DSWD-OCD report accounts for 60-T people hit by ‘Seniang’

CAGAYAN DE ORO CITY -- The Department of Social Welfare and Development Regional Field Office-10 (DSWD-10) reported a total of 13,770

families or 60,335 individuals affected by the Tropical Storm ‘Seniang’.

In its latest update report released Monday, DSWD Information Officer Charmaine Tadlas said a total of 185 evacuation

centers had been opened to evacuees in Northern Mindanao.

As of last week, only three remained occupied and are all situated in Misamis Oriental.

The Office of Civil De-

fense and DSWD have done a Rapid Damage Assessment and Needs Analysis to determine the extend of the damage and to provide the exact needs for relief goods or family food packs.

DSWD-10 Budget Officer Rogelio Jabla said the agency is currently requesting to replenish its budget worth P30 million.

No cheaper electricity in Mindanao despite increased energy supply

AVAO CITY — Mindanao’s energy supply will soar in 2015 but this early, the government is warning consumers to “brace for an increase” in electric rates.

Romeo Montenegro, investments promotions director of the Mindanao Development Authority (MinDA), said Mindanao’s energy supply would enter into an “oversupply regime” as power producers exceed generation targets.

Montenegro in a text message to Davao Today said they “expect 300 megawatts (MW) from Aboitiz (Therma South), 105 MW Alcantara and Sons’ (Alsons) Sarangani Energy Corp and 150 MW from San Miguel Consolidated Power Corporation.” “ The supply excess would likely be from diesel because some cooperatives would be letting go of diesel (8-10 pesos per kilowatt hour) in favor of coal (5-6 pesos/kWh),” said Montenegro.

Sheena Duazo of militant group Bayan, however, said that “this is the problem with the government’s privatization of power.”

“They (private entities) invest in expansion but will surely make a profit of it,” said Duazo.

“The oversupply is part of the government’s PPP (public-private partnership) projects in relation to attract or invite more investments in Mindanao like mining and plantations,” said Duazo.

Duazo said that this move “is not really meant to address the basic needs of the people to electricity but to meet the needs of businesses.”

President B enigno Aquino III has said during the Mindanao Power Summit in 2012 that because hydroelectric power supply is not “constant,” Mindanao residents have only “two choices: pay a little more for energy, or

live with the lack of energy and the continuation of the rotating brownouts.”

MinDA has been targeting a 50-50 mix of renewable and fossil-fuel production in the island from the current 60-40 mix.

But MinDA also project that coal might actually get a 56% share in energy production.

The website of MinDA’s Mindanao Power Monitoring Committee shows that other coal-fired power plants such as the Sarangani Energy Corp. (200 MW, Sarangani), FDC Utilities, Inc. (20 MW, Maco, Davao del Norte​) and Ramon Power Inc. (100 MW, Zamboanga City) are also targeted to run this year.

Mindanao’s power mix is still mainly sourced from renewable energy sources which is hydroelectric power (53.94%) and geothermal (10.12%), while fossil fuels sources are from coal (19.85%) and diesel (16.09%). (John Rizle Saligumba/davaotoday.com)

Davao tribe benefits from agri program DAVAO CITY - Some 1,000 cacao and coffee beans were planted recently by the Department of Agriculture in Davao City in southern Philippines during a ceremonial launch of the project that will benefit a local tribe.

Mayor Rodrigo Duterte graced the ceremony held at the Indigenous Peoples Women’s Organic Village at Malamboon Elementary School in the village of Malabog as part of the agency's Gender and Development Program.

More than 300 members of the Ata-Manobo tribe joined the program which was also attended

by Undersecretary for Special Concerns Bernadette Puyat.

Puyat told the participants that the agency will continue to monitor the project in the area as well as provide interventions for the village to ensure the success of the program.

Duterte also pledged to allocate P10 million pesos for coffee plantation and production in the village of Malabog.

Tribe leader Datu Generoso Baon, who also benefited from the program, praised the agency for helping them and swore to take good care of the interventions given by the agriculture sector.

The IP Women Organic Village Project is a typical rural development initiative spearheaded by the agency to help raise the capacities of women in agriculture especially in far flung areas.

Under the project, women take the lead in the entire process of human and community development which includes cacao production.

The project also promotes an ecologicallysound and balance biodiversified and integrated farming system with preference on organic cacao production, vegetable natural farming production, livestock production and in-land fish farming.

Ayala’s 540-MW coal power plant begins construction this year

AC Energy Holdings Inc., a unit of conglomerate Ayala Corp., and Power Partners Ltd. Co. will start the construction of the 540-megawatt (MW) coal-fired power plant in Kauswagan, Lanao del Norte this year.

“The plant will help alleviate the tight power supply situation in Mindanao,” Ayala Corporation said.

The conglomerate said GNPower Kauswagan Ltd. Co. has signed definitive documentation for the financing to start the phased construction of four units of 135 MW each coal-fired power plant.

Ltd. Co. is a joint venture comp any b etwe en AC Energy Holdings, Inc., a fully-owned subsidiary of Ayala Corp., the Philippine Investment Alliance for Infrastructure (PINAI) Fund and Power Partners Ltd. Co. The total project cost will be funded by both debt and equity.

The debt will be financed by a syndicate of domestic banks with additional debt from international banks.

The cancer of corruption Corruption is a contagious ailment that it spares no one from the smallest vendor and off to the influential government body and the unscrupulous business community. In this context, the ordinary citizen becomes a helpless victim of a society that tolerates the degeneration of the human character.

Even in times where gift giving and compassion set the tone of the season, still, corruption manifests in varied forms. Even when there is so much reason to be lenient and be considerate, deception remains the fashion of the day.

Is it not frustrating that even the establish business stores have to deceive consumers into buying products that have already expired?

We know of a big store in the city whose products have had already expired but are still being displayed on the racks.

Last Christmas, a consumer came to this corner to complain that one of the big stores in the city is selling expired products. The consumer even showed a

receipt of the product having been bought from the store.

I called up the store, but the manager simply replied that they do not sell expired products because they would immediately return it to the manufacturer once the product expires. The store manager promised that he would check on the products in the store.

At the city’s public market, the vendors feast with gusto in tagging prices of goods at exorbitant prices. An ordinary fish that pegged at P 60 to P 80 per kilo is sold at P 120 per kilo. Rice that usually sells at P 32 or

P 34 per kilo is sold at P 40 to P 44 per kilo. Vegetables that normally sell at P 15 per kilo are sold at P 30 to P 40 per kilo. The adulterated weighing scales become rampant, too. Obviously, the market becomes a theater of charlatans, swindlers, and unscrupulous business persons who manipulate the Christmas season.

The scene ‘though does not matter to the corrupt politicians and his minions who rule the courtyard of debauchery. After all, the corrupt politician never have had experienced the pain that ordinary consumer encounters every day. The thieves of the government coffers have the propensity of going elsewhere on holidays to flaunt their opulence at the expense of the people who catapult them to power.

On the other hand, the sloth government agencies tasked to check the prices in the market never-care-less.

What the heck? These government agencies are nothing but a waste of people’s money. When it is more appropriate for them to run

after the immorality in the market, these government agencies simply could not be reached.

Where are the task force created to check on the price goods? I remember the impression of Prof. Guro on the subject of public administration about “task force” and “special committees.” What’s more, but these task forces and special committees add more problems than solving an issue.

“If you want to create more problems, then organize a task force,” Guro said.

Thus, perhaps, the reason why exorbitant prices of goods in the market could not be resolved. Thus, perhaps, the reason why the adulterated weighing scales remain rampant in the public market. Thus, perhaps, the reason why the tribe of unscrupulous businessmen continues to grow.

as the determinant of stability and progress, oblivious to the effect of their apathy, unconcerned that their smug non-involvement in the affairs of their community will ultimately undermine what privileges they enjoy at present, that such detachment could become the occasion for enemies of society to take over. ***** Their non-involvement is unfortunate, for it’s their leadership or at least their show of interest for the wellbeing of the community that society needs in order to neutralize and avert the malicious efforts of trapo elements to exploit the weaknesses of the grassroots.

It is they who can show everyone the essential role that citizens must perform to safeguard the Republic in the face of multiple threats, local and alien. There’s simply no substitute for good governance in the community to keep the nation stable and able to progress.

Without their active participation, the masses cannot shake off the habit of relying upon trapos that exploit them in exchange for patronage and dole out. Reliance upon corrupt local officials makes them highly vulnerable to corruption—to the extent of allowing their votes to be prostituted.

The urgent need for political education at grassroots level can no longer be ignored; it needs to be undertaken now, not later. But not the formal sort. What’s needed is education that flows from edification, or the concrete demonstration of a citizen’s role—affirmative action. ***** Such edification must be led and provided by the pacesetters and movers of the community. The objective must be to establish a regime of good governance in the barangay— which is the prime conditioner of good governance at upper levels.

If corruption and bad governance persist in the barangay, the same will be replicated at upper levels. One must keep in mind that upper level officials are elected by barangay votes—which barangay officials manipulate if left undisturbed (as in the past).

There are attitudes and practices to change, including the common misapprehension even of educators and professionals that the powers of government are performed exclusively by the bureaucracy and the elective or appointive officials in it.

Most people are unaware of the unique nature of governance in a barangay—where the citizens have an essential

Practically ever yone claims to want good governance for the country, for their province, their city, and so on down the line. Yet bad governance persists, on most levels—wrongful, corrupt governance.

It’s not as if people don’t know what good governance means; it’s just another term for good management—conducting the affairs of a jurisdiction responsibly, efficiently, profitably for all, and in accordance with law.

Despite its obvious meaning, however, the long dominance of traditional politicos (trapos) has distorted the view of our citizens about governance. It developed in them the habit of relying on pretentious officials to make vital decisions for the community without involving, consulting, or even informing its members.

Officials are public servants but the trapos manage to redefine the term “servant” to mean the opposite, enabling them to dictate how government goods, services, and benefits are distributed and to whom. The professionals in our society—educators, churchmen, lawyers, etc.—are a vital sector of the grassroots, being barangay citizens themselves, but they seem to be in denial.

Either they deny that they are also barrio folks, or they just ignore the unmistakable signs of creeping anarchy at the base of the Republic and the worsening scale of corruption in our institutions.

These A and B socioeconomic category of barangay citizens seem unconcerned about the future of the Republic and democracy itself.

Butuanons slam water district

BUTUAN CITY – Residents here are still smarting because of the waterless days they had suffered since Typhoon Seniang struck on December 29, 2014 until January 4, 2014 blaming the Butuan City Water District (BCWD) for alleged “ineptitude and irresponsibility for mishandling the city’s water problems” and calling for General Manager Anselmo Sangtian’s resignation.

A businesswoman from Barangay Ambago said, “I’m a Butuanon and have lived here all my life. This was the first time that I spent my new year without a drop of water from our faucet.

Following a storm, water was everywhere but no water came out of our faucet.

What have Sangtian and his water district been doing for the welfare of the water consumers all these years?

Sangtian has been ensconced in his position for decades.

Is he still dreaming?”

A tricycle driver said it was alright if the typhoon destroyed their roof because he could repair it later. “Having no water to drink and depending on indifferent officials to restore water is a different matter. They should have a conscience in doing their job right for the welfare of small people like us. If they could not do it, they should resign,” the man said refusing to give his name.

a press forum at the water firm’s conference hall last Saturday to explain BCWD’s water distribution problems.

Sangtian said BCWD’s actual water production was 1,925 cubic meters per hour and urged water consumers to share allocation with other users. He did not clearly explain, however, why most city consumers did not have water from their faucets.

The water firm provides tap water to some 300,000 city residents here with the Taguibo Watershed Area as main source. Since some three years ago, it has contracted Twin Peak Water Resources Corporation in a P500-million Public-Private

Partnership project to develop and provide clean, safe and abundant water to the city.

Sangtian said the contractor “has already covered part of the area” of BCWD but Typhoon Seniang’s heavy rains and strong winds allegedly washed out “the stored course sand.”

He did not say when the project will be completed and satisfactorily meet the city’s water needs.

Cecil Ybañez, a newspaper columnist and radio commentator here, put Sangtian to task and urged him to step down from his post saying he could not do the job of a general manager well

in the water firm. This was the second time he had called for Sangtian’s resignation.

Ybañez told this writer that Sangtian has made the Butuanons suffer so much.

“Typhoon Seniang sent the poor victims to evacuation centers because of raininduced floods. Aside from hunger, they suffered from thirst because Sangtian and his water district had no water. They spent the new year in relief centers without water to drink!”

The BCWD manager promised there would be water a week after the press conference. So far, water comes out from the faucet at every 12 midnight.

Headteachers : Hurdling the Critical Roles as Instructional Leaders

The ongoing developments in societies and their provisions of education are reflected in the roles, recruitment and development, their roles change: How does a headteacher can become an instructional leader who can effect change? What skills and knowledge are required to fulfill these roles?

The importance of the instructional leadership responsibilities in the school can’t be ignored, nor can the reality that leadership skills seldom practical.

Headteacher’s ability requires a wide scope of information and skills within the school pressures or beyond.

They need to know what effective instructional leadership is and how to perform their best. It is concluded that their tasks remains of crucial importance for continued improvement of educational outcomes. The primary goal of headteachers is to promote growth in student leaving and performance because this could necessitate change in individual classroom instruction.

Some identified skills needed of an effective instructional leader are both

technical and interpersonal.

Technical skills include goal setting, assessment, and planning, instructional observations, research and evaluation, whereas interpersonal skills are those of communication, motivation, decision making, problem solving and conflict management.

Hence, the leadership in schools also involves emotional as well as national capabilities. Emotions are integral to teaching and educational management and are therefore influenced by non-rational forces. As consequence, learning to

manage this motional dimension is essential in the leadership development of headteachers of successful schools.

In additional, studies revealed that majority of the headteachers of successful schools developed a common and shared school vision and promoted a culture of collaboration and support and trust. They consistently empowered others to lead and distributed leadership of responsibilities throughout school involved different stakeholders in the process of decision making, developed and maintained good relationship among the different personnel of school and community.

Furthermore, they emphasized the professional development of teachers as well as themselves and involved parents and community in the process of school improvement.

Though the job and responsibilities assigned are critical yet the excellent accomplishments of outputs could be more rewarding and satisfying that will propel every headteacher to meet the demands with greater efficiently, thus making them effective instructional leaders.

Educating students in this generation is already a challenging task for educators, especially that modernization comes at hand. Each student’s mind evolves through time, thus, teaching must also join the cycle because it is a way in order to cope up on the people’s practices and mindset of this era.

There are various methods most educators used in discussions. In some ways, these are not just to modernize form of teaching but also to improve such and transform each class hours to an exciting journey of exploration and learning.

Text2Teach is a program for this kind of use. It is the Philippine version of the global Bridge IT program which provides educational videos and lesson guides on hard-toteach concepts and leastlearned competencies in subjects such as English, Mathematics, Science, and Values Education.

These videos and lesson guides are aligned with

the curriculum set by the Department of Education (DepEd) to be implemented in public elementary schools across the country.

Text2Teach program uses advanced mobile technology and is integrated with teacher-training method. Orendain reports zero firecracker Zamboanga City related injuries

AMBOANGA CITY - City caretaker and Adminsitrator Antonio Orendain Jr., took pride in reporting that Zamboanga City recorded zero firecracker-related injuries and incidents during the New Year revelry stressing that the greater majority of the residents obliged with the firecracker ban instituted by the local government.

Orendain attributed t h e p e r f e c t re c ord t o police and military authorities who have done their best efforts to keep Zamboanga City safe and secure during the holiday break.

One injury admitted at the Zamboanga City Medical Center was due to premature explosion of a dynamite. The victim, Hassan Mualam, 33 years old of Tumitus was admitted at the height of the revelry with multiple t r au m at i c amput at i on fingers in both hands, initially reported to be due to f irecrackers. A deep probe of the incident howe ver re ve aled t hat the incident was due to dynamite fishing.

Orendain said the police and military authorities deserve commendation for their dedication to duty during the holiday break that led to the peaceful New Year celebration in Zamboanga.

Cultural gaps are results of a communication barrier, specifically cultural barriers. These barriers are brought about by cultural differences.

Example of this is the Language Barrier, a such that is the usual problem among different cultures.

In a classroom setting, for an instance, teachers during class discussion could utter words in a manner that might not be understood by the students. It might be because there are terms in her discourse that are complete strange to the thinking level of the students, resulting to misinterpretation and miscommunication. Thus, teachers must communicate to them in ways that are culturally and linguistically responsive and appropriate. Such strategies include the use

of Mother Tongue-Based Multi-lingual Education (MTB-MLE), a policy under Department of Education’s K to 12 Basic Education program that involves implementation of local mother tongues as the language of instruction in kindergarten to grade three. This helps the pupils learn to speak in Filipino and English. In order for them to understand the content, the teacher uses local dialects. Through MTB-MLE, improved education for Filipino students is achievable.

Teaching students is a task that requires patience, endurance and open mind.

This task include reaching out to thinking level parallel to the students’ level of learning.

role, a role that must be performed if there is to be good governance. ***** This role is most important at the lowest level of government in accordance with principle of subsidiarity—which requires that citizens must tend to their community (its arrangements, its development, its governance) and not surrender said responsibility to public servants or to upper levels.

Towns, cities, and larger jurisdictions are primarily the concern of officials elected to administer them, but the barangay is the direct concern and responsibility of its citizens.

Everyone needs to be reminded that the battle for the presidency and all other positions is won in the barrios, among the impressionable masses.

Unless sensible citizens tend to the wrong attitudes and practices of their neighbors, this country will be deluged next year by trapos pushed up by the ignorant and corrupt voters of the 42,000-plus barangays. We shall then have more Lito Lapids and Manny Pacquiaos in Congress, along with the likes of Jojo Binay and his unscrupulous style of governing.

There is a new trend in our society a growing concern on living a quality life.

More and more people are applying for credit cards, buying hi-tech gadgets, enrolling any plans, etc. and thereby adopting the social competition.

Everyday, we have to make decisions like, what to eat, what to wear, when to pay bills, etc. These are few practical thoughts to attend to our daily needs.

The question is, does our salary meet the needs of our fam¬ily?

Minimum wage and big salary earners are still unsatisfied with the compensations. Many grabbed the offered loans like SSS, GSIS, PAG-IBIG, Company Coop, and the worst is pawning their pay cards to some financial institutions. Basic example is here in KL, almost half of the population of the regular employees are lending their ATM pay cards to these hungry wolf-like lenders.

They lend money and set their ATM cards as collateral. In fact, it is a violation since the card is a company property. There were many in¬stances that the net pay is not enough to pay their inter¬nal debts because they have compounded loans at one time.

Arguments and con¬flicts arise because one cannot pay his debts.

Absences are common due to zero budget for fare.

Snacks are sacrificed to save just a little centavo. With these set-up it is obvious that one will be having a hard time paying the bills (school fees, house rental, electricity, water) and even the food everyday.

My journey in Balongkot Elementary School as a Multi-Grade Teacher and School In-charge ignites me to become a superman in my own little way. It is a promotion in my job as a classroom SPED teacher in the city. It is my humble response to the special calling to a far flung area in the city where not everyone even heard, Sitio Balongkot.

This is the bivouac of a dream to be of greater service. This unheard place has become a nest that warmly incubates my ability in decision making, supervision and planning, project implementation and program evaluation.In this journey, I have learned a lot, that

from nothing you can still help the school through Stakeholders Engagement and donations coming from different private sectors.

Pupil’s low performance in school, low self esteem , coming to school with empty stomach and lack of school supplies for their study really motivates me to share what I can do to help them.

My stay in this school, is challenging and inspiring because the people residing in this place will really help you in all your projects and plans for the improvement of the school. They have the heart to support me and that push me to do my duties as a school head well.

As a future school administrator, engaging myself to this kind of battle is easy if we developed good camaraderie between your stakeholders, especially the parents and baranggay officials. Most of all, to our divine providence for the wisdom that he bestowed upon us.

ORDINANCE NO. 28, S. 2014 “AN ORDINANCE AMENDING ORDINANCE NO. 18, S. 2014 BY CHANGING THE PROVISIONS OF SECTIONS 1, 2, 3, 4, 5 AND 6 AND ADDING SECTIONS 7, 8, 9, 10, 11, 12, 13 AND 14 TO CONFORM WITH THE LEGAL REQUIREMENTS PROVIDED BY THE DEVELOPMENT BANK OF THE PHILIPPINES (DBP) FOR THE APPROVAL OF LGU-TAGOLOAN’S LOAN TO FUND ITS ACQUISITION OF HOSPITAL AND EQUIPMENT FACILITIES.” BE IT ENACTED, as it is hereby ENACTED, by the Sangguniang Bayan of Misamis Oriental, in session assembled that: SECTION 1. The Municipal Mayor, in representation of the Municipality of Tagoloan, Misamis Oriental, hereinafter referred to as the “Municipality”, is hereby authorized to enter into contract of loan and to assign or otherwise enter into a collateral agreement with DEVELOPMENT BANK OF THE PHILIPPINES (DBP) in accordance with Section 297 of Republic Act No. 7160 or the Local Government Code, in the amount of PESOS: THIRTY TWO MILLION (Php32,000,000.00) under the terms and conditions herein set forth and such other terms and conditions as may be agreed upon with any person, corporation or entity for the purpose of funding priority projects, and subject to the requirements under Section 123 of Republic Act No. 7653 as implemented by the Bangko Sentral ng Pilipinas Circular No. 402. In this connection, the Municipal Mayor shall have full power and authority to represent the Municipality in negotiating the terms and conditions for the said borrowing and in signing, executing and delivering such agreements, contracts, deeds, papers, and documents as may be necessary and proper for the full and total implementation of the authority herein granted.

SECTION 2. The said priority projects are specified as the Municipal Development Council (MDC) Endorsed Project are hereby certified to be a local infrastructure and/ or other socio-economic development projects in accordance with the approved local development plan and public investment program for the period 1997-2005 or for the current year 2014 of the Municipality of Tagoloan, Misamis Oriental and is supported by a final feasibility study prepared by Municipal Health Officer, Jennifer L. Advincula, MD, RN, DPPS, FPSMS, which is also hereby approved/has been approved under the Sanggunian Bayan Resolution No. 101, s. 2014 dated July 2, 2014.

SECTION 3. Consistent with covering loan agreement/contract, promissory notes, deeds and assignment, and such other agreements as maybe entered into by the Municipality in connection with the borrowing, the features, terms and conditions shall be as follows and are hereby approved:

SECTION 4. The Municipality hereby certifies that the obligation of the LGU, as well as the terms and conditions mentioned above, shall be valid and binding on the LGU and shall not be subject to recall by the Sangguniang Bayan for the whole term of the loan, regardless of any change in its composition.

SECTION 5. The Municipality hereby ratifies any and all subsequent requests by the LGU for modification/revision and/or amendment to be made on the project as well as on its approved terms and conditions which shall make the loan statutory obligation of the LGU. SECTION 6. The Municipality hereby grants the continuing assignment of the applicable portion of the LGU’s IRA and local revenues in favor of DBP until the loan is fully paid.

SECTION 7. The Municipality hereby appropriates the entire proceeds of the borrowing exclusively to finance the cost of the hospital equipment.

SECTION 8. The Municipality hereby grants the DBP authority to automatically debit on due date from the LGU’s CASA deposit account with DBP to an amount equivalent to the maturing loan amortization until the loan is fully paid.

SECTION 9. The Municipality hereby approves the appropriation for debt-servicing in the LGU’s annual budget in accordance with the Local Government Code until the loan is fully paid.

SECTION 10. The Municipality hereby grants its Municipal Mayor authority to waive our rights to confidentiality of information by authorizing DBP, our trustee bank and all banks of financial institutions with which we have transactions to disclose to the Bangko Sentral ng Pilipinas (BSP) all information pertaining to the deposits, investments, loans, or other transactions, whether in peso or in foreign currency, including the history or status of our dealings with said banks or financial institutions and for the BSP to make all inquiries as may be necessary regarding the same.

Furthermore, the BSP is likewise authorized to disclose and share any such information furnished or obtained from said banks or financial institutions to the Department of Finance in relation to the performance by said Department of its functions.

SECTION 11. The Municipality hereby certifies that the projects to be financed by the loan are self-liquidating, income-producing development or livelihood projects pursuant to the priorities established in the approved local development program and the public investment program.

SECTION 12. The Municipality hereby undertakes that it will not incur additional obligation/ indebtedness without DBP’s prior consent.

SECTION 13. Any Ordinance or parts thereof, inconsistent with the enactment is hereby repealed or amended accordingly.

SECTION 14. This Ordinance shall take effect upon its publication and compliance with all procedures required under Republic Act No. 7160 of an ordinance for its validity, including the affixation of signatures of the Sanggunian Bayan members in concurrence thereto, composing at least a majority thereof, out of the total of 10 members, on all the pages of this Ordinance.

SO ORDAINED/ENACTED.

RESOLVED FURTHER, that copies of this Ordinance be furnished the Honorable Mayor, the Municipal Accountant, and the Municipal Auditor, all of this Municipality of Tagoloan, Misamis Oriental, the DBP and the Bangko Sentral ng Pilipinas for their information and appropriate action.

Senator Aquino lauds Palace for prioritizing MSMEs' bills

ANILA -Senator Paolo Benigno ‘Bam’ Aquino IV on Monday lauded Malacanang for including his two priority measures that will further help in the development of the micro, small and medium enterprises (MSMEs) in the country in its legislative agenda for 2015.

“We thank Malacanang for including the Cabotage Law and the Fair Competition Act in its legislative agenda,” Aquino, chairman of the Senate Committee on Trade, Commerce and Entrepreneurship, said.

Aquino said a fair competition policy will level the playing field for Filipino businesses and allow more Filipinos to exercise their entrepreneurial spirit.

"The bill puts in place measures that will protect the welfare of businesses and protect honest, hardworking entrepreneurs against abuse of dominance and position, and other unfair practices that put both Filipino businesses and their consumers at risk,"

Aquino said.

If passed into law, the senator said Filipinos will enjoy a wider range of highquality products and services at reasonable prices.

Aquino also filed Senate Bill No. 2364, which seeks to amend Section 1009 of the Presidential Decree No. 1464, otherwise known as the Tariff and Customs Code of 1978, to lower local shipping cost in the country.

If enacted into law, foreign ships will be allowed to call in multiple ports provided that their cargoes are intended for import or export and duly cleared by the Commissioner of Customs, leading to lower cost.

Aquino has filed the bill in response to President Aquino’s call to relax the country’s policies on cabotage.

It was discovered that it is cheaper to send products from other countries to the Philippines than to ship goods within the country.

“We’d like to put these policies in place this year to sustain the momentum of our growth we’ve experienced the past few years,” Aquino said. (PNA)

Lanao Norte breaks ground for newest Aussie project Lanao del Norte Provincial Government officials, led by Governor Khalid Dimaporo, recently spearheded the groundbreaking ceremony intended for the latest Provincial Road Management Facility (PRMF) project, costing P21.6 million.

The latest infrastructure project funded by the Australian Government, through its PRMF, is the Magpatao-San Isidro-Upper Baroy-Sta Cruz-Salong Road.

The road is 16.7-kilometer long, comprising of two road sections that connects four municipalities.

The Australian Government is investing P19.3million while the provincial government of Lanao del Norte provided P2.3million as cash counterpart in the road rehabilitation project.

PRMF has provided Capacity Development (CapDev) programs for the Lanao del Norte LGU since it became a recipientprovince on 2012.

The assistance given by PRMF to the province currently amounts to P18.4million and has resulted in significant governmental reforms, particularly in local roads management, procurement, internal audit, human resource management, and financial management.

Gov. Dimaporo, who is also newly appointed chair of the Regional Development Council of Northern Mindanao, said Local roads are considered as key components of the road networks in the Philippines.

They support the local movement of people and goods within, to, and from

communities, production areas and markets.

These roads are major LGU assets, and provide immediate and sustained economic, and social benefits if properly maintained.

And, facilitate better accessibility, mobility, local economic growth, and sustainability.

Lanao del Norte is one of three new PRMF-partner provinces.

The PRMF is a governance reform program supported by the Australian Government in partnership with the Government of the Philippines, through the Department of Interior and Local Government (DILG).

Australia is a longstanding Philippine Government development partner, and the country’s largest bilateral donor.
