DAVAO City––Presidentelect Rodrigo R. Duterte is the “captain of the ship” of the business community in the Philippines, one of the country’s business leader said Tuesday. Philippine Chamber of Commerce and Industry Inc. (PCCII) president George Barcelon said this at the second day of the “Sulong Pilipinas: Hakbang Tungo sa Kaunlaran” at the SMX Convention Center Davao. “I liken you Duterte as the captain of a ship docked at the wharf. You gave order to your quarter masters, your economic team who has blown the horn, and businessmen from here and far have heard this calling, they have come from all over the Philippines to be here in your beautiful city. They are here to hear from you and they are committed to help,” he said while addressing the 450 business leaders. Barcelon said that the

business sector is confident about the economic team of the incoming administration. “By the mere fact they have this consultation, it shows that they take the business community as their partner to hear us out and for us to hear the desire of the administration,” he told reporters in an earlier interview. 1973 Constitution was not properly ratified. However, because the constitutional requirement of two-thirds of the Court voting to declare a law unconstitutional was not met, the Court also concluded that the new charter was already in effect. That decision allowed Marcos to govern under a dictatorship until he was out of office in 1986. Many wonder if the Court will allow itself to be used in a similar fashion at some point in the future—or the present.” Pertinently, the professor’s apprehension over the possibility that the Supreme Court will again lose its constitutional fortitude has been affirmed by the recent decision in the case of Enrile vs. Sandiganbayan to allow an accused plunderer, Sen. Juan Ponce Enrile, to post bail. The public was clearly dismayed by the high court’s preferential treatment of the veteran lawmaker. This disappointment was exacerbated by commentaries from a host of legal scholars showing that the decision actually ignored the parameters on the right to bail established in Article III, Section 13 of the Constitution. And so with flouting the rule of law at the top level of the judiciary still possible, the general public’s serious anxiety over charter change seems justified. But apart from this lingering distrust, our experience with commencing constitutional reform limited by a fixed timetable is a stark lesson. In this regard I note the regret of Rene Sarmiento, a member of the 1986 Constitutional Commission, over the decision to just rely on Congress to enforce through legislation certain fundamental directives in the charter (i.e. prohibition against political dynasties). The former COMELEC Commissioner lamented, “There was political instability, coups were being staged. There was an urgency to stabilize the country and we were pressed for time.” Poignantly, Sarmiento now admits that, “We did not foresee that after EDSA 1, change will take time.” Such a realization is indeed an important caveat for all of us contemplating a complete overhaul of our current charter specially that the gravity of constitutional reform is now indisputable. The 1986 Constitutional Commission worked under an urgent deadline and that was to legitimize the revolutionary government of President Cory Aquino. But we are certainly in a more fortunate position now because there are no reasons or contingencies that compel us to rush constitutional reform. Therefore, any attempt at charter change without going through any form of comprehensive public discourse must be rejected. More importantly however, I suggest that avid proponents of constitutional reform in the administration initiate first a preparatory step in the form of a massive civic education campaign on constitutional principles for local communities. After undergoing this political exercise, Filipinos from Batanes to Tawi-Tawi, will be able to see themselves not merely as passive observers in the sidelines but as continuing stakeholders to the enforcement of constitutional rules and tenets. And I genuinely believe that it is only upon reaching such a level of constitutional awareness can Filipinos confidently undertake the constitutional revision process. BUTUAN CITY – Highlighting this year’s celebration of the 28th anniversary of the Comprehensive Agrarian Reform Program (CARP), the Department of Agrarian Reform (DAR) in Caraga provided agrarian reform beneficiaries (ARBs) more support through production loan, agricultural insurance protection and recognition. DAR-Caraga Regional Director Julita Ragandang and Assistant Regional Director Daylinda Narisma led the June 14, 2016 opening program of the “Ani at Biyaya ng CARP Knowledge and Trade Fair” in the Atrium of Robinsons Place here by distributing 241 Certificates of Land Ownership Award (CLOAs) to 212 agrarian reform beneficiaries (ARBs) of agricultural lands cover-

ing 409.3641 hectares in Esperanza, Agusan del Sur; Sison, Surigao del Norte; and Tago, Surigao del Sur. As of December 31, 2015, DAR-Caraga’s land acquisition and distribution profile showed 282,226 hectares or 92 percent accomplishment vis-à-vis its work scope of 300,071 hectares that benefited 128,450 landless farmers. It has been a consistent performer in land distribution with over 100 percent of annual projection in the past 12 years. In her message, Ragandang emphasized that DAR would continue its support programs for the agrarian reform beneficiaries to improve agricultural production and for their families to attain better quality of life. It was gathered that as of May, 2016, the agrarian reform community average

DND awards medals to wounded soldiers for gallantry in action ZAMBOANGA City -- The Department of National Defense (DND) awarded medals on Wednesday to the 16 soldiers, including a junior officer, who were wounded in the line of duty for gallantry in action. The awardee-soldiers were among those who were wounded in the one-and-ahalf-hour firefight on Tuesday afternoon in Sitio Bud Duwa Bayho, Barangay Pansul, Patikul, Sulu. Maj. Filemon Tan Jr., Western Mindanao Command (Westmincom) spokesman, disclosed that 15 of the 16 were admitted at Camp Navarro General Hospital

(CNGH) while the remaining one, at a private hospital in this city. Outgoing DND Secretary Voltaire Gazmin personally pinned the Wounded Personnel Medals (WPM) on the 15 wounded soldiers when the defense chief visited them at Camp Navarro General Hospital (CNGH). The awardees admitted at CNGH are as follows: 2Lt. Jeron Nablo; SSgt. Joel Balasa; Sgt. Reynaldo Flores; PFC Jetter Atay; PFC Jessie Braterna; PFC Gilbert Camasis; PFC Rio Cablasa; PFC Jay Nomer Delaqueña; PFC Edentorio Dolorosa; PFC Jeremias Galvi; PFC

Ramonito Ilat; PFC John Ray Mintac; PFC Joel Nuena; PFC Jayson Rendon; and, PFC Jessie Sarang. They belong to the Army’s 32ndn Infantry Battalion. Tan did not release the identity of the wounded soldier admitted at the private

hospital. The troops were on combat operation when they clashed with around 200 ASG brigands on Tuesday afternoon in Sitio Bud Duwa Bayho, Barangay Pansul, Patiul, Sulu. The troops were in search

of the hostages, including foreigners, that are still being held captives by the ASG brigands in Sulu. Meanwhile, Tan said Gazmin also visited the headquarters of the Army’s 104th Infantry Brigade in Camp Luis Biel III in Isabela City,

Basilan. Gazmin urged the troops to carry on and do their jobs with utmost commitment for the future of the next generation. He thanked the troops for their support during his stint as DND secretary. (PNA)

Section 3. Training and Orientation on Pre-Emptive and Forced Evacuation Procedures - The City Disaster Risk Reduction and Management Division (CDRRMD) of the Office of the City Mayor shall organize and facilitate the conduct of training and orientation at least once a year on pre-emptive and forced evacuation on possible human-induced and natural hazards. During the aforesaid trainings and orientations, the CDRRMD shall also discuss and highlight in local dialect topics on RA 10121, otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010, DILG MC No. 2012-35 dated February 21, 2012 regarding the Guidelines in Ensuring Public Safety During ManMade and Natural Disasters, this Ordinance and other laws, rules and regulations on disaster risk reduction and management. The CDRRMD shall also conceptualize posters, newsletters, brochures and pamphlets regarding disaster risk reduction and management and cause the same to be posted at the conspicuous places of the city and/or, if possible, disseminate through quad media.

Establishment of evacuation centers or such places where the internally displaced persons will be temporarily sheltered; Designation of areas where vehicles provided by the city government are on stand-by to transport local residents to the identified evacuation centers. Enlistment of Assistance of Other Government Agencies - In declaring the enforcement of preemptive or forced evacuation, the members of the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), and the Department of Public Works and Highways (DPWH) assigned within the affected locality may be mobilized by the City Mayor. All emergency measured adopted shall be a coordinative and collaborative effort between the City Government, PNP, AFP, BFP and the DPWH. Section 6. Refusal of Local Residents to Leave their Homes or, After Evacuating, Go Back Therein Without an Order Allowing Them to Do So - In the event that local residents, refuse to leave their homes or, after evacuating, go back to their homes/affected areas without an order issued to this effect, the City Government as well as the members of the mobilized units may use such reasonable force that is commensurate under the circumstances, to evacuate them from the area, without discrimination and with conscious attention to the needs of vulnerable and marginalized sectors such as children, women, the elderly and persons with disabilities, with the end view that lives are safety secured. Any person who willfully and deliberately disregard or opposed the order of preemptive or forced evacuation issued by the City Mayor shall release the latter from any liability for the formers injury or death attributed to his disobedience. During evacuation, priority shall be given to those persons or residents who willfully comply with the order of forced evacuation. Section 7. Reportorial Clause - Within twenty four (24) hours upon the declaration of pre-emptive or forced evacuation, the City Mayor shall report the declaration to the City Disaster Risk Reduction and Management Council (CDRRMC) and Sangguniang Panlungsod. Section 8. Penalty Clause - Any public official found to violate any of the pertinent provisions of this ordinance shall be subject to a fine not exceeding Five Thousand Pesos (P5,000.00) or imprisonment not exceeding one (1) year or both in the discretion of the court, without prejudice to administrative sanctions as may be imposed under existing laws, rules and regulations. Section 9. Separability Clause - If for any reason, any part or provision of this Ordinance shall be found to be unconstitutional or invalid, other parts or provisions thereof which are not affected thereby, shall continue to be in full force and effect. Section 10. Repealing Clause - All Ordinances, rules and regulations, or parts thereof, in conflict with, or inconsistent to the provision of this ordinance are hereby repealed or modified accordingly. Section 11. Effectivity Clause - This Ordinance shall take effect immediately after fifteen (15) days following the completion of its full publication in any newspaper of general circulation in the City of Malaybalay. All because of a disease, a kind of cancer that puts every woman at risk, regardless of race, age, lifestyle or socio-economic status . Cervical cancer continues to be a major threat for Filipino women. It is the second leading cause of cancer deaths among Filipinas . What’s worrisome is that two in three Filipinas diagnosed with cervical cancer may die within five years . Since culturally, Filipinas are known to be caring and selfless for others but tend to dismiss concerns about themselves, those who may have contracted cervical cancer may have been diagnosed at a late stage, when the chances of recovery are slim. What Is Cervical Cancer? Cervical cancer occurs when abnormal cells develop and spread in the cervix, the entrance between the vagina and the uterus . This is caused by persistent infection with the cancer causing human papillomavirus (HPV) . It is also estimated that up to 80 percent of women will be infected with HPV at some point in their lives . Majority of HPV infections may come and go , some may clear spontaneously within two years , however if the immune system is weak, the HPV infections may persist and may eventually lead to the development of cervical cancer. While HPV is primarily transmitted via sexual intercourse, skin-to-skin genital contact is also a recognized mode of transmission , , . Lifestyle changes can help prevent the development of cervical cancer, such as being conscientious about one’s sexual activities. Beyond regular consultations and pap smears by your OBGYN, vaccines that protect against cancer-causing HPV are also now readily available. Who is at risk? The incidence of cancercausing HPV infection is actually highest at the young ages of 15-19. One is at a greater risk of cervical cancer if one had her first sexual intercourse at a young

age; have given birth for multiple times; have or have had sexually transmitted diseases; have HIV or whose immune system is weakened; a smoker; long-term use of oral contraceptives for 5 years or more and those who rarely or have not yet had any pap smear. The World Health Organization Strategic Advisory Group of Experts (WHOSAGE) on Immunization reiterates the importance of getting young girls protected through HPV immunization before their first exposure to HPV (i.e. before sexual contact), as young as 9 years old. For older women, the risk of persistent infection with cancer-causing HPV (which is necessary for cervical cancer to develop) increases with age, and is highest when a woman is over 66 years old. Thus, screening is recommended starting age 21 to detect cervical abnormalities that precede actual cervical cancer. Studies further show that vaccination remains to be beneficial for older women to prevent HPV infections. MISAMIS ORIENTALVICE GOVERNOR JOEY G. PELAEZ visited the Barangay Hall of Alipuaton in the municipality of Salay to check personally the evacuees of Sitios Tapol and Camansi of Barangay Banglay in the nearby town of Lagonglong. Per evacuees’ account, they evacuated to Barangay Alipuaton to take refuge from the latest encounter between the government forces and the New People’s Army.

Likewise, he commended the calm management of the situation by the Barangay Council of Alipuaton under the leadership of Barangay Chairman Ernesto Bustamante Vice Governor Pelaez, in his capacity as Acting Governor at that time, asked the concerned Provincial Capitol Department Heads to assist the evacuees. He also provided financial assistance to the 39 affected families composing of over

200 individuals. Vice Governor Pelaez vowed to look seriously into the matter and immediately held an emergency meeting with Lieutenant Colonel Francis P. Carandang, Commanding Officer of the 58IB of the Philippine Army, and the Department Heads of the Provincial Government to discuss the accurate status of the situation and to further harmonize all relief and coordinative efforts.

Let’s face it, a lot of students do not like Science as subject. Some of the students tend to loose attention and interest especially when it comes to Science. Why is it so? Some say because Science is difficult and that it takes enough time to be understood and appreciated. That is why this has become a call for the teachers to be patient enough with their students so that they can get through the school year learning and further loving Science. So how can we teachers increase the participation of our students during discussions and group activities? One way is through engaging them in a personal work that would require them self-work and selfdetermination to finish the work. Like for example, require them to have a personal experiment, not a group activity. In this way, they will really do their best to finish the task as it is an individual task and not a group task. One

disadvantage of a group task or activity is that other students do not do their part and let the leader and assistant leader and other member do everything, or sometimes they just start the experiment and no interest in finishing it. One thing also is through graphic information or referred as infographics in which facts and information is being drawn and translated into graphics. This strategy would simulate

students to increase their attention as it will be a creative and fun approach. In short, it is not boring. Through these activities, they will have fun while learning and studying and appreciating things and experiments. With this, as teachers, we should always value to increase the participation of the students during discussions as they will not only learn but in the future will apply what they have learn to better their lives and future.

In the new millennium, the Philippines is aware of the global changes that bring about information to societies and new methods of learning based on a deeper comprehension of human capacity to think. Education then calls for a strong leadership of school administrator like the school principal who would look into the enormous works and functions which can dramatically change or unchanged what happens in a particular school. As a leader in the 21st century, the principal will be far different from those previous generations. He will have to face a different set of problems – the type of instruction and strategies, the school climate, the curriculum and approaches to be used. These are some of the challenges that a principal should be aware of in so

Appreciating Philippine literature By El M. Dela Cruz, Teacher I Lugait National High School

The Philippine literature has greatly influenced this generation as it hones and develops this country’s ideals and culture. This country’s literature has indeed molded the Philippines and the Filipino people into what we are right now and who we are right now. According to Wikipedia, Philippine literature is associated with the Philippines and includes legends of prehistory, and the colonial legacy of the Philippines which were originally transmitted through oral tradition. Meanwhile, it is also our literature that depicts the eyes of the past. In some school settings, literature has been integrated into English subjects or the Social Studies. Basically, some students do not appreciate our literature as they find it hard to understand and hard to comprehend, as it is due written to express one’s feelings over things and circumstances. In school, we as teachers should inculcate in the hearts and minds of the students the value of appre-

ciating our own literature. As they consider it as not that easy, still we can utilize teaching strategies for them to love and appreciate the matter. One example is to let them memorize and act a poem in front of the class. Poems that are written by original Filipino writers and contemporaries, even further integrating the other international literature. But this we should not only let them memorize and act on it but let us encourage them as well to internalize

the poem so that they can even apply it in their daily endeavors. As understood, poems are made out of experiences and feelings and definitely it depicts a certain circumstance that the writer wanted and loved to write about it. If we let the students internalize the whole thing, then they are not only memorizing but they are learning. Philippine literature employs best experiences of the past that is why we should live up to it and uphold everything that our ancestors and forefathers have marked.

Short power interruptions on June 25, 26 and 27 Davao Light and Power Co. will implement short power interruptions on June 25, 26 and 27 affecting customers served by its ERA, Bunawan, Tadeco and Sto. Tomas Substations. These service disruptions will be necessary to facilitate corrective maintenance servicing in Davao Light’s ERA Substation. To avoid longer duration of power interruptions, load from the affected substation will be transferred to nearby substations on June 25 and 26. Normalization or return of load back to its normal set-up will be on June 27, Monday. The first power interruption will be on June 25, from 4:00 a.m. to 4:15 a.m., affecting customers from Talomo Bridge in Ulas going to Toril proper that includes Dumoy, Bago and Puan. The next set of service disruptions will affect customers from Don Ramon Substation in Bunawan going to Lasang up to Panabo Substation in Cagangohan. Also affected are customers from Brgy. Malitbog going to Tadeco up to Sto. Tomas and part of Kapalong including Dujali, DAPECOL and Sto. Tomas proper. This will be on June 25, from 10:00 p.m. to 10:30 p.m. and on June 27, from 6:00 a.m. to 6:30 a.m.. The last set of power interruptions will be on June 26, for 15 minutes only anytime between 12:01 a.m. to 1:00 a.m. and on June 27, still for 15-minutes, between 4:00 a.m to 5:00 a.m.. Customers affected are those from Sandawa up to Sasa. This includes city proper, Obrero, Agdao, Bajada, Buhangin, Lanang, Sasa, Cabantian and Mandug. Davao Light apologizes for the inconvenience of these scheduled power interruption. But it will exert all efforts to restore electric service as scheduled or earlier. However, there may be instances where restoration may extend beyond the schedule due to unavoidable circumstances. The English Channel separates southern England from northern France, and joins the southern part of the North Sea on its east to the rest of the Atlantic Ocean on its west. Macarine said he will swim from England to France, then ride the boat back to England.

“Swims usually start at or near Shakespeare’s Cliff or Samphire Hoe (in between Folkestone and Dover), and aim to finish at or near Cap Gris Nez (between Boulogne and Calais),” according to the Channel Swimming Association’s (CSA) website. “If mountain climbers have Mt. Everest, English Channel is considered the Mt. Since November last year, the former varsity swimmer of Silliman University in Dumaguete City said he has increased his training exercises – from two hours of swimming every Monday, Wednesday and Friday, to the same number of hours all weekdays. Sundays are for cross training, either biking or running, he said. Aside from the cold waters, Macarine said another matter that concerns him is the distance because he hadn’t tried swimming more than 30 kilometers in his nine successful swimming marathons. “Yes, it’s a long swim but I believe I could do it

Macarine said he plans to finished the swim in 16 hours. “This swim, I will only be wearing regular swimmig trunks, swimming cap and goggles,” he said, noting that he will not wear any thermal suit. According to the CSA, the shortest distance to cross the English Channel is 21 miles, but some swimmers may have to swim longer if they miss Cap Gris Nez because of the current. The association said the channel became popular among swimmers when Matthew Webb, a 27-yearold steamship captain, successfully crossed it in 1875. Since Webb, about 1,100 solo swimmers have conquered the distance, the CSA said. Macarine said he will try his crossing between August 15 and 20, citing strict rules set by the Channel Swimming and Pilots Association. The association requires swimmers to register and assigns swimmers to a boat captain who is trained to monitor channel swimmers. On any given day, 10 to 12 swimmers may be in the water, CSA said, but they are going at different speeds and taking different routes between England and France. Macarine’s swim is part of his lifetime advocacy for clean seas, environmental tourism, and climate change awareness. Just like in his previous open water marathons, Macarine followed the Marathon Swimming Federation Rules and performed solo swimming without floating aid or help from any human or sea vessel. British Ambassador to the Philippines Asif Ahmad, who graced the launch event, said when he got notice of the plan, he liked it because of the global advocacy on Climate Change. “Because of the conservation efforts we have had, like what Ingemar Macarine is pushing in the country,

He said Macarine’s swim is not about the crossing but the environment. “Water is rising because of human activities that’s harming the environment. The glaciers are melting in the North Pole and I hope Macarine will be the ambassador of goodwill,” he said.

Marking its 52nd anniversary as the country’s premier association of newspapers, the Philippine Press Institute (PPI) elected a new board of trustees on Wednesday, June 22, at its Annual Membership Meeting at Century Park Hotel in Manila. Alfonso Pedroche, editor-in-chief of Pilipino Star Ngayon, was elected chairperson-president, taking over the reins from Jesus Dureza, who is set to join the Duterte administration as Presidential Adviser on the Peace Process. Other elected members of the Board of Trustees are Salvador Diputado of Bohol Times as vice chairman; Joenald Rayos of Pahayagang Balikas as treasurer; and Amalia Cabusao, editor-in-chief, of Mindanao Times as secretary. The membership meeting marked the opening of PPI’s twoday 20th National Press Forum, the theme of which is

“Understanding the Disputes in the West Philippine Sea,” with Senior Justice Antonio T. Carpio as guest of honour and speaker, who will address the PPI members and guests on Thursday, June 23. Also making up the new board are Allan Mediante of BusinessWeek Mindanao, Adrian Amatong of Mindanao Observer, and Cabusao as trustees for Mindanao; Maria Fajardo of Panay News, Queenie Bronce of The Freeman, and Diputado for the Visayas; while Sonia Daoas of Cordillera News Agency and Rayos are trustees for Luzon.
