Dad to probe reports of illegal mining in Oro By GERRY LEE GORIT Correspondent

CAGAYAN de Oro City–– Councilor Atty. Leon Gan said he has ordered a probe into reports of illegal mining in the hinterlands of Cagayan de Oro City. “I am unaware of illegal mining activities in the area but I will investigate to confirm if reports are true” Gan said. He said one company that was mentioned during the city council’s regular session has stopped operations a long time ago since President Aquino and former Mayor Vicente Emano ordered the company to cease mining activities. Gan added that it is not in Cagayan de Oro where illegal mining is a problem but in adjacent provinces. “This is based on findings of the Department of Environment and Natural Resources,” he said. So, as a way of giving-back the graces that God has given them, the Midkiwan Elementary School teachers sponsor a feeding program every Friday to all the pupils of the school

where pupils are given a cupful of food prepared and cooked by the parents. Menu varies every Friday. From the smiles of the pupils, one can see that they are very grateful to their teachers for feeding them once in every week. Indeed, this feeding program inspires the pupils to do good in class and go to school everyday especially on Friday.

BUTUAN City–– Citing the frequency of road accidents involving public buses, Agusan del Norte 1st District Rep. Lawrence Lemuel Fortun has called for an investigation on the failure of the Land Transportation Franchising and Regulatory Board (LTFRB) to enforce passenger safety regulations. In filing House Resolution No. 794, Fortun cited the Friday accident involving a GV Florida bus which fell on a ravine in Bontoc, Mountain Province that killed

15 passengers including activist-artist Arvin “Tado” Jimenez and the January 14, 2014 Metro Manila Skyway road mishap where a Don Mariano Line bus fell and killed at least 20 people. Investigations showed that the GV Florida bus had poor maintenance while the Don Mariano Line bus had worn-out tires and had a driver positive for drugs. The solon also cited media reports that at least eight tragic road accidents occurred in Metro-Manila alone in 2013. According to Fortun, these road mishaps “are only a few of the numerous

accidents that have already caused hundreds if not thousands of senseless deaths due to the wanton and unrestrained failure of many public land transportation utilities to take precautionary measures to ensure the safety of the lives and properties of their passengers.” The Butuan solon added that this series of accidents demonstrates an obvious failure on the part of LTFRB to put in place effective measures and mechanisms by which compliance by public land transportation utilitieswith passengers safety standards and regulations are ensured. The agency is

primarily tasked “to formulate, administer, implement and enforce rules and regulations on land transportation utilities standards of measurement and or design, and rules and regulations requiring operators of any public land transportation service to equip, install and provide in their utilities and in their stations such devices, equipment facilities and operation procedures and techniques as may promote safety, protection, comfort and convenience to persons and property in their charges as well as the safety of persons and property within their areas of operations.”

The green trees, the lovely flowers, the friendly animals and the environment as well perished because of man’s devastating activities. Trees were cut by illegal loggers; the rivers were abused by the miners; the rare animals are now extinct; the beautiful flowers in

the mountains are gone because of man’s abusive works of art. Nowadays, we are always experiencing heavy rains, typhoons, floods, earthquakes and other calamities. Different speculations were heard that the world is coming to an end because of these events. But have we pondered what really caused all of these things to happen? Indeed, we experience sudden floods every time it rains, right? The cause of which is the presence of garbage which clogged the drainage

and canals. Other calamities take place because of man’s negligence to care for our environment. Are these disastrous events which brought misery to the world are really caused by Global Warming/ Climate Change? Well, let’s stop the “blaming – game”. Now is the time for us to exert more efforts to make a recovery in the losing image of Mother Earth to plant more trees and become Nature and Animal lovers. Let’s make this world a better place to live.

Measles cases in N. Mindanao alarming, up by 1,500 percent By Cheng Ordoñez Associate Editor

CAGAYAN de Oro City–– The Department of Health Regional Health Office 10 (DOH-RHO 10) here confirms the rising cases of measles in Northern Mindanao with an alarming more than 1,500 percent increase. Dr. David Mendoza of the DOH 10 said there are already 152 suspected cases, so far, as monitored by the Regional Epidemiology Surveillance and Disaster Response Unit (RESDRU) for the period January 1 to February 10, 2014. It represents an increase of 1,589 percent higher compared to the same period last year with only nine cases. No deaths were reported. Dr. Mendoza said of the five Northern Mindanao provinces, Misamis Oriental has the highest number of suspected cases with more than 80 cases. This is due to the high number of suspected cases in Cagayan de Oro, which has 57. Clustering of cases was noted in the following Ba-

rangays of Bulua, Balulang, Cugman, Carmen and Gusa. A report submitted to Regional Director Aristides Tan specified that of the 13 specimens sent to the Research Institute of Tropical Medicine (RITM) in Manila for testing, seven were confirmed as measles cases. Ms. Asuncion Ilogon, program manager of the Expanded Program for Immunization (EPI) of the DOH-10, said that houseto-house follow up of children not covered by the vaccination were done since September and still the cases remained high like the rest of the country. Earlier, Dr.Adriano Suba-an, DOH-10 assistant regional director, directed the Provincial Health Teams of the five provinces to accelerate interventions to address the alarming increase of suspected cases, which previously surpassed epidemic thresholds. Dr. Ma. Elen Santua, cluster head of the Family Health of DOH-10, said that despite the availability of measles vaccines at the health centers and the

rural health units in all the cities and municipalities in Region 10, yet many mothers would not avail of the free services for varied reasons, which includes dif-

ferences in culture, religion and belief, especially among cultural minorities. Another factor being considered by the DOH 10 is that some health cen-

ters continue to ask for “donations” or “refund” for syringes, discouraging indigent parents to go to the health centers. This, despite repeated announcement

Another lawmaker has supported the proposal for the mandatory installation of closed-circuit television (CCTV) or a surveillance camera in all public utility buses nationwide to deter potential perpetrators from holding up and/or robbing the helpless commuting public. Rep. Eric Olivarez (1st District, Parañaque City) filed House Bill 3704 requiring t he ma ndator y insta llation of a CCTV or security video camera in every public utility bus to enable bus operators to detect real-time whether or not a bus is being held-up. “This will allow the bus operators to timely alert the law enforcement authorities that a crime is currently happening inside a certain bus in a certain place. It will give the police a better window of opportunity to prevent the crime and/or apprehend the criminals. The probability of timely catching the criminals will surely increase,” Olivarez said. In pushing for the approval of the bill, Olivarez cited the numerous robbery and hold-up cases involving public utility buses. He said criminals take all the precious and valuable belongings of all the bus passengers as well as the money/bus fares collected by the bus conductor for the day. “To make things worse, such situation may even escalate to a violent one wherein passengers are harmed, injured and even killed. These victimized passengers and bus employ-

special feature ees are rendered completely helpless and powerless once a crime has been indiscrimi nately committed against them,” Olivarez said. Olivarez said as a consequence, the safety of every passenger’s life, liberty and/or property is completely jeopardized and the criminals sometimes get away with their crime due to lack of witnesses. “Being aware that their movement can be traced through the security cameras, the potential criminals will be effectively deterred from victimizing passengers even if the police don’t make it on the scene on time, the faces of the criminals have already been recorded and this will facilitate post-crime investigations better,” Olivarez stressed. Olivarez said the mandatory installation of CCTV or security camera in every bus operated for public utility would be beneficial to all the parties involved. The owners/operators can maintain goodwill and reputation by promising the public good and safe transportation services, the innocent drivers and bus conductors who may also be victimized at times and more importantly, the riding public who, aside from having to deal with the little inconvenience entailed by commuting, expose themselves to great risk upon doing so because they have no choice and

they need the said transportation. Under the measure to be known as the “Mandatory Bus Surveillance Act,” owners/operators of public utility buses under an existing franchise are given three months to comply with the requirement of installing CCTV or security cameras in the buses that they operate. It is a requirement in the granting of a franchise to operate a bus line. Applicants are required to obtain a certification from the Land Transportation Franchising and Regulatory Board (LTFRB) stating that each of its buses is equipped with a surveillance camera. Every bus company or operator is duty bound to assign or delegate personnel that will monitor the video feeds of the CCTV or security cameras of its buses real-time, 24 hours a day, seven days a week to ensure that the bus company can timely alert authorities of an on-going crime. The Depa r tment of Transportation and Communication (DOTC), in coordination with the LTFRB, shall be mandated to implement the rules and regulations of this Act. Violators will be penalized with a fine of P50,000 and revocation of license/ franchise to operate and/ or imprisonment of not more than one year. Earlier, Rep. Elpidio Barzaga (4th District, Cavite) also urged the installation of closed-circuit television cameras in public utility vehicles.

Tobacco industry Since Monday this week, I have been in Batac, Ilocos Norte, the home town of the late President Ferdinand Marcos, and will be here until Thursday. My coming here is not to see the mausoleum where the body of the late President who ruled the country with iron fist since 1972 until his ouster 28 years ago which the nation will commemorate on Feb. 25 is kept. I am here to attend the accreditation survey training through site visit of the Mariano Marcos Memorial Hospital and Medical Center (MMMH&MC). This training is jointly undertaken by the Philippine Health Research Board or PHREB and the Forum for Ethical Review Committees in Asia and the Western Pacific or FERCAP. This is an on-site training where the two mentioned bodies are surveying and evaluating the ethical review practices of the MMMH&MC Research Ethics Review Committee for possible accreditation. An accreditation by the two agencies empowers the hospital RERC to pass judgment on the ethicality of any scientific or medical care research especially those involving human participants. Research work belonging to any of the two types of researches mentioned above that did not pass ethical review will never be considered for publication in any scientific or medical journal here and abroad. In fact, drug company-initiated research study protocols are required to undergo ethics review before it could be undertaken. Continuing review is likewise mandated while this type of research study is ongoing until all protocol requisites involving human participants are fully satisfied. This is what this training is all about. But on the side, I have been nosy for anything that I could write about Batac in particular and Ilocos Norte in general hoping to share them with you my dear readers. And one of the things I find worth writing about is the state of the agricultural sector in Batac, a city that remains a rural town in almost all aspects since its economy is still agriculture based. In fact, there is no manufacturing industry here or any mining activity. Tourism is not even promising here given the fact that aside from the Marcos mausoleum where the body of the late president is encased in a glass for viewing by anyone and the two Marcos museums, there is nothing here that could attract tourists to this locality. This is proved by the fact that literally there is no night life here. This is compounded by the fact that the local government does not issue permits to any tourismoriented establishments such as restaurants and hotels that will allow them to serve liquors to their guests. But I do not begrudge this policy because I do not drink liquor anyway. I am just surprised that such policy exists at a time when every local government unit all over the country is doing its best to entice tourists to visit their place. The policy has its good side also. I have not seen any drunken person here, no loud karaoke bars, and no

ECONOMIC SUCCESS? This “missing” connection is shown by various verses from the Christian Bible. Let us see some of these verses here today, and do some meditation on them. First off, we must all understand that it is God who gives man the ability to acquire wealth. This is found in Deuteronomy 8:18, which says in part: “… remember the Lord your God, for it is he who gives you the ability to produce wealth…” Then, we must realize that God established clear rules on how we can produce wealth, achieve success and prosperity, and be provided with all that

we need, including good health. In Joshua 1:8, it is said: “Do not forget to read the Book of the Law, meditate on it day and night, and carefully obey everything that is written in it. Then you will be successful and prosperous.” In Proverbs 3:1-2, we are told: “My son, do not forget my teaching, but keep my commands in your heart, for they will prolong your life many years, and bring you peace and prosperity.” In Matthew 6:33, Jesus Christ, our God and Savior, tells us: “seek first the kingdom of God and his righteousness, and all that you need shall be given to you as well.” -oooECONOMIC DESTRUCTION AND LACK OF SPIRITUALITY: A good economic policy, one in which the entire nation will benefit from, must therefore take into account, and consider the implementation See policies, page 11

Ilocos Norte’s agriculture was booming since the Spanish era tobacco monopoly by the colonial government was dismantled. Every farmer in the province and that included Batac was into tobacco farming. But tobacco farming collapsed when manufacturing and selling of tobacco cigarettes was highly regulated to discourage smoking which is considered a health hazard by medical experts. And adding to the woes of the tobacco farmers here is the massive importation of tobacco leaves that are said to be low-priced. Cigarette smuggling is likewise mentioned as forming part of the woes of the tobacco farmers in Ilocos Norte. The stolen cables belong to all telephone companies operating in the city. Guingguing said Misortel lost a total of 110 meters of three kinds of cable (fiber optic and two different copper wires) worth some P400,000. He said the company has restored connection in portions of the affected areas but full restoration of services would take another week. This is the first reported cable theft in the city this year. Last year a group of cable thieves were arrested during surveillance. Guingging said Misortel has reported a loss in revenue from cable thefts and damage to cable wires totalling more than P1-million since last year. He said Misortel lines were damaged last October to December 2013 when a contractor of another Telco accidentally cut the lines during construction work at barangay Cugman.

Although the lines were restored, Misortel has yet to receive compensation for loss of revenue during the period. Guingguing said Misortel acting manager Fernando Vincent Dy Jr. has been apprised of the developments. He said Misortel may charge in court the contractor if their complaints are not acted on. He said: “We are gravely worried that the bigger oil firms that continue to dominate the LPG market might take advantage of the supply turmoil to unfairly jack up their prices in the weeks ahead. Crooked LPG traders might also come in and exploit the disorder to the detriment of consumers.” “Some 80 percent of the country’s LPG supply is imported. While there is no shortage of LPG that can be imported, we now lack the infrastructure or import terminals to efficiently receive, store and then transfers the cooking fuel into tanker trucks,” he said. The problem began in September last year, when Shell, for business reasons, permanently closed down its Tabangao, Batangas LPG import terminal, according to the lawmaker. million kilos. “This has created a logistical nightmare for LPG suppliers. There is now an endless line of empty tanker trucks waiting to be filled up at Liquigaz’s terminal. Trucks have to wait in line up to one week just to load up. The delay is already starting to hurt consumers, who have to cope with elevated retail prices owing to higher waiting and transport costs,” Ty said. The lawmaker renewed LPGMA’s plea for the DOE to reopen Shell’s now-deactivated LPG import terminal, to allow the faster transfer of more supplies from abroad. “There is no need for a declared emergency for the DOE to justify the State-induced reopening of Shell’s LPG import terminal. The government won’t be assuming ownership of the private facility, but will merely be temporarily running the terminal to allow the throughputting of LPG. The terminal has been already of no use to Shell anyway,” Ty said. “Actually, what we are asking is for the DOE to facilitate LPG throughputting agreements, using Shell’s already inactive terminal, for 12 to 36 months -- the time needed for other oil firms to put up new import terminals,” he said. “We wish to remind the DOE that by law, it is duty-bound to ensure stable, secure, sufficient and accessible energy, including LPG supplies,” he said. In fact, Ty said Congress only recently passed a law which classified household LPG as a national “basic necessity.” He was referring to Republic Act 10623, An Act Providing Protection to Consumers by Stabilizing the Prices of Basic Necessities Against Undue Price Increases During Emergency Situations and Like Occasions. Under the new law, household LPG was added to the list of “basic necessities” subject to automatic

price controls, particularly during emergencies such as a state of calamity. A throughputting agreement is a commercial arrangement to put a specified amount of product per period through a particular facility. An example is a transaction to convey or transfer a specified amount of LPG per period through a particular facility, such as Shell’s LPG terminal that may be revived by the DOE. Of the 25 million kilos of LPG that used to be coursed through Shell’s now-deactivated terminal every month, 15 million kilos were brought in by Shell from abroad, while the balance of 10 million kilos came from Shell’s local oil refinery output. But Ty warned that Shell’s oil refinery in Tabanago, Batangas, will undergo a maintenance shutdown in March, and thus stop producing Southern Luzon’s residual 10 million kilos of LPG supply every month. “All told, all of Luzon is facing a 25-million kilo per month LPG supply disruption starting next month, and this will surely put greater upward pressure on retail prices at the expense of consumers,” Ty said. Besides the now-shut Shell LPG import terminal and Liquigaz’s still-operation terminal in Mariveles, the other LPG import terminals left running in Luzon are relatively small. These are Pryce Gases Inc.’s 6-million kilo terminal in San Fabian, Pangasinan; Petron Corp.’s 3.5-million kilo terminal, also in Mariveles; Petron’s 2.5-million kilo terminal in Mabini, Batangas; and Isla LPG Corp.’s 800,000-kilo terminal in Rabon, La Union. Republic Act No. 8479, or the Downstream Oil Industry Deregulation Law of 1998, empowers the DOE to temporarily take over or direct the operation of any person or entity engaged in the industry when required by public interest.
