4ID soldiers to get new M4 assault rifles

Davao Del Norte – Asian Development Bank (ADB) President Takihiko Nakao expressed his continuous support for Panabo City in his visit to Barangay Kiotoy. Nakao, the first ever ADB president to Mindanao, wanted to see for himself the current state of the finance institution’s projects in the city. "Our vision is to continue supporting Mindanao and Panabo City. We want to continue helping developing areas”, he said. Nakao brought with him his team composed of Richard Bolt, Countr y Director, Philippines Country Office, James Nugent, Director General, Southeast Asia Department; Takihiko Nakao, and Naoya Jinda, Chief Advisor to the President. He first assessed the farm-to-market road that connects Brgy. Kiotoy to Brgy. Mabunao. Nakao noted that despite not being cemented, the gravel road was well maintained. A group of children warmly greeted him at the barangay hall as they

held a huge banner and cheered his name. In the program that followed, selected residents gave their testimonials about how the projects have helped their livelihood. Nakao also visited a water tower that was part of the potable water system project, and the bus and jeepney terminal project. Before leaving, Nakao dropped by the Panabo City Mariculture Park to appreciate the fishing industry of the city first-hand. Davao del Norte Governor Rodolfo P. Del Rosario thanked Nakao for choosing Panabo as its beneficiary. “Dako gyud among pasalamat sa ADB kay gipili ninyo ang Panabo na tabangan (We are very grateful to ADB for choosing to help Panabo). I hope you will continue to partner with us in the years to come”, he said. for-hire must secure a franchise with the LTFRB. Darimbang said colorum vehicles were previously allowed to operate under provisional authority but are now required to secure franchises. He, however, clarified that trucks owned by private company not for hire need not get a franchise. “Safety is always our priority. Recent accidents have highlighted the need for harsher penalties to deter illegal PUV practices and to better protect the public,” said Transportation Secretary Jun Abaya. Abaya added: “The most significant change we are imposing is the P1-million fine on colorum bus operators for the first offense, to show that we really mean business in putting an end to their inimical activities which put people’s lives at risk.” The fine for other firsttime colorum offenders are: (1) Trucks – P 200,000; (2) Jeepney – P 50,000; (3) Vans – P 200,000; (4) Sedans – P 120,000; (5) Motorcycles – P 6,000. Apart from these fines, the colorum vehicles will also be impounded for a minimum period of three months. The entire certificate of public convenience (CPC) to which the colorum vehicle belongs will

be revoked, as well as their vehicle registrations. They will also be blacklisted from being used as PUVs in the future. In case of a second offense, the entire fleet or all CPCs of the erring operator will be revoked, the vehicles will be blacklisted from being used as PUVs in the future, and their vehicle registrations will also be revoked. The violating operator—and in case of corporations, the stockholders and directors—lwill be disqualified from operating any kind of public land transportation. The JAO covers other PUV-related violations as well, such as the refusal to render services to the public or to convey passengers to their destination; overcharging; employing reckless, insolent, discourteous, or arrogant drivers; operating PUVs with defective parts and accessories; using tampered taximeters; trip cutting; and others. Abaya also clarified that “the order covers not only franchise violations, but all breaches of road transport rules and regulations, such as the failure to attach license plates and driving without a valid license,” Abaya added. Emergency powers to cope with energy shortage? On meeting the demands for a solution to the impending energy shortage next year, there is no need to declare a national emergency, according to the Philippine Chamber of Commerce and Industry (PCCI). After 2016, however, vesting the President with emergency powers may be considered-but only on the condition that there is “a solid plan” crafted with industry stakeholders, PCCI said. The national government needs to work with the private sector in solving the looming power shortage expected to start early but declaring a national emergency based on present circumstances

The PCCI said it views with “serious concern” the expected power supply shortfall in Luzon in 2015-2016, as well as a similar potential shortfall in the Visayas and the ongoing shortage in Mindanao. It is reasonable for the Business Sector to say that the power situation needs serious action by the government. One that would not raise the panic button among the people. The power supply challenge has been going on for the last four or five years and thus no longer a surprise. The situation has lately escalated into

brownouts all over the archipelago. PCCI has pinpointed two “distinct critical periods” in the power shortage situation that need to be addressed: the 2015-2016 period and the post-2016 period. “The second is different because it must be addressed by way of a welllaid out plan that is shared with all stakeholders and which government could smoothly and competently implement through the grant of emergency powers to the President, if the plan would warrant the declaration of a state of emergency.” It pointed out that without such a well-laid plan behind it, “declaring a state of emergency

would be dangerous and could eventually be counter-productive as we have experienced before,” the PCCI argued. The private sector has submitted several proposals to attract investments and improve power supply levels, including aggregating the demand of distribution utilities, opening the generation market to competitive bidding, and streamlining the business permitting and licensing system. Would the national government consider these proposals? It should. These proposals can be developed into a roadmap consistent with the goals of adequate and reliable power supply and competitive power rate.

LETTER TO THE CAGAYN DE ORO CITY COUNCIL An urgent appeal by a multi-sectoral group for the passage of a resolution by the Cagayan de Oro City Council authorizing the appropriation of the City government’s 10% counterpart fund in the implementation of farm-to-market roads has been sought in a letter to the City Council. “Nagkahiusang Kagayanon”, a cross-section of the city’s urban poor, farmers, transport, cooperatives, businessmen, NGOs, POs media, youth, homeowners association, religious groups, academe, Social Action, group of the city’s Catholic parishes and other civil society organization appealed in a letter to the City Vice Mayor Cesar Ian Acenas the Council’s Presiding Officer, for the Council’s Resolution on the city government’s share in the funding of the project. “Kagayanon” appealed for the Council members “sense of patriotism and public service to prevail over and above partisan politics for the promotion of common good.” The group cited the Department of Agriculture’s budget of Php 120,835,070 for the city’s 17 barangays’ farm-to-market roads which requires a 10% counterpart from the city government in the amount of Php 12,272,000.00. “There are no more reasons for the delay of the project implementation since the required documents related to the project were already complied with such as the DPWH Program of Works, Memorandum of Undertaking to be signed by the City Mayor, and the Certificate of Availability of funds from the city treasurer’s office,” the convenors said. “What we implore is for the City Council to pass a resolution authorizing the City Mayor to sign the Memorandum of Undertaking and an Ordinance appropriating funds for the 10% city’s counterpart”, the group added.
