In a statement Thursday, the Kalipunan ng mga Katutubong Mamamayan ng Pilipinas (KAMP) said Cayetano’s reactions on the

clash between Moro rebels and the Special Action Forces of the Philippine National Police stirred up “public opinion against the Moro people.”

Drive expected to generate at least P2-billion in sales this year DAVAO City––In less than two months after Megaworld’s Suntrust Properties, Inc. started selling its first residential project in the 11.2-hectare Davao Park District, the first tower of One Lakeshore Drive is now almost sold out. This has prompted the company to launch a second tower this January, way ahead of its original schedule.

Mayor Joyce graces JASCES Parents’ Day

DAVAO Occidental - Jose Abad Santos Mayor Jimmy Y. Joyce will grace the Parents’ Day of Jose Abad Santos Central Elementary School (JASCES) with more than 500 parents expected to participate in the first Parents’ Day celebration, at JASCES Gym, Caburan, Big JAS, Davao Occidental.

The organizer of the event, led by the Supreme Student Government (SPG) officers, in partnership with Parents-Teachers Association (PTA), said the wholeday event will be held on February 1, 2015, with the Theme:” Gugma Bugkos sa Pamilya.”

The event will feature parade, parlor games, symposium, parenting, and a culmination program.

Lee Leah Gayog, SPG president, said they invited speakers from Davao City to conduct symposium on parenting and issues that involves to pupils.

And, this is also in connection with the plan of the DepEd (Department of Education) that every child must have access to education. I am hoping that this event will be our regular event every year. With the help of our pupils, parents and teachers,” she added.

Aquino in Zambo when carnage occurs My ears told this column that President Aquino was in the “City of Flowers” in Zamboanga City last January 25, 2015 (a Sunday).

The informer said that the details of the President’s visit were hidden from the local press.

An assigned staff from Malacanang reportedly said that the President was on a private visit. The residents in Zamboanga City did not know what the President was actually doing there except that he reportedly delivered money for the victims of the Zamboanga siege.

The informer also said that the President met with the top brass of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) of the Western Mindanao Command (Westmincom).

Incidentally, the “one sided” firefight took place in Mamapasano, Maguindanao last Sunday at the time when Aquino was conferring with the AFP and PNP top brass there. The President then left in the afternoon of the same day. Perhaps, he was already aware that 44 police

officers, most of them elements of the elite “Special Action Force,” were already slaughtered in a firefight that the general public suspected of a massacre.

Suspended PNP Director General Alan Purisima was, however, not spotted there.

There were insinuations that Purisima was directing the Maguindanao massacre while in the comfort of his controversial “White House” in Camp Crame at that time.

There are questions circulating these days that if the suspended Purisima has, indeed, directed the Maguindanao assault, was the operation legal? Granting without admitting that the operation was authorized, was the order from a “suspended” police officer legal?

I was also told that the countrymen were not happy when Aguino did not appear during the ceremonial rites for the fallen police officers at Villamor Air Base. ers. Whether the PNP and the AFP were happy of their Commander-in-Chief, we do not know.

What we know is that the Congress is inviting the suspended Purisima and Executive Secretary Pacquito Ochoa for questioning regarding the incident. Nobody knows if President Aquino really did not know what happened in Maguinidanao. Presuming that the President, being the Commander-in-Chief, have no knowledge of the Maguindanao incident, what action would be appropriate for those who really ordered and directed the operation?

What we know is that the President has declared a national day of mourning for the fallen men in uniform. And, the people of Cagayan De Oro City are expressing the overwhelming sympathy to the bereaved families,friends, and relatives in a “requiem mass” at the St. Augustine Cathedral this morning.

Msgr. Elmer Abacahin, the media coordinator of the Archdiocese of Cagayan De Oro City, said that elements of the Cagayan ‘De Oro Police Command (COCPO) will be going to the “requiem mass,” too.

The police will reportedly wear “black armband” as a sign of mourning while the local media will also attend the mass in the spirit of solidarity with the law enforcers.

First of all, it’s already obvious that the MILF isn’t all that reliable; their words can hardly be taken at face value. They make use of the BIFF as their wild card, or play them against government forces in a game of good-cop/bad-cop.

If they really cared about peace-building, of which the ceasefire is an essential condition for moving forward, why didn’t they stop the carnage at Mamasapano or at least limit its casualties? And why do they keep harboring savages like the blood-thirsty BIFF maraud-

ers and foreign terrorists like Marwan?

Now their true nature and intent are unmasked in no uncertain terms. As if Mindanaons aren’t up to their tricks! ***** Bottom-line: how does one build confidence and trust in people who defy law or order and place no value to life itself?

And how does one relate to people who demonstrate time and again that they’re just takers and not givers, sharers, or humane; people who won’t meet you halfway or anyway except with guns?

I’m afraid we’re now faced with a gaping wound for which there is no quick cure from anyone except if it includes everyone. Yes, everyone! Not just the talking heads and gun-wielding and IED-lobbing zombies that lurk behind a studied façade of sincerity and noble purpose.

Trust must inhere on both sides. And everyone must be in on it. ***** In my 75 years of Mindanao life and times, plus generations of Higaonon and Manobo forbears before

me, there’s a lesson that keeps ringing in my ears when dealing with fellow Mindanaons, especially in politics: be inclusive.

This lesson hit me unforgettably during the Emmanuel Pelaez for President Campaign in 1965. In the run up to the Nacionalista Convention at Manila Hotel, we had secured virtually all the leaders of Mindanao to close ranks behind our region’s favorite son against the nomination of Ferdinand Marcos.

But some Mindanaons somehow were left out of the discussion, who then leaked vital information and strategy—which enabled the Marcos campaign to move in and buy out everyone to inundate the votes already committed to our brightest hope for the presidency.

I remember General Mamarinta Lao of Lanao telling me after that: “If you want consensus and agreement, get everyone into the room, or those outside will sabotage things by lobbing a grenade to get attention and be heard.”

P10M released for water system projects in 3 Zamboanga towns

AGADIAN City - The Department of Interior and Local Government (DILG) has released P10 million for the implementation and improvement of water system projects in three municipalities in the region.

DILG Regional Information Officer Lemuel Mejares said the recipient municipalities are Bayog and Labangan, Zamboanga del Sur and Roxas, Zamboanga del Norte.

Mejares said Bayog, Zamboanga del Sur received P3.1 million for the construction of Level II water system in the barangays of Conacon, Liba and Bobuan.

Mejares said the town of Labangan, also in Zamboanga del Sur, received P4.8 million for the expansion of Level II water system in the barangays of Combo,

Lower Campo Islam, New Labangan, Old Labangan, and Tapodok and also for the construction of main elevated water reservoir in Barangay New Labangan.

He said that Roxas, Zamboanga del Norte received P2 million for the construction of Level II water system for the barangays of Capase and Pongolan.

He said the fund was released after the identified local government units have fully submitted the requirements such as Bank Certificate, Project proposal, Water and Sanitation (WATSAN) Council, Sangguniang Bayan Resolution, Memorandum of Agreement (MOA), Department of Public Work and Highways (DPWH) Assessment, National Water Resources Board (NWRB) Application and Potability Test. PAGADIAN City - More than a thousand young journalists and writers from the different schools divisions in Region-IX gathered at the Provincial Government Center at Barangay Dao in this city for the Regional Schools Press Conference (RSPC) 2015.

Speaking during the opening program, Acting Regional Director Malcolm S. Garma of the Department of Education (DepEd)-IX called the participants as the heroes of the event.

Garma said: “It is “useless to recognize our campus journalists if their participation here will be a sacrifice

for them, that’s not the way to recognize our future writers, our future journalists, not only of this province, not only of this region, but the future writers and journalists of our country.”

“To honor the future writers of the land, we made this year’s regional schools press conference registration fee-free so that our young writers can focus on more important things: to compete and be at their best,” Garma stressed.

He also shared about his thoughts about the Bangsamoro Basic Law (BBL), which he asked his wife, Congresswoman Aurora Cerilles of the first district of Zamboanga del Sur, to suspend the debate on the BBL for this legislation “is not fair to all; it only divides the peoples [of Mindanao], and favors one group.”

Merger of firms to meet challenges of ASEAN economic integration seen

With the proliferation of the food catering business in the city, customers may ask for the sanitary permits of the owners and the health certificates of the service crew or waiters, Pajo cited.

Davao Norte readies investment code IRR to keep business lead

AGUM, Davao del Norte -- The Province of Davao del Norte is poised to sustain its lead as the top investment haven in the Davao region, with the formulation of the rules and regulations (IRR) implementing its Local Investment and Incentives Code (LIIC).

The landmark legislation, which was the first harmonized LIIC in Region XI passed early last year, aims to attract more investors and spur business activities in the province.

The Davao del Norte Investment Promotion Center (DNIPC) led the crafting of the IRR governing the LIIC, under the guidance of

the Canadian governmentfunded Local Governance Support Program for Local Economic Development (LGSP-LED).

Governor Rodolfo del Rosario cajoled the Provincial Board to urgently pass the code to strengthen the province’s preparation for the ASEAN regional economic integration this year.

The LIIC of the province features, among others, the integration of global themes, promotion of sustainable agriculture, and the expansion of coverage and non-fiscal incentives, in order to accelerate economic progress, provide employment opportunities, increase revenues, reduce poverty,

and ultimately improve the quality of life of the people.

Romeo Castañaga, Officer-In-Charge of the Department of Trade and Industry-Davao del Norte, said the promulgation of the rules implementing the code will help the province stay ahead in bringing in investments.

According to Castañaga, Davao del Norte claimed the top spot in fetching investments in the region in 2014.

This was brought about by the approval of four big ticket projects in the province with a combined worth of P11.194 billion, which were granted fiscal incentives by the DTI last year.

These include the P5.724-billion seaport and container yard project of the Hijo International Port Services, Inc. and the P2.7billion mall project of the Robinsons Land Corporation both in Tagum City, the P2.653-billion international container terminal of the Anflocor-owned San Vicente Terminal and Brokerage Services in Panabo City, as well as, the P116.210-million Oakwood Residences undertaken by the HLC Construction and Development Corp. also in Panabo City.

The projects constituted 76 percent of the BOI-registered investments established in the province last year. (PNA)

Cerilles, a lawyer, underscored the constitutional provision of the separation of powers between church and state. He cited the experience of Turkey, a predominantly Muslim country, where its leaders insisted on the separation of church and state and that propelled the country to progress and development.

The governor, however, encouraged the young writers to double their efforts to help attain a lasting peace not only in their respective areas but in the whole island of Mindanao as well.

In her written message, Rep. Aurora Cerilles said that this year’s RSPC theme, “Empowering Resilient Communities through Campus Journalism,” stresses the importance of preparing a strong generation who shall become active contributors to nation building.

Moreover, Garma expressed his gratitude to Governor Cerilles for hosting this year’s RSPC here in the city from Jan. 27 to 29.

COUNCILOR Adrian Barba, member of the City Council committee on public utilities, is calling for the strict implementation of Section 114 of Ordinance No.010551-2007, known as the Cagayan de Oro Traffic Code.

Under this section, all operators of public utility jeepneys (PUJs) taxicab units, motorelas, tricyles and trisikads operating in the city are required to print or cause to print the plate number in “bold green figures” with a dimension of one square foot and the name of operator inside the passenger side or area of the said vehicle. For PUJs, plate numbers should be printed at the back side of the driver’s seat or front seats.

Barba stressed that passengers can benefit much from this ordinance.

In case of any violation that the driver may commit, passengers can immediately copy or take note of the plate number and even the operator’s name.

“Passengers may send text messages to the Roads and Traffic Administration or LTFRB,” Barba told The Power.

For taxi cabs, passengers can text family member or friends the plate number of the vehicle he is boarding, Barba added.(ELB)

The Indigenous Peoples culture is Filipino culture

There are various indigenous ethnic groups living here in the Philippines. They are the descendants of the original inhabitants of the Philippines, being unabsorbed by foreign colonization back in the earlier times and thus, have retained their customs and traditions.

The Department of Education has this project for Education for All. Its purpose is to make education accessible to all Filipino children through its three prime components.

These are curriculum enhancements through K to

12 Basic Education program, provision of sufficient resources to eliminate basic education input gaps and improvements to quality of teachers and teaching.

Ethnic groups are not exemption of these services.

The education department are doing all means to reach even the farthest place. DepEd even started recognizing private educational institutions for IP learners in an effort to promote the right of IP communities to cultural integrity and due recognition of “katutubong kaalaman” in the education system.

Moreover, DepEd has conducted partnership and engagement with IP leaders to pursue Indigenous Peoples Education (IPEd). It

is through collecting documentation of ethnic stories, songs and rituals, and sharing these to others also.

This cultural exchange is one act of constant effort to better understand and value indigenous culture in education.

In order to protect these materials, DepEd released an order promulgating guidelines on the conduct of activities and use of materials involving aspects of Indigenous Peoples culture such as cultural presentations, performances, festivals, use of artifacts and indigenous clothing. This is created to further express more importance and utmost respect to various Indigenous Peoples (IP) culture.

JCS Reiterates Special Science Program

The Special Science Program of Jasaan Central School has been completed its 6 year-term last SY 2012-2013. It has been awarded as the Best Implementer in Region X. The school received series of commendation such as being topnotcher in Expanded NAT for two consecutive years.

Last May 10, 2014, the school conducted the First SSES Alumni Homecoming. The gathering was graced by the Regional ES in Science for elementary level, Dr. Laurencia

All five batches were represented by the deserving JCS graduates.

In summary, school head is the star of schoolbased management. Once validated and found to be practicing Level II, this is worth for a toss!

DEPED MISOR’s 2014 BUDGET HIGHLIGHTS

DepEd Division of Misamis Oriental’s total appropriations for FY 2014 amounted to P2,186,711,741.00 sourced from RA No. 10633 FY 2014 General Appropriations Act. Total released allotments amounted to P2,236,283,038.63, the bulk of which, P2,074,868,403.03 or 92 percent was released for Personal Services (PS) for payment of salaries and benefits, P152,704,089.35 or 7 percent for Maintenance and Other Operating Expenses (MOOE) expenditures that support the school and office operations and P8,710,546.25 or 1 percent for Capital Outlays (CO) for purchase of tables, armchairs and other goods and services that add to the government’s assets .

Remarkable highlights of the FY 2014 Yearend Financial Accountability Reports are as follows: 1. ALLOTMENTS - P2,236 billion Total Allotment received from the following: a. General Appropriations Act/GARO 2014 – P2,178,001,194.75 b. DBM Region X - amounted to P8,710,546.25 c. DepEd Central Office – P19,857,911.08 d. DepEd Regional Office – P29,713,386.55 2. OBLIGATIONS - P2,209 billion For FY 2014, total obligations amounted to P2,209.22 billion or 98.79 percent of the available allotments.

3. UNOBLIGATED BALANCE- P27 million Total allotments of P2,236 billion minus the total obligations P2,209 billion resulted to an Unobligated Balance of P27,067,041.65: PS-P2.40, MOOEP26,944,943.00 and CO-P122,096.25.

4. DISBURSEMENTS- P2,193 billion Total disbursements out of the current year’s obligations amounted to P2,193,168,822.47, broken down by allotment class as follows: PS-P2,069,200,066.92, MOOE-P123,968,755.55 CO-None.

ALS: In meeting the true challenge in Education

Education is an important tool in developing mankind. Might it be his skills, talents and capabilities that could enable him to be more productive in life. However, not everyone are given the chance to attend school because of various reasons that include financial problems.

In fact, seeing the rate of out-of-school youths in the country, anyone could say that it is a challenge. 36 percent of students in year 2012 has been reported in dropping out after elementary and only 44 percent graduate in high school.

K to 12 Basic Education System is pushing for an improved and high quality of education for Filipino children. It is a 12-year program believed to provide enough period to train students different knowledge and skills that are useful to whatever path they might take in their future.

The program is addressing the necessity of decreasing the number of out-of-school youths and unemployed individuals.

K to 12 has Technical and Vocational components that introduce short-courses to students which are useful in their employment after graduation. In K to 12 as well, a student normally graduates in age 18,

equipped and old enough to enter workforce.

Alternative Learning System also comes with similar purpose. It is a learning system in the country that provides practical option to the existing formal instruction.

It is a fact that several Filipinos do not have the chance to pursue basic education. ALS is created in a mode that fits the distinct situations and needs of the students. It is a form of nonformal education happening outside the classroom. It is community-based, usually conducted at community learning centers, barangay multi-purpose hall, libraries or at home, managed by ALS learning facilitators, such as mobile teachers, district ALS Coordinators, instructional managers at an agreed schedule and venue between the learners and facilitators.

ALS caters adults, persons with disabilities and out-of-school and drop-out individuals. This also gave them the chance to finish unattended grade levels, so that they could be enrolled in educational level that parallels their age and level of knowledge.

Aside from formal education, a lot of learning venues are offered that open students to greater opportunities, making them more productive and improved in life. Indeed, a society that has an aim finds ways.

Love amnesia Now I’m speechless over the edge and just breathless I never thought that I’d catch this lovebug again - Jonas Brothers (2008) TWO of my young female colleagues who are still single walked to the office one morning and shared one distinct commonality – they were brokenhearted the night before. e Oro Maramag Agricultural Supply Inc. (DOMAS) celebrated its 30th anniversary last January 24, 2015.

The event was started by the warm welcome address of March Ann Suzette B. Malbasias. She was delighted of the valued dealers who attended the celebration – Dennis Miciano, SINOCHEM national marketing manager ; Dondon Cardeño, SINOCHEM area manager of Northern Mindanao; Adela Paglinawan, Department of Trade and Industry (DTI) representative; R io Anthony B ong hanoy of Syngenta Philippines; and Ricky Dudas from Pioneer Seed. And of course she also welcome the farmers which the raffle draw was intended for and she left a beautiful quote saying, “Coming together is beginning, staying together is progress and working together is success!”

The guests were entertained by the intermission number presented by the staff of DOMAS and the M.O.R Dj Bernie Bitokbitok who hosted the event. Surprisingly, a national artist, Luke Mejares, came to entertain the people. In spite of the heavy rain the staff, guests and audiences really enjoyed the event.
