Oro councilor changes stand on P30b coal plant project in Misor

CAGAYAN de Oro City— The 30-billion-peso coalfired power plant project of the Filinvest Development Corporation (FDC) in Misamis Oriental has found a new ally.

This after Cagayan de Oro City Councilor Bong Lao publicly announced his support for the construction of another coal plant

in Villanueva town.

Lao, who is earlier opposed to the power project, said he will support the project as long as the FDC will assure him that it will comply with all the environmental laws.

With Lao’s recent statement of support, Rep. Juliette Uy of Misamis Oriental’s second district, and her husband, Villanueva town Mayor Julio Uy have high hopes that the project will push through despite oppositions from some sectors.

The FDC through its subsidiary THE FDC Utilities, Inc. (FDCUI), the firm behind the FDC Misamis Power Corporation (FDCMisamis), is planning to construct three units of fluidized coal-fired power plant with the capacity of 135 megawatts each inside the Phividec Industrial Estate.

City hall releases business plates with Oca’s face

THE city government of Cagayan de Oro released the new business plates bearing the face of Mayor Oscar Moreno, the city’s official logo, and the Business Plate number in a yellow background.

“At first it has occurred to me the ‘Epal look’ but it is important to me that the commitment to transparent and accountable governance has a face. Tulubagon ko ang syudad,” explained Moreno in a statement sent to Mindanao Daily News yesterday.

Moreno added: “I have always resisted the ‘temptation’ of putting my face in my projects even when I was a congressman and governor. Six years in Congress and nine years as governor of the province of Misamis Oriental, never have I succumbed to the ‘epalist temptation.’”

6 dead, 1 missing, 7 houses washed out in N. Mindanao

CAGAYAN de Oro City–– Three more persons killed, several houses destroyed by big waves and hundreds of families isolated due swelling of rivers, landslides and flash floods.

A total of six persons reportedly died with one missing in Northern Mindanao since the onset of the LPA two weeks ago that transformed into Tropical Depression ‘Agaton’ last week and to LPA again on Monday.

The state-run weather station PAGASA warns that Tropical Depression Agaton has been pouring, in terms of volume, what should have been a month-long rainwaters in just four to five days and it will stay in Northern Mindanao until Friday yet before dissipating in the seas off General Santos City.

The PDRRMC of Misamis Oriental reported that

a coconut tree fell on top of a house in Barangay Kasulog in Salay town, Misamis Oriental, at about 6 in the morning on Monday (January 20, 2014), killing two households and injuring another.

Provincial Administrator Jun Pacamalan, head of the PDRRMC Extension Office, identified the fatalities as Gerry Bustamante, 45 years old, and his one-year old son, Richard.

Bustamante’s four-year old daughter, Marjorie, was injured and has been rushed to the hospital for medical attention.

The PDRRMC also reported the death of one Marlon Uy of Barangay 4, who drowned near the Gingoog port on Sunday.

Pacamalan said an unconfirmed report that another victim reportedly drowned in Balingasag town while trying to cross a river but it is still being verified.

Seven houses in the coastal area of Barangay 19 were washed away by big waves, fur of which totally destroyed, by big waves yesterday.

A rescue team is currently undertaking a “difficult mission” in Magsaysay town to bring food provisions to Barangay Tamah, which is being isolated due to impassable river.

At least 118 families and 40 army soldiers have been isolated for seven days now and are in need of food provisions after their villages were cut off from the town proper due to the swelling of the river.

From a 20-meter dimension, the river in Tamah village swells to 80 meters already.

The rescue team from the PDRRMC, accompanied by soldiers from the 58th Infantry Batallion, was trying to transfer food provisions to

the other side Sunday night yet, but failed.

The rescue effort continued on Monday, trying to connect to the villages of Tamah by rope to get the sacks of rice to the isolated starving families and soldiers.

Pacamalan said landslides caused by heavy rains were reported in Tagoloan, Manticao and Gingoog City, making roads impassable due to mud, logs and other debris.He said Gov. Yevgeny Vincente Emano has sent heavy equipment to these areas and roads were expected to be cleared within 24 hours.

As of Monday morning, a total of 506 families composed of 1,975 individuals have ought shelter in 21 evacuation centers of the province.

In Cagayan de Oro City, flooding affects the main

thoroughfares, schools and universities with landslides occurring in some outlying villages, like Camaman-an and Trinitas Subdivision in Bugo village.

Classes have been suspended in Misamis Oriental province while Cagayan de Oro City has reached “Code Orange” as its highest alarm level during heavyrain conditions, sending off teams from the CDRRMO, particularly to areas hit by Sendong in 2011.

Several flights have been called off Monday with the Philippine Airlines declaring all their flights yesterday as being “cancelled”.

The city disaster risk reduction and management council reported to casualties as preemptive evacuations ordered by Mayor Oscar Moreno were carried out before floodwaters inundated several barangays.

Initial figures released by the city social welfare department indicate the following numbers of evacuees: Macasandig covered court (45 families, 171 individuals), Macasandig Elementary School (38 fams, 123 indivs), Bugo gym (42 fams, 202 indivs), Peurto High School (29 fams, 121 indivs), Agusan school (6 fams, 21 indivs), West City Central School in barangay Carmen (181 fams, 545 indivs), Kauswagan Elementary School (4 fams,

19 indivs), Bonbon Elementary School (131 fams, 492 indivs), Nazareth gym (4 fams, 10 indivs), FS Catanico National High School (130 fams, 520 indivs), Calaanan Elementary School (5 fams, 23 indivs), Calaanan barangay building (34 fams, 145 indivs), Barangay 26 building (26 fams, 100 indivs) and Bulua covered court (9 fams, 31 indivs). All evacuees come from barangays located along rivers and creeks around the city.

Food packs, readied by the department a few days before Agaton spawned rains, have been distributed to the families in the evacuation centers where they remain pending the safe-to-returnhome announcement from the disaster council.

Classes in all schools were also suspended in Cagayan de Oro on Monday as rains continue to pour.

In Valencia City, Engr.

Merlita R. Delin, the city information officer, said Valencia City Mayor Jose M. Galario Jr. suspended the classes for elementary and high schools except for college students.

Delin said Galario has also ordered the City Disaster Risk Reduction and Management Council (CDRRMC) to closely monitor those critical areas in Valencia City as typhoon Agaton continues to batter Mindanao.

I WAS all set to go home that my haste decision changed everything the way I want it to be.

How regretful the situation was.

This was what happened.

There were three buses in the terminal waiting for their turn to travel -- a non-stop air-conditioned (aircon) bus and regular bus, both bound for Davao, and an aircon bus to Valencia.

I jumped off to the bus to Valencia.

I was confident for the reason that when I ride on this bus, I have all the comfort and I would pay less. I was estimating then that by the time I reach Valencia, I would wait not more than 30 minutes for the regular bus to Davao.

The non-stop aircon bus was not an option considering the cost of fare, which is a fixed at P575 for Davao, despite my destination, which is only Quezon.

It was a fall short circumstance.

When I reached Valencia, I was one step late, since the bus had already left – leaving me in despair.

Of course, the non-stop bus had already left too. It was my sacrifice. That was a choice that I have to change my course to unravel my gaffe. I just told myself -- time and opportunity once gone, they can never come back. A smirk upon me was apparent. I never imagined that I would be in this situation. I have experienced it. Yes, in our session that afternoon in instructional management.

For other people, perhaps, it could have been just a minor circumstance, but for me, it is significant for it is worth reflecting for.

This made me contemplate into how I will deal with change. What will I do if I will be a school principal, facing a crucial situation towards my management, administration and organization?

At any rate, let me disclose first how I elucidated with the “left-behind bus thing.” I told myself to calm down, unload, so as to load an idea of taking the risk, of changing my course of plan.

At around 11:30 pm, the bus to Kibawe arrived. I had to ride on that

bus for it is safer to stay at Maramag terminal, where I could wait as a chance passenger, if ever there would be bus to Davao. As I set my foot, I was also thinking of a plan B. There, at Maramag, I called my husband and told him, I miscalculated the whole scenario. I humbly admitted, despite all his “yaw yaw,” I knew by heart that he can’t afford to leave his wife trapped in the terminal so late at night, 25 km. away from home. He was about to drop the phone to pick me up when the bus to Davao rushed into the terminal. Heaven sent!

Why am I doing this -- this sacrifice? If I will not do this, nothing will change. This also answers to what is at the end of the “tunnel of my life.” I have to be prepared in this changing world. That is to be adaptive and flexible to situations. I just hope that I have proven my worth and sense of purpose to set my destination up, to become a good leader by my sacrifice-to study at CU every Saturday no matter how many buses will leave me behind; I have to endure and prevail over. Life is “change” itself and it is inevitable.

Change is important and I am willing to undergo change to be of help as a school leader; thus, I can be a channel of change to live up to the standards of the school leader’s main mission, which is instruction and supervision.

Yes! I am neither strong nor intelligent, yet I can surpass the wind of change, of storms and sacrifice for there is that certainty in my family and my Creator. I have read these tips on how to deal with change and I find them essential for us to grow as a person. For sure, this will also enrich you.

Be prepared. Life is full of unexpected surprises; don’t let this be a lesson you refuse to learn.

Death, loss, and strange situations will be a part of your life, no matter how much you may try to shelter or protect yourself from it. The major key to coping with change is to accept it as a reality and that it is an inevitability.

Floods, landslides wreak havoc in Butuan, Agusan

B U T UA N C i t y – – T h e government-run weather bureau Pagasa said cloudy skies with moderate to occasionally heavy rains and gusty winds due to TD Agaton would remain with Typhoon Signal No. 1 now lifted in Surigao del Norte, Dinagat Islands and Agusan del Norte and still up over Surigao del Sur and Agusan del Sur. However, rain-induced flashfloods and landslides have continuously wreaked havoc on this city and most of Caraga Region.

The Butuan City Disaster Risk Reducation and Management Council said it was still on Alert Level 3 as it continued to monitor the water level of Agusan River which as of Sunday registered 4.20 meters. The road at Purok 4, Barangay Tabon-tabon was not passable to vehicles and under clearing operation due to landslides.

fense (OCD) in Caraga said that in Agusan del Sur, a landslide occurred in Barangay Afga, Sibagat town on Friday.

A landslide has rendered unpassable the roads in Lingig town to Davao Oriental and provincial road from Barangay Tagongon to Barangay Sta. Maria in Tagbina, Surigao del Sur, the OCD regional office reported. Flashfloods have made the roads in Sitio Hubo, Alba, Cabangahan and Sitio Sampinit, Gamut in Tago town not passable to all vehicles.

Meanwhile, the National Grid Corporation of the Philippines (NGCP) has restored power transmission service to Surigao del Norte Electric Cooperative, Inc. (SURNECO), Siargao Electric Cooperaative (SIARELCO) and part of Surigao del Sur Electric Cooperative II (SURSECO II) after re-energizing the Butuan-Placer 138 kV line Sunday at around 9 pm.

The lone missing person was from Surigao del Norte, who Mazo said went fishing last January 17, 2014.

Mazo said estimated cost of damage to infrastructure as reported by the Agusan del Sur and Surigao del Sur PDRRMCs has reached P2,605,316. Damage to agriculture based on the reports from Agusan del Sur, Surigao del Sur and Surigao del Norte PDRRMCs totaled P32,080,179, she added.

It has a 350-kilogram capacity and serves as an alternative transport system for agricultural products such as corn, upland and lowland rice and other high value crops such as vegetables, rootcrops, coffee, abaca, banana and peanut produced by 1,939 farmers with a total production area of 1,538 hectares. The tramline also helps the farmers in maintaining the quality of their farm produce as it offers efficient and convenient hauling, which in turn allows them to demand better price in the market. The ATS also cuts down more than 50% of the usual 2-hour travel time to and fro Malagana and Luna on a draft animal or the 2-hour travel from Malagana to the nearest market at the Poblacion via barangay Mat-i on a jeepney which costs P500 per person, exclusive of the transportation cost per bag or sack of farm produce. Now, farmers only have to spend 28 minutes to and fro Malagana and Luna in hauling their produce which in turn reduces transportation cost by 50%, increases their income and allows them to save time. In line with the said intervention, the DA-HVCDP also established a packing house in barangay Luna which is soon to operate and offer more market opportunities for the local farmers. With the completion of the tramline, the Local Government Unit of Claveria and the barangay officials of Luna and Malagana commits to continue the proper maintenance and operation of the facility to sustain the project. “Pagasuportahan namo kini ug maghimo sa ordinansa aron maprotektahan ug molungtad ang maong proyekto (We will support the project by crafting an ordinance which will protect the facility and prolong its usage.),” said Luna Barangay Captain Rene Fullo.

As a teacher what should be our dream? To dream

and think how to become rich or how to become effective teacher to our pupils so that we will not be called as lost teachers? I have read an article about “The Most Effective Teachers Are In A Class Of Their Own” it was accentuated that teacher must be knowledgeable, innovative, skilful, fun-loving, caring, supportive, task and pupil

centred, the most effective teachers are in a class of their own. They stimulate a pupil’s imagination, challenge their views, encourage them to do great things and motivate them through tailored teaching practices to ensure that every pupil feels a sense of achievement and valued as part of the class.

A teacher should be

a dreamer a dream not for his own but to the children he handled every day. Guides them build a good foundation not only in the four corners in the classroom but through- out their life for them not to be lost. If a classroom has a teacher who are a dreamer and a good thinker then children are in the right direction no one is lost.

Education: Its contribution in nation-building

Furthermore, Module 2 on Lead Curriculum Implementation and Enrichment which composed of two lessons ;Practicing Curriculum Leadership and Implementing and Enriching the Curriculum. The first lesson provide the basic information in curriculum, its purpose, importance and the components of cyclical curriculum development process. It also provide guidelines on the translation of the curriculum in the real setting such as the actual school activities. On the other hand, second lesson guide an educational leader in making a curriculum effective in responding school’s changing needs. The planning, implementing and assessing stage of the curriculum was clearly addressed in this lesson. Curriculum’s effectiveness can be reflected in pupils performance and stakeholders involvement to addressed the changing needs of the community.

North Pangantucan District ALS on the Go for Family Development Session

The Alternative Learning System (ALS) of North Pangantucan District, municipality of Pangatucan, Bukidnon addresses the learning needs of the deprived,depressed and underserved members of the community through its Informal Education Program (INFED) with the coordination of the Office of The Department of Social Welfare and Development (DSWD) in the municipality, the program was made possible. Every month, the recipients of the Pantawid Pamilyang Pilipino Program (4Ps) attend the classes at North Pangantucan District ALS Center in the so called Family Development Session (FDS).

Different topics are discussed every month focusing on the needs and interests of learners for personal and community development as well as for employment through informal education. Multiple literacies such as social, spiritual ,civic, cultural, financial and economic literacies are developed for lifelong learning. Some of the topics focused on the following: > financial management >Rights of women and children > Bio-intensive gardening > Solid waste management > Family solidarity > Skills development ( local crafts) >Disaster and Risk Reduction Management >Family planning >Active Citizenship In January 13-17,2014,the 4Ps recipients held their Family Development Session together with the District ALS Coordinator of North Pangantucan District. The FDS topic delves on “ Tamang Pagsubaybay sa mga Bata Laban sa Kaharasan, Pang-aabuso at Pagsasamantala.” Its goal is “ Pagkatapos ng sub-module,inaasahan na ang mga kalahok ay malaman, maisaisip, at maisagawa ang mga pamamaraan upang mapangalagaan ang mga kabataan laban sa anumang uri ng pang-abuso,karahasan at pagsasamantala. For this month with the FDS learners ,Mrs Marlyn T. Caraecle, District ALS Coordinator discussed the following: > PD 603 - otherwise known as Child and Youth Welfare Code > RA 7610 -otherwise known as Special Protection Against Child Abuse,exploitation and Discrimination > RA 9231 -otherwise known as Elimination of Worst Forms of Child Labor >RA 9344- otherwise known as Comprehensive Juvenile Justice and welfare Act >RA 9262- otherwise known as Anti-Violence Against Women and their Children protective measure for victims >RA 9208 otherwise known as Anti-Trafficking in Person especially Women and Children >RA 8353- otherwise known as Anti-Rape Law >RA 8505-otherwise known as Rape Victims Assistance Act The said laws were properly taken through brainstorming,cooperative learning and the use of resource person/s. Self assessment was then made by every learner at the end of every learning session to see to it that learning concepts are properly developed among them. Learners found it very interesting to attend FDS sessions because they have learned a lot from it. The topic served as eye opener on the part of the learners as to their basic rights, privileges and responsibilities as useful members of the society. Learners are now becoming more aware to take part in the protection of their rights and privileges, particularly on the basic rights of women and children since most of the learners are women.

They gave more importance on the care and protection of the environment, and the improvement of their financial capabilities through backyard gardening and recycling.It was found out that the 4Ps recipients are now more conscious in fighting/ eradicating malnutrition because they already have the awareness on the importance of nutrition in their respective families. demands instincts, knowledge and experience in recent innovations and in ICT skills . It is a demand to know the concepts in using ICT in teaching and learning in school. Where ICT can be regarded as a pre-requisite in improving the administrative and instructional leadership skills. These lessons equip the mind and concepts of every educator especially the leaders to develop every competencies and capabilities of a teacher.

It provides insights to become an effective leader in leading a curricular and instructional processes. The working knowledge on the roles of instructional leader towards school improvement. Aside from learning the knowledge and skills, an attitude is a vital ingredient of a good leader. A leader of confidence, determination and perseverance is a need in very school. For an educator’s goal is to provide a quality basic education in all levels. The roles and importance

of a curriculum and bridging leader to ensure curriculum that is understood, appreciated and implemented by the internal and external stakeholders of the school. A continuous monitoring and evaluation of the curriculum to identify the strengths and weaknesses of it thus leading to improvement and innovations.

It is a task then to apply and innovate knowledge for the recent and upcoming generation of learners. For the foundation of manhood starts and builds at school and therefore ask expertise and flexibility among the school leaders to follow and act as a good resource persons and models of change in school. A better change for competence and attitude needed as a transformational leader in the society. A leader that the 21st century generation demands. It is a challenge for every educators and future educators and leaders of the country to innovate and compete the fast changing world.

With its economic growth accelerating to historic highs, the Philippines today faces a “unique window of opportunity” to implement a comprehensive reform agenda across sectors that can lead to the long-awaited private sector development, inclusive growth, and significant job creation, the World Bank said recently.

The draft “Philippine Development Report 2013” is recommending that a “comprehensive reform agenda” be implemented across sectors to foster a business environment that is genuinely conducive to private sector growth and job creation.

The foundation needed for the Philippines to achieve more inclusive growth is in place, The country is benefiting from strong macroeconomic fundamentals, political stability, and a popular government that many see as committed to improving the lives of the people.

But the country needs to overcome the significant challenges posed by some of the country’s political and economic institutions that are bent on concentrating power and opportunity “in the hands of a very small subset in society.”

A number of major reasons why the Philippines has failed to actualize its economic potential. One is its long history of distorted policies that slowed the growth of agriculture and manufacturing in the last six decades.

Instead of rising agricultural productivity paving the way for the development of a vibrant labor-intensive manufacturing sector and subsequently of a high-skill services sector, the converse has taken place in the Philippines.

Agricultural productivity has remained depressed,

GUEST EDIGTORIAL manufacturing has failed to grow sustainably, and a low-productivity, low-skill services sector has emerged as the dominant sector of the economy.

The other factors are the lack of competition in key sectors, insecurity of property rights, complex regulations, and severe underinvestment by the government and the private sector.

All this has led to a growth pattern that the World Bank says is not the norm in the East Asia region.

This anomalous growth pattern has failed to provide good jobs to majority of Filipinos and has led to a substantial outmigration of many of the country’s best and brightest people,” said the report.

The creation of a broad reform coalition made up of government, business, and labor working together to institute changes will nurture this inclusive growth that has eluded the country for so long.

To put the country on an irreversible path of inclusive growth, it is crucial to have a broad reform coalition-that is, a multi-sectoral group representing many interests to address diverse options,” the report emphasizes.

Without such a broad coalition, reforms made under a strong president can be reversed, as the country’s history had shown.”

Instead of tackling policy reforms one by one, “which would generate powerful opposition from vested interests,” the World Bank said the reform coalition can introduce a package of reforms agreed upon by government, business, and

labor, with the support of civil society.

The report recommends that the reform coalition agree on certain responsibilities and principles.

On the government side, it could prioritize programs and reform measures to help reduce food prices, ramp up investments in rural infrastructure and support services, provide universal social and health insurance at higher quality, and co-finance training and apprenticeships programs for disadvantaged groups and young workers.

Finally, it could simplify the tax code and business regulations to promote competition and encourage the growth of entrepreneurship.

For the private sector, businesses of all sizes could embrace the principle of a level playing field and extend their corporate social responsibility to their own employees. This involves businesses supporting the making of all tax holidays and other fiscal incentives temporary, supporting freedom of association and collective bargaining, committing to offer more training opportunities for workers, and improving the link between wages and productivity.

On the part of workers, labor groups could agree to recognize valid forms of flexible contracts and reduce calls to hike minimum wages as food prices fall.

And civil society will have to be an active agent of change and serve as a watchdog over governance and adherence to coalition principles and objectives.

Successful implementation of such agreements could help the country revive agriculture, boost manufacturing, and in the process create more and better jobs.

Tourism infrastructure

Late last year, I was invited to share my perspectives as a journalist on what we envision our city to be in the next three years and beyond.

Tourism was one of the topics which I shared some inputs on, having been personally involved in its development as a member of the fourth estate for the last few decades. I’d like to share some of those inputs in this column as we start the Year of the Wooden Horse in the Chinese calendar.

I’ve always believed the development of infrastructure is basic to our attainment of our goals to develop our tourism and foremost among these are our airport and seaport.

For the latter, Cagayan de Oro remains to be the primary gateway to Northern Mindanao and the Macabalan port its main entry point by sea. First and foremost, we have to work for the restoration of the approved Philippine Port Authority’s plan to build a new P250-million Modern Passenger Terminal Building which has

We should also initiate a multi-sectoral lobby to vigorously support the resolution of the Regional Development Council 10 to allot funds for the expansion of the Laguindingan Airport passenger and terminal building, extend the runway by another 300 meters to allow international flights by intercontinental wide body aircraft and move up the installation and commissioning of the navigational aids and runway lights to allow night flights asap.

The inclemenent weather in the last two weeks has already demonstrated beyond a reasonable doubt the urgent need for the latter. Whether we still have any clout with Malacañang to push this remains to be seen since it is the Chief Executive himself who pushed for Laguindingan Airport’s premature opening but did not push through with the transfer of the air force strike wing to Lumbia to ostensibly decongest NAIA of civil aviation and left us holding the bag.

In-city, it is also imperative for us to commission studies funded by international donor agencies on the feasibility of intra- and inter-city mass transit systems to and from Cagayan de Oro City as the regional transport,

trade and tourism hub for Northern Mindanao. If we don’t start gathering the baseline data needed to plan for this in the future, we should kiss our dreams of ever making Cagayan de Oro a tourism hub during our lifetimes.

Even closer to home, we should start phasing out billboards which block and muddle the scenic view formerly enjoyed by the residents and visitors to the city.

These billboards only benefit a few landowners, advertisers and advertising companies to the detriment of most residents. I understand the ordinance for this has already been passed by the city council but has been blocked by a TRO by one of the billboard operators.

Corollary to this, we should also prohibit the use of pedestrian overpasses for advertising and billboards - those structures are not for advertising purposes and invite crimes on pedestrians. Their ads and lights also distract motorists and pedestrians making them safety hazards.

-oooPARTICIPATING IN THE WORK OF GOD: For each and every person who is baptized into the “Anak ng Diyos Kadugo Ni Kristo” (Children of God Blood Kin of the Christ) Church, the only reason why they have been called to become its members is for them to rise from their former status as uncaring believers, so that they could participate in the work of God before the Second Coming of Jesus Christ, our God and Savior, which also signals the end of time.

Batas Mauricio This work must have to be carried out before this Second Coming and before the end of time, as Jesus Himself said in Matthew 24:14, in the following manner: “… this gospel of the kingdom will be preached in the whole world as a testimony to all the nations, and then the end will come’…”

What is the work of God that must be carried out before Jesus comes again and before the end of the world will come? It is preaching the Gospel to all the nations.

Preaching the Gospel, or the Word of God, the Bible, is actually one of the three components of the so-called “Great Commission” which Jesus handed down to His

disciples, and which is now enshrined in Matthew 28:1920 of the Bible.

-oooEMPOWERING EVEN THE LOWLY TO PREACH THE WORD: This is the reason why each and every member of the “Anak ng Diyos Kadugo Ni Kristo” (Children of God Blood Kin of the Christ) Church are trained to read the Bible everyday, meditate on its verses day and night, and obey everything that is written in it. The objective is to empower the member, who is called “Kadugo” (or Blood Kin of the Christ), to stand up and preach the Word, no matter how lowly his personal status in life

maybe.

And with the grace of God, that is exactly what is happening now among the Church’s members: young and old, men and women, rich or poor, are now standing up and boldly preaching the Word, particularly the truth that Jesus Christ is God and Savior, as the Bible in its many verses teaches and proclaims unequivocably.

We attribute this capacity to bravely preach the Word, even by members who have had no formal training in the Bible, or who did not attain any formal education at all, or pursued only the basics in elementary schooling, or who have lived marginalized and insignificant lives all throughout, to the power of God manifesting itself through the ability of the once-Biblically ignorant “Kadugos” to effectively proclaim the Word.

Work, classes in Butuan suspended due to flooding

BUTUAN City––Butuan City is still on alert level 3 due to flooding brought by the heavy rains of Tropical Depression “Agaton.”

The City Disaster Risk Reduction Management Office (CDRRMO) is on “search and rescue” mode assisted by the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP).

The CDRRMO reported that 82 of the 86 barangays were already affected by flood waters. A total of 9,924 families or 48,071 individuals are affected, according to Ms. Geo Pacot, of the CDRRMO research and planning designate.

The number of affected families is still expected to increase as the water level in Agusan River continues to rise.

As of 10:00 a.m. Monday, CDRRMO monitored its water level at 4.24 meters.

Most affected are the riverside barangays of Buhangin, Mahogany, Banza and Maug. The CDRRMO is calling for volunteers and rescue boats as more families from these barangays are calling for assistance.

Mayor Ferdinand M. Amante Jr. suspended on Monday works and classes including banking due to continuous moderate to occasionally heavy rains.

TD “Agaton” according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is located at 230 kilometers southeast of Hinatuan, Surigao del Sur. While “Agaton” dissipated Monday as a low pressure area (LPA), Public Storm Signal No. 1 is now lifted in the provinces of Surigao del Norte, Dinagat Islands and Agusan del Norte, but remains in effect over Surigao del Norte and Agusan del Sur. PNP Zambo Sibugay has 72 newly-promoted PNCOs, PCOs

IPIL, Zamboanga Sibugay–– Seventy-two newly promoted police non-commissioned officers (PNCOs) and police commissioned officers (PCOs) took their oath last January 14 at the covered court of Ipil Municipal Plaza.

Sr. Supt. Robert Roy V. Bahian, Philippine National Police (PNP)-Zamboanga Sibugay provincial director said of the 72 who were promoted, 4 are PCOs who took their oath at the PRO-9 in Zamboanga City while the rest are PNCOs. “This is for the 4th Quarter CY 2013 Regular Promotion Program of the PNP,” Bahian remarked.

2 gunmen rob Rural Transit bus in Zamboanga Sibugay ZAMBOANGA Sibugay–– Two gunmen held up a provincial bus along the highway in the town of Imelda in the southern Filipino province of Zamboanga Sibugay, police said.

Police said the gunmen posed as passengers and declared the robbery near the village of San Jose.

It isn’t adequate for teachers to say they are just teachers!

Teachers do have an inner desire to influence every individual in the community they are serving with dedication and unfathomable compassion. To valorously surpass hindrances that may affect the extent of their influence.

They have visions to become missionaries of change, visions which may challenge the degree of will power they possess. With all their undertakings, oftentimes they are left unappreciated. They are mocked and even came to the point of humiliated for some selfish reasons to be considered.

There might be teachers unfortunate enough to suffer such disgrace, but not the teachers in Colawingon Elementary School in Talakag 1 District of Bukidnon. Teachers in this school can be considered as modern heroes. Lack of support from their stakeholders doesn’t obstruct them to exercise their roles commensurate by their profession and tasks set by the commission. In fact, it motivated them to persuade their authority to their inactive stakeholders who are oblivious to which range

15-megawatt heavy fuel oil peaking power plant based in Magdum, Tagum City is expected to boost the electricity-starved Mindanao grid with its formal inauguration last January 17, 2014.

The 610 million-peso investment of the EEI Power Corporation, one of the firms under the Yuchengco Group of Companies, is a dieselfired power plant, which will cater the needs of Davao del Norte Electric Cooperative (DANECO).

The Tagum bunker diesel-fired power plant, which will be dispatched to meet peak demand, is 100-percent owned by EEI. Mayor Allan L. Rellon said this is a welcome development for the city, which is served by DANECO to at least curtail the power shortage in the city and make it friendlier for businesses.

The local chief executive added that this is important to entice more businessmen to pour their investments in the city.

“We don’t claim to solve the problem in power but we are here offer a little help for the city and for our people to send their children to school and feed them,”

said EEI President Roberto Jose L. Castillo, referring to their 54-man team composed mainly of Tagum residents.

The plant operates on peaking hours from 8 a.m. to 10 in the evening.

The 6th Cinemagis Digital Short Film Festival will have a special screening of “Crossfire”

by Davao City’s Arnel Mardoquio on January 23, 6pm at the Xavier University Little Theater.

The film underscores the complicated and grappling realities lingering the Mindanao landscape, namely wars, conflict on ancestral domain claims, exploitations in the indigenous communities and corruption, yet it challenges the audience to take part in the solution to these problems.

Bakwits “Crossfire” chronicles the lives of bakwits (evacuees) Bae Magdas (Betya Villarojo) and her daughter Bitoon (AC Macheca), along with their community, who were forced to leave their homes and farms in the Higaonon ancestral territory and found themselves in the land owned by the antagonist Datu Mantukaw (Perry Dizon).

In 2013, the Department of Energy (DOE), citing actual operations reports from the National Grid Corporation of the Philippines (NGCP), said the hydro power plants in Agus and Pulangui are only at 65 percent available capacity.

Renewable energy is site-specific and must be implemented where feasible, said Mayor Uy adding, “this is true for wind, geothermal, and hydro power plants.

On the other hand, he said that solar power plants are faced with the limitations in terms of size and land area.

He said that even if the entire Villanueva town will be used as home to solar power plant, it still cannot produce a huge supply of electricity as that of the coal plant.

Mayor Uy cited the report published in BusinessWeek Mindanao carrying the headline: “Biggest in Asia outside China: Marawi Solar PV Park gets going.”

Social and economic boon First district and neophyte Rep. Juliette Uy of Misamis Oriental considered the construction of the three-phase 405-megawatts (MW) coal power plant by the FDC Misamis Power Corporation (FDCMisamis) in the town of Villanueva as Northern Mindanao’s “economic and social boon.”

Rep. Uy pointed out the P30-billion investment of the FDC-Misamis, a subsidiary of FDC Utilities, Inc., the utilities and infrastructure arm of the Filinvest Development Corporation (FDC) of the Gotianun group, will not only help arrest the shortage of power that is hounding Mindanao for a period of time but would also help generate jobs––and local and national revenues.

The neophyte lawmaker has earlier expressed her full and strong support to the construction of “clean coal” power plant by FDC-Misamis in her hometown–––the municipality of Villanueva.

The project, she said, is a major investment that secured the endorsement of local officials and national government because it can help address the power shortfall that Mindanao currently experiencing.

Rep. Uy is optimistic that more investors will come and invest in the province of Misamis Oriental once the FDC-Misamis will start its commercial operations of its coal-fired power plant in 2016.

She did not hesitate to give her full support for the construction of coal plant as the FDC-Misamis assured her that it will use the latest clean coal technology called the “circulating fluidized bed (CFB).”

“The circulating fluidized bed (CFD) is a clean process with the ability to achieve lower emission of pollutants. By using this technology, up to 95 percent of pollutants will be absorbed before being emitted

to the atmosphere. At the same time, the advantages of this technology outweigh the limitations, which made it favorable...” according to the online free encyclopedia, wikipedia.org.

Clean coal In constr ucting the plant, the FD CUI said it will use the latest and modern technology called the “circulating fluidized bed (CFB) boiler” and other environmentallyfriendly systems such as the electrostatic precipitator (ESP).

CFB is a process that ensures less emissions, reusable waste or by-products––where bottom and fly ash are usable inputs to cement production or as coarse materials for road construction––and overall lower hazard to human health, safety and environment.

Unlike the older or “typical” coal-fired power plants that generate black ashes, those plants that employed CFB generate whiter bottom and fly ashes.

The CFB boiler is able to break down fuel (coal) better due to the circulating motion which is unique to the CFB itself, according to the document obtained

by Mindanao Daily News.

Older thermal plants use pulverized coal systems (pre-crushed coal boiled much like a kettle boiling water), the document reads.

To complement the CFB boiler technology, FDCUI also adopts other mechanisms that contribute to having a comprehensive clean coal approach.

ESP, or electrostatic air cleaner is a particulate collection device that removes particles from a flowing gas (such as air) using the force of an induced electrostatic charge, according to wikipedia.org, an online encyclopedia. Electrostatic precipitators are highly efficient filtration devices that minimally impede the flow of gases through the device, and can easily remove fine particulate matter such as dust and smoke from the air stream.

FD CUI also adopts covered systems for coal handling to ensure minimal fugitive dust within the premises of the power plant.

Likewise, part of the FDCUI clean coal approach is transparent, multi-sectoral and consultative approach to plant operations and community building by organizing the multipartite monitoring team (MMT).

The MMT will be composed of representatives from the local government unit, community, civil society organization, Department of Environment and Natural Resources (DENR), and other key stakeholders whose primary role is to conduct periodic monitoring of the power plants to ensure strict compliance to government guidelines and transparency.

“We share the view of environmentalists that there is a need to protect

people and the environment,” said the FDCUI in a statement, adding “this is why FDC-Misamis has proactively chosen the CFB technology for its 405-MW power plant project and has taken measures to ensure its investment is not only economically viable but environmentally sound.”

Anne Fortich, PAGASA senior weather specialist said Agaton dumped 37.1 millimeters of rain in Cagayan de Oro from 9am to 8pm Sunday.

Fortich said they expect Agaton will still trigger intermittent rains.

The CDRRMC said the rains triggered flooding in almost all low-lying barangays yesterday.

Rising waters rendered a portion of C.M. Recto Avenue, a major city thoroughfare, impassable to light vehicles and passenger jeepneys on Sunday.

The flood along C.M. Recto Avenue resulted to the evacuation of 35 students and teachers who were having a meeting at the Mindanao University of Science and Technology.

Firemen on ambulances and fire trucks rescued the students and teachers who were trapped on the second floor of one of the school buildings, according to the CDRRMC. Rivera said the city government is also distributing doxycycline tablets to check any outbreak of leptospirosis, a deadly disease from animal urine especially rats.
