X-ray machine in Misor airport malfunctions

MISAMIS ORIENTAL – The lone x-ray machine installed at the Laguindingan Airport (LA) in Misamis Oriental has malfunctioned prompting airport officials to employ stricter security measures there.

Officials at the Civil Aviation Authority of the Philippines (CAAP) said that the x-ray machines had malfunctioned at the time when top security officials and Interior Secretary Mar Roxas arrived Tuesday to chair a security briefing in Cagayan de Oro City.

Roxas congratulates elected official of LMP MisOr chapter

MISAMIS Oriental - Balingasag Mayor Alexis S. Quina was reelected as president of the Misamis Oriental chapter of the League of Municipal Mayors of the Philippines during elections held on Wednesday at the chapter’s headquarters in Cagayan de Oro City.

Elected vice president was Opol Mayor Maximo Seno, a neophyte in politics.

Twenty-two of the province’s 23 mayors were present. Villanueva Mayor Julio Uy was absent.

Quina, who belongs to the Liberal Party, has called on all the mayors to unite for the good of all despite their political differences.

“I beg of everybody to work for one another,” he said adding that “there is no politics involved in running the league.”

“Election is over. Let us move forward,” Quina said.

For his part, Seno said that although he “did not ask for” the vice presidency he will do whatever role and tasks are given to him.

Seno said the focus now should be on development of the municipalities.

Maslog, who lost against Quina in the election for president, said wanted to unite the mayors of the province for development.

Maslog, who belongs to the Padayon Pilipino-Nacionalista Party, however decried what he called the “intervention by big politicians” in the election.

He said it was clear that some mayors did not have independence and that they were influenced by

the “big politicians” whom he did not identify.

Maslog said he will nevertheless reach out to the mayors and work for development of the municipalities.

Misor VG Pelaez attends SLMC Misamis Oriental - Vice Governor Joey Pelaez with 50 Vice Governors all over the country attends Strategic Legislative Management Course (SLMC) which is exclusive for Vice Governors in the Philippines. Cag. de Oro former Mayor Borja photo exhibit culminates in XU

A photo exhibit in honor of former City Mayor Justiniano R. Borja was culminated at Xavier UniversityAteneo de Cagayan (XU) on August 14, 2013. This exhibit only started more than a year ago, on July 6, 2012 and was displayed in various schools in the city and in City Tourism hall for quite a time.

“This exhibit started last year to commemorate the birth centenary of Mayor Justiniano R. Borja,

the first elected city mayor of Cagayan de Oro and considered the father of modern Cagayan de Oro,” Ms. Nanette Roa, curator of the City Museum said.

She is also a member of Cagayan de Oro Historical and Cultural Commission.

The exhibit displayed pictures of Mayor Borja which also contained chronicles of his public life and with briefs of his private life. Some of these photos are supplied by the mayor’s family lead by Hon. Justice Romulo V. Borja, Mayor Borja’s only son.

This photo exhibit is also aligned with the mandate of the Commission defined under ordinance no. 3554 of 1993, when this commission was created. It is to preserve and promote local history since this is not taught in schools.

Roa also disclosed that the Commission is using these exhibits as teaching tools so that the new and young generation will know and will not forget the fathers of the city to whom one of them is Mayor Borja.

This exhibit was displayed inside XU because

of its attachment to Jesuits.

Roa recalled that during the time when Mayor Borja was still the city chief executive, Jesuit priests had helped him a lot in shaping and formulating policies especially in the planning and development of the city.

The display was opened not just to the students of the university but also to the general public. Present also in the culmination program were Father Roberto C. Yap, SJ, President of XU and Ms. Irene Grace A. Guitarte, Vice President of Mission and Ministry.

Vista Residences takes Kagayanons for a “LOOP” and right up into the sky!

Until late, Mindanao has been underserved by the country’s real estate industry. The focus over the past 20 years or so has been Metro Manila and its environs. It would also be unlawful for a labor organization to exclude or expel a member from membership, or otherwise discriminate against any individual because of age.

The Bill is meritorious in the sense that labor organizations would not be able to limit, segregate or classify its membership, or fail or refuse to refer for employment any individual in any way which will deprive or tend to deprive such individual of an employment opportunity, or limit such employment opportunity or otherwise adversely affect the status as an employee or as an applicant for employment because of age.

Penalties proposed is imprisonment of six months to one year or a fine of P100,000 to P5000,000, or both at the discretion of the court.

A sense of fulfillment

HOW can one find that sense of fulfillment that many would want to experience? To some, they invest on their chosen career while some would opt to living in a very simple way of life.

People pursue many things, thinking that in them they will find meaning. Some of these pursuits include business success, wealth, good relationships, entertainment, and doing good to others. People have testified that while they achieved their goals of wealth, relationships, and pleasure, there was still a deep void inside, a feeling of emptiness that nothing seemed to fill.

King Solomon who wrote the book of Ecclesiastes said to all of these as “Meaningless! Meaningless! ...Utterly meaningless! Everything is meaningless” (Ecclesiastes 1:2). He had wealth beyond measure, wisdom beyond any man of his time or ours, hundreds of women, palaces and gardens that were the envy of kingdoms, the best food and wine, and every form of entertain-

And yet he summed up “life under the sun”—life lived as though all there is to life is what we can see with our eyes and experience with our senses—is meaningless.

What is this emptiness that one feels after achieving almost everything? God created us for something beyond what we can experience in the here-and-now.

If we are to really just realize that God is all our sufficiency, we can live a life full of contentment.

The real meaning in life, both now and in eternity, is found in the restoration of the relationship with God that was lost with Adam and Eve’s fall into sin. That

relationship with God is only possible through His Son, Jesus Christ. The real meaning in life is not found only in accepting Jesus as Savior, as wonderful as that is. Unfortunately however, drinking water is among the very first casualties in a town or city that is ravaged by global warming and climate change, and by incessant rains, rampaging floodwaters, and howling winds. Too often, the dif-

ficulties brought about by natural calamities become compounded a thousand times when, despite the flooded surroundings, there is not enough or, sometimes, absolutely nothing, to drink.

What am I referring to? Images of Cotabato blast suspects out; BIFF charged for separate attack COTABATO City––Police authorities here released Wednesday the computergenerated photographs of three suspects in the August 5 bombing that killed eight persons and wounded 30 others.

Senior Supt. Rolen Balquin, city police director, asked the public to help the police track down and arrest the still unidentified suspects now that their images are out.

Balquin said the police created Task Force Sayadi to investigate and crack the case.

The car bomb had exploded just as the convoy of city administrator Cynthia Guiani-Sayadi, sister of Mayor Japal Guiani Jr., passed by the busy Sinsuat Avenue.

Sayadi, who was on board a bullet-proof vehicle, was unhurt in the incident.

Citing the account of one of the witnesses, Balquin said that the three suspects were seen at the scene before and after the blast, with one of them allegedly triggering the explosion using a cellular phone.

An undisclosed bounty will be given to those that can provide information leading to the arrest of the suspects.

The release of the suspects’ photographs came even as authorities are still reviewing the footages caught by a closed-circuit television camera.

In a press conference after the City Peace and Order Council meeting Wednesday, Mayor Guiani reiterated that “powerful individuals were behind the bomb attack.”

‘Bakwits’ in Mindanao due to communist revolt highest in Caraga, reports IDMC

SURIGAO City––The Caraga region has posted the highest number of “bakwits” or internally-displaced persons (IDPs) in Mindanao due to the communist insurgency, one of the world’s longest-running conflict, the Internal Displacement Monitoring Centre (IDMC) said in its August 2013 report titled “Living in the shadows: Displaced Lumads locked in a cycle of poverty.”

In its 42-page report, IDMC said that Caraga has the highest number of displacement in Mindanao as a result of the armed conflict between the government and the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines.

Based on incidents that

happened from 2008 to 2012, there were at least 43,809 individuals displaced by the conflict between the government and the NPA rebels, the group said.

“Caraga region (Region 13), consisting of the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur, had the highest share of IDPs with 16,392 [individuals], or 38 percent of all IDPs recorded during that period,” the report said.

Caraga is known for its mining industry that has been the subject of attacks by communist guerrillas in recent years.

The Davao region (Region 11), consisting of Compostela Valley, Davao del Norte, Davao Oriental and

Davao del Sur, recorded 15,395 IDPs, or 35 percent of all IDPs for the period covered by the report.

Around 1,300 NPA fighters, or one third of the NPA’s force, are believed to be in Mindanao, mainly operating in remote and mountainous areas inhabited by indigenous people. The Caraga and Davao regions are two known NPA strongholds.

The military maintains a strong presence in both regions, according to the report. The Soccsksargen region (Region 12), consisting of North and South Cotabato, Sarangani and Sultan Kudarat provinces, had 10,865 IDPs, or 24 percent of the total displacement from 2008 to 2012.

Exporters warn new wage hike unrealistic

THE largest association of exporters in the country has warned that any move to increase workers’ daily wages at this time could result in massive job losses and lost investments.

EXPORTERS are against new petitions for a minimum wage hike and an across-the-board wage increase, noting this could result in massive job losses and lost investments.

PHILEXPORT President Sergio Ortiz-Luis Jr., in a letter to Regional Tripartite Wages and Productivity Board chairperson Atty.

Alan Macaraya, said that another round of pay hike will undermine the viability of most enterprises in the country, particularly the micro, small and medium enterprises (MSMEs).

“An upward adjustment in the minimum wage is the last thing that business, par ticu larly struggling MSME-exporters need at this very difficult time, as it will adversely impact on their ability to sustain their

operations and preserve jobs of their workers,” he said.

Only 1,527 IDPs were recorded in Northern Mindanao (Region 10), all of them displaced in the province of Bukidnon, accounting for three percent of all displacements during the period.

Mindanao has two other regions—the Autonomous Region in Muslim Mindanao, which is known more for the Moro rebellion, and Zambo-

anga Peninsula or Region 9.

The report did not indicate any figure for these two regions as far as displacement caused by the governmentNPA conflict is concerned.

But based on available data collected from a wide range of national and international actors, as well as media reports, it is estimated that at least 43,809 people were displaced in Mindanao between 2008 and 2012 in 85 separate incidents, affecting 116 sitios in 12 different provinces, IDMC reported.

Displacement is mainly the result of armed clashes between the NPA and the Armed Forces of the Philippines but also sometimes of the militarization of communities and accompanying violations of international humanitarian law and human rights, according to the report.

Frederick Kok, IDMC senior country analyst, said on the occasion of the International Day of the World’s Indigenous People, which is celebrated every 9th of August, that IDMC’s latest report “highlights the plight of Mindanao’s indigenous people or Lumads.”

“Caught between the two warring parties, the Lumads are exposed to high levels of violence and are at risk [to] abuses [from] both sides,” the IDMC said.

Per province, Surigao del Sur topped the most number of IDPs, followed by Davao del Norte, North Cotabato, Davao Oriental, Agusan del Norte, Compostela Valley, Sarangani, Sultan Kudarat, Davao del Sur, Bukidnon, Agusan del Sur, Surigao del Norte and South Cotabato.

It is estimated that the 46-year-old conflict between the government and the CPP/ NDF/NPA has resulted in the death of at least 40,000 people.

According to government data collected between 1978 and 2010, almost half of the casualties were NPA, close to one third were military and police, and a fifth were civilians, the report said.

The IDMC, established in 1998 by the Norwegian Refugee Council, is an international body monitoring internal displacement worldwide.

CAMP Evangelista, Cagayan de Oro City––A new terror group has emerged as the principal suspect in the bombing spate in Mindanao that killed 16 people and wounded about 72 civilians in the past weeks, the military said on Thursday.

The first bombing occurred on Friday night last July 26 at the Rosario Arcade in Limketkai Center in Cagayan de Oro City where eight people died and 44 others wounded.

The government had already signed a final peace deal with the MNLF in 1996 while the peace process with the MILF has yet to be fully completed.

Earlier, the AFP and the PNP blamed the Khilafah Islamiyah for the explosion at the Limketkai Arcade that killed eight persons and wounded 46 others last July 26.

Visaya told reporters that the threat from the shadowy group “is still evident for Cagayan de Oro and nearby provinces.”

When D ongon and Napeh were arrested last May 11, police said it found sizable bomb making materials that include 29 pieces of blasting caps, five screw drivers, seven pieces of ninevolt batteries, five pieces of Eveready batteries, a Samsung notebook, five pieces of handheld VHF radios, a compact disc player, six assorted mobile phone SIM packs, a Sony digital camera, a Smart broadband, seven improvised explosive device (IED) components, four soldering guns, 17 pieces of empty 7.62 shells, one gallon ammonium nitrate mixture, two capacitors, and a caliber .45 pistol with seven bullets.

PNP-Region 10 Director Rodriguez said the seized IED components and blasting caps were similar to the bomb components that exploded at the Maxandrea Hotel.
