Rep. Uy pushes for modern, inclusive civil registration law

CAGAYAN de Oro City–– Police authorities launched manhunt operations against a former security guard responsible behind the death of an eight-month pregnant woman who died of gunshot wounds early Wednesday morning after being brought to a hospital by a rescue group.

chief of the Cogon police station in Cagayan de Oro City, said the suspect in the killing of Jackielou M. Dalayag, 34, of Barangay 38, is one of her boarders.

Rabe identified the suspect as Freddie Masayon, also known as Jasper Yali, who was a boarder with an alleged live-in partner.

Public hearing on Imem slated in C. de Oro today

THE House of Representatives Committee on Energy will be conducting a public hearing on the Interim Mindanao Electricity Market (IMEM) in the cities of Cagayan de Oro today (March 6) and in Marawi on March 7 (tomorrow).

Chaired by Rep. Reynaldo V. Umali (2nd District, Oriental Mindoro), the committee is charged

with all matters directly and principally relating to the exploration, development, utilization or conservation of energy resources, and entities involved in energy or power generation, transmission, distribution and supply.

Expected to join the hearing are majority of the committee’s 65 members, especially those from Min-

danao. The hearing is an initiative of Committee Vice Chair Vicente F. Belmonte (Iligan) with Reps. Maximo R. Rodriguez, Jr. (ABAMIN Party List) and Edgardo Masongsong (1-CARE Party List) acting on the instance of the Mindanao Coalition of Power Consumers (MCPC).

MCPC President David A. Tauli is expected to present the MCPC’s position paper during the hearing which includes simulations of the Rate Impact before and after the IMEM implementation, by Atty. Dionel Albina (Institute of Power Sector Economics (IPSEc); Position paper of Iligan Light & Power Inc. (ILPIDU of Iligan City) by Mr. Rolando Linaac Jr., chief finance officer, and Position Paper of Konsmanteng Kagay-anon, Inc. by: Rene Michael Baños, president.

Among the salient findings of the MCPC for the initial month operation of

the IMEM covering the Dec. 3- 25, 2013 are: a)The total energy sold to the IMEM by embedded generators was zero; b) The total energy that IMEM Customers offered to buy from the IMEM was less than one percent of the total energy consumed by Mindanao consumers in the initial month of operation of the IMEM. c) The three “final” Billing Statements sent by the PEMC to IMEM consumers had very large variances in the billed quantities and amounts, indicative of a systemic or fundamental error in the metering and billing process rather than merely wrong metering data, which was claimed by the Philippine Electricity Market Corp.

(PEMC) for issuing more than one final billing statement to IMEM customers.

“The conclusion to be drawn from each of the three facts, as well as from all three taken together, is that there is no rational

ground for the PEMC to demand payment by IMEM Customers for power supply from the IMEM in the initial month of operation of the IMEM,” Mr. Tauli said.

“Notwithstanding the absence of rational ground for the Billing Statements issued to IMEM Customers by the PEMC, a few distribution utilities opted to pay the Billing Statements from the PEMC, including CEPALCO, SUKELCO, and ZAMCELCO,” he added.

In the event that any of the DUs which paid, or will pay, the IMEM bills attempt to recover from their customers the amounts they paid to the PEMC, Mr. Tauli said the MCPC will campaign among the customers of these DUs not to pay the DU bills (the entire billed amount and not only the IMEM cost-recovery component of the bill) that contain cost recovery for IMEM payments.

“The MCPC will also file petitions with the Energy Regulatory Commission (ERC) to stop the DUs from recovering any amount paid by the DUs for the imaginary power supply delivered by the IMEM.” he added.

In the initial month of operation of the IMEM, the MCPC paper said it was definitely proven that the IMEM cannot attain its primary purpose, which

is to make the capacity of embedded generators available to meet the demand of IMEM customers that do not have sufficient contracted power supply.

“It was also proven, by the fact that no embedded generator offered to supply power to the IMEM, that there is insignificant capacity that is available from embedded generators in Mindanao, contrary to the claims of the DOE and the PEMC during the IMEM consultations prior to the implementation of the IMEM that there is as much as 300 megawatts of capacity that could be made available by embedded generator.”

“It was furthermore proven, by the fact that only a few DU’s offered to purchase power from the IMEM, that most of the DUs would prefer to suffer power curtailment rather than pay the high rates of power supply from the IMEM.” The MCPC paper concludes that there is no market for electric power from embedded generators in Mindanao that would economically justify the establishment of an IMEM thus, there is no need to resume operation of the IMEM after the six-months period of suspension. Mambuay also assured CARP advocates that acquisition and distribution of lands will continue beyond June 30, 2014, as he cited Section 30 of Republic Act 9700 or the CARPER law, which provides that land acquisition and distribution may proceed for landholdings with pending proceedings, even beyond June, 2014.

She said that the series of trainings on disaster preparedness will conducted in coordination with the Regional Disaster Risk Reduction Management Council (RDRRMC), which Mazo also chairs.

“We need to increase the intensity of our trainings and push it even more to the different Local Government Units (LGUs) all over the region,” she added, saying their lesser budget this year will not hinder them from conducting the trainings.

Mazo stressed the need to push awareness to all sectors and not just those connected with disaster response organizations or with local government units. “Our trainings must also trickle down to the different barangays, and we’re hoping that the provinces and the LGUs will be able to re-echo the series of trainings in their respective communities,” she said.

Mazo pointed out the need to change mindsets as far as disaster management is concerned, especially after typhoons Sendong, Pablo and Yolanda. “Disaster management and preparedness should be a priority and not just a side show discussion,” she explained.

City signs MOU on Water Conservation, Fire Prevention

ILIGAN City - Two Memorandum of Understanding (MOU) between the Iligan City Waterworks System (ICWS) of the city government represented by Mayor Celso G. Regencia and the Bureau of Fire Protection (BPF) represented by Sr. F/ Inspector Rommel A. Villafuerte was signed March 3, 2014.

T h e a g re e m e nt i n volved the celebration of two agencies concerning Water Conservation Month of ICWS and Fire Prevention Month of the Bureau of Fire Protection which will be observed in March. The MOU is aimed at establishing cooperation between the two agencies in fire prevention and

water conservation.

Included in the MOU is the holding of Discussion Forum on Fire Hydrant Rehabilitation and Installation and a Joint Fire Drill on March 10, 2014.

MARAWI CITY, Lanao del Sur-- Fire trucks sirens were sounded early Saturday morning, March 1, to signal the start of Fire Prevention Month celebration here.

The provincial Bureau of Fire Protection (BFP) led the sounding of sirens and motorcade from Rizal Park to the provincial capitol grounds where the opening ceremony of the month-long celebration was held.

Provincial Fire Marshall SFO4 Maximino Vicente Ventura II said they have lined-up series of activities aimed at increasing the level of public awareness on fire safety and prevention.

He said part of the activities during the monthlong celebration are the holding of Ugnayan sa Barangay, poster-making contest among elementary and secondary level, fire olympic competition among BFP personnel and fire volunteers, and radio/ TV guestings dubbed “Talakayan Ukol sa Pamatay Sunog” (Forum on Fire Safety) to encourage ac-

tive participation of the community to keep the province fire-free or safe from destructive fires.

Ventura also called on the public to be careful and keep watch against fires as well as to bear in mind that everyday is fire prevention day.

Members of the Philippine Medical Association are up in arms against the Bureau of Internal Revenue over its poster that saw print in national broadsheets depicting them as a burden to faithful taxpayers.

The message of the BIR ad is clear. The country’s medical practitioners are not faithful in paying their taxes while the ordinary classroom teachers are.

The doctors cried foul claiming they are not tax cheats. Sadly, however, they have failed to prove to all and sundry they are indeed faithful taxpayers.

Their defense could be likened to that of Sen. Jinggoy Estrada who just kept on denying that he has ever coursed his congressional pork barrel fund to any of the foundations linked to alleged pork barrel fund scam queen businesswoman Janet Lim Napoles.

While Estrada maintains his innocence over the charges hurled against him by the whistleblowers and the National Bureau of Investigation, interestingly up to now he has not

The denial will only hold water or can only be given credence if the one denying is able to show proof that what he is denying is simply not possible from happening because he did another thing contrary to what he has been accused of.

Like in alibi as a defense, it is not enough that the accused says he was somewhere else when the crime for which he was charged of was committed.

The accused should show incontrovertible proof that it was physically impossible for him to be at the scene of the crime when it was committed.

A lawyer was said to have his client invoking the defense of alibi actually operated on in a hospital but with the records ante-dated to show that the procedure was undertaken at exactly the same time the crime for which he was haled to court for happened.

With his scar as the result of the operation and with the hospital records to boot, the court was left with no other recourse but dismiss the case even if there was a witness who positively identified the accused as the culprit.

The doctors with their denial of being tax cheats would sound credible if they will open their books to the taxman to show beyond any doubt if indeed

they have been faithful in paying their taxes.

To simply issue a blanket denial of not being tax cheats against the BIR’s accusation that they are will not suffice.

Let us remember that it is the BIR that keeps records of taxpayers and the taxes they pay. Those records are expert evidence, so to speak, against any taxpayer suspected of being a cheat.

Debunking the BIR records means presenting proof that indeed proper tax was paid by the taxpayer, in this case the practicing doctors of the country. In this regard, I believe most doctors have problems.

While the lifestyle of doctors, especially those who belong to the league of consultants and fellows, prove beyond any doubt their extraordinary income, tax payments of these consultants and fellows are not reflected in the BIR records. This is something that these consultants and fellows knew they could not easily dismiss.

But why am I not totally surprised about this? Well, Filipino Rotarians have been among the leading lights in the Rotary movement ever since Rotary came to the Philippines in 1909 or thereabouts. The fact is that, one other Rotary institution that swept the world and mobilized underprivileged and marginalized citizens into potent social action

groups, called the Rotary Community Corps, was started by a Filipino, former RI President Mat Caparas.

PSAP goes on mission to Leyte First person

TWO years after typhoon Sendong left Cagayan de Oro in devastation––and on December 16, 2013, a group of 150 volunteers journeyed for Leyte. The team was called Kagayanong Pakigbulig, a multisectoral disaster team that was led by the Archdiocese of Cagayan de Oro, that offered disaster response such as psycho-social, medical, nutrition, relief, and WASH or, the water, sustainable sanitation, and hygiene.

The Kagay-anong Pakigbulig is composed of members from various organizations like the Archdiocese of Cagayan de Oro, St. John Vianney Seminary School, Sisters of the Company of Mary, AWRACO, Archdiocesan Youth Apostolate, Social Action Center, XUDRRM, XU-KKP, XU-psychology department, De Oro Mountain Explorers, Gawad Kalinga, Couples for Christ, Mission with a cause, and Psycho-Social Association of the Philippines (PSAP).

Shenna Jane L. Namocot led the team of five from the Singles for Christ that represented the PSAP-Misamis Oriental chapter. Niel B. Alfonso, Phillipi Luis B. Labial, Drexel G. Luzon, and Daryl Jan G. Satur accompanied Namocot.

the first day, the kids were taken by Gawad Kalinga to decongest the area. Then we proceeded with the processing of the adults and elderly.

When we were finished in Cabatoan, we went to the next Barangay Calbasag, also in the town of Julita to provide psycho-social processing in adults, the youth, and the elderly.

The third and out last day was in Barangay Rizal in Dulag town, the same process was done as was with the other towns. After the relief effort, we went back to Tacloban to Santo Niño Parish for the mass presided over by the Archbishop of Palo, Archbishop John Du. We were also given a thanksgiving dinner at the said Parish by the Leyteños.

All in all, we believe that what we have done, sharing ourselves for Christmas, makes that Christmas truly well-spent.

What we did, same as with Tanauan, we let another group decongest the area by letting them take all the kids, and we proceeded with gathering the youth first, while some of us proceeded to talk with the elderly. The group was done after our team leader decided that since it was already dark and there were no more people to talk with, we decided to call it a day.

We went back to our accommodation at the Religious Sisters of Mercy Convent for the evening after hearing the mass officiated by Fr. Raul Dael.

On the first day of the mission, we headed to the barangays of Magay and Santa Cruz in Tanauan to give psycho-social processing to the adults first, as another group was tasked to gather the kids, so as to decongest the area.

After processing the adults, the kids were then processed using the “rainbow model.”

We noticed that most of the people we have processed––including the children––were improving from the trauma induced by the floods, and expressed concern on how they can move on with their lives, when their livelihood is already washed out.

After Tanauan, the team then proceeded to the Parish of San Pascual in Dagami where 16 barangays have converged. It was difficult to

Kidnappers demand P5 million for release of Filipina mother

AMBOANGA CITY – Kidnappers have reportedly demanded P5 million ransom for the safe release of a young mother they seized in Zamboanga City in the southern Philippines.

Police also have filed criminal charges against the 28-year old Abdul Hassan Yusop, who was among those who kidnapped Sabrina Ikbala Voon, a native of Sulu province, on February 19.

Local police chief Angelito Casimiro said the kidnapper has been identified through his photo on a falsified driver’s license he used to hire the van in Zamboanga.

Napolcom allots 800 slots for new PNP examinees D AVAO CITY - The National Police Commission (NAPOLCOM) has allotted 800 slots for men and women who want to become part of the Philippine National Police(PNP) through an examination scheduled on April 27, 2014.

“We have alloted quotas for this year’s examinees for new entrants as well as for existing PNP personnel who would want to take the examinations for promotional purposes,” Technical Director Atty.

Randy Babao said.

The Napolocom has set the following quota for the PNP exams. Entrance

exam for PNP-800; police officers exam for promotion from PO2 to PO3-600; SPO exams-600; Inspector exams-150 and Superintendent exams-30.

Babao said they have established a new set of examination rules for this year’s examination in view of the previous year's allegation of cheating which

was caught by the Vice Chairperson’s aide.

“Effective this year, we will no longer cater to walkin examinees. They will be required to register online.

Unfortunately, for those who are interested, the online registration ended on February 21, 2014.

Those who have registered online are required to go to the NAPOLCOM office so they can be scheduled for the examination.

"From now on examinees are no longer allowed to bring with them their cellphones, notes or even bags within the vicinity of the examination center which is the University of

Mindanao,” he said.

Since the examination is at University of MindanaoMatina Campus, he said, examinees are prohibited from bringing the said items inside the UM Campus. Examinees who will be caught with the prohibited items are deemed automatically disqualified from the exams, he added.

Babao said there is an existing proposal to limit the number of psychiatry exams for aspiring PNPs to only three exams. Once the examinee flunks the psychiatry examination for three times then he will be forever barred from the PNP. (PNA)

ComVal town gears up for influx of investments DAVAO CITY - The municipality of Maco is now gearing toward becoming an investment haven following the crafting of the proposed Maco Investment and Incentive Code of 2014.

Responding to the need of wooing more foreign and domestic investors, the local government unit (LGU) presented the proposed municip a l ordinance entitled the "Maco Investment and Incentive Code of 2014" during a public hearing recently at the Maco Gym. Maco Vice Mayor Arthur Carlos Voltaire R. Rimando said the code “should put Maco as an investment haven and regain its glory days as among the most progressive towns in the region”.

During its heydays in the '80s, Maco was at the center of trade in Davao province, with its port beaming with timber for export. Large corporations such as Aguinaldo Development Corporat ion (ADEC OR) and APEX Mining Corporation sizzled the town’s economy exceeding even that of Tagum, the capital town of the then undivided province of Davao del Norte. But the decline of logging business in the following decade also started the town’s waning economic activities.

While Maco has still retained its advantages such as its strategic location and abundant natural resources, the local government felt

the need of providing incentives for investors as they knew that other towns and cities are also competing for investments.

Thus, the Sangguniang Bayan of Maco led by former Mayor and now Vice Mayor Rimando drafted a comprehensive investment incentives code to position the municipality as an attractive investment destination.

The proposed Investment Incentives Code offers fiscal and non-fiscal incentives. Fiscal incentives include tax exemption on business tax and permit, as well as real property tax and building permit. The most pertinent feature of the code is the establishment of the Maco Investment and Promotion Center (MIPC) which will act as a one-stop processing center to promote and facilitate investments.

Department of Trade and Industry-Compostela Valley Province Officer-in-Charge Lucky Siegfred M. Balleque said that through the Business Permit and Licensing System (BPLS) Streamlining Program of DTI and the Department of the Interior and Local Government (DILG), it supports the LGU’s initiative to attract investors.

“We would now play a bigger role as DTI is also being eyed to sit in the proposed Maco Investment and Promotion Board (MIPB),” he said. (PNA)

he Department of Tourism - Davao Regional Office (DOT-XI) launches The Big Davao Fun Sale, bringing together seven of Davao City’s biggest shopping centers in what is touted as the country’s first citywide shopping festival scheduled on 14 March – 16 April 2014. The fourweek long sale will offer best-value deals with as much as 80% discount on the widest range of products: from dining, local crafts, fruits, and flowers (14 March - 16 April); health and beauty (16-13 March); electronics and gadgets (24-30 March); home and travel (31 March - 6 April); to fashion and active lifestyle (7-16 April).

The Big Davao Fun Sale will also feature a food festival organized by the Restaurants Association of Davao Inc. where all its 100 restaurant brand members ranging from home-grown and independent restaurants to franchised businesses are expected to join. A teacher is created in order to teach and to serve. They are every child’s guide light in traveling to the future and through him, they will have a good one.

It is a teacher’s duty to equip skills and knowledge to students mind because these are their instruments to have the best future they want to have.

Every student has encountered various kinds of teachers in which some of them are hated and some are loved. However, it is pretty sure that they love even

those teachers who disappointed, scolded and insulted them because it is where learning came from.

After all, they are teachers whose aim for students is to learn from them.

Being a teacher is not simply being a teacher by profession but is all about being a servant to the public she doesn’t even know one by one. A teacher is also, at the same time, a parent to children who are not from her own home and a leader to students who could possibly her own leader someday.

Breaker malfunction being considered in M’nao blackout P

RELIMINARY result of the investigation on the Mindanao-wide power outage Thursday showed that breaker malfunction at the more than 20-year old Agus 1 hydro-electric power plant in Marawi City, Lanao del Sur caused the tripping of power lines in the region.

Pulangi 4 in the province of Bukidnon.

Energy Secretar y Carlos Jericho Petilla said the problem could have resulted from the fact that the facility is now old but he discounted immediate replacement of these since nothing is definite yet. “ It n e e d s f u r t h e r investigation,” he said in a briefing Friday.

Replacement of Agus 1’s six breakers will cost at least P12 million, he said.

As of Friday, about 80-85 percent of power is back in Mindanao and the deficiency is due to the lack of capacity in Mindanao and because the 210-megawatt (MW) coal-fired Steag State Power Inc. (SPI) is still down.

SPI provides 20 percent of the country’s second l argest isl and g roup’s requirements.

Petilla said the breaker that bogged down early Thursday morning is now

operating normally, thus, they are still determining why it stopped working Thursday.

According to Eugene Vicar, head of National Grid Corporation of the P h i l i p p i n e s’ ( N G P C ) Mindanao system operations, two unit of Agus 1 failed to work after the tripping.

He said the problem should have been contained i n t he are a af te r t he automatic load dropping,

which is a system that prevents any tripping from affecting other power plants.

He, however, said they are puzzled why the tripping affected three units of Agus 2 a few minutes after the automatic load dropping.

He said major cities like Zamboanga, Davao, and Cagayan de Oro were immediately restored of their power supply because this is part of the protocol.

Petilla said a two to threehour rotating brownout

is still being experienced in the region and energy authorities are not sure when power in the region will be fully restored.

He disclosed that before the outage there is already a one-hour rotating power outage in Mindanao because of below 50-mw capacity deficit.

He cited that the rotating outage is not localized but is evenly implemented in the whole of Mindanao.

TransCo prepares FIT-All charge filing for RE

BY this year’s second half, the National Transmission Corporation (TransCo) is scheduled to file with the Energy Regulator y Commission (ERC) the per-kilowatt hour (kWh) equivalent feed-in-tariff allowance (FIT-All) charge for re ne wable e nerg y installations to be reflected as separate line item in the electric bills. In an interview

with reporters, TransCo president Rolando T. Bacani noted that they are given 45 days to do the FIT-All filing from the effectivity of the Guidelines on the Collection and Disbursement of Feedin-Tariff for RE projects.

“We have 45 days to apply from the effectivity of the Rules, so from February 8…that’s when the count on schedule must start,” he said.

TransCo is the designated administrator of the FIT-All

Fund to be collected from consumers which in turn will be remitted to RE projects that are certified for FIT availments.

He indicated that a biomass plant in the Visayas will likely be the first development that will qualify for the FIT subsidy, as prescribed under the Renewable Energy Law. Bacani added that they are also working on the requirements of the trustee bank for the FIT-All Fund.

Under the policy, this must

be done with a government financing institution (GFI) which will practically limit the choices to either Development Bank of the Philippines (DBP) or the Land Bank of the Philippines.

The decision, according to the TransCo chief executive, will either rest on them or the Department of Finance (DOF). Nonetheless, he divulged that they have already sent letters to both GFIs on their intent of tapping the FIT-All bank.

ZAMBOANGA City The Zamboanga City Electric Cooperative (Zamcelco) is advocating for energy conservation to ensure continuous power supply, thus lessening the pestering rotational blackouts in this city.

Ledesma said that the lack of power from the hydroelectric plants has prompted them to implement the rotational blackouts ranging from eight to nine hours per feeder daily.

Ledesma said this city’s daily power demand is about 80 to 85 megawatts (MW) but the hydroelectric plants have only been supplying 42-mw in addition to the 18-mw from the Therma Marine Inc. (TMI) and 3-mw from Mapalad Power Corporation for a total of 63 mw only, thus the shortage of 22.

However, Ledesma said they have requested last week for Mapalad to add 15-mw considering that under its power sales agreement (PSA) with Zamcelco last year it is supposed to provide the city with 18-mw because the 3-mw it used to supply last year

was sufficient at the time.

Ledesma further said Zamcelco is now finalizing the award to the winning bidder the purchase of 16-mw modular generator set, which would take about six months to be in the pipeline.

He said it is part of the loan package the Department of Energy (DoE) offered to power coops last year.

Under the package, Ledesma said the coop will pay only the interest and the fuel cost in the first two years and that the coop will have to decide whether or not to get the generator set and have them embedded in this city.

If not, Ledesma said the DOE will take them back and put them in the off-grid markets.

Meanwhile, Ledesma said they are also waiting for the Crystal Sugar to give this city additional 7-mw for March and April only.

Solar power is also being considered for an additional of 10mw, according to Ledesma. (A report from P hilippine N ews Agency)
