DAVAO City -- After long years of fetching their drinking water from distant sources, residents from seven farflung villages in Manay town, Davao Oriental now find relief after the completion of level two and three potable water system projects. Davao Oriental Gov. Corazon Malanyaon led the turnover of the projects together with the top officials of Manay and the Department of Interior and Local

Government (DILG) in the area. The constructions of the potable water systems were funded through the Bottom-Up Budgeting (BUB) – Sagana at Ligtas na Tubig sa Lahat or the Salintubig Program of the DILG with the support of the local government unit (LGU) in the area. “Provision of safe drinking water to communities is one of the topmost priorities

of the provincial government. Water is one of the most basic needs in every community,” Malanyaon said in her message. She added that to ensure the delivery of such important services to far-flung areas, the government has been investing portion of its resources to make sure that communities are wellprovided with sufficient and continuous safe water supply through potable water

Police adopt ‘Holy Week’ regional security plans By CRIS DIAZ Executive Editor

CAGAYAN DE ORO CITY – A couple and eight “guests” were nabbed in an alleged drug den during a raid by law enforcers here, an official said. Wilkins Villanueva, director of the regional Philippine Drug Enforcement Agency (PDEA), said that the government agents also seized 71.5 grams of suspected “Shabu,” (Methamphetamine Hydrochloride), an illegal drugs, valued at

Second Presidential debate, a flop?

NOT WITHSTANDING that Davao City Mayor Rodrigo Duterte remains the winner among a consensus of netizens in round 3 of the first part of the presidential debate in Cebu City on Sunday, March 20. And that in the previous two rounds, Duterte topped with 295 votes (68.6%) of the total 430 votes on the Rappler poll; And that Secretary Manuel Roxas II was second place with 82 votes (19.07%), followed by Senator Grace Poe with 47 votes (10.93%), and Vice President Jejomar Binay with 6 votes (1.4%), “Angry and Annoyed votes” appeared during the exchange between Duterte and Roxas on the issue of fighting crime, with Duterte attacking Roxas and calling him an apologist of the administration. The debate, the second in the series, was efficiently co-organized by the Commission on Elections, TV5, Philippine Star, Kapisanan ng mga Brodkaster ng Pilipinas, and University of the Philippines Cebu, but many viewers said they were aghast at how the presiden-

it difficult to believe he would champion this, given that he is facing corruption allegations and that he did not appear at the Senate probe investigating these allegations. Duterte reiterated his earlier challenge to Binay, that both of them should withdraw if they should be found guilty of stealing. The second question intensified the ongoing discussion on corruption. Asked what he would do with the pending cases of his son, dismissed Makati mayor Junjun Binay, VP Binay said that he would comply with the law – even if he believed his son was innocent. of the candidates. It was an “agreement” brokered by the local church. Unfortunately, it is of public knowledge that the choice of the church leadership is “biased” to specific candidates and political party. There is no need to extrapolate on the issue because the leadership of some lay organizations have already displayed the hypocrisy of the church’s political color. The suspicions on the outcome of the election are always haunting at the back of one’s mind. Would it be

possible to attain a peaceful election when the integrity of the poll becomes an issue? In fact, there is now the feeling that the “voter’s receipt” could provide a “lockdown” defense whenever suspicion arises about the conduct of the election. A lockdown defense would mean that an “electronic” failure might cause the inability of the Vote Counting Machine (VCM) to execute a receipt while the election is in progress. When the situation takes place the election officials would insist on continued election sans the receipt. If this happens, the result of the election would become doubtful because the voter’s receipt, as the basis in the filing of election protest, is no longer available. In another scenario, the election official would, perhaps, announce that the VCM has jammed and malfunctioned. What and how would the candidates react to such situation? The situation is very delicate that the candidates

should be wary about. Remember that it would be another thing if somebody would come to fix the machine. The most likely thing to happen is to surreptitiously replace the code in the guise of fixing the machine. Remember that the “receipt” is no longer available. Thus, the machine would now base its result on the “pre-filled code” that the technician might have replaced when the machine underwent some “fixing.” Many are looking at the worst scenario. One would always recall the suspicion casts on the integrity of the result of the elections since 2010 and 2013. Of course, many believed that the administration candidates have more access in the conduct of a “fraudulent election.” Granting without admitting, will the candidates honor the covenant of peace when the conduct and the result of the election are held in doubt? BUTUAN City -- Two Agrarian Reform Beneficiaries organizations in Agusan del Norte recently named by the Department of Agrarian Reform (DAR), Department of Agriculture (DA) and the Land Bank of the Philippines (LBP) as excellent performing associations based on their outstanding 100 percent repayment of their loan under the Agrarian Production Credit Program (APCP) during the 2nd National Agri-Fisheries Credit Program Assessment and Planning Workshop for Visayas and Mindanao held in Cagayan del Oro City. During the ceremony, Baleguian Organic Farmers Irrigators Association (BOFIA) and Taguibo Integrated Pest Management Irrigators’ Association (TIPMIA) were made awardees as good borrowers of APCP from

Caraga Region. The said awarding was led by DA Secretary Proceso Alcala, DAR Undersecretary Rosalina Bistoyong and Land Bank Board Gerardo Bulatao. Why students drop School?

According to survey, the top reason why students drop school is having failures in their classes. But in my case, my students drop school because poverty and having failures is just secondary. At an early age they undergo child labor to help their family survive and to meet their basic needs. Out of 447 students officially enrolled in my class this S.Y. 2015-2016 seven of them are not regular in coming to school because they usually work in the farm as laborers as their priority to survive. Three out of the seven are recipients of Pantawid Pamilyang Pilipino Program. They have financial assistance from government but still they cannot afford

to come to school regularly. Why? Is the money from the government less enough to support their Studies? 0r, are they just contented in their life they have at present? Meaning, they are not anymore dreaming to become a great person in the future through acquiring formal education. It may or may not be the real reason because to become successful in life is really a choice where no one can ever dictate even a mother. A mother or a teacher can only inspire and guide a student. We can never impose something to someone especially if the student himself refuses to go to school. What is important is that we made them aware of the possibilities they will have when they quit school. They must know

that education is the key to success and they can surely have brighter future in having a formal education. Students should have enough encouragements and inspirations to face the challenges t in life like poverty and failures and they should face them one at a time squarely. They should also know that no one ever becomes successful without

passing hardships and failures in life. Everyone knew that coming or being in school is a privilege because not all school age children are in school even with the presence of “EPA” or education for all because every child has a write to education regardless of his economic status. So, it’s a great loss for a

For the first time Salawagan National High School held their MAPEH DAY last March 11, 2016 with the Theme: “Preserve and Promote Filipino Cultural Heritage through Dance”. The said event showcased the talent of all Grades 7 to Grade 10 students in dancing.

Ethnic and folk dances were presented by the Grade 7 and 8 students, while the Grade 9 students showed their gracefulness in social dances. Furthermore, knee-trembling and breath-taking cheer dance and festival presentations were presented by the Grade 10 students.

NITED Nations Secretar yGeneral Ban KiMoon has raised urgency for saving forests worldwide and keeping these healthy, warning su ch water-ri ch ecosystems’ degradation and global population growth are elevating over a billion people’s risk for water scarcity and water-stressed conditions by 2025.

“As the global population grows and demands for water escalate, safeguarding the water-providing capacity of forests is becoming more urgent,” he said in his message for this year’s observance of the annual International Day of Forests (IDF). He sees need for more protection and rehabilitation of forests worldwide, saying these ecosystems are central to future prosperity of countries and stability of Earth’s climate. “Investing in forests is an insurance policy for the planet,” he said. Ban made the call as studies show forests are reeling from years of environmental degradation and other threats, jeopardizing these ecosystems’ ability to provide ecological, economic, social and health services essential to survival on Earth. “By 2025, nearly 1.8 billion people will live in areas with absolute water scarcity,” he warned. An estimated two-thirds of global population risk facingwater-stressed conditions then, he said. “On this IDF, I call on governments, businesses, civil society and other partners to adopt holistic policies and practices to protect, restore and sustain healthy forests for our common future,” he added. loss nationwide by implementing the 2011-2016 National Greening Program (NGP), implementing a logging ban in the country’s natural and residual forests as well as intensifying operations against illegal logging. NGP is the government’s most ambitious reforestation program so far as it targets exceeding the State’s greening accomplishment in the past 50 years. Such program aims planting, from 2011 to 2016, an estimated 1.5 billion seedlings of various tree species in some 1.5 million hectares of open, denuded and degraded land nationwide. In Decemb er 2012, the UN General Assembly adopted Resolution A/ RES/67/200 which declared March 21 of every year as IDF. IDF provides a platform for communicating forests’ role in poverty eradication, environmental sustainability and food security. This year’s IDF theme is ‘Forests and Water’ to help raise awareness about forests’ role in providing

freshwater which is essential to life. “The world’s forests are essential to realizing our shared vision for people and the planet,” said Ban. He said forested catchments account for some three quarters of all freshwater used for farms, industry and homes. “City dwellers in Bogota, Durban, Jakarta, Madrid, New York, Rio de Janeiro and many other major cities rely on forested areas for a significant portion of their drinking water,” he noted. Protecting and restoring forested watersheds can help lower cost of building new infrastructure for water purification, he also said. Ban further said forests are key to addressing climate change. He raised such point as experts said forests help sequester carbon dioxide which is among climate change-driving greenhouse gases. “Forests provide one of the most cost-effective and efficient natural carbon capture and storage systems,” he said. Citing latest available data, Ban said the Earth is losing about seven million hectares of its natural forests annually. An estimated 50 million hectares of forest land are burned every year, he continued. “Despite their critical importance, forests continue to be razed and damaged,” he observed.

As part of the global bid for a sustainable future, theinternational community adopted last year a set of 17 goals for ending poverty, protecting Earth and ensuring prosperity for all. Such set is known as the Sustainable Development Goals (SDGs). According to Ban, forests are essential to survival so the SDGs call for “transformative action” to protect these ecosystems. “In this first year of implementing the 2030 Agenda for Sustainable Development, IDF focuses on forests’ role in supporting water systems,” he said. The Philippines’ Department of Environment and Natural Resources (DENR) earlier reported areas reforested under NGP already reached 1.35 million hectares as of Dec. 31 last year, exceeding this program’s 2015 target of 1.2 million hectares. DENR also said the government’s logging ban and creation of a special task force reduced the number of illegal logging hotspots nationwide to 23 areas from 197 areas. Such efforts’ forest area gain reaped international recognition and was cited as the fifth highest in the Global Forest Resources Assessment 2015 report, noted DENR. DAVAO City--The franchise area of Davao Light and Power Company (DLPC) will need additional 10 megawatts of additional power source for every “one degree” increase in temperature as the summer period kicks in. “ That’s our r u le of thumb,” DLPC senior vice president Arturo Milan told reporters at the sidelines of the signing of the memorandum of agreement between Aboitiz and the Technical Education and Skills Development Authority (TESDA) for the implementation of a project for the linemen and electricians on Friday. Based on the DLPC’s data, one megawatt of electricity can light up the needs of a total of 4,167 customers, which means a total of 41,670 customers are at risk of losing power if 10 MW additional requirement could not be met during summer period. DLPC has 350,000 consumers within its franchise area, covering Davao City, Brgy. Bincungan in Tagum City, and Carmen, Sto. Tomas and Braulio Dujali towns in Davao del Norte. Weather forecast for Sunday in Davao City is a high of 36 degrees and a low of 22. Milan said the power situation in DLPC’s fran-

chise area slightly improved after the Agus 1 and Agus 2, with combined capacity of 80 MW, were reconnected to the grid last Monday, but this is not enough to cover the franchise requirement. DLPC’s daily requirement averages 345 MW. Milan said there was no brownout on Wednesday and Thursday because of the Araw ng Dabaw holidays. “There was no work and no factories were running,” he said. “But everybody’s back to work and the demand for power increases again.” With the improvement in the supply, Milan said they are hoping to minimize the rotational brownouts to at least 30 minutes a day. The Department of Energy (DOE) earlier revealed that three more coal-fired power plants will run within the year: the 100-MW unit of the Sarangani Energy Corporation in Maasim, Sarangani will operate sometime in April 2016 while San Miguel Power Corporation’s two power plants, each with a capacity of 150 MW, will begin operations in the second half of the year. “When we have all these three plants, rotational brownouts will be a thing of the past,” Milan said. Last year, San Martin ranked 1st among the 11 public schools in Villanueva in the incidence of child wasting, prompting SPI to adopt the school as one of the beneficiaries of its comprehensive Corporate Social Responsibility (CSR) program. About P0.9 million worth of assistance was earmarked to cover costs of daily schoolbased feeding activities, conduct of responsible parenting and maternal care seminars, and the construction of a onestory building for use as Children Nourishment Center.

The Food and Nutrition Research Institute (FNRI) reported that in 2015, some 21.5% of Filipino children under five years old are underweight. With this figure, the Philippines missed one of its Millenium Development Goals (MDG) of reducing by half the percentage of underweight children from 27.3% in 1990 to 13.6% by 2015. The FNRI also reported that the prevalence of stunting (being too short for one’s age) among Filipino children under age 5 increased from 30.3% in 2013 to 33.4% in 2015, while the prevalence of child wasting among Filipino children under

age 5 stood at 7.1%. The cases of underweight, malnutrition, stunting and wasting affect not only the physical health of children, but also their mental development. If unabated, these conditions will cause irreversible damage which may last until adulthood, ultimately affecting their productivity in the long run.
