CIDSS, the National Community Driven Development Program (NCDDP) of the government. “Before, schools offering CD courses were dependent on agencies with CD engagements. Now, with Kalahi-CIDSS, Community Development has found a family we could call our own. We now have a home which will house our students. Hopefully, more programs will utilizethe CDD approach”, she added. Mita Chuchi G. Lim, DSWD Caraga Assistant Regional Director for Operations, lauded the success of the partnership and hoped that the practicum program would be regularized. “We are proud that we have been part of the growth of these students. Thirty (30) CD studentinterns have been strategically assigned in Kalahi-CIDSS implementing municipalities all over Caraga since January 20, 2016 where they have immersed in their areas for a

This is one of the programs of DepEd that address not only to the existing problems on reading deficiencies of the learners and to nurture their love of reading. During the reading camp, story reading, storytelling, oral reading, problem solving and various games were introduced to

the pupils. Through these activities pupils were able to enhance their ability to read, speak, think, learn and cooperate. As the summer reading camp ended not only knowl-

edge was developed to the pupils but confidence as well. Participating in different activities brought them happiness and enjoyment. DepEd’s Summer Reading Camp is an effective program that gives productive summer to the pupils.

Seeing and knowing that our pupils have been successful in their respective fields, is one but few of the fulfilling dreams and aspirations we teachers dreamt of for them. And in order for us teachers see their dreams turn into reality, we must now give and provide them the learning they deserve and which they could use for their future endeavours in life, whether be it on the academic or in the track of life. This as portrayed that by providing our students the realm of academics they ought and deserve, they could land a good job in the

future, good job means stable finances and a fruitful life. This in one way or another, by polishing them as early as now, we as teachers could prepare them for their years to come, specifically when it comes to the career they will land in the next years for their own betterment and development, further complementing the success of the next generations to come. Eyeing the success of pupils, definitely starts from home and from school. In their younger years and foster years as pupils and as a child, they should be taught on life’s basics and fundamentals.

Thus, as they take their first step to lifelong learning, we must be their stairs, guiding stairs for them to achieve their success. Thus, at this time, we should start to shape a vision of academic success for all our pupils. We should be patient in letting them learn, even if it could take us of letting them relearn and relearn, or probably even if it takes us forever as long as it could mean success and stability of their future. In this, as teachers, we must instill in our minds and hearts that we have to shape a vision of academic success for our pupils as they may become a big thrust for their success in the future.

Indeed, good relations among teachers and pupils, including teachers is important as it may affect the learning capacity and stability of the pupils. That is why strengthening the guidance aspect among them is of much importance. As the School Head is the key person of the school guidance services, even what the classroom teacher is able to do on his own varies with the school head’s personality, point of view, and knowledge of guidance. This means, the school head and the teachers must work hand in hand on this matter. Some teachers say “I could do more effective guidance if my school head must exemplify guidance in his day-by-day person-

Teachers may expect the principal to understand the nature of guidance and to have a vision of what it may accomplish, to develop the guidance programme cooperatively with his staff, and to carry out the will of the group. With this, to effectively implement guidance among the pupils, the school head, the teachers, the pupils including the parents must set as good examples for pupils to follow and live up on it.

This is because the machinery of the states has to be maintained, along with that of the federal government and the local government units. Pressure for higher levels of expenditures will inevitably lead to pressure for increased levels of taxes.” For example, each of the proposed 11 states would have its own supreme court, parliament, Cabinet departments, state police, etc. that would necessarily entail huge budgets. A federal form of government will create additional layers of bureaucracy that will lead to even more red tape, corruption and confusion. Businessmen and investors will be the most adversely affected as they will have to contend with conflicting and confusing laws from various states/ regions. Can you imagine 11 states with their own agencies on commerce and industry, housing, health, transportation, education, etc. and the federal government having its own, too, all with their own sets of rules? Instead of unifying the country, federalism could further divide the country. Ilocanos have long considered themselves a people distinct from the Tagalogs, and so do the Visayans, the Muslims, the Bicolanos and other regional tribes or groups. Just when these groups are beginning to

blend as one, we now say they are groups distinct from one another. If one state becomes more progressive and more powerful than the others, what will stop it from moving to secede from the union and become a truly independent entity? With not much help from the central government, regions with very little natural resources and existing infrastructures are almost certain to lag behind, negating the primary reason proponents are pushing for federalism. Proponents say federalism would enable each state to grow on its own by using its own resources, taxation and leadership. Under the present form of government, provinces are given proportional revenue allocations under the Internal Revenue Allotments (IRA). Metro Manila gets the biggest share not because the national government is based in Metro Manila, but because the region has the biggest contribution to the country’s gross domestic product (GDP), accounting for a more than 36-percent share. These are just some of the problems that could confront a sudden shift to a federal form of government. I also agree with Yusinco that the political consciousness of Filipinos must first be elevated before a sudden shift to a federal form of government. Duterte and the other proponents of federalism may be right that the shift could be the solution to the country’s many problems. But they could also be wrong. It would be to the best interest of the country that the proposal be discussed more lengthily and more cautiously before we jump into it. It’s an issue that could make or break the country.
