Long dry spell to affect 11,000 Davao City farmers

AVAO City – Should the long dry spell caused by the El Niño phenomenon continue, it will affect at least 7,000 hectares of crops and 11,000 farmers in the city, the City agriculturist here said.

Rogelio Tabay, officerin-charge of the City Agriculturist Office, said that the number is based on the monthly data their personnel were able to obtain. “Our field personnel say

that many crops are already yellow like our annual crops which we can harvest in three to four months like rice, corn and vegetables,” said Tabay in a press conference organized by the

City Information Office Thursday. Tabay said that included in the list is the 2,449.66 hectares of corn planted by farmers from the last week of December last year and due for harvest this month, and those planted in January and February this year. Also in the list Tabay provided to the media were rice (716.86 has) and highvalue crops such as fruits (2,718.46 has), industrial crops (506.56 has), legumes (12.60 has), rootcrops

(335.70 has) and vegetables. Tabay has already written the Department of Agriculture requesting for cloud-seeding operations in the agricultural areas of Paquibato, Marilog, Toril, Tugbok and Baguio districts. Tabay said that the effect of the dry spell outside of areas they have monitored and that the extent of the damage could only be known after the onset of the dry spell. Tabay said the catfish

farms in Barangay Los Amigos, Calinan District have not yet been affected as waters from rivers were still available. He however said that water levels of Davao rivers have generally gone down. Tabay said that the assistance and mitigation were still “minimal.” “We have yet to purchase our own mobile irrigation facilities and in the past we have always resorted immediately to borrowing from the DA. However,

these are few and cannot be felt generally by our farmers,” he said. Tabay said the mobile irrigation facilities were also limited to areas close to water sources like streams and rivers. He said they were finalizing a contingency plan that they will submit to the Davao City Disaster Risk Reduction and Management Council and to the DA. He said they were also looking at the use of the City’s calamity fund.

ILIGAN City––The embattled Mayor Celso Regencia yesterday vowed to hold on to power pending the result of the Temporary Restraining Order (TRO) which his lawyers filed before the Court of Appeals (CA) on March 24. In an interview, Regencia insisted that there is nothing wrong with his memorandum order as he is just trying to protect the city hall’s coffers. Regencia, after he assumed as mayor of Iligan City after winning the 2013 elections, issued the memo addressed to the heads of the human resources department, city budget, city secretary, and the city treasurer to no longer entertain casual employees and job orders without the his approval. In issuing memo, he

said he is just following the centerpiece of the anticorruption drive of President Benigno Aquino III called “Matuwid na daan” (straight path). “This is also to make sure that those employed as job orders or casuals are (actually) really working,” added the mayor. He said the local government unit of Iligan City has a total of 3371 employed either under job orders or, casuals. Although hesitant to identify how many are ghost employees, Regencia suspects the city of Iligan has many “ghost employees.” In 2014, he said the city spent P42 million for employing casuals and job orders eventhough the memo is still in effect. Regencia believed he did not violate any laws when he issued the memorandum order. “If they (department heads) will just follow my memo, I think there will be no problem,” he said.

Rene Burdeos, DILG regional director, said that Marzo would dispose the responsibilities as city mayor following the 60-day suspension of Regencia. The DILG served the notice of suspension Friday afternoon amid the opposition of more than 1,000 supporters who barricaded the City Hall premises. “We were able to post the notice of suspension at the door of the Office of the City Mayor. What good do synchronized barangay assemblies serve?

CAGAYAN de Oro City–– One wonders what good the synchronized barangay assemblies do for the grassroots in terms of empowering the people, good governance for the community, and its development. Given an agenda consisting mostly of reports verbally made by officials but not distributed, it does not invite attendance or serious participation, especially since they take up most of the time of the Assembly and leave little or nothing for serious deliberations. The least they can do is furnish copies of their reports beforehand, preferably delivered to the homes, so people can read them and make intelligent comments or questions. Physical attendance is not enough. It would be interesting to know what impact these assemblies have had thus far. Are local governments more responsive because of them, community needs better addressed? Is democracy at the grassroots more

dynamic? What’s notable is how the Assembly’s agenda is dictated from above. It may serve Malacanang’s or the DILG’s need for information, but it is not clear how it helps people govern better or exemplify autonomy (self-government). For instance, why is it that local officials find it necessary to spend and devise gimmicks (distribute rice, serve refreshment, hold a raffle) to encourage attendance? One can understand why they would want a large attendance—as an indicator of the event’s success. But whether the prospect of taking part in the Assembly entices people to attend and participate is questionable. ***** If it turns out that more people are motivated to show up to avail of the gimmicks and handouts than to participate, then something is very wrong. What in essence is the rubric of democracy and the rite of

sovereignty for citizens is trivialized. In fact the Barangay Assembly and its deliberations exemplify the meaning and substance of democracy as a government of the people, by the people, and for the people. The people themselves, not their representatives, congregate to conduct the business of governing. They initiate policies and ordinances. They hear and pass upon the acts and decisions of public servants. They rectify what’s unacceptable or discipline errant behavior by wielding the power of initiative, referendum, or recall. The Assembly is the formal venue and mechanism for undertaking the governing process—which also ensures transparency, accountability, and responsive service. It is the people’s parliament, the community’s legislative governing body, their constituent assembly. ***** In other words, it is

the Holy Spirit (Acts 2:1-41). If we read these chapters and verses which depict the different episodes in the life of Jesus, we can see the proof from the Bible attesting to Jesus as God and Savior. And just so we understand this, let us read and find out what Isaiah 9:6 is saying. Based on this verse, it is established that a son is born to the world, who was prophesied to be conceived by a virgin who would give birth to him. Because this son was conceived and given birth to by a human being, many will say that he, the son, would also be human. Surigao mayor Matugas files motion for reconsideration to Ombudsman on graft raps

URIGAO City - Lawyers of Surigao City Mayor Ernesto T. Matugas has filed a motion for reconsideration in connection of the graft charge filed against him before the Ombudsman-Mindanao.

Atty. Manuelito D. Delani, city legal officer, told MindaNews Friday afternoon that the mayor’s battery of lawyers had already responded on the recent resolution issued by OmbudsmanMindanao. “We filed his motion for reconsideration last week,” he said. Delani did not disclosed the gist of the motion saying it’s up for review before the Ombudsman. Mayor Matugas is facing a graft complaint for hiring 14 consultants and contractual employees in 2011 without the approval of the City Council.

A resolution issued by the Ombudsman for Mindanao Director Maria Iluminada S. Lapid-Viva and Ombudsman Conchita Carpio-Morales said the complaint was filed by Matugas' critics, Jamar Gavino and Rey Culbo and the late Bernardo Pecho. MindaNews tried to get the mayor's comment through his mobile phone but failed. MindaNews had having a hard time reaching the mayor at his office because of his frequent travels in Manila. The complaint said the origi-

BUTUAN CITY – The Butuan City Water District (BCWD) announced the completion and operation of a P4.388-million water ground water tank at Km. 6 in Barangay Libertad here to serve consumers in elevated areas. BCWD Senior Public Relations Officer Ramil Barquin said the 500-cubic meter ground steel reservoir project will serve barangays Bancasi, Pinamanculan, and Dumalagan consumers. According to Barquin, work on the project started on January 24, 2015 and completed on March 8, 2015. Barquin said that after the new facility was subjected to a 24-hour disinfection procedure, testing for water refilling and discharging was conducted on March 9, it became operational thereafter and improved the water pressure in the three barangays. Barquin said disinfection procedure subjected the inside surface of the tank for preliminary washing/spraying

using a 200-ppm (parts per million) chlorine solution and afterwards, storage of water within 24 hours with 50-ppm chlorine concentration. “After laboratory analysis of water samples from the tank after 24 hours, verification showed the tank was ready for operation.” Describing the reservoir’s operation, Barquin said during non-peak hours, the tank will be refilled with water from the mainline and will be discharged continuously to the barangays with the aid of a booster pump equipped with Variable Frequency Drive (VFD). The VFD will enable the booster pump to maintain

the desired system pressure in these areas. The prevailing pressure at the inlet line of the tank will be raised to as much as 552 KPa (kilopascal) or 80 psi (pounds per square inch) in order to reach to the farthest end of the system. The desired residual pressure at the water taps should be 69 KPa (10 psi) which is enough for households to enjoy shower bath, Barquin pointed out. The project is under Package 14 (Design and Build Scheme) performed by Reflec Industrial Supply and Services, inc. and funded through the BCWD Capital Expense budget.

ARMM implements P77m worth of infra projects in Mamasapano MARAWI City, Lanao del Sur––The Autonomous Region in Muslim Mindanao (ARMM) will put up various infrastructure projects totaling P77.336 million, in Mamasapano town, Maguindanao to help rehabilitate and address the development needs of conflict-affected communities in the area. Funds for the six school buildings will come from the Department of EducationARMM and the remaining three will be funded from DPWH-ARMM’s savings, amounting to P3.5 million. DPWH-ARMM will also build eight water and sanitation facilities costing P5.439 million, and P9 million worth of water supply systems in different identified barangays. Robogals CDO – introducing girls to engineering I

T is just but fitting to end this Women’s Month celebration to nudge a salute to the lady Engineering students of Xavier University who decided to transmit the beauty and wonders of the field of engineering to female elementary graders in Cagayan de Oro. Shayryal Mae Ramos, founder of the local chapter of Robogals, said the mother organization was founded in 2008 in Australia, a country where only 9.6 percent of engineers are women. The Philippines doesn’t have a ready statistics on the gender of engineers here but Ramos, a Computer Science professor at Xavier University, stumbled upon the website of Robogals in May 2014 and wanted to create a new chapter to inspire schoolgirls here, a first in the country. Ramos rounded up her closest student chums within the Xavier University engineering community and five

persons initially answered the call. They made up the first core group of what would be known as Robogals CDO. Their aim was to teach basic engineering skills to female elementary pupils within the city with the intention to encourage them to take up engineering programs when they grow up. The half-day module is conducted either at the school campus or at Xavier University where the group is temporarily based. In the course of less than a year, Robogals CDO has been successfully conducting educational outreaches at Xavier University Grade School, Balulang Elementary School, Xavier Ecoville Elementary School, Xavier University High School and Misamis Oriental General Comprehensive High School. Using both lectures and practical activities, the students were taught Alice 3D Programming,

Basic Engineering Concepts, Robotics and STEAM (Science, Technology-based Engineering and Arts and Mathematics). All of these were downloaded from Robogals Global which is based in Melbourne. As summer break 2015 rises in the country, it is the goal of Robogals CDO to inspire more elementary girls in the next academic year which will start this June.
