Speaking before a group of barangay chairmen here Tuesday, May 26, Poe said it is high time to decongest Metro Manila and bat for development in the provinces.

“We can never be a prosperous nation if all progress is centered in

the capital alone. We need to create and sustain both physical and social infrastructures in the regions,” she said.

Public reaction still favors Duterte’s statements

t is a calculated risk on the part of Davao City Mayor Rodrigo Duterte to admit that he is behind the Davao Death Squad (DDS) and his statement that if ever he wins the presidency, he would kill all criminals which he claimed make the lives of Filipinos miserable.

While his bold statement was annoying to the Commission on Human Rights and Justice Secretary Leila De Lima, public reaction seemed to favor Duterte.

The tough talking mayor may have provoked human rights groups but the public appeared to be titillated by Duterte’s statements.

For Sec. de Lima, Duterte may be held liable for confessing he has links to the Davao Death Squad. And this could

be De Lima’s “revenge” after she failed to substantiate the alleged “killing fields” in Davao when she was the CHR chair during the time of President Gloria MacapagalArroyo.

De Lima is saying it is “simply unacceptable” because it would send a wrong signal to the international human rights community.

As a presidential hopeful, Mayor Duterte knows fully well the consequences of his public pronouncements.

And gauging by his hairraising statements, it seems he is ready to face the issue squarely when challenged by anyone.

Duterte is a result-oriented public official and not a kind of politician with many promises unfulfilled. His no-nonsense performance in Davao City as mayor for nearly three decades is a clear proof that he really means business in helping our country to get rid of corruption and heinous crimes.

Infantry Battalion of the AFP arrested Armando Bermejo last May 19 for owning 500 rounds of M60 machine gun ammunition and having links to the New People’s Army.

Hanimay Suazo, secretary-general of Karapatan-Southern Mindanao, said the arrest was illegal.

THE implementation of K-12 basic education program will result to tuition high tuition rates as the Department of Education (DepEd) announced its approval of the tuition increases opf more than 1200 private schools in the country, the youth group Anakbayan said yesterday.

Tuition rates are set to increase by as much as 29%, according to DepEd. Vencer Crisostomo, Anakbayan national chairperson, said the government’s K-12 program, set to be implemented next year, has given license to more private schools to increase their tuition rates and further burden the parents with other exorbitant school fees. Tuition in private elementary and high schools amount to about P35,000 to more than P100,000 a year.

“DepEd’s K-12 program has now allowed schools to hike tuition by a bigger rate,” said Crisostomo adding, “many schools are now imposing questionable fees using requirements for the implementation of senior high like new buildings, modules, trainings as pre-

Also, he added, more schools are set to collect higher tuition rates as senior high is implemented next school year.”

He said the K-12 program is actually a “privatized” program which will force more parents to pay private school rates for education.

In a statement, DepEd has admitted that only 3,839 of the 7,976 or only 48% of public high schools have been submitted for K-12 funding and construction.

The DepEd aims to accommodate 800,000 to 1.1 million or only about half of the 2.2 million students currently taking up 4th year.

“This will mean majority of schools to offer senior high will be private schools, making it a privatized program and giving greater power to private schools to further hike tuition. About a million students will either be forced to enroll in private schools and be made to pay higher tuition rates or dropout,” he said.

He said DepEd “vouchers” which are being promised to private schools will

not cover the expenses and high tuition rates in private schools.

“The DepEd vouchers amount to only P8,750 to a maximum of P22,500 per student. These vouchers will not be enough to cover all fees and expenses in private schools which cost around P35,000 to as high as P80,000, not included are other expenses like transportation, food and miscellaneous costs,” he said.

He also assailed the voucher f unds, w hich amounts to P19.8 billion as corruption-prone “gifts” to private schools.

“Billions in ‘voucher’ funds will be pocketed by private schools and corrupt officials while students and parents suffer high tuition rates and fees,” he said.

He said that even in public schools, K-12 will be more expensive for parents as modules, kits for “electives” which may cost around P6,000 will be shouldered by the students. Likewise, state universities like the Polytechnic University of the Philippines are set to implement P16,000 tuition rate for senior high.

Anakbayan projected an additional P25,105-P38,500 in additional expenses including transportation and other miscellaneous costs for public school students, and about P70,000 for private school students.

sities in the Autonomous Region in Muslim Mindanao (ARMM).

“Academic institutions in the ARMM preferred not to increase their tuition fees because they want the parents in our region to send their children to college,” said Commission on Higher Education (CHED) ARMM Commissioner Amor Pendaliday.

He said that with no tuition fee hike in ARMM, more enrollees are expected this year.

Thailand has been under strict military rule for one year. The regime controls all aspects of state affairs and allows no dissent.

For many of us, it was perplexing that a majority of Thai citizens welcomed last year’s military coup.

However, there are reasons for their reaction: the largescale demonstrations prior to the military’s interference that disrupted the Southeast Asian country’s social and political harmony and unity to a great extent.

I strongly agree with German TV-commentator Rodion Ebbighausen, who says that the government of former prime minister Yingluck Shinawatra and her opponents were just not able to reach an agreement, and time ran out for a peaceful settlement. The

military ultimately stepped in to prevent the country from plunging into anarchy.

But the ultimate price for maintaining peace and security has been the curtailment of civil rights - a price many Thais are probably willing to pay. To date, political rallies have been banned, and freedom of expression is not tolerated by Prime Minister Prayuth Chanocha’s military-dominated government. Moreover, the absence of an independent judiciary is apparent in the sham trial against Yingluck.

past years. It is true that Thailand’s political system was not perfect but it allowed the people to participate in the political process. These setbacks are particularly unfortunate when one keeps in mind that Thailand was once known as the pioneer of democracy in Southeast Asia.

The long-term conse-

quences of the political situation in Thailand are being ignored in favor of shortterm benefits - mainly the maintenance of security and peace. That makes it more difficult to demand civil rights and an end to dictatorship.

So far, the resistance against the military regime has been restrained. Yingluck’s supporters have been tamed and are not protesting. A forceful resistance will only materialize if the Thai people realize that the military cannot resolve the conflict. Party politics, elections under MILF

CAGAYAN de Oro City -It’s unfortunate that many of the most deplorable abuses that figured in elections past were perpetrated in Muslim-dominated areas of Mindanao including the Ampatuan massacre of the Mangudadatu contingent and dozens of media people in 2009.

Such lurid happenings gave the people in the socalled Bangsamoro areas a reputation for being corrupt, dishonest, and opportunistic—which remains, clouding the public’s perception on their trustworthiness.

It is understandable therefore that many people look askance at the Moro Islamic Liberation Front’s initiative in forming a political party: the United Bangsamoro Justice Party (UBJP).

In view of this, for their own good and for everyone’s information, the party should now announce and disseminate as widely as possible the UBJP’s vision, mission, and platform of government. ***** The public needs assurance that in vying for regional positions during the 2016 election, the UBJP can be counted on to respect the democratic process, behave democratically, and avoid acts that conjure abuses of the past and exacerbate present biases.

It is especially important that Mindanaons be now informed of its scope, governing principles, and organizational processes; we have an immediate stake

in all this.

It was good to see photos of the leading personalities registering for formal membership, paying their P20 membership fees, and waving their identification cards.

But the irony of announcing or introducing them as the new party’s leaders—making statements before the formal filing of membership but without stating whether they were duly elected by the assembly—has raised eyebrows.

A “new” party with “old style” leaders! ***** One notices, for instance, that the way the party is organized is no different from the MILF’s chain of command—with the same cast of characters, and configured the same as the insurgent force.

This is reinforced by the spectacle of fatigueuniformed, arms-bearing members ringing the gathered assembly—projecting an army formation rather than a party convention or

congregation.

Then we see is the assumption to the party presidency of Mr. Al Haj Murad who is also the MILF’s chair, and Mr. Sammy Al Mansoor (billed as Islamic Armed Forces chief of staff ) as the party’s secretary general. (Should civilian party leaders be known for their aliases?)

In other words, this is not one’s standard idea of a political party. The interlocking directorates of the Party and the MILF’s “Islamic Armed Forces” suggest that, except for the titles—presumably, one to be used for civilian affairs, another for belligerent affairs—it is geared for contingency of an insurgent nature. ***** It would help to publish the UBJP’s Constitution and By-laws, to clarify the thrusts of its vision, mission, objectives, and strategies.

For example, it helps to know how the Party is structured, who constitute its members and officers, how decisions or staff selections take place, and what activities it undertakes.

Will the party seek to empower everyone—not just those already in power like the present leaders, spokesmen, and commanders?

Will it be inclusive, encouraging vertical or horizontal mobility among the rank and file? Will it level the political playing field within and without through open and free elections? *****

The rest of the country should also be made aware of its platform, its main advocacy, its candidates, and related matters.

Care should be taken that none of the notorious issues of the past gets a reprise, among them: dead men voting (names picked out from the cemetery); birds and bees too on ballots as if real persons. And there should be no more of the foolishness whereby the head of family does the voting for everyone.

No more instances of manufactured votes, altered election results, hijacked ballot boxes, and dagdag bawas. And make sure that “Hello Garci…” characters including Lintang Bedol aren’t on board at any level of the elections in the Bangsamoro areas.

There are many more issues to address if we are to normalize the confidence level of Mindanaons and the peoples of the Visayas and Luzon regarding the Bangsamoro scheme. About which, more later on….

Beng convenes ‘Balik Eskwela’ stakeholders

AMBOANGA City - Mayor Beng Climaco Monday afternoon convened education stakeholders including the security sector in a meeting dubbed “Oplan Balik Eskwela” to ensure a hassle-free opening of classes for school year 2015-2016.

Security in the different schools- both private and public, vehicular traffic, structural integrity and safety of school buildings including dormitories and boarding houses, availability of school chairs, tables and books as well as enrolment and all other pertinent issues related to the school opening were discussed during the meeting held at the City Hall conference.

“The school opening starts on Monday, June 1 and we would like to ensure that everything is ready to guarantee the security and safety of the students and teachers as well as ensure the convenience and comfort of the commuters and the operators,” Mayor Climaco declared.

PNP-SAF holds community service in Zambo City ZAMBOANGA City – Hundreds of residents of an east coast upland barangay have benefited from the one-day outreach mission of the Philippine National Police-Special Action Force (PNP-SAF).

Supt. Reynald Ariño, PNP-SAF’s 5th special action battalion commander, said Monday the outreach mission was held Saturday in Barangay Lapakan, 21.5 kilometers east of City Hall.

Ariño said the community service is part of the SAF’s 32nd anniversary celebration activities.

Chief Insp. Homer Dumalag, Mahayag police chief, identified the slain suspect as Benjie Jacosalem, who is facing murder cases in the towns of Dumingag and

Tambulig, this province.

Dumalag said Jacosalem was killed in a shootout around 5:15 a.m. Monday in Barangay Magueles, Mahayag town.

Dumalag said the shootout ensued after Jacosalem opened fire prompting the policemen to return fire while serving a warrant of arrest against the slain murder suspect.

What is DILEEP? The DILEEP is the DOLE's contribution to the

governments’ agenda of inclusive growth through massive job generation and substantial poverty reduction and reduce the vulnerability to risks of the poor, vulnerable and marginalized workers.

How is it implemented?

The DILEEP is implemented either through Direct Administration by the DOLE or through an Accredited Co-Partner (ACP).

Under the ACP scheme, the following will qualify for accreditation as co-partner: (a) peoples’ organizations; (b) workers’ associations; © unions/federations; (d) state universities and colleges/higher educational institutions/ national technical-vocational schools; (e) local government units; (f) cooperatives; and (g) national government agencies.

What is TUPAD? Emergency Employment or Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program is a community-based (municipality/ barangay) package of assistance that provides emergency employment for displaced workers, underemployed, and unemployed poor, for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed.

  

Those who are unemployed or under-employed; Those who were laid-off or terminated as a result of permanent closure of an establishment; and Those who were self-employed and have lost their livelihoods (including farmers and fishermen) because of natural or man-made disasters.

Only one member of a household shall be qualified to avail of the program. Availment shall be only once in a year.

What are provided under the TUPAD Program? 

Philippine Eco-Heroes Protect a National Treasure Local champions go to great heights to save the tallest mountain in the Philippines

Natural resources provide food, water, energy, tourist attractions, medicines and flood control throughout the Philippines.

Named one of the world’s 18 “megadiversity countries” by Conservation International, the Philippines is home to more than 20,000 endemic plants and animals.

Meanwhile, illegal wildlife trade and deforestation deplete these species and their habitats, destabilizing the nation.

In 2012, USAID launched the five year, $22.5 million Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+WISER) Program to help the Philippines

conserve biodiversity, manage forests, support low emissions, and contribute to disaster risk reduction in seven protected areas in the country.

Key to the program’s success are partners like Joel Mabandos, 27, who guides trekkers in Mindanao’s Mount Apo Natural Park. A home to unique plants and animals, the park, a 64,053-hectare protected area in southern Philippines, boasts the country’s highest peak, attracting tourists and providing livelihoods for its inhabitants.
