Lugait, Holcim sign agreement on labor localization

THE local government of Lugait in Misamis Oriental through its Public Employment Service Office (Peso) recently signed an agreement with Holcim Philippines, Inc. (HPI) in regard to labor localization program.

The signing of the agreement was in compliance to the town’s amended Municipal Ordinance No. 23, series of 2014, otherwise known as the labor localization ordinance.

Under the ordinance, contractors and companies

engaged in construction and manufacturing business are required to give preference to residents of Lugait with 80 percent manpower requirements to all categories among applicants found to be qualified for vacant positions within their organization as condition precedent for the issuance of a business permit.

The historic signing of agreement was done at the Holcim Training Center in Lugait town in Misamis Oriental on March 5.

Security forces ready to secure 2015 Araw ng Davao

AVAO City – A thousand combined forces of local police and augmentation forces are set to secure the Araw ng Dabaw 2015 festivities.

Police Superintendent Milgrace Driz, spokesperson of the Davao City Police Office, said the Araw ng Dabaw celebration will be secured by 120 personnel from the Davao City Police Office, 60 from the

Regional Public Safety Battalion and 892 members of augmentation forces who are assigned in Barangays.

Driz discourage tourists and viewers of Araw events from bringing backpacks, gas canisters and

sunglasses as these are prohibited.

Driz also said that all 150 Mobile Patrol Group vehicles will be dispatched to respond for any eventuality.

She said CCTV cameras of the Public Safety Command Center are also on the lookout and will alert police and security units should they observe unusual incidents and or threats.

Driz said they expect threat response time to be within 2-3 minutes, depending on the distance of the nearest response units.

Eating is a very enjoyable and satisfying activity. Consuming food, especially the delicious ones coming from famous food chains, makes one alive and on-the-go on all kinds of activities and adventures.

However, it is encouraged that an individual should just eat a right amount of food to avoid excess fats that are dangerous to the system.

Overweight people are at higher risk of developing serious health problems, including heart disease, high blood pressure, type 2 diabetes, gallstones and breathing problems.

If eating beyond necessary cannot be controlled, then a person should learn to burn those fats. For fatty people, losing weight, through the application of safe losing weight methods, is important.

Maintaining a healthy weight is important for overall health and can

help one prevent and control many diseases and dangerous conditions. Moreover, it helps a person to lower risk for developing health problems and further gives him more energy to enjoy life.

Factors that contributes healthy weight are environment, family history and genetics, metabolism and more especially, habits.

Energy balance is also a factor. Eating balanced food and drinks gives right amount of calories, just enough to the required energy a body needs.

Following a healthy diet and limiting the time one spend in being physically inactive are also ways in having a healthy weight.

It is good to maintain a fit body in order to enjoy what life has stored. Reaching the proper weight or losing excess fats are just two of the many tips that could help people to be healthy inside and out.

How are funds for Bureau of Fire Protection operation & modernization allocated?

As the nation observes the “Fire Prevention Month,” a House leader is seeking an inquiry to determine if the funds intended for the operation and maintenance of local fire stations in the country, and the modernization of the Bureau of Fire Protection are properly released by the Department of Budget and Management (DBM), Department of Finance (DOF), Department of Interior and Local Government (DILG) and local government units (LGUs).

Will it determine whether the BFP and local fire stations have been properly equipped to meet any contingency especially these summer months when fires usually occur.

Section 2 of Republic Act 9514, otherwise known as the “Revised Fire Code of the Philippines of 2008,” provides that it is the State policy to ensure public safety and economic development through the prevention and suppression of all kinds of destructive fires and promote professionalization of the fire service.

The law further provides that the State shall enforce all laws, rules and regulations to ensure adherence to standard fire prevention and safety measures, and pro-

mote accountability for fire safety in the fire protection service and prevention service according to the lawmaker.

One of the law’s provision state that all taxes, fees and fines shall be collected by the BFP. Of the collection, of which 20 percent shall be set aside and retained for use by the city or municipal government concerned, who then shall appropriate the fund exclusive for the operation and maintenance of its local fire station, including construction and repairs.

As to the remaining 80 percent of the collection, these shall be remitted to the National Treasury under a trust fund assigned for the BFP modernization according to the lawmaker.

We agree that there is a need to determine whether the DBM, DOF, DILG and various LGUs in the various regions of the country, have remitted to the BFP the 20 percent share stipulated in RA 9514 and whether the funds representing the balance of 80 percent were used for the intended BFP modernization.

The concerned should speak up.

A.W. Brown, a victim of false accusations More often, investors become subject of a hate campaign by interest individuals who use the legitimate people’s organization to pursue personal whims.

In some cases, the people’s organization also exploits the plaints of individuals or the group as a basis to legitimize an advocacy. On the surface, the demands appeared to be legitimate.

However, when one goes down deeper into the issue, some disturbing concerns suddenly come to view.

For instance, the A. W. Brown, a company engaged in real estate and agribusiness endeavor, is not an exception. The Kalumbay, a legitimate tribal organization in Bukidnon, has accused the A.W. Brown of displacing thousands of farmers and indigenous people in the mountains of Opol, a municipal town

west of Misamis Oriental.

Aside from displacing the indigenous people, the Kalumbay also accused the A.W. Brown, of allegedly violating the rights of the indigenous people who are opposed to the company’s agribusiness project.

The killing of a certain Gilbert Paborada during a drinking spree in Puntod, Macabalan in Cagayan De Oro City sometime last year was an issue against the A.W. Brown, too. The distance from Ting-Alan to the scene of the crime, where Paborada was reportedly stabbed dead, is more than 100 kilometers. With no suspect to identify, Joseph, the brother of Gilbert, point to A.W. Brown as the possible mastermind because the victim opposed the A. W. Brown’s operation in the area.

These serious accusations

As of now, the company has planted palm oil trees to more than 600 hectares of land in the area. Company officials reported that A.W. Brown employs 174 workers (most of them indigenous people) in the area, particularly in the farming village of Ting-Alan, Opol. Every month, A. W. Brown releases P 1.2 million payrolls money for farm workers in the area.

urges the lumads to unite and resolve the issues and problems with the National Commission of Indigenous Peoples (NCIP).

Hiagaonon-farmers of Barangays Bagocboc and Tingalan in the Municipality of Opol have brought their complaints against the operation of A Brown, Inc. (ABI), through A Brown Energy

Resources Development, Inc., a subsidiary of ABI, at Opol, Misamis Oriental, to the House last December, prompting the House Committee on Indigenous Cultural Communities and Indigenous Peoples to hold an on-site inspection last Wednesday and a public hearing Thursday here.

lumbay, has also asked the Committee to look into the alleged extrajudicial killings, harassment and threats among the Higaonon tribe since the oil palm plantation started to operate in their community.

Kalumbay claims the incidents have been perpetrated by some personnel and security guards of the

private company, which operates in the vast oil palm plantation.

The hearing stemmed from House Resolution No. 690, introduced by Anakpawis Representative Fernando Hicap, directing the Committee on National Cultural Communities to conduct an inquiry into the plight of Higaonon farmers

UZ to tap clean solar power amidst persisting blackouts

AMBOANGA City – The Universidad de Zamboanga (UZ) has taken the first step to utilize clean and renewable solar energy as an alternative source of electricity in the city, amidst intermittent power outages that have been persisting here for several years now.

The university, in partnership with Buskowitz Development Incorporated (BDI) and Energy Renewables Asia, Incorporated (ERA) forged a partnership Tuesday (March 10) that will realize a P12-million 120-kilowatt solar power project which will provide electricity to UZ’s main campus in barangay Tetuan, seen to be operational within the coming months.

UZ president Atty. Linda Eustaquio-Lim believes that it is high time to consider this alternative energy considering the current power situation in the city.

She said that blackouts have been around for too long, even since her childhood. “I remember studying by candlelight when I was young. Seven decades later, we still continue to suffer.”

“We have been far too timid and content to suffer blackouts that have plagued this city. The time has come to focus on renewable energy as the only sensible remedy,” said Atty. Eustaquio-Lim. She emphasized that the city’s level of development or the political stability here should not be a hindrance to consider this more ef-

ficient power source.

Less dependent on Zamcelco As a result of the solar power project, UZ is seen to be less dependent on the limited power supply distributed by the Zamboanga City Electric Cooperative (Zamcelco).

Consequentially, “the local power cooperative will then be able to use the energy it would have normally use to supply UZ to increase its own load and supply someone else the need of power,” a press statement read.

“As a result, this will help the cooperative lessen its power outages within its franchising areas.”

The 120-kWp, when realized, will produce about 200,000 kWh in a year.

“Instead of purchasing this power from the local distribution utility, the Solar PV system can provide for UZ’s energy consumption during daylight hours,” the

statement furthered.

Clean solar power highly feasible in PHL BDI’s Thomas Deeg explained that solar energy, as an alternative source of electricity, is very feasible here and in other areas in the Philippines.

“Solar energy is now being utilized widely in other countries like Germany,” Deeg shares. He emphasized that Germany receives very little solar energy from the sun compared to the Philippines, yet the latter has been successfully harnessing the sun’s energy very efficiently.

The Philippines’ geographical location on the equator gives it more sunlight hence solar power is seen to be more efficient here.

“It has worked well in other countries. We don’t have snow (in the Philippines), and we are closer to the equator,” Deeg emphasized.

“We will use the knowledge from Germany’s solar

power engineers and transfer it here,” he added.

Deeg believes that one of the reasons why solar energy remains untapped is that many people have been closed-minded about it. “Many of us are saying, ‘we cannot do that’, but this is just an excuse.”

“The sun’s power is unlimited,” he exclaimed. “It is free, and 100% clean.”

Currently, BDI and ERA already have solar power projects in the Monaco Suites in Boracay and in John B. Lacson Foundation Maritime University.

Talks with Zamcelco to go solar BDI Chief Executive Officer James Buskowitz shared a few years back Zamcelco has shown interest in solar energy however the project did not push through due to some technicalities.

Buskowitz is still optimistic that future talks will be more fruitful, and

looks forward for more exploratory talks with the local electric cooperative.

“We are looking to re-approaching them again,” he said.

Going green Initially, this solar project will only energize the main UZ campus. However, Atty. Eustaquio-Lim looks forward to growing the project to other UZ facilities.

“We will not stop here,” she pointed out that. “Eventually, every building that bears the UZ logo will have solar power.” She emphasized that with UZ’s initiative, more will consider to use clean solar power.

Last year, UZ was awarded by DENR and PIA as an “Eco-Friendly School” for its numerous environmental protection and promotion projects. This solar project is part of its efforts to help fight the effects of climate change. (FPG/DIS/PIA9Zamboanga City)

ZAMBOANGA City - City Veterinarian Dr. Mario Arriola has strongly advised residents here to refrain from eating dog meat to avoid carrying the risk of transmitting rabies.

Arriola’s advice came after he received a report of an incident on Monday

where a number of residents at Shermal Subdivision, Barangay Cabatangan were found to have consumed dog’s meat, which was tested positive for rabies.

Arriola said the head of the infected dog was earlier submitted to his office for testing.

Upon evidence of singeing, which indicated that the meat from the dog was prepared and handled for food, a veterinary team was sent to Barangay Cabatangan to validate the information.

Arriola said the validation confirmed that the meat from the infected animal was consumed by a total of five adults and two children.

“They were strongly advised to present themselves immediately for consultation and post-exposure

treatment at the City Health Office,” Arriola said.

He added that four animals were bitten by the rabid dog and two of which died on the spot.

To pre vent f ur t her incidents,he said they have conducted Thursday a rabies forum in Barangay Cabatangan.

Both the city veterinarian and the City Health Office remain on constant alert to immediately respond and treat possible cases of rabies. (PNA)

UTUAN CITY- Two members of the New People's Army (NPA), who belonged to their guerrilla front operating at a southern province of this region, surrendered to the municipal police station of the area on Wednesday morning, police report said.

The surrender came as the rebel group came as the NPA will celebrate its anniversary by the last week of this month.

According to the police report from Agusan del Sur Police Provincial Office to the regional police headquarters here on Thursday, the two NPAs, known only by their aliases, surrendered to the government troopers in Veruela of the said province.

There are some moments when we feel the need of someone to be with and to share with some of the lowliest instants in our life that it seems the whole earth is placed in our shoulder. This we think of a person who is appropriate and who is real and whom we can call a friend.

The need is felt as I engaged into a tough battle where competencies are tested and “what you know” and “whom you know” are both essential.

Nevertheless, the fears are there as we think of the people who take charge of choosing people for specific positions. I may be chosen or I may not be. In all the confusions, someone to lean on is in demand.

Out from the many that I have read in the internet, I found this very relevant to what I am going to share

with you today. During the saddest time in life, the presence of real friends and people who are ready to share the emptiness that we feel inside, they are indispensable.

Such may be shown in many ways, and when we receive it, we feel the warmth and comfort. We feel being loved. It may not have been realized fully but showing it means we understand and share such emotion to other people.

Honestly speaking, I feel so lucky that these kind of people exist, ready to extend a helping hand, ready to provide comfort, and ready to ease the pain that we feel brought about by circumstances and despair. The way they express it maybe differs, but what matters most is the concern justified by it. The gesture alone of showing it, means they care.

To choose teaching as a profession involves “the heart over the head”.

MUST students champs in first Google Cardboard Hackathon

MAGINE interacting with dinosaurs and other prehistoric animals or traveling to places you have not been to – all using the power of your smartphone and a cost-effective, easy-to-build virtual reality player.

This is what Raven Duran, Geoff Diaz, and Edmund Salcedo Jr., graduating IT students of Mindanao University of Science and Technology and Co-Founders of Webnified. com web development startup came up with to win the grand prize of P50,000 in the first Google Cardboard Hackathon organized by Globe Labs, the developer community of Globe Telecom.

The app called 3DU is a Modularized Augmented and Virtual Reality System Education Technology where users can talk to each other in real time as well as learn, explore and challenge themselves in a virtual ever growing university.

It is designed for students and teachers who would like an immersive real-world experience without leaving the comforts of the classroom.

Second place went to monstAR, a 3D Virtual Pet/ Monster on an Augmented Reality experience of Erwin de Torres, Jeffrey Santiago, Karl Patrick Camota, and John Carlo Rolluqui who took home P30,000 while third spot went to Dayo-rama which gives users a chance to watch history as it unfolds. Dayo-rama creators Rai Icasiano, Karina Zambrana, Rex Cruz received P20,000.

To work, the virtual reality apps have to be downloaded on a smartphone fitted in a Google Cardboard viewer kit.

The kit may be created using simple tools such as a fold-out cardboard, lenses, magnets, Velcro, and a rubber band or bought ready-made.

This desire gave us the drive to fly to Manila and join the Google Cardboard hackathon which we luckily won. Through the support of Globe Labs, we hope to create more virtual reality scenarios to help them with the lessons – from history, to science, to practically anything,” said Duran, the team leader.

Anne Michelle Santos, Developer Relations Manager of Globe Labs said: “We are thrilled with the creative and interesting apps which the developer community has produced for Google Cardboard and which we may eventually adopt to give our millions of customers a different kind or virtual reality experience.”

Once the 3DU app is fully developed, Globe Labs will provide an additional P80,000 to the team, help them publish the

Meanwhile, 3D mood board and sound space, CONFETTI won P35,000 under the Ayala Museum special category.

CONFETTI allows users to paint images and generate sound through movement. It also generates a collage made of clippings from current Ayala Museum shows.

“We wanted to explore the space that Virtual Reality provides, by creating something that doesn’t replicate existing/ actual reality. There’s merit in recreating the world or the reality we’re familiar with, but we were intrigued by the possibilities that can be made with VR, as we treat the space it generates as a blank canvas of sorts. Basically, anything is possible within VR. We were also motivated by the

In an interview, SM Foundation project manager Eleanor Lansang said that the foundation is scouting for new scholars a weighted grade average of at least 88 percent by the second or third grading period.

With that, more than 100 students participated in the screening. Aside from matriculation fees, SM Foundation also provides for the scholars’ monthly allowance and sum mer/semestral break jobs to enable thenm to earn and augment their allowances.

The SM college scholarship program was established by SM Foundation in 1993 and has since produced over 1,900 graduates.

The foundation continues to provide quality education to poor yet deserving students a chance for a better future through higher education.

Currently, there are 1,450 SM scholars enrolled in the foundation’s 82 partner colleges and universities nationwide. BWM

THE curriculum of today’s elementary level is somewhat regionalized already. In my opinon, that is the misfortune befalling the basic education system of this country.

In an era where K to 12, Asean integration and info globalization are espoused, we still look inward. We still idolize such countries as Germany, Japan, China, South Korea, Finland and South Africa who are so proud of their own languages

that they make their respective dialects the standing medium of instruction in all subjects including arithmetic and science. That is okay if you live in those countries which are well-Westernized and developed.

But in an archipelago like the Philippines where we have the misfortune of having regionalized dialects, this scheme is not an ideal option. I mean how do our graduates compete with other English-

speaking graduates from other countries?

True enough, both of them may be competent in technical skills but if a recruiter needs only one person for the job, the Englishspeaking person has the edge.

Advocating for the Filipino language is never about patriotism. If you want to be patriotic to your country, then start by enhancing one’s English-speaking skill.

After all, there are lots of institutes offering short English courses.

Sadly, public basic education is quashing their intention.

The issue was about the conflict of two people’s organizations who want to take control of about 200 hectares palm tree plantation reportedly owned by a former Congressman, on the border of Ting-Alan and Bagocboc.

The other issues by the indigenous groups and tribal chieftains were about boundary conflict between Opol and Iligan in the hinterland of Kauyonan. The tribal chieftains also voiced concern about the mining operators in the area (not the A.W. Brown) which has jeopardized the indigenous people’s “small scale mining activities.” The tribal groups blamed the environment officials for not giving the IPs the priority to exploit the mineral and natural resource in areas they considered as “ancestral lands.”

If you look at what a European army would mean, the most important question is, who decides on sending soldiers where? Who decides on whom they might kill, or who might kill them?

Additionally, of the EU’s 28 member states, 22 are already part of NATO, the US-led alliance created in 1949 to fend off potential Soviet aggression in Western Europe. The alliance is urging its European members to invest more in their militaries.

Amid the ongoing crisis in Ukraine, NATO is bolstering its presence in eastern Europe with a spearhead force of 5,000 troops and command centers in the Baltic states, as well as Poland, Romania and Bulgaria.

Polish General Sanislaw Koziej, a security adviser to Polish President Bronislaw Komorowski called the EU army idea “an impractical dream.”

Likewise, the local government of Lugait signed another agreement with various government agencies in regard to the implementation town’s employment skills training, antiillegal recruitement, child labor free, anti-trafficking in person, help desk, and Overseaes Filipino Worker (OFW) welfare.

Under the agreement, the local government of Lugait through its Peso is mandated to promote human resource development, protection of workers’ rights and welfare, and equal access to employment opportunities and subject to HPI compliance with applicable laws on independent contracting and without prejudice to its contractors’ exclusive prerogative to determine and conduct their business affairs including all aspects of employment.

HPI has agreed to support Lugait in implementing the labor localization ordinance and achieving its principal objectives of providing equal access to employment opportunities to Lugait residents and ensuring that only those who have been duly issued with business permits can conduct business within Lugait.

HPI, upon signing the agreement, will revise its

accreditation process at its Lugait plant by requiring contractors, who are applying for accreditation for the first time or renewal of their accreditation and to submit duly issued business permits from Lugait.

Furthermore, HPI shall require contractors to submit business permits to Lugait for 2015 not later than the March 31, 2015.

HPI shall also submit a contractor daily manifest to Peso listing all the contractors rendering services at its Lugait plant during the previous month and their employees assigned at Lugait plant.

On one hand, the local government unit of Lugait shall provide, through Peso, HPI’s contractors with the names of individuals registered in the skills registry system of DOLE. The town of Lugait, through Peso, is also tasked to conduct capability and skills trainings for residents using TESDA’s Technology–Based Community Training Program to enable HPI’s contractors to comply with the labor localization ordinance; provide HPI with a list of contractors who have secured business permits and have been assessed as compliant with the labor localization ordinance; and periodically asses Holcim’s contractors to determine their compliance with the labor localization ordinance.
