SURIGAO City--The Bureau of Fisheries and Aquatic Resources (BFAR) in Caraga backed by the Philippine Navy arrested 18 persons aboard one of the three boats it seized off Placer town in Surigao del Norte on Wednesday morning for alleged illegal fishing. Lt. Muksin A. Jasid of Philippine Navy aboard a Patrol Boat 379 along with BFAR representatives said a boat with markings “Princess Kookie” was first seized along Hinatuan Passage where 18 of its crews were caught red-handed using Liba-Liba, a destructive form of fishing. Jasid said “Princess Kookie” is owned by a certain Hiponas Cabansay of Poblacion, Placer, Surigao del Norte. During the seizure, Jasid also said two liba-liba boats were also spotted fishing in the same area, prompting them to arrest the illegal activity.

BOC keeps an eye on technical smuggling By GERRY LEE GORIT Correspondent

CAGAYAN de Oro City--A high-ranking official of the Bureau of Customs (BOC) on Wednesday said they are addressing the technical smuggling reported in various ports of the country. Gen Jessie D. Dellosa, deputy commissioner of the BOC Intelligence Group, said they want to solve the root cause of smuggling. Dellosa said corruption occurs because of the temptation of money, which leads to technical smuggling. He clarified that there are two kinds of smuggling— outright and technical. 10 soldiers injured as truck plunges into ravine

ZAMBOANGA City––Ten soldiers, including an officer, were injured Monday when the vehicle they were riding plunged into a deep ravine in the town of Aurora, Zamboanga del Sur, a military official disclosed. Capt. Franco Suelto, information officer of the Army’s 1st Infantry “Tabak” Division, said the incident took place around 2:30 p.m. Monday in Barangay Anonang, Aurora. CAGAYAN de Oro Councilor Nadya Emano-Elipe on Monday called for a probe on the delay in the release of the Uniform/Clothing Allowance (U/CA) of city employees and the processes undertaken by the city with regard to it. In her special report during the regular session presided over by Vice Mayor Caesar Ian E. Acenas, the lady councilor aired complaints that until this time, the clothing allowance for 2014 has not been released. According to Nadya, employees have been waiting for this since the start of the year. “Hapit na mahuman ang tuig, Nobyembre na karon, wala lang gihapon nakadawat ang atong mga empleyado sa atong gitawag nga clothing allowance,” she cited. The lady councilor said it came as a surprise when few days ago employees were asked to have their

The government troops were able to recover one AK-47 rifle with defaced serial number loaded with thirty round magazine and a plastic bag with assorted types of ammunition and other personal belongings. He said residents reported to authorities that they saw a female rebel who died during the encounter but was left behind by her retreating comrades. “The populace in the area reportedly are tired from the intimidation and extortion activities being done by the said NPA group to the poor farmers,” said Montealto in a press statement. “The operating troops

of 403Bde in coordination with the Tribal Leaders and officials of Barangay Hagpa, Impasugong, Bukidnon are searching for the reported dead female NPA in order to give her a decent burial,” he said, adding, “because of the encounter, some of the residents were affected, however, they were given necessary care and assistance by the local government units of Claveria, Misamis Oriental and Impasug-ong, Bukidnon.” “The operating troops of 403Bde under the command of Col. Jesse A. Alvarez successfully countered the attempts of the NPA to disrupt the ongoing rescue operations and in the process, they suffered at least three wounded aside from those killed, as reported by concerned civilians in the area,” he said. Claveria and neighboring municipalities are known lairs of the NPA.

Misor budget hearing to resume on Friday By GERRY LEE GORIT, Correspondent

CAGAYAN de Oro City––The budget hearing of the Sangguniang Panlalawigan of Misamis Oriental that opened on Wednesday will continue on Friday. Provincial board member Donato Chan said they are still in budget deliberations. One of the contentious issues was the P7-million budget for information dissemination and P1-million budget for publication. Chan, however, declined to comment on the issue. “I have not seen yet the program design,” he said. He said they will tackle the issue when it is submitted from the office of the vice governor. The promotional materials for the vice governor’s “Happy MisOr” campaign falls under this item. Chan clarified that the campaign was not at all self-serving to the vice governor because it was for the province itself. He, however, said there should have been proper consultation because the Commission on Audit has certain guidelines. The budget hearing for the province’s 2015 budget is expected to result in resolutions to be passed to office of the governor.

When the cloud of war looms (Last of Two Parts) In a speech delivered during the Asia Pacific Economic Cooperation (APEC) last Nov. 9, 2014 in Beijing, China’s President Xi Jinping offered to world leaders the Chinese government’s vision of a “Chinese-driven Asia-Pacific Dream.” Xi emphasized that it is China’s responsibility to create the “Asia-Pacific Dream” for the “people of the region.” He explained that the Asia-Pacific Dream is based on a “shared destiny” that incorporates “peace, development and mutual benefits.” “China wants to live in harmony with all its neighbors,” an international news wire service quoted Xi. President Xi also lured the world leaders of China’s plan to invest over US$ 1.25 trillion overseas over the next 10 years on top of the estimated 500 million Chinese tourists over the next five years. Apparently, the Philippines would always take the bait into China’s “lasting and infinite” promise of the “huge opportunities and

economic benefits” in the near future. How would a politically and economically impoverished nation react to such enticing offer, but to “swallow hook-line-and sinker” even if the offer is shrouded with treachery? For, while Xi boosts of a “China- driven Asia-Pacific Dream” through peaceful and harmonious coexistence in the region, China’s thrust of claiming and encroaching into the territory of neighboring countries in the South China Sea has otherwise become aggressively eminent. The other Southeast Asian countries like the coastal territories of Vietnam, Malaysia, Borneo, and Indonesia are also in the line of China’s possible aggression. Japan is also under threat as China, again, claim historical rights over an uninhabited island of Senkaku, part of the Ryukyu Island, near Taiwan’s northeastern tip. Japan has control over Ryukyu and its surrounding islands, including Senkaku, since 1895. Whether President Xi’s

disclosure of the “Chinadriven Asia-Pacific Dream” has the best of intention, anxiety remains of those who followed the development of China as a nation. Is President Xi tracing the footsteps of China’s first Emperor Quin Shi Huang (259 B.C.- 2010 B.C.)? Quin Shi Huang was also known as “Emperor Chin” to which the word China derived its name. Chin is actually the identity of one of the seven tribes of China in 210 B.C. Quin Shi Huang ruled the Chin tribe. An ambitious tribal leader, Quin dreamed of unifying the seven tribes.

To carry out his dream, Quin ruthlessly invades the other tribes one after the other until he succeeded in conquering the six tribes in the trail of blood and destruction. After conquering and subjugating the six other tribes, Quin declared himself as Emperor of China. It was Emperor Chin, who ordered the building of the famous “Great Wall” of China, fearing rivals, particularly the Mongols in Africa, would invade his turf. Chin carried the fear even to his graveyard that before he died at the age 49 in 2010 B.C., he ordered the carving of the more than 8,000 life-sized armies to guard his burial mounds. The life-sized Chinese warriors, carved out clay, are today known as the “Terracotta Army,” discovered in 1974 by the local farmers of Xian, China. Among these questions are those raised by information technology expert Lito Averia. Averia said: “Transmission failures hounded the 2010 and 2013 elections. In the 2010 elections, about 8 percent of some 78,000 PCOS machines failed to transmit election returns to their respective destinations. At an average of 600 voters who voted, this rate represents 3,744,000 ballots. “It was worse in the 2013

elections. At least 23 percent of about 78,000 PCOS machines or about 17,940 PCOS machines failed to transmit election returns. At an average voter turnout rate of 600 voters, the number of machines that failed to transmit represents 10,764,000 ballots!” Surely, Comelec should account for these big number of votes which were not considered in the final outcome of the 2010 and 2013 elections. -oooMILLIONS OF FILIPINOS DISENFRANCHISED IN 2010 & 2013: At the very least, the 3,744,000 votes in 2010 and the 10,764,000 votes in 2013 which were not transmitted to their respective destinations represent disenfranchised voters. The logic here is simple: if these votes were not able to reach their destinations for one reason or another, it is clear that they were not considered in the proclamation of the supposed winners, at all. If these votes were not considered in the proclamation of the supposed winners, then those who cast them were deprived of their right to be heard through their ballots. what was worse, constituted graft and corruption under Section 3 (3) of Republic Act 3019, in that these voters sustained undue injury because they were disenfranchised, as their votes were, in effect, not counted at all. What is more frightening here, as Averia noted, is that, these number of unconsidered votes were culled by computer experts only from the election data made available by the Comelec. As it turns out, however, there are other election data that the Comelec has not made public which, in all likelihood, would show more disenfranchised Filipino voters whose votes were not counted, too.

-oooMORE TO BE DISENFRANCHISED IN 2016: Now, let us have this fasttracked to 2016. If the same problems of failure to transmit election returns will again happen, it is a cinch that there will again be millions of Filipino voters whose votes will either not be counted or canvassed, or made the basis of the proclamation of the supposed winners in that election. It would also follow naturally that the Comelec will be basing its proclamation of supposed winners, once more, on spurious (or, at the very least, incomplete) election data, thereby nullifying the true will of the electorates and, in the process, the poll body will once again be installing dubious winners, similar to what took place, according to computer experts, in 2010 and 2013. AMBOANGA City – Police authorities are holding 14 people, including two women, who were intercepted by soldiers near an Abu Sayyaf stronghold in the southern Philippine province of Sulu, officials said.

Iligan LGU pursues NSC tax delinquency as first step towards Integrated Steel Mill project By Mike Baños, Editor-at-Large

he Iligan City Government has served notice of tax delinquency, warrant of levy and auction sale against the moribund National Steel Corporation (NSC). “For nearly fifteen years (since 1999) NSC has not been in operation and was under liquidation proceedings with the Securities and Exchange Commission under SEC Case No. 12-99-649, and it is to the best interest of Iligan City to take action on the real property tax liabilities of NSC which amounts to PhP 4,163,523,561.92 as of September 30, 2014,” Mayor Celso G. Regencia said. Being the single biggest stakeholder in the plant facilities of NSC, Congressman Vicente F. Belmonte Jr of the Lone District of Iligan City and Mayor Celso G. Regencia said the City of Iligan must avail of all lawful remedies to collect real property taxes and to have the plant rehabilitated, operated and thereafter integrated by a qualified investor or consortium to be vetted, qualified and chosen by Iligan City, he added. Last 17 July 2014 Mayor Celso Regencia and Rep. Vicente F. Belmonte Jr., signed Executive Order No. 119 series of 2014 (An Order Creating the National Steel Corporation Working Group, or NSCWG) aimed at collecting back taxes from the idle steel plant, once the country’s largest, for the purpose of re-opening, rehabilitating, operating, and eventual integration of the National Steel Corporation, which was left unattended and dilapidated, looted and cannibalized while the bank creditors, shareholders and investor were locked in legal conflict. “I hereby declare and affirm that the rehabilitation, operation and full integration of National Steel Corporation shall be the priority project/program of the City of Iligan and towards this end, I have agreed with Hon. Vicente F. Belmonte Jr., Representative of the Lone District of Iligan City to pool our resources, cooperate and help one another, and prioritize

the collection of real property taxes and the immediate rehabilitation, operation and full integration of the National Steel Corporation,” Mayor Regencia said. “Last August 23, we submitted our first report to Cong. Varf Belmonte and Mayor Regencia that the tax liability of NSC to the city of Iligan is PhP 4,149,881, 266.39,” said Engr. Norberto J. Warrants are generally used when a taxpayer has failed to resolve their debt through voluntary payments and the debt is continuing to escalate. The initiative surfaced after Iliganons became fed up with being relegated to the sidelines on transactions involving the transfer of ownership and operations of NSC, which eventually fell victim to predatory “investors” and went bankrupt. Thus, when NSC was sold to Wing Tiek Holdings Berhad of Malaysia in 1994 and subsequently to Hottick Investment Limited, it became insolvent and ceased operations by 1999. In 2004, NSC was sold by the Securities and Exchange Liquidator in SEC Case No. 12-99-6496 entitled “In the Matter of the Petition for Suspension of Payments Formation or Management Committee and/ or Appointment of Rehabilitation Receiver and Approval of

How Did It All Started? It all started when me and my wife were so privileged to mentor 7 couples on a once a month basis. Our main goal is to share and impart on how to strengthen their marriage. The floor was opened for them to ask questions and be able to directly address their concerns. One question that really caught my attention was; “If there is only one thing that you can teach us, what it would be?” That was a question that need a lot of thinking since we learned so much in our 15 years of marriage. It made me ponder for a few seconds; then I remem-

bered one of my mentor’s advices to me during my early years of marriage. When I shared it with all of them, some of them were so encouraged and started to take down notes. I didn’t even realise how a simple idea can make a major impact in other peoples lives. So after that night, I got to my computer and started to blog about it. I am not a blogger but I just wrote the idea I shared with the group. To my shock and surprise, over 2 millions views and after 30,000 shares and over 75,000 likes. I just felt that there was a great need for couples to be guided and mentored in their marriage. So after so many series of writing about this topic, I just felt that I need to continue and share what God has deposited in our marriage. This was the blog that started it all. HAPPY WIFE = HAPPY LIFE This was the idea that I shared with the group: “IT DOESN’T REALLY MATTER HOW RIGHT I AM. IF EVER I HURT MY WIFE’S FEELING, I’M ALREADY WRONG.” It is not proving that you are right and she is wrong; it is the manner of correction. Did you correct her with love or anger? Did you belittle or humiliate her in the process? Did she felt encouraged or embarrassed? The moment I offend my wife, I am not anymore fulfilling what God asked me to do. “Husbands, love your wives and do not be harsh with them” (Colossians 3:19) This is the mandate that God called us to do as men; to love them unconditionally just as God loves us. He does not judge us, but always gives us the benefit of the doubt. God is not harsh by blaming us when we make mistakes. God never says, “I told you so”; “It’s your

entire fault”; “You deserve what you get”; “You never listen”. Instead God says, “I love you”; “I forgive you”; “Come to me if you are heavily burdened and I will give you rest”. “Husbands, in the same way be considerate as you live with your lives, and treat them with respect as the weaker partner and as heirs with you of the gracious gift of life, so that nothing will hinder your prayers”. (1 Peter 3:7) We have to be considerate with our wife’s feelings. Women think with their feelings, not only with their minds. We have to be careful of what we say as men. They may forget what we said, but they will never forget how we made them feel. We have to treat our wives with honor and respect. We should never take them for granted. You will never appreciate something valuable until such time you lose it. Never wait for the day that you will lose your wife’s love and respect. If that time comes, it might be too difficult for you to restore it. We should play the role of the protector since husbands are ordained by God to be a leader. As a leader we got to learn how to lead our partner in love not in fear; in inspiration not through intimidation; in motivation not manipulation. The relationship between a husband and a wife is meant to be one of love, respect, and support. They are to help each other. God put you together to COMPLETE not to COMPETE with one another. Your goal is to ENCOURAGE not HURTING each other. You should bring out the BEST rather than the WORST of each other. My prayer is that this short blog will encourage you to love your wife more and be sensitive to her feelings and her needs. In return, you will live a blessed, happy, and peaceful life. A young film director once asked me ‘what is the root word of being?’ It seemed to me then that he was pertaining to ‘human being.’ And the manner in which he expressed it was quite perplexed. It took me the following day and I answered ‘BE.’ He wasn’t able to reply till now since that was years way back to even merely affirm it, maybe in disbelief or mere ridicule. EVERYDAY during the Yuletide season, we are bombarded with the commercialization of Christmas. No one should stop individuals and entities to be in a celebratory mood during

each end of the year. But to associate every yearend celebration to Christmas is courting blasphemy. After all, Christmas is a religious event. It’s just like Ramadan. Or Bar Mitzvah. Or the Declaration of the Bab. I remember some Muslim clerics a while back crying foul on why a major mall instituted a Ramadan sale. That’s because their promo is not part of the religious activity. The same should ring true about Christmas. True enough, majority of the population in the country are Christians and it is safe to assume that both Catholics and evangelicals celebrate the Redeemer’s birth every December 25. But it should
