CURBING CHILD WASTING IN SCHOOL: Energy-firm STEAG State Power Inc. (SPI) together with its partners in the private and public sectors, launched recently a 120-day school-based feeding project (SBFP) designed to help curb the prevalence of child wasting in its host communities in Villanueva, Misamis Oriental. “Wasting”, also known as acute malnutrition, develops as a result of recent rapid weight loss or a failure to gain weight. In children, it is assessed by low weight-for-height compared to the WHO international growth standards. About 173 children at the San Martin Elementary School will directly benefit from the feeding activities. Elpidio Quirino, teacher and educator Elpidio Quirino, the 6th Philippine President, started his public service at the age of 16. Having just completed high school, Quirino applied for and was accepted as an elementary school teacher in Barrio Caparia-an, five kilometers from Agoo, La Union. The young Quirino walked daily some 5 kilometers, crossing a creek which separated Caparian from Agoo. He was to receive the sum of P12 a month which, at 1906 exchange rate, was equivalent to US 12 dollars. On his first payday, the young maestro excitedly presented himself before the Agoo municipal treasurer to collect his salary. As required, the municipal treasurer asked the maestro for his cedula. Quirino could not produce any. He was under age and could not be issued a cedula yet. The paymaster thus refused to pay Quirino. When the American Superintendent of Schools learned about this, the Superintendent waived the technicalities and authorized the treasurer to pay Quirino, saying: “If he is old enough to teach, he’s old enough to be paid for it.” Quirino later pursued other areas of public service. He became a lawyer. He then became a Representative of Ilocos Sur, a

Compared to the tourists, I was a whiz and very fluent. But compared

Roxas, and later President. Quirino never forgot his roots as a teacher as well as the value of education in uplifting the common man. Long before the war began in 1941, Quirino accepted the position of Dean of the College of Law of Adamson University. He relinquished the position when he was inducted as Vice President of the Philippines. Quirino rightly believed that : “ Education is another fundamental of national progress and of production efficiency. … It is our established obsession that no child in the Philippines should be bereft of instruction.” In the post-independence period, Quirino faced what Dr. Jaime C. Laya described as the multiple challenges of “backlog, reopening, rehabilitation” of the education system. Quirino responded with the following initiatives: improving/standardizing the salaries of teaches, increasing the number of teachers, increasing the number of state colleges and universities. Dr. Laya also gives credit to Quirino for his initiative for community participation by school teachers - a precursor of our current barangay system. Quirino concerned himself with the need to expand access to higher learning on a nation-wide basis. He sponsored the movement for more liberal extension of higher educational facilities throughout the country so that, in his words, “the sons of the rich and the sons of the poor should have the same opportunity of obtaining

university training”. He sought approval of a bill providing for the establishment of a junior college of the University of the Philippines in Vigan. Later, an identical law provided for the operation of a junior college of the University of the Philippines in Vigan. The effort to make the University of the Philippines co-extensive with the archipelago which the present UP system has partially fulfilled may therefore be traced to the initiative of Quirino. Fr. Joel Tabora, SJ, President of the Ateneo de Davao, described Quirino as a “transformative” (versus “conservative”) leader/ educator. Through his education initiatives, Quirino was able to demonstrate the following: “His purpose was not to preserve Philippine society in the post World War II economic malaise, its social inequality and over-dependency on America, but to produce the critical leaders and the skilled man- and woman power that would chart the democratic and industrialized future of an independent Philippines. But there is only one way that God can accept you and me so we can live in a right relationship with Him. God has to give us the gift of His own perfect goodness. That’s why God

New clinic strengthens fight against TB DAVAO Oriental--Intensifying the fight against tuberculosis disease, a newly completed clinic for TB DOTS (Tuberculosis Directly-Observed Treatment Shortcourse) was recently launched at the Davao Oriental Provincial Medical Center (DOPMC) compound, bringing accessible treatment to tuberculosispatients here in the province. Funded by the Department of Health (DOH) XI in joint partnership with Philippine Business for Social Progress (PBSP), the facility hopes to make a significant dent in the cases of tuberculosis herein the province and ultimately materialize the Provincial Government’s vision of bringing free TB DOTS Program closer to the people of Davao Oriental. “With this facility we can cater many TB patients to avail free TB DOTS services,” said DOPMC Chief of Hospital Dr. Ariel dela Cruz. Therma South announces commercial ops of Unit 1 AboitizPower has declared full commercial operations for the first of two 150-MW unit of its Therma South Energy Project in Davao City tarting September 18, 2015. The power plant will deliver contracted power to its more than 20 customers – electric cooperatives and istribution utilities all over Mindanao. “We have informed our customers and our stakeholders that we will soon be on full commercial operations and will supply Mindanao with reliable and cost-effective baseload power,” Therma South Inc. president and COO Benjamin A. Cariaso, Jr. said. “We are here not only to help Mindanao solve the current power crisis. The Aboitiz group is committed to helping Mindanao sustain its economic growth and finally fulfill its potential,” Cariaso added. The second 150-MW unit is scheduled for commercial operations in early 2016. The power plant started construction in 2012 and, at its peak, employed more than 4,500 workers, mostly from its host communities. It is the first major power plant added to the Mindanao

grid since 2006. The power plant also features the first “coal dome” in Southeast Asia – a modern coal storage facility that will ensure security of the fuel and safety and wellbeing of the surrounding areas. The power plant will utilize circulating fluidized bed (CFB) technology to ensure it meets government standards on health, safety and protection of the nvironment while operating in an efficient and cost-effective manner. The power plant will supply power to major cities of Davao, Cagayan de Oro, Gen. Santos, Butuan, Kidapawan Cotabato and Tagum. It will also serve the provinces of Davao, Caraga, Cotabato, Sultan Kudarat, Sarangani, parts of Bukidnon, parts of Misamis and parts of Zamboanga peninsula.

MAKATI CITY -- The Philippines is currently facing a bright future owing to its robust economic growth as it is projected to be ranked the largest economy in the Southeast Asian Region by 2050, according to Department of Trade and Industry Secretary Gregory Domingo. The Philippines is well positioned to seize opportunities and benefit from the upcoming full integration of the ASEAN Economic Community (AEC) next year, as it is buoyed by a high economic performance, which is sustained by several economic reforms. “The country is in a sweet spot. We have been experiencing robust economic growth, consistent upward rankings in competitiveness, and successive credit rating upgrades. In fact, last year, the Philippines achieved an average growth rate of 6.3%, the highest five-year average during the past 40 years. That’s a very decent number which is probably one of the highest growth rates in this

part of the world,” Domingo said in a statement during the recently held Wharton and Penn Alumni Association meeting. He noted that based on projections by HSBC and Goldman-Sachs, the Philippines will be ranked as the 14th largest economy in the world, the 5th largest economy in Asia and the largest economy in the Southeast Asian Region by 2050. “We are even poised to surpass other ASEAN countries. We only need to step up our efforts to improve the competitiveness and capability of our various local industries, as we participate in regional and global trade,” Domingo added. Furthermore, initiatives to liberalize the country now and then significantly contribute to the steady growth of industries. In particular, the country’s manufacturing sector has been reported to be growing at an average rate of 8.8% yearly as a result of the di-

versification of local products and liberalization. Domingo also emphasized the need to place micro, small and medium enterprises (MSMEs) at the front and center of regional trade agenda. In the Philippines, MSMEs account for about a third of the gross domestic product, represent 98% of all registered businesses, and employ more than 50% of the entire domestic workforce. “Among our key priorities is advancing specific and concrete interventions to promote the participation of MSMEs in regional and global markets, either through global value chains (GVCs) or as direct exporters of finished goods and services. We are quite successful in doing so during the APEC Ministers Responsible for Trade (MRT) meeting. Member economies agreed to bolster the ability of MSMEs to participate in cross-border business through the ‘Boracay Action Agenda to Globalize MSMEs,” he said. The DTI Secretary also said the government continues to invest on infrastructure. “Believe it or not, even

though we have this terrible traffic, we do invest in the right infrastructure. We have tripled our infrastructure budget from around P165 billion in 2010 to P535 billion this year. That explains why we now see many trains, bridges, much better roads,

and skyways. Traffic will not get better much soon. But, by the end of next year, we will already feel the benefits of an improved infrastructure system,” he said. Moreover, Domingo said all of these endeavors are in line with the govern-

ment’s efforts to accelerate trade and investment in the region while creating an enabling environment for businesses to prosper, as well as, ensuring that every Filipino participates and seizes opportunities in the global market. (DTI)

DSWD strengthens advocacy on Home Care, Support Services for Children with Special Needs Butuan City -- In order to strengthen advocacy on Home Care and Support Services for Children with Special Needs (HCSSCSN), the Department of Social Welfare and Development (DSWD) is conducting today until Friday at Prince Hotel, this city a training on HCSSCN participated by community-based rehabilitation (CBR) volunteers/workers from the 30 municipalities in the region. Social Welfare Officer Wilma Geralla, Persons with Disability (PWD) sector focal person, bared during her opening message that the invited municipalities are those whose local government units (LGUs) are identified as PWD friendly. Geralla added that the training intends to equip the CBR volunteers with appropriate knowledge, skills, and attitudes to facilitate provision of HCSSCSN in their respective locales.

“The support of the neighbors and communities are needed by the families who have children with special needs. This is the very reason why we are conducting this training to capacitate our CBR volunteers in assisting and educating these families regarding home care and support services as well as the rights and privileges of the PWDs.” she said. In the three-day training, methodologies such as lectures, group discussions, sharing of experiences, demonstration, and workshop activities will be conducted. Rev.Fr. CLIMATE change is now more than ever a relevant topic to be discussed in the classroom. In fact, I firmly believe that there should be a separate subject on the matter for at least one grade level (sixth graders perhaps?) so our students will be educated on their prospective roles as caretakers of the environment once they become adults. As adults, we certainly know on how climate change has killed thousands of lives due to erratic and unpredictable weather patterns. We know for a fact that Sendong has hit areas

that have never been hit by typhoons in the past, catching thousands by surprise that led to their eventual death. We are aware that kids as they are, elementary students are taught on not throwing garbage anywhere, on the importance of conser ving water and electricity both in the home and in school, etc. But since they are transitioning into adolescents, they must gradually realize that they have a role to take care of Mother Earth in a bigger way. This is where our responsibility as educators will come in.

AS a nation and even as educators, we are proud that our kids and teenagers excel in sports competitions abroad. Aside from academic excellence, this is one way of showcasing our talents to other nationalities. Batang Pinoy is the grassroots program of the Department of Education to hone the talents of these potentials. There really are lots of kids who wish to become varsity members in their respective campuses. Even out-of-school youth from Camp Philips, Bukidnon for instance have potentials to become golf or football

stars simply because they have grown up to a place where there is a wide golf course or football field. Well, Batang Pinoy can certainly transform these kids into ragtag wannabes to serious athlete hopefuls. Sport is one of the best interventions to turn this big populace into becoming productive individuals – disciplined, socially integrated, value laden and conscious of a healthy lifestyle. That is why I lauded the government’s Executive Order No. 44 which institutionalized the yearly holding of Batang Pinoy.

Sanicosaid that the Public Health Office is incorporating sputum collection in their regular medical consultation and outreach programs as part of the efforts in accounting and treating TB patients in the communities. She said they have already started in Barangay Malibago in Cateel, as well as in the Provincial Jail, as mandated by Governor Corazon N. Malanyaon, in an effort to detect and reach all TB patients and treat them. DOST provides assistance to Cagayan de Oro City Building Management System CAGAYAN de Oro City -- The Department of Science and Technology (DOST) released the assistance for the computerization in the processing of building permits under the Building Permit Management System (BPMS) Project of Cagayan de Oro city during its Science and Technology Forum on 21 August 2015.

This is one of the highlights of the DOST Science and Technology Forum in partnership with the Cagayan de Oro Chamber of Commerce and Industry. In the turn-over, DOST Secretary Mario Montejo and Regional Director Alfonso Alamban handed a check to Mindanao University of Science and Technology (MUST) President Ricardo Rotoras, the project proponent. Local Economic and Investment Promotions Officer Eileen San Juan of Investments Promotion Center represented Cagayan de Oro City Mayor Oscar S. Moreno during the event.

She thanked DOST for its strong support in the modernization of the city services particularly on Information Communication Technology (ICT). The BPMS is envisioned to be an interoperable webbased application system to automate the permit processing of the CDOOBO following the laws and standards set forth in Presidential Decree No. 1096 of the National Building Code of the Philippines (NBCP). BPMS aims to simplify and speed-up the application process, notifications, progress monitoring, enforcement and mapping while maintaining integrity, responsiveness

and good governance inspired by the country’s ICT Roadmap 2011-2016. In 2014, DOST also released to the city government the assistance for the computerization of the Business Permit Processing through the project Electronic Business Permitting and Licensing System (eBPLS). This system innovation significantly improved the city’s investment climate and enhanced its competitiveness.
