Duterte thanked Dureza and Sulu Governor Abdusakur Tan for their help in the negotiations with the ASG. Dureza confirmed Flor’s release was made through the efforts of Duterte and

it came with no precondition. According to Dureza, he had just come from Oslo when he was told that their efforts to recover Marites from the ASG yielded good results and he was tasked to pick her up from Sulu. With this development, Ronel Flor, the brother of Marites, said they were happy she was released. “Mao ra man gyud na among gihulat nga ma release siya (That is the only thing we have been waiting, that she will be released),” Ronel said in a phone interview. Ronel, who is in Valencia, Bukidnon, said the family never had the chance

to speak to Marites even when she was in the hands of the ASG. He said they were neither contacted by ASG nor an emissary. He said he only knew about Marites’ release in the news but her mother was informed by the antikidnapping authorities in Davao City. On the other hand, Marites’ mother Flordeliza said the family was happy that she is now safe. Flordeliza was grateful that her daughter had been released and is now coming home. She said as captives, their feet were cuffed at night. On Friday dawn, she was awakened by the leader of the group that held her captive, and ordered his men to remove her cuffs. She said they walked for some time until she boarded a vehicle that brought her in front of Tan’s residence. Flor thanked Dureza, Tan and the “bagong (newly) elected President.” From the DCPO, she was scheduled to leave for Bukidnon to be reunited with her family. Days after the kidnapping, Flor’s parents appealed to Davao City Mayor Duterte to help them secure the release of their daughter.

A FEW days before President-elect Rodrigo Duterte assumes office, leaders of fisherfolk and marine conservation groups bared their recommendations toward improving the lot of fishing communities and the health of the country’s marine ecosystems by putting an end to crimes happening at sea and in coastal communities. In a presentation to media today, the groups also called for the creation of a separate Department of Oceans and Fisheries to be able to better plan, monitor and implement reforms and contribute towards food security. “We are here to request for a dialogue and to remind incoming President Duterte of his campaign promise to address fishers’ and marine issues, and to end very high poverty incidence among people directly relying on seas for food and for a living. His administration will play a critical role in the country’s transition to sustainable fishing. We expect nothing less than strong, resolute implementation of the amended fisheries law against illegal, unreported and unregulated fishing (IUUF). Doing less is a disservice to millions of Filipinos who have been clamoring for change,” said Vince Cinches, oceans campaigner of Greenpeace Philippines. According to data from the Philippine Statistics Authority in 2014 [1], the poverty incidence among fisherfolk reached 39.2 in 2012, the highest among the basic sectors of society, followed by farmers at 38.3%, and children at 35.2%. “Coherent and holistic programs should especially be quickly put in place that recognize our vulnerability to climate change. We need focused and sustained efforts in combatting crimes against the oceans and to allow a better playing field for our small fishers and fishing communities. We strongly urge the incoming administration to target an end to illegal fishing within their first six months of office,” said Dennis Calvan, executive director of the NGOs for Fisheries Reform. R-10 trains deputized AFVDAB establishments’ inspectors The Department of Agriculture (DA) Region 10 thru the Regulatory Division conducted recently a special three-day training for the newly constituted Regional and Provincial Animal Feeds, Veterinary Drugs and Biologics Control Officers (R/ PAFVDABCO) to abreast them on inspection guidelines and protocols, and the governing laws. The said AFVDAB control officers are all personnel of the Regulatory Division deputized under Special Order No. 132, series of 2016, dated January 22, 2016 signed by Agriculture Secretary Proceso J. Alcala. This to ensure compliance by Animal Feeds, Veterinary Drugs and Biologics (AFVDAB) establishments of the governing laws such as Republic Act (RA) No. 1556 – Livestock and Poultry Feeds Act as amended by PD No. 7; Joint DA – DOH Administrative Orders concerning licensing of veterinary establishments and outlets; registration of veterinary drugs and biological products including regulations related to generic labeling based on RA No. 3720 also known as the Food, Drugs, Devices and Cosmetics Act as amended by RA No. 9711 – The Food

and Drug Administration Act of 2009; RA No. 6675 – Consumer Act of the Philippines; RA 10611 – Food Safety Act of 2013; and related laws. In line with these laws, resource person Dr. Adela B. Contreras, Veterinarian IV of the Bureau of Animal Industry (BAI), an attached bureau of DA said the bureau implements the Animal Feed and Veterinary Drugs and Products Quality Control Program that envisioned a dynamic and ethical feed and veterinary drug industry that is compliant to standards and regulations to assure quality and safety for optimum productivity of animals for food security without sacrificing consumer safety and wellbeing. “Our concern is not onlyfor safe feed, but safe feed for food-animals to have safe food for humans,” Contreras emphasized. For this reason, AFVDAB establishments and outlets are required to secure License to Operate (LTO). Also registration and licensing of veterinary drugs and product premixes and water solubles, and corresponding manufacturers, importers, suppliers, distributor and retailers of said products with the Animal Feeds, Veterinary Drugs and

Biologics Control Division at the BAI Central Office. Hence, the regional/provincial AFVDAB control officers from the Regulatory Division of DA plays a crucial role, as provided in the above Special Order, in the inspection, evaluation, and monitoring of the AFVDAB establishments as to its compliance to the laws and regulations on quality and safety standards, and qualify for licensing. Likewise, to investigate cases relative to complains and violations of AFVDAB establishments and recommend to BAI through the Regional Director of DA corresponding sanctions/ penalty of erring establishments/outlets. On this note, Regulatory Division Chief Juliet B. Araos encouraged the participants to know the governing laws and regulations by heart for them to become effective in discharging their duties as AFVDAB control officers. “Since we are designated for a special purpose, we should know the laws by heart, as much as possible we should be smart in the implementation of these laws as we proceed on our respective assignments in the provinces,”Araos said.# (RRE.Paasa)

Pabillaran AN ORDINANCE PRESCRIBING THE GUIDELINES ON THE IMPLEMENTATION OF PRE-EMPTIVE OR FORCED EVACUATION AS A RESORT WHEN A DISASTER OR EMERGENCY HAS BEEN DECLARED IN THE CITY OF MALAYBALAY AND DANGER OF LOSS OF LIVES BECOMES IMMINENT, PROVIDING PENALTIES THEREFOR AND FOR OTHER PURPOSES

Be it ordained by the Sangguniang Panlungsod, Malaybalay City, that:

Section 1. Declaration of Policy - It is the declared policy of the City Government of Malaybalay to protect the lives and properties of its residents at all times and whenever possible, mitigate the effects of human-induced and natural disaster within the locality.

Section 2. Definition of Terms - As used in this Ordinance, the following terms are hereby defined: a. b. c. d. e.

Disaster - means the result of a natural or man-made event which causes of life, injury, and property damage, including but not limited to natural disasters such as hurricane, tornado, storm, flood, high winds, and other weather related events, and man- made disasters; Evacuation - means an operation whereby all or part of a particular population is temporarily relocated, whether voluntarily or in an organized manner, from an area that has been or is about to be struck by a disaster, to a place considered not dangerous for health or safety; Imminent Danger - means an immediate threat or harm; Pre-emptive Evacuation - an order from competent authority to forcibly evacuate residents to an appropriate evacuation destination to forestall their exposure to an imminent disaster; Forced Evacuation - an order from competent authority to forcibly evacuate residents to an appropriate evacuation destination to protect their lives during the onslaught of disaster.

Section 3. Training and Orientation on Pre-Emptive and Forced Evacuation Procedures - The City Disaster Risk Reduction and Management Division (CDRRMD) of the Office of the City Mayor shall organize and facilitate the conduct of training and orientation at least once a year on pre-emptive and forced evacuation on possible human-induced and natural hazards. During the aforesaid trainings and orientations, the CDRRMD shall also discuss and highlight in local dialect topics on RA 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010, DILG MC No. 2012-35 dated February 21, 2012 regarding the Guidelines in Ensuring Public Safety During ManMade and Natural Disasters, this Ordinance and other laws, rules and regulations on disaster risk reduction and management. The CDRRMD shall also conceptualize posters, newsletters, brochures and pamphlets regarding disaster risk reduction and management and cause the same to be posted at the conspicuous places of the city and/or, if possible, disseminate through quad media. Section 4. Procedures on the Declaration of Forced Evacuation - Upon assessment or determination of the City Disaster Risk Reduction and Management Council (CDRRMC) that a pre-emptive or forced evacuation of local residents is necessary, the Council shall recommend to the City Mayor for immediate declaration of forced evacuation. On the basis of such recommendation, the City Mayor shall immediately declare the enforcement of preemptive or forced evacuation which shall include but not limited to the following:

Establishment of evacuation centers or such places where the internally displaced persons will be temporarily sheltered; Designation of areas where vehicles provided by the city government are on stand-by to transport local residents to the identified evacuation centers. Establishment of measures ensuring the safety and security of local residents in the evacuation areas. Establishment of measures to secure their properties from looting, theft, robbery, etc. in the concerned area; The necessity of the evacuated local residents to stay in the aforesaid evacuation centers until there be another issuance declaring that the imminent danger within the affected area does not anymore exist; Mobilize frontline city government offices/personnel, such as but not limited to the following: the City Social Welfare and Development who shall assist in the relief operations and establishment of evacuation center(s), the City Health Office for the prevention of health epidemics at the evacuation center(s) and the affected areas, and the City Veterinarian’s Office who shall take custody of and transport the affected animals to any government animal control facility.

However, immediately after the declaration of preemptive or forced evacuation but before actual enforcement thereof, the city government shall see to it that the local residents are informed in dialect understandable and spoken by the residents of the need for them to evacuated and that there is no other alternative way to ensure their safety. Section 5. Enlistment of Assistance of Other Government Agencies - In declaring the enforcement of preemptive or forced evacuation, the members of the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), and the Department of Public Works and Highways (DPWH) assigned within the affected locality may be mobilized by the City Mayor.

All emergency measured adopted shall be a coordinative and collaborative effort between the City Government, PNP, AFP, BFP and the DPWH. Section 6. Refusal of Local Residents to Leave their Homes or, After Evacuating, Go Back Therein Without an Order Allowing Them to Do So - In the event that local residents, refuse to leave their homes or, after evacuating, go back to their homes/affected areas without an order issued to this effect, the City Government as well as the members of the mobilized units may use such reasonable force that is commensurate under the circumstances, to evacuate them from the area, without discrimination and with conscious attention to the needs of vulnerable and marginalized sectors such as children, women, the elderly and persons with disabilities, with the end view that lives are safety secured. Any person who willfully and deliberately disregard or opposed the order of preemptive or forced evacuation issued by the City Mayor shall release the latter from any liability for the formers injury or death attributed to his disobedience. During evacuation, priority shall be given to those persons or residents who willfully comply with the order of forced evacuation. Section 7. Reportorial Clause - Within twenty four (24) hours upon the declaration of pre-emptive or forced evacuation, the City Mayor shall report the declaration to the City Disaster Risk Reduction and Management Council (CDRRMC) and Sangguniang Panlungsod. Section 8. Penalty Clause - Any public official found to violate any of the pertinent provisions of this ordinance shall be subject to a fine not exceeding Five Thousand Pesos (P5,000.00) or imprisonment not exceeding one (1) year or both in the discretion of the court, without prejudice to administrative sanctions as may be imposed under existing laws, rules and regulations. Section 9. Separability Clause - If for any reason, any part or provision of this Ordinance shall be found to be unconstitutional or invalid, other parts or provisions thereof which are not affected thereby, shall continue to be in full force and effect. Section 10. Repealing Clause - All Ordinances, rules and regulations, or parts thereof, in conflict with, or inconsistent to the provision of this ordinance are hereby repealed or modified accordingly. Section 11. Effectivity Clause - This Ordinance shall take effect immediately after fifteen (15) days following the completion of its full publication in any newspaper of general circulation in the City of Malaybalay.

DAPITAN City -- The National Historical Commission of the Philippines (NHCP) led by its chairperson Dr. Maria Serena I. Diokno has officiated the inauguration of modernized Museo ni Rizal on June 19, 2016 at Rizal Shrine this city. The said event marked the 155th birth anniversary of Dr. Jose P. Rizal, the Philippine National Hero. “Muli nating buhayin ang diwa ni Rizal sa ating mga puso bilang ordinaryong Pilipino na handang magbigay ng ating sarili,” Education Secretary Armin A. Luistro stressed in his speech as guest speaker during the said event. (Let us all revived the spirit of Rizal in our hearts as ordinary Filipinos ready to sacrifice ourselves.) During an interview, Luistro emphasized that unlike the traditional ones, the new museum of Rizal in Dapitan is interactive which, he thinks, would make today’s youth give more value to Philippine history especially during Rizal’s time. A new landmark is set to rise in the booming uptown district of Cagayan de Oro – the Italiandesigned Primavera City development of publicly-listed firm Italpinas. Primavera City is the company’s followup offer to its briskly selling Primavera Residences.
