Inspection of boarding houses, school buildings in Oro bared

CAGAYAN de Oro City-The City Council here has passed a resolution pushing for an inspection of all boarding houses, dormitories and school buildings here prior to the opening of classes in June.

Duterte-Poe anyone? A good balance, says Koko Pimentel

side from the Liberal Party, the Partido Demokratiko Pilipino Lakas ng Bayan (PDP-Laban) is also eyeing Senator Grace Poe as one of its candidates in the 2016 elections.

Sen. Aquilino Pimentel III, president of the PDPLaban, on Thursday said the party was considering Poe to be the running mate of Davao City Mayor Rodrigo Duterte in the coming national polls.

“PDP-Laban is even considering her to be the running mate of Duterte because that would be a good balance,” the senator told reporters.

The PDP-Laban was the

party of Vice President Jejomar Binay until recently when he resigned due to political differences with Pimentel.

“No formal talks yet but I’m telling you within the party, her name is one of the favorites to be approached as the running mate of Duterte,” he said.

He added that party officials would talk to Poe “in due time, with clearance from Mayor Duterte.”

No less than President Benigno Aquino III, LP chairman, met with Poe last week to discuss his intention to get a winnable candidate who can pursue the reforms he initiated in the government.

However, Poe, who was elected to Senate in 2013, has yet to decide if she would seek a higher post in 2016.

Pimentel further said that the party had also yet to discuss the matter with Duterte.

“With him (Duterte)

hindi pa, among partymates pa lang. They are excited about the candidacy of Mayor Duterte as president and, of course, some of them have expressed the name of their preferred vice president for Mayor Duterte,” Pimentel said.

He said the party members wanted Duterte to run for president because he was over-qualified for a vice presidential post.

The approval of the draft Bangsamoro Basic Law (BBL) at the House of Representatives Ad Hoc Committee is laudable.

We hope that the Senate committees tackling the proposed law will take their cue from their counterpart in the lower house.

The Initiatives for International Dialogue said that our legislators can do their due diligence in listening to all the crucial stakeholders and in ensuring the constitutionality of the Basic Law within the timetable they set.

The Ad Hoc Committee voted 50-17 with one abstention to pass the Basic Law after three days of voting on each section of the 109-page document last May 18-20. The proposed

We agree to some sectors that BBL should be given a chance to respond to the needs and aspirations of our brothers and sisters in the Bangsamoro. It is alsoped that BBL will lay down the foundation for lasting peace in the country.

by Senator. Teofisto Guingona III. We challenge the Senate to continue as champions of the people, especially those who have been in the margins for so long. Through the laws they have enacted they have empowered us in our aspiration for a better quality of life and a chance for our kababayans in the Bangsamoro to finally end their long wait for a just and lasting peace and progress with the timely passage of the BBL. Our Bangsamoro sisters and brothers have been calling for peace, justice, and development in Mindanao

for so long. Let us not deprive them of these.

Civil society organizations based in Mindanao have also lauded the approval of the draft Basic Law in the Ad Hoc Committee, and even cautioned Senator Santiago against “issuing sweeping statements,” after her committee released a report saying the envisioned Bangsamoro region can only be established through charter change.

It is incumbent upon our legislators to consider landmark legislations that have a significant impact on our country such as the BBL. Part of that due diligence is listening to various voices pertaining to an issue.

EXPECT more super typhoons, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) warned as it officially increased the country’s typhoon classifications from three to five.

“Super typhoons are getting more frequent,” said Dr. Vicente B. Malano, administrator Pagasa. “We have to revise the warning system based on the studies of Pagasa scientists.”

It includes super typhoons, a term first used on Typhoon Yolanda which had one-minute sustained winds of 315 kilometers per hour when it hit in 2013.

The new ratings, first us e d dur ing Typho on Dodong that had winds of 140 kilometers per hour in early May, are the same as those used by members of the Typhoon Committee, a grouping of Western

Pacific countries on the path of typhoons.

“By these new classifications we would know the storm strength,” said Dr. Esperanza O. Cayanan, chief of Pagasa’s weather division. “These are maximum sustained winds and not gustiness.”

According to the Pagasa Modified Public Storm Warning System, Signal No. 1, issued with a lead time of 36 hours on first issuance, signifies winds of 30 kph to 60 kph. Wave height in the open sea is 1.25 meters to 4 m. Slight damage to houses made of very light materials or

makeshift structures are expected.

Signal No. 2, issued 24 hours ahead, means winds from 61 kph to 120 kph (formerly 100 kph). Wave height in the open sea is 4.1 m. to 14 m. Storm surge is possible in coastal areas.

Dilapidated structures will be damaged. Old electric posts, mango and big trees may be downed, while rice and corn will be affected.

Signal No. 3, with a lead time of 18 hours, means winds of 121 kph to 170 kph. Expect wave heights over 14 m. In the open sea, again with a possible storm surges in coastal areas.

Houses of light materials (up to 50 percent in a community) may be damaged.

Acacia and similar trees may be uprooted.

Signal No. 4, issued 12 hours ahead, means winds of 171 kph to 220 kph.

Expect wave height over

14 m. and possible storm surges as high as 2 m. to 3 m. Considerable damage is expected to light structures (up to 75 percent would be partially or totally destroyed) and many houses of medium-built materials will be unroofed, some walls will collapse, doors and windows damaged. All signages and billboards are blown away. Large trees are down, coconut plantations, rice and corn farms will suffer extensive damage.

Signal No. 5 means winds over 220 kph within 12 hours. Storm surges over 3 m. are expected. Almost total damage to structures made of lighter materials is expected, especially in highly exposed coasts.

Electrical power and communication will be severely disrupted. Most tall trees are uprooted.

The new classifications will carry information on

possible impacts, the height of storm surges, rainfall amount as well as flash flood and landslide alert.

The classifications have been extended from three days to five days ahead as well.

“The forecasts may vary or change as the storm approaches,” Cayanan said.

Previous to this, there were just three public warnings for tropical depression (maximum winds near the center from 45 kilometers per hour to 63 kph); tropical storm, from 64 kph to 117 kph; and typhoon from 118 kph to 117 kph. SciencePhilippines

200 Z3R houses in Taluksangay completed Z AMBOANGA City The National Housing Authority (NHA) on Saturday formally turned over to the local government and to the beneficiaries the remaining 84 permanent houses on stilts constructed under the Z3R program in Taluksangay completing the total 200 permanent housing package in the area.

Recall that last February 26, the initial 116 houses on stilts were turned over to the beneficiaries during ceremonies held also in Taluksangay coinciding with the celebration of Dia de la Ciudad de Zamboanga.

Mayor Beng Climaco thanked the NHA for exerting all efforts to complete all the 18 Z3R housing packages despite the numerous challenges besetting the agency amid the timeline set by the President.

“Today is a very meaningful day, as the government turns over permanent houses to victims of the 2013 siege,” the mayor said, as she acknowledged District II Cong.

into their fold a number of affected families with the setting up of the transitory site and now the permanent resettlement area.

She appealed to the beneficiaries to support and cooperate with the government to ensure the realization of the concept “Build Back Better Zamboanga.”

NHA District Manager Engr. Al Indanan said the NHA remains ready and willing to deliver the permanent housing target for the Z3R with only 45 days left before the end of the target set by the president.

He acknowledged the efforts of the contractor, Metro Stonerich Corporation for completing the project ahead of the target date. “To all the beneficiaries, we are doing everything we can para mapabilis at mapaayos ang mga bahay na binibigay sa inyo.”

He asked the beneficiaries to care good care of the units awarded to them and to seek assistance of the NHA or the local government for any problems that may crop up concerning the housing units.

Are you a teacher or educator?

Education today is as important as a teacher for without the latter we cannot attain the kind of education that we want to have. The role of a teacher is very critical because he is not only teaching the subject but also concerns himself with the other aspects of the life of his students. Is a teacher also an educator? According to Miriam’s dictionary a teacher is a person or thing that teaches something. He is also a person whose job is to teach students about certain subjects while an Educator means an administrator to education.

By looking at the definitions of the two words, we can simply recognize that being a teacher is very

specific in his job that is to impart the theories and concepts that he is required to teach to students.

An educator, on the other hand, is something that is of greater responsibility because he governs teaching. In its greater sense, an educator does not only teach the subject he handles but his job focuses on the holistic formation of his students. He does not only develop the cognitive side of the students, but he also develops and molds the affective domain of the students. An educator provides the application of his lessons for the students to understand deeply the lessons that the teacher imparts to them. Being a teacher is only a part of being an educator. There is boundless scope for an educator. Therefore, it is

something of deeper meaning and greater responsibilities. Further, the way I comprehend the job of an educator is emphasized the total development of the students.

The job involves the development of the person and its holistic progress.

From then on, students’ preparations for their intellectual and emotional skills to become useful citizens of the community are given prominence. I am an educator more than a teacher because being a teacher is just a part of being an educator. The totality of a person is being molded by an educator, and that is the noblest act an educator could do.

Forming the total persons of the students is the very foundation of a successful society.

This is the role of an educator and teaching them the concepts and the theories and principles of science, mathematics, and other academic subjects are just a fraction of this gallant job.

Finally, a teacher and an educator are persons who play significant roles to our students since time long-established.

Without them, we cannot help transform our society. An educator is also a teacher, but a teacher cannot be all the time an educator. An educator is a “formator” of persons, and a teacher is a person that imparts the knowledge that we need to learn to develop our individual intellectual skills. Whether or not they are not exactly the same, but they are equally important in our society until now.

K to 12 Basic Education System is pushing for an improved and high quality of education for Filipino children. It is a 12-year program believed to provide enough period to train students different knowledge and skills that are useful to whatever path they might take in their future.

The program is addressing the necessity of decreasing the number of out-of-school youths and unemployed individuals.

K to 12 has Technical and Vocational components that introduce short-courses to students which are useful in their employment after graduation. In K to 12 as well, a student normally graduates in age 18, equipped and old enough to enter workforce.

Alternative Learning System also comes with similar purpose. It is a learning system in the country that provides practical option to the existing formal instruction.

It is a fact that several Filipinos do not have the chance to pursue basic education. ALS is created in a mode that fits the distinct situations and needs of the students. It is a form of nonformal education happening outside the classroom. It is community-based, usually conducted at community learning centers, barangay multi-purpose hall, libraries or at home, managed by ALS learning facilitators, such as mobile teachers, district ALS Coordinators, instructional managers at an agreed schedule and venue between the learners and facilitators.

Fighting malnutrition through interventions in schools

Malnutrition is one of the health problems that affects students in school.

It is due to reduced dietary intake, malabsorption, increased nutrient losses or altered metabolic demands. If ignored, this would cause to a worse health problem.

Needless to say, students who suffer health problems cannot concentrate in studying and thus, resulting to poor school performance.

One of the interventions that schools do is through feeding programs.

School feeding programs provide free nutritious school meals to children and considered as an effective intervention which tackles important nutrition deficiencies impacting on child development and learning abilities which are commonly found among children of primary-school age in low and middle income countries.

Feeding programs in school is an effective and beneficial one. Usually, included in this activity are nutrition package that consist of deworming, nutrition education and access to safe water they can have an even greater impact on child nutrition.

In addition to improving child nutrition and learning, it will greatly help prevent serious diseases such as malnutrition, which is as far, one of health problems that hit young age.

Various researches proved that school feeding has shown increase school enrolment and attendance as children are more likely to go and stay in school.

Encouraging young people to value learning is to make them feel certain that in school, they are taken care of. It is also by way of keeping them in condition, that they are healthy, in order for learning to be effective.

The ‘Kariton Klasrum’

Education is a right of each individual.

Having education is like championing a prize that could never be stole from.

However, it is true that poverty is a social issue that enveloped most of Filipino families, hindering them to send their children to school. This then results to the presence of out-ofschool youths and drop-out individuals.

It is good to know, however, that a lot of individuals, groups or institutions take the initiative to provide alternative learning methods.

Karitun Klasrum is one of these. Department of Education replicated it from Dynamic Teen Company to encourage street children to go back in school. Made popular by CNN Hero awardee Efren Penaflorida, Jr., it is also a tool in promoting inclusive education nationwide through providing greater mobility for out-of-school individuals in accessing basic education through the Alternative Delivery

Modes (ADM) program of DepEd. In a post made in DepEd site, it is reported that there are already a total of 84 on-going Kariton Klasrum sites.

The method is not in the purpose of replacing regular classroom but to entice people in the streets to go back to it. Three months being under in the Kariton Klasrum Program will allow students to be evaluated for schoolreadiness.

The Kariton Klasrum has been so successful in the past few years through the effort coming from the participating entities.

Let us just hope that more people will involve and students could speak about the program through pushing themselves to be good products of this project.

Former National Power Corporation (Napocor) President Guido Alfredo A. Delgado shares Petilla’s reservations regarding the possibility of the proposed Minpocor becoming another third party which could unnecessarily increase the cost of power in Mindanao.

In addition to his support for the Minpocor bill, Petilla also suggested to its advocates to consider adding the STEAG coal-fired power plant to its portfolio.

“In the privatization of the Mindanao Power Corporation, all that’s mentioned is only the Agus-Pulangi hydro. I suggested they include STEAG in the portfolio. Why? STEAG is cheaper than the new coal plants of Aboitiz, San Miguel and Filinvest. Why have it privatized? Instead include it in your portfolio for MPC. So even if it makes your MPC price a little more expensive, it is still cheaper than if you source it from the other newer plants.”

Meantime, Petilla clarified that he has tendered his irrevocable resignation as energy secretary which has been accepted by President Aquino provided a qualified replacement is found.

“The President said there are laws which stipulate that you cannot simply walk away from a high position in government, there are laws to be followed, you should have a replacement. Although he accepted it, he said please stay on until I find a replacement.”

The Decision held that Monteroso unfairly took advantage of Arquellano when he made him perform household chores for his family during his tenure as a civil servant without proper compensation.

to Monteroso. Arquellano testified that several transactions were undertaken using these bank accounts and he withdrew significant sums totaling P1,250,000.00 and remitted the money to Monteroso.

Increasingly bothered by the arrangement, Arquellano resigned in March 2012. During the investigation, documents such as statement of account, bank certifications and consent to examine bank account with waiver were submitted to the IAB. The IAB considered Monteroso’s denial that he used Arquellano as a dummy to facilitate bank transactions “as inherently weak because it is self-serving and unsubstantiated by clear and convincing evidence.”

The Decision explained that the bank transactions coursed through Arquellano’s name are suspicious transactions covered by the Anti-Money Laundering Act (AMLA).

The Office thus directed that the Anti-Money Laundering Council be furnished with copies of the case records in order to conduct an inquiry into the suspicious financial transactions to determine Monteroso’s criminal or civil liability under the AMLA. Grave Misconduct is punishable by dismissal from the service. Considering, however, that Monteroso’s term expired in December 2013, the penalty of dismissal from the service was converted into a fine equivalent to six months’ salary.

He was also meted out the accessory penalties of cancellation of civil service eligibility, forfeiture of retirement benefits, and perpetual disqualification from holding public office.

In a separate Decision, Monteroso was also found administratively liable for Simple Neglect of Duty and Conduct Prejudicial to the Best Interest of the Service, in connection with his deliberate failure to act on a criminal case pending before his office for

four years.

He was also faulted for deliberately failing to reply to complainant’s letters requesting for follow-up and to act on several indorsements and directives to act on the case.

The Decision stated that Monteroso’s “continued noncompliance with the directive appears to spring from his lackadaisical attitude towards said case and of this Office’s role in the speedy and efficient administration of justice” resulting to “tarnishing the image of his office and for which he should be held accountable.”

Simple Neglect of Duty is punishable by suspension of one month and one day to six months while Conduct Prejudicial to the Best Interest of the Service carries a penalty of suspension of six months and one day to one year. With Monteroso’s separation from the service, the penalty was converted into a fine equivalent to six months’ salary.

POL, MISAMIS ORIENTAL - Known for its array of quality beach resorts and hotels, this town under the mayorship of Maximino Seno is now the new skimboarding hub in the western part of Misamis Oriental Province.Over the past years,the local government unit of this town has initiated several skim boarding competition as part of the several events of its “Kabaybayonan Annual Festival”.

Today, some private entities initiated such event just to promote Skim Boarding as Opol’s “Sports Tourism” since the town was tagged as among the tourism nest of the province because of its influx of domestic tourist whole year round specially during Summer, among these entity is “Apple Tree Hotel and Resort” wherein they are holding its 1st Skim boarding competition last Saturday May 16 as one of their side event this Summer. Over 50 competitors from the 13 coastal barangays in Cagayan de Oro and some enthusiasts from the coastal municipalities of the Province of Misamis Oriental joined the said one day event were 3 top gunner are vying for the title as Best among the best.

The following were the winners – for the kid category: champion Lester de Rosal, first runner-up Luther Uban Jr. and second runner-up Crismar Lariosa. For the adult category, they were champion Arnel dela Cruz, first placer Kenny Egam and second placer Christian Quitat.

The competition was judged by top caliber skim boarders in Mindanao were they already compete all over the country; said Clement Dampal, Resort’s Community Relations Officer.

Dampal said that they are contemplating to do this every year while hoping of a bigger and better holding of events in the next season of competition.”This is still an internal event were competitors are coming from our neighboring areas in the Province and in the city of Cagayan de Oro and if were going bigger next year, probably there will be competitors already coming from all over the country or even inviting some international Skim Boarding enthusiasts”,Dampal said.
