MISAMIS Oriental––The Sangguniang Panlalawigan of Misamis Oriental has created the Sangguniang Panlalawigan Advisor y Council on Energy, which aims to enable the Sangguniang Panlalawigan to “meaningfully participate in the discussions and debates in order to intelligently decide on various issues and concerns on energy.”

LTFRB-10 warns drivers of unauthorized fare hike

AGAYAN de Oro City––The Land Transportation and Franchising Board (LTFRB) in Northern Mindanao on Tuesday warned unscrupulous drivers and operators here of collecting unauthorized fare rates.

LTFRB Regional Director Mandangan Darimbang issued the warning after his office received reports that some drivers and conductors have already started collecting P 8.00 fare among local commuters here.

“The LTFRB has not approved the P 8.00 fare yet since the regional office has not received any petition for a new fare hike in Northern Mindanao,” Darimbang said.

According to Darimbang, the LTFRB will still hear any petition for a fare hike in an effort to arrive at a judicious decision.

He said that any decision to increase the fare rates will undergo a rigid review and public hearing.

“The tedious process of studying the fare hike is necessary in order that decisions made would be affordable to the commuters and, at the same time, fair to transport operators,” Darimbang added.

He said that the P 7.00 fare rate remains the only authorized fare in the city’s downtown district for public utility jitneys (PUJ) here.

Darimbang urged the commuting public to report to the LTFRB any public utility vehicle whose driver and conductor are collecting P 8. 00 fare rate.

The mobile phone number and the landline telephone number of the LTFRB are found in the body of the PUJ. “The LTFRB will immediately act on a complaint of unfair fare rates,” Darimbang said.

He said under charging and over charging of fare rates carry the same violation and offense.

OWWA to assist members with HIV-AIDS

CAGAYAN de Oro City–– An official of the Overseas Workers Welfare Administration (OWWA) would extend medical assistance to overseas workers found infected with HIV-AIDS disease.

HIV-AIDS stands for Human Immunodeficiency Virus – Acquired Immune Deficiency Syndrome.

The OWWA in Northern Mindanao issued the assurance on Tuesday after reports that HIV-AIDS

cases in the region has grown at an alarming rate in the past three years.

Harry Borres, officerin-charge of OWWA in Northern Mindanao, said that the OWWA would extend free medical assistance to any overseas worker here who might be infected with the HIVAIDS disease.

He said there are a number of government institutions whose management would also be willing to extend free medical assistance to an HIV-AIDS patient, too.

Borres, however, said that the OWWA in Northern Mindanao has not received any report about an OWWA-member worker with an HIV-AIDS. “The OWWA in Norther n Mind anao is g l ad that not a single overseas worker in the region is diagnosed with HIV-AIDS disease,” Borres said.

The local health officials in Cagayan De Oro have issued an alarm on the raid growth of HIV-AIDS cases in this seaport capital of Northern Mindanao in the past years.

In April, the city coun-

cil noted has noted that the HIV-AIDS cases in Cagayan De Oro City has gone up to 50 cases from the previous year of 24 cases.

The local august body reported that of the 50 HIV-AIDS cases, 49 were males while one was female. Local health officials here said that a 15-yearold boy was among those diagnosed with HIV-AIDS. The local health officials said that the transmission of HIV-AIDS here was, mostly, through men having sex with men or MSM.

Learning Materials as Effective Tools in Teaching

Instructional materials are important as they provide detailed information that may not otherwise be known about how to put together or use a product.

There are also instructional materials that educators use which provide creative ideas to assist in the learning process. Finally, instructional materials can help one troubleshoot a product that is not functioning properly.

“Teaching materials” is a generic term used to describe the resources teachers use to deliver instruction. It can support student learning and increase student success. Ideally, the teaching materials will be tailored to the content in which they’re being used, to the students in whose class they are being used, and the teacher. Teaching materials come in many shapes and sizes, but they all have in common the ability to support student learning.

Teaching materials can refer to a number of teacher resources; however, the term usually refers to concrete examples, such as worksheets or manipulatives (learning tools or games that students can handle to help them gain and practice facility with new knowledge -- e.g. counting blocks). Teaching materials are different

from teaching “resources,” the latter including more theoretical and intangible elements, such as essays or support from other educators, or places to find teaching materials.

Student Learning Support Learning materials are important because they can significantly increase student achievement by supporting student learning.

For example, a worksheet may provide a student with important opportunities to practice a new skill gained in class. This process aids in the learning process by allowing the student to explore the knowledge independently as well as providing repetition. Learning materials, regardless of what kind, all have some function in student learning.

Learning materials can also add important structure to lesson planning and the delivery of instruction.

Particularly in lower grades, learning materials act as a guide for both the teacher and student. They can provide a valuable routine. For instance, if you are a language arts teacher and you teach new vocabulary words every Tuesday, knowing that you have a vocabulary game to provide the students with

practice regarding the new words will both take pressure off of you and provide important practice (and fun) for your students.

Differentiation of Instruction In addition to supporting learning more generally, learning materials can assist teachers in an important professional duty: the differentiation of instruction.

Differentiation of instruction is the tailoring of lessons and instruction to the different learning styles and capacities within your classroom. Learning materials such as worksheets, group activity instructions, games, or homework assignments all allow you to modify assignments to best activate each individual student’s learning style.

Acquiring Teaching Materials Getting your hands on valuable teaching materials is not nearly as difficult as it can seem at first. The Internet has many resources for teachers, most of them free, that can significantly increase the contents of your teaching toolbox. You can also make your own materials. Every learning material you develop will be an asset to you when you next teach a similar unit.

An investment of time or money in good teaching materials is an investment in good teaching.

BUTUAN City––True to his vow of pursuing his scholarship program for Butuan City and Las Nieves, Agusan del Norte constituents, Rep. Lawrence Lemuel Fortun has sponsored 1,800 scholars for the current academic year.

At a cost of P14 million, Fortun revealed that his program will proceed as planned which he said will expand at every academic year.

First District representative, Commission on Higher Education-Caraga Regional Director Dr. Maricar Casquejo and Dr. Julius Jamero led the awarding of scholarship grants to students at Caraga State University’s Sanchez Gym in Barangay Ampayon here last May 30, 2014.

In an interview, Fortun said he was aware of students and parents’ concerns that the government scholarship programs will suffer owing to the scrapping of the Priority Assistance Development

Fund (PDAF) allotted to congressmen. It was learned that the young solon had intensely lobbied with the national government to continue with the implementation of the program.

In adaptation to the new system of identifying priority projects for the congressional district, Fortun said that his district constituency office had synchronized efforts with regional line agencies by giving importance to convergence and coordination in response to the development needs

of his district.

During the orientation, Dr. Jamero explained that the scholarship grant under the student financial assistance program consists of: -State Scholarship Program with beneficiaries to receive either full or partial scholarship; -Private Education Student Financial Assistance (PESFA); -Grants-in-Aid (Tuloy Dunong); -Study Now-Pay Later Plan.

Fortun encouraged the scholars to give back to the community and country what they have acquired and gained after finishing college.

Casquejo said that while elementary and high school education is right that the state is mandated to provide, college training given by the state is a privilege. He urged the scholars to strive for good grades and serve the country after graduation.

Math could be so unfriendly. Yet, in order for it to be such an interesting subject to the eyes of the students, teachers must first introduced Math as a friendly subject in a friendly way.

TUBOD, Lanao del Norte – More than 26 Muslim clerics attend the three-day training on Post-Marriage Counseling (PMC) and PMC Supplemental Guide for Muslims held at MCC Hotel, in the capital town Tubod, this province.

The workshop was organized by the provincial government through its Provincial Population Office (PPO) in cooperation with the Commission on Population - Region 10.

Topics of the workshop include Planning and Building a Family in Islam, Responsible Parenthood, Planning the Family, Maternal Health in Islam, Child Birth, Sex Education in Islam, Marriage and Relationships among Muslim Filipinos, and Rights and Obligations between Spouses.

“We are very grateful to Governor Khalid Dimaporo for allowing us to conduct this training for our Muslim religious lead-

ers. They will be our vital partners in helping create healthier families and more responsible parents here in the province”, expressed Provincial Population Officer Ananette Daniel.

Attorney Mac Dibaratun was tapped by PPO as the resource speaker on the PMC Supplemental Guide for Muslims.

OZAMIZ CITY, Misamis Occidental – At least two ordinances are due for deliberation by the Sangguniang Panglungsod (SP), here, to address environmental issues and concerns of the Labo River in the city.

These ordinances are the impositions of a total ban and of the strict regulations of quarry operations within the Labo River, after an audit on the situation of Labo River revealed that rampant illegal quarr y operations both manual and mechanical have been going on within the whole stretch of the river.

A consolidated report from the Department of Environment and Natural Resources, Mines and Geosciences Bureau (DENRMGB), Environment and Natural Resources Office (ENRO), City Engineers Office and the SP also reveal that there are quarry operators conducting mechanical quarry operations in areas outside their concessions.

Rampant quarrying in the area has posed imminent danger to the inhabitants in barangay Labo, near the river, due to massive landslide along the river

banks, Vice-Mayor Nova Princess E. ParojinogEchavez said.

Meanwhile, Senior Specialist Teresa Digamon of MGB-Misamis Occidental said there are major portions of the Labo river banks that needed to be protected before it totally give in due to the strong floods.

On the other hand, the DENR previously released seven (7) names of existing concessioners who had acquired permits from the Office of the Governor to operate at the Labo River.

Solons deliberate on environmental ordinances for Labo River protection

ILIGAN CITY, Lanao del Norte - The Iligan City Police Office-Philippine National Police (ICPOPNP) is all set to provide safety and security of the students and other commuters during the opening of classes this school year 2014.

The opening of classes for public schools is on June 2, 2014 and on June 16, 2014 for private schools.

We have organized security coverage and public safety services in different schools, campus, and particularly where huge volume of students are expected to converge in the first to second week of June, expressed P/SSupt.

Moreover, security coverage will be provided by established Police Assistance Desks (PADs) together with Local Government Units, Parents Teachers Association, and

As directed by the Police Regional Office (PRO-10), we shall organize teams in our five (5) police stations to conduct mobile and foot patrols along major routes and highways leading to all learning institutions and within the immediate vicinity of school premises to ensure public safety, said Rosales.

“We also would like to warn the public, especially the students to be more vigilant while going to school particularly on public utility jeepneys, bus, where criminals could take advantage, pickpocket, snatching, swindling, robbery/hold-up, and streetlevel drug trafficking,” Rosales said.

Oil companies need to disclose operations and price calculations The erratic spike in oil prices, which puts the transport sector and the motoring public at a disadvantage, has prompted lawmakers to call for the disclosure of operations and calculations of oil prices by the oil companies.

These oil companies peg the prices of gas and diesel which is very unclear to the public because they do not explain how they arrive at a price per liter, Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro City) argues.

Fair and just, we believe that oil companies must disclose to the public a detailed report of their operations and a comprehensive calculation of how they arrive at the price of gas and diesel per liter.

The oil companies must be compelled by the Department of Energy (DOE) to disclose to the public a very detailed and comprehensive report on their operations on a monthly basis.

The said report shall include, but not limited to, the amount of oil they import per month and at what prices, the amount of oil they sold, their revenue and expenses, their net income, and all other pertinent data as may be required by the DOE. Oil companies and distributors must submit to the DOE and report to the public how they come up with the price of gas and diesel per liter. They are required to show a detailed calculation to the public, including how much they earn per liter.

At present, oil companies are only required to inform the DOE of any impending adjustment in their prices hours before the implementation without disclosing

their inventory levels. This is very convenient for these oil companies because they could sell oil that they purchased at lower prices at current price and make a killing at the expense of the consuming public, the proponents lamented.

We believe that oil companies in the Philippines have been increasing gas and diesel prices regularly under the guise of rising oil prices in the world market.

It may be true that there are factors that control the prices of oil in the world market which the Philippine oil companies cannot control, but it also cannot be argued that these oil companies are reaping the benefits in the form of billions of pesos in revenues and income.

Petron Corporation reported that it returned to profitability after posting a net income of P4.3 billion for the year 2009, and a net income of P1.9 billion for the first quarter of the year 2010 while Pilipinas Shell posted a P7.6 billion profit for the first three quarters of 2009.

It is apparent that as gas prices go up, the income of these companies also goes up showing that as prices of oil worldwide increase, these companies also raise their profit margin.

Mandating the oil companies to disclose their operations and calculations of oil prices will assure the public that these companies can be held accountable to the public if there are unconscionable profits earned by these oil companies at the expense of the Filipino people who are made to bear the hardships that high prices bring.

Perennial opening woes

AS expected, Monday’s opening of classes in public elementary and high schools all over the country were marred by perennial woes that if only addressed seriously by the government would not have recurred.

Sadly these woes are labeled as perennial for its deviousness to recur every time classes are opened. As such, they have become not just perennial woes but perennial irritants in the country’s public school system.

The lack of classrooms to accommodate all is foremost of these woes as if this is something that just falls from heaven with no one anticipating it. It is in this regard where the problem actually lies.

It is not the lack of class-

A deeper view Jesse E.L. Bacon II rooms that is plaguing the public school system. It is the government’s inability or refusal to address this problem. In reality, it is the government’s perennial consistency not to address this particular concern that made this problem a perennial one.

Unesco had advised nations to set aside no less than six percent of their annual budget for education. This

is a long standing advice but never heeded by our government. Even with our current national budget, only about two percent is being set aside for education.

With almost two percent of the total national budget allocated for education, expect that we can never lick this perennial lack of classroom problem. If the government is only serious in making education a top

priority insofar as budgetary allocation is concerned, this lack of classrooms would have been addressed a long time ago or even during this administration.

Undeniably, the Aquino administration is awash with cash. Money is the least of this administration’s worries, no pun intended.

Unfortunately, however, education does not take precedence over other budgetary requirements.

What does this attitude of this administration tells us? Education, specifically basic education, is the least of its worries. And it is the least of its worries because this administration does look at education as the single biggest investment a government can do toward See opening, page 11

Gov’t pours P7.35B into classroom construction MANILA -The Department of Budget and Management has released P7.35 billion to the Department of Public Works and Highways (DPWH) for the construction of cl assro oms in public elementary and secondary schools nationwide.

Chargeable against the Department of Education’s (DepEd) budget for Basic Educational Facilities, P7.35 billion was allotted for t h e c onst r u c t i on of 7,136 classrooms in 4,007 sites throughout t h e c o u nt r y. O f t h e 7,136 classrooms, 5,916

classrooms will be built in elementary schools, while 1,220 classrooms will be situated in secondar y schools.

“Just because we closed the classroom gap doesn’t me an we’re goi ng to sit on our laurels. The Aquino administration is as committed as ever to ensuring that our public schools can accommodate the increasing number of enrollees per year. This latest fund release fulfills exactly that commitment,” Budget and Management Secretar y Florencio “Butch” Abad said.

“When we equip our

schools adequately for the school year ahead, we give our schoolchildren a better chance at doing well in their studies.

Teachers are also able to deliver their lessons in an environment that actually facilitates learning,” Abad said.

Out of the 15 regions, the largest amount was released to the Bicol Region (Region V) with P1.15 billion allotted to it for the construction of 1,111 classrooms. This is followed by Region XII, which will get P960.8 million for the provinces of S out h C ot ab ato,

Cotabato, Sultan Kudarat, Sarangani, and General Santos City. Meanwhile, R e g i on V I I ( C e nt r a l Visayas) was given P753.9 million to construct 710 classrooms in elementary and secondary schools.

the safety of the school teachers in the area.

He said the police would provide security to the teachers while traveling to the school while the soldiers will secure the campus.

He said the barangay will deploy barangay tanods (watchmen) to assist the police and military forces.

He added he also asked the community leaders to immediately report to the authorities the presence of strangers.

On December 18, 2013, a group of gunmen kidnapped Cathy Mae Casipong in Sitio Paraitan, Limaong while she and her fellow teachers were travelling aboard a motorized banca.

Casipong, who taught at the Sibogtok Elementary School in Limaong, was released on March 11 in Ipil, Zamboanga Sibugay.

Natividad said Casipong was transferred to a school near the city proper while they are still evaluating if a replacement is needed.

Freed DENR contractors now undergoing stress debriefing

AVAO City - The Eastern Mindanao Command on Tuesday said that the Department of Environment and Natural Resources (DENR) contractors, abducted last May 30 and released June 2 afternoon, are now undergoing stress debriefing at the agency's regional office in Davao City.

"They are now at the DENR Regional Office for stress debriefing," Capt.

Alberto Caber, Eastern Mindanao Command spokesperson, said.

He added that victims along with their drivers were released with the help of Davao City Mayor Rodrigo Duterte.

Caber said that the DENR contractors were released in Barangay Panangan-Sangab, Maco town, Compostela Valley.

Released were Kendrick Wong, Nico Lasaca, Chris Favila, Tim Sabino and driver Jonas Loredo.

DENR Regional director Joselin Marcus Fragada earlier apologized to the local authorities of Maco, Compostela Valley for noncoordination with the local government unit prior to the conduct of the aerial survey in Barangay New Leyte.

Fragada said the activity of the survey inspectors

from Manila-based Sky Eye UAV, which was commissioned by the Provincial Environment and Natural Resources (PENRO), was not also coordinated with the DENR XI, thus he only knew that the surveyors were in the area when he was informed of the abduction last Friday.

He also clarified the surveyors are independent contractors and not part of the DENR. These are young graduates from the Ateneo de Manila who ventured into such business.

Fragada stated that the group was commissioned mainly for aerial survey to validate the National Greening Program (NGP) tree plantation implemented by the government three years ago.

The NGP is one of the flagship programs of the national government to have

1.5 million hectares planted to trees. In the region, a total of 33,000 hectares were already planted with different tree species, including cacao, coffee and Falcata.

Under the NGP program, the DENR is required to produce geo-tag photos from the ground. And they also need to match these photos with an aerial/satellite surveillance to make sure that tree plantations really exist and to check survival rates of the tree seedlings.

He said the use of drones is one way to get an aerial surveillance.

Fragada pointed out there was no malicious intent in the use of drones.

He, however admitted there were lapses in the area of coordination that even DENR XI has no knowledge of the group’s presence in the area. (PNA)

ComVal medical outreach caters a multitude of barangay residents

COMPOSTELA Valley Province - As early as six o’clock in the morning, Barangay Cadunan residents in Mabini started to flock at Cadunan Elementary School Covered Court to avail the free health services offered in the Medical Outreach conducted by the Provincial Government through its Adopt-A-Child Program, Provincial Health Office (PHO), and Provincial Economic Enterprise & Management Office (PEEMO) in partnership with Therma Marine, Inc. and Brgy. Cadunan.

There were 856 beneficiaries catered covering children, pregnant women, lactating mothers, senior citizens, and those adults who need medication.

Health services involved dental check-up, eye screening, medical check-up, ultrasound services, circumcision, ear check-up, and hearing test.

Residents along CDO riverbank opposed ‘mega dike’ construction CAGAYAN DE ORO CITY -– More than 200 residents living along the riverbank in the fishing village of Bonbon, who feared of losing their livelihood, have opposed the construction of the proposed P5-billion “mega dike” here, said a village official on Monday.

Lope Matildo, a village official of Bonbon, said that of the 230 residents who participated in the first public consultation of the proposed construction of the “mega dike” in Bonbon last week, only 20 agreed while three residents abstained.

Matildo said that majority of the residents in Bonbon are not akin to relocation, because 90 percent of the population relies on fishing and “nipa” roof waving as the major source of livelihood.

“Once the mega dike is constructed, the relocation of the affected families to other places, the destruction of man-made mangrove becomes inevitable, and the existing government infrastructure in Bonbon would be demolished such as the four-year-old school building,” Matildo added.

The Japan International Cooperation Agency (JICA) has agreed to finance the construction of the mega dike along the riverbanks of Cagayan De Oro City after a series of studies and consultation with the city government in 2012.

Officials of the Department of Public Works and Highways (DPWH), the government lead agency that implements the infrastructure projects, has

programmed the construction of the mega dike in 2016.

The construction of the mega dike would start in Barangay Balulang at the western side of the city and in Barangay Macasandig at the eastern side going to the tail-end of Cagayan De Oro River at Barangay Bonbon in the western side and at Barangay Macabalan at the eastern side of the city, DPWH officials said.

The city’s urban barangays: Macasandig, Balulang, Carmen, Kauswagan, Burgos Streets, Barangays Puntod, Macabalan and Bonbon would be affected by the construction of the proposed mega dike, highway engineers said.

“Definitely, hundreds of families and residents living along the Cagayan De Oro riverbanks in the east and west riverbanks would be displaced,” Matildo said.

The city government created the Project Proponent "Sendong Task Force" in 2012 as part of the city government’s rehabilitation and disaster mitigation program for upcoming calamity after the typhoon “Sendong” spawned the disastrous flash flood on the night of December 16, 2011.

The flash flood killed more than 2,000 people living in the riverbanks of Cagayan De Oro and Iligan City and the destruction of properties costing more than Php 2 billion. The Sendong flash flood was the worst to have taken place in Cagayan De Oro City in the last 50 years. (PNA)

PH to host Asia-Europe confab on Disaster Risk Reduction and Mngt MANILA -- The Philippines will be hosting the Asia-Europe Meeting (ASEM) Conference on Disaster Risk Reduction and Management on June 4 – 6, a Palace official said.

President Benigno S. Aquino III will be the keynote speaker at the opening of the conference, said Presidential Communication Operations Office Secretary Herminio Coloma, Jr., in a press briefing broadcast over radio station dzRB Radyo ng Bayan.

“This ASEM Conference is a Philippine initiative which His Excellency President Benigno S. Aquino III announced during the 9th ASEM Summit held in Vientiane, Laos in November 2012. ENERAL Santos City–– Twenty six local government units (LGUs) in Region 12 are set to receive P143.7 million in grants for the construction of potable water systems and related projects.

Reynaldo Bungubung, Department of the Interior and Local Government (DILG) regional director, said the grants comprise the approved allocation for the region this year under the Sagana at Ligtas na Tubig sa Lahat (Salintubig) component of the Grassroots Participatory Budgeting Program (GPBP).

He said beneficiaries are LGUs in the region that were prioritized for the implementation for fiscal year 2014 of Salintubig, a project under the GPBP being handled by the DILG. Region 12 comprises the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong Kidapawan and Cotabato.

The Salintubig program, which is supported by the Department of Health and the National AntiPoverty Commission, mainly intends to provide water supply systems for the identified “waterless” municipalities, barangays and rural health units in the region.

It covers two thematic areas: poorest/waterless barangays with high incidence of water-borne diseases and rural health centers without access to safe water.

The program was launched three years ago in response to the national government’s goal of providing potable water to the entire country based on the targets defined in the Philippine Development Plan for 2011-2016, Millennium Development Goals, the Philippine Water Supply Sector Roadmap and the Philippine Sustainable Sanitation Roadmap.

Bungubung said the project aims to increase access to water services of waterless communities, reduce the incidence of water-borne and sanitation-related diseases, improve access of the poor to sanitation services and sustain operations of water supply and sanitation projects that it supports.

“Herbals that work from people who care”
