Mindanawon installed as prexy of New York’s St. John’s University DAVAO City––Dr. Conrado “Bobby” Gempesaw, a Dabawenyo and an alumnus of the Ateneo de Davao University (ADDU) is the new President of the St. John’s University in New York, a Catholic and Vincentian university founded in 1870. The university’s website, http://www.stjohns.edu/ announced that Gempesaw was installed as the university’s “17th and first lay president” on October 24. The website describes its President as “an accomplished scholar, teacher and administrator who comes to St. John’s with almost three decades of academic and administrative experience.” Before assuming the post of President of St. John’s University, G emp esaw served as Provost and Executive Vice President for Academic Affairs at Miami University in Oxford, Ohio. Faro Antonio Olaguera, chief of the Cagayan De Oro City police force, said that about 1000 police officers have been initially deployed in the city this week to secure revelers during the “All Souls Day.” Olaguera said that the security preparations have started this early as people start to flock to public and private cemeteries to spruce up the graveyards of the departed. He said that more police officers would be deployed in Bolonsori, Camaman-an, the largest public cemetery here during the “All Souls Day.” Police officers would also be deployed to augment traffic management toward all other private and public cemeteries in the city. “We would see to it that the “All Souls Day” celebration would be peaceful,” Olaguera said.

ROSPERIDAD, Agusan del Sur- Another foreign investor in the mining industry is expected to operate in Bunawan and Rosario towns after it presented its plan to the Agusan del Sur Environment and Sustainable Development Council (ASESDC). Agnama Mining Resource Inc. (AMRI) which is a holder of exploration permit has sent a letter and a draft of a Memorandum of Understanding to Gov. Adolph Edward Plaza offering free of charge study and actual survey of the Agusan River upon hearing an information that Agusan del Sur is planning of dredging and de-silting the Agusan River. In a presentation of Bunawan Mining Corporation (BMC) representative, it was learned that BMC is 40 percent Australian company. “The permit issued to us by Mining and Geosciences Bureau is to explore and discover the area we have identified whether there are mineral deposit such as gold, copper and other minerals. This present exploration permit granted to us is only good for two years, renewable every two years up to eight years. Presently, our obliga-

tion with the community are: To look after the environment and maintain its excellent status; in our work program, we have signified to comply with all the rules and regulations whether national or locally imposed by the government; we only limit our activities to drilling for sampling and geological knowledge, and above all, to employ local residents specially the tribal communities,” Sara said. The exploration permit No. EP033-XIII was issued to BMC by the MGB on August 18, 2014 that will cover 677 hectares. If ever there will be action from among the present management within 30 days, the permit will be take back by the MGB. Within its operating period, if there are lapses and non compliance with the Philippine Rules and Regulations. A team will be organized so that from time to time, monitoring of the progress of work will be recorded. It was suggested by the ASESDC that there must be a representative from the ASESDC who will become member of the monitoring team and every monitoring activity undergone by the team, a copy will be furnished to ASESDC.

The Essence of DepEdnomics

The Department of Education is aiming to promote learning among stakeholders for them to appreciate knowledge and use it on their life businesses in the future time. This is done through conducting programs, interventions, projects and school activities. Different competitions are made in terms of division, regional or national levels as well to serve such purpose. DepEdnomics is one of these activities, organized for public elementary schools. It is an annual competition aiming to prepare pupils for higher education, employment and lifelong learning. It also teaches creative thinking and proper attitude toward business opportunities. Moreover, DepEdnom-

ics is an avenue to develop productivity and entrepreneurship among students through income generating activities. In this way, DepEd is also disclosing the doors of the students to help alleviate poverty in various communities and encourage long range economic development through skills training. Different categories of contests are held during DepEdnomics. It includes invented snack and beverage preparation competition, dish gardening contest and sales inventory competitions. There are also contests on tarpaulin making, nail art with hand massage, innovative fish dish, photographic silk screen, asexual plant propagation, table skirting and table setting, educational wooden toy making, webpage designing, creative steel Baluster making, crea-

tive T-shirt and printing and creative hairstyle and facial make up, among others. The conduct of DepEdnomics Skills Competition also is to further give importance and strengthen the Edukasyong Pantahanan at Pangkabuhayan or EPP as a subject that provides knowledge on business, entrepreneurship, home management and livelihood development. DepEdnomics is indeed a good avenue to expose students’ and coaches’ talents in different areas and as well boost confidence, encouraging them to not stop exploring when it comes to these activities even after school. In many years to come, DepEdnomics will produce entrepreneurs and businessmen that would be big help and beneficial to the economy.

Stiffer Penalties to Stop Wildlife Exploitation Stiffer penalties must be instituted to stop the exploitation of wildlife species and their respective habitats penalize its illegal trade, because it has worsened the conservation status of the country’s endemic species. Amendments to the Wildlife Resources Conservation and Protection Act introduced in Congress provides recognition of additional prohibited acts and increased penalties for the improved protection and conservation of wildlife. FORMER Councilor Dulcesimo Ytem slammed the transport strike organized by the Solidarity of Transport of Transport Alliance in Region 10 (STAREX) and its ally, the Pinagkaisang Samahan ng Tsuper at Opereytor Nationwide (PISTON), on Monday (October 27) in Cagayan de Oro City. “Why do they have to penalize the public,” asked Ytem, the former traffic czar and head of the now defunct Traffic Management and Enforcement Bureau (TMEB) who rushed to the Office of the Cagayan de Oro Press Club, Inc. (COPC) yesterday morning to complain over the holding of the nationwide transport strike. He told the transport group to hold the protest actions in front of the concern agency––and should not let the entire public suffer. “Ngano man nga idamay man niya ang entiro publiko sa iyahang personal reklamo sa iyang grupo,” complained Ytem apparently referring to STAREX. “The group can hold the protest in front of LTO,” he added. Yesterday’s nationwide strike crippled at least 95

percent of public transportation in Cagayan de Oro City and Misamis Oriental, claimed STAREX Regional President Dodong Galleros. Galleros said the STAREX-PISTON nationwide transport strike was successful as it was able to gain the strong support of its members. He said he was happy over the outcome of the strike. He said his group will no longer push through with its 4 a.m. to 4 p.m. schedule. “We will stop our protest caravan this afternoon,” Galleros told Mindanao Daily News. The group conducted the nationwide strike to demand for the implementation of P6 discount on all pump prices. The group also demanded for the scrapping of the Joint Administrative Order (JAO) of the Department of Transportation and Communications (DOTC) and Land Transportation Franchising and Regulatory Board (LTFRB) which took effect on June 19. Under administrative order, colorum bus operators will be fined P1 million; truck and van operators, P200,000; sedan operators, P120,000; jeepney owners, P50,000; and motorcycle operators, P6,000.

Representation It also provides that non-Moro IPs within the Bangsamoro territory are guaranteed representation in the executive, legislative and judicial branches of the new autonomous political entity that will adopt a parliamentary system of

government. In the executive branch, the IPs will have a seat in the Cabinet representing the Office or Ministry for Indigenous Peoples and a seat in the Bangsamoro Council of Elders that would advise the Chief Minister on matters of governance; in the legislative, the IPs are guaranteed two reserved seats in the 60-member Parliament, and possible additional seats as district representatives; and in the judiciary, the BBL provides the application of tribal justice for the IPs as well as an Office for Tribal Justice System. During the transition period that will start upon the ratification of the BBL, the IPs, according to the proposed law, are also guaranteed representation in the 50-member Bangsamoro Transition Authority (BTA), and the membership in the Council of Elders. T h e Pre s i d e nt w i l l appoint members to the 50-memb er BTA f rom nominations sent to his office. IPs will also be represented in the interim Cabinet, which will be composed of 10 offices including one for “Indigenous Peoples Affairs.” T h e prop o s e d B B L was initially drafted by a 15-member Bangsamoro Transition Commission (BTC) composed of eight members nominated by the MILF and seven members nominated by the GPH, including two IP commissioners, both of them Teduray – GPH nominee Froilyn Mendoza, and MILF nominee Timuay Melanio Ulama. AGAYAN de Oro City - Director Leon M. Dacanay, Jr. of the National Economic and Development Authority Regional Office X (NEDAX) and acting chair of the Regional Development Council (RDC), presented policy recommendations on improving health services and facilities to the Department of Health (DOH) Regional Implementation and Coordination Team (RICT) during its second semester 2014 meeting held in Mambajao, Camiguin, on October 22-23, 2014. These policy recommendations were outputs of the policy review and focus group discussion (FGD) conducted by the NEDA/ RDC-X and the DOH-X last month with decision makers, provider of health services and beneficiaries of health services and facilities. The policy review aimed to address the critical factors affecting the delivery of basic health services such as poorly equipped and poorly staffed local health facilities; congestion of DOH-retained hospitals; uneven distribution of health facilities in the public and private sectors; and inadequate nationallocal and public-private networking and patient referral systems. The discussions focused on House Bill Nos. 2373, 3759 and 4214, which called for the renationalization of the discharge of basic health services devolved to local government units. Among the recommendations were: a) from the decision makers who said no to renationalization of health services and facilities as the local government units (LGUs) are in the best position to respond to the health needs of their constituents, however, recommending the National Government to subsidize funds especially to low income LGUs with the issuance of clear guidelines on the utilization of such funds; b) from the health service providers who go for the renationalization of government and LGU-run hospitals while public health should be retained at the See services, page B3

Pallasigue explained these FMRs comprise only part of the P150 M-worth of road infrastructure projects that the municipality will implement under PRDP until June 2015. He said the LGU opted for FMRs “because we need to cope with the demands for the ASEAN economic integration in 2015.” “I believe our country would find it difficult to cope with the ASEAN Integration if our farmers are not ready,” he said, “thus, all interventions from the local government units and the Department of Agriculture should focus on providing the appropriate infrastructures, such as FMRs.” Per program guidelines, the LGU pays for the 10 percent of the project cost as counterpart. Besides taking the first check for a PRDP project, Pallasigue also boasted of Isulan LGU setting the template for preparing project proposals for the said program. “It took almost one year for the projects to be approved because there was no template where we could pattern our proposals,” he said. “This time, other LGUs would find it easier to propose projects because we have made the template for them to follow.” PRDP is a nationwide program patterned from the Mindanao Rural Development Program (MRDP) which gave local government units opportunities to contribute to the cost of implementation of development projects they decide to carry out in their

areas of jurisdiction. It is being implemented in accordance with the national government’s efforts for an inclusive growth and value chain oriented and climate change resilient agriculture and fishery sector. “The entire Philippines owes it from Mindanaons, particularly the Mindanao Rural Development Program for the PRPD,” Sec. Alcala said, “ because MRDP was the model of the World Bank when they asked me to propose for its nationwide expansion.” Besides I-BUILD, other components of the PRDP are I-Plan (Investment in AFMP Planning at the Local and National Levels, I-REAP (Investment in Rural Enterprises and Agriculture and Fisheries Productivity), and I-Support (Implementation of Support to PRDP). On August 29, the World Bank approved a US$508.25million loan grant package for the PRDP. At least 22 million Filipino farmers and fisher folk are expected to benefit from the program. Alcala stressed that these investments not only aim to meet food security targets but also to prepare the agriculture sector for the ASEAN integration, which will form the ASEAN Economic Community (AEC). “Of course it would be best to invest in areas that have big potential to compete in the AEC market. We are maximizing SOCCSKSARGEN’s good reputation in terms of producing high-quality products,” Alcala added. Eligible farmer-recipients received seven certificates of turn-over for small-scale irrigation projects (SSIP) worth P40M, while the local government unit of Isulan officially

received the Certificate of Availability of Funds (CAF) worth P33.7M for the rehabilitation of three farm-tomarket roads. Secretary Alcala also led the distribution of checks worth P68.5M under the GPBP and PAMANA projects to recipient LGUs from the four provinces of the region. Datukan said that almost P63M worth of farm machineries, postharvest facilities, infrastructure projects, and other agricultural-projects were handed to the partner farmer groups. These include 43 units of hand tractors worth P4.5M; 48 units of rice threshers worth P5.9M; 10 units of farm tractors worth P20.9-M; five units of farm tractors worth P10.8M; 12 units of cassava grater worth P1.6M; one four-wheel drive

tractor worth P637,500; one unit shallow tube well worth P85,000; 6 units of multi-cultivator with accessories worth P1.3M; 30 power sprayers; one coffee processing facility worth P1.1M; one cacao processing facility worth P 1.6M; and 700-meter farmto-market road in Surallah town worth P2.9M. Prior to the activity, the Secretary attended the ground blessing of the on-going construction of the P75-M DA RFO-12 building located at Carpenter Hill, Koronadal City. Hope Floats I want to tell you a story about a man I know… a window washer in Los Angeles. Nothing special about him … just going about his life, living from day to day. Vague plans. Few dreams. And if he had any aspirations, he never spoke of them. The window washer lived his life ignoring the questions of the future. They just weren’t that important to him, so he believed nothing. But the (accident) came… and this man faced certain death. Many of us think that when divine intervention happens, it’s something big. But it can also be a small thing that seems so inconsequential in the moment, that turns out to be the turning point for your entire life. Big or small, what if that moment affected everyone, everywhere at the exact same time? What would that mean to you? Where would you look for answers? The answer is never about just one person. None of us are in this alone. Each one of us is unique. But we are being stitched together to form a tapestry, something larger that can’t be understood until we step back to see the whole thing. At some point, we all wake up, and then we have to choose. Do we walk in hope, believing that what God is doing is good, or do we stumble around, resigning ourselves to chaos?
