Upgrading of Sasa port feared to worsen traffic DAVAO City--A city councilor on Monday called on the Department of Transportation and Communication (DOTC) to conduct a further study on the possible impact of the P17-billion Sasa Port modernization project on traffic.

In a privilege speech, Councilor Diosdado Mahipus expressed fear the project might worsen traffic congestion on the road leading to and from the port and neighboring areas after it becomes fully operational.

“This will become a bottleneck for traffic in Sasa, once this project pushes through,” he said.

South Cotabato eyes more EU investments

The provincial government of South Cotabato is targeting to attract more investors from the European Union (EU) in the next three years with the rollout in the area of the EU and Germany-backed Partnership for Integrity and Jobs Project or Project I4J. South Cotabato Gov. Daisy Avance-Fuentes said Tuesday they consider the initiative as a vehicle that could draw major investment and business ventures to the province from companies based in the EU. Since its launching in the second quarter of 2014, the provincial government’s key officials and personnel have underwent a series of capacity-building trainings in connection with the program’s implementation.

Aside from South Cotabato, the Project I4J is implemented in eight other areas or localities in the country.

programs will certainly result in explicitly circumventing the national policies—i.e. mandates of RA 9003 and DENR administrative orders—and such circumventing will impact on the quality of the environment, which will thus lead to endangering public health, welfare, and security of the city residents,” the CSWMB said.

Aside from setting the city as a non-complying LGU to the mandatory requirement of RA 9003 or the Ecological Solid Waste Management Act of 2000, “the effect of the zero budget…will also imperil the lives of Kagay-anons and visitors due to contaminated groundwater from percolation of leachate and climate change as methane gas build up causes spontaneous combustion and contribute to ozone layer depletion due to continued usage of the existing dumpsite. In short, zero budget in this regard is going to kill Kagay-anons one after the other,” the Board pointed out.

Members who signed the letter were lawyer Beda Joy Elot (vice chairman), Eileen San Juan (vice chairman), Councilor Zaldy Ocon (Environment Committee Chairman of the City Council), Alice Cheryl Sumalinog (president, Junkshop Association), Engr.

Cerael Donggay (President, Oro Chamber of Commerce), Edwin Dael (OIC CLENRO), Engr. Isidro Borja (OIC CPD Officer), Ernesto Neri (president, Oro Youth Development Council), Rochelle Mordeno (executive director, BMFI), Engr. Jane Docalos (city DILG director), Dr. Fe Bongcas (city health officer), and Dennise Gonzales (president, NSTP Educators Association, Region 10).

Yan Lam Lim, ex-officio member of the City Council by virtue of being president of the Liga ng mga Barangay, was the lone member who did not sign the letter.

According to CLENRO, each Kagay-anon produces 76 kilograms of garbage daily. And the city has an estimated 600,000 population. More or less, the city generates 500 tons of garbage a day.

“We are earnestly asking the time of the honorable members of

the City Council to reflect on the dire need of the City to address the crucial issues and concerns with regard to efficient solid waste generation and disposal.

And may you reconsider with urgency and compassion for the citizenry the allocation for the implementation of solid waste management programs because, as pointed out in this letter, we are talking in this instance about the life and death of Kagay-anons,” the CSWMB members said in closing the letter.

CLENRO IEC officer Edgardo Naguio said recently that what the City Council is doing is “a manifestation of the opposition’s disinterest in solving our garbage problem” because of politics.

“Politics is a hindrance to the proper solid waste management [in the city],” he said.

The second letter, dated May 22, 2015 and addressed to City Council Secretary Arturo de San Miguel, was received based on the time stamp on June 2, 2015.

In it, Fr. Yap and the CSWMB members requested “a dialogue with the members of the City Council in their most convenient time to present and discuss the dire need of the city relative to SWM in order to address the

urgent concerns of solid waste generation and disposal.”

But until now, the oppositiondominated City Council has yet to reply to the letters.

The city’s 17-hectare controlled dumpsite/landfill in Upper Dagong, Carmen continues to operate beyond its designed capacity of 1.10 million cubic meters of garbage despite an issuance by EMB on June 2, 2010 of an Authority to Close (ATC).

CLENRO estimates the volume of garbage dumped there are now more than 4 million cubic meters.

The continued usage of the Upper Dagong controlled dumpsite/landfill is a clear violation of RA 9003. Section 37 of the law states that “no open dumps shall be established and operated, nor any practice or disposal of solid waste by any person, including LGUs, which constitutes the use of open dumps for solid waste, be allowed after the effectivity of this Act: Provided, That within three (3) years after the effectivity of this Act, every LGU shall convert its open dumps into controlled dumps, in accordance with the guidelines set in Section 41 of this Act: Provided, further, That no controlled dumps shall be

CAGAYAN de Oro City--Months after formally asking Vice Mayor Ian Caesar Acenas and the City Council to reconsider their “zero budget” decision and for a dialogue to find a solution to the city’s garbage problem, Fr. Roberto “Bobby” Yap and the City Solid Waste Management Board (CSWMB) have yet to receive a formal reply.

Fr. Yap is the president of the Xavier University-Ateneo de Cagayan. He is also chairman of the CSWMB. “No, we are still patiently waiting for them to reply to the letters we sent them. But until now they continue to snub us,” a CSWMB member from the private sector who refused to be named said.

The first letter to Acenas, dated January 22, 2015 and signed by CSWMB chairman Fr. Yap and all CSWMB members, was received by the Office of the Vice Mayor on February 6, 2015, 4:31pm based on the time stamp on the copy of the letter this paper obtained.

In it, the CSWMB expressed disappointment at the City Council for its decision to appropriate zero budget to the city’s solid waste management. It was sent days after the City Council approved Ordinance 12903-2014 known as the 2015 General Appropriations Ordinance of Cagayan de Oro City which appropriated zero and reduced the budget of vital programs/projects relative to solid waste management of the city.

This letter, 4 pages long, narrated the problems of the city with regard to solid waste and the pertinent laws the address them. It also listed the city’s proposed SWM programs for 2015 that needed appropriation and the implications if these are not implemented.

Dengue is caused by the infected day-biting female Aedes mosquito, which transmits the viral disease to humans.

As a prevention and control, the DOH keeps on advising and educating the public to search and destroy the dengue mosquito through participation in keeping their environment clean.

These can be done by covering water drums and pails, replace water in the flower vase once a week, clean gutters of leaves and debris, collect and dispose all unused cans, bottles, jars and other materials that can store water which may become breeding sites, etc.

The agency also advised public to wear long pajamas or pants and long sleeve shirts so that they can be protected from mosquito bites. PNA

that feeds the clams and shells normally eaten by migratory birds to regain their loss weights while flying from long journey.

People take for granted the importance of Mangroves, in many parts of our country; the trees are cut to give way to fish ponds or beach resort constructions. Farmers peel off the inner bark to extract the skin made as coloring for a popular native coconut brew called “Tuba”. Children, cut the tree branches then dried to firewood to cook meals for the household. That explains why the 500,000 hectares of Mangroves in 1920 is down to 110,000 hectares today. The country’s defense against natural calamities brought by storms has been decimated by the men whom it is protecting.

It is continuously threatened by commercialization and big business. Maybe, we have not reached the point in the past of thorough education among our coastal population to protect this tree species from human predators. Government only realized its importance once

The Bureau of Fisheries in this country produced statistical data, that a Mangrove eco-system is valued at USD 1.325 Million per hectare. Because of the remaining Mangroves forest, our total coastal fish harvest was worth USD 83 Million in 2013. Fish variety caught in the deep oceans has another valuation amounting to USD 160 Million. We could have produced more volume of fish harvest if our Mangrove forest has the same area as in 1920?

Is Mangrove re-forestation difficult? Elementary school children can plant for fun.

Civic organizations do this as a community service project while the Fishermen who depend 75 percent of their catch from the Mangrove sanctuaries should even be encouraged to plant more.

Agusan del Norte First District Rep. Lawrence Lemuel Fortun made this clear in a message during the inauguration of a road concreting project in Barangay Agusan Pequeño here Monday.

According to Fortun, his aversion to “epal” was because the project came into being on a recommendation by the Agusan Pequeño Sangguniang Barangay led by Chairman Larry Abuzo. “As a member of the House Committee on Appropriations, I just did my work as your representative by including in the budget this undertaking in the list of projects in my district. This did not mean that I own the project because it simply is not.”

Davao Light hikes duration of power cut to one-hour

Davao Light & Power Co. has increased the duration of its rotating power interruptions from a maximum of 30 minutes to 1 hour due to the increased Mindanao-wide curtailment as imposed by the National Grid Corp. of the Phils. (NGCP).

Consumers started experiencing a one-hour rotational blackout since Saturday when about 110-megawatt power deficit was recorded in Mindanao Davao Light Corporate Communications Officer Ross Luga, said the lack of power supply was due to the Preventive Maintenance and Servicing (PMS) of one unit of STEAG coalfired power plant, which

is scheduled from July 18 to Aug. 16.

Luga said that Pulangi Hydropower plant also remained to generate power at low capacity due to low water inflows. Also, the Mt. Apo Geothermal Power Plant is currently undergoing a PMS until July 27.

The Cagayan Electric Power & Light Company, Inc. [CEPALCO] would like to inform all customers that due to the continuing power supply curtailments being implemented all over Mindanao brought about by the low water inflow of Pulangi and Agus Hydroelectric Power Plants, the Preventive Maintenance and Servicing (PMS) of unit 1 of STEAG Coal-Fired Power Plant and the Mindanao-wide power shortage, CEPALCO is constrained to implement rotating brownouts within its service area.

CBCP: Let’s act on climate change now

IT is time the country started translating words on combating climate change into action, the Catholic Bishops’ Conference of the Philippines (CBCP) said.

CBCP president Archbishop Socrates Villegas, in a statement on Monday, said this included actions by everyone: citizens, governments, and international organizations.

“Advocacy of Church communities on behalf of the common good should influence policy makers and translate itself into community action as well,” Villegas said.

Paris summit “Climate change has brought about suffering for nations, communities and peoples,” he said. “ When they who are in need cry out, it is not an option to respond. It is an obligation.”

The CBCP called for action ahead of a Paris summit

in December.

Echoing Pope Francis’ encyclical Laudato Si (Praised Be), the bishops said the people must transform words into action, keeping the poor and hungry at the center of the efforts.

And since climate change is also an issue of “social justice,” the bishops said the notion of the common good must extend to future generations.

‘All persons of good will’ Villegas said there is no doubt that world leaders can tackle climate change, for example, but that is not enough.

“All persons of good will must train their eyes on Paris, and by collective and communitarian action, make the issues that will be there discussed, the issues and concerns of all, for in truth, caring about climate change and its deleterious and devastating effects on all, but especially in The Catholic Bishops’ Conference of the Philippines (CBCP) plenary assembly gathers twice a year, in January and See climate, page A11

Philrice gives rice farming tips for rainy season AN expert from the Philippine Rice Research Institute (PhilRice) is asking farmers to practice synchronized community planting, and to mechanize the harvesting and drying processes to cope with the rainy season.

“Under rain-fed conditions, our farmers need to practice synchronized planting in their communities. Dry land preparation is desired, as when the rain comes, they can do directseeding. With this technique, the seeds will start to germinate within five days,” Dr. Norvie L. Manigbas, PhilRice’s head of the Plant Breeding and Biotechnology Division, said.

Under irrigated lowland conditions, he said that land preparation should be done at the onset of heavy rains so that fields are well-soaked in water.

Levees and dikes should be repaired to avoid water loss, he said.

He also said that farmers can use the wet bed or the dapog method for seed establishment depending on field conditions.

The PhilRice official also recommended proper drainage to avoid flooding, the use of machines during land preparation, harvesting, threshing, and drying to save time and labor.

“Time is vital during the wet season, especially

during harvest. As the rain usually comes in the afternoon, we suggest the use of combine harvester to hasten harvesting operations. If it is unavailable, farmers can use reaper and collect the straws for threshing,” Manigbas said, adding that “it is important to finish these field operations in the shortest possible time to prevent yield loss.”

The PhilRice also suggested drying of palay in flatbed dryers and on nylon nets or canvas for easier turnover when the rain comes.

“The general rule is to harvest and thresh the crop within a short period of time and dry the seeds to a desired moisture content (usually 14 percent),” he added. PNA

THE administration of President Benigno Aquino III is fast securing the public’s nod on its environmental conservation and protection initiatives nationwide.

“These initiatives are restoring people’s faith in our capability to protect and enhance the environment and conserve our natural resources,” said Department of Environment and Natural Resources (DENR) Sec. Ramon Paje.

He noted such developments as government’s environmental initiatives continued gaining ground, resulting in advancements like increased forest cover and improved air quality.

Those advancements also include sustained water clean-ups and cadastral mapping, more detailed geohazard maps and rise in population of key biodiversity species, he said.

“The work we did resulted in significant improvement of government’s performance towards environmental protection and rehabilitation,” he said.

Paje cited survey results which, he said reflected the public’s positive sentiment towards government’s environmental initiatives.

“In Pulse Asia’s March 1-7, 2015 survey, 48 percent of respondents approved of the administration’s environmental performance, against 22 percent who disapproved, for a net approval rating of 26 percent,” he

said.

Such approval rating is an improvement over the 45 percent government received in Pulse Asia’s November 2014 survey, he noted.

He also said 2014 survey results from Social Weather Stations showed Filipinos “believe the Aquino administration is doing a good job of protecting the country’s environment.”

“Government’s performance in protecting the environment got the highest rating among 17 specific issues rated by the public in its June 2014 survey,” he said.

Reporting on the Philippine environment’s state, Paje said government’s reforestation efforts through the 2011-2016 National Greening Program (NGP) helped bring back forest cover in the country.

“Our forest cover already increased from 6.8 million hectares to 7.8 million hectares after four years of intensive reforestation activities,” he said.

NGP is government’s most ambitious reforestation bid so far, targeting to green some 1.5 million hectares of open, degraded and denuded land nationwide using around 1.5 billion seedlings of indigenous and exotic tree species.

Paje acknowledged air quality remains a challenge, particularly in the country’s urban areas.

He said government achieved significant air

quality improvement over the years, however.

“A steady improvement in ambient air quality was realized with a 23 percent reduction in pollution level in terms of total suspended particulate (TSP) concentration in Metro Manila,” he said.

Metro Manila’s TSP concentration was 166 micrograms per normal cubic meter (ug/Ncm) during the January-June 2010 period, he noted.

Such pollutive TSP concentration eased to 128 ug/ Ncm in the January-March 2015 period, however, he said.

DENR earlier launched its Adopt-an-Estero program to help address water pollution as well.

“Through the program, 329 ‘esteros’ and rivers were adopted and 549 agreements were signed with various partners for the continuous clean-up of water bodies nationwide,” Paje said.

The program enables the private sector to voluntarily clean up waterways these choose using own resources while DENR helps educate communities concerned about ills of indiscriminate garbage-dumping.

On cadastral mapping, Paje said government already completed surveying 1,493 Philippine cities and municipalities which collectively comprise some 91 percent of the country’s total 1,634 cities and municipalities.

Pag-IBIG bags two awards for OFW savings and employee housing programs Pag-IBIG Fund recently bagged two awards from the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP) for its savings campaign for overseas Filipino workermembers and housing projects for low-income earners and shipyard workers. ADFIAP is an international non-governmental organization that is in consultative status with the United Nation’s Economic and Social Council and a founding member and secretariat of the World Federation of Development Financial Institutions.

Competitors came from 25 member-institutions from 17 countries.

“Recognitions by respected third-party institutions like the ADFIAP affirm Pag-IBIG’s commitment to excellent performance and good governance. Both awards from ADFIAP prove the relevance of Pag-IBIG in our members’ lives, espe-

7 more GSIS offices get Seal of Excellence Awardees now reach 21

Seven more offices of the Government Service Insurance System (GSIS) were awarded with the Citizen’s Satisfaction Center Seal of Excellence by the Civil Service Commission (CSC) for providing exemplary frontline service. This brings GSIS’s total number of Seal of Excellence awardees to 21.

With the advent of modern technology, Filipino learners need to be properly guided and motivated through the inculcation of desirable and positive values that would lead them in the development of their whole being living in a just and humane society.

In the school context, more important than lesson plans and any list of values are the teachers themselves who have the proper sense of values, awareness of their innerworth, and utmost respect for the person.

Values education as a part of the school curriculum is the process by which values are formed in the learner under the guidance of the teacher and as he interacts with his environment. It has direct and immediate relevance to the personal life of the learner. Its process is not just cognitive but the

hearts as well.

The parents as the primary educators of their children must continually serve as role-model in displaying proper discipline, truth, honesty and justice. In so doing, learners learn values the way their parents taught them. Hence, the parent’s and teacher’s personal values play an important role in values learning.

A thing has valued when it is perceived as good and desirable. Not only material goods but also ideals and concepts are valuable.

Values are the bases for judging what attitudes and behavior are correct and desirable. Discipline and concern for the poor are ineffective values unless they are internalized and translated into action.

Therefore, there is really a necessity for values education to our learners that is meaningful and effective.

However, there’s one thing they have in common: they come to school in good faith to earn such incorruptible learning, and be equipped with knowledge to become a well-rounded individual in physical, social, mental and spiritual aspects.

It is one of the duties

and responsibilities of a classroom teacher to cater pupil’s needs. They don’t deserve to be criticized in hostile way when they get a failing score, even if they could not be able to read simple words and unable to write their own names correctly. Teachers must bear in their mind what George Evans says “Every student learn just not on the same day, or the same way”. I believe that, the more the negative feedback the pupils receive, the less the chances of learning. Every pupils deser ve the best! “There’s no need to hurry up this project,” he added.

But in a recent forum, DOTC Secretary Joseph Emilio Abaya said they are pushing through with the pre-bidding qualification set on July 29 in order to complete the bidding before the end of President Benigno Aquino III’s term next year.

He said they will consider all the recommendations of the city government and other stakeholders on the proposed modernization plan while undertaking the bidding process.

Councilor Leonardo Avila III said that it is within the jurisdiction of the Philippine Ports Authority (PPA) to develop and construct a port.

The mandate of PPA is “to establish, develop, regulate, manage and operate a rationalized national port system in support of trade and national development.”

Avila even questioned why DOTC has given peculiar attention to Sasa Port among all ports in the country.

Mindanao Business Council (MBC) chair Vicente Lao earlier said the kind of port that DOTC wanted for Davao Region might not be the need of the local exporters and importers.

The region already has two modern ports — Davao International Container Terminal (DICT) and Hijos Resources Corporation — servicing mostly banana exporters, but both claimed they can also cater to the shipment of the other goods.

“It is not the policy of the government to compete with private sector,” Lao added.

Others expressed concern the prices of basic goods would increase as the winning bidder will impose higher fees to recover the high cost of the project.

Abaya countered a more efficient port will mean cheaper goods.

He said modernizing Sasa Port will make for a more efficient operation.

At the current state of the port, it takes two days to load and unload cargoes while it will only take four hours with the modernized port.

The PPA previously set the bid cost at P4 billion but the consultants hired by International Finance Corp.

(IFC) of the World Bank did a separate assessment and increased the cost to P17 billion.

Abaya clarified the cost is just indicative, meaning it can still go lower depending on the proposal of the bidder.

But former city councilor Peter T. Lavina said placing the project up for

bidding with an indicative cost would make it easier to funnel funds as campaign kitty.

He told reporters yesterday that DOTC’s scheme is to award the project to the bidder who pays the government the highest concession fee wins regardless of how much it is willing to pay for the project.

Abaya explained the bidder who can present the most cost-efficient and the highest concession fee will get the project.

Jacobo Mantecon, Hijo Resources Corporation vice president for industrial port services, told reporters that the project may not be overpriced, but the specifications set by DOTC would compel the bidder to pay that much even if the agency insisted that the cost is just indicative.

“We cannot buy a Mercedez Benz for a budget of Toyota,” he said.

Based on the bid document, Mantecon added there is a subsidy from the government.

“I am not aware what a concession fee is but what we are aware of, there is a subsidy in this project. It’s called the visibility gap. If you look at the document, there’s a visibility gap which defines the short between the bidder and the actual cost because at the end of the day, they are right, the bidder will only bid to what he thinks the project will be viable,” he said.

The issue of aerial spraying has been extensively discussed during a Congressional hearing held in Davao City in November, 2009. The public hearing was presided

by House Committee on Ecology chair Belma Cabilao with the participation of other congressmen, including then House Speaker Prospero Nograles, Reps. Rufus Rodriguez, Luzviminda Ilagan, and Rafael Mariano.

During the hearing, the anti-aerial NGOs were exposed lying, inventing ill effects of aerial spraying to villagers living near the plantation areas.

“The very survival of the industry rests on the health and well-being of our growers, the workers, their families and the communities around our farmlands, which must be protected from all forms of environmental degradation and never did we sacrifice people’s health and integrity of the environment for our rich harvests,” Antig said.

The banana growers’ track record for the past 45 years proved that low-dose fungicide poses no risk to people’s health and the environment.

It is milder than table salt, coffee, nizoral shampoo or of the obnoxious and deleterious carbon monoxide which people from all walks of life are exposed daily or of the acetaldehydes, chloromethanes, dioxane, phosphates and alkylbenzene sulfonic acid in laundry soaps and detergents used daily by millions of households in the country.

A fact-finding investigation conducted by Davao City officials in 2009 concluded that that there was no scientific evidence to support the ban against aerial spraying in banana plantations in Davao City.

A Summary Report on the Assessment and FactFinding Activities on the Issue of Aerial Spraying in Banana Plantations (The Jacinto Report) submitted to Mayor Rodrigo Duterte, said: “Aerial spraying is considered to be the most effective and cost-efficient method of fungicide application. It was first introduced in the banana industry in Latin America in 1958.”

“A review of the medical records in a tertiary hospital found no cases of untoward manifestations due to exposure to aerial spraying. Most of the cases of poisoning were orally taken,” the report said.

Apart from the conclusion of Davao City’s own factfinding team, various national government agencies with expert personnel conducted studies and investigations on aerial spraying. Their reports indicated that there is no scientific evidence to support a wholesale ban on aerial spraying.

This issue can be addressed by following Good Agricultural Practices (GAP), which the DA is promoting among fruit and vegetable growers and plantations.

“Any method of agri-chemical application, whether aerial or non aerial if not properly done in accordance with established procedures and code of good agricultural practices and if the chemical applicators and handlers lack of necessary competency, certainly it could be hazardous.”

The Department of Trade and Industry, in a position paper advised that: “Aerial spraying is an internationally accepted Good Agricultural Practice and is being used all over Davao Region as an efficient and effective method of fungicide application to control the Sigatoka disease.”

“The testimonies of our health care community, as well as the testimonies of the best scientific minds in the Philippines and in the world have proven beyond doubt that the declaration of the anti-spray campaign are hearsay, half-truths and lies,” added Antig.

In a letter to Caritas confederation on Laudato Si, he said the Pope “reminds us to replace consumption with a sense of sacrifice, greed with generosity and wastefulness with a spirit of sharing.”

“We must ‘give, and not simply give up’. We are called to free ourselves from all that is heavy and negative and wasteful and to enter into dialogue with our global family,” he said.

The main agenda was Sustainable Development Goals (SDG’s) to replace the Millennium Development Goals (MDG’s) which will expire this year. One of the agenda calendared was SDG 14, to quote “Conserve and sustainably use the oceans, seas and marine resources for sustainable development”. The UN has spelled it’s foresight in the next 15 years for the world’s ecological support system for sustainability of fish and other marine life for the benefit and requirement of mankind. In the light of this development, can the national government with billions of discretionary, Disbursement Acceleration Program allocate funding for the rehabilitation of our Mangrove forest?
