Villanueva mayor, solon help 73 families affected by floods

MISAMIS Oriental––The province of Misamis Oriental braces for the incoming storm as it continues to assist more than 300 families who were displaced by flash floods this week, a senior official said Monday.

Provinical Administrator Edmundo Pacamalan, Jr. said that the province has been aware of a larger Low Pressure Area (LPA) which is reportedly developing in the Pacific which could later develop into a tropical storm “Ruby.”

A VA O C i t y Davaoeños rated further down the administration of President Benigno Aquino III, cutting down their satisfaction by another 11.01 percentage points from the last survey conducted in early this year.

The Ateneo de Davao University’s city-wide social survey (CWSS) on October 2014, shows that the President got 60.8 percent satisfaction, compared to the April survey, with 61.1 percent. Dissatisfaction in the October survey was 23.3 percent, up from 12.5 percent in the previous survey.

With a drop of 0.3 percent in satisfaction, and a jump of 10.8 percent in dissatisfaction, the President slid down further from the hearts of many Davaoenos, with a drop in net satisfaction by 11.1 percent.

According to Dr. Christine S. Diaz, chair of the Department of History and Political Science, the Social Research, Training, and Development Office’s (RTDO) did not include questions on the reason for the respondents’ answers.

But other surveys also conducted in October, the same month that the Ateneo survey was conducted on October 22-26, explained that the drop in satisfaction

RTDO Director, Mildred M. Estanda, said that the drop in net satisfaction rate of President Aquino for Davaoeños is “just a slight change.”

“Overall the net satisfaction rate is still high, those who are undecided last time are now part of the data to those who are dissatisfied,” Estanda added.

Aside from the two local chief executives, Vice Mayors Geterito T. Gementiza of Tagum and Roland F. Deticio of Malaybalay also affixed their signatures in the said agreement.

Under the agreement, both cities commit themselves to develop cooperative projects and programs that are specifically directed but not limited to economy, commerce, investment, business, culture and the arts, industry and other areas of cooperation that both parties may agree upon.

Respective City Councils of both cities passed resolutions signifying intentions to establish mutual cooperation that provided legal basis for the sisterhood agreement, along with the Local Government Code, which authorizes group-

ings of LGUs to share good practices in local governance.

Tagum and Malaybalay’s partnership will be carried out through promotion and collaboration; exchange of information, documents and materials; development of research, projects and studies, human resources training and cultural, sports, academic, arts and social exchange.

“This coming-together is just the beginning of a more active and close collaboration that would ensure our cities’ progress and success and will be made possible by our staying and working together,” Mayor Rellon said.

On the other hand, Mayor Zubiri acknowledged that the sisterhood agreement will benefit both cities in terms of development and advancing the interests of its people.

DAR-ARMM bares accomplishments on land distribution

MARAWI City--Acting Regional Secretary Mcmillan A. Lucman of the Department of Agrarian Reform (DAR) in the Autonomous Region in Muslim Mindanao (ARMM) has submitted the agency’s accomplishment for inclusion to the last State of the Regional Address (SORA) of ARMM Governor Mujiv Hataman.

In the report, Lucman said one of the major programs of the DAR is land distribution.

Last year, the agency targeted a total of 6,087 hectares for distribution to program beneficiaries–– and as of November 25, 2014, the DAR-ARMM (regionwide) was able to come up with a total signed Certificate of Land Ownership Awards (CLOAs) of 1,365 with a total area of 3,093.0475 hectares.

Attention CAAP, LTO, and LTFRB The “political issue” about the operation of the Laguindingan Airport in Misamis Oriental has continued to persist these days. ccording to many, particularly for the Cagayanons and visitors, the purposeful opening of the Laguindingan airport depicts the political greediness of the national and local officials for selfindulgence.

We refused to comment on that observation, although the series of shameful incidents that transpired with the opening of the Laguindingan airport continue to manifest today.

For instance, the lack of the navigational instruments (the airport management reported that the night vision navigational instruments would start to operate in November 2014), have not actually fully operated.

Visitors and local travelers are also peeved on the proliferation of transport “fixers” at the Laguindingan airport.

A friend who used to travel planed in last Friday afternoon. He was in high spirits as the plane touched down at exactly on its expected time of arrival at 1:15 p.m.

The friend is a journalist who travels around the country to cover varied events and

exclusive stories. He said he is Cagayan De Oro on a confidential assignment.

The friend confided his nasty experience with the travel fixers at the Laguindingan airport. These fixers shout at disembarking passengers at the airport arrival area. Most of them offer a “door-to-door” service (like taxi cabs). “The offer is tempting,”said the friend who always grapple with time.

Without much ado, my friend accepted the offer and was led to a “brand new van” purportedly owned by “Donsals Express.” There were already passengers inside the van. My friend was thinking of how long the passengers might have been waiting there. Anyway, the thought of having arrived at the earliest and be at his destination via “door-todoor” has preoccupied my friend’s mind. It was already 1:45 in the afternoon. Hunger starts to grind his stomach.

My friend said that he was thinking to be in Cagayan De Oro City proper at 2:00 p.m.

Then, a man came and told all the passengers inside the van to disembark since the driver won’t be around.

Although astounded, my friend simply keeps his cool.

A moment ago, the fixer collected the P 199.00 fare for each of the passengers.

The passengers were then led to a “red colored Toyota SUV.” The driver claimed that Donsal still owns the red SUV. At 3:00 p.m. my friend, now dying of hunger, finally reached his destination. He said he did not take his lunch at the airport believing that he could reach his destination before 2:00 p.m. where a lunch was waiting.

My friend went to check on things that are happening at the Laguindingan airport only to find out a lot of unsavory feedback. There was this allegation that the Donsal Express and other travel agencies there have not obtained a franchise from the Land Transportation and Franchising Board (LTFRB). In other

words, these transportation vehicles without LTFRB franchises are operating illegally at the Laguindingan airport.

If so, why is the LTFRB is tolerating it? They said that it is the lookout of the Land Transportation Office (LTO).

The LT0 must impound the illegal passenger vehicles at the Laguindingan airport as a way of protecting passengers. However, the LTO regional office is doing nothing! Another thing, the Civil Aviation Authority of the Philippines (CAAP) who manages the Laguindingan airport reportedly enjoy the perks offered by a travel operator there. Perks? What is that all about? Isn’t it wine, women, and fu$#%^k? We have no idea about it? We do not also believed that the CAAP management is playing favorites there in exchange for anything.

Whether these annoying observations at the Laguindingan airport are true, it is still worth a probe. Otherwise, the safety of commuters would be at stake with the operation of the illegal transport groups there. Let the LTFRB and the LTO act swiftly on this. HYPOCRISY & BIG JOKE!

OVERSPENDING --- I am reading in the news that the COMELEC is starting to prosecute election “overspending”. In fact, Gov. ER EJERCITO lost his seat in Laguna recently for exceeding the limits. By all means let’s run after all violators.

But the problem is: the limit of P5.00 per registered voter (unless this has been changed) is not only realistic. It is plain and simple hypocrisy! And a big joke, we all know the expense involved in an election campaign. Everyone “doctors” his campaign record expenses just to comply.

Those caught are jokingly called “tanga” or the crime as “katangahan”.

If we expect, at the very start, our aspiring public officials to be good at “doctoring” records and be dishonest just so they comply with the election law limits, then let’s forget about “good governance” when they are in office.

About time we change the rules!

ENVIRONMENT --- I learned during my recent visit at the coal-fired STEAG POWER PLANT in Misamis Oriental that 75% of the pollution in the Philippines is caused by exhaust and emissions coming from vehicles and smoke. Only 25% is caused by industries, including power plants.

I wonder why so-called “guardians” of the environment are only focusing their angst and protests at coalfired plants and ignoring the bigger culprits. Some nitwit asked: “Why not protest against vehicle owners and drivers and cigarette smokers, too?”

FEDERAL --I got an invitation from Mayor RODY DUTERTE to be facilitator in a “Federal Summit” in Davao City this week

BUTUAN City––The Department of Agrarian Reform (DAR) Central Office conferred on Ruben Ragas and the Baug CARP Beneficiaries MultiPurpose Cooperative (BCBMPC) of Agusan del Norte the prestigious awards as the Most Outstanding Agrarian Reform Beneficiary and Most Progressive Organization, respectively, during the DAR Annual Awards and Recognition program at the Bureau of Soils and Water Management Management Convention Center in Quezon City last November 20, 2014.

The affair was held in conjunction with the celebration of the International Year of Family Farming.

Provincial Agrarian Reform Project Officer Andre Atega commended Ragas and BCBMPC for “modeling” the success in the implementation of the Comprehensive Agrarian Reform Program.

Sarangani bags hosting of 2015 paragliding world cup Dureza... from page A4 GENERAL Santos City––Sarangani province bagged the right to host one of the legs of the Paragliding Accuracy World Cup (PGAWC) next year, a Department of Tourism (DOT) official said.

Nelly Nita Dillera, DOT director for Region 12, thanked the PGAWC organizers for approving the Philippine proposal to host the world cup in Sarangani province’s Maasim town.

“This only proves that our paragliding site is worldclass. We are very excited to host the world cup,” she told MindaNews.

The official said hosting the paragliding world cup will help boost the tourism potentials of the region, as

many foreigners are expected to join the event.

Dillera said they are set to meet this week here to discuss preparations for the upcoming paragliding accuracy world cup competition.

It is tentatively set within the first half of 2015, she added.

Last August, Sarangani province successfully hosted the Philippines’ 1st International Paragliding Competition (IPAC), which was accredited by the Federation Aeronautique Internationale and has been sanctioned as a pre-world cup status.

Some 40 pilots from 13 countries joined the competition, which was organized by the Air Sports Association of

the Philippines (ASAP).

Randell Raymundo, ASAP president, earlier said the chances of Sarangani to host a paragliding accuracy world cup is high, owing to the almost year-round flying condition in the area.

He described Sarangani’s paragliding site as “the best in the Philippines.”

The paragliding site in Maasim town is within the mountain ranch of San Andres Fishing Industry Inc (SAFI) in the village of Siguel, which has a fantastic view of the Sarangani Bay awaiting the pilots as they glide in the air down to the landing site 700 meters below.

Marfenio Tan, SAFI ranch owner and a local tuna tycoon,

has already pledged to support the paragliding accuracy world cup next year in his property.

The provincial government of Sarangani and the local government of General Santos City are expected to also support the world cup competition, just like what they did for the IPAC 2014.

Bodhi Suprana, an Indonesian paragliding coach who joined the 2014 IPAC, was bullish over the potentials of paragliding in Sarangani.

“It’s a superb site,” he said in an interview then.

The paragliding adventure in Sarangani province has been included in the tourism circuit of Region 12, which is being promoted as the “12th Paradise” of the Philippines.

he Moro Islamic L i b e r at i on Front (MILF) said it already started preparing its firearms to be covered by decommissioning to take place in January next year in compliance to the GPHMILF peace accord.

“It’s all systems go for the symbolic decommissioning of our firearms,” Mohaqher Iqbal, MILF chief negotiator, said Sunday as he stressed the MILF’s determination to attain peace in

its homeland.

As clearly stipulated in the Comprehensive Agreement on the Bangsamoro (CAB) signed by the government and MILF in March, the MILF will decommission its forces.

The Independent Decommissioning Body (IDB), composed of representative from foreign countries, has already completed an initial inventory of firearms that the MILF will turn over to the IDB. However, Igbal speaking to reporters, refused to

reveal how many firearms, its make and caliber will be turned over by the MILF combatants.

“The IDB has put up the documents that would provide the terms of reference for the decommissioning of the MILF combatants,” Iqbal said.

In previous interviews, Iqbal said 75 firearms will form part of the initial decommissioning process, 25 of which are high powered guns and the rest were medium-powered. He assured the firearms are well

maintained, serviceable and not defective as some sectors are claiming.

Describing the upcoming turn-over of firearms as “emotional and sentimental,” Iqbal added the “MILF is doing sacrifice for the sake of peace in our homeland.”

Iqbal said after the initial decommissioning process to take place late January next year, more firearms will be turned over to the IDB and will be stored in an area he refused to divulge.

1st Infantry Division praised for supporting youth advocacy, peace efforts in Mindanao

PAGADIAN City - The Philippine Army’s 1st Infantry Division continues to draw praises and accolades for its continued support to peace and development efforts, and various youth advocacy in Western Mindanao.

This month of November, the 1st Infantry Division under Brigadier General Gerardo Barrientos Jr., in partnership with the Western Mindanao Command under Lieutenant General Rustico Guerrero, and the National Youth Commission headed by Raymond Domingo, conducted the 1st Regional Youth Forum – Western Mindanao held in Pagadian City in Zamboanga del Sur province.

The three-day action planning workshop was participated by youth leaders from the provinces of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay Province, Lanao del Norte, Lanao del Sur and Misamis Occidental.

Most of them were student council presidents and alumni of the military’s Youth Leadership Summit Program in Western Mindanao. The facilitators were also alumni of the National Youth Leaders Congress 2014.

Captain Franco Salvador Suelto, facilitator of the NYLC 2014, and head of the Technical Support Team of the Regional Youth Forum, said the event was just the beginning of a series of cascading action planning workshops involving the alumni of YLS and NYLC. The Tagbalogo River also overflowed which resulted in the evacuation of more than 300 people toward a safer ground in the village, Pacamalan said.

He said that the PDRRMC has dispatched 200 packs of relief goods and assorted medicines to the flood victims Saturday evening.

The relief packs consisted of three kilo rice, three cans of sardines, three packs of noodles and three cans of beef loafs, Pacamalan said.

There is a tendency that we look down and do not believe in our own capabilities. Some say it is humility but I say it is the lack of confidence.

Just remember the it is God who has given you the ability to produce wealth. If God is for us who can be against us. IT was a festive mood yesterday afternoon at Apple Tree Resort and Hotel lighted up its lobby complete with a 15-foot Christmas tree.

But it was not just the decorated receiving area which captured the moment but the delightful presence of more than a dozen kids from Children’s Joy Foundation.

The choir of Children’s Joy Foundation were the celebrities during the revelry where they sang a medley of Yuletide melodies two hours before the countdown to the Christmas lighting.

The Davao-based Children’s Joy Foundation has a huge number of beneficiaries in Cagayan de Oro where 1,200 fulltime scholars are currently enrolled and 113 children and youth are sheltered in their Bulua center.

Because of their presence, no less than the Star Patrol segment of the local Northern Mindanao edition of TV Patrol covered the event live during

their 5:00 p.m. newscast yesterday.

Regional Star Patroller Greanne Trisha Mendoza brought the television audience live to the actual Christmas lighting.

Prior to the lighting, hotel staff ranging from the food and beverage department to housekeeping staff rendered dance numbers to the delight of the audience which include Cagayan de Oro Hotel and Restaurant Association (COHARA) members.

Cocktails were also served on hand like the yummy chicken fingers with teriyaki sauce, chocolate brownies, sweetened sticky rice with mango puree, cassava roll, vegetable fried lumpia among others coupled with a choice of lemongrass juice or house blend iced tea.

Some strange couplings here and there

FOR the past week alone, I have brushed past three women here in CDO who are untangled from their husbands. One is a salon owner, the second is a medical equipment sales rep, the third is a court interpreter. All three are young and still curvaceous which left me thinking and I’d like to type this the Sex and the City way ala each episode beginning, “What the heck happened?”
