NorMin Family Welfare Fed ratifies charter By Glenford C. Labial
CAGAYAN de Oro City – The Constitution and By-Laws of the Northern Mindanao Federation of Family Welfare Committees (FFWC) have been ratified during its Regional General Assembly cum Teambuilding and Fellowship, last January 11. Participated in by 72 labor and management representatives from 30 industrial companies in the region, the activity was part
of the preparations for the 20th FFWC-10 Convention on June 20-22 and the subsequent creation of the Misamis Oriental East FFWC. L aw yer Johnson G. Caňete, regional director of the Department of Labor and Employment (DOLE), said FWP as mandated in Department Order No. 5603, seeks to introduce the concept of promoting the welfare of workers and their families as a key to workplace productivity.
CAGAYAN de Oro City– –A Congressman in Cagayan de Oro City urged the Commission on Higher Education (CHED) to release the P50 million annual appropriation for the Mindanao University of Science and Technology (MUST) here. Rep. Rufus B. Rodriguez, 2nd District, Cagayan De Oro City, said that Republic Act 9519 has converted erstwhile Mindanao Polytechnic State College in Cagayan de Oro City into a state university known as MUST. He said that an appropriation of P50 million, in addition to the regular fund of the state university under the general appropriation act, has been approved for MUST operations for a period of five years after R.A. 9519 were approved in Jan. 7, 2009. The fund was needed for MUST, one of the country’s 14 state universities that had attained Level 1V, the h i ghest a s ta te university or college could attain, where future scientists and inventors are trained to possibly propel the country’s economic development and growth. MUST be a leading university with two
academic programs recognized as a Center of Development (COD) in the field of mathematics and Electrical Engineering and seven other Level 111 accredited programs, Rodriguez added. He said that CHED has not made any recommendation with the general appropriation act to allocate the P50 million fund for MUST for the year 2011, 2012, and 2013 in which case the Department of Budget and Management (DBM) was unable to release funds. According to Rodriguez, the unavailability of the funds hindered MUST five-year strategic plan in its pursuit for excellence in the fourfold functions of instruction, research, extension, and production aimed at providing the country’s scientific and technological knowledge and skills. Rodriguez said that the Regional Development Council of Region 10 has reiterated its request for the release of the P50 million fund as scheduled for the construction and upgrading of the facilities and technologies of the university to perform its role in the development of resources for global competitiveness. CD
He said it also aims to improve worker-management relations. Meanwhile, Technical Services and Supervision Division Chief Director Rodrigo A. Deloso thanked the participating companies for their support to the various programs of the Department. He also encouraged them to strengthen plant level initiatives to contribute to the objectives of the FWP. (Glenford C. Labial, DOLE10/PIA-10/asf )

OroChamber Exec elected COWD Chair
Oro Chamber Past President and incumbent Trustee of the Agriculture, Mining and Fishery sector Ruben Vegafria is now heading the Cagayan de Oro Water District (COWD) as Chairman of the Board. Serving the local water district for four (4) years now, PP Ruben Vegafria was elected as the 11th Chairman of COWD last
January 4. “This is a good development for us in the Chamber,” said President Efren Uy. He said that since water is a key business cost concern Mr. Vegafria’s chairmanship will expectedly improve the delivery of water services throughout the city for the benefit of thousands of Cagay-anons and business establish-
ments. As a hard-working executive, Oro Chamber believes that Vegafria’s leadership in the water company will pave the way for the latter’s transformation into an effective, efficient and reliable water service utility that everyone is hoping for. It can be recalled that COWD was among those badly hit by typhoon Sen-
Ruben Vegafria dong. At present, COWD is busy upgrading its pipes and water distribution systems while installing needed pipes in nearby areas.
Oro Chamber lauds Oro dad for endorsing 50% RPT THE country’s Hall of Fame Most Outstanding Chamber of Commerce and Industry is happy that it gained an attentive ally in Kagawad Juan Sia who understood the horrible plight of Sendong victims. “ The proposal for 50% discount on the real property taxes from 2012 up to 2014 will not only benefit member companies but everyone hit by Tropical Storm Sendong,” said Chamber President Efren Uy. In fact, the request was
more of a reminder to the city that it is empowered under the Local Government Code to grant tax exemption privileges (Chapter V, Section 192 of RA 7160) especially in cases of natural calamities, civil disturbances, general failure of crops, or adverse economic conditions such as substantial decrease in the prices of agricultural or agribased products. Article 282 of the IRR also reiterated that the grant of
tax exemptions, incentives or reliefs by the local sangguniang bayan/panlungsod/ panlalawigan shall only extend to taxes and shall not apply to regulatory fees and shall be extended through an ordinance. Mr. Uy further said that the proposed 50% RPT discount is so small if we were to consider that the banks in the area already zero-valued all properties affected by Sendong. Property owners can no
longer use these properties as collaterals because their value is zero. It’s 100% afterall and the 50% discount we are asking for is a fair and justifiable assistance to Sendong victims to help them bounce back and fully recover from the disaster. “We hope that more councilors will be able to appreciate the rationale behind such request and would rally for the approval of an ordinance to this effect soonest,” said Uy.

Misor plant cited for superior environmental performance Villanueva, Misamis Oriental – Senator Loren Legarda cited recently energy firm STEAG State Power Inc. In her letter to SPI President and Chief Executive Officer Dr. Bodo Goerlich, Senator Legarda, who is also Chairperson of the Senate Committee on Climate Change, commends SPI’s continuing effort to integrate green polices into the company’s business plans and operations. In November last year, SPI joined the ranks of 18 other companies in the country, and among the five in Mindanao, to quality under Track 1 of DENR’s Philippine Environment Partnership Program (PEPP). PEPP-Track 1 industries are large companies that go beyond compliance and driven by competitiveness, image and supply chain requirements to improve performance. The award is conferred to companies with no cases and complaints filed with the Pollution Adjudication Board for the last three years prior to the date of awarding; are in full compliance of all applicable environmental laws and proven to show cleaner production processes and superior environmental performance by a 3rd party auditor.
“May this award inspire other companies to take the path of green and sustainable development” Sen. Legarda said. Using state of the art electric generation and pollution prevention technologies, the power plant continues to meet global standards on efficiency and reliability and has achieved 100% compliance with applicable local and international environmental protection regulations. Through the years, SPI enjoys the reputation of being one of the highly efficient and reliable power producers in the country. Since start of its operations in November 2006, the power plant has so far delivered more than 8 billion kWh of electricity to the Mindanao grid representing about 20% of the island’s total power supply. SPI is a special purpose company that owns and operates a 210 MW (net) power plant at the PHIVIDEC Industrial Estate in Villanueva, Misamis Oriental. The company is majority owned by Steag GmbH which is Germany’s 5th largest electricity producer and market leader in biomass power plants. Steag’s Filipino partners at SPI include clean energy leader Aboitiz Power Corporation (AP), and La Filipina Uygongco Corporation.

Pueblo de Oro NGCP complains vs. ‘right-of-way violations to host 50th So Ladies golf
T
he Pueblo de Oro Golf and Country Club in the Cagayan de Oro is honored to host the golden staging of the Southern Ladies golf tournament with the country’s leading players vying for top honors on Feb. 6-8. Princess Superal goes for back-to-back championship in the three-day event, which also features members of the national pool and the leading players in various classifications. The individual championship will be held under the Molave scoring system while the team, a fourto-play, three-to-count event, and seniors tournaments will use the Stableford system (net of handicap). The organizing National Golf Association of the Philippines is also inviting past Open champions to join the golden staging of the annual event backed by the Philippine Sports Commission,, WWWExpress, DPC Yellow Pages, Hans
Brumann Jeweller, St. Luke’s Hospital and hole-in-one sponsors Toyota Motor Phils and Mizuno. “We’re inviting the past Southern Ladies Open winners to attend this momentous event and better yet join the tournament altogether,” said NGAP chair for ladies committee Alice Ll. Andrada. For details, contact NGAP. at (02) 5179778 or fax (02) 7065926 or (Susan Facundo) at 0917-560-7074 or at Pueblo at (088) 858-8976 or 817-4275. Others expected to join are Superal’s teammates in the ICTSI-The Country Club squad, including Sarah Ababa and new members Sophia Chabon and Abegail Arevalo. The local bets are also expected to figure well in the tournament as well as those from the leading players from the country’s top clubs, including Aguinaldo, Alabang, Apo, Cebu Country Club, Davao Golf, Del Monte, Orchard, Phil Navy, Pueblo and Wack Wack.
The National Grid Corporation of the Philippines (NGCP) complained about the penchant of some people for planting trees under the transmission lines. Trees and vegetation that grow or are planted inside or adjacent to NGCP’s existing transmission line right-ofway (ROW) are known to cause trippings or power outages when they breach prescribed safety clearances for high-voltage power lines. NGCP singled out Mindanao, specifically the Balo-i area, as particularly troublesome for NGCP. “Clearing of trees and vegetation under the 138-kiloVolt (kV) transmission lines emanating from NGCP’s Balo-i Substation has become difficult because of uncooperative landowners. For January 2013 alone, the Balo-i-Agus 2 138-kV line already tripped seven (7) times because of trees deliberately planted by unscrupulous landowners beneath the lines. That’s 7 times in 3 weeks!,” said NGCP Spokesperson Atty. Cynthia P. Alabanza. NGCP’s Balo-i Substation and lines emanating from it are facilities crucial to the entire Mindanao grid because
the bulk of the power generated from the government’s Agus Complex enters the grid through the said substation. The Agus Complex supplies 500 MW to the Mindanao grid, representing about 60% of the island’s total current supply. At least 200 MW consumed by South Mindanao passes through NGCP’s Balo-i Substation and the transmission lines emanating from it. Alabanza added, “It’s not simply a question of making our work easier. The ROW violations also imply additional cost to the company because we have to clear the land of vegetation and structures before we can perform maintenance work. In cases where the ROW violations cause damage to facilities, the cost implication multiplies. There is the cost of repairs and restoration, in addition to the cost of additional manpower and manhours which could have been utilized for more inspection and maintenance activities.” In addition to operational problems, NGCP also warned the public of the safety hazards for ROW violators. Trans-
mission lines are open lines that carry a minimum of 69,000 volts and a maximum of 500,000 volts. “You don’t even have to touch the lines to be electrocuted. Electricity induction may occur once the safe clearance is breached. In other words, if you get near enough, even without touching the lines, you are in danger of being electrocuted,” Alabanza explained. “Our lines carry electricity that is more than 300 times the power of the electricity flowing in our households, which is just 220 volts. Breaching our safety clearances can be fatal,” warned Alabanza. As a preventive measure, NGCP conducts regular safety information campaigns all over the country through print and broadcast media. They also conduct information and safety forums at the barangay level in communities traversed by their facilities to remind the public to take extra precautions when near the transmission lines. NGCP also coordinates with LGUs for help in getting word to the public about the risks and hazards of living under their lines.
“At the end of the day, ROW violations affect our power delivery service. In turn, the distribution utilities and the public at large suffer and are most affected,” said Alabanza. Responsible trimming of trees and vegetation within the transmission line ROW is part of regular operation and maintenance procedures done by linemen. The Department of Environment and Natural Resources (DENR) has granted NGCP the authority to prune or cut any or all vegetation or trees that could cause trippings and outages of existing transmission lines where and when necessary. NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid. NGCP transmits highvoltage electricity through “power superhighways” that include the interconnected system of transmission lines and towers, substations and related assets. NGCP’s regular maintenance activities and expansion projects aim to enhance the reliability and quality of electricity delivered to customers.

exceeded their collection targets. The revenue region covers the cities and municipalities under Northern Mindanao and Lanao del Sur. This is a big accomplishment for BIR RR16, under the leadership of Regional Director Alberto S. Olasiman. “It is the first time since 2008 to 2011 that BIR RR16 exceeded its collection target,” said Collection Division Chief Blandina Florante. For his part, Director Olasiman stated, “Nothing is impossible if we will just think positive. Without reservation we could say, we had an excellent collection performance for 2012.” He added, “We had done our part, which is to collect taxes for the government.” He spoke with the revenue district officers during the first Regional Staff Conference in Cagayan de Oro City last January 21. It can be recalled that when Director Olasiman reported last September 2011, the region suffered a deficit of more than P200 million. For the last remaining quarter of the year, he managed to reduce the deficit by yearend to P58 million. He said the region could have done better last 2011 had it not been for tropical storm Sendong which resulted to damage to property, loss of lives, and adversely affected the economic well-being of the cities of Cagayan de Oro and Iligan. During the conference, Director Olasiman recognized the efforts of each of the revenue officers and their personnel which led to the good collection performance of the region. First to be recognized was the 2012 Presidential Lingkod Bayan Awardee - Revenue District Officer (RDO) Aminoding Macarampat. He led RDO 102 Marawi City and Lanao del Sur to achieve the highest percentage of excess over goal in the region. Pop Songs Lifted from Classical Music
D
id y o u know that the famous pop song “All By Myself” by Eric Carmen released in 1975 borrowed musical phrases from Sergei Rachmaninoff’s Piano Concerto No. 2?
Pop musicians s o m e t i m e s borrow melodies from well-known classical tunes as inspiration and a springboard to their own compositions. In the case of Carmen, his song’s b r i d ge i s b a s e d on the second movement (Adagio Sostenuto) of Sergei Rachmaninoff’s Piano Concerto No. 2 in C minor, Opus 18. "All by Myself" has spawned several versions from famous pop artists like Celine Dion, Frank Sinatra, Tom Jones, Shirley Bassey, Sheryl Crow, Jewel, Il Divo and even our very own Charice (Glee, Season 2). Another pop song, “Full Moon and Empty Arms” released in 1945 by Buddy Kaye and was also recorded by Frank Sinatra is also from the second theme of the third movement of Rachmaninoff’s Second Concerto. Cagayanons wil be fortunate to hear the classical music from which the songs are derived this coming February 16, 2013, 7:30PM at the Rodelsa Hall of Liceo de Cagayan University. C e b u Philharmonic Orchestra together with the Unites the World Project Orchestra of Japan will assist international pianist
Rudolf Pelaez Golez as soloist for the popular piano concerto. Other classics such as the Radetzky March by Johann Strauss and Overture to
