Lawmaker: BBL is basically federalism with another name

CAGAYAN de Oro City–– Rep. Rufus Rodriguez, chairman of the adhoc committee on the BBL in the House of Representatives, said that

the Bangsamoro Basic Law is really federalism with another name.

The BBL is giving 58 exclusive powers to the Bangsamoro and only nine reserved powers to the national government. Aside

from that, 14 concurrent powers will be shared by both the Bangsamoro and the central/national government plus 11 additional powers.

Duterte in Valencia City A homecoming of sorts

I

t will be a homecoming of sorts for federalism and Mayor Rodrigo Duterte on Wednesday.

Duterte will be in Bukidnon’s most populous city on April 15 to speak at a forum on peace and order and federalism.

Gov. Jose Zubiri and Mayor Azucena Huervas are expected to welcome Duterte, the emerging political star of Mindanao who surged out of nowhere to a tie for third with Manila Mayor Erap Estrada in the last Pulse Asia survey.

Duterte, who garnered the support of 34 percent of those polled last March 1-7 in Mindanao, is a virtual neighbor to the people of Bukidnon which shares a

boundary with Davao City.

Moreover, Zubiri is one of the pillars of the contemporary federal movement in Mindanao who unanimously chose Duterte to speak for federalism on the national stage.

The motorcade which is the first leg of the city’s welcome for Duterte will traverse the main streets before proceeding to the Valencia City gym.

At the conclusion of his talk, Duterte is expected to field questions not only on federalism and peace order but on the hottest topic in Mindanao these days:

the possibility of finally sending one of its sons to Malacanang.

Duterte is fresh from his whirlwind Luzon sortie that included speaking engagements before bikers in Tagaytay City, cooperative members in Calamba, Laguna, billboard advertising executives in Manila, his fraternity brothers in Lex Talionis Fraternitas and an audience with Rep. Lani Mercado-Revilla of Cavite’s second district and Bacoor Mayor Strike Revilla.

The rockstar reception for Duterte in Mindanao and the Visayas was expected due to his biological and personal connections but the surging support for him in Luzon is evident.

The mayor has been welcomed by relatives in his visits to Cebu, Tagbilaran, Ozamiz City and Iligan. He has standing invitations to clan gatherings in many parts of the Visayas and Mindanao.

Duterte, however, is not just about the big political and economic clans that are proud to welcome him in places where they have a significant number of members.

His numerous achievements in the 23 years that he has been city mayor of Davao have attracted national attention at a time when the country needs a strong, decisive and credible leader.

Duterte’s two main as-

sets – law enforcement and disaster response – just happen to be the areas where the country is weakest.

The breakdown in law and order and the emergence of powerful crime syndicates is one concern that almost always leads people to look to Duterte.

On the other hand, the failure of government agencies to prepare for and address the damage wrought by calamities particularly “Yolanda” which broke the record for the strongest typhoon ever to make landfall makes Duterte even more attractive.

Duterte has also remained as the most – if not the only – relevant voice

in the aftermath of the Mamasapano debacle when he continues to champion the cause of peace while most Luzon-based politicians play to the gallery with their “all-out war” rhetoric.

“If the (Bangsamoro Basic Law) fails and violence breaks out, Mindanao will be the battleground,” Duterte almost always emphatically declares in every federalism forum he has graced.

This is common sense to every Mindanaoan who knows the horrors of war.

And this is one thing that separates Duterte from all the others who claim they have what it takes to lead this country.

DavOr PNP intelligence chief shot dead MATI CITY, Davao Oriental -- The chief of the Intelligence Unit of the Philippine National Police (PNP) in Mati, Davao Oriental was shot dead by unknown assailants on Monday night in Mati City, Davao Oriental.

Initial report revealed that Mati City Police Office (MCPO) Intelligence Chief PO3Edwin Somono and his girlfriend Allyssa Leah Mae de Erio were on board a motorcycle when

gunmen opened fire at them at around 9:00 p.m. on Monday near their house in Don Luis Rabat village.

S omono sustained multiple gunshot wounds in different parts of his body causing his instantaneous death.

The police is going deeper into the investigation to determine the motive of the killing and identify the perpetrators.

DAVAO City Mayor Rodrigo Duterte is making headway with his crusade for a paradigm shift in the present Unitary form of government of a Federal Parliamentary System.

The campaign for Federalism came in no better time than now when the country is confronted with a phalanx of problems and challenges, among these: the volatile peace and order condition in the autonomous region of Muslim Mindanao brought about by the stalemated deliberation of the Bangsamoro Basic Law on account of the Pyrrhic operations to neutralize Marwan, a highvalue terrorist.

The events seemed to have been conjured but these happened as they happened eerily providing

compelling reasons and justifications to shift to Federalism. But these are not enough. The other key factor is Duterte himself.

The shift demands for radical changes and the Davao city mayor is the vital fulcrum to swing from the ineffectual and unjust unitary system to what Duterte assured is a more responsive Federal system.

Among the vital issues which Duterte said will be effectively addressed

by Federal System is the conflict in the Bangsamoro Land because the autonomy and equitable distribution of wealth are central guarantees in Federalism.

Corruption which has corroded the foundation of government institutions will have quick solutions

as those who will attempt to put their hands on the cookie jar are easily identifiable and can be promptly dealt with.

Duterte has taken to heart the Federal System of governance and the visions of reform and the strategies to carry these out are quite clear to him. Here lies the most crucial issue.

Duterte has to take up the challenge to lead to translate the visions into pulsating realities.

He has to pilot and steer the country as if it were his only flagship because it is he who knows where the right direction is.

If he declines, then of what use is Federalism?

If he will not be President then how can we extricate this country from the sand dune of corruption, inequality, injustice, insurgency and rebellion?

I have many aliases, too!

SO, what’s all this fuss about MILF’s Chair Iqbal using an alias? Use of many aliases or pseudo-names is a common practice. Consider this. Since I was born December 24, my baptismal records call me “JESUS”.

But if you ask the National Statistics Office ( NSO), they officially call me “JESUS VIRGILIO”. My call sign in my congressional radio base before -- and up to now -- still call me “ALPHA”.

My fraternal brods in the Guardians Brotherhood call me ‘BRO ALPHA”. My buddies at the radio group REACT call me “CAPSULEMAN”. Friends can call me “JESS”. And pretty ladies can call me....... “ANYTIME”.

(Ooooops! ha ha ha!) So, no worries! **** CABINET PRAYER --Last Wednesday, I joined many former Cabinet members who gathered at President Arroyo’sVeterans Hospital detention room in Quezon City to belatedly celebrate her birthday . She looked frail but beaming.

When she joined us at the long table, I immediately volunteered by saying: “Happy birthday, Ma’am.

We have a quorum now.

Do you want me to start by giving the opening cabinet prayer?” The group broke into laughter, recalling my famous controversial cabinet prayer which she obviously was not happy about some 7 years ago. No, I did not say the prayer this time.

As I earlier pointed out, peace summits or dialogues help clarify -- and exorcise -- issues. This was what President Ramos did when he talked and forged peace with Nur Misuari’s Moro National Liberation Front. This also worked with President Arroyo in order to pick up the pieces shattered by the debacle of the MOA-AD at the Supreme Court. But at the wake of Mamasapano, the eminent persons must first have a reality check. Even with good intentions and their sterling credentials, they have to manage their expectations. Their work is not easy given the over-all prevailing sentiment.

NOT ‘DEODORIZER’ --- The peace council’s work or mandate must not

be restricted or canalized but with some wide leeway so that it can re-direct or re-formulate courses of action as may be necessary. I trust the eminent persons can do well to avoid being perceived, rightly or wrongly, as just being there to “deodorize” the now controversial BBL. ****** WORLD BANK STUDY --- I must hurriedly correct the mis-impression given by a news article in the national dailies, where Sen. Chiz Escudero used the recently released World Bank study to oppose the BBL. If you ask me, it is pandering a “half truth” or it lifts or quotes a portion and avoids the whole correct context. I myself have not read the WB report so I had to check with a friend and colleague who is working with WB. In reply, he texted me to clarify that the news story that WB is not supportive or is critical of the BBL is “not true” or is “half true”. He said that on the contrary, the report positively notes a dramatic drop in “vertical conflict”, meaning between MILF and government forces. But it admonishes the MILF and government to attend to the preponderant “horizontal conflict”, referring to clan wars or “ridos”, conflicts by rogue elements like BIFF or ASG or just plain criminals.

WHAT would we think if an election would not take place on the scheduled 2016?

Of course, we will be asking why. Perhaps, for ordinary citizen like us, the holding or not holding the local and national elections does not matter at all. However, for those whose chances of winning are great, any idea about the postponement of an election is unacceptable.

On the contrary, those who administration is replete with suspicion of corruption and immorality will definitely be glad no end.

The same thought of relief would probably be in the minds of politicians whose reelection to office hangs in the balance.

The next local and national election in the country is on May 2016.

The election includes the president, senators, congress, governors, and town mayors.

However, this early, this column wishes to forewarn the readers that a “no election” would likely take place as dictated by events. Certainly, one of the reasons for the suspension of the scheduled national and local elections would be to perpetuate in power at all cost.

The idea of perpetuation is attainable under justifying conditions. In other words, those who are in control of the reign of power could make justification to decide whether an election is necessary. Aside from this, there are also circumstantial events that might justify the withholding of the election.

We hate to discuss about scenarios that could justify the suspension of the election in 2016. However, the events unfolding before our eyes are giving us a clear indication that “Noel” (no election) is likely to take place.

LDT HomeDSL Broadband recently held a quiz bee for public elementary high school students in Cagayan de Oro City who are all beneficiaries of PLDT Infoteach Outreach Program.

According to Dr. Raul Dechosa, ICT coordinator of the Cagayan de Oro City Division of the Department of Education (DepEd), ten schools participated in the PLDT HomeDSL Broadband Quiz Contest. They are Bugo National High School, Agusan National High School, Lapasan National High School, Carmen National High School, Cagayan de Oro National High School, Bulua National High School, PN Roa National High School, Balulang National High School, Tumpagon National High School and Regional Science High School.

Both teachers and graduating students participated in the competition which had three levels – easy, average and

difficult. All topics were focused in the field of information and communications technology, which is the bulk of learning in PLDT Infoteach Outreach Program. The

champion teacher received a UP Open University scholarship leading to a Master’s degree.

It was learned that there were only two divisions piloted by PLDT’s Infoteach Outreach Program – Cagayan de Oro and Siargao.

The goal of the PLDT Infoteach Outreach Program is to enable the participants to acquire the digital skills for 21st century teaching, learning and working. It has three components – the training of trainers, the rollout of the training program and the HomeDSL Broadband Quiz Contest.

Topics include Digital Literacy for Lifelong Learning, Electronic Media Publishing, Effective Use of Social Media, Media Literacy – Selecting Materials from the Internet, Global Citizenship, Green IT and DigiBayanihan Movement.

Mayor conducts ‘Dia del Alcalde’ in Taguiti, unveils new brgy hall

AMBOANGA City -- Mayor Beng Climaco motored to Barangay Taguiti, about 76 kilometers east of the city proper, to personally lead the delivery of basic social services to the indigent residents of that remote village through the “Dia del Alcalde” outreach mission.

Aside from providing villagers with free medical-dental services of the city government, the “Dia del Alcalde” also gives the lady chief executive with the opportunity to come closer face-to-face with the people as a gesture of leadership, personalized and personified.

Police detonate IED in Zamboanga City

ZAMBOANGA City – Police detonated late Tuesday a suspected explosive recovered on a village in Zamboanga City in southern Philippines.

The improvised explosive, concealed in a plastic bottle, was recovered on a road in Guiwan village after it allegedly fell from a motorcycle driven by an unidentified man.

One witness said he saw

the bottle fell from the motorcycle and that it had a blinking red light inside. He said he immediately alerted the police about the suspected bomb.

A team of bomb experts inspected the bottle and detonated it. The powerful explosion could be heard from the neighboring village of Tetuan. (Christina Diabordo)

AGAYAN de Oro City--The president of the influential Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) yesterday said the government is partly to be blamed for the power crisis in Mindanao.

Engr. Cerael “Dodong” Donggay, the president of Oro Chamber, said the longhour rotational brownouts in some areas in Mindanao happened because the government failed to appoint competent officials in the Department of Energ y (DOE).

Donggay said the government has started to appoint lawyers, economists, politicians, and even military as key officials of the energy department after 1998. These people, he added, do not have the needed technical know-how.

“Because of the neglect of the government in appointing experts, we are now suffering from brownouts,” said Donggay, the former vice president of the National Power Corporation-Mindanao (Napocor-Mindanao) who was tasked to manage the Mindanao power grid as systems operations manager.

He said that what this country needs are those people who have a longterm power outlook––and not those people who were appointed because of “political patronage.”

ongoing power crisis in Mindanao to the appointment of non-technical people as head of DOE. Although the government has started making moves to arrest the power woes in Mindanao, Donggay said the government still need the “right people for the right job.”

“Right people should be in the right job, and that is the fundamental in management,” pointed out Donggay.

“If the government appoints lawyer as head of the Department of Justice (DOJ), doctor in the Department of Health (DOH) then, why should the government don’t appoint an engineer for DOE,” Donggay asked.

He said the government has already projected the problem of looming power crisis in Mindanao about 12 years ago, but it has failed to encourage the construction of more power plants since 2001 up to 2010.

Mindanao, he said, requires the construction of power plant at an average of 70 megawatts (MW) per year, but it has rarely happened more than 10 years ago thus the brownouts.

Solution Donggay said that the

so-called power crisis in Mindanao will soon become a “thing of the past” with the implementation of the “Hybrid Economic Dispatch” and upon the completion of the ongoing construction of power plants in Mindanao.

Currently, he said power plants are constructed in Misamis Oriental, Davao, General Santos City, and in Lanao area.

Aside from the construction of more power plants, Donggay said that his group with the help of other business groups in Mindanao is helping the Napocor implement the Hybrid Economic Dispatch.

Although not an ultimate solution, he said the dispatch can help lessen the impact of brownouts.

The dispatch called for a 24/7 operations of all diesel plants in Mindanao.

Donggay also urged local residents to conserve energy by switching off unnecessary demand of electricity whether in households or in the office.

He admitted that the ongoing, long brownouts have affected the business sectors, especially those engaged in machinery and other production facilities.

The Importance of Communication in Leadership

Being a leader involves a lot of duties and responsibilities to perform. It involves managing people and serving as trail for others to follow. It is a challenging role indeed.

Hence, a leader should be influential enough in order to be an effective one.

In order to be such as well, good communication skills is a requirement. It is a factor in leading members to pursue goals and endtarget.

Communicating properly is a better way to delegate tasks easily and make each person know his specific job to perform. Being a good communicator is important because it makes the leader aware of the needs of his members. It is important to know their feedbacks and insights on a certain task to be per-

form. Through this, the leader could memorize their personalities, making easier for him to provide task suitable to each and everyone in the future.

Communication is also a tunnel way to inspire others. The leader could do this through talking to them and sharing his ideas, plans and realizations. In this way, he is not just a leader but also light to other people, to whom they could gain information and lessons. This also makes him not just efficient but an effective leader.

Leadership is not just particularly about leading a group towards a common goal but as well shaking, changing or improving the perceptions and beliefs of the subordinates in order for them to learn, get inspired and be another good leader to a group or community.

For one, schools adopted the interactive computerassisted instruction. Letting their selves indulged in kind of advancement, this instruction gives students the chance to make use of

the fast-growing world of information and communication technologies and explore knowledge beyond four-corner classroom could offer.

The interactive computer-assisted instruction encourage one-to-one interaction. The student could learn on his own because the lesson would be delivered according to his distinguished time and way. It will give him the freedom to experiment with different options. In other term, this kind of instruction would be a self-directed learning where students could decide when, where, and what to learn.

It will also help teach-

ers to devote more time to each individual inside the classroom. Fact be told, there are students who can hardly cope up with their classmates. There are also some who have problems in understanding the lessons way different from the others. Thus, if chance a teacher could talk to students one by one, their queries will be addressed directly. This is most useful especially to those slow and shy learners who cannot address their ideas in group.

This kind of instruction could also make students learn more and more rapidly.

The ideas produced by an interactive computer such as multimedia presenta-

tions would help students to understand difficult concepts. Moreover, aside from achieving immediate feedback to the answers ilicited in the computers, this kind of instruction allows students to proceed at their own pace.

It might be true that interactive computerassisted instruction has posted challenge to educators for it requires new demand on teachers and an increase in their capacity to assimilate and spread new ideas. K+12 Basic Education

Program is a new system of Education implemented in the country. It is the product of the study that a 12-year education cycle is an adequate period for learning under basic education and also a standard for recognition of students and professionals abroad.

Under K to 12, there is Senior High School program that trained individuals through specializations or tracks.

Included in these tracks are Academic, Sports, Arts and Design, and Te ch n i c a l - Vo c at i ona l Livelihood Tracks.

EMB: Water quality of Lake Mainit 'generally good'

URIGAO CITY, Surigao del Norte – The Environment and Management Bureau (EMB) Caraga in its latest water quality monitoring study rated the water quality of Lake Mainit as "generally good."

EMB Caraga regional director Engr. Wilson Trajico revealed recently that based on the Revised Water Usage and Water Quality Criteria, the water quality in Lake Mainit has complied with the standards in 100 percent instances.

Lake Mainit is a key biodiversity area and has a lot of potentials for ecotourism development.

Plans are already laid-out to make the area a tourism paradise.

Surigao del Norte Governor Sol Matugas is the over-all chair of the Lake Mainit Development Alliance (LMDA),

comprising around eight municipalities and the provinces of Agusan del Norte and Surigao del Norte.

Provincial Tourism Coordinator Arturo Cruje said that the lady governor hopes

that the report could provide useful information for a better understanding of the present quality condition of the lake, for appropriate intervention by concerned government agencies.

He said that the water quality parameters include dissolved oxygen, biochemical oxygen, total suspended solids, total dissolved solids, potential for hydrogen, temperature and total fecal coliform organisms.

Marilyn Chavez, spokesperson of CEPALCO, said that the power company is trying to remedy the situation as the National Power Corporation (NAPOCOR) has the company’s power allocation from 140 Megawatt to 70 Megawatt.

“There is an apparent shortage of power supply in Mindanao and the NAPOCOR is trying to balance the power distribution. CEPALCO is affected by the load shedding,” Chavez said.

She said that with a power reduction of about 80 Megawatt, CEPALCO has now recouped its other sources of energy in order to shorten the gap of power supply and deficiency.

“So far, CEPALCO has reduced the power deficiency to about 32 Megawatt during peak hours as NAPOCOR implements load shedding on a daily basis at any time of the day,” Chavez said.

She said that the rotating brownouts that last 6 to 8-hour take place two to three times daily in assigned districts in Cagayan De Oro City starting early in the morning, midday, and in the evening.

“We do not have any idea as to when the rotating brownouts will end.

CEPALCO depends on the amount of energy that NAPOCOR supplies on a daily basis. However, we are trying to remedy the situation,” Chavez said.

The National Grid Corporation of the Philippines (NGCP) that takes charge in power distribution, said Tuesday that its power lines are working normally.

Beth Ladaga, the NGCP spokesperson in Northern Mindanao, said that there is nothing wrong with the power lines unless something happens like what happened on April 5 where one of the NGCP’S major power switches tripped off.

Mindanao went on an island wide blackout last April 5 when the hydro power switch in Agus 6 tripped off and affected Agus 7, a major power distribution line, Ladaga said.

NGCP has nothing to do with the rotating brownouts in Cagayan De Oro City, Ladaga said.

Stepping outside the normal peace and order meetings, the Governor wants an open dialogue during the discussion where participants would present issues and concerns to the Council.

Cagayan de Oro reeled under a daily eight-hour rotational brownout in its franchise area in Cagayan de Oro and the towns of Jasaan and Villanueva in Misamis Oriental starting Tuesday.

Pagadian City and nearby province of Zamboanga de Sibugay are also under severe power curtailment, the National Grid Corporation of the Philippines (NGCP) said today.

To make matters worse for Cagayan de Oro and Pagadian cities, the newly 150-megawatts Boiler Unit 2 of Therma South, a power plant owned by the Aboitez Power in Davao City, was not able to go on line when it sustained damages during the Mindanao-wide blackout last Easter Sunday.

Prior to that, the Cagayan Electric Power and Light Company (CEPALCO) secured a 20-megawatt supply from Therma South supposedly to alleviate the critical power situation in Cagayan de Oro. Mindanao Development Authority (MinDA) Director Romeo Montenegro said water level in the Pulangi River in Bukidnon went down to 280.85 meters above sea level way below the baseline limit of 286 meters as of Tuesday.

As a result, Montenegro said the hydro plant in Pulangi is now capable of producing only 30 megawatts of electricity out of its 250 megawatt rated capacity. “(Pulangi hydro plant) It is not out but it is producing only 30 megawatts because there is no more water except silt,” Montenegro said in a text message.

The same thing happened to Lake Lanao where, Montenegro said the prolonged dry spell of weak “El Nino” have reduced the electricity output of the six cascading hydro plants along the Agus River.

“All Agus plants are running but some units are derated or having reduced output,” he said.

He said they offset the shortfall with from CEPALCO’S coal plant, Minergy which produces 42 megawatts of electricity and participating ILP firms in Cagayan de Oro. Paguio said still there is a shortfall of electricity they could not meet.

Cepalco spokesperson Marilyn Chavez told Sunstar Cagayan de Oro said they are only receiving 65 to 70 megawatts from electricity distributor, National Grid Corporation of the Philippines (NGCP).

Chavez said the power situation in Cagayan de Oro has a daily shortfall of 30 megawatts.

She said CEPALCO needed a total of 150 megawatts of electricity a day to energize its entire franchise area.

Aboitiz communications officer Wilfredo Alfredo III said th electricity supply from Therma South could have ease the situation in Cagayan de Oro. “The brownouts could have been cut to only two hours not eight hours,” Wilfredo said.

In a statement, Aboitiz Power said the sudden loss in last Easter Sunday’s Mindanao-wide blackout caused the damage at the Therma South Unit 2 boiler which was scheduled to go on line this month.

Therma South President Benjie Cariaso said repairs can run up to ten months but he added that their Unit 1 coal plant is still scheduled to operate y June 2015.

Cariaso said repairs to the Boiler Unit 2’s airpreheater as well as the electrostatic precipitator can run up to ten months delaying its commissioning.

As enumerated in Section 1, Article V of the BBL, the reserved powers of the central/national government are (1) defense and external security; (2) foreign policy; (3) coinage and monetary policy; (4) postal service; (5) citizenship and naturalization; (6) immigration; (7) customs and tariff; (8) common market and global trade; and (9) intellectual property rights.

The concurrent powers are (1) social security and pensions; (2) quarantine; (3) land registration; (4) pollution control; (5) human rights and humanitarian protection and promotion; (6) penology and penitentiary; (7) auditing; (8) civil service; (9) coastguard; (10) customs and tariff; (11) administration of justice; (12) funding for maintenance of national roads, bridges and irrigation systems; (13) disaster risk reduction and management; and (14) public order and safety.

Section 3 of Article V enumerated the 58 exclusive powers of the Bangsamoro government, among which are: (1) economic and cultural exchange; (2) barter trade and countertrade with ASEAN countries; (3) free ports; (4) creation of sources of revenue; (5) customary laws; (6) ancestral domain and natural resources; (7) customary justice; (8) establishment of Awqaf (endowment) and charitable trusts; and (9) authority to regulate power generation, transmission and distribution.

“Article V practically is establishing federalism for the first time in the history of our country in a document called the BBL. This should become a law,” Rodriguez said.

During the public hearing on the BBL conducted by the adhoc committee in Iligan City in November 2014, lawyer Franklin Quijano said that the BBL sets the stage for federalism in Mindanao.

Quijano, who was mayor of Iligan from 1998 to 2004, is the government chief negotiator in the peace talks with the Rebolusyonaryong Partido ng Manggagawa ng Mindanao (RPM-M) that is brokered by the Balay Mindanaw Foundation, Inc., (BMFI) as independent secretariat.

BMFI, which serves as secretariat of the Tulay Kalinaw Mindanaw (Tulay KaMi or Bridge of Peace in Mindanaw), is at the forefront of the Mindanao campaign for a shift to the federal form of government.

Tulay KaMi is a multisectoral peace conversation among civil society organizations (CSOs) and agencies working and advocat-

ing towards peacebuilding and conflict resolutions in Northern Mindanao. It was convened by Archbishop Antonio J. Ledesma, S.J., D.D., the Archdiocese of Cagayan de Oro (ACDO) and the BMFI. Tulay KaMi had a “peace conversation” with Rodriguez on the BBL on April 11 at the Bishop’s House.

China has lost respect to its neighbors as it flaunts its military hardware in a body of water they claimed to be theirs on two reasons – one, for historical reasons which is vague, and two, because of the name, South China Sea ( a historical fault of description committed by the seafarers of the past).

China refuses to acknowledge the United Nations Conference on the Laws of the Sea (UNCLOS) of which, China is a member and a signatory. If an armed conflict between the Philippines – short lived as presumed – it is an enough ground to postpone the national and local elections next year. It is not a question whether China will make the first move because the Philippines could also initiate a limited military action.

Having said that, my calculated guess is that agencies and institutions like World Bank will not walk away from Mindanao, whatever happens to BBL. Improving the lives of the people is a never- ending effort. For peace talks to indefinitely hold hostage introduction of development for the benefit of the Bangsamoro people must not be allowed to happen.
