THE 60-year-old Paulino Soriano Jr. said that he likes farming tobacco leaf because his production expenses is much lower but his income is much, much higher com-

pared with farming other cash crops.

Aside from tobacco, Soriano is also cultivating corn/maize. His income from a hectare of corn/ maize is PhP50,000 but his expenses is PhP25,000.

He said his income from tobacco is way, way higher

than any other crops. “I spent PhP14,000 for farm inputs in my half-hectare land of tobacco plants. But my income from the sale of the tobacco leaf reached P60,000,” said one of the pioneer tobacco farmer here.

Red Tide Alert still up in Balete Bay, Mati City D

AVAO CITY -- An official of the Bureau of Fisheries and Aquatic Resources in Davao Region has warned against the eating of shellfish harvested from Balete Bay in Mati City, Davao Oriental as the red tide alert in the area still prevails.

Fatma Idris, director of the BFAR 11 said consum-

ers might be poisoned by eating shellfish from an

area contaminated with red tide.

Red tide is a common name for a phenomenon known as large concentrations of aquatic microorganisms that produce natural toxins and is detrimental to living things which might take it for food. It is usually found

in coastal areas.

“Eating shellfish and other fishes from Balete Bay in Mati City, Davao Oriental is banned. It is one area of the country where a red tide alert has been issued,” she said.

Idris said the shellfish bulletin relative to red tide is currently an inter-agency effort.

She said the occurrence of red tide in the area is

positive, so residents must be wary of avoiding the consumption of shellfish there.

Davao City braces for the flood with the onset of the rainy season DAVAO CITY -- Drainage Management Unit chief Yusof Jimlani assured the readiness of the city’s drainage system to cope with the surge of flood water with the onset of the rainy season.

Speaking in the I-Speak Forum, he observed that the climate change also impacts on the occurrence of flood in the city, as flood waters shift from one area to another given the implementation of more drainage projects.

Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on July 10, 2015 at 9:00 a.m at which time, date and place. Binay’s strat: Pabaga Since Vice President Jejomar Binay’s indictment in the bar of public opinion as an incorrigible theft of public funds, the guy’s only standard defense is that these charges of malfeasance and misfeasance on his part are all politically motivated.

Remember that even up to this writing, there is only one declared candidate for the presidency in 2016 and that is Binay. Until such time that somebody declares his or her candidacy to oppose Binay’s ambition, expect him to still be very much in the psyche of the populace as a presidential aspirant.

In fact, even if there will already be another declared aspirant for the presidency in 2016 but if that would-be candidate will just be like Binay in his or her being a dyed-in-the-wool trapo and equally corrupt also in the people’s perception, expect Binay to still matter in the presidential equation for next year’s polls.

The fact is also the same. Not all universities use English as a medium of instruction in the classroom.

In that case, it is more difficult when the collaboration deals with student exchange for lecturing processes. It is also more difficult when the collaboration is related to getting dual degrees. ALTHOUGH the 2016 election is still far yet, residents are asking him to shoot his hot for mayor of Valencia City. They comprised the common masses, who are so fun and particular about knowing persons character over the person’s monetary capacity.

Guys, when text messages from radio listeners were read on the air it breeds talks in the city folks and in the political circles and, not only that it even also raised the eyebrows of some politicians, maybe who’re a bit surprised or shall we say has also a silent ambition of becoming the next city chief executive of Valencia.

A 12-peso across-the-board daily wage increase for workers in private firms in Northern Mindanao will take effect on July 4 this year, according to the Regional Wage and Productivity Board (RTWPB).

But the Associated Labor Union-Trade Union Congress of the Philippines (ALU-TUCP), who petitioned on July 18 last year for an P89 across-the-board wage adjustment felt shortchanged.

“Gamay ra kaayo. Dili makasulbad sa taas nga presyo sa palaliton (Too little. It’s not a solution to price increases in goods) ,” ALU-TUCP regional vice president Nicandro Borja said yesterday in reaction to RTWPB Wage Order No. RX-18 that was issued on May 12, this year.

RT WPB chair man Raymundo G. Agravante, Department of Labor and Employment 10 regional director, however maintained the P12 daily wage increase is a “just share in the fruits of production and in consonance with the national goal of inclusive growth through decent and productive work.”

In effect, those in privately-owned non-agricultural companies in the cities of Cagayan de Oro and Iligan as well as in the municipalities of Jasaan, Tagoloan and Villanueva in Misamis Oriental which belong to Wage Category I will have a minimum daily take-home pay of P318 while those in agricultural firms will be entitled to P306.

Those employed in nonagricultural business establishments based in the cities

of El Salvador, Gingoog, Malaybalay and Valencia as well as in Maramag, Manolo Fortich and Quezon, all of Bukidnon province, under Wage Category II, will have a minimum daily compensation of P313 and those in agricultural firms will receive P301 per day.

Under Wage Category III which comprises the cities of

Oroquieta and Tangub as well as the municipalities of Mambajao (Camiguin), Lugait and Opol (Misamis Oriental) and all firms employing 10 workers or less, the minimum daily wage would P308 for non-agricultural and P296 for agricultural business enterprises.

All other areas not included in Wage Categories I, II and III, the mandated take-home pay for a day’s work would be P303 for nonagricultural and P291 for agricultural private firms.

The determination of the wage adjustments was based from a region-wide consulta-

tion in Cagayan de Oro on April 17, this year, as well as the provincial consultations that were held in Gingoog, Maramag, Iligan and Ozamiz, the RTWPB Wage Order No. RX-18 states.

“The Board finds it imperative to provide an adjustment in the minimum wage to augment the income of workers without significantly affecting business viability and sustainability,” the same order explained.

President Aquino was perceived by the populace as the equal opposite to his foes in 2010, for sure he would not have won the presidency. That election would have been a toss-up between former President Joseph Estrada and Sen. Manuel Villar.

No matter how the others will deny this but the truth of the matter is that the Filipino electorate is prudent and cautious in choosing their president. Aquino’s election in 2010 proves this beyond any doubt.

It is actually in the election of local officials that the Filipino voters become

irrational because it is in the local level where patronage politics and the use of coercive measures play an important role in the election of public officials.

Take my word for this.

Local political lords are more interested in seeing themselves and their family members win the elections than seeing their so-called national candidates win in their respective political turfs. This truth becomes more pronounced when the political hold of the political lord of his turf is challenged by an equally powerful political lord.

They will only strive to deliver the votes for candidates for national positions who they supposedly support

if they are not challenged by somebody who has the potential to dislodge them from their position of leadership in the locality.

In fact, these political lords accept monetary support from all politicians gunning for national positions especially toward Election Day. But not even the amount given them by the candidates for national positions no matter how big it is could hold sway that these local political lords will really give their all-out support to a national candidate. If this is so, then House Speaker Ramon Mitra Jr. would have won the presidency in 1992 hands down.

Going back to my earlier point, Binay will still defi-

nitely be in the equation for next year’s elections because there are many people of all colors and creeds who want to have a share of his perceived fat war chest. But other than that, Binay will definitely go the way of then Speaker Jose de Venecia Jr, Villar, Mitra and businessman Eduardo “Danding” Cojuangco, to name just a few who are similarly situated.

Why? Because the Filipino people are not really that stupid when it comes to electing their President.

Besides that, collaboration can be in the form of seminars or conferences, being the host and co-host. In this kind of collaboration, the administration should be done together by both sides.

Collaboration can be in the form of lecturers or faculty member exchange. All these

activities should be related to the same field of discipline of science between the two universities. This must be related to the subject for a benchmark toward each other.

They can share experiences for lessons learned. They can also exchange ideas such as teaching method innovation, more sophisticated materials development for teaching and learning, and the like. All the activities must be published and exposed worldwide for google scholar record.

Army-PNP checkpoint arrests 3 suspects in Surigao del Norte

UTUAN CITY -- A joint police and military checkpoint arrested three suspects and confiscated firearms and illegal drugs paraphernalia after an operative saw in plain view a caliber .45 pistol in an open sling bag of one of the suspects, past midnight on Tuesday, at a lakeside municipality of a northern province here in the region, police reports said.

Reports from Surigao del Norte Police Office reaching the regional police headquarters here on Wednesday said that the joint police-military checkpoint established by the Alegria Municipal Police Station and the 30th Infantry Battalion, Philippine Army at Brgy.

Quano, Alegria town in Surigao del Norte, flagged down a public utility van (JCG 890) 12:20 a.m. on Tuesday. The van was accordingly traveling from Agusan del Norte heading towards Surigao City.

As the driver Angelito Abad turned on the pas-

senger light, an officer manning the checkpoint lighted with flashlight the inner portion of the van and saw in plain view a Caliber .45 pistol from the open sling bag allegedly owned by Gabby B. Pingal.

Energy drives DENR sportsfest 2015, motivates champions

The employees of DENR Caraga region held the three-day DENR Sportfest 2015 on June 22 to 24, 2015 at the Agusandel Norte provincial covered court, highlighting the celebration of the environment celebration.

With the energetic participation ofemployees from EMB, MGB, regional office, PENROs and CENROs, the sportsfest opened with the cheer dance competition. Major sports events are basketball, volleyball,dart, bowling,lawn tennis, table tennis and badminton. The volleyball, table ten-

nis and dart sports activities are held at the Agusandel Norte provincial covered court. The basketball and lawn tennis events were held at the Luz Village covered court while the bowling and badminton events at Timberlane and Timberline, this city.

During the opening program, DENR Caraga Regional Director Nonito M. Tamayo encouraged the participants to enjoy the sports.

Forests: key to reducing poverty, climate resilience

GROUP of World Bank (WB) experts recently paid a courtesy call to Regional Director Nonito M. Tamayo of the Department of Environment and Natural Resources (DENR) in Caraga region.

The group visited Caraga region purportedly to conduct a study about the ecological linkage of watersheds and forests to poverty reduction and climate resilience of the community along the Agusan River Basin.

“The group will need the assistance of the different offices in facilitating the meetings with the River Basin Organizations of the pilot river basin sites,” Executive Director of the River Basin Control Office (RBCO) Jacob F. Meimban Jr. said.

A consultation meeting was conducted last June 18, 2015 at the DENR Caraga Regional Learning Center by the group to

properly coordinate with the concerned offices especially, DENR Caraga together with Regions 10 and 11.

A Scoping Study for the PROFOR Technical Assistance project was also set to be conducted to identify the specific watershed areas that would be part of the study.

“Caraga is the timber corridor of the Philippines; this would be a suitable venue for the project.” Director Tamayo said.

The consultation meeting was attended by 35 participants composed of the members of the Interim Agusan River Basin Organization (ARBO) and Technical Working Group (TWG) from the different regions, Local Government Units and agencies.

“This consultation meeting is very timely. We are also in the process of updating our master plan for the Agusan River Basin. This could be beneficial for the both parties. We would like to thank the World Bank Group for considering the Agusan River Basin to be a part of this project,” Tamayo said.

DPWH Concludes 117th Anniversary The week-long celebration of the 117th Anniversary of the Department of Public Works and Highways has finally come to an end with a culmination program last June 23, 2015 at the Covered Court of the DPWH-X Regional Office, Engineers’ Hill, Bulua, Cagayan de Oro City.

I’m saying this, Because, I did some several personal surveys, whenever the time warrants that I could stay in Valencia as to Centillas performance in accordance to the Valencianos perceptions which indicates that they still liked him if and when he’d run for mayor.

The only thing that that is the so-called common to the lips of those who’re just a mere ordinary people in this city says that Rene Centillas has the heart that knows how to help those who really deserve.

Barangay folks sensed Centillas sincerity in doing his responsibilities as public 0fficial regardless whether you’re rich or poor.

That’s why they want him to run. Not only ordinary folks that asked him to run nowadays, but to date there were already 15 big businessmen in the City who pledged support for Centillas candidacy this 2016. There might be more as soon as we get nearer to election time.

Yet, Board member Rene Centillas himself told, as calm, sincere and soft spoken person, election is very far this time, so this is not yet the time to talk about it. Because what he’s concentrating is to serve the populace of 4th district, which includes the two cities of this province and two municipalities most especially the poor residing in the barangays. this kind of income when I was still purely farming corn.”

Tobacco farmers start earning from their fluecured leaf two months after transplantation. This is because “tobacco is like a multi-level building, you don’t harvest all at the same time, per stalk position,” said Eisma.

Claveria, the only landlocked municipality in Misamis Oriental, is considered the “food basket” of the province as large tracts of land here are devoted to agricultural production of various kinds of vegetables, corn, coffee, rice, root crops and spices. This town, named in honor of Spanish Governor-General Don Narciso Claveria y Zaldua, also produces the Mindanao Silk through the facilities of the Philippine Textile Research Institute (PTRI) of the Department of Science and Technology (DOST).

But tobacco farmers themselves readily allayed the fears of many that food security will become an issue once tobacco farming takes over all agricultural productive lands in town.

“PMFTC does not allow monocropping here. The company encouraged us to practice crop rotation.

So I still plant corn and cassava after harvesting my tobacco leaf four months after transplanting them,” said 50-year-old Magdalena Sawitan.

Like Soriano, Sawitan said she started earning from her tobacco on the second month since transplanting them. She now earns an average of PhP1,000 per week. Because of this, she has expanded her tobacco plantation from a hectare to three hectares of land.

Crop rotation or planting corn and/or other crops after harvesting the tobacco or vice versa is mandatory for all tobacco farmers here as this practice is one of the

many ways to avoid crop diseases. It also helps soil regeneration. Crop rotation ensures continuous soil productivity, said Danguilan.

“We don’t allow that they still plant tobacco after harvesting tobacco four months later because that is not sustainable. So we mandate that they plant something else, as long as it is not part of the solanaceae family. But some farmers do insist on successive planting of tobacco. But since we don’t allow that, we created the Corn Support Program wherein PMFTC will give them initial capital for corn even though we don’t buy corn and then we will just deduct it from the proceeds of their sale of tobacco leaf,” Eisma said.

Through crop rotation, farmers here earn from a diversified sources of income from the same farm and contributes to food security. “Tobacco is grown as part of a cropping system and contributes to a diverse income portfolio; it is also seen to be an important and reliable income source that enhances food security rather than reducing it and has contributed to increasing farmers’ welfare,” read part of the Executive Summary of the DD International publication The Role of Tobacco Growing in Rural Livelihoods: Rethinking the Debate Around Tobacco Supply Reduction.

Another tobacco pioneer here, 56-year-old Nanay Minda said that she understands why PMFTC does not

allow successive planting of tobacco. However, she said she would prefer planting tobacco on her lands than other cash crops if PMFTC allows it. “Who will not plant tobacco when you get at least P1,000 weekly from the sale of tobacco leaf ?” she asked.

Nanay Minda even likened tobacco farming to gold mining. “Like gold, tobacco farming is so precious for us farmers because we have a sure income even if our tobacco leaf is not that good.”

According to Ravi Lumunsad, PMFTC Claveria operations manager, there are no wastes in tobacco farming as all leaf are bought and used by the company.

PMFTC buys overripe and immature leaf at P1.50 per kilo and P4.97 per kilo for ripe/mature leaf. But these are green leaf unlike in Ilocos where the company buys cured tobacco leaf.

Under normal condition here, Virginia tobacco farmers harvest from a hectare of land 18,100 kilos of 95% high quality tobacco leaf. But during drought condition, they can only harvest from a hectare of land 10,000 kilos of 90% low quality tobacco leaf.

“Even if they sell us immature or overripe leaf, we buy them. Somehow, somewhere along the process, these low quality tobacco leaf are still used in some other cigarette product we produce. So basically there is no waste in tobacco farming,” Lumunsad said.

MORE than 50 moms tagging their infants along as well as pregnant mothers in their last trimester excitedly listened and held a lively interactive discussion with Northern Mindanaorenowned obstetrician Dr. Atilyn Pareja as The SM Store in cooperation with Philips AVENT conducted a baby parenting talk last June 20 at the events center of SM City Cagayan de Oro. Dr. Pareja’s talk was held in three parts – pre-natal, ante-natal and post-natal periods during pregnancy and in between talks, Philips AVENT handed out raffled products to lucky moms who participated in the event.

During the talk, Dr. Pareja reminded the moms and expectant moms to always consult their obstetricians and pediatricians of their babies in case of any medical incident or symptom as the health of both them and their babies are utmost priorities.

In return, the moms fielded questions to Dr. Pareja and the physician satisfactorily answered all of them.
