SURIGAO City -- Three local journalists here had filed their counteraffidavit before the city prosecutor’s office Tuesday afternoon, saying the libel case filed by a mayoral candidate will not hold water because their story was not libelous.

“The article based on interview with a public official involves matters of public concern. It was news worthy and thus it was only proper and appropriate for us to disclose the story to the public. And there was no malice in our article,” said Edito Mapayo, editor and publisher of Pinas Balita, a weekly publication in Surigao del Norte.

His colleagues Paul Boncaros and Jun Ramirez were the other two included in the libel case filed by businesswoman Elizabeth Matugas, who is running for mayor in the municipality of Dapa, before the Surigao City Prosecutor’s Office last March 22 March.

The case was based on a news report in the weekly newspaper’s Feb. 8-14 issue which alleged that Matugas has not been paying the owners of several lots in Mt. Patag, Barangay Jubgan, San Francisco town in Surigao del Norte where she See journalists, page A11

CAGAYAN de Oro City -- Port collectors and subport collectors of the Bureau of Customs (BOC) all over the country gather in this city for a conference dubbed as “Wrapping up and Moving forward” with Customs Commissioner Alberto Lina at the helm of the series of meeting set on Friday and Saturday, here.

Lina, who arrived Thursday, here, said close to 70 participants from the entire bureau are expected to attend the meeting to wrap up and move forward.

“We are wrapping up for the program that we have, and then review, so (that) pag transition to the next, eh maganda and turnover,” Lina said.

Lina said this is not to say that they already have their replacements, but said, “mabuti na yung naka-ready.

Dapat ever ready tayo. Ito yung goal dito.”

“Review talaga ito ng mga nagawa natin ng nakaraan at saka kung ano pang improvement na pwedeng magawa,” said Comm.

Lina.

“Marami pa tayong magagawa tulad ng computerization at saka mga processes improvement para mabilis mag clear ng cargo, walang congestion at saka dumami ang ating collection,” Lina explained.

Lina said the BOC is meeting its collection target of P400 billion for the year 2016. “Kaya lang ang target talaga eh aspiration ‘yan, eh, talagang matataas ang target. We are trying to hit a dream,” he said.

Lina said many off-Manila ports and sub-ports are hitting the target, like Cebu, Cagayan de Oro, Zamboanga, General Santos City and Davao.

The Port of Cagayan de Oro is noted for having one of the most number of seized and forfeited shipments and top in its anti-smuggling and border protection due to the presence of the Intelligence Group and personnel from the Customs Intelligence and Investigation Services.

Lina also said part of the processes the BOC will try to address has something to do with “technical smuggling.”

‘The Flies’ and the Philippine election ELECTING the President and the local officials in the Philippines is the most exciting event in a country where large scale corruption, anomalies, and partisan politics is the character of the system.

However, of all the elections that take place every three years in the Philippines, the election of the President is the most crucial of them all.

Under the 1987 Philippine Constitution, the elected President would serve for six consecutive years without re-election.

The President could witness two local elections – one is during his three years in office and the other is the next three years, which election occurs in the last two months prior to the consummation of the President’s six years term.

The first election, during the President’s first three years in office, is certainly designed so that the incumbent President could have the majority of the local candidates on his side. Usually, the local officials would align with the incumbent administration for political self-preservation.

The last election, two months prior to the end of the President’s six-year term, is an election that the outgo-

ing President would want his minions to win in order to preserve the “accomplishments” and continue the “unfinished business” of his administration.

In other countries, the electorates welcome the general election as a respite from a detestable administration. The election is an opportunity to “change the leadership” either in the national or in the local political scene. For countries that value the Presidential or local election as part of the national pride, the change in leadership is a relief that provides new hopes and opportunities.

Thus, an election is an opportunity to discard the known corrupt public officials, especially those with pending and decided cases of corruption in the court

programs and not simply depend on dole-outs.

Indeed, while the Aquino government (and the governments before it) focused their attention on businesses already worth millions of dollars, it would be a welcome development for Duterte’s government to provide significant financial assistance to our countrymen who are trying very hard to make a living through their backyard or small scale businesses.

-oooDUTERTE NOT RUNNING AFTER THE CORRUPT, AFTER ALL? On the other hand, many were surprised at his announcement, which can be read at http://thestandard.com. ph/…/relax-duterte-tellsbusiness.ht…, where he said: “I am willing to turn a blind eye to what these corrupt officials have accumulated but once I am elected these

activities should stop”.

No matter how one looks at this statement, the only meaning that can be ascribed to it is this: Duterte will no longer run after, and send to jail, government officials who either enriched themselves or who wasted billions of government money. In short, Duterte is willing to let go of the plunderers and the thieves in the Aquino government.

Wow! So, under a Duterte presidency, every crook goes scot free with the billions or even trillions they have stolen? So, the Supreme Court decision to investigate and then prosecute the authors, proponents, and implementors of the discredited disbursement acceleration program of President Aquino, will no longer be obeyed and pursued?

On the contrary, the general election in the Philippines is one that promotes the continuity of the past leadership even if that leadership is marred with corruption and unscrupulous public officials.

It is unfortunate too, that in the Philippines, the incumbent public officials play the critical role of ensuring that the lapdogs and the conspirators of the repulsive administration is secured and elected into office.

Sadly, even the elected President has the temerity to promote the incompetent and the known corrupt public officials that hide in the cloak of his administration. Is this what is meant of “continuity of the legacy.”

Following this line of thinking, one would discover the reason for the existence of the abominable “ dynastical ” political system in the Philippines. Could this also be the reason that even the elected public officials who have been convicted of graft, still could run albeit callously for an elected post?

Of course, there are a number of well-meaning Filipinos who abhor the political status quo. Nevertheless, the few electorates who hate the system

Perjury case vs 43 Butuan Punong Barangays ‘political harassmnent’

BUTUAN City -- Lawyer Clint Dabalos and Doongan Barangay Chairman Gilberto Enriquez described the perjury and unjust vexation charges lodged against 43 village heads here as “political harassment” aimed at paralyzing the political supporters of Rep. Lawrence “Law” Fortun and Engr.

In separate statements, Dabalos and Enriquez put to task the group of incumbent Mayor Ferdinand Amante, Jr. for its effort to inactivate by placing into legal entanglements the local barangay chairmen who had sought the Ombudsman to charge Amante, J.D. Legaspi Construction, and others, with plunder and violation of the Anti-Graft and Cor-

rupt Practices Act over the delay and alleged irregularities in the construction of the P253-million Butuan City Poly Sports Complex.

Enriquez said he and 42 other barangay chairmen were sued with perjury and unjust vexation when the Office of the Ombudsman responded to their plunder complaint with the assessment that it “needed a case build-up so that it can stand the stringent standards of preliminary investigation and, if warranted, prosecution in court.”

Dabalos noted that theAmante group seized the Office of the Ombudsman’s response as an opportunity to charge the barangay chairmen with perjury in the Butuan City Prosecutor’s Office.

The case was subsequently moved to the Bislig City Prosecutor’s Office when prosecutors in the Butuan

Prosecutor’s Office reportedly inhibited themselves from the perjury case.

Dabalos said the case appeared to have been processed and a resolution issued with “amazing speed” to complain that his other cases were not given the same attention.

According to Enriquez, he looked forward to the issuance of warrants of arrest against him and his 42 colleagues in the Liga ng mga Punong Barangay.

He said they were several steps ahead of the Amante group’s plan by putting up a cash bail bond for themselves much earlier before the issuance of the arrest warrants.

THE environment department is looking into publicprivate partnership (PPP) as a strategy for promoting eco-tourism and conservation in protected areas (PAs) nationwide.

“PPP can be an avenue for achieving both purposes there,” said Department of Environment and Natural Resources (DENR) Assistant Secretary Corazon Davis.

Eco-tourism will help generate livelihood and revenues for PA communities, she noted.

She also said private sector eco-tourism development will logically include activities for protecting and conserving PAs’ natural resources since these comprise the main tourist attraction there.

“You don’t kill the goose that lays the golden eggs,” she noted.

Other countries are already implementing PPPs in their respective PAs, she said.

Experts cited the Philippines as among the world’s mostbiodiversity-rich countries.

Their finding that the Philippines is also one of Earth’sbiodiversity hot spots continues raising urgency for more effective conservation and management efforts.

Republic Act No. 7586 (National Integrated Protected Areas System Act of 1992) defines PAs as “portions of land and water set aside by reason of their unique physical and biological significance, managed to enhance biological diversity and protected against destructive human exploitation.”

and management of the country’s 240 existing PAs remains a challenge, however.

According to DENR’s Biodiversity Management Bureau Director Theresa Mundita Lim, a study earlier estimated at a conservative Php131 billion funding needed until 2028 for nationwide PA conservation and management.

“PAs provide various ecosystem services and benefits - we can tap biodiversity there for wealth creation,” she said, highlighting importance of these areas and need for more sources of conservation and management funding there.

DENR believes private sector participation in ecotourismdevelopment will

help address such need.

Davis said government can extend various forms of assistance as its counterpart for PPPs in PAs. She said government can provide roads and other basicinfrastructure necessary for promoting PAs’ eco-tourism.

“Department of Tourism can help promote and market PA-based eco-tourism locally and abroad,” she noted.

The interior department can coordinate with PA communities regarding how these can help promote and benefit from eco-tourism, she also said.

She further said the private sector’s PPP counterpart will be providing accommodation and other

eco-tourism facilities in PAs. DENR continues studying the matter and aims proposing this to the next administration.

Funding sources for PA at present are government’s annual budget, the Integrated Protected Areas Fund (IPAF) and donors.

According to DENR Secretary Ramon Paje, government’s previous annual budget for the country’s PAs averaged less than Php100 million.

“Government raised such allocation to Php600 million starting 2014, however,” he reported earlier this week at the 2nd PA Conference in Metro Manila.

Section 16 of RA 7586 so multi-sectoral protected area management boards (PAMBs) having jurisdiction over PAs can retain 75 percent of revenues generated there, and which accrue to IPAF, foruse in enhancing respective conservation and protection efforts.

What’s retained depends on PAMBs’ creativity in generating revenues for respective PAs, Lim noted, however.

Donors extend mostly technical assistance so PAs need more funding sources, she said.

“We are witness to the current sad state of our famers who are already begging for food and assistance, whose families are caught in the middle of drought, starvation and food riots.

The next President should have very clear plans to address this worsening food and agriculture crisis amid climate change,” said Paolo Martin Saberon, National Chair of the #IAmHampasLupa Movement.

“We chose dance as a unifying action by young people, in solidarity with farmers that are coming together to try and amplify their voices. Like a modern rain dance, we direct our plea to our next President: define and articulate concrete solutions to the problems faced by farmers now! In the last few day of the Aquino government, we urge them to stop feeding our farmers with bullets, and instead deliver what is right and what is just: food and appropriate support to our farmers,” Saberon added.

Mushroom production eyed in Mambajao

MAMBAJAO, Camiguin–– Local agriculturists and farmers alike, recently undergone a 3-day mushroom culture production training to pro-

vide appropriate technology and be able to counter the demand in the local market soon.

The activity was initiated by the local government unit of Mambajao in hope to provide additional agri-live-

lihood that will augment the income of the farmers.

Agriculturist Peter Eñola said mushroom is ideal because it can be grown commercially or in small-scale using cheap materials and agricultural waste.

“Mushroom is one of the most delicate plant to grow, and securing spawns here in the island is a challenge that we are also facing, that is why part of the training was also teaching participants how to propagate the mushrooms,”

Eñola added.

Mushroom culture in the province is still on its early phase, some farmers have successfully produced, but still small scale, and this technology transfer is hoped to perk up the industry.

80 Government Internship Program (GIP) beneficiaries now on board

Butuan City -- A total of 80 young people started their first day of summer job through the Government Internship Program (GIP) in the Department of Social Welfare and Development (DSWD)-Caraga.

Thirty-four (34) of them are stationed in the regional office while the other 46 are deployed in the different local government units

(LGUs) in the region.

According to Youth Sector Focal Person Genelyn Marturillas, the GIP beneficiaries will work for 22 days from 8:00 in the morning up to 5:00 in the afternoon and will receive a salary which amounts to 60% of the minimum wage per day.

The DSWD-C entral Office allocated Php353, 760.00 for DSWD Field

DSWD: P6.2M Food Assistance for Drought-Affected Farmers in Caraga Butuan City -- The Department of Social Welfare and Development (DSWD)-Caraga is now delivering a total of 15,180 family food packs amounting to Php6,223,800 to the Social Action Centers (SACs), Red Cross, and parishes of the droughtaffected areas in the region for their distribution to the 3,795 farmers.

Each farmer is expected to receive 24 kilos of rice, 32 tins of tinapa and corned beef/beef loaf, 24 pieces of noodles, and 24 sachets of 3-in-1 coffee amounting to Php1,640 per family.

As mentioned, the Department tapped the said action centers to assist in the distribution of goods since it is election period.

“We are very thankful for the cooperation of our parishes and the Red Cross who willingly agreed to hand these food packs to the farmers,” said Regional Director Minda B. Brigoli.

Partnership: Important Role in the Senior High School Implementation

In the advent of the full implementation of K-to-12 Enhanced Basic Education Program which will commence with the opening of the Senior High School (SHS) this coming June 13, 2016, all public high schools identified as SHS implementers are fast tracking their implementation plans and readiness nowadays.

Despite the efforts and large budget given to the Department of Education (DepEd) for this purpose of improving quality education and increasing access of children and young people to free education, many queries and criticisms are being bombarded towards the government regarding Senior High School which accordingly prolongs the economic anguish of many poor families as SHS adds years in the basic education. Subsequently, adds expenditure to the family.

So much have been written on the pros and cons that are relative to the Senior High School readiness of the schools, especially the public SHS

providers, reality shows that public Senior High Schools do not have the luxury of tools and equipment and other facilities. Thus, to conquer these limitations, DepEd has strengthened the programs on linkages and partnerships with external stakeholders and potential industry partners.

Partnership is a significant key in the successful implementation of Senior High School in public schools. Apart from identifying the track/strand offerings, tools and equipment needed, administering career guidance among Grade-10 students, conducting early registration and advocacy campaigns, creating linkages and partnerships with potential industry partners has been the most tedious and challenging aspect in the school readiness. To achieve the goals of the K-to-12 Program, DepEd finds its needs to enter into partnership with different groups in the fields of work immersion opportunities for public Senior High School learners, use

Just last April 27, 2016, DepEd Order 24, s. 2016 was issued, promulgating the guidelines on accepting donations and on processing applications for the availment of tax incentives by private donorpartners supporting the K-to-12 program. These guidelines enable the schools and donating entities to mutually benefit from their partnership.

It is the right of every child to have an access to education. Hence, basic education in the public schools is free. Free education means there is no tuition fee and other miscellaneous that a pupil/student pays to the

school to defray the expenses incurred in the entire operation of the school, including salaries of teachers. The government pays for everything. Since school operation and expenditure is no joke; it incurs millions of pesos, public schools do have many limitations and insufficiencies. Due to this insufficient number of tools, equipment, and facilities, there is a tremendous and significant role of external stakeholders such as the local government unit (LGU) and the private partners: companies, corporations, and individuals. The support of these partners to the public schools contributes meaningfully to the success of SHS implementation.

For instance, Cagayan de Oro National High School (CDONHS), though a flagbearer of the city’s name, has not been given attention for the past years. 4,200 students crowd in the more-or-less 5600 square meters of a parcel of land along 8th2nd streets in Nazareth of this city; with meagerly 37 classrooms only both shared by day and night shifts classes. the present administration, CDONHS is endowed with more-than-a-hectare land as its new school site that is located behind the San Antonio de Padua Parish in barangay Nazareth. The city government, through the local school board funds, purchased the lot and now an 80- classroom-4-storey building has been constructed to accommodate the incoming SHS learners, appending to the previous school year population of students. These are just among the agencies and companies which play a vital role in honing and enhancing the skills of the SHS learners in their specific track/ strand/specialization. The administration of CDONHS is now working on building partnership with some Higher Education institutes and technical schools for the teacher trainings and use of facilities.

Reprehension of the implementation of K-to12 program is grounded on this belief that DepEd is not ready for Senior High School implementation.

Filipino traders to do mission to Malaysia DAVAO City -- A group of businessmen from the Philippines will do a business mission to Malaysia next month to firm up shipping of consumer goods between the two countries and lower the cost of commodities.

Romeo L. Castañaga, country head of the SME Development Working Group of Brunei Darussalam, Indonesia, Malaysia, Philippines - East Asean Growth Area (BIMP-EAGA), said this will benefit Mindanao and Palawan being the primary focused areas in the economic sub-region.

“It will formalize the trading between two countries. In Palawan, they will have products, like consumer goods, which will not have to go through Manila,” he said during “Wednesdays at Habi at Kape” in Abreeza Mall.

He said that the seaport in Puerto Princesa, Palawan is the most strategic location and the closest to Malaysia’s seaport in Kudat, Sabah.

“Our port in Puerto Princesa is already an international

port which can accept goods from international countries.

The receiving end (Malaysia) should also be registered as an international port,” he said.

Castañaga, who is also the provincial director of the Department of Trade and Industry (DTI) in Davao del Norte, said that they can start trading as soon as discussions with their Malaysian counterparts will be finalized.
