CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry “Diamond” Division has prepared its troops for deployment for a safe and secure upcoming May 9 Elections since May 5.

Days before the election, the Division has established its Election Monitoring Center (EMAC) inside the camp to ensure the monitoring of election-related activities and security efforts within the Area of Responsibility (AOR).

Furthermore, the Division has deployed troops in the different provinces of Region 10 and Caraga to support the Philippine

National Police (PNP) counterparts primarily to man the joint PNPCOMELEC-AFP Election Monitoring and Action Centers and deployment of AFP/PNP to secure the communities.

The 4ID has also created Quick Reaction Teams stationed inside the camp if the need arises.

DTI sets series of Diskwento Caravans in South Cotabato GENERAL SANTOS CITY -- The Department of Trade and Industry (DTI) in Region 12 has set a series of Diskwento Caravans or discount caravans in parts of South Cotabato province later this month in preparation for the opening of classes in June.

Rictoniel Reginio, chief trade and industry development specialist of DTISouth Cotabato, said Friday they are currently finalizing the arrangements with local business establishments for the launching of the caravan on May 20 to 23 in Surallah town.

Dubbed Balik Eskwela Diskwento Caravan, he said it will be held at the gymnasium of Barangay Libertad in Surallah.

Reginio said school supplies, basic and prime commodities, household goods, appliances and other related items will be sold at discounted prices in the

caravans.

It will be mainly opened to the public from 8 a.m. to 6 p.m. but will be extended until 10 p.m on the last day as agreed by the participating business establishments, he said.

The official said they expect at least 10 players in the retail industry within and outside the province to join the caravan.

“They (business establishments) agreed to offer discounts of 10 percent and higher to our consumers,” Rectoniel said.

Meantime, Reginio said they are currently working on the establishment of a Negosyo Center in Koronadal City and Surallah town.

Troops neutralize organized crime group leader in Zambo Sur Z

AMBOANGA CITY -– Joint military and police operatives have arrested an organized crime group (OCG) leader involved in the killing of a Swiss national over a year ago in Palawan, an official announced Friday.

On Monday, May 2, Mayor Ronnel Rivera led the inauguration of the sanitary landfill located at the outskirts of barangay Sinawal.

AVAO CITY – Security and crowd control measures have already been laid out at the polling precinct of presidential frontrunner Mayor Rodrigo R. Duterte at the Daniel R. Aguinaldo National High School (DRANHS) in Matina Aplaya here for the May 9 elections.

Jenielito S. Atillo, spokesperson for Department of Education (DepEd) 11, said in an interview Friday at the Waterfront Insular Hotel that all is set, most especially in ensuring that the vote-counting machines (VCMs) and other school facilities are operational.

“The report coming from the school authority said that everything is okay at the polling precinct of the mayor. No problem at all,” he said.

Media, always the first victim

When there is war between two countries, the media make the reports. It account the reasons or causes of the conflict, the number of soldiers involved, the areas where the fighting are taking place, the guns and artillery used, the aircraft, the battleships and everything. The reports hit media outlets and spread like wildfires and into the bedrooms of people around the word. It informed the world more particularly the protagonists involved and when there are slight matters that do not please the two warring nations, they blame the media.

No matter what the journalists are doing, some people just think the report should be in their favor or if it does not conform to their pleasure, they would blame the media for being bias or not truthful. They did not even realize the danger that surround the job of reporting actions of war. The audience think they should be served and/ or informed the way they like to the extent that the reporters should even fab-

ENERAL SANTOS CITY – The Commission on Elections (Comelec) in Region 12 has declared 10 municipalities in the region as areas of concern or election watch list areas in connection with the May 9 general elections.

Lawyer Francisco Pobe, Comelec Region 12 director, said Friday such move was based on the results of the joint assessment conducted by police and military regarding the security situation in parts of the region.

Pobe said he directed police and Army units operating in these areas to intensify their security operations and maximize their presence or deployment in strategic places.

Citing their monitoring, he said the Police Regional Office (PRO) 12 has already implemented its deployment plan for the elections.

GENERAL SANTOS CITY (MindaNews / 6 May) – At least 18 private colleges and universities in parts of Region 12 are seeking another round of increases in June in their tuition and related fees.

Evelyn Sotes, tuition fee in-charge of the Commission on Higher Education (CHED) in Region 12, said Friday such number is based on the total number of applications for the fee increases received by the agency for the coming school year 2016-2017.

She said they are currently evaluating the applications based on the guidelines set by their central office.

“We’re mainly checking if they have submitted all the documentary requirements and complied with

the regulations regarding the fee increases,” she said in an interview over radio station dxKR. Sotes said six of these institutions are based in Koronadal City, four in this city, three in Cotabato City, two in North Cotabato, two in Sultan Kudarat and one in South Cotabato.

CES Board hails DENR exec NEDA-X steers 1st COSERAM regional as very innovative person coordination meet CAGAYAN DE ORO CITY -- For her significant efforts in social development in Region 10, DENR Regional Director Ruth M. Tawantawan was recently awarded as Career Executive Service (CES) Very Innovative Person (VIP) for the 1st quarter of 2016.

Regional Director Tawantawan was cited by the CESBoard for helping create job opportunities for Muslim residents, which brought peace and order in all barangays of Nunungan, Lanao del Norte.

As head of DENR 10, she led the completion of the Cadastral Survey in the Nunungan, an area with

unstable peace and order condition, which resulted to the mobilization and empowerment of the local government units (LGUs) in the region.

According to the CES Board, Tawantawan was commended for “spearheading the drive and halting the illegal logging activities in Mt. Malindang Range Natural Park through incognito surveillance with the Presidential Anti-Organized Crime Task Force and lobbied the subsidy for Mt. Malindang operational fund among many others.”

Mt. Malindang Range Natural Park in Misamis Occidental now receives

annual allocation of P7 million included in the General Appropriation Act. Through her efforts, Region 10 was removed from the list of hotspot areas for illegal logging in 2012.

Tawantawan thanked the CES Board for recognizing her efforts in social development and anti-illegal logging campaign.

She is grateful to the DENR partners from the government and multisectoral groups for their active participation in attaining the DENR mandate in the region.

Further, she shared the VIP award to the DENR 10

personnel for their teamwork and dedication to public service.

“We continue to be vigilant in addressing the issues that hinder the delivery of DENR programs and projects even in areas with unstable peace and order condition. We are also relentless in our campaign against anti-illegal logging”, Tawantawan said.

She recently received her rank as Career Executive Service Officer III from the CES Board.

Meanwhile, she was promoted by President Benigno S. Aquino III as full-fledged Regional Director in 2015.

Mangrove nursery rises in El Salvador city EL SALVADOR CITY – The Macajalar Bay Development Alliance (MBDA) is fast tracking the completion of the mangrove nursery project in Brgy.

In a recent progress report submitted to energyfirm STEAG State Power Inc. (SPI), MBDA Program Manager Kristine Galarrita said the project is 91% complete and will soon be utilized to raise mangrove

propagules by month end.

Funded by the proceeds of the series of Steag Environmental Golf Tournaments, the project aims to assist LGUs along the Macajalar Bay in their mangrove rehabilitation and development efforts, as part of a bay-wide campaign to protect the marine resources of the province.

About P 0.4 million worth of assistance have been turned-over by SPI to MBDA to support its various environmental

prote c t ion init iat ives, part of which was used to construct a P126,000 mangrove nursery project in El Salvador.

MBDA Chairman and Laguindingan Mayor Oliver Ubaub lauded SPI for its support to the initiatives of MBDA citing the company as one of the private sector pioneers that responded first to MBDA’s call for

greater private sector participation in environmental protection drive.

An alliance among local government units, MBDA was established in 2008 for bay-wide integrated coastal management, initiated by Xavier University - McKeough Marine Center (XU-MMC) with funding support from MISEREOR Germany.

COSERAM is a German Development Cooperation program implemented by the GIZ in coordination with the NEDA, Department of Interior and Local Government (DILG), Department of Environment and Natural Resources (DENR), Office of the Presidential Adviser on the Peace Process (OPAPP), National Commission on Indigenous People (NCIP), Mindanao Development Authority (MinDA), Local Government Units (LGUs), and civil society organizations.

“We are privileged that Region X is part of the expansion areas of the C O SE R A M pro g r a m ,” said NEDA-X Director and RDC-X Vice-Chair Leon M. Dacanay, Jr., said in his welcome remarks. He cited the importance of COSERAM in promoting sustainable management of land and natural resources

with the participation of the marginalized groups.

The implementation of the program is also timely as the conflict-sensitivity lens shall be integrated into the successor regional development plan.

GIZ-COSERAM’s principal Advisor, Peter Hauschnik, briefed the participants on COSERAM citing that the program aims to ensure that governance of natural resources and assets is implemented in a peaceful and sustainable manner.

The program is especially to benefit the disadvantaged poor population/indigenous peoples affected by landbased resource conflicts and focuses on the following core processes: Peace-Building Needs in Development Planning; Conflict-Sensitive Land Use Planning and Resource Management; Titling and Natural Resource Management in Ancestral Domains; Access to Legal and Para-legal Services and Rights Awareness; and Management of Overlapping Protected Area and Ancestral Domains. Earlier, during the proclamation rally of the United Nationalist Alliance (UNA) local candidates in Quezon, VP Binay made the bold prediction that in the last hour, his opponents will be surprised that he is winning.

The consultations should have proper documentation and must include the minutes of the discussions, attendance sheets and other related documents, she said.

“After our evaluation, we will immediately endorse the applications to our central office for further review and approval,” she added.

In 2015, a total of 17 colleges and universities in the Region implemented an average of five to seven per cent increases in tuition and other matriculation fees as approved by the CHED central office.
