Gov Malanyaon: DavOr in rehabilitation stage

avao O r ie nt a l is making headway in rebuilding communities devastated by Typhoon Pablo in December 2012, Governor Corazon Malanyaon said on Wednesday. “We are now in the reconstruction and rehabilitation stage. So much is going on there in Davao Oriental now, so parang alive na alive talaga ang tatlong towns. Everybody seems to have work. Everybody seems to be involved in all the activities,” Malanyaon said during a press briefing after paying a courtesy call on President Benigno S. Aquino III.

She was referring to the towns of Boston, Cateel, and Baganga, where about a thousand housing units are being turned over every 15 days. “We hope to turn over at least 60 percent of the total housing requirement for our typhoon victims by the second anniversary of Ty p h o on Pa b l o i n December,” she said, adding that they aim to build a total of 24,000 housing units for the victims. The governor said they have also begun efforts to give the typhoon victims permanent livelihood in agriculture and fisheries.

BFAR study: Davao Gulf -- a high yield area for Tuna, Pelagic fishes By Lilian C. Nellejor

DAVAO City - Researchers of the Bureau of Fisheries and Aquatic Resources (BFAR) has recommended a one year further study on the physical and chemical status of Davao Gulf after the initial findings showed promising yield for pelagic fishes and oceanic tuna such as the big eye and yellow fin at the end of the three-month closed season for commercial fishing. The one year study will give BFAR researchers to determine the catch rate and the peak of the spawning season/s of tuna, tuna-like species and other pelagic fishes within a year. This developed as BFAR researchers on Wednesday at the Ateneo de Davao University released their initial findings on the status of Davao Gulf showing a promising productivity yield for tuna, pelagic fishes and deep sea shrimps could actually thrive in Davao Gulf based from the abundance of larvae and fish eggs taken during the study conducted in the 20 stations since the start of the closed season from June to August 2014. Riczyneth Arinque, researcher of M/V DABFAR said findings of the study showed a high concentration of fish eggs and larvae along Samal, Tagum, Panabo, Pantukan and at the mouth of Davao Gulf where oceanic tuna larvae were discovered. She said about 2,180 tuna and tuna-like fish larvae were identified. This means, Arinque s aid, D avao Gu lf is a promising fishing ground for pelagic and tuna production. “Davao Gulf is an ideal ground of marine organisms to thrive because there is high concentration of phytoplankton and ch Phytopl an ktons are microscopic plants that grow in the upper regions of the ocean where sunlight is plentiful. Davao Gulf has a total area of 623,300 hectares, of which 375,700 hectares are municipal area and 247,600 insular water area. Fatma Idris, the regional director of the Bureau of Fisheries and Aquatic Resources (BFAR XI), had earlier said the fisher y resources particularly the pelagic fishes could no longer sufficiently provide the demands of fish in the region. She said they see the need to have a ‘closed season’ in Davao Gulf especially during the months of June to September, which are the period when these fishes lay eggs or generate. (PNA)

Iligan City to revive mothballed NSC ILIGAN CITY – As the national government has chosen a hands-off policy over the mothballed National Steel Corp. (NSC), the local leaders of Iligan City have decided to take things into their hands to put once Asia’s largest steel mill facility back on its feet after being abandoned for 14 years. Iligan City Mayor Regencia has signed Executive Order No. 119 S. of 2014 creating the NSC Working Group (NSCWG) with the primordial role to rehabilitate, operate and integrate the steel plant, which used to employ as many as 4,200 mostly highly-skilled Filipinos. The EO was issued on July 21, 2014 following an agreement with Iligan Rep. Vicente F. Belmonte Jr. of the lone district of Iligan City to work as one to find a viable solution for the NSC, which is now dilapidated, looted and cannibalized while bank creditors and investors are locked legal conflict. “Being the largest stakeholders in the plant facilities of NSC, the Iligan City must avail of all legal remedies to collect real property taxes, and to have the plant rehabilitated, operated, and thereafter integrated by a qualified investor or consortium to be vetted, qualified and chosen by Iligan City,” stated the EO

signed by Regencia. Aside from the creditor banks, Iligan City is the second largest stakeholder of NSC, whose debts are in the form of unpaid real estate taxes. NSC owes Iligan City over P2 billion in unpaid real estate taxes. Regencia also declared in the EO that the “rehabilitation, operation and full integration of NSC shall be the priority project/program of the City of Iligan.” Based on the EO, the NSCWG, with an initial funding of P3-million subject to appropriation approval by the Sangguniang Panglungsod, shall be charged in the collection of the property taxes and to conduct studies on the technical, legal and financial aspect for the rehabilitation, operation and full integration of the NSC. The NSCWG, headed by Regencia, may recommend all legal remedies such as levy and litigation that need and may recommend for the hiring and employment of engineers, accountants, lawyers, and other personnel as may be needed. The aggressive positioning of Iligan leaders came after years of being a bystander on the various transactions on the changing ownership of NSC leading into the bankruptcy of

the 145-hectrare industrial complex in the heart of Iligan City. NSC was sold to the Malaysian Wing Tiek Holdings Berhad in 1994 and later on to Hottick Investment Ltd. It stopped operations in 1999. In 2004, it was sold to Indian company Ispat-Global/Global Steel Philippines Inc. Thereafter, operations of the plant were minimal and by June 4, 2010, GSPI ceased operations leaving huge unpaid power bulls and other obligations. During its peak, NSC supplied 62 percent of the Philippine total flat steel demand ( 34 percent for hot-rolled products; 75 percent for cold-rolled products; 69 percent for tinplate products). It used to directly export and average of 4,000 MT per month to China (tinplates; Indonesia (tinmill blackplates); and US West Coast (cold-rolled products). NSC generated P12 billion in annual revenues and earned a net income of P500 million every years, after paying duties and taxes of P1 billion yearly to the government. Upon upgrading/expansion in 1985-1995, the then government-owned steel plant has total assets of P30 billion when it was privatized in 1995.(Bernie Magkilat)

ASG member bagged in Zamboanga City operation ZAMBOANGA CITY - Operatives of the Armed Forces of the Philippines and Philippine National Police on Wednesday night arrested an Abu Sayyaf Group (ASG) member with numerous arrest warrants for kidnapping, serious illegal detention and other crimes during operations at the port area of Zamboanga City. Capt. Franco Suelto, 1st Infantry Division spokesperson, identified the arrested ASG man as Nur Hassan. Hassan's apprehension took place around 6: 10 p.m. Hassan has s e veral outstanding

warrants for kidnapping and serious illegal detention issued by Isabela City Regional Trial Court Branch 1 and 2. Aside from this, the suspect also took part in the June 2, 2001 Lamitan Siege. In this attack, 40 ASG fighters stormed the Dr. Jose Torres Memorial Hospital and St. Peter's Church compound and took hostage 200 people, including medical staff of the above-mentioned hospital. Dozens of people were killed in the efforts to retake the hospital and church. (PNA)

Proposed ‘No Full Mask Helmet’ law gets support CAGAYAN de Oro City––Residents in this seaport capital had thrown support over the proposed Ordinance prohibiting the use of full mask helmets within the downtown district here. City Councilor Candy Darimbang said on Wednesday that she has also proposed the ban of using “tinted” helmets by motorists around the city in order that they could be easily recognized. Darimbang said that the measure is to address the growing incidents of robbery and shooting here perpetrated by riding in tandem suspects who are wearing a “full mask” helmets. “The identities of the suspects could not be easily recalled because of the helmets, some are tinted, that the motorists used,” Darimbang said. She said that during a chase, the police also finds it hard to determine the possible suspects because most motorists are using the same kind of helmets. Uy has been made the subject of an investigation by the Office of the Ombudsman in connection with the fund disbursement allegedly channeled through a non-government organization of Janet Napoles. The alleged transaction involved beneficiaries of the conggressman’s livelihood technology project in 24 barangays of the first congressional district of the city. Uy said he is ready to face the Ombudsman. He added that he would present documents and witnesses to clear his name. The congressman said even his signature was forged and that the name of his wife was included in alleged anomaly.

UTUAN City - Due to alleged harassments by a paramilitary group and the 26th Infantry Battalion soldiers, 30 Manobo families or 250 people including a pregnant woman and 86 children fled their homes in Sitio Mintake-i on August 9, 2014 to seek temporary shelter in Sitios Liwangwangan and Libon in Barangay Lydia, La Paz, Agusan del Sur. Some of them sought refuge in the forest. In a press conference at a local hotel here organized by the Kahugpungan sa mga Lumadnong Organisasyon-Caraga (KASALO) on August 20, 2014, Datu Camilo and Pigdiwatahan council member Johnny M. Pio pointed to the Bagani Force, they called “lubog”, as the armed group that have been forcing sitio residents to sign an agreement to allow Malampay Mining Co. and Makilala Mining Co. to operate in the area. Pio and Datu Camilo said that their community was against mining. According to Kasalo-Caraga, the Bagani Force is headed by

Benhur Mansulonay and allegedly managed by Loreto, Agusan del Sur Mayor Dario Otaza. On August 9, 2014, KasaloCaraga said members of the Bagani Force allegedly threatened to kill all residents of Mintake-i. When the residents heard two gunshots at around 2 pm, they immediately gathered their belongings and evacuated to the forest and nearby sitios Liwangwangan and Libon where they are now temporarily staying. Kasalo-Caraga said military operations continually threatened L i b on a n d L i w a n g w a n g a n communities. The Kalumbay Regional Lumad Organization said in a related report that on August 10, 2014, Datu Roger Alaki was shot dead allegedly by a certain Berting Aldo, identified as a member of the Bagani Force. The armed group, along with soldiers of the 26IB had been harassing residents of Sitio Mintake-i, it said. Kalumbay chair Jomorato Goaynon said in a statement posted in the website of the Rural Missionaries of the Philippines-

Northern Mindanao Sub-region, that after Alaki was killed, at least 30 Talaandig and Manobo families fled their homes. Some evacuated to Libon while others were still hiding in the forest. Alaki’s body had not been retrieved, said Goaynon. Goaynon said five Bagani Force members were seen on August 8 threatening sitio residents who had refused to sign the memorandum of agreement with the Malampay Mining Company. The armed men also threatened the teachers of the Rural Missionaries’ literacy school in the area, branding them as rebel supporters. Earlier on August 1, leaders of the Bagani Force identified as Benhur Mansulonay and Balbino Andaya sent a letter to community leaders of the local tribal group Pigdiwatahan with the threat to launch a “pangayaw” or armed campaign against them if they did not sign the MOA. The paramilitary force also threatened that the “pangayaw” will cover the nearby sitios of Libon and Liwangwangan whose residents had rejected the MOA, Goaynon said.

RTR mandates VAWC desk in every barangay

Romualdez (RTR) of the province of Agusan del Norte, mandated the establishment of Violence Against Women and their Children (VAWC) Desk in all of its barangays. This mandate is embodied in Municipal Ordinance No. 2662014, authored by municipal councilor Francisco M. Bao. Under the said ordinance, a VAWC desk shall be established in every barangay, preferably within the barangay hall which shall be handled by a person w h o i s t r ai n e d i n ge n d e rsensitive cases, preferably a woman barangay kagawad or woman barangay tanod. The legislative measure is in consonance with Republic Act 7910, known as the Magna Carta on Women which seeks to eliminate discrimination

on women by re cog nizing , protecting, and promoting their rights. It is also in line with the Gender and Development Code of the province of Agusan del Norte. 6 soldiers wounded in Sayyaf clash in Basilan province

AMBOANGA CITY – At least six soldiers were wounded in fierce clashes Thursday with Abu Sayyaf militants in the restive province of Basilan in the Muslim autonomous region, officials said.

Officials said Abu Sayyaf gunmen led by Puruji Indama ambushed soldiers belonging to the 18th Infantry Battalion in downtown Tipo-Tipo sparking a

firefight. The militants also detonated an improvised explosive to slow down the soldiers. “At least six of our soldiers were wounded in

the fighting in Tipo-Tipo proper,” said Capt. Franco Suelto, a spokesman for the 1st Infantry Division. He said troops were pursuing Indama’s group. It was not immediately known if there were enemy casualties, he said. The clash occurred just a day after security forces arrested two wanted Abu Sayyaf militants – Nur Hassan and Ustadz Alih – near the Port of Zamboanga. The

two, both natives of Basilan, were being investigated by the police in Zamboanga City. Authorities did not say whether the two men were on a mission or planning to launch attacks in Zamboanga, where suspected Abu Sayyaf gunmen recently kidnapped a grocery owner, Michelle Panes, in Labuan village. Infra spending spiked by 62.7% year-on-year MANILA -- Consistent with the Aquino administration’s goal of pouring more investments into economy-driving sectors, the Department of Budget and Management (DBM) on Wenesday reported that year-on-year infrastructure spending soared by 62.7 percent to P24.4 billion in June alone, bringing total government disbursements to P987.7 billion in the first six months of 2014. According to the DBM, total government disbursements as of end-June registered a P97.0-billion or 10.9-percent increase over the P890.8 billion recorded in 2013. Quicker disbursements in June helped drive spending for the first semester, as expenditures for the month rose by 44.1 percent year-on-year. “Spending in June certainly sped up, with major implementing agencies picking up the slack and rolling out their projects. The Administration continues to devote more investments toward infrastructure to help drive our growth momentum. At the same time, these infrastructure projects actually open up job opportunities, helping us bring immediate- and long-term benefits to communities around the country,” Secretary of Budget and Management Florencio “Butch” Abad said. The DBM reported that the year-on-year spike in infrastructure disbursements in June was due largely to the release of P4.9 billion for the Aircraft Acquisition Project under the Revised AFP Modernization Program under the Armed Forces of

the Philippines (AFP). Key infrastructure projects under the Department of Public Works and Highways (DPWH) also contributed to the higher level of spending for the month. Abad also noted that subsidies to government-owned or –controlled corporations (GOCCs) helped spur the upsurge in June disbursements, as these subsidies went up by nearly six-fold to reach P46.3 billion for the month, as opposed to the P7 billion tracked in June 2013. The leap in GOCC subsidies was due mostly to disbursements made for various socio-economic development services under GOCCs, including the premium subsidies of indigent families under the National Health Insurance Program, the resettlement of informal settler families from high-risk areas, and nationwide electrification projects under the National Electrification Administration. “This year’s budget continues to respond to the country’s development requirements, even as we’re inthe middle of presenting the next year’s proposed budget to Congress. Now that we’re in the second semester of the year, it’s even more important to make sure that disbursements proceed at a faster rate. We plan to work more closely with implementing agencies to ensure that they make the most of the funds released to them, and that the programs and projects supported by their respective budgets are duly implemented,” Abad said.

Access to these free online apps has been made available through “Google Apps for Education.” With the Google Apps for Education, TESDA employees/personnel and training institutions will be able to send and receive e-mail with a @tesda.gov.ph domain name, store data and share documents with Drive, hold web-based video conferences with Google+ Hangouts and easily build websites with Sites. ANILA -- Isuzu Philippines Corporation (IPC) eyes to hit 4,000 unit sales in its D-Max pickup this year after launching its new variant X-Series in the local market. “We expect to sell 4,000 units or more in D-Max this year,” said IPC Assistant Division Head for Marketing Joseph T. Bautista at the sidelines of new D-Max X-Series launching Wednesday evening in Pasig City. Bautista added that IPC has seen the acceptance of Isuzu D-Max in the Philippine market as sales of this unit surged 92 percent in the first half of this year compared to the same period in 2013. GMA’s Reporter’s Notebook WATCHED last Tuesday a heart-rending documentary aired over GMA’s news channel featuring the B’laan tribe in a remote village that the local and provincial governments of Saranggani now politically lorded over by world boxing icon Manny Pacquiao and his wife Jinky seem to have forgotten and forsaken. While billions of pesos in government funds are lost to corruption perpetrated by heartless elective and appointive public officials such as the P10 billion pork barrel scam, the residents of that tiny village could only afford to eat rice and canned sardines once a year. All year round their staple food is sweet potato or camote. While the heartless rich in urban centers dedicate their entire life by indulging in luxurious living where their main pre-occupation is to drink, eat and be merry, the children of that featured village could hardly go to school due to abject poverty. The kids even have one common illness which is the lack of protein causing their cheeks and tummies to be swollen. Imagine the GMA Reporter’s Notebook documentary team led by Kara David had to travel from the town center up to a certain point in the mountains of Saranggani for about six hours riding in a vehicle customized to traverse rugged, muddy and stony roads where they have to cross a river 18 times. Upon reaching that point

Jesse E.L. Bacon II where motorized vehicle ride is no longer possible, the team had to walk for another six hours until they reached that tiny village. When they returned with some of the villagers, the travel by foot took them four hours. Just imagine the distance between the B’laan tribe village and that point where the villagers procure their rice. It is very apparent that because of the remoteness of the village government presence is totally absent there. There is no health center in the village much more health workers visiting the villagers. There are no government agriculturists assisting them in tilling the soil much more giving them farm implements and inputs such as seeds hence the protein deficiency of almost all of the kids in the village. That problem of lack of protein on the part of village kids and perhaps of the adults as well could have been solved if they were provided with seeds of protein producing vegetables such as beans. But because

no one from the government, local, provincial and national, is helping them they are experiencing such deficiency. All that the villagers could afford to plant is sweet potato. And this is their staple food all year round. The only agricultural produce that gives them income once a year is abaca. Why only once a year? Because they are limited to one harvesting a year only after the abaca plants became scarce. The scarcity is attributed to the balding of the mountains because of the wanton felling of trees since abaca plants thrive in cool places and moistened soil only. Without the trees abaca plants will not survive. It was not mentioned, however, in the documentary if the balding of the mountains was caused by legal or illegal logging activities in the past. At this point, villagers could only find a few abaca plants beneath the remaining patch of forest cover not far from the village. Transporting the abaca fiber the villagers are able to extract from the abaca plant is another problem. They have to literally carry the bundled fibers weighing 25 to 30 kilos each to the marketplace where David and her team were dropped off by the customized vehicle. The distance was traveled by foot by the villagers in four hours. It was this distance that David and company traveled for six hours in going to the village. Rep. Pacquiao had been

shedding buckets of tears for the poor and had been giving them money out of his own pocket to help them. As one of Saranggani’s representatives and considering that his wife is the province’s vice governor, their charity will surely find meaning if they could address the problems of that tiny village in their own home province. The charity work they are now doing will all go to naught if they could not address the problems of their very own constituency in that tiny village. All these years, the residents of that tiny village nestled in the mountains of Saranggani were able to survive on their own without any help from anybody. Their ability to survive under such trying condition proves beyond an iota of doubt their being hard working. They have all the needed attributes of being good and hard working people. All they need is government support. And this is something they rightly deserve as citizens of this country like any other citizen. Uy has to prove his innocence beyond doubt IN one of his interviews with the local radio, Cong. Rolando “Klarex” Uy, of the Cagayan De Oro’s first district, plead innocent of the alleged misuse of the Priority Development Assistance Fund (PDAF). Uy clarified that, as far as he could remember, he has distributed some livelihood kits to his constituents in the first district with a total value of only P 5 million. He said that he has never distributed livelihood kits to the local barangay officials in the second district. Uy said documents would prove that he has not done anything wrong in the disbursement of the PDAF or “pork barrel” funds. By the way, before the High Court ruled the unconstitutionality of the PDAF, the elected Congressman receives about P70 million “pork barrel” fund during the three-year term. In other words, the Congressman receives a more than P 20 million PDAF funds annually. The elected Congressman has the discretion on how the fund has to be spent although the fund is deposited in a government agency tasked to implement the project through the Special Allotment Release Order (SARO) by the Department of Budget and Management (DBM). Uy might be candid in his argument. However, he has his signature affixed in the Certification

It was also disturbing that the names of the beneficiaries came from the second district. In the Certification that Uy has signed, the list of the beneficiaries who were actual residents of the second district have their addresses in the barangays under the first congressional district. Uy even lamented that his name, including his wife, was among the names of the listed beneficiaries. “I have liquidated all the PDAF funds. Now, I have the surprise of my life seeing my own name and the names of people from the second district in Certification that is now the object of investigation by the Office of the Ombudsman in Mindanao. Besides, the fund reportedly amounted to about P 35 million. The Ombudsman would investigate only

the disbursed PDAF fund amounting to more than P 20 million. Granting without admitting that Uy was right. Does it mean that the documents that the Ombudsman have had now are spurious? Did somebody forged the signature of Uy? Actually, the PDAF scandal has more questions than answers. Whether somebody forged the signature of Uy, the burden of proof now remains in Uy’s hand. Whether the Ombudsman documents are spurious, the graft court must prove its authenticity beyond doubt. Beyond all these, Uy has to face hundreds or group cases that the local barangay officials might file against him. The local barangay officials have expressed disgust over the Ombudsman document that drag their names into the controversy. The barangay officials have denounced the apparent forgery and perjurious documents. The Ombudsman has required the barangay officials to submit counter affidavits, too. Tony Abujuela of Barangay 1 could not hide his frustration that he vowed to personally file a case against Uy. “The integrity of my name is at stake here. ORDINANCE NO. 15, S. 2014 (Explanatory Note) WHEREAS, Section 15 and 16 of the Philippine Constitution mandates the State to protect and promote the right to health of the people and instill health consciousness among themselves; protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm, and harmony of nature; WHEREAS, Section 447 (4) (iii) of RA 7160 mandates the Sangguniang Bayan to regulate the disposal of clinical and other wastes from hospitals, clinics and other similar establishments; WHEREAS, the expansive usage of single-use plastic bags and their typical disposal creates significant litter problem in the municipality clogs canals and sewerage systems that cause floods; WHEREAS, the best way to implement this regulation is to seek the participation and commitment of the business sector and the citizens as well in protecting the natural environment; WHEREAS, it is the best interest of the health, safety and welfare of the people that regulation includes the imposition of an environmental fee to: 1. address the mindless consumption of single-use plastic bags 2. minimize the use of plastic bags 3. mainstream the use of reusable bags 4. invite the active participation of the citizenry in practices that promote a clean & sustainable environment; NOW THEREFORE, after proper deliberation on the matter and on motion of Councilor Audie G. Paduganan, duly seconded by Councilor Armando C. Pomar, it was resolved as the body does hereby, RESOLVED, to enact as the body does hereby enact the following Ordinance: ORDINANCE NO. 15, S. 2014 “AN ORDINANCE REGULATING THE USE OF PLASTIC BAGS AND ESTABLISHING MECHANISM FOR ITS RECOVERY, RECYCLING AND PROVIDING PENALTIES FOR VIOLATION THEREOF.”

BE IT ORDAINED by the Sangguniang Bayan of Tagoloan, Misamis Oriental, that:

SECTION 1. TITLE. This Ordinance shall be known as AN ORDINANCE REGULATING THE USE OF PLASTIC BAGS AND ESTABLISHING MECHANISM FOR ITS RECOVERY, RECYCLING AND PROVIDING PENALTIES FOR VIOLATION THEREOF. SECTION 2. REGULATED ACTS: a. All business establishments shall conspicuously display in their store specifically in the transaction counter the environmentally friendly notice “SAVE THE ENVIRONMENT, BRING YOUR OWN RECYCLABLE/REUSABLE BAGS”. b. All business sectors are mandated to initiate, participate and invest in integrated ecological solid waste management projects, to manufacture environmental-friendly products to introduce, develop and adopt innovative processes that shall recycle and re-use materials, conserve raw materials and energy, reduce waste and prevent pollution, and to undertake community activities, as provided in Section 57 of Republic Act No. 9003 or the Ecological Solid Waste Management Act. c. Stall owners/lessees in wet and dry markets will not be allowed to directly distribute plastic bags. The market management shall assign areas within the market where these plastic bags may be purchased with corresponding transaction receipt. d. All business establishments shall charge and collect a fix amount of P2.00 as “Plastic Recovery System Fee” per plastic bag regardless of its size; the imposition seeks “change consumer behavior” rather than generate fund. It is a means towards shifting habits from mindless consumption to a lifestyle that is anchored on the 3R’s of waste management, namely: reduce, reuse and recycle e. All business establishments shall provide special counters or Express Lanes to be called as “green Lane” to cater customers using reusable bags and or those redeeming used plastic bags to encourage greater number of stakeholders in the observance of this Ordinance. This will also serve as an information and advocacy measure in changing the environment. SECTION 3. PENALTY PROVISIONS. Non compliance or violation of this Ordinance by any person, from associations, partnership or corporation engaged in business shall be imposed of the following penalty: Warning 1st Offense : One Thousand Pesos (P 1, 000.00). 2nd Offense : One Thousand Five Hundred Pesos (P1,500.00). 3rd Offense : Two Thousand Pesos (P2,000.00) and cancellation of Business Permit. SECTION 4. EFFECTIVITY CLAUSE. This Ordinance shall take effect after the approval of the Sangguniang Panlalawigan and upon its publication in local newspaper of general publication.
