Task force formed to address attacks on transmission towers DAVAO City -- Government has formed the Inter-Agency Task Force for the Security of Energy Facilities to address the series of attacks on transmission towers of the National Grid Corporation of the Philippines and right-of-way claims in Mindanao. In a press conference on Thursday, Energy secretary Zenaida Y. Monsada said Mindanao’s power problem is now more of transmission than supply due to attacks on NGCP towers. She said the attacks and ROW issues are now becoming a national interest

because it affects the growth of the country in general. “Mindanao is a major part of the country. It pulls up the growth of the Philippines, so there should be power to fuel the development,” she said. The secretary said the task force brings more focus to how government should respond [to the attacks] with the May 9 elections and the continuing El Nino phenomenon. “There is nothing new in what we do. What this task force does is coordination, more synergy to our efforts,” she said,

Members of the task force included DOE, National Transmission Corp., NGCP, Mindanao Development Authority, Armed Forces of the Philippines, Philippine National Police, Department of Interior and Local Government, National Power Corporation, Department of Justice, and Land Registration Authority. Monsada said different task groups will focus on the transmission lines of the Agus-Pulangui hydropower complex, security, legal issues, and information campaign. She said among the major concerns are the issues namely, unpaid claimants and the vegetation, and the bombings. “But these claimants cannot be paid outrightly because they have to follow a process, which involves the documentation that they own the property where the

towers stood,” she added. The task force met for the first time at the MinDA office in Davao City on Thursday to plan on how they can resolve the transmission issues. “Next week. we will be reporting to the president regarding our outputs,” Monsada said. In 2015, 16 towers were bombed, nine of which were toppled. In December 2015 alone, seven towers were bombed: Towers 25, 19, 95, 68, 168, and 153. Last month, two towers - 50 and 63 - were attacked. Asked how much the power issue has been affecting the business community in the island, Mindanao Business Council chair Vicente Lao said “it is very difficult to quantify the costs when there are brownouts all over the grid.” (Antonio L. Army’s 10th ID names new battalion commanders in Cotabato, Davao Norte provinces DAVAO City -- Three battalions of the Philippine Army under the 10th Infantry (Agila) Division welcomed their new battalion commanders in a series of turnover ceremonies that were facilitated on February 3 and 4. Major General Rafael Valencia, 10th ID commander, presided over the change of command ceremonies that were held on said dates in the provinces of South Cotabato, Cotabato and Davao del Norte. The 27th Infantry (Action) Battalion based in Barangay Kablon, Tupi, South Cotabato received its new commander in the person of Lt. Col. Benjamin Leander, replacing outgoing commander Lt. Col. Roland Jess Alcudia. The 39th Infantry (Smash ‘Em) Battalion in Poblacion, Makilala, Cotabato also welcomed Lt. Col. Harold Argamosa as their new commander replacing Lt. Col.

Apollo Lamaton. Last February 4, the 60th Infantry (Mediator) Battalion in Camp Morgia, Barangay Doña Andrea, Asuncion, Davao del Norte also welcomed their new commander Lt. Col. New Greenpeace report estimates

Coal plant emissions could kill 2,400 Filipinos per year WHILE coal is king in the Philippines, a new Greenpeace Southeast Asia report has revealed for the first time the current health impacts of existing coalfired power plants, as well as projected health impacts of operating and planned power plants in the Philippines.

The report, Coal: A Public Health Crisis. Diseases and deaths attributed to coal use in the Philippines showed an estimated 960 premature deaths each year due to stroke, ischemic heart disease, other cardiovascular diseases, and respiratory diseases. If the new power plants are to be developed, premature deaths may rise up to 2,410—more than double the current number of people dying from coal-related pollution in the Philippines. “Results of the research show that coal-fired power plants expose everyone in the Philippines to toxic pollution, resulting in hundreds of premature deaths every year,” said Lauri Myllyvirta, Senior Global Coal Campaigner at Greenpeace International and also one of the authors of the research.

“Leading economies from the United States to China and Europe are already relaying on modern, renewable energy sources for their additional power needs, showing that this is a real option for Philippines as well.” More than one-third of the energy used to generate electricity in the Philippines comes from burning coal. Currently, the country has 17 operational coal plants, with 29 more approved by the Department of Energy (DOE), set to begin commercial operations by 2020. The report is based on research carried out at Harvard University on the impacts of emissions coming from coal-fired power plants on the air quality of selected countries in Asia. For the Philippine version, Greenpeace collaborated with HealthJustice to write the report, with support from Health Care Without Harm-Asia and the Philippine Movement for Climate Justice. Coal use harms the environment and public health at every stage of its life cycle. Coal-fired power plants emit sulfur dioxide (SO2), nitrogen oxide (NO2) and other gaseous pollutants in the air that can react chemically to form particulate matter that is 2.5 µm in diameter.

Aside from generating particulate matter, coal combustion also affects health indirectly by contributing to greenhouse gas emissions. Climate change can bring extreme heat, lead to natural

disasters, and eventually increase diseases transmitted through insects such as malaria and dengue. The study evaluated 13 operational coal-fired power plants in the Philippines

with a combined installed capacity of 3,799.10 megawatts (MW), as well as the potential impacts of plans to build 29 new coal-fired power plants with a total capacity of 11700MW,

To my great dismay and disappointment, however, Smart failed, or was unable, to give me the promised service. I was also thinking, it deliberately schemed, in one way or another, to prevent me from enjoying the Internet connections I already paid for, for reasons I could not fathom at the moment. -oooW HAT A I L S SM A RT COMMUNICATIONS? On Februar y 04, 2016, I wrote in my Facebook timeline: “What ails Smart Communications (or by any other corporate name it is called)? I loaded in my smartphone surfmaxplus50 on the night of February 03, 2016, at about 10 p.m., to enable me to enjoy Internet connection for one whole day, as Smart is advertising. “Yet, after using the Internet for just one hour, I already received a notification that my connection that my connection was about to run out, as I allegedly already consumed about 80% of my surfmax allowance! Then, at 8:12 a.m. of February 04, 2016, I was notified that I fully consumed already my sup-

posed one day connection. “Wow!!! I thought surfmaxplus 50 was for one day, Smart? To whom did you give the balance of my connection? Or, you are just shortchanging me, for the measly amount of P50.00? Who am I to approach for help against a giant like Smart? JABONGA, Agusan del Norte -- The Department of Agrarian Reform (DAR) handed to the Baleguian Organic Farmers Association (BOFIA) a P33-million communal irrigation system (CIS) on February 4, 2016. In a ceremonial turn-

over held in Barangay Baleguian, Jabonga town here, BOFIA Chairman Winefredo Maldo thanked DAR for sourcing out funds and the National Irrigation Administration (NIA) as implementing agency for the mullti-million project. “One hundred eighteen farmers in our barangay will enjoy this big help,” Maldo said in the local dialect. Funded under the Agrarian Reform Infrastructure Support Project (ARISP-III) of the DAR, the irrigation project includes three dams and will serve 180 hectares

Problems Encountered by Teachers in Teaching Mathematics By EVANGELINE M. PAILMAO SST-I, Bulua National High School

Mathematics is a tool subject. It is not focused only to computing, measuring, and counting but has also meaningful goals which include helping the students develop their critical thinking and problem solving skills. As stipulated in the K-12 Curriculum Guide in Mathematics (2012), the curriculum standards in mathematics specifies that problem solving skills are essential part of a student’s mathematical understanding. Mastery of these skills is essential not only in learning higher mathematics, but also in facing real-life problems. It further reiterated that problem solving skills are necessary in order to produce students who will have mathematical knowledge, an understanding of mathematical concepts and be able to apply mathematics in the solution of problems. With these, the teachers have to find ways by using teaching strategies that would fit with the learners so that these goals would

be achieved. As observed in actual classroom setting, teachers teach problem solving using the conventional method, the lecture or chalk-talk method. There is a need for the teachers to use this kind of teaching method especially if the topics are new to the class. It was further observed that there were teachers integrating strategies like the think-pair-share, cooperative learning and board work drill in teaching problem solving. Students had a chance to cooperate with their groupmates and to share the things they learned with their partner. They had even presented their work on the board. The group performance was good. They were successful with their tasks. Teachers found out that in using these teaching methods, most of the groups could easily grasp the topics being taught. They sometimes thought of these methods to be the best strategies that could ensure learning. However, from the interview with some teachers

teaching Grade 7 mathematics, they claimed that when students were given individual activity or an evaluation after the group activity was conducted, the problem existed. Even if students were exposed to these approaches, still they were not all successful problem solvers. Accordingly, students lack conceptual understanding on the problems. They could hardly identify the unknown from the known variables. They had difficulty in formulating equations due to lack of understanding the concepts. They could hardly solve the problems on their own. As a result, the achievement of the high school students had been observed to be poor. The inability of students to solve mathematical problems has been the source of complaint by almost all mathematics teachers. Failure to master the concepts in mathematics may lead to a poor performance of high school students in mathematics.

Flores was convicted for the robbery on ACPG2 Agrivet Supply in New Bunawan Commercial Complex in Bunawan, Davao City at around 11:20 on November 18, 2011. Court records showed that Flores, posing as customer, pointed a .45 caliber pistol on Ariel Antao Pesucan, who attended the store during that time. Pesucan declared that Flores carted away P100,000 as he fled on board a motorcycle. Flores was arrested in a follow-up operation by Bunawan Police operatives on November 19, 2011 at Panabo City. But after posting bail, Flores did not anymore show up in court for the rest of the court proceedings, thus, he was tried in absentia. After weighing the evidence presented by the prosecution, Judge Morales declared Flores guilty of the offense charged. But Flores, wanted for several crimes, was hunted by the Davao City Police Office (DCPO), led by Director Vicente Danao Jr., after his name again cropped up as responsible in the series of robberies against delivery trucks in Davao City and nearby places.

Zamboanga del Norte Provincial Health Officer Dr. Eduardo E. Luayon admitted the low utilization of iodized salt in the province and urged stakeholders to maximize and sustain advocacy campaign. He also stressed the importance of iodized salt especially among school-age children and lactating mothers.

In 1995, a law was enacted to support the implementation of the Universal Salt Iodization program in the Philippines. Republic Act 8172 or an Act Promoting Salt Iodization Nationwide requires all salt being used, sold or traded for human and animal consumption must be iodized. Under Proclamation No. 1188 signed by then President Gloria Macapagal Arroyo, the 4th week of January has been declared as Goiter Awareness Week. MOA for fish landing center up for review CAGAYAN de Oro City— Vice Mayor Caesar Ian E. Acenas referred the proposed Memorandum of Agreement (MOA) to be entered by and between the city government, the Bureau of Fisheries and Aquatic Resources (BFAR) and the Philippine Fisheries Development Authority (PFDA) to the City Council committee on agriculture and fisheries chaired by Councilor Annie Daba for study.

This was endorsed by the City Agricultural and Veterinary Services Office requesting the City Council for a resolution authorizing City Mayor Oscar Moreno to sign the MOA. The MOA is in line with the establishment of fisheries post harvest infrastructure and facilities, particularly Community Fish Landing Centers (CFLC). Republic Act No. 8550, as amended, authorizes BFAR to establish post harvest

facilities for fishing communities consistent with the policy of providing support to subsistence fisheries in the exercise of their preferential rights to benefit from the country’s fisheries resources, especially in municipal water, The Power learned. Pursuant to the MOA, the establishment of fisheries post-harvest infrastructure and facilities is part of the on-going collaboration between the BFAR, PFDA and

the LGU and other partner government agencies in line with the Fisheries Poverty Reduction framework featured in the Target Program of BFAR. The MOA provides that the city government shall secure and pay for all clearances and permits needed for the construction of the CFLC, procure the construction of the CFLC in accordance with the technical and engineering design prepared by the BFAR and PFDA and approved by the BFAR director, among others. For its part, PFDA shall provide technical advice in the process of selection of the site for the construction of the CFLC in accordance with the criteria set by BFAR. (JBD)

DENR co-hosts first environment summit THE Department of Environment and Natural Resources (DENR) will play co-host next month to a three-day, first-of-its-kind summit dedicated to environmental issues and their interrelation with sustainable development. Slated for February 9 to 11 at the SMX Convention Center in Pasay City, the “First Philippine Environment Summit: Breakthroughs and Innovations toward Sustainable Development” will bring together some 1,000 stakeholders from various sectors. It is co-organized by the Green Convergence for Safe Food, Healthy Environment and Sustainable Economy. Participants include representatives from government, the academe, church groups, civil society and other environmental organizations. The summit, with its theme “Greening Together, Growing Better,” will highlight the importance of concerted action to effectively resolve environmental problems, especially climate change, according to DENR Secretary Ramon J.P. Paje. Paje said that unity in resolving environmental problems was necessary to meet the global agenda affirmed in two major environmental events in 2015: the issuance of Pope Francis’ encyclical on the environment in June and the 21st Conference of Parties to the United Nations Framework Convention on Climate Change in Paris in December. “The summit will showcase breakthroughs and innovations that contribute to environmental protection while encouraging collective action in addressing policy gaps,” Paje said. The event will be composed of plenary sessions, an exhibit on outstanding environmental practices and technologies, and a recognition ceremony for eco-champions from local

government units. Three breakout sessions will be held to feature working, sustainable and innovative programs. These are safe food, healthy environment and sustainable economy. The session on safe food will focus on food security and safety that are compromised by the effect of chemical fertilizers and pesticides on soil. Topics include organic agriculture, safe food manufacturing, health and food, and urban gardening and solid waste management. The healthy environment session will discuss threats of climate change on ecosystem health, with topics on healthy land, water and air, and on climate change adaptation and mitigation, disaster risk education and management. A representative from the French Embassy is also expected to give an update on the COP21 during this session. The session on sustainable economy will discuss eco-friendly industries, eco-tourism, renewable energy and environmental governance to highlight how economic progress can be attained without compromising the environment. The summit will culminate with the theme “Stewardship” to highlight the roles of education, the justice system, and the corporate world in achieving sustainability. Expected speakers are Education Secretary Bro. Armin Luistro, retired Supreme Court Chief Justice Reynato Puno, and Lopez Group of Companies Chair Emeritus Oscar Lopez. The rise of technological gadgets of the modern days has depicted an expectation of advancement in different fields, especially in education. Moreover, it posted a challenge in meeting the needs of the people in the 21st century. Department of Education has created innovations which also served as tools to improve products and services meant to elevate delivery and access of learning. Learners’ Information System (LIS) is one of these. It is an online facility that provides easier registration process among students enrolling in public schools. LIS is a tool to manage information in education area, promoting transparency, informed decisionmaking and empowerment at different levels in DepEd. Moreover, this facility involves inclusive and community-driven process through the en-

gagement and contribution of all role players in the department such as teachers, principals, planning officers and others. Example also is the Text2Teach program. Its prime goal is to contribute in the quality of teaching and learning, especially in underserved schools and communities in the Philippines. But sources of funding cited by proponents such as the P198 million in foregone revenues from idle assets, as much as P13.5 billion in collections from delinquent employers, any balance from up to P325 billion in uncollected revenue as of 2009, as well as the P447 billion in assets as of October 2015 that can be tapped until around 2029 are all reasonable measures within the purview of the SSS, the group said. IBON also reminded that the SSS Act of 1997 (Republic Act No. 8282) authorizes the national government (NG) to appropriate funds necessary for SSS expenses and laid down additional recommendations: 1. There is as much as P409 billion from more aggressive collection of corporate income taxes especially from large corporations. IBON estimates up to P780 billion in potential tax revenues from firms in 2012 yet only P371 billion was actually collected by the Bureau of Internal Revenue (BIR). Restoring the corporate income tax to its 35% rate before 2009 would also immediately raise at least P20-30 billion. 3. Raising taxes on just the richest 1.5% of Filipino families will not only reduce the extreme inequality in the country but also raise some P91 billion. The richest 156,000 or 0.7% of families had a cumulative income of P356.9 billion in 2012 with an average annual income of P2,287,836. Taxing just an additional 20% of this income will raise P71 billion. The next richest 170,000 or 0.8% of families had a cumulative income of P198.4 billion with an average annual income of P1,271,484. Taxing just an additional 10% of this income will raise P20 billion.
