Villanueva fish pond project yields 289 kilos

CAGAYAN de Oro City––A total of 289 kilos of tilapia was harvested for the first time this year from a 500-square meter fish pond project of Congresswoman Juliette Uy in barangay Kimaya, Villanueva.

The fish pond is one of several undertaken by the office of the congresswoman in partnership with Mayor Julio Uy. Barangay chairman Celso Yagma and barangay councilor Jorgino Caronia Sr. led local officials in harvesting the fish from the demo fish pond.

There are around 20 other smaller fish ponds in the barangay which is abundant in natural water supply.

Caronia said a kilo of tilapia equals four fishes on the average. The fish pond project of the Congresswoman Uy is one of her livelihood programs in the 2nd district of Misamis Oriental.

The program includes funding for the feeds to be given to the fish.

1 killed, 5 wounded in Misoc clash

TANGUB City––A soldier was killed while five others were wounded in an encounter with members of the New People’s Army (NPA) in the tri-boundary of this city and the towns of Don Victoriano and Bonifacio late yesterday, March 10, 2014.

The soldiers belong to the 55th Infantry (Vigilant) Battalion, who fought the rebels along with the 15th Division Rifle Company and police operatives.

An undetermined number of casualties from the enemy side were reported.

The government troops’ encounter was an offshoot of the joint AFP-PNP operation conducted in the area against rebels operating in Mt. Malindang ranges to end the insurgency problem in the Province of Misamis Occidental.

brigade commander, who is under Major General Felicito Trinidad, commanding general of the Army’s Premier Division, 1st Infantry Tabak Division, based in Pulacan Labangan, Zamboanga del Sur. In a report received by Mindanao Daily News, the said joint combat operations is a five-day operation in Barangays Banglay, Hoyohoy, Baloc, Kimat, Sto Nino, Isidro D. Tan, Tituan, Salimpuno, Villata, Lumban, Bongabong, Taguite, and Kapalaran, operating alongside the Misamis Occidental PNP Provincial Police Safety Company, which recently finished from its ISO Training.

The police company is jointly augmented by the 55th IB and the 15th DRC of the Army’s First Division

under the operational control of the Vigilant Troopers.

On Monday, while the troops of the 55th IB and the 15th DRC maneuvered towards the target area, they chanced upon a group of armed men believed to be members of the communist armed-wing, NPA, of which intelligence networking reported that the (rebels were planning to harass a police station, if not an army detachment, in coordination with other NPA groups in Mindanao, like what they did in Matanao Town, Davao del Sur last Monday.

The raid in Matanao led to the death of three policemen. Three others were wounded, including the deputy police chief of Matanao. The reinforcing army troops suffered set-

back, when a landmine detonated by the rebels hit them, killing six of them.

The rebels reportedly carted away M-16 rifles, .9MM and .45 pistols and two handheld radios from the police.

The names of the soldiers who perished in the Misamis Occidental encounter were still withheld, pending proper information of their families.

The PNP-PPSC-SUTT teams have positioned themselves in strategic areas to act as blocking force while

a reinforcement from the 55th Infantry Battalion have been deployed to the area, where a running gun-battle between the disintegrated NPA rebels and army troopers in the area was going on.

Late in December, 2013, Don Victoriano Police Station in Misamis Occidental was harassed by the NPA’s Western Mindanao Revolutionary Party MRGU and carted away cache of firearms from the police force to include an HFA (M-60 LMG).

Galario appoints dept head as acting mayor of Valencia

VALENCIA City––Mayor Jose M. Galario Jr. has apppointed one of his department heads as acting mayor of Valencia City for two days.

Galario, who is on official travel to attend the updating and approval of the Comprehensive Land Use Plan (CLUP) in Cagayan de Oro City, appointed Hipolito B. Ucang Jr. as acting mayor from March 11 to March 12.

Hipolito is the concurrent city cooperative officer and at the same time acting head of the City Social Welfare and Development Office (CSWDO).

Juliette’s HB 3753 gets more support

“WE must ensure all Filipino children are registered at birth and that all of them are counted,” said Plan International, one of the oldest and largest global child rights organizations working in the Philippines, as it expressed support to the ongoing legislative efforts to improve the country’s civil registration system courtesy of second district Rep. Juliette Uy of Misamis Oriental who filed House Bill no. 3753.

Rep. Uy authored House Bill 3753 entitled: “An Act Providing for a More Responsive Civil Registration System and for Other Purposes.”

Rep. Uy said that if HB 3756 becomes a law, it will replace Act no. 3753, the antiquated Law on Registry of Civil Status.

Rep. Uy’s HB 3756 seeks to simplify civil registration system with the application of appropriate technologies to standardize our civil registration procedures to aid the national government, local government units, and the general public in the planning and delivery of social services.

According to Marco Savio, Deputy Country Director of Plan International in the Philippines: “A responsive and functional national civil registration system is crucial

to achieve Universal Birth Registration. Birth registration fulfills a child’s right to a name and nationality, as enshrined in Article 7 of the Convention on the Rights of the Child.”

Savio added: “Birth registration is a critical life event that can ‘make or break’ a child’s future.

Children whose births are not registered are ‘invisible’.

Because of this, they are more vulnerable to trafficking, forced labor, abuse and exploitation. Without a birth certificate, children may be denied access to legal, economic and social rights, such as rights to health care, education and protection.”

Since 2000, Plan International has worked closely with the Philippine government to increase birth registration rates in rural and urban areas. This engagement involves strengthening

barangay civil registration systems and capacity building for local civil registrars, conducting mobile birth registration services, and raising public awareness about the importance of birth registration.

In 2011, Plan International conducted a study which showed that high fees and costs associated with inaccessible registrars’ offices are barriers towards birth registration in areas with low registration rates.

“Improving the 1930 civil registration law will help increase birth registration rates in a sustainable manner, particularly in areas with low birth registration rates,” said Savio. “Specifically, we support making birth registration free and accessible to all. We must ensure all Filipino children are registered at birth and that all of them are counted.”

Global data from UNICEF shows that one in three children under five years old is not registered. In the Philippines, it is estimated that at least 3 million children have never been registered.

Data from the National Statistics Office show that less than 40% of the total population in ARMM are officially registered.

Plan, through its global campaign “Count Every Child,” works with many partners at different levels of society and government to increase birth registration around the world.

Agsur, 2nd passing rate in DOST scholarship test

Patin-ay, Prosperidad, Agusan del Sur––Some 33 students from various high

schools in the province again bag the Department of Science and Technology (DOST) scholarship grant for school year 2014-2015, the second highest in Caraga

region.

The new scholars form part of the 107 scholars all over the region, per Republic Act 7687 otherwise known as Science and Technology

Scholarship Act of 1994.

Agusan del Sur Provincial Science and Technology Director Andrea Cabonita said although the province fell short of four more scholars to equalize its feat last year, the province still gained the second highest passing rate in the region with just one scholar lower from Surigao del Sur which has 34 scholars.

Cabonita explained the three merit scholars whose qualifying requirements are different from that of scholars under R.A. 7687.

“In order to qualify in the merit scholarship, the applicant should have family income of not more than P156,600 per year; their electric consumption must

not be more than 220 KwH per month and; tuition fees should not be more than P17,000 per school year.

In this case, our overall scholars for 2014 are 36,” she said.

According to record from the DOST Agusan del Sur provincial office, the results of the September 22, 2013 scholarship examination posted Surigao del Sur claiming the highest number of scholars under RA 7687 with 34, followed by Agusan del Sur with 33; Agusan del Norte and Butuan City with 16; Surigao del Norte and Surigao City with also16 and the province of Dinagat Island with eight.

The 2014 scholars came from different high schools

within Agusan del Sur, ranked as follows: Agusan del Sur National High School – 8; Bayugan National Comprehensive High School – 7; Trento National High School – 4; Bunawan National High School – 2; Del Monte National High School – 2 and; Sta. Cruz National High School – 2.

The rest namely Lapinigan N.H.S.; Prosperidad N.H./S.;Talacogon N.H.S.; Sta. Josefa N.H.S.; Sto. Tomas N.H.S. Magaud Annex; Lapaz N.H.S.; Monkayo N.H.S. and;Mt. Carmel N.H.S. got one each.

Two Merit scholars also came from Agusan del Sur National High School while one from Bunawan National High School.

AmanteMatba hailed the success of the Comprehensive Agrarian Reform Program (CARP) in Agusan del Norte citing the accomplishments of the Department of Agrarian Reform in land distribution and assistance provided to farmer-beneficiaries to raise their living standards.

Amante-Matba made the remarks during the distribution of titles to 203 hectares of agricultural lands to152 soil tillers in Barangay Consorcia here as Provincial

Agrarian Reform Project Officer Andre Atega had set his sight on delivering more than 4,000 hectares to farmers in 2014, a first in the history of the government’s flagship program in Agusan del Norte.

The governor said the Provincial Agrarian Reform Office under Atega is one of the country’s top performers in land acquisition and distribution for consistently exceeding annual targets since 2004.

“DAR in this province under PARPO Atega has shown his professionalism and commitment to public service by breaking land distribution annual projections. In fact, in 2013 alone, DAR completed its job with

226 percent performance,” she said.

Further, Amante-Matba noted Atega’s efforts in assisting agrarian reform beneficiaries to organize themselves and be eligible to government intervention in developing their landholdings as well as their livelihood activities to augment their income.

In targeting more than 4,000 hectares for land distribution this year, Atega may complete his assignment of distributing the remaining 6,696 hectares of private and public lands. It was gathered that 30 percent of these landholdings may be dropped from coverage as retention areas or nonCARPable lands.

Are We Ready For Senior High School?

The Enhanced Basic Education Act or R. A. No. 10533 mandated the full enhancement and lengthening of Basic Education in the country wherein the six (6) years in elementary education and six (6) years in secondary education will be fully implemented nationwide including its last stage which is known the Senior High School this S.Y. 2016-2018. As we all know, it’s the first time to have this Senior High School which becomes a hot issue in our educational system whether we are ready or not for its full implementation.

It has been a long awaited moment with mixed feelings of eagerness and fears overwhelmed us as we think of it for all we know, Philippines is the only country in Asia which has not implemented yet this ladder of education.

Accordingly, the Senior High School is the last stage to complete the K-12 Basic Education Curriculum that is hoped to answer the different challenges in our educational system and to address the country’s problems as well. It has two (2) years of specialized upper-secondary education consisting the Core Curriculum and Tracks namely Academic, Technical-Vocational-Livelihood and Sports and Arts. As I look at it, this K to 12 Basic Education Curriculum will surely give the positive outlook of life of every individual especially those underprivileged students who can’t afford to go to college because of financial problem and intellectual capacity since this offers opportunity for individuals with different inclination of life and caters different intelligences.

In this case, I am optimistic that in the long run this will really be the source in solving country’s problems. As to the present observation, we are not yet 100% ready for the senior high school since as far as I know, most of the divisions and regions are on the first steps in getting ready for the implementation. The committees are still on the planning stage to get ready for the implementation by gathering data as expected and projected.

Let’s take into consideration, the physical aspect, though we are not having this Senior High School yet but we have already problems on lack of classrooms, textbooks and other facilities so, what will happen then if the four curriculum years in high school will be added by two more years as Senior High School, I doubt if we won’t encounter the same problems. How I wish that these present problems will be addressed ahead of time before Senior High School be on its way to reality. Considering our present curriculum, our school has specialized in T.L.E. wherein students will choose what concentration they will take in fourth year but then lots of problems on facilities are not addressed yet until now. So, if today’s problems are not addressed yet, how much more during our Senior High School, there may be additional problems or challenges to be addressed. However, I could say that if other school doesn’t have much problems on facilities because of the stakeholders’ support, then I could say school head’s leadership and management will mean a lot. Yes, for now I’ve noticed our problem lies much for not having proper systems in all things we do. There’s a problem on proper monitoring, planning, evaluating and enhancing since most of the school heads are busy liquidating instead of the 70% curriculum instruction and supervision.

Moreover, I could say that I was only satisfied on the system way back when I was teaching in private school since everything is in place and it has proper and well-defined functions and roles. I have noticed also that it is best also if before this Senior high School be fully implemented, there must be DepEd programs that will strengthen commitment among teachers because as I weigh no matter we lack facilities but if we have committed and devoted teachers and open-minded school heads, then problems will be easily addressed. If teachers are only committed then something good is possible for we can ask support from different stakeholders and there must be memorandum of agreement that the local government unit and other stakeholders will pledge their financial support regularly and religiously so the program can continue on its implementation or operation.

I can also remember way back the first time a school was opened, some classes were held under trees but then learnings took place since teachers were committed and they found ways and means to make learning-teaching process possible. As we compare to today’s situation, I think there’s problem on the system of hiring teachers and its development, since we usually focus on developing the students and beautifying the school building however, teachers’ development is taken for granted without realizing that teachers are the direct involved on this process and the front liners of the educational system. As per observation, it’s a fact there are teachers whose tongues are focused on the payslip, take home pay and which

lending institutions have low interest rate, hence, they became less motivated to teach diligently since we cannot deny that if we concentrate on our salary then, we might be discouraged especially when we have small amount of net take home pay. However, if we considered teaching as vocation not only a mission then salary should not affect our joy and happiness in teaching and much more if personnel development is given emphasis even just a recollection or a one-day seminar every quarter period to renew commitment and strengthen harmonious relationship.

I have read also the narrative report of the Higher School Ng UMAK: A pilot initiative for the Grade 11 and Grade 12 component of K-12. Here I felt envy with the utmost desire of the president Prof. Tomas B. Lopez in this pilot initiative. He is very positive in the implementation of the Senior High School. As I sense, his subordinates are also eager to cooperate in the implementation and with this, they have come up with the proper process and system and gained support from the stakeholders including our Department of Education. As normal school, they have experienced different challenges but everytime they have noticed and evaluated that there’s something wrong in the process they immediately made and adopted changes and resolved the problems by adopting another system like the DUE system which was originated and was first used in Germany which is to coordinate big companies for onthe-job training and let them hire their graduates for the effective performance after graduation which answers to the challenges that after all, where we can find graduates of Senior High School.

Besides, integration of Filipino culture and values are given importance as the implementation of senior High School is concerned in the general subjects like Math, English, Science, Filipino, Makabayan and Physical Education.

The emphasis of values integration will give us avenue of ensuring students’ learning with proper attitude. In addition, they have set up common time to meet for planning and others with their common place to meet which is called their integration room where Manila papers are posted for critiquing of the lesson plans to ensure that curriculum integration is considered in the planning of the lessons. Another thing, they have created teams or committees to be incharge of the different activities with proper monitoring and an in charge to oversee the different aspects of the implementation. If ever in our respective school, there may be creation of teams or committees, then problems on the implementation will be minimized.

However, the advantage in the Higher School ng UMAK is that, prior to this implementation of K to 12, their school is a college institution offering different courses so, to be the pilot school is not a big deal to them, though it was not done overnight but the six months of preparation with dedication among the members of the different committees were visible so it becomes possible also. As they started, they did not accept freshmen college students for this matter but instead Grade 11 enrolees. Based on the report they have made lots of advertising techniques just to win the attention of students and parents to enrol in this Senior High School and during the campaign, they even explain the advantages of having the program and assured their clients that they are committed to their mission. I appreciate their efforts of doing such since most of the public schools do not have much on the advertising techniques since school heads are presuming that students will really enrol and another thing, there are some of the administrators who are not convinced of the program so as a result they cannot win the whole hearted support of their stakeholders unlike if they themselves are conviced by taking risks and making ways and means to reach the goals of such program. Besides, collaborative effort will prevail if everybody understands the importance of having such program and the members will also initiate different techniques in solving problems. Of course, we cannot deny the fact that problems are our partners if we want growth and development since what matters most is our willingness to find ways and means in solving problems.

1. So if we can only adopt their system and even make our own system with different teams or committees to address the different challenges and somebody is assigned to oversee its effectiveness, I think it will not be a question if we are ready for senior high school but the question is if we are willing to take the risks, be willing to extend extra services and to commit ourselves to reach its goals with a satisfying and promising result.

Lastly, with the planning initiated by every divisions and regions in preparation to senior high school, following the exact time frame and with the support of the stakeholders, I am positive that we are ready for Senior High School to be implemented this S.Y. 2016-2018.

City dad calls on women for change to grow and develo

ILIGAN City — International Women’s Day (IWD) is a time to reflect on progress made, to call for change and to celebrate acts of courage and determination by ordinary women who have played an extraordinary role in the history of their countries and communities.

Addressing to the women, young and aged, during the IWD celebration on March 8 at the city plaza, Mayor Celso G. Regencia of Iligan expressed his congratulations to all women for another year of attaining the goals of equality among girls and women in general.

It happened because the world recognizes fully the role of women and their children in numerous facets of development.

This year’s international theme “Women, Inspiring Chane” and the Philippines national theme, “Juana, Ang Tatag Mo Ay Tatag Nating Lahat sa Pagbangon at Pagsulong.” Regencia said both themes reiterated change and development.

It is a must for all of us. It is essential for the City of Iligan.

“Change is necessary for us to grow and develop,” the Mayor said. We must evolve so we can cope with the challenges of time.

He added, “Women of this city have a significant role to play in this administration, to be my able partners in effecting change in government, transforming the bureaucracy and reforming the institution that takes care of our future.”

He said he only needs

men and women in the bureaucracy and all departments to implement and realize the agenda he commits to the people of Iligan. Your support is my inspiration and it strengthens me every day.

While it is indeed true, that if we have to put an end to the cycle of poverty, we need to educate first the girls, the ladies and the women for they will become mothers and eventually became our first teachers, Regencia said.

Wo m e n e d u c a t i o n should not be confined only to numeracy and literacy. Reading and counting should not be enough, women this recent days should be aware of their rights, privileges and the laws protecting them and other instruments where

their rights emanates, the mayor said.

Regencia also noted that women should go extra miles in empowering themselves. Resist exploitation and further discrimination from the doings and actions. He advised women to choose leaders that recognize contributions in all aspects of development and above all leaders that respect the rights of women.

Finally, “I challenge every woman to be the heroine of your very own life and not the victim anymore, do not allow yourself to be taken for granted, rather assert, rise and stand up for your right. Further, let women be at the forefront of every successful men, be the precursors and catalysts of success,” Mayor Regencia said. (LVG/PIA-10 LDN)

New Sapad emergency responders undergo five-day training TUBOD, Lanao del Norte – 72 emergency responders comprising the newly created Sapad Emergency Response Unit (ERU) joined in the five-day training conducted by the Department of Health - Region 10 in coordination with the Lanao del Norte LGU through its Provincial Disaster Risk Reduction Management Office (PDRRMO).

T he volunte er responders is composed of municipal employees, local RHU nurses and midwives, soldiers from the 35th Infantry Battalion, CAFGU elements, and Sapad PNP personnel.

The first two days of the training focused on Basic Life Support (BLS). The next two days were then allotted for standard first aid, while the fifth day was devoted to realistic simulation exercises for the participants.

“We are happy that Sapad finally has its own emergency response unit equipped with complete facilities and equipment.

The provincial government led by Governor Khalid Dimaporo will always be ready to lend its support

and assistance”, assured PDRRMO Head Marlyn Trozo.

Follow-up enhancement trainings are set to be given by PDRRMO to the new Sapad ERU in the coming months.

The interior town of Sapad is prone to flooding and landslides.

PDRRMO has placed flood markers in identified barangays and put up early warning systems to mitigate the effects of natural calamities.

The province of Lanao del Norte already has eight municipalities with fully functioning ERUs. This include the towns of Linamon, Kauswagan, Bacolod, Kolambugan, Tubod, Baroy, Kapatagan and Sapad. (LAR & VNL/ PIO-LDN)

The role of media in a free society It is the media that empowers citizens to make educated decisions in order to achieve democratic reforms in our society.

However, media still faces a series of challenges such as indifference from the private sector, especially the higher class, and an environment of continued mistrust between the government and the press.

Most government offices are reluctant to share their information with the press and the public. On this note, the government must develop guidelines for offices to deal on transparency issues with the media. We can only hope that increased transparenc y would dispel that mistrust.

Another challenge for the free press today, especially for media practitioners, is ethics and positive reporting. There is a scant opportunity for practitioners in joining

Editorial journalism training programs. When there are trainings and seminars, only the known ones or the experience journalists are being invited. Media organizations, or even in-house media outlets should develop training modules for the struggling and young journalists to help improve the standard of journalism.

Why do people wonder whether the news reports are accurate and trustworthy? It is not because they don’t really trust the present breed of journalists? Or there is a misconception on the supposed existence of unethical journalists.

Quality of the news and ethical standards are questioned by many because they thought that there are no adequate public redress or complaint sys-

tems. This is not true. For one thing, the Philippine Press Institute (PPI) the association of national newspapers, has its Press Council which entertains complaints against erring journalists or newspapers.

Another challenge is the amount of media coverage for minority areas such as indigents and marginalized sectors. There is a need to promote journalism in these areas.

The government has a reform strategy which is unacceptable to the journalists because it violates the freedom of the press which is enshrined in the country’s constitution and by-laws.

Two vital issues are at hand - the Freedom of Information Bill and Decriminalization of Libel.

Once these are settled, there will be more honestto-goodness appreciation of the journalist’s presence in a free society.

Christendom marked the beginning of this year’s Lent commemoration with last week’s Ash Wednesday celebration.

But many followers of Christ simply go into the motion of celebrating and commemorating each and every event associated with the Lenten season that is capped by the resurrection of Jesus without really trying to understand what is this season all about.

Of course, there are also scores of Christians who know and try to know the meaning and significance of Lent in their life and in the life of society. But this type of Christians could be insignificant in terms of their number since up to this time they still have not influenced the greater majority of Christ’s believers.

But what doe it means to be a Christian? Does being a Christian simply mean being affiliated through baptism by any of the numerous churches claiming to be a Christian church?

You know, even in the style of baptism alone there is already a whale of difference in the view of Christians about this sacrament.

Should baptism be through immersion or sprinkling?

Should it be undertaken when the one to be baptized is still an infant or an adult?

If baptism should only be for adults, what should be done with infants whose parents seek to have their children baptized at an early age?

These are just questions about baptism only that only widened the gap among Christian denominations instead of bringing them closer to unity which ironically is the prayer of Jesus.

Lent?

A deeper view Jesse E.L. Bacon II Now if in baptism there could not be a unified view among Christians, how much more when it comes to other teachings such as the crucifixion and resurrection of Jesus, teachings that are subject to so many interpretations depending on what is comfortable to the believer to embrace?

Given these few differences I mentioned about the Christians’ appreciation of their faith, can we expect Christianity to have an impact in the life of the individual and that of society? Or could this be the reason why until now, despite Christianity’s more 2,000 years of existence the world has remained shaped and guided by its own ways, ways that Jesus Himself said is contrary or anathema to God’s will and intentions?

This fierce battle between the varying doctrines about Jesus and His teachings will continue to divide Christendom unless we all just settle living out in our day-to-day life the two commandments that Jesus left, the commandment to love God with all our life and to love our neighbors as we love our selves.

The ability to love our neighbor, the person who is a victim of oppression and exploitation as illustrated by Jesus in the Parable of the

Good Samaritan, is only possible after we shall have loved God. If it is impossible for us to love our neighbor, it only goes to show that we don’t have the heart to love God. Love of neighbor is the causal result of our love for God not the other way around. So if we truly love God, then there is no way for us to evade loving our neighbor, the victim of oppression and exploitation in the mentioned parable.

Why did Jesus use the story of the victim of robbery as His answer to the query of the Scribes and Pharisees who is their neighbor after being told to love God and their neighbor as they love their own selves?

Jesus used that story because in this world there’s only the greedy and the victims of their greed.

The robbers are the greedy who employ force and violence to deprive their victim of the valuable things he has in his possession. And not content with simply depriving the victim of what rightly belongs to him, which is what exploitation is all about, the greedy robbers likewise stripped him of his clothes, mauled him and left him for dead.

The stripping of the victim’s clothes and the mauling were not necessary anymore

but the robbers still did those dastardly acts. This is what oppression is all about. Strip the helpless victim of his human dignity as a creature of God created in God’s image or likeness.

Jesus used this story because oppression and exploitation is a common occurrence in society. Workers paid pittance wages even if the company they are working for declares billions of pesos in net profit every year. These workers are exploited of their labor, their only valuable possession as humans, and stripped with their own dignity as humans created in God’s likeness when they are forced to live a life in penury while their greedy employers are enjoying life to the fullest and in wild abandon.

Since Jesus told the Parable of the Good Samaritan, the situation never changed.

In fact it is getting worse because nowadays the greed of the few robbers who own the means of wealth production is getting worse in its insatiability. This is best illustrated by the statement of the World Bank country director in the country that 78 percent of the 7.2 percent growth posted by the Philippine economy is only cornered and enjoyed by 41 Filipino families.

If we want this year’s commemoration of Lent be truly meaningful, let us start shaping our character toward loving God with all our life and our neighbors the way we love our selves.

The unlocked door

THINK a minute.

This is a true story about a young lady who got so tired of living with her strict parents that she ran away from home.

But the mother shook her head and answered gently: “My dear, from the day you left I’ve kept the door unlocked.”

You know, it does not matter to Jesus Christ what wrong things you’ve done or how badly you’ve lived.

The moment you decide to turn to Him and ask His forgiveness, He will always accept you and give you another chance.

Jesus is the One Who will enable you to start a new life all over again, but this time living His way with Him in charge.

He said that’s the only way you’ll ever have real love, peace of mind, and satisfaction that lasts.

DENR frees captured sea turtles

KABASALAN, Zamboanga Sibugay – After healed from injuries, two turtles were released here on Thursday, March 6, after accidentally being captured in fish cages by fisher folks.

A Green Sea Turtle and a Hawksbill Turtle were released by the Department of Environment and Natural Resources (DENR)-Sibugay Provincial Office after being retrieved last Feb. 16 at Barangay Conception in this municipality.

The Green Sea Turtle, which has an estimated weight of 10 kilos and 48 cm x 40 in length was injured on its right webbed clawed foot, while the Hawksbill, which has an estimated weight of 10 kilos, length of 45cm x 38 in length was in good health upon retrieval.

Roberto Ballon, one the fishermen who accidentally caught the turtles, immediately reported the incident to the DENR. Rudyard P. Pacas, Ecosystem Management Specialist of the DENR-Sibugay said in an interview with the Philippine Information Agency (PIA) DEED OF EXTRAJUDICIAL SETTLEMENT AND PARTITION OF THE ESTATE OF ORLANDO D. that the retrieval operation was part of the duties and responsibilities of the DENR to preserve wildlife species especially those that are on the verge of extinction.

“The DENR is compelled to retrieve at least 15 turtles a year, both marine and terrestrial turtles, because these species are an indicator that the environment and the ecosystem are balanced,” he said.

He explained the roles of the turtles in maintaining the balance of the ecosystem especially concerning jellyfishes which are abundant in most coastal areas in the province.

The DENR, he said, has been thankful to the residents and the local government units for their active participation in the government’s efforts to protect and conserve wildlife species.

“Our fisher folks are well informed on what to do if they accidentally captured an injured turtle. We are happy because our fisher folks are very active in the conservation aspect. AGADIAN CITY, Zamboanga del Sur – Three New People’s Army (NPA) rebels have surrendered to the government forces in the province of Zamboanga del Sur, a military official announced Tuesday.

Police arrest alleged triggerman in killing of judge in Zambo Z A M B OA N G A C I T Y – Police have claimed a breakthrough in the killing recently of a judge in the city with the arrest of the alleged hitman.

Senior Supt. Angelito Casimiro, officer-in-charge of the Zamboanga City Police Office, said Mohammad Alkhalidz Amisali was arrested along with two others in an anti-drug operation Sunday afternoon at Sunrise Driver, Barangay Talon-Talon, this city.

Casimiro said Amisali pulled the trigger on Regional Trial Court (RTC) Branch 14 Judge Reynerio

Estacio, Sr., who was killed last Feb. 28.

He said witnesses positively identified Amisali in a police lineup Monday.

Estacio was driving his car on the way to court together with his wife when allegedly shot by Amisali last February 28 at Narra Drive, Barangay Tugbungan, this city.

Estacio was rushed to the hospital but was declared dead on arrival by the attending physician.

His wife, Teresita, was left unharmed.

Casimiro said Amisali was one of the 11 people ac-

cused for a grenade throwing incident last October 10, 2012 that was being heard by Estacio.

The police official said he believed this was the reason why Amisali killed Estacio, although Amisali and two other suspects were released for insufficiency of evidence.

The main target of the grenade attack, a female hotelier, and her woman companion, were unscathed while a cigarette vendor and a jeepney passenger were wounded.

Casimiro said Estacio rejected during a court

hearing last February 27 the petition for bail filed by the remaining eight accused.

Casimiro said one of the eight accused agreed to turn state’s witness during the same hearing which further strengthened the case against the suspects.

“The turn of events triggered the February 28 killing of Judge Estacio,” he explained.

He said the Special Investigation Task Group Estacio was continuing its investigation to identify the mastermind of the incident.

Sibuco town is first recipient of OPA’s animal dispersal

DIPOLOG CITY – The provincial government of Zamboanga del Norte through the Office of the Provincial Agriculturist (OPA) headed by Celsa Gayapa distributed farm animals to five barangays of Sibuco town recently.

The recipient-barangays were Lintangan, Pasilnahot, Jatian, Puliran and Culabuan.

Joel M. Ventura, barangay chairman of Lintangan, expressed his gratitude to the provincial government after receiving six goats, two bags of corn seeds and different kinds of vegetable

seeds.

“This agricultural assistance from the provincial agriculture will be a big help to the livelihood of 7,300 residents of this

barangay,” Chairman Ventura said.

Livelihood promotion is one of the advocacies of Governor Roberto Uy spelled out in his nine-

point agenda in order to help the poor especially the farmers raise their income.

Each recipient-farmer has to take care of the animals (goats, cows or carabaos) loaned to him and have them multiply so that the offspring can be also loaned out to another farmer-beneficiary in the neighborhood.

The other programs pursued under Governor Uy’s 9-point agenda include peace and order, infrastructure, good local governance, fishery, livestock, health, nutrition, social welfare and development and realistic environmental protection.

Signature drive on Duterte for President gets 800,000 hits

AVAO CITY - The signature campaign urging Mayor Rodrigo Duterte to run for president come 2016 has garnered more than 800,000 signatories here in Davao City alone.

Next month, organizers of the signature campaign said they will embark on a region-wide campaign to show to Duterte that he has the support of the people if he decides to seek the highest position.

Even Bureau of Internal Revenue (BIR) chief Kim Henares admitted that Duterte has got what it takes to become a good president with his successful stint as mayor of Davao City.

In her visit to Davao City

last Friday, Henares said that if Duterte can bring the discipline of Davao City to the whole country, most of the Filipinos will be happy.

The signature campaign dubbed as “Pilipinas Duterte 2016 Movement” was started last month by some barangay captains. They aim to gather at least one million signatures to convince Mayor Duterte to run for president.

But Duterte dismissed

the campaign saying that he is resolved into not seeking the highest position in the land.

He said that he needs at least P15 billion to effectively run a presidential campaign and win it.

Duterte said he does not have that much money and even if his supporters could come up with that amount, he still fears what would happen to him after his term as president. (PNA)

Team Rody to join Araw cycling challenge THE newly-formed Mayor Rody Duterte Cycling team will be seeing action in the Mayor Rody & Vice Mayor Pulong Duterte Cycling Challenge slated on March 15 and 16 in separate routes.

The team is composed of elite riders Dexter Nonato and Roderick Donillo plus six 23 Under bikers Darrel Echavez, Jumar Bacharda, Eric Dhave Apinar and Reymart Legasan.

Batang Pinoy National Games gold and silver medalist Brylle Chavez Cocjin, 14 and Jason Caseres, 15, also both members of Team Rody will compete in the 18 Under division.

Two other members Ruben Pilapil and Charlito Esparar, both 33, will compete in the individual category.

Team Rody previously emerged team champion in the Padyakan sa Pasko held last December 22 in Barangay Ma-a.

The Mountain Bike Cross Country Race will start and finish near the Maa firing range while the Road Race will start and end at the SM Ecoland West.

The two-day event is organized by the Davao City Sports Consumer Cooperative and

The MTB cross country will have categories in the Junior (18 under) and the 23 under only, while the Road Race has categories in the team and Junior (18 under) “Each team in the road race shall be composed of only one or two elite riders plus three to four 23 under those born 1991 for a maximum of six riders,” said organizer Salvador “Jun” Paholio Jr., deputy secretary general for Mindanao of Philcycling.

Bambi lauds DWPH-10

Misamis Oriental Governor Yevgeny Vincente B. Emano lauded the Department of Public Works and Highways regional office for topping the list of most number of projects implemented for the month of January this year.

“This is commendable since DPWH-10 has always been in the frontline when it comes to infrastructure services not only in the province of Misamis Oriental but in the region as well,” Gov. Emano said.

Gov. Emano also emphasized the agency’s help in the early repair of the damaged embankment approach of Mambayaan bridge in the municipality of Balingasag at the height of tropical storm Agaton, sometime December last year.

Voting 21-0 with no abstention, the Senate on Monday passed on third and final reading Senate Bill 1733 or the Freedom of Information Bill.

The bill entitled “An Act Implementing the People’s Right To Information And The Constitutional Policies of Full Public Disclosure and Honesty in the Public Service” requires mandatory posting by the government agencies in their official websites of the Statement of Assets, Liabilities and Net Worth of officials with salary grade 26 or higher.

Aside from government agencies, members of legislative branch are also mandated to automatically upload their SALN in the websites of both the Senate and the House of Representatives.

“This measure will arm the public with the tool to scrutinize government transactions to ensure the highest interests of our people and the country,” Senator Grace Poe, chairperson of the Senate committee on public information and mass media, said.

Among the amendments to the FOI bill are the tightening of the provision on personal privacy and sensitive personal information by defining its parameters.

Poe said the measure aims to eliminate corruption in the bureaucracy by opening government transactions to the public and holding government officials accountable for their actions.

Poe said studies showed that graft and corruption were minimized in countries with strong Freedom of Information law.

Graft convictions In the United States for instance, she said, the number of graft convictions nearly doubled in the first three to eight years after the FOI law was strengthened.

According to Poe, 94 nations have already enacted their own FOI legislation while another 53 countries are in the process of ratifying their respective FOI laws.

“The FOI will not only prevent graft and corruption but more importantly, our citizens will learn to get involved and participate in government matters,” Poe

said.

Exemption Poe said the FOI bill also provides exemption to information that would jeopardize national security, foreign relations, law enforcement operations, trade and economic secrets, individual’s right to privacy, privileged information as considered in judicial proceedings or information made in executive sessions of Congress and those that are covered by presidential privilege.

These exemptions however, she said, shall not be used to cover up a crime, wrongdoing, graft or corruption, or other illegal activities.

The Senate version is a consolidation of 12 bills, including the indirect petition of the advocacy group Right to Know, Right Now! Coalition.

House version Poe, main sponsor of the bill, is also hoping that the House of Representatives will keep its promise to work on its own version right after the passage of the bill in the Senate.

Recently, House Speaker Sonny Belmonte made commitment to pass the House version of the FOI bill within the 16th Congress.

“For me, that’s already a big development,” Poe said.

Poe said several groups are already asking Naga City Rep. Leni Robredo, wife of the late Interior Secretary Jessie Robredo, to sponsor the House version.

The bill was approved in the 14th Congress but the House of Representatives failed to ratify it on the final day of session due to lack of quorum.

The measure was filed 44 times by different legislators from thee ninth to the present 16th Conress.

Ayala Corp. profit up 22% in 2013

P

hilippine conglomerate Ayala Corp. on Tuesday said its profit expanded 22 percent last year, driven mainly by the robust performance of its real estate and banking businesses.

In a statement to the Philippine Stock Exchange (PSE), Ayala Corp. said it booked a net income of P12.8 billion in 2013 from P10.49 billion the previous year.

Ayala’s core net income jumped even higher by 28 percent to P14.8 billion without the impact of the accelerated depreciation from its telecommunication unit’s network transformation initiatives.

Its strong earnings performance was driven by equity earnings primarily from its banking and property units as well as electronics and business process outsourcing.

“We are encouraged by the strong performance across our business units as they reap the

benefits of the aggressive growth strategies they started a few years back. In turn, we have also been able to optimize earnings and value at the parent level as we continued to rebalance our portfolio and adjusted our ownership, particularly in our banking and water units, over the past year,” Ayala Corp. president and chief operating officer Fernando Zobel de Ayala said.

Bank of Philippine Islands (BPI) posted a 15-percent gain in net income to P18.8 billion on higher interest income on the back of a 21-percent growth in the bank’s loan portfolio.

Ayala Land Inc. (ALI) booked a record net income of P11.7 billion in 2013, up by 30 percent, bolstered by double-digit revenue growth and stable margins across its business segments.

ALI recorded P81.5 billion in total revenues, as its property development, commercial leasing and construction businesses

continued to post gains.

Core net income of Globe Telecom rose 13 percent to P11.6 billion, driven by consolidated service revenues of P90.5 billion.

Manila Water Corp.’s net income expanded slightly by 5 percent in 2013 to P5.8 billion, attributable to higher billed volume in the East Zone and increased contribution from new businesses which include operations in Laguna, Boracay, Clark and Vietnam.

Its elec tronics business, Integrated Microelectronics, Inc. (IMI), nearly doubled its net income in 2013 to US$ 10.5 million due mainly to business expansion in Europe and the Philippines.

we are optimistic we can sustain double-digit earnings growth through 2014,” Zobel added.

In 2014, the Ayala Group earmarked nearly P190 billion i n c apit a l e x p e nd itu re s to continue its investment programs in its real estate, banking, telecommunications and water businesses as well as to ramp up its new businesses.

Bangsamoro development plan kicks off THE quest for peace and development in Mindanao gets a major boost with the formulation of a plan that aims to promote inclusive growth, stability, and help create jobs in the Bangsamoro areas in the next six years.

The government along with the World Bank have kicked off the Bangsamoro Development Plan (BDP) that will provide a short and medium-term development strategy by identify investments and programs in the region from 2014 until 2020.

The planning process is spearheaded by the Bangsamoro Development Agency (BDA).

Saffrullah M. Dipatuan, BDA chairman said the Bangsamoro plan will play a crucial role in the establishment and success of the region, adding that planning for rehabilitation, recovery and development is being conducted with peace-building among the key objectives.

“Through extensive consultations, the BDP will set the strategic direction for the new Bangsamoro government by identifying potential areas for investment, private sector promotion, and cooperation with other regions in the country,” Dipatuan said.

“We therefore acknowledge with a sense of gratitude the timely assistance extended under the Mindanao Trust Fund and by other development partners, without which our aspiration to formulate the plan for the Bangsamoro will remain a dream,” he added.

The planning process for the BDP is funded by the $540,000 grant from the Mindanao Trust Fund (MTF) administered by the World Bank, which started in 2006 and under the $28-million multi-donor facility for conflict-affected areas of Mindanao.

Reflecting on the launch of the BDP planning process, Motoo Konishi, World Bank country director said that the crafting of the Bangsamoro Development Plan will help strengthen confidence in the ongoing peace process.

“The plan will outline strategies to build legitimate institutions to help foster a sense of security among communities, get more children back to school, provide justice and create jobs. This is in line with global lessons on how to successfully address the roots of violent conflict,” Konishi said.

The BDP is supported by a broad range of development partners, including the Japan International Cooperation Agency, Asia Foundation, International Organization for Migration, and members of the United Nations country team including the United Nations Children’s Fund.

Likewise, the program is supported by the United Nations Development Programme, World Food Programme, United Nations Educational Scientific and Cultural Organization, United Nations High Commissioner for Refugees, and the International Labor Organization.

Government agencies supporting the BDA in the formulation of the BDP are the Office of Presidential Adviser on the Peace Process, National Economic and Development Authority as well as the Mindanao Development Authority.

The Departments of Health, Agriculture, Social Welfare and Development, Education, Public Works and Highways and Environment and Natural Resources and the Autonomous Region in Muslim Mindanao also support BDP. The BDA has been operating for more than 10 years. Since its creation on June 2, 2002, it has mobilized Bangsamoro professionals and volunteers to assist in development and humanitarian work in conflict-affected areas of Mindanao.
