Dengue in Caraga continue to swell

BUTUAN City––Death toll from dengue has swelled to 28 in Caraga Region as cases rose to 5,887 from January 1-October 11, 2014 up by 115 percent from 2,730 cases reported for the same period last year.

The Department of Health in Caraga said the fatalities came from Butuan City – 8, Bislig City – 6, Surigao del Sur – 4, Cabadbaran City – 3, Agusan del Norte – 2, Agusan del Sur – 2, Surigao City – 2, and Bayugan City – 1.

It said four cases were reported from October 1-11, 2014 mostly from here where clustering of cases were detected from September 7-13, 2013 in Barangays Ampayon and Baan, Km. 3.

PCSO’s ‘Lucky Tres’ now operates in Oro

‘Black Shadow Gang’ lurks in the city’s public schools

CAGAYAN de Oro City–– The City Council in this trading hub of 800,000 people has expressed the alarm over the existence of a shadowy gang of school children known as “Black Shadow Gang.”

City Councilor Ramon Tabor, chair of the council committee on police, fire, and public safety, said that the city government should act immediately to contain, if not, totally ban the “Black Shadow Gang” that now exists in various elementary public schools here.

Citing police reports,

Tabor said that the”Black Shadow Gang” has been observed to be active in four barangays in the city’s urban center.

Divers dismayed over the capture, death of sun fish

URIGAO City - Some local and foreign divers expressed dismay over the capture of a giant ocean sun fish on Oct. 14 in a barangay here, and said the fishermen who caught it should have set it free.

“They could have let it loose not applied hooks and brought it ashore,” diver Paul Dumlao from Surigao City said.

He said if he had known it right away he could have tried to rescue the giant fish and brought it back to deep water.

Ayesha Laurente, another local diver cried foul upon learning that fishermen in Barangay Ipil caught a rare fish.

“If it’s true that there are more sun fish out there, they should not get it because it’s a rare fish,” she said, adding she felt so bad seeing the hapless fish.

“This can be a tourist attraction especially for

divers. I hope there are more around here and they don’t catch this rare fish,” she said.

Laurente said she went to Bali, Indonesia last year just to see this kind of fish.

“We paid that much just to see this kind of fish in Bali, Indonesia. [But] because it’s rare we failed to see it there.”

Zati Orquina, another diver said he was so shocked when she learned that a sun fish had been caught.

She said fisher folks should be told not to catch it because only a few of its kind is left.

Gianni Grifoni, a Swiss national diver and marine biologist said he didn’t like what the fishermen did to the sun fish.

Ricardo Dionaldo, one of the 10 fishermen who caught the said fish said they did not intend to get the fish whose sheer size amazed them.

“We didn’t know what kind of fish that was,” he told MindaNews, adding it looked weak when they saw it.

He said it accidentally got into their net.

Dionaldo said they were looking for a school of big eyed scad locally known as tamarong some 1000 meters from the shoreline of Ipil.

He said if the local authorities allowed them to eat it, it would have been like a feast. “Everybody wanted to get a piece of it.”

Bureau of Fisheries and Aquatic Resources officials said the ocean sun fish which was caught on Tuesday was 2.165 meters long and 1.322 meters high and weighed 600-800 kilos. a much bigger sun fish.

The said fish was brought to Surigao Public Market but no one bought it because it was not common

to many. The fishermen brought it back and ate it.

Green architecture for all government buildings Lawmakers have filed a bill applying green architecture in the construction of future government buildings in the country.

The Green Building Act may yet hasten the need for environmentally friendly architectural designs of government buildings.

Green building uses one third energy than conventional buildings. It espouses the reduction of operation costs by increasing productivity and using less energy, water and other resources; improvement of public and occupant health due to improved indoor air quality, and decrease of waste, pollution and environmental decay according to the proponents of the measure.

True, it is imperative to adopt policies that will condense the general adverse environmental impact of the built environment and will

consequently cut costs and save environmental resources.

Rep. Karlo Alexei B. Nograles, another author of the bill, said the bill requires that all government buildings be set, designed, constructed, operated, maintained and retrofitted using environmentally responsible materials, sustainable architecture techniques and other green building practices for the purpose of reducing the building impacts on environment and human health.

Indeed, it is timely that buildings must be eco-friendly because they are responsible for large amount of land use, energy and water consumption, air and atmosphere.

Such fact runs counter to the very policy of the sustainable development and the Constitutional right of the people to a balanced and healthful

ecology.

Under the bill, the government shall ensure that objective, accurate, comprehensive and updated information on green building policies and standards are available at all times not only to government institutions but also to the general public.

All historic structures , however, are exempted from the requirements of this act. Nevertheless, the green building policy may still be adopted in the operation or maintenance practices, renovation and expansion of such structures provided that the historical integrity of the structure shall not be compromised.

Let our architects apply applicable standards in planning, designing, constructing, operating or maintaining, renovating and expanding building projects and for

retrofitting existing buildings.

The measure provides for the creation of a Green Building National Board tasked in the planning, design, construction, operation or maintenance practices, renovation and expansion of government owned buildings and in the retrofitting of existing government buildings.

It is also mandated to promote green building education to the public regarding the benefits of green building standards, monitor the issuance of “Green Building” certification by authorized accrediting body and maintain registry of “Green Building” accrediting bodies and government institutions, which it shall make available to the public.

Let all everyone help in raising the awareness on the importance and benefits of green building standards.

LOCAL residents under the second congressional district of Rep. Juliette Uy of Misamis Oriental continue to enjoy the needed basic services, healthcare, educational assistance, and infrastructure projects.

Rep. Uy, who is serving her first term as representative of the second district of Misamis Oriental to the House of the Representatives, has just turned over P4 million worth of infrastructure projects.

Despite her being neophyte, Rep. Uy was diligent in looking for more funds to ensure she can bring home more projects for the residents of the second congressional district in Misamis Oriental to enjoy. She did manage to implement various projects without relying to the defunct Priority Development Assistance Fund (PDAF) more popularly known as “pork barrel.”

Without the pork barrel, she opted to continue her educational assistance; the holding of regular medical mission, livelihood trainings and assistance. She was also instrumental in widening and concreting of the Iligan-Cagayan de Oro-Butuan road network.

She has earlier turned over a multi-purpose building (covered court) worth P2 million to Barangay Jampason in Jasaan town in Misamis Oriental.

Joining her during the ceremonial cutting of the ribbon are Barangay Councilor Elizabeth Lanzaderas, Association of the Barangay Council (ABC) President Charlito Eugenio, Municipal Councilor Rebecca Edos, Punong Barangay Emerlinda Agbong, Punong Barangay Roel Dael of Solana, also in Jasaan town, and Engr. Jimmy Ramos of the Department of Public Works and Highways (DPWH)-District Engineering Office.

Rep. Uy also turned over another multi-purpose building (covered court) worth P2 million to Barangay Rizal in the town of Claveria, also in Misamis Oriental.

The project was turned over to Rizal Punong Barangay Marina Gumaling and were witnessed

by Claveria town Mayor Redentor Salvaleon, Vice Mayor Miraluna S. Abrogar, and the members of the Barangay Council of Rizal.

The P4-million worth multi-purpose buildings were funded under the Rural Local Infrastructure Project (RLIP).

AMBOANGA City – Abu Sayyaf militants have freed two German hostages late Friday after receiving ransoms in Patikul, Sulu.

The hostages - Stefan Viktor Okonek, 71, and Henrike Diesen, 55, were recovered by policemen near a checkpoint in Patikul town in Sulu province and were immediately whisked by the military to a camp in Jolo town.

Military sources said the hostages would be brought to Zamboanga City before flying to Manila where they would be handed to Philippine and German officials.

Aboo Rami, an Abu Sayyaf spokesman, has told a radio station that ransoms were paid for the safe release of the Germans, but he did not elaborate. The militants have originally demanded P250 million ransoms in exchange for the hostages

and for Germany to cease all support to US coalition campaign against ISIS which is fighting for Islamic caliphate.

The German yachters were intercepted at sea by the Abu Sayyaf on April 25 while heading to Sabah in Malaysia from a holiday in the Philippines.

The release of the Germans came hours after Philippine security forces have launched an operation in an effort to capture Abu Sayyaf militants holding foreign hostages in Sulu.

The Abu Sayyaf had threatened to kill the hostages if the military launches a combat operation against the notorious group tied to Jemaah Islamiya and alQaeda. Arab or Indonesian militants are also among the Filipino militants guarding the hostages.

“The Western Mindanao Command continues to support the PNP’s law enforcement operations under the guidance of the Special Actions Committee in Sulu,” said Lieutenant General Rustico Guerrero, head of the Western Mindanao Command.

He said the ongoing joint police and military operations cover the implementation of warrants of arrest, search and seizure, and other law enforcement activities against the members of the Abu Sayyaf group.

The Philippine military has deployed K9 units in Sulu to help ground troops search for at least 7 foreigners being held by the Abu Sayyaf.

Marine Captain Maria Rowena Muyuela, a spokeswoman for Western Mindanao Command, said: “The K9 teams will help track down the Abu Sayyaf as military troops continue to pursue the bandits in their hiding places. Intensified law enforcement operations in coordination with the local government and the police are ongoing to facilitate rescue of kidnap victims and expedite the arrest of Abu Sayyafs in the province.”

Another Abu Sayyaf faction also threatened to kill Malaysian fish breeder Chan Sai Chuin, 32, who was kidnapped along with a Filipino worker on June 16 this year from a fish farm in the town of Kunak in Tawau District.

The militants are demanding 3 million ringgits (P41 million) for the safe release of the fish breeder.

This was on top of 100 Special Forces soldiers from Zamboanga City that were sent to Sulu on October 8 to help other units fight the Abu Sayyaf.

The Abu Sayyaf group, formed by Ustadz Abdurajak Abubakar Janjalani in 1992, continues to recruit members to fight the government in their attempt to set up a strict Islamic state in Mindanao. The group now has hundreds of members in the Muslim autonomous region.

The military has failed to stop the growing influence and violent campaigns of the militant group tied to al-Qaeda and Jemaah Islamiya mainly because it did not sustain the combat operations needed to wipe out the Abu Sayyaf in the restive region. Much of the military’s huge budget goes to combat operations and its modernization program.

ut of the 24 entries from 14 different countries, Xavier University reaped the

top honors at the Blue Responsibility Awards: Manufacturing for a Sustainable Terra Preta Sani-

tation System during the Puteri Pacific Hotel in Jo12th Global Conference hor Bahru, Malaysia on for Sustainable Manu- September 24.

GCSM is an annual facturing (GCSM) at the colloquium designed for students, engineers, scientists and professors across the globe in pursuit of exchanging sustainable ideas to rejuvenate our environment and improve quality of life.

The competition’s rationale included two main principles: (1) Sustainability is not only limited to the common concept of the Reduce, Reuse, Recycle (3Rs) which most developing countries have applied over the years. (2) Ongoing depletion of the Earth’s natural resources necessitates three more new concepts—Reprocessing, Redesigning, and Remanufacturing.

These so-called 6Rs (Reduce, Reuse, Recycle, Reprocessing, Redesigning, and Remanufacturing) constitute a new environmental protocol in the manufacturing industry. Application of these sustainable concepts served as the major criterion at the Blue Responsibility competition, where the sanitation system design entries must be a reflection of the 6Rs.

XU, through the collaborative work of its two Research and Social Outreach (RSO) units— the School of Medicine’s Sustainable Sanitation (SuSan) Center and the College of Engineering’s Engineering Resource Center (ERC)—submitted the entry dubbed as “Terra Preta Sanitation System for Post-disaster Transitional Communities in the Philippines.”

The said entry received the top award among the 7 finalists during the competition.

Representing XU and the Philippines during the final presentation were Dr Gina S Itchon of the School of Medicine and SuSan director, and Engr Dexter S Lo, faculty of the College of Engineering and ERC director.

XU was considered as “the game changer” of this design competition because its entry was not only manifested through a blueprint and theories but it has been used and proven effective in several evacuation communities after a number of disasters hit the country (Tropical Storm Sendong in 2011, the Bohol Earthquake and Super TyphoonYolanda in

2013).

Backed with solid research, community experiences, assessment and remodeling, XU’s entry demonstrated the capacity of a developing country, such as the Philippines, to conceptualize and apply a multidisciplinary and collaborative solution to sanitation issues despite the limited resources.

“Finally, we stand here today not just as scientists, but as persons echoing the cry for human dignity,” Engr Lo said in his message.

In the field of community development, the ERC director underscored the Ignatian value of magis (beyond what is expected and going beyond excellence) and the theme of the bicentenary of the restoration of the Society of Jesus, “Go, set the world on fire.”

“Every time we work in the community, especially with the poor and the powerless, it is our commitment, our mission—to forge a better life for our people, for a sustainable future, and for a truly blue planet!”
