Davao City needs P4M for ads on revised ordinance

AVAO City - The city may have to spend around P4 million for the publication of its amended zoning ordinance, according to the chair of the city council committee on housing. Councilor Bernard Alag said local newspapers can start bidding for the publication as soon as the supplemental budget is approved by this month. Al-ag’s pronouncement came amid the pending approval by the city council of four items concerning the reclassification of around 30 hectares of land in Barangays Indangan, Catalunan Grande, and Tacunan. The request for reclassification was filed by Mary Ann Chua, assistant general manager for operations of 8990 Housing Development Corporation and developer of Deca Homes. The city council had scheduled the reclassification of the properties on Tuesday (Sept. 2). The items were approved on second reading last week. In an interview Monday at the sidelines of the Kapehan sa SM, Al-ag said the council is not yet bound by the amended zoning or-

dinance since the item has not been published. But he said the properties being reclassified “fall into the requirements of the amended ordinance.” The reclassification request by 8990 asked the city council to rename light agricultural and light industrial areas into high- and medium-density residential areas at the said properties. An ordinance needs to be published in a newspaper of general circulation and posted at conspicuous public places before it can become effective. The amended zoning ordinance freezes all reclassification within the city from 2013 to 2036. “The new ordinance is not yet in effect because of a lack of publication,” Al-ag said. “But we cannot impede development just because of the publishing. We gave them the authority to reclassify the property so they can start the development.” The councilor said that even with the approval of Mayor Rodrigo R. Duterte and the concurrence of the Housing and Land Use Regulation Board of the ordinance, along with the

Comprehensive Land Use Program, it could not take effect without a publication. Al-ag added that last Friday’s meeting on the supplemental budget with the Local Finance Board included an item for the

publication of the ordinance. The winning newspaper, according to Al-ag, would be required to publish a special edition issue that would contain all the text of the document.

“Newspapers can already bid on the publication and publish the document in October once the supplemental budget is approved hopefully by September,” he said. Last year, environment

groups asked the city council to immediately pass the amendment as it defined buffer zones along the city’s rivers that would not allow development for the period prescribed by such amendment. (MindaNews)

1,189 farmers receive land titles in Bukidnon

M alaybalay C it y, Bukidnon -- During the 100th Foundation Day Celebration of Bukidnon, the Department of Agrarian Reform and the Provincial Government of Bukidnon headed by Hon. Governor Jose Ma. R. Zubiri distributed 309 Certificates of Land Ownership Award (CLOA) covering 2,034.1841 hectares of agricultural lands to 1,189 agrarian reform beneficiaries (ARBs). Held at the Kaamulan Grounds in Malaybalay City, the CLOA distribution was one of the highlights that capped the month-long Kaamulan Festival this year. With the awarding of the CLOA, the farmers

are now transformed into new landowners with bigger and more challenging responsibilities on the land awarded to them. During the occasion, Provincial Agrarian Reform Program Officer II (PARPO ll) Julio C. Celestiano, Jr. stressed the significant role of the ARBs and other small farmers in eradicating hunger and in reducing rural poverty in the countryside. He added that as the world celebrates the International Year of Family Farming this year, the DAR would like to emphasize the major role of the small farmers in the global food security through their efforts and participation in small-

GENERAL SANTOS CITY – For the third time within 23 years, this city hosted again Monday the Mindanao Business Conference (Minbizcon), and this time, officials underlined the island’s contribution to the national economy. General Santos hosted the Minbizcon in 1995 and 2007, themed “Mindanao Resources Integration and Opportunities” and “One. Global. Filipino: Turning Big Challenges Into Best Opportunities,” respectively. reality in 2015 when ASEAN member countries integrate their economies into one ASEAN community to make it more globally competitive.” For Mindanao, which plays a big role in the nation’s economy, the opening of a single ASEAN market and production base characterized by free flow of goods, services, investment, capital and skilled labor pose tremendous opportunities, he said. Aquino also expressed confidence that more direct investments will come to the island, and that globally competitive industries will be established in the area that will spawn more business activities, provide employment opportunities to the people, increase the region’s productivity, and drive economic growth. The President was supposed to personally address the hundreds of conference participants that include representatives from Malaysia and Indonesia.

In her presentation later Monday afternoon, Antonino also stressed that Mindanao’s competitiveness plays a critical role in its contribution to the national economy. MALAYBALAY City––Interior and Local Government Secretary Mar Roxas vowed to support the all-out war policy of Bukidnon Governor Jose Ma. Zubiri Jr. against illegal drugs. Roxas, who was in Bukidnon province on Sunday morning to facilitate the launching and turnover of the Comprehensive Local Integration Policy (CLIP) livelihood assistance to 66 former communist rebels who surrendered to the government in May this year, told Zubiri to report to him non-performing policemen. In his speech, Zubiri even warned the rebel returnees not to use the money to plant Marijuana. “Ayaw gyud ninyo gamita kining kwarta aron magtanom og Marijuana kay sigurado nga mapriso mo,” he told the 66 rebel returnees who received P50,000 from the provincial government of Bukidnon. Aside from the P50,000 which Zubiri pledged to give, the government through its CLIP has also allotted P65,000 for each of the 66 former communist rebels. The governor described the rebels returnees as jobless, and that some of them do not even have a formal education. He admitted that the provincial government cannot give the rebel returnees the needed jobs. The least, he said, that the rebel returnees can do are to plant agricultural products such but not “Marijuana.” Meanwhile, Zubiri urged the government to open the line of peace with the Communist Party of the Philippines-National Democratic Front (CPP-NDF). The governor even asked Roxas to relay his message to President Benigno Aquino III. He said that to achieve lasting peace, the government should pursue the stalled peace talks with the communist rebels. “Let us start talking peace and we can start it here in Bukidnon,” added Zubiri. Zubiri even challenged the communist guerrillas to talk peace with the government. “If they can hear me, I offer them my hand of peace,” said the governor.

Restoring peace via organic farming in Lanao By Oliver Badel Inodeo KAUSWAGAN, Lanao del Norte––Tingintingin, a hinterland barangay seven kilometers south of this municipality, is the home to farmers who devote to organic farming in northern Mindanao. This village is used as a war field between government troopers and the Moro Islamic Liberation Front (MILF). Years of armed conflicts pummeled this community, especially during the all-out war declaration against MILF of former President Joseph Estrada in March 2000. But, this war-torn village has evolved into a vast plantation of rice, corn and

peanuts. Christians and Muslims alike agreed to till their lands using techniques to achieve good crop yields without harming the natural by not using synthetic fertilizers and pesticides. Geraldine H. Fortun joins her Maker at 78

UTUAN City - Mrs. Geraldine Hernandez Fortun, a senior citizens advocate, joined her Maker last August 28, 2014 at the age of 78 in Quezon City. She died in her sleep. Mrs. Fortun was board member of Quezon City Senior Citizens Association Federation, and President of Senior Citizens Association of Barangay Bagong Pag-asa, Quezon City, sometime in 2001-2007 when her son, now Agusan del Norte First

BUTUAN City - Tied with the long time advocacy to stop dengue, the Department of Science and Technology (DOST) – Caraga intensified its Ovicidal/ Larvicidal (OL) Trap deployment from to identified elementary schools in all municipalities of the region. OL kits composed of organic pellets, solution containers and wooden sticks were prioritized in the distribution. “So far, as of today, there is still no found medicine to cure dengue,” said DOST Caraga assistant regional director and OL trap project coordinator Ricardo Varela. “Concerned agencies are extending efforts to find solutions that will help the community lessen the threats of dengue,” he added. Through technology innovations, Varela said these OL Traps installed in schools will be of big help in reducing the population of dengue carrying mosquitoes. “However, we are encouraging you to set up and monitor these traps religiously, to solve the problem on rapid reproduction of mosquitoes. Cooperation is highly emphasized,” Varela reiterated during the recently concluded briefing for teachers and school representatives. OL Trap is a cost effective and natural technology that works in the prevention of the next generation mosquitoes from reaching adulthood, thus curbing the dengue-carrying mosquito

population. It includes three important parts: a black container, a small strip of lawanit, and organic pellets as larvicide. Proven, black cans attract mosquitoes – thus the trap invites them to lay eggs on it. In here, eggs will either be trapped in the lawanit paddle or find its way into organic solution, where they are killed before transforming into adults. Implementing teach-

Police destroy slot machines in Zamboanga City

ZAMBOANGA CITY – Mayor Ma. Isabelle Climaco-Salazar and local police director Senior Supt. Angelito Casimiro led Monday the destruction of 114 slot machines in full public view in this city. The slot machines were destroyed in front of the City Hall after Monday’s flag raising ceremony of the city government employees. Casimiro said in an interview the slot machines were seized in the antiillegal gambling operations they have conducted from June until August. Casimiro said they also turned over to the city treasurer’s office some P3,300 coins confiscated together with the slot

machines. “We will continue and sustain our campaign to stop all forms of illegal gambling,” Casimiro added. He disclosed they have so far confiscated and destroyed a total of 249 slot machines since January this year including the 114 units destroyed Monday. He said the first and second destructions involved 60 and 75 units of slot machines, respectively. ZAMBOANGA CITY - In consonance with the ISO certification of the Zamboanga City Medical Center (ZCMC), the governmentrun hospital crafted a clearcut policy on media relations. ZCMC Chief Administrative Officer Violeta Mangaso said a meeting with members of the Zamboanga Press Club was conducted recently to discuss the said hospital policy to the media. Mangaso said the policy provides guidance to both ZCMC and the media in the release of information about the patient. “It is our primary concern that the patient’s right is not put into jeopardy or is not violated,” Mangaso emphasized. Mangaso said the policy on media relations uphold the right, dignity, privacy, confidentiality and consent of the patient with regard to giving information to media or an interview. Mangaso asked the understanding of the local media that before an interview [with the patient concerned] is granted, the Public Assistance and Customer Care Unit (PACCU) shall present the request [of the media] to the patient and his/her family including the attending physician/head nurse on duty regarding the interview, if the patient or the latter’s family give the consent needed through signing the consent form, then the interview now may proceed. A PACCU representative shall accompany the media personnel. She also said all media interviews, photography or video tape sessions with

patients must be coordinated with PACCU during office hours. In case of inquiries during evenings, weekends and holidays, the Senior House Officer on duty is the authorized spokesperson to media queries. The chief administrative officer said PACCU staff member should at all times accompany the media during the duration of his “transaction” (interview, taking photos or video). Mangaso, however, clarified that media access may be denied in cases where media presence would aggravate the patient’s condition or interfere with appropriate clinical care. “After the patient is discharged, the hospital is no longer in the position to disclose information about the him/her,” Mangaso further explained. Mangaso clarified that although ZCMC is viewed as a public service institution, medical information is not an open public record. “There are rules to follow and policy to respect,” she said.. “Only ZCMC-accredited media men shall have access to the hospital and patients,” she said. “To be accredited, their managers/station managers, editor in chief shall write us and enumerate the names of their reporters or writers that they want us to accredit,” Mangaso explained. She said, those who will be accredited shall be issued an ID. ‘The ZCMC will set up a media center where the media can hangout as they do their stories or after a coverage. THE UAAP of ARTS! MyPhone creates a new arena for school rivalry

In a time when school supremacy has come to be dictated by sports, MyPhone creates a new arena for school rivalry—the canvas. This year and for the first time, the mobile phone giant known for being a champion of Philippine culture and heritage presents My Art Competition—a series of competitions that will scour local universities far and wide in its quest to honor and bring to fame the finest group of students in the field of Fine Arts. The first leg of the art competition is the oil painting division. Aside from artistic flair, the contest requires from its participants a lot of teamwork and school spirit. City Council to review CDO Revenue Code

CAGAYAN de Oro City - The City Council will review the city’s existing Revenue Code here to be able to cope with the economic demands of the time, a city official said on Monday. Vice Mayor Caesar Ian Acenas said that the members of the local legislative body will put on the agenda the exact date for the joint meeting during the regular session Monday. He said that City Councilors Prexy Elipe, chair of the committee on finance, ways and means and Edna Dahino, of

the committee on trade, commerce, and cooperatives, would review the city’s 2003 revenue code for possible amendments. Elipe said that the title of the revenue code would remain while its provisions would be subjected to discussions, observations, and recommendations by various stakeholders. Low-cost and innovative machinery and technologies designed to make farming more efficient and productive are now available to Filipino farmers through the Department of Agriculture’s farm mechanization program. Agriculture Secretary Proceso Alcala said the partnership of the Philippine Center for Postharvest Development and Mechanization (PhilMech) with the Department of Science and Technology (DOST) has paved the way for the introduction to farmers of useful technologies that

would increase efficiency, reduce postharvest losses and lowers cost of production in the long run Alcala said that among these are the compact corn mill, coco water pasteurizerchiller and harvesters and planters that could be simply attached to tractors. The compact corn mill can process up to 250 kilos per hour while the coco water pasteurizer-chiller can aseptically extract and chill coco water. “Sa Kabisayaan at Mindanao, sobrang ganda ng pagtanggap nila dito,” Alcala said of the farmers’ response to new corn postharvest technology, which costs

around P300,000 based on PhilMech computations. He said the DA’s National Corn Program has been distributing several units of this equipment to farmer groups in key production areas nationwide in support of their ongoing expansion. As to the coco water pasteurizer-chiller, Alcala said the technology presents an opportunity for coconut farmers to earn more, as they can now profit from a by-product that is usually being thrown away. SM Prime ups retail bond issuance to P20 billion S trong demand for SM Prime Holdings’ (SM Prime) initial retail bond offering made the company hike to PHP 20 billion from PHP 15 billion its issuance Monday. In a disclosure with the Philippine Stock Exchange (PSE), the company said the offering received strong response from individuals, banks, investment funds, pension funds, insurance companies, and corporates.

”The strong market response prompted the joint issue managers and joint lead underwriters to exercise the company’s oversubscription option,” it said. The bond, which were offered from August 13-22, 2014, are composed of a six-year bond with a yield of 5.1000 percent, seven-year bond with a yield of 5.2006 percent and 10-year bond with a yield of 5.7417 percent. The Philippine Rating

Services Corporation (PhilRatings) earlier gave these bonds respective ratings of PRS Aaa, the highest from PhilRatings, indicating that the bond has the highest quality with minimal credit risk. BDO Capital & Investment Corporation and First Metro Investment Corporation (FMIC) served as joint issue managers and joint bookrunners for the issuance.

These two along with BPI Capital Corporation and China Banking Corporation (China Bank) were also tapped as joint lead underwriters. The other underwriters for the bond are Land Bank of the Philippines (Landbank), Philippine Commercial Capital Inc., PNB Capital and Investment Corporation, RCBC Capital Corporation, and SB Capital Investment Corp. Abad vows faster government spending in second half of ‘14 MANILA -- The government’s spending performance in the first half of 2014 remained below expectations but Budget and Management Secretary Florencio Abad vowed its improvement in the second

half of the year. In his speech during the opening of the two-day regional Good Governance Dialogues at Crowne Plaza Manila Galleria in Quezon City Tuesday, Abad admitted that the government

still have lots of things to do to fully maximize the budget. Abad cited that the zero-based budgeting and open government system have enabled the Aquino government to address corruption and use the budget to social protection-targeted programs, among others. As of last July, government spending rose by six percent year-on-year to P 1.16 trillion against the P 1.1 trillion same period in 2013. Revenues posted a faster growth of 12 percent to

P 1.1 trillion over year-ago’s P 984.1 billion. The slower growth in spending was attributed partly to some government agencies’ slow usage of their budget to finance identified programs particularly on putting up of the necessary infrastructure. ”We will try harder in the third quarter. I’m confident that all these changes will lead to that,” Abad said referring to the government’s bid to hit infrastructure spending to about five percent of gross domestic product (GDP) by 2016. BOC 7-month revenue collection grows 18% MANILA -- Revenue collection of the Bureau of Customs (BOC) in the first seven months of 2014 grew by 18 percent or Php203.86 billion year-on-year. In a statement, the bureau said that the growth was posted from January to July this year, due to the continued improvements in valuation as well as a marginal increase in the volume of imported goods. Likewise, the collection for July reached P30.46 billion, or an increase of nine percent (9%) over the same month in 2013. The import volume and revenues of Port of Manila and the Manila International Container Port, average daily collection improved to P1.44 billion, versus P1.2 billion in July 2013 despite operational disruptions brought by Typhoon Glenda and port congestion. Importation of finished petroleum products, which accounts for about 17% of total revenues, grew 34.5% year-on-year in July 2014, primarily due to an increase in imports of diesel and liquefied petroleum gas (LPG). But, the average value

was down 18.5%, consistent with global market trends for oil prices. Crude oil imports, which is 11 percent of the BOC’s total revenue, also expanded 20%. On the other hand, importation of motor vehicles, which account for a 15% share of total BOC collection, expanded 22% on increasing demand for cars. The importation of food items; iron and steel products; as well as electrical machinery and equipment also contributed to the revenue growth. Meanwhile, revenues from Luzon ports, which include Batangas, Subic and Limay, grew an average 26%, while those in the Visayas and Mindanao posted average revenue collection growth of 18% and 11%, respectively, as a result of the economic expansion in Cebu and Davao. In Metro Manila, the Port of Manila, Manila International Container Port and the Ninoy Aquino International Airport—which account for the lion’s share of total BOC revenues—revenues were flat year-on-year despite the continuing congestion at the ports. Consequently, the company’s listed outstanding shares have been affected because of the transaction. It has increased from 5,521,871,821 to 5,532,629,077. Currently, AEV is allowed to sell a maximum of 50 million shares. With the latest transaction, the remaining treasury shares, which were approved to be sold, are lessened to 39,242,744.

It is apparent that the administration would like to cash in on the two developments to prove its able stewardship of the economy. For how can these local business tycoons increase their net worth if the country’s economy is in shambles? The announcement that the GDP posted such a growth in the second quarter is nothing but brag.

Kindly observed the public utility jitneys speeding in the city’s downtown areas, especially at Plaza Divisoria. Watch those jitneys cutting through right lanes and parking doubly while picking up passengers under the very noses of traffic enforcers. What gives? These cretins are the country’s best “pedestrian

lane enforcers”- they are not traffic enforcers! Did anyone hear of a photo enthusiast who was accosted by a traffic enforcer or pedestrian lane caretaker with alleged violation of the anti-jay-walking law? The poor guy reportedly took photographs during the fiesta revelry a week ago. Hearing the story made my stomach ache laughing. I have the naughty thoughts that, perhaps, the photographer does not look like one foreign correspondent or a tourist who was enjoying the street presentation while taking photographs.

scandalous. What does this mean in real world term? It means that the economic plan of the Aquino administration does not include the majority to alleviate their condition. It is an economic plan designed to benefit a few only and they are those who landed in the Forbes magazine as part of that elite group called the world’s billionaires. The task of every government is to see to it that the economy is vibrant, meaning it is able to give work to the majority of the populace with decent income that is enough for their needs. In that story, the woman was caught red-handed in an adulterous act, and was brought before Jesus to be condemned. Yet, Jesus refused to condemn her, and laid down the rule that our lawmakers must seriously consider now: he who has no sin can cast the first stone. -oooWANTED: UNTAINTED FILIPINOS WHO HAVE THE SPIRIT OF GOD: Yes, who among our lawmakers and all other politicians in this present society of Filipinos has no sin? is something terribly wrong with the economic program of the Aquino administration. Why it is not seriously addressing poverty, no one knows. I was able to attend last week the lecture given by former national treasurer Leonor “Mana Liling” Briones during the annual church workers convocation of the United Church of Christ in the Philippines held in Silliman University in Dumaguete City about the national budget. It was in her lecture that I realized the government is not really serious in alleviating the poor condition of about 25 million of our countrymen. The truism of the saying that where your heart is, there your wealth is also is very much deducible

from the national budget now being crafted in Congress. Did you know that of the total proposed budget only one fourth of it can be scrutinized by the legislators? And ironically the scrutiny is more focused on how much they can wangle for their own districts and never on why this much is only allocated for programs and projects directly benefitting the people? Just think of this. Of the total national budget, a little over 61 percent will go to Luzon. A little over 20 percent is allocated for Mindanao. And a measly 18 percent is allocated for the Visayas. Why did the members of the House of Representatives coming from the legislative districts

in these areas allow this anomaly is something we should ask them to explain? But since they are not being asked to explain by the very people from whom they owe their mandate, they just allow this anomaly to happen. This leads me to ask if the legislators we send to the Lower House really know their job or do they endeavor to truly know what their job is. PHL T-bill rates down

ANILA -- General drop in the rate of the government’s Treasury bill (T-bill) prompted the auction committee of the Bureau of the Treasury (BTr) to make a full award across the board Monday. Rate of the benchmark three-month bill went down to 1.24 percent from 1.37 percent during the auction last August 4. Rate of the six-month paper stood at 1.65 percent. Last month, the auction committee did

not award this tenor but its rate last July is lower at 1.51 percent. The one year paper’s rate slightly went down to 1.864 percent from the previous month’s 1.869 percent. The BTr offered a total of P20 billion worth of debt papers with the three-month paper for P8 billion and the six-month and one-year paper at P6 billion each. Demand was high for the shortest tenor after bids reached P25.542 billion. Tenders for the

six-month paper were more than twice the offering at 15.6 billion while it reached P22.685 billion for the one-year bill. In a statement, the BTr said “the Committee decided to accept all bids for all tenors given the average rates were well within secondary market trading levels.” Relatively, Auction Committee member and Finance Undersecretary Gil Beltran said they decided to made a full award after noting that rates offered by the

banks was “within the secondary market rates.” He attributed the drop in the rates to investors’ confidence on the government’s capacity to pay its liabilities. “It means that investors have full faith in NG (national government) as a borrower,” he said. Increase in the interest rates of government debt papers failed to sustain its rise and Beltran noted that “so far the desire to push rates up hasn’t appeared yet.” (PNA)

The sub-regional grouping also aims to harness private sector leadership in initiatives to promote cross-border investments and improve connectivity. This year, trade and economic ties between Mindanao and Indonesia are expected to get stronger with the anticipated opening of the Davao-General SantosTahuna-Bitung sea route which operationalized shipping services between two focus areas in BIMP-EAGA. An agreement to operationalize the shipping service was sealed in Jakarta in May this year by the representatives of the Indonesian shipping line PT Kanaka, the North Minahasa Chamber of Commerce of Indonesia, Philippine-based cargo company ARREE Freight Express and the Davao City Chamber of Commerce. PT Kanaka will provide shipping services to the route with its conventional cargotype vessel with a 120 TEU

capacity. ARREE Freight Express on the other hand will handle the cargo consolidation requirements for the shipping route. “BIMP-EAGA has already provided the building blocks for Mindanao, by establishing cross border connectivity, socio-cultural exchange, and trade harmonization policies,” said Antonino. In a related development, Antonino also said “the international trading prospects for Mindanao remains bullish and promising, especially with the recent designation of the General Santos Economic Zone (GEZ) as a special economic zone.” Signed last month, the Proclamation No. 820 designated 47 hectares of land as a special economic zone, which is seen to attract more investors to the city. The new facility is seen as an entry point for investments from the neighboring EAGA and ASEAN member

countries. It is currently the largest industrial economic zone in South and Central Mindanao. The GEZ offers income tax holiday to potential investors for four years (extendable up to eight years), including export taxes exemption, 100 percent ownership of enterprise, among others. “Developments like these make it easier for us to position Mindanao as a single integrated economy that is able to leverage and participate in various international markets, and this should be the direction of the policies to endorsed in this year’s MinBizCon,” said Antonino. With a theme “Growth beyond convergence,” the 23rd Mindanao Business Conference being held from September 1 to 3 aims to position Mindanao as a key player in the BIMP-EAGA sub-economic region as it moves to its greater participation in the AEC. He said that as part of the farm mechanization program, the DA supports the formation of landless rural workers as farm service providers (FSPs) who are then trained to operate machineries for land preparation, harvesting threshing

and drying. “When ready, they are provided with their own equipment so they could enter into service agreements with landowners themselves,” he said. Alcala said some of these organized FSPs have already been providing services to their communities, such as the Kaunlaran sa Balubaran Lingap at Katagumpayan in Laur, Nueva Ecija; farmers in Barangay Dikildit, Maria Aurora, Aurora; and Amucao Seed Growers AgroIndustrial Cooperative in Tarlac City. Alcala has constantly maintained that labor cost is one of the biggest contributors to high cost of production, followed by the cost of money or the steep interests farmers incur for their loans and the excessive profits that traders add to the cost of farm inputs. “Mechanization helps reduce the cost of labor, which is why the government is investing in the continuous development and provision of farm equipment and other postharvest

technologies to boost the country’s farm mechanization level that is considered among the lowest in all of Asia,” he said. “For this year alone, the DA has earmarked PHP 4.16 billion for agri-fishery machineries, equipment and support services under the 2014 national expenditure program,” Alcala said. A 2012 study by PhilMech revealed that the country’s farm mechanization level was at 2.5 horsepower per hectare (hp/ha) for rice and 1.23 hp/ha for all crops. Japan leads Asia in mechanization with 7hp/ ha, followed by South Korea (4.11 hp/ha) and China (4.10 hp/ha). Southeast Asian neighbors Thailand and Vietnam likewise enjoy higher mechanization rate across all crops at 2.7 hp/ha and 1.56 hp/ha, respectively. “By 2016, the DA targets to raise the farm mechanization level in the Philippines to at least 4 hp/ha for rice and 2.3 hp/ha for all crops,” Alcala said.
