MARAWI City––A full audit on the financial operation of the Lanao Del Sur Electric Cooperative (LASURECO) is in the offing, following the public hearing held by the House Committee on Energy chaired by Rep. Reynaldo Umali (2nd District, Oriental Mindoro), Friday, in Marawi City, Lanao del Sur. Rep. Umali said the people in Lanao del Sur

have been polarized by the inequality of power services.

The hearing, held in the gymnasium of the Lanao del Sur Provincial Capitol grounds, revealed that only 25 percent of households have electric meters, and some 40 percent are with electric connection.

“The promise of EPIRA to provide electricity to all consumers has not been fulfilled here in Lanao del Sur,” said Rep. Umali.

individuals to talk, at napagbigyan na rin natin ang GM (General Manager) ng LASURECO, Ashary Maongco, to explain his side,” Umali said.

previous health card holders because the previous administration failed to pay more than P 428 million health premiums,” Emano said.

Emano said he would ask the provincial board to craft an Ordinance that would formalize the creation of the Misamis Oriental Care System (MisOrCare) where everyone could be enrolled regardless of creed, sex, and

political affiliation.

“We will enroll everyone in the province under our Misamis Oriental Care System regardless of religion, sex or party affiliation. The MisorCares will provide them services and benefits over and above their existing health insurance,” Gov. Emano said.

T h e G ove r n or w a s prompted to design this program for all residents after some 177,000 failed to avail of their PhilHealth cards due to non payment of their premiums.

The previous administration entered into a memorandum of agreement back in 2012 with the PhilHealth to enroll said a number of residents of the province for a two-year period wherein Moreno committed to pay a total of P300 million.

“On that year the former governor made a full payment only to cover a one semester period. Then, pay only a partial payment representing the third quarter, but this was done only in June 2013, despite the fact that he budgeted over P300

million for the program,” Gov Emano said.

He added that the remaining unpaid premium balance could easily reach some P235 million, which “clearly could not be paid by the province due to the financial condition as a result of the mismanagement of the financial and fiscal resources of the provincial government during the previous administration.”

PhilHealth refused to reenroll the over 160 thousand cardholders saying it violated memorandum No. 49, series of 2010 entitled “no enrollment/reenrollment of LGUs with outstanding arrears to PhilHealth.”

The province also has to subsidize the operation of eight provincial hospitals with a budgetary allocation of some P100 million, which would cause the health expenses of the province to balloon beyond imagination.

“This is why we have to design our own health

Mindanao blackout remains an enigma

CAGAYAN de Oro City–– The cause of the island wide blackout that struck Mindanao last February remains an enigma, a senior official of a coal-fired power plant in Misamis Oriental said on Friday.

Jerome Soldevilla, communication executive of STEAG Power Inc., said that engineers were still evaluating the reason that disabled the plant’s turbines during the blackout in the morning on February 28, 2014.

The STEAG State Power Inc., is the only coal plant in operation in Misamis Oriental that generates 210 Megawatt of electricity distributed through the state-owned National Power Corporation (NAPOCOR), Soldevilla said.

He said that the STEAG power plant has an “unscheduled” maintenance of its two big turbines that generate the 210-Megawatt electricity just as the Mindanao wide blackout took place last February.

He said that the engineers are still determining the extent of the damage.

It would take two to three months before the plant would be operational since its parts would be imported, Soldevilla added.

The STEAG coal fired plant, modeled after German technology, became operational in 2006. The plant contributes 18 to 20 percent of Mindanao’s power requirements in partnership with the NAPOCOR, Soldevilla said.

Misor jail marks women’s month, holds livelihood training program

CAGAYAN de Oro City–– The Misamis Oriental Provincial Jail observed the Women’s Month celebration with a symposium spearheaded by the Gabriela organization.

There are 14 women inmates in the MOPJ, according to jail warden Dominador Tagarda.

The symposium was aimed at educating the women of their rights.

This is the second year for Gabriela to hold such forum.

Tagarda said the provincial government has given the inmates a livelihood program of coffin making.

He said some 8 inmate carpenters are paid P200 each for making a wooden coffin.

Since June last year, around 450 coffins have been made.

Meanwhile, the provincial government has budgeted P100,000 for another training program for the inmates.

In addition, DA-13 through its Organic Focal Person Rebecca R. Atega encouraged the group to undergo third party certification to be able to compete not only in the domestic market but more so in the global arena where organic products are in great de-

mand.

“The Department of Agriculture through its Organic Agriculture (OA) program is ready and committed to help our OA farmers and organizations in creating a better environment and in producing healthy products for all by providing various inputs and infrastructure,” Atega said.

The K to 12 in the long run

K+12 Basic Education Program is the newly-emerged system in the Philippines, implemented under President Benigno Aquino’s administration. The implementation of it is to improve country’s educational system and produce high-quality graduates.

The K to 12 has been realized through collaboration among Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA) and other stakeholders.

Aside from the fact that the current administration believes a 12-year program is an adequate period for learning under basic education, there are various reasons for the approval of K to 12 Basic Education program. First is that Philippines is the last in Asia and one of the three countries worldwide having ten-year preuniversity cycle. Through K to 12, our nation will be at par with other countries. Other than that, this program will also provide longer period of schooling for students. The longer period of schooling could give them more time to learn about subject matters. And last, K to 12 program is a key so that Filipinos would have recognition in working abroad. It is because K to 12 program consist of technical-vocational courses.

Thus, it is expected to produce better-trained human resources that could compete in global arena.

The implementation of this program faced a lot of challenges.

However, it’s benefits could not be determined sans of these challenges.

K to 12 has traveled a long run and introduced improvements for Philippine Education system.

Through it, Filipinos can be more positive and confident that they too could contribute more success, helping towards nation-building.

Calanogas, Bumbaran, and Balindog; P2.4M-worth of income generating projects for the local government unit of Ditsaan Ramain; and 25 sets of gillnets worth P108,175, 20 units of engine 5.5 hp worth P 94,000 and 10 units of non-motorized banca worth P70,000 for the fisherfolks of the province.

Moreso, the 4H Clubs of Banago and Marawi City each received P100,000 worth of funds for their income generating projects for the development of the youth in the agriculture sector.

Secretary Alcala stressed that these projects are part of the DA’s 30% budget allocation for Mindanao which is in line with the government’s thrust for food security and sufficiency. These are also seen to intensify agricultural production for local consumption and export market.

ILIGAN CITY - Police Regional Office (PRO-10) Regional Director PCSupt. Isagani FranciscoGenabe Jr., underscored during his visit to Iligan City Police Office (ICPO) on Wednesday, March 5, the importance of community involvement in solving crimes.

He says that, "The community can survive without the police but the police cannot survive without the community."

The Police Chief explained

that community involvement is crucial in the solution of a crime.

He says, “Police must not only be heard, seen and felt in the community, but that police must be wholeheartedly accepted by the community.”

He cited the importance of the conduct of police presence to prevent crimes, the ‘will to fight’ by each policeman against lawless

A responsible response to the power crisis STEAG State Power Inc. (SPI) based in Villanueva, Misamis Oriental has vowed to restore its two 105 MW units to top condition to ease Mindanao’s power crisis.

Steag’s restoration of the units is estimated from eight to 12 weeks based on the initial findings of the on-going technical evaluation.

It is good news. However, similar disturbance that threw Mindanao into a power blackout on February 27, would be disastrous to the economy.

If it happens again within the repair period of Steag’s then there will be another electricity crisis again that would eventually cost huge losses for the industries and businesses in this island.

The reported Mindanao-wide grid systems disturbance on February 27 caused Steag’s units to go offline as its turbine-generators sustained damages. Each unit has a net generating capacity of 105 MW. STEAG State Power Inc. (SPI) Plant Manager Dr. Carsten Evers said that the company has intensified its efforts in restoring the units back on line noting the precarious and volatile power supply condition in the island.

But some quarters are asking whether there are back-ups or alternative moves

Editorial that could be harnessed when similar disturbances of the Mindanao Grid occur. It is a relief that Steag assured it is coordinating closely with the Department of Energy (DOE), the National Power Corporation (NPC) and the National Grid Corporation of the Philippines (NGCP) in addressing the concern.

Indeed, the priority is to restore now the units back on line and ease up the critical power supply condition of Mindanao. It is heartening to note that Steag is responding responsibly to the power crisis. Its employees are working round-the-clock to restore the power plant back to the grid according to Dr. Evers.

Steag is currently Mindanao’s biggest power supplier in terms of unit capacity, accounting for nearly a fifth of the island’s total electricity supply.

A question hovers, however, asking whether other concerned agencies have the same dedication to address sudden situations like the February 27 blackout.

When the crisis occurred, NGCP

said the disturbance affecting the entire Mindanao power grid was “very unusual,” making it difficult for them to speculate on the cause of the power outage. There is no need to speculate. Are there no means to counter such exigencies?

When a grid disturbance happens, it could be anything from supply or transmission. But is there nothing in this age of modern technology to monitor these occurrences early or counter it with an alternative to prevent business losses? Thanks, however, that NGCP has posted an update, which showed that power has been restored in the cities of General Santos, Zamboanga, Pagadian, Cagayan de Oro and parts of Misamis Oriental.

NGCP assured that they will be focusing on probing the cause of the power failure after restoring electricity in the affected areas. However, the NGCP have not committed to bring back power immediately because the information as to the cause of the Mindanao Grid disturbance is incomplete and unclear.

Incomplete and unclear? Do western technology have the same predicament? If not, then why don’t we have answers, or do we have the lack of it? Why?

Parable of Pistachio Nut

QUEZON City––As geopolitics shifted, at least for a while, to Europe particularly in Ukraine and Crimea, impression has it that the Middle East is not alone after all in facing intractable problems and challenges. There are equally critical vociferations in Bosnia, Venezuela, Thailand, and others. It gives an impression, too, that the Arab world does not monopolize propensity to protracted conflict and violence. Yet, there is a big difference between the Arab world and the countries mentioned.

In the case of Ukraine, it was only quite a number of days of revolution when former Ukraine president was deposed.

There were close to a hundred Ukrainians who died. Ukraine and Crimea entered a new phase of challenges reminiscent of the Cold War. Whereas corruption and unemployment posed pressure on Bosnia, Bosnians were agitated to take the mode of street parliament. How the present Bosnian crisis is resolved remains a question.

For its part, legitimacy question feeds the political impasse in Thailand. Whatever social, economic, and electoral package offered by the current government, it will always be viewed inadequate by the Opposition given the dominant impression that the sitting Prime Minister is a mere protégé of her brother, former PM Thaksin Sinawatra who was removed from power few years ago. Meanwhile, polarization of Thailand society continues.

The case of Venezuela is essentially a problem posed with big shoes left by a national hero – Hugo Chavez – whose successor has difficulty in filling them.

On the contrary, chronic problems in the Middle East persist.

Reform and call for social and political change hardly proceed.

There are just countries there difficult to crack as a condition to effect full social and political transformation. Besides, while cracking them up is one thing, fixing up things and forming a whole new system is quite another.

Pistachio nut This brings to mind an experience three or four years ago. We were travelling from Gaziantep to Sanliurfa, two vibrant cities in southern Anatolia in Turkey.

These are just few kilometers away to Syria. That was our closest distance to that country.

Syria, then, was not yet plagued with civil war.

Midway to Sanliurfa, we passed along verdant field of pistachio trees. Our driver felt that we appreciated what we saw; he stopped the van and talked with the farmers and requested if we could do some pistachio picking.

The two farmers (father and son) welcomed us and ushered us to their farm. We came to know that it is not only pistachios they grow; they also have grapes. Vine of grapes surrounds their farmhouse. We picked grapes like kids hanging above their patios and windows.

They educated us on the technique of pistachio nut picking and cracking. We learned the difference of nuts already ripe for picking and easy to crack compared to those that are hard to open. At any rate, that was a rare experience. Reminded with it, I thought the parable of pistachio nuts tells something about the Middle East today.

Parables By the way, parables or amthal are ways where Islamic principles are worded or explained in layman’s term to facilitate understanding. In the Qur’an, parables are related to stories about nature, fire, clouds, hamlet, garden, and so on. They facilitate understanding about principles of utmost importance. For instance, the Holy Qur’an says: “We have put forth for men in this Qur’an every kind of parables in order that they may receive admonition.

It is a Qur’an in Arabic, without any crookedness (therein) in order that they may guard against evil.

God puts forth a parable – a man belonging to many partners at variance with each other, and a man belonging entirely to one master: are those two equal in comparison? Praise be to God! But most of them have no knowledge (Ar-rad, 27-29).”

Said Nursi, an Anatolian thinker, is known in using parables as his way to relay important principles or message into his readers. While he was in prison, he said, he saw in his vision group of young girls transformed into their old age.

Said Nursi was convinced what he saw. He wrote in the “Staff of Moses,” a reprint from the “Risale i-Nur (Treatise of Light):” “Yes, what I saw was reality, not imagination. Just as the summer and autumn are followed by winter, so the summer of youth and autumn of old age

but is insistent to find ways to address the poverty of his countrymen back home, I will try to explain the view that spirituality and economics can be combined in practical ways to stop poverty.

First of all, let us clarify: the 1987 Constitution does not impose a “firewall” between government and religion even with its article on separation of the church and the State. As former Chief Justice Artemio Panganiban wrote, in explaining why the Supreme Court imposed an “ecumenical prayer” to be

recited in all courts of the Philippines before every hearing, there is really no separation between the church and the State.

Panganiban explained: “Many people, including some men and women of the cloth, are surprised why the Supreme Court has an official prayer. They ask: is this not a violation of the separation of church and state? The answer is `no’.

Let me explain.

-oooRP IS A STATE THAT BELIEVES IN GOD: “The Philippines is theist, not atheist, not even agnostic.

In fact, it is monotheist; it worships one God. That is why our Constitution

are followed by the winter of the grave and Intermediate Realm.

If there was a cinema which showed the events of fifty years in the future, the same as those of fifty years ago are shown in the present, and the people of misguidance and vice were to be shown their circumstances of fifty or sixty years hence, they would weep in horror and disgust at their unlawful pleasures and those things at which they now laugh (20).”

This is an example of parable aimed to simplify conception of time: in just a wink of an eye a person may be viewed to have aged so that when one compares his young and old days, s/he must be able to learn morals or virtue in them. What is prominent in Said Nursi’s approach is the use of time-related period like summer, autumn, and so on.

Our parable of pistachio cracking tries to reflect that of Said Nursi’s. We are not saying it is right; we simply try to proximate one, at least.

In our experience of pistachio nut cracking, we learned that pistachio reveals certain nuance in such a way that even if its shell is hard to crack, by sheer observation, one can identify nut that is already ripe; it usually sticks to pistachio tree quite differently; it is partly opened; it has protruding kernel making it easy to crack; others simply fall on the ground by default.

Whereas, a pistachio nut that sticks in certain way to the tree is hard to crack; it is usually too green, with no sign of opening – even a small one. For sure, one has an option to crack it with a tool or stone. But, for what end – when it destroys the kernel and messes up pistachio shells around?

We raise this parable to simplify or amplify understanding about the challenge in the Arab world after three or four years of Arab Spring. As observed, Arab countries with some semblance of openness and democracy are easy to crack. Yet, it is faced with difficult task to fully open them and fix them up later. Varying groups and personalities simply could not finish easily what they started. It can be said, for lack of better term, “Arab nuts” are easy to crack but hard to fix. Those politically closed countries are even harder to crack; opposition groups could hardly emerge.

It was not long ago when the Arab world experienced national upheaval including resort to coup d’ ètat easily changing old guards like King Idris of Libya, King Faruok of Egypt, and King Faisal of Iraq, and others. The

begins with this significant first phrase: `We the sovereign Filipino people, imploring the aid of Almighty God…’ You may want to know that both houses of Congress and the Cabinet also preface their sessions with prayers.

“The most basic concept of separation of church and state merely requires the government to be neutral in the `competition’ as it were, among the different religious denominations.

Hence Congress cannot appropriate and the President cannot spend public funds to build a basilica for the exclusive use of one religious group.

“Neither can it promote

irony of it all, reform minded leaders that changed old guards while envisioning transformation of Arab society simply replicated the old order as they became dictators of new molds; they stifled the social and political transformation in the Middle East. On the contrary, countries that are harder to crack hardly experience coup d etat. But they maintain hawkish eyes against any possibility of ripening “nuts.”

Any ominous signs are literally nipped in the bud. Because they are not allowed to ripe and are thus not picked up at the right time, promising “nuts” remained close leaving them to rot and to waste. The pistachio tree has long been stifled.

Tauhid and geopolitics The challenge of Arab society is diverse and multifaceted. She is not only faced with internal problem but also by pressures from outside. The Arab nuts parable could be stretched depending on our imagination. But that is not our concern. For lack of time, we cannot fully dissect the geopolitics in the Arab world.

Our concern is the Qur’anic imperative to learn history and to take lesson or ibra. Incidentally, the parable we mentioned earlier regarding two men – one with many masters; and another one with only one master – explains in simple manner the dynamics in the Middle East. In his commentary of said parable, Yusuf Ali took the metaphysical stance by interpreting it along the contrast of polytheism and tauhid or unity. Yusuf Ali wrote: “The difference between the creed of Polytheism and the Gospel of Unity is explained by the analogy of the two men.

One belongs to many masters: the masters disagree among themselves, and the poor man of many masters has to suffer from the quarrels of his many masters: it is an impossible and unnatural position. The other serves only one master; his master is good, and does all he can for his servant; the servant can concentrate his attention on his service: he is happy himself and his service is efficiently performed. Can there be any doubt as to (1) which of them is the happier, and (2) which of them is in a more natural position?

No man can serve two, still less numerous, masters (p. 1246).”

The beauty of Yusuf Ali’s tafsir or commentary of this parable is that, it applies to practically everyone – individuals, nations, and even civilizations. In individual level, Yusuf Ali implies that a person should See parable, page 11

the tenets or dogmas of another to the detriment of the rest; nor can it pay the salaries of priests of imams for performing strictly religious duties. Furthermore it cannot use religion as a prerequisite or condition for the exercise of any right or privilege. Kidnapped Basilan vice mayor freed in Pagadian City Z A M B OA N G A C I T Y – The vice mayor of a town in Basilan who was abducted Tuesday was released Wednesday in Pagadian City, Zamboanga del Sur. Chief Insp. Ariel Huesca, Police Regional Office-9 information officer, said the victim, Vice Mayor Arsina Nanoh of Hadji Muhtammad, Basilan, was released early morning Wednesday.

Huesca said Nanoh was made to board the 1

Nanoh, 20, was abducted Tuesday by a group of unidentified persons at a shopping mall in this city.

Soldier hurt in Power rate hike not another NPA landmine ‘across the board’ – MinDA attack in Davao City

AVAOCITY - An Army soldier was wounded in another New People's Army (NPA) landmine attack Friday afternoon, this time in Paquibato District, Davao City, the military reported.

Lt. Col. Ramon Zagala, Armed Forces of the Philippines (AFP) public affairs office chief, said the incident took place at around 12:30 p.m.

He a d d e d t h at t h e wounded soldier, whose name was withheld temporarily, is from the Philippine Army's 69th Infantry Battalion.

He added the soldier was aboard a KM-450 truck which was hit by shrapnel of the NPA landmine.

A five-minute firefight

followed the explosion after which the rebels quickly fled, Zagala added.

"The AFP reiterates its condemnation of the NPA's rampant use of improvised explosive device as landmine to ambush government troops as this is prohibited by the International Humanitarian Law. Landmines have a high potency of hurting innocent civilians like when the NPAs attacked a convoy of ambulance units last March 2, wounding six civilians," Zagala stressed.

Meanwhile, one NPA leader was arrested at 11:45 a.m. Friday for robbery and murder by joint military and police elements in Davao City.

He was identified as Roberto Castillote, also known as "Markis" and "Marvin," commanding officer of SDG Front 54 under the Southern Mindanao Regional Committee.

Castillote is currently detained in Davao City Police Office. (PNA)

DAVAO City – The increase in power rates by distribution utilities that either operate standby power generation facilities or are buying electricity from other producers for their “peaking requirement” is not “across the board”, a director of the Mindanao Development Authority (MinDA) said.

Rather, the level of increase in the respective consumer bill will vary from “coop to coop (electric cooperative)” said Rome0 Montenegro, director of MinDA’s Investment Promotions and Public Affairs Office.

“The use of modular gensets (generator sets) will have corresponding rate impact as applied with (the) ERC (Energy Regulatory Commission). The actual rate varies per electric coop (cooperative), depending on the capacity contracted,” said in a text message to Davao Today.

Earlier this month, for instance, the Davao del Sur Electric Cooperative (Dasureco) announced that it will increase its rates by an average of P1.57 per kilowatt hour as it buys electricity

from the Alson’s Electric Development Corp (AEDC).

Dasureco said the move will solve its supply requirements for the entire Davao del Sur which is now undergoing four hours rotating blackout per day.

Montenegro said “the modular gensets are being pushed as an interim measure to bridge supply gap as we expect large capacities such as 300-megawatt Therma South of Aboitiz to start coming online first quarter of next year.”

The agreement of Dasureco and AEDC would last for three years but is yet to undergo a public consultation.

In a text message to Davao Today Mt. Apo – Davao del Sur Chamber of Commerce Chairperson, Erlinda Pilapil-Suario said that she “do not yet know of a consultation.”

“Tapping of modular gensets is one of the measures put forward by the Mindanao Power Monitoring Committee chaired by MinDA,” he said.

MinDa said in an email statement that the committee

“had asked private distribution utilities (DUs) to run its embedded capacities such as diesel generators, even as it requested the Energy Regulatory Commission (ERC) to judiciously accelerate provisional approval of pending rate applications for modular gensets that have already been installed.”

The MPMC is composed of government agencies concerned with solving the power deficiency in Mindanao and is headed by MinDA. Montenegro said that President Benigno Aquino, Jr., signed Executive Order 371 on July 12, 2013 “for the implementation of Modular GenSets Program, with P4.5-billion allocation from Malampaya funds, to assist electric coops via rental or purchase option.” “(I)f electric coops opt to have the gensets as embedded capacity for their own peaking requirement, then they can take such option.

But it would depend on the contracting portfolio and their demand forecasting,”

he said.

Montenegro said other electric cooperatives opting for modular gensets are the following: Socoteco (South Cotabato Electrict Cooperative) 1, Socoteco 2, Doreco (Davao Oriental Electric Cooperative), Daneco (Davao del Norte Electric Cooperative), Moresco (Misamis Oriental Electric Cooperative, Inc.) 1, Zamcelco (Zamboanga City Electric Cooperative, Inc.), Surneco (Surigao del Norte Electric Cooperative) and Dasureco.

The militant group, Bayan, which protested the Department of Energy (DOE) office here earlier today called the office “useless” and “merely being used by power companies to defend their rate hikes.”

Bayan Spokesperson Sheena Duazo said in a text message that they expect Dasureco’s increase to be “only the beginning as others will surely follow.”

Bioco said what “prevented the public from reacting is that NGCP has not given a detailed explanation on the matter.

“We do not know at our level because we were not given the right information.

We don’t have enough information especially from the NGCP,” he added.

Felix Vergara, member of the board of the First Bukidnon Electric Cooperative (Fibeco), also told reporters the NGCP should be transparent and should send technical personnel to a proposed multi-sectoral power monitoring group in the province.

One of the functions of the proposed group, Vergara said, is to forecast power interruptions in the Mindanao grid.

The Department of Energy (DOE), in a statement on February 28, vowed to strengthen the coordination, monitoring and even upgrading of the power systems “not only in Mindanao but also of the entire country as well to avoid such incident from happening again.”

In responding to queries from the media on NGCP’s explanation, the firm forwarded the statement from the DOE on February 28.

Elizabeth Ladaga, of the NGCP Mindanao corporate communication office, told MindaNews on the phone earlier that an investigation is still ongoing and it is “not going to be easy.”

She cited that the DOE will be the one to announce the findings after tasking the National Power Corp. (Napocor), National Transmission Corporation (TransCo) and the NGCP to closely monitor the power situation in Mindanao as the investigation on the root cause of the system-wide shutdown is underway.

“Currently, the DOE and TransCo are gathering all the facts to validate the reports from NGCP, Napocor and IPPs (independent power producers). NGCP and Napocor were tasked to reconcile their data and provide their respective loggers, which contain the recorded sequence of events.

NGCP and Napocor shall be conducting technical evaluations of the condition of the switchyard and the power plants, of which Transco is tasked to interpret the results,” the DOE said in a February 28 advisory, which the NGCP emailed to reporters.

But NGCP has remained mum on the reason behind the outage aside from saying that they are still “determining the cause and will issue a statement when investigation is completed.”

Power outage persisted in parts of the island after one of the Agus hydro plants and the STEAG coal-fired power plant in Villanueva town, Misamis Oriental crashed during the Feb. 27 blackout in Mindanao. The damage brought rotational brownouts of six to eight hours in some areas.

He expressed concern that most of the top officials of NGCP are from China, although he admitted that “it may not be related to the problem that we have now,” apparently referring to the territorial dispute over the West Philippine Sea. Bioco added that aside from the need for NGCP to be more open, leadership in the firm is “another issue with a service as critical as the national grid, which is the backbone of the industrial sector of the whole country.”

He cited that in the Supreme Court’s hearing of a Meralco case, the justices raised the issue about NGCP’s top Chinese officials.

“Putting (them on) something as vital as the national grid is a very delicate matter - a national security risk,” he said, adding “how come this escaped the national security adviser?”

“If we put it on the level of national security, we cannot take risks,” Bioco said.

According to its website, in 2008 the consortium of Monte Oro Grid Resources Corp., Calaca High Power Corp., and State Grid Corp. of China won the franchise to operate, maintain, and further expand the power grid “in the biggest government auction conducted in efforts to reform the local power sector.”

Republic Ac t 9511, signed into law on December 1, 2008, granted NGCP the franchise to operate, manage, and expand the electric transmission business of the country.

The Franchise Law, a product of the Electric Power Industry Reform Act of 2001, authorized NGCP to handle the transmission grid for 25 years, renewable for another 25 years, for a total of a 50-year franchise.

Enhanced Basic Education: Its contribution to Philippine Education

It is one of the endeavours of Philippine government to make education as a central strategy in developing economic status of Filipino people.

Lining this purpose is the creation of Republic Act 10533 or Enhanced Basic Education Act of 2013. Its implementation took effect on June 2013. Enhanced Basic Education Act allows the reform of K-12 curricular reform in basic education.

The basic education is defined as an important matter. It intends to meet basic learning needs, providing foundation in order for subsequent learning to take place. It consist of kindergarten, elementary and high school education. Other than that are alternative learning systems for out-of-school learners and people having special needs.

The enhanced basic education contains additives to basic education. It provides longer period of schooling; one year in kindergarten, six-year elementary and another six years for high school. Moreover, programs are included for the purpose of providing education for gifted and talented students, learners with disabilities and learners under difficult circumstances. There

are also Madrasah program and Indigenous Peoples education program in order to educate all people and respond to each one’s differences.

The Enhanced Basic Education also allows the landmark adoption of Mother Tongue Based-Multilingual Education.

This means that the language used in teaching should be understood by the students. For example, in kindergarten, most students here are not yet capable enough to speak in other languages. Thus, mother-tongue should be used in discussions and as well, in the teaching materials used. Their mother-tongue is also the basis in teaching other languages.

Enhanced Basic Education is another implementation of education department in order to improve learning of the students and also the kind of educational system that lives in the Philippines. The contribution of Enhanced Basic Education to Education matters much. It should be remembered that Education is a big foundation in order to better the economic status of each Filipino family. Therefore, it is a must that this foundation should be strengthen.

Measures in place to address M’nao’s power shortage, DOE says T

HE Department of Energy (DOE) is confident that measures the government has put in place will resolve Mindanao’s power shortage.

In a statement, the DOE said the Aquino administration has laid the ground for improving Mindanao’s power supply, which is short of 200-400 megawatts, or equivalent to an average of four hours of rotating brownouts.

The outages were due to the increasing supplydemand gap brought about by the lack of new power projects, and the nonoperation of state-owned power plants in the region.

To address this, some 128 MW in capacities has been added, including the 15 MW

EEI Diesel Peaking Power Plant and 15 MW Mapalad Diesel Power Plant, as well as the re-commissioning of the 98 MW Iligan Diesel Power Plant.

The DOE also pushed for the rehabilitation and uprating of the Agus 6 Power Plant Units 1 & 2 from 50 MW to 69 MW as well as the Balo-I plains rehab in coordination with Department of Public Works and Highways to maximize the capacities of Agus 1 and 2.

Alongside these measures, the DOE also initiated several programs and measures to provide the power of choice and draw in all available resources for the benefit of the region:

“It takes 2-4 years to build a new power plant. We in the energy sector realize that the problems that we face now require long-term solutions,” Energy Secretary Carlos Jericho Petilla earlier stated, adding that “facilitating investors’ interest to bring

in new capacities to meet the increasing demand is a priority not only in Mindanao but across the country.”

In addition, the DOE, in collaboration with the National Grid Corp. of the Philippines (NGCP), also eyes the completion of the Leyte-Mindanao Interconnection Project by 2018, which will enable it to share capacities with the Luzon and Visayas Grids, especially during supply shortfall.

In fact, these government agencies are merely being used by power companies to defend their rate hikes,” the militant group, Bayan, said in a statement emailed to news organizations.

The group reacted to a television report that the Davao del Sur Electric Cooperative (Dasurceo) would increase its rate by P1.57 to buy power from an independent producer to supply its energ y requirements.

An earlier news report said that Dasureco signed a supply contract wor t h P 6 2 . 9 1 m i l l i on with Alsons Energy Development Corp (AEDC) late last month. AEDC would supply 15 megawatts (mw) to Dasureco for three years from its diesel plants in Digos City.

The report said that Dasureco has a supply requirement of 42 mw but the supply is currently at 28 mw only. With the new deal, Dasureco would add another P1.57 per Kilowatt

M’nao’s organic products attract bigger int’l markets Mindanao’s organic black rice and coco sugar earned international attention at the recently held 25th Biofach Organic Fair, the world’s leading trade fair for organic food products held last month in Nuremberg, Germany.

Bios Dynamis, an organic rice pro ducer popular for its sought-after organic black rice, and the TreeLife coco sugar from the town of Carmen showcased Mindanao-grown organic products during the fourday exhibit in Germany, which was attended by more than 42,000 trade visitors from 135 countries.

The e vent fe ature d 2,235 exhibitors from 76 countries who presented their food and cosmetic products to top buyers from Germany, Italy, France, and the Netherlands.

“The reception of the international community to

our locally grown products is very promising. It only shows that indeed, there is a bigger market for our farmers and small to medium scale businesses, as long as they pass specific international standards,” s a i d No r t h C o t a b a t o Governor Emmylou TaliñoMendoza who participated in the exhibit.

Mendoza added that the participation of Bios Dynamis Don Bosco Foundation and the Tree Life Coco Sugar to the annual exhibit was spearheaded by the provincial government of Cotabato and funded by the Philippine-European Chamber of Commerce (ECCP).

“Our presence there affirmed the potentials of our local organic products in penetrating markets of more advanced countries and I hope this progress will inspire more farmers in

going organic,” she said.

To date, the Nor th Cotabato provincial office is processing confirmed orders from Netherlands, UK, Australia, and New Zealand, which are expected to be formalized in the next six months. Moreover, potential buyers and customers from USA, South Africa, Asia, and Singapore have expressed interest in the featured Mindanao products.

Bios Dynamis has already shipped organic black rice and other food products to Hong Kong, Macau, and China. Tree Life Coco Sugar on the other hand initially introduced their products to Netherlands and UK. Mendoza s aid t he provincial government of North Cotabato is looking into a regular participation to similar international exhibits, since they serve as platforms in showcasing the best of Mindanao’s products.

“This is again a strong indication of viability of Mindanao’s high value a g r i c u ltu r a l pro du c t s penetrating larger international markets,” said Secretary Luwalhati Antonino, whose office, the Mindanao Development Authority (MinDA) has ramped up investment promotion efforts to bring Mindanao products to foreign markets.

In a statement, Lord Mayor of Nuremberg Ulrich Maly said that BIOFACH is an important flagship and image-builder for the city and for the European Metropolitan Region of Nuremberg.
