Man jumps overboard of Bohol-bound vessel; search still ongoing

CAGAYAN de Oro City––A despondent passenger remains missing after jumping overboard a passenger vessel in the seaport of Macabalan Port here Monday night, the local coastguard authorities said Tuesday.

Lt. Cmdr. Eleazer Dalnay, the coast guard commander in Northern Mindanao, identified the passenger as 36-year-old Roberto Vetco of South Cotabato. Vetco reportedly jumped overboard M/V Life Ferry 15, a passenger vessel bound for Bohol, Monday night.

He said that the local coastguard has launched a massive search and rescue Monday night until Tuesday, but in vain.

“We will continue our search until we will find Vetco. We believed that Vetco is still around the port area of Macabalan,” Dalnay said.

BOC-10 official belies ‘rice smuggling’ report

CAGAYAN de Oro City--A top official from the Bureau of Customs in Region 10 (BOC-10) yesterday strongly belied published report that confiscated sacks of rice have begun to reach the markets of Metro Manila and Central Luzon.

Atty. Roswald Joseph J. Pague, deputy customs collector for Northern Mindanao, said: “We strongly deny the report published in the Philippine Star that the intercepted sacks of rice are already in the markets of Metro Manila and Central Luzon.”

Pague’s statement stemmed from the report published on the Philippine Star carrying the headline: “CL farmers want Mindanao rice smuggling probed.”

Gunman kills cop inside cockpit; probe body formed

OZAMIZ City--A senior police official here has ordered for a no-nonsense investigation into the shooting to death inside the cockpit of a police officer on Sunday morning.

Supt. Michael Bawayan Jr., head of the Criminal Investigation and Detection Group (CIDG), ordered the investigation after one of his

men, Senior Police Officer 1 Lorimer Jumalon Codera, was gunned down around 10: 30 a.m. on February 1 inside the cockpit in purok 3 in Barangay Dimaluna.

Bawayan has tasked Chief Insp. Joseph Nando to head the investigating panel backed by policemen from the city, provincial, and the CIDG. Bawayan said Codera served as the warrant server of CIDG-Ozamiz City.

There are reports that Codera went inside the cockpit allegedly to monitor the presence of lawless elements, including those who have pending arrest warrants, when the lone gunman approached him and pumped two bullets in his head using a .45 pistol.

Palawan, according to Gov. Alvarez, has long felt that it is not included in the plans and programs of the national government.

"I even have to ask the Weather Bureau to include us in their weather forecast," the Governor said during his opening statement earlier today.

Following the Mamasapano incident where 44 members of the elite Special Action Force (SAF) of the Philippine National Police were killed by armed men which included members of the Moro Islamic Liberation Front (MILF), the Bangsamoro Islamic Freedom Fighters and private armed groups. several senators withdrew their sponsorship of the proposed BBL. The withdrawal of support for the BBL by several senators could delay its approval and the national outrage over the killing of the SAF policemen could completely derail it.

Duterte said Federalism is the only option to prevent an outbreak of violence in the South should BBL fail to pass Congress or the Supreme Court.

From the Federalism Summit, Duterte proceeded to the Palawan State University where he spoke to a huge group of political science students about Federalism.

Duterte once again lamented the failure of the national government to release to the Palawan Provincial Government its share of the Malampaya Funds.

"Can you imagine what P73-B could do to you?

It could give you quality education and this school (PSU) could have modern computers and other things you need for your education," he said addressing the PSU students.

Palawan has a long history of attempts to introduce Federalism to Congress citing that the province, which has been neglected by the national government, could stand on its own given its income from its natural resources.

Palawan today is considered as one of the top tourist destinations in the world and is considered as the biggest source of nickel which is being exploited by several mining firms in the southern part of the island.

The island-province is also a rich source of high value live fish and seaweeds.

Palawan is the last stop in the second leg of the "Listening Tour" which started in Cebu City Jan. 30 and proceeded to San Jose del Monte, Bulacan and Cabanatuan City, Nueva Ecija.

The "Listening Tour" is being conducted by a group of Duterte supporters called MRRD or Movement for Rody Roa Duterte and is aimed at pushing the Federalism advocacy while at the same time giving the Mayor an opportunity to feel the pulse of the people amid calls for him to run for President.

5. Get enough rest.

Beauty sleep works not only on brides. Every human body requires an ample amount of R&R. A well rested person is optimistic, energetic, productive, and significantly less stressed.

Mind you, the more time you spend on sleep, the less electronic friends stay up with you.

Going on a diet is only a means to an end. Remember that the ultimate goal is to have a better year than the last. Let’s give this practice a try, and see the results not only on our monthly bills, but also on a holistic level of wellness!

CAGAYAN de Oro City–– Enraged by reports that the burning of the Hall of Justice buildings her over the weekend was the handiwork of arsonists, Senator Aquilino “Koko” Pimentel III called on the police to leave no stone unturned to identify, arrest and prosecute the parties responsible.

On the other hand, Supreme Court Chief Justice Maria Lourdes Sereno assured the public that a full investigation into the fire incident will be pursued until fully completed.

Pimentel said the initial police report indicated that certain parties to cases pending in one of the courts holding sessions in the Hall of Justice had been allegedly tagged as suspects.

“That angle should be looked into by investigators,” he said.

Killed in the five-hour blaze that razed the twostorey Hall of Justice building were a court employee and a security guard were identified as Jeffrey Uban and Benjamin Buna.

Pimentel asked investigators to give priority to the arson angle, saying they owe it to the people of Cagayan de Oro city and the country in general to determine the real cause of the fire, and the parties involved if it was arson.

“Otherwise, it would wind up as an additional statistic in the lengthening list of unsolved crimes in the country,” he said.

Pimentel also called on the national government to immediately rent a new building as temporary court offices and trial venues, and set aside funds for the construction of a modern Hall of Justice. The fire

that gutted the Hall of Justice in this City last Friday completely destroyed all documents, papers and files, and computer records of 28 offices.

“Aside from the fact that the Hall was built with the money of the people, it was a temple dedicated to the administration of justice in the city,” said Pimentel, who is also a native of this city.

Probe team A probe team was sent by the Supreme Court yesterday to this city to secure a temporary site for the burnt Hall of Justice, and to confer with judges, lawyers and others concerned with the reconstruction of the records that were destroyed.

Condoling with the relatives of the two court workers who died in the fire. Chief Justice Maria Lourdes Sereno said: “While the flags in all our halls of justice continue to be lowered at half-mast in mourning for all the SAF policemen who valiantly fell in Maguindanao in the service of our country, let it be known that those flags also symbolize our mourning for two judiciary workers who likewise died in the line of duty.”

She vowed that a full investigation will be conducted until the cause of the fire is determined.

She added that she is sending Court Administrator Jose Midas Marquez, Deputy Court Administrator Jenny Lind AldecoaDelorino and her Chief of Staff Atty. Honey Oliveros to get in touch with the Office of the Court Administrator, and the Executive Judges of Cagayan de Oro. Sereno added that she will seek all means to fully automate court systems nationwide for the security and safe upkeep of all court records.

Jumping on the bandwagon of false piety The furor over the death of the 44 members of the Special Action Force (SAF) in Maguindanao continue to haunt the Pinoy administration. The issue has spread far and wide that Washington has issued statement denying involvement in the botch mission purportedly to arrest a suspected bomb expert of the terrorist Al Qaeda group that operates in Mindanao.

Amid a l l t he buzz, Malacanang has adopted a sepulchral silence with the President seemingly unfazed of the outcry. A hash has started to circulate about the President’s possible culpability in the international court.

There are insinuations that President Aquino should be held answerable for reportedly breaking the chain of command by not informing the military hierarchy about the Maguindanao operations.

As President, Aquino holds the rank as Commander-in-Chief of the Armed Forces of the Philippines (AFP). However, as Commander-in-Chief does, not mean that the President shall break the chain of command of the military organization. The position demands that the officers in the field should know the President’s order – loud and clear – in order to identify those responsible in carrying the mission.

Now, ever ybody believed that the action of the President is impeachable. Yet, once the issue is tossed in Congress, the impeachment will never progress. The majority members of Congress are directly and indirectly allies of President Aquino’s ruling Liberal Party (LP).

In many instances, we have witnessed the workings of Democracy as the “conspiracy” of ideologues and idiots at the expense of the common good. No matter, the feeling of being free and the idea of justice and equality are the norms of the democratic principles that make the system alive and vibrant.

Thus, perhaps, President Aquino hides in the cloak of democratic protection that

would spare him of whatever actions that he would do. Thanks to Congress whose avowed allegiance to political idiosyncrasy is unquestionable.

Senator Meriam Defensor Santiago opined that Aquino could be criminally liable with murder with the International Criminal Court (ICC). Perhaps, but this is easily said than done. We knew Santiago to be one of the Senate loquacious speakers. Yet, the Lady Senator seemed to be only good at that.

Ideally, Santiago should lead the filing of the case herself. But, who would believe her anyway?

At any rate, let us listen and be wary of how the issue would develop in the coming days. In the meantime, let us relish in the antics of the clowns and chumps who are jumping on the bandwagon of hypocrisy. -0- react: crisguardian@yahoo.com

Work together

Each department, agency, bureau or office in the gigantic government bureaucracy exists as part of the whole thus expected to contribute in the attainment of the general objectives of the sitting administration in pursuance of its platform of government for which it won the mandate of the people.

Sadly, however, this is not the case in the day-to-day affairs of the government.

While everyone is sworn to pursue its respective task in the realization of the sitting administration’s program of government, government agencies have different priorities that at times collide with each other.

Take for example the Aquino administration’s program of bringing in at least 10 million foreign tourists to visit the country’s natural tourist spots. This is a good program because natural tourist attractions abound in the country.

What is needed is to simply entice that chunk of the international tourist pie to visit the Philippines. This task falls on the lap of the Tourism department which is what it is actually doing by marketing these tourism attractions to every possible tourist from every nook and cranny of the world.

swim so they can reach our country. They need to be transported. And the current trend is to transport them through air, which is the fastest and most efficient in the transportation of passengers and goods from one point to another in the world.

Air transportation needs airlines. And aircraft need airports where they can load and unload passengers and goods.

The private sector here and abroad has amply covered the need for aircraft to fly people and goods. In reality, this particular aspect of the aviation industry especially in our country does not have any gap needing to be covered. The local airline industry can well meet seat demands even during peak seasons.

The problem lies in the government’s ability to provide much needed infra-

structure such as airports to keep up with the airline industry’s needs.

Take for example the country’s most famous tourist destinations, Boracay.

There is no problem as to the number of people wanting to go to Boracay. In fact, Boracay is bursting in the seams as far as the number of tourists visiting the place all year round.

The problem is that the current aviation infrastructure in the nearest airport in Kalibo is not at par with the volume of aircraft and passenger traffic going there.

The airport’s runway is so short compared to other local airports and it lacked the space to accommodate more aircraft loading and unloading passengers at any given time.

The area for this purpose can only accommodate four aircraft at a time of that type used by local airline companies that are said to be efficient thus economical such as the Boeing aircraft used by Cebu Pacific, Philippine Airlines and Air Asia Zest in their domestic routes.

At this point, the Kalibo airport is one of the country’s busiest airports. In fact, it is perhaps the only airport in the world with a runway whose length is only about 2,100 meter plus but takes in international flights. Why is this so? It is so because

of the incongruity between priorities of various government agencies.

The Tourism department wants tourists in droves to come to our country. This intention of one government agency seem not to be shared by another that plays a very vital role in the realization of such intention. If the Department of Transportation and Communications through the Civil Aviation Authority of the Philippines only shares with this intention, then they should have done something already to address the problem.

The situation in Kalibo international airport does not have to do only with a short runway and small parking bay for aircraft but one that has to do with aligning priorities among government agencies.

Apparently, it is because of this unaligned priorities that safety to a certain extent is compromised since until now the Kalibo runway has not been lengthened, its parking bay not expanded.

This situation poses safety concerns so much so that of all the airports in the country it is only Kalibo that registered the most number of technically-related mishaps.

DA distributes support to Seniang-affected farmers

UTUAN CITY – Tropical Storm Seniang hit Caraga Region on December 29, 2014 and unleashed heavy rainfall that caused landslides and severe flooding in wide swathes of agricultural lands.

The Department of Agriculture immediately activated a monitoring team to assess the damage the storm brought.

As of January 16, 2015, estimated damage in agriculture in the region reached P32,043,933 for cereals (rice and corn)

and P3,418,700 for other crops and livestock.

Validation of the reports from local governments is still on-going to ensure that damages on ag r ic u lture wou ld b e accounted for.

R e g i o n a l D i re c t o r Edna M. Mabeza said

that DA-13 is now ready for t he initial distr ibution of buffer stocks for those local governments units that submitted damage reports and were duly validated by the DA’s monitoring teams deployed in the f irst week of Januar y together with representatives from PSA-Bureau of Agricultural Statistics.

Buffer stock is DA’s supply of inputs held as reserve to safeguard against unforeseen calamities, shortages or demands.

A total of 3,047 bags of certified seeds will be initially given to the identified areas of the region: 1,645 bags to Agusan del Sur, 1,200 bags to Surigao del Sur, 250 bags to Agusan del Norte, 750 bags to Butuan City and 10 bags to Taganaan, Surigao del Norte.

For the poultry sector, 80 heads of ducklings are now ready for distribution to the municipal-

ity of Tago, Surigao del Sur, 200 heads of Kabir c h i c k e n s t o B a r o b o, Marihatag, and Tago, Surigao del Sur. In addition, 45 kilos of ass or ted veget able seeds will be given to Butuan City, municipalities of Nasipit, Agusan del Norte, Tagbina and Barobo, Surigao del Sur, 10 bags of corn (OPV (var. 6) to the province of Agusan del Sur in which Bayugan City is one of its priority.

Continue GPH-MILF peace talks says Zamboanga lawmaker

AMBOANGA CITY – The peace process between the government and the Moro Islamic Liberation Front (MILF) should continue despite the January 25 clash in Maguindanao that left a number of police operatives, Moro guerrillas and civilians dead, Zamboanga City 2nd district Rep. Lilia Nuño.

However, Nuño said that both parties should also work together in giving justice to the 44 members of the PNP Special Action Force (SAF) who died in the clash.

Eighteen members of the MILF and four civilians were also killed in the encounter last January 25 in Barangay Tukanalipao, Mamasapano town in Maguindanao.

“ The p eace pro cess should not be stopped since it will serve as the instrument that would bring a lasting peace here in Mindanao,” Nuño said.

“We should continue (the peace process), but before we continue, we should also wait for the outcome of the inquiry into the incident,” she added.

Interior and Local Governments Secretary Manuel Roxas II has ordered the creation of a board of inquiry to look into the “tactical matters” and “get to the bottom” of what he

called “misencounter”.

Nuño said she was saddened by the unfortunate incident and joined the call for justice to the fallen SAF members.

Meanwhile, Chief Supt.

Edgar Basbas, Police Regional Office-9 director said the 44 slain SAF policemen were among the 74 police commandos that were sent to Maguindanao from this city.

Zambo official wants to regulate operations of finger wharves ZAMBOANGA CITY - Councilor Melchor Sadain said on Tuesday that the city government should enact an ordinance to regulate the operations of finger wharves in this city.

Sadain said the city government wi l l have t he aut hor ity over the operations of the finger whar ves once an ordinance is in place.

The local government learned that there are at least 90 privateowned finger wharves in this city.

The finger wharves are owned by businessmen from this city and nearby provinces.

“My stand is we come up with an ordinance to encourage these people to legitimize their operation. On the security aspect, what we can do is to regulate and enforce whatever ordinance we have to regulate these finger wharves,” Sadain said.

Mayor Ma. Isabelle ClimacoSalazar earlier said that the operations of the finger wharves

are illegal since no permit has been issued by the government, both local and national.

Sadain said that the city government can also prevent other illegal activities from taking place through the finger wharves like smuggling and human trafficking aside from matters of security.

Security tightened around burned Hall of Justice The local police has clamped a security net around the burned building of the Hall of Justice here as investigation into the cause of the fire went into high gear, a police official said Tuesday.

Supt. Faro Antonio Olaguera, chief of the city’s police office, said that a Special Investigation Taskforce (SIT) has been created to conduct a deeper probe into the fire that gutted the Hall of Justice here Friday night last week.

He said that the probe body has recovered the charred remains of two persons earlier reported to be missing believed to be that of Jeffrey Uban, a court worker and Security Guard Benjamin Buna at the hallway of the building’s second floor.

Olaguera said that the task force composed of the Bureau of Fire, the local police office, the National Bureau of Investigation (NBI), and the Criminal Investigation and Detection Group (CIDG) has started to gather “specimen” at the site.

He said that the specimen were already forwarded to the crime laboratory for examination as the task force struggle to determine the cause of the fire that charred all records of cases filed at the Hall of Justice here.

Olaguera also disclosed that the task force has invited witnesses, particularly Security Guard Joseph Salon and his wife Prudencia.

Salon was reportedly on duty at the time when the fire gobbled up the Hall of Justice here.

Pol. Supt. Shirley Teleron, the regional fire marshall, said that the fire investigators have estimated a P 28 million damaged.

She said that the firefighters could not penetrate the colossal Hall of Justice building because of varied explosions at the time when the fire was raging.

Teleron suspected that the explosions emanated from live explosives which were possibly kept in the courts as evidences during court trials.

The Supreme Court constructed the Hall of Justice building here sometime in 1998 and housed 19 Regional Trial Courts (RTC) including

the Regional, Provincial and the City Prosecutor’s office.

Regional State Prosecutor Jaime Umpa said that it would take six to one year to reconstitute or reconstruct the lost files of court cases because the fire burned all the records at the Hall of Justice.

Judge to hold hearing inside jail compound A REGIONAL Trial court judge yesterday opted to conduct his hearings with the inmates inside the compound of the Misamis Oriental Provincial Jail after the conflagration struck the Hall of Justice along Hayes Street in Cagayan de Oro on Friday night.

Judge Arthur Abundiente, who happened to be the judge in most of the criminal cases, said he is now coordinating with Provincial Jail Warden Dominador Tagarda in regard to his plan to conduct the hearings inside the jail compound.

But Tagarda refused to issue a comment on the matter yet. He, however, said that he is more than willing to help on whatever decisions that Judge Abundiente will come up with in regard to his plan.

Abundiente admitted that his staffmembers are still confused on where to start and what to start after the fire.

“Dili pwede ma hamper ang among serbisyo,” said the judge adding, “wala koy choice kung dili magpahigayon og hearing sulod sa provincial jail.”

“I am very devastated,” said Abundiente. “I really pity the prisoners,” he added and this is the reason why he is coordinating with the warden for the conduct of hearings inside the jail compound in the meantime that the Supreme Court is having difficulties in looking for a place for relocation.

The incident meant a gargantuan tasks for judges and lawyers.

Abundiente said it will take time before lawyers, judges and other government agencies to reconstitute the records of the cases. For example, he said his office will again need to re-take the testimonies of the witnesses, complainants, and respondents.

The National Bureau of Investigation (NBI) and other offices have their respective copies but what about the pieces of evidence inside the building, said Abundiente.

Despite difficulties, Palace will continue to push for the Bangsamoro Basic Law THE Palace will continue to push for the Bangsamoro Basic Law (BBL), no matter how difficult it is, Presidential Spokesperson Edwin Lacierda said on Monday.

“As much as it is difficult for us to appreciate why we need to fight for peace in this very emotional state, we need to fight for peace. We need to have a just and lasting peace, and that is what we are trying to achieve in the Bangsamoro Basic

Law,” Lacierda said during a press briefing.

“This is a period of grief.

It is a period of mourning.

But there is no alternative to peace. It would be too costly for us,” he said, noting that nearly 120,000 people were killed in Mindanao from 1972 to 1996, while 982,000 were displaced in 2002 alone.

“Let the House of Representatives, let the Senate debate on the Bangsamoro Basic Law. Let us not lose

sight of the fact that we are near there. Peace can be achieved but let us make sure that the peace is just and lasting,” he added.

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for more than four (4) years already,since early part of 2010, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalized their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on January 27, 2001, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on February 27, 2015 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

DepEd programs: In the fight to overcome problems in Education

Poverty is one of the major reasons behind the challenging rate of drop-outs and out-of-school youths in the country. In fact, 36 percent of students in year 2012 has been reported in dropping out after elementary and only 44 percent graduate in high school because of different reasons including financial instability.

This is also the main fact

behind different educational programs implemented by the government.

GO! Education or Greater Opportunities! Education is a program designed also for the same purpose. This is being realized through tapping and seeking support and contribution from big organizations that assist education sector, such as Philippines Business for Education, Australian

Agency for International Development, United States Agency for International Development and many others.

“Abot Alam” project is also one program that ease access of education in the country.

It is a nationwide campaign that intends to improve the delivery of free and quality education and also aims to achieve zero percent out-ofschool youth by the outset of 2016.

It is true that numerous problems envelopes the education system in the Philip-

pines. Financial instability, family problems, access on education, lack of interest and confidence, personal crisis and the like might just few of these so-called problems. However, fact cannot be denied that there are also several programs implemented to further address and fight these problems.

Education should is a priority. All involved parties should just have to be responsive to continue the fight for education.
