AVAO City Mayor Rodrigo “Digong” Duterte is expected to meet with Mindanao leaders and various groups today (December 1, 2014) for a one-day summit on Federalism in a bid to adopt a viable alternative to the present system of government he described as “antiquated.” For the nth times, Duterte has rejected the call for him to run for president in 2016 but vowed to push for a Federal form of government and abolish the House of the Representatives should he becomes the president. In an invitation he signed, it said: “I am calling on all responsible leaders in the island from government and

civil society organizations, business, church, academe, military, indigenous peoples, youth/student and other stakeholders to tackle the possibility of pushing federalism as a viable alternative to the prevailing antiquated system, to effect meaningful political and social changes particularly in Mindanao and the country in general.” The summit, according to Duterte, aims to “forge a well-informed united front tasked to craft a collective plan of action on what is perceived as an arduous and long quest for Mindanao’s true identity reflective of its various tribes and peoples’ wishes and aspirations.” According to Davao City Information Officer Mr. Leo Villareal, a seven-man panel has been formed to act as re-

CAGAYAN de Oro City––A lawmaker is urging Congress to take necessary measures to cushion the impact of the closure of the remittance businesses of big banks in the United States. The closure of money remittances of big banks in the US was the result of the Federal government’s crackdown on money laundering activities, specifically on the finances of drug lords and terrorists, Rep. Rufus

Rodriguez, of Cagayan De Oro, said on Wednesday. Rodriguez said that the US has been the biggest source of overseas Filipino remittances in recent years. “Unless the government adopts measures, the family and the country’s revenues abroad would be greatly affected,” he said. He said that the money sent to the country during the five-month period from January to May this year has already reached US$ 9.372 billion up 5.7 percent compared to last year’s US$

9.9 billion. The personal remittances – including non-cash items – also went up 6.1 percent to US$ 10.404 billion from January to May 2014, Rodriguez said. In 2013, the Central Bank reported that the total cash remittances sent by Filipinos overseas totaled US$ 22.97percent, of which, remittances from the US represented 43 percent, Rodriguez added. Undoubtedly, the US has been the biggest source of overseas Filipino re-

mittances in recent years, which supports domestic consumption and remains the major factor that propels the country’s economy, he said. However, the recent of the Federal government on US banks has other banks canceled programs that allow migrant workers to send money back to their families for a lower than the normal fees. Rodriguez said that the new US policy would make it harder and more expensive for the Filipinos in the

US to send money through banks to their families in the Philippines. “I have filed House Resolution No. 1595 urging the House to adopt measures to cushion the impact of the new US policy on the remittances of money by Filipinos to their families in the Philippines,” Rodriguez said. He said that the new US policy on remittances was the result of the findings that the HSBC, one of the largest banks in the US, failed to implement the anti-money

laundering policy. The HSBC is being held accountable for having allowed narcotic traffickers and others to launder hundreds of millions of dollars through its subsidiaries and in allowing hundreds of millions more in transactions with sanctioned countries, Rodriguez said. The HSBC was found guilty of a “blatant failure” to implement the anti-money laundering control policy and paid a record US$ 1.9 billion fine, the lawmaker said.

A Market Research Effort FIFTEEN years have passed and I recall of two young looking gentlemen from the National Capital region who went to Cagayan de Oro to conduct a feasibility study for a Bakeshop loaf and pastry product from Singapore that was aiming to branch out their distribution in Northern Mindanao. They chose to stay in the local hotel that I once managed which at that time was branded as the first 4-star hotel in Mindanao. The short acquaintance was a revelation how a bread factory with European technology and a HACC certified food manufacturer could capture the imagination and taste of Filipinos to shift to their product. It was also a flashback in my imagination how a famous hotel under a local management can dominate the tourist and convention market in the region. Times have passed and the bread products have captured the Philippine market from Appari in the North to the Jolo Archipelago in the South. Betrayers of public trust! Jovito Palparan, retired army general, on the lam for years to evade human rights offenses, now finally in custody: did he commit treason? It’s unclear how his case will pan out. Earlier, two other generals, Carlos Garcia and Jacinto Ligot, apprehended for financial mayhem, their cases still unresolved, betrayers of public trust. We find ourselves nodding that this is just what that boy needed to return to the faith of his father. It’s a little more difficult with our own kids,

however. How often do we ask God to grant our kids more faith, but in a way that is comfortable and easy? We long for a good-looking, personable friend to invite them to a Bible study, when what they may really need is a “famine” that shows them that God is their best and truest friend. If we really trust God, we have to be prepared for Him to execute His plan in the way that suits His purposes, even if it requires a “famine.” Sometimes it takes difficult trials to drive wandering kids back to God.

BUTUAN City––Agusan del Norte First District Rep. Lawrence Lemuel Fortun recently inaugurated a concrete seawall at Barangay Lumbocan here to beef up disaster preparedness and mitigation especially in coastal communities. Fortun emphasized the need to address the dangers faced by coastal villagers from typhoons, floods and other natural calamities. Citing the flood that hit this city early this year which he described as “one of the most extensive since the 1980s”, Fortun said thousands of families were affected especially those

living in the lowlands and coastal areas. The young solon hoped the seawall can mitigate risks from sudden sea-level rise and typhoon surge. He also expected the project to contribute to a “disasterresilient and adaptive community”. Fortun pushed the funding of the seawall project which was implemented by the Department of Public Works and Highways-Butuan City District Engineering Office. EXPLANATORY NOTE Tourism is known as the major contributor and eyed as forerunner of the economic growth of the country. A country with areas rich in biodiversity has been and always will be a main tourist attraction. To mention a few of these tourist attractions, these are: beaches, mountains, rainforest, lakes and rivers, among others, and Philippines is not an exception to this because aside from possessing the beauty of nature, it is rich in historical and cultural heritage. It is also a known fact that tourism industry in the Philippines creates millions of employment opportunities. In other words, when well-harnessed, tourism will be one of the engines for socio economic growth and cultural affirmation which will continue to enhance the sense of pride for all Filipinos. The City of Oroquieta is not behind of pride in matter of local tourist attractions and heritage, thus, on August 25, 2004, the Sangguniang Panlungsod of Oroquieta City enacted Ordinance No. 145-2004, known as THE TOURISM CODE OF OROQUIETA CITY. In it, incorporated among others is the creation of the Oroquieta City Tourism Council, its functions which involves the formulation of polices to ensure a sustainable tourism development and in accordance with the old and cherished traditions, history, culture, social and moral values adhered to by the majority of the residents of Oroquieta City. Furthermore, in its composition, it includes not only those from the government sectors, but as well as from the private entities/stakeholders and the national government agencies, its respective functions as well as the business related accommodations of tourists in this area, namely: hotels including its amenities and facilities, tourist inns, pension houses, beach resorts, lakeside or riverside resorts, mountain resorts and theme parks. These are all referring to private business establishments in this City. Ten (10) years had passed after the passage of the subject ordinance, and, it is quite high time now to be realistic in the present demands of our era, hence, there is a need to move forward in harnessing the City’s natural resources and make into reality the promotion and preservation of cultural heritages that the Oroquietaneans stand as its pride. (*Temp.Pres. **On Leave ***On Official Business ****On Official Time) Surely, the development of the tourism industry including its heritage sites is expected to generate a significant number of employment opportunities in this area, thus, it is high time now to give due focus on this thrust in keeping as well with the national agenda of the Philippine Government. In the advent of the growing desire of the city government to promote and maximize the utilization of the tourism industry/tourist attractions in this area, there are resources that are beginning to sprout, among others, the “Baga Falls “ in barangay Victoria, the “Ambak-Ambak Falls” in barangay Binuangan, EcoPark in Barangay Clarin Settlement, Fish Sanctuary in barangay Mobod, Hot Spring in Sebucal, board walk at barangay Poblacion 1, and many others, that, if fully developed, would surely improve the City’s tourist attractions, invite tourists, thus eventually creating a chain of reactions into its economy, not only for the city coffers, but as well as to the entire populace of this City and its neighboring areas. Moreover, the City doesn’t intend to be behind on the present trend in tourism attractions, the reason why despite of its limited resources, it had successfully established today its Zipline project, the so-called “Oro-Zipline”, observed to be the longest zipline all throughout Region 10, which is located at Barangay Villaflor, linking the barangay of Buntawan, passing through the famous River of Layawan, overlooking the panoramic and aesthetic view of both the sea and the green belts of Malindang Mountains. Today, it is the desire of the City to make the first of its kind Zipline in this area which is operational, thus, there is indeed a dire need of formulating an ordinance governing its management and operations, incorporating therein such other purposes, thus: ORDINANCE NO. 587-2014 AN ORDINANCE ESTABLISHING THE ORO EXTREME ADVENTURES IN THE CITY OF OROQUIETA, AND FOR SUCH OTHER PURPOSES.

Be it enacted by the Sangguniang Panlungsod of Oroquieta City, in session assembled:

Section 1. Title. This Ordinance shall be known as AN ORDINANCE ESTABLISHING, FIXING FEES, CHARGES AND REGULATING THE OPERATIONS AND MANAGEMENT OF THE ORO EXTREME ADVENTURES OF OROQUIETA CITY, AND FOR SUCH OTHER PURPOSES. Section 2. Purpose. This ordinance is enacted to open to the public and harness the City’s nature and promotion of tourism industry including the promotion/preservation of cultural heritage and to prescribe the procedure and guidelines in the operations and management of the Oro Extreme Adventures which is located in the territorial jurisdiction of Oroquieta City. Section 3. Definition Of Terms. The following terms as used in this ordinance shall mean: a) Oro Extreme Adventures – are the areas where the Oro-Zipline is located at Barangay Villaflor linking barangay Buntawan with a distance of 1.2 km and 1.1km ziplines, crossing Layawan River; the “Ambak-Ambak Falls in Barangay Binuangan; Baga Falls in Barangay Victoria; Eco-park in Barangay Clarin Settlement; Hot Spring in Barangay Sebucal; Fish Marine Sanctuary in Barangay Mobod, the bathing/surfing picnic area in Layawan River specifically in Barangay Buntawan, and the board walk in barangay Poblacion 1, among others. b.) Senior Citizen – an elderly or aged person, especially one who is retired or whose principal source of support is a pension or Social Security benefits. c.) Student - a person who is studying in any school/college/university. d) Differently-Abled - persons with impairment whose physical function is not normal. e) Recruiter/canvasser – a person who talks to persons and persuades them to have a ride and/or a visit at the Oro Extreme Adventure Sites in Oroquieta City. f) Tour guide - a person who guides the visitors/tourists in the language of their choice and interprets the cultural and natural heritage of an area, which person normally possesses an area-specific qualification usually issued and/or recognized by the appropriate authority. g) government/private employees from the other LGUs on Official Travel - persons or group of persons employed in the government having an approved Travel Order issued by their employer/s. h.) Travel Order –refers to a document allowing a certain individual or a group of individuals to move in a given direction or path through a given distance. Section 4. The Oro Extreme Adventures Board (OEXAB), its creation, meetings, powers and functions: 4.1 The OEXAB shall be created in order to implement this Ordinance. Asst. - Office of the City Administrator. 4.2 - The Membership of the Board may be increased at the instance of the OEXAB as it may deem necessary for the effective implementation of the provisions of this ordinance. 4.3 – Meetings and Quorum of the Board. - The Board shall meet at least once in every quarter or as often as may be necessary, on such day as it may be fixed. The presence of at least majority of the members shall constitute a quorum and makes any resolutions passed during such meeting valid. The Chairman shall be the Presiding Officer, and in his absence, the Co-chairman, and in the absence of the co-chairman, the Vice chairman, otherwise, the Temporary Presiding Officer shall be elected by its members constituting a quorum during the meetings. 4.4 – The following are the powers and functions of the OEXAB: a.) Formulate Manual of Operations and Guidelines b.) Formulate budget expenses schedule c.) Set-up Organizational Profile d.) Organize manpower and administrative duties e.) Maintain peace and order within the premises (security) f.) Maintain proper solid waste and sanitation management (janitorial services) g.) Recommend to the Sanggunian Panlungsod for any adjustment of rates and other pertinent fees h.) Other functions to be identified

Section 5. The Oro Zipline located at Barangay Villaflor linking the Barangay of Buntawan, Oroquieta City:

5.1 Business Hours:

The operation of the Oro Zipline shall be from 8;00 A.M. to 4:00 P.M., everyday or as the Board may determine.

5.2 Administration: The Oro Zipline shall be under the administration and control of the Office of the City Mayor during the transition period of five (5) years, after which the administration and control shall be transferred to the Office of the City Economic Enterprise of the City. The collection shall be done by the Office of the City Treasurer - CEEDO collector and the proceeds in the operation of OEXA shall be accounted and shall accrue to the General Fund and treated as “Other Business Income”. 5.3 Oro Extreme Adventures Manager – The OEXA Manager shall be officially designated by the City Mayor (in concurrent capacity) and vested with the following powers, duties and responsibilities: 5.3.1. He shall have full control of the administrative direction of the Oro Zipline in coordination with the concerned agencies of the government; 5.3.2. He shall assign personnel of the city for duty in the Oro Zipline as detailed by the City Mayor; 5.3.3 He shall have police powers to summarily enforce the provisions relating to the OEXA Operations including all other rules, regulations, governing its operations; 5.3.4 He can compel and/or order to all personnel and all persons dealing with the OEXAB to obey his directions in all matters pertaining and relating thereto; 5.3.5 He shall be the custodian of all the properties belonging to the city within the premises of the Oro Zipline; 5.3.6. He shall have full supervision and control over all subordinates assigned in the Oro Zipline area; 5.3.7. He shall oversee and coordinate the faithful and strict compliance of the rules/regulations in the Oro Zipline; 5.3.8. He shall supervise the smooth operation of the Oro Zipline, as well as proper discharge of duties and functions of all subordinates/ city personnel assigned thereat; 5.3.9. He shall attend meetings related to the Oro Zipline operations; 5.3.10. Recommends from time to time to the City Mayor for the improvement of its operations, and submit reports of all concerns related thereto; 5.3.11. He shall receive remunerations as OEXA Manager, subject to the accounting and auditing rules and regulations. Section 6. Posting of rules and regulations and cleanliness and sanitation. The OEXA Manager shall spearhead in the posting of rules and regulations within the premises in English or in dialect understood by the community, and, strictly enforce the maintenance and cleanliness and sanitation within the premises. Section 7. Office Of The Oroquieta Extreme Adventures Manager – An Office of the OEXA Manager shall be provided and accessibly located within the premises thereat, including the space therein for the City Treasurer’s/CEEDO personnel. Section 8. A bulletin board shall be placed and maintain near the Office of the OEXA Manager for purposes of posting orders, circulars, notices, etc. for public awareness. Section 9. Security Outpost. There shall be provided a security outpost in the entrance and exit points of the Oro Zipline linking Barangay Villaflor and Barangay Buntawan and shall be manned 24/7 a week and other OEXA sites. Section 10. OEXA (Oro Zipline) fees and charges & promotional offers, discounts and requirements and related incentives: A. Fees, charges, discounts: 1. Regular rate - P450.00/person and, with certificate having photo – P500.00; 2. Promo rate - P 250.00/person and, with certificate having photo – P350.00; 2.1 Promo rate shall be announced by the Board and applicable only for a certain period of time. Discount is applicable only to the regular rate not on the promo rate; 3. Oroquietaneans – 15% discount, with a valid ID issued by the private or government employer bearing residency of the holder or any document showing proof; 4. Students, Senior citizens and differently-abled persons – 20% discount, with valid ID; 5. Government employees from the other LGUs on Official Travel in Oroquieta City – 20% discount, with Travel Order and Office ID; 6. Patronage Discount : 10th ride – free-of-charge; 7. Group Discount: 10 persons – 10% discount or plus 1 free of charge Requirement: registration/booking 1 week before the scheduled ride. A rider of the Oro Extreme Zipline can only avail One (1) of the above discounts. Payments made are non-refundable but transferable. B. Incentive to the accredited canvasser/recruiter and tour guide/driver by the Oro Zipline Accreditation Staff: 1.) Recruitment of 10 persons in 1 setting/schedule – 10% cash equivalent or 1 ride free of charge; 2.) Tour guide/driver – 5% discount for bringing 5 persons or more in one schedule. Section 11. Health safety/medical requirements at the OEXA (Zipline) site shall be strictly enforced and a notice shall be provided marked with “STRICTLY NO SMOKING ZIPLINE AREA”: Provided further, that the Office of the City Health shall designate a doctor and/or nurse from the said office to check/determine the blood pressure of the zipline riders prior to their ride and perform its functions to protect/help in cases of emergency related thereto

He said the new Cola is part of the second tranche of minimum wage adjustment due to the implementation of the Wage Order No. 18 in June 1 raising the pay to P312 for nonagriculture, and P302 for the agriculture sector, P312 for service or retail merchandise employing ten or more workers and P281 for those employing less that ten workers. Suyao said the new cola

adjustment will adjust the pay to P317 per day for non-agricultural sector, P307 per day for the agricultural sector, service or retail industries employing ten or more workers at P317 and P286 for those employing less than ten employees. “I urge the employers to implement the new wage adjustment that will serve as our Christmas gift to our workers,” he said. At the same time, the parable ends with the talent taken from the third servant being given to the one with ten talents. The implication of the parable is that, we are to use whatever talents or resources

"It’s basically making someone feel special and a lot of us take this for granted. It’s just so easy with technology making it so easy. We just take photos anytime. These people don’t have that access." Thirty-two-year-old Alano moved to Los Angeles from Cagayan de Oro when he was 19 and had been involved in photography for about seven years now. PASSIONATE. That's basically the best word to describe Nonoy Zuniga as a balladeer, doctor and advocate for health and environment. For years Nonoy managed to juggle all his passions and come out a wholly improved person every time. The experiences basically make him emotionally and personally complete inside and out (no pun intended) as opposed to doing

nothing at all. This man is basically a dynamo... eternally in motion... moving as projects deserving his attention and advocacies come to focus.
