Comelec public works ban starts March 29 By Rutchie C. Aguhob
Oroquieta City - Except for the maintenance of existing and or completed public works, no public funds shall be disbursed during the campaign period, from March 29 until May 13, 2013. Section 261 of the Omnibus Election Code provides that no public official or employee including barangay officials and those of government-owned or controlled corporations (GOCC)
and their subsidiaries shall release, disburse or expend any public funds. The prohibition, however, shall not apply to on-going public works projects commenced before the campaign period or similar projects under foreign agreements. Meanwhile, such prohibition applies to any and all kinds of public works, except for the maintenance of existing and/or completed public works provided that not more than the average
number of laborers or employees already employed therein during the six-month period immediately prior to March 29, 2013, shall be permitted to work during such time. As stipulated in Comelec Resolution No. 9585, is that no additional laborers shall be employed for maintenance work starting March 29, 2013 until May 13, 2013, and that work undertaken by contract through public bidding held, or by negoti-
ated contract was awarded, before March 29, 2013. The Resolution also clarifies that work undertaken under the so-called “takay” or “pakyaw” system shall not be considered as work by contract. Meanwhile, Comelec Resolution 9585 provides that payment for the usual cost of preparation for working drawings, specifications, bills of materials, estimates, and other procedures preparatory to actual construction
including the purchase of materials and equipment, shall be made and all incidental expenses for wages of watchmen and other laborers employed for such work in the Central Office and field storehouses before March 29, 2013. Provided, that the number of such laborers shall not be increased over the number hired when the project or projects were commenced and that emergency work was necessitated by
the occurrence of a public calamity, but such work shall be limited to the restoration of the damaged facility. Again, Comelec Resolution 9585 provides that no payment shall be made within five days before the date of election to laborers who have rendered services in projects or works except those falling under the above-mentioned conditions.
Sapot, sapatos, bag ug daghan pang uban.

poverty reduction action plans. In line with the President’s “Social Contract with the Filipino People” calling for, among others, transparent, accountable and participatory governance, this program was created, under Executive Order No. 43 – 2011, by the Human Development and Poverty Reduction Cluster (HDPRC), the Good Governance and Anti-Corruption Cluster (GGAC) and the Economic Development Cluster. Also involved in the
creation of the contract were the DILG, Department of Budget and Management (DBM), Department of Social Welfare and Development (DSWD) and the National Anti-Poverty Commission (NAPC). The DILG is given the responsibility to implement the BUB Program, being the chair of the Regional Poverty Reduction Action team (RPRAT). Thus, there is a need to mobilize its field officers in order for the Department to successfully implement the BUB process and to
effectively monitor the implementation of the BUB projects. The DILG field personnel were oriented on their roles in the BUB implementation, in their coordination efforts with the different players and stakeholders pursuant to the DBM-DILG-DSWDNAPC Joint Memorandum Circular No. 3 series of 2012, and in the provision of technical assistance to LGUs for the compliance of requirements for BUB projects. Working together with
DILG were members of the RPRAT: DBM as co-chair, DSWD, Department of Agriculture, Department of Agrarian Reform, Department of Environment and Natural Resources, Department of Health, Department of Education, Department of Labor and Employment, Department of Energy, Department of Trade and Industry, Department of Tourism, National Electrification Administration, and Technical Education and Skills Development Authority. Nacaya cmte discuss action plans vs vandalism The City Council committee on police, fire and public safety chaired by Councilor Ian Mark Q. Nacaya during its meeting Wednesday discussed the plan of action of the Task Force AntiVandalism to strengthen the campaign against vandals.
The committee noted observations that vandalism is still existing and that even newly-painted building and commercial establishment are being vandalized. Minors are reportedly involved in the illegal activities, needing the participation of the Department of Social Welfare Development (DSWD) to address the problem. Councilor Nacaya sug-
gested that another meeting be held with invited psychologists from Xavier University, Capitol University, Liceo de Cagayan University, together with the Department of Health as resource persons. He said the CSWD and members of the Cagayan de Oro Police Office (COCPO) will also be invited. The cooperation of differ-
ent government agencies and private sector is necessary to address the problem of vandalism, Nacaya added. It may be recalled that the councilor called for the creation of a special task force, which will coordinate with police stations, sections and barangays and find ways to solve the unabated acts of vandals in the city.(APD)

Dagan-dagan, bahalag sukamod
Aw diay!
Maoy magbuot.

In non-professional circles in the United States of America it is largely ignored and in non-professional circles in the Republic of the Philippines it arouses so much hostility that it is fair to say that I was practically being disowned by some of my own family. If you want to know what I have to say about Darwinism itself I am afraid you are going to have to look at some of my postings in my Facebook account. There is a new version of Creationism called Intelligent Design or ID. Do not be fooled, There is nothing new about ID (Intelligent Design). It is just Creationism under a new name, re-Christened, I chose the word advisedly, for tactical and political reason. The arguments of the so

Rock the boat Humanism Rey Zaldy Serna called Intelligent Design (ID) Theory is the same old arguments that they have been refuted again and again since Charles Darwin down to the present day. There is an effective Evolution lobby coordinating the fight on behalf of Science. But they get quite upset when people like me dare to mention that we happened to be Atheists or Evolutionists. They see us, as rocking the boat. You can understand why. Creationists lacking any coherent scientific argument for their case, fall back on the popular phobia against Atheism. Teach
your children Evolution in biology class and they’ll soon move on to drugs, juvenile delinguencies and sexual perversions. In fact, educated theologians from the pope down are firm on their support of Evolution. The book Finding Darwin’s God by Kenneth R. Miller published in the year 1999 is one of the most effective attack on Intelligent Design (ID) and even most effective for the reason that it is written by a devout Christian. People like Kenneth R. Miller I call a god-send to the Evolution lobby. Because
they exposed the lies that Evolutionism as a matter of fact is tantamount to Atheism, people like me on the other hand, rock the boat. I think they are right about one thing. I think they are right that Evolution is fundamentally hostile to religion. I believe a true understanding of Darwinism is deeply corrosive to religious faith. If I was a person interested in preserving religious, I would be afraid of the positive power of Evolution to inspire and enthrall precisely because it is Atheistic. The difficult problem for any theory of biological design is to explain the massive statistical improbability of living things. Statistical improbability in the direction of good design, complexities the other word for this. Living creatures are too complex to come about by boat /P5

so powerful, so economically powerful. It has the similarity of a beautiful suspension bridge. The God theory is not just a bad theory it turns out to be in-principled and incapable in doing the job required of it. For comments, write to rzaldyserna@yahoo. com.au

MAMBAJAO, Camiguin, Feb. 6 (PIA) -- Latest regional agricultural statistics report discloses a 20 percent increase in inland fish production owing to increased fish catch of freshwater eel, carp and mud crab. According to the Bureau of Agricultural Statistics (BAS), farmgate prices of inland fish species still rose despite the increase of production in December 2012, as influenced by high priced marine fish species. About 13 metric tons of grigate tuna, roundscad, skipjack, big-eyed scad, and Indian sardines were unloaded in the island’s commercial landing centers. A 300-square meter bangus fish cage, stocked with 7,000 fin-
gerlings was likewise noted in Lagoon, Benoni of Mahinog town. BAS also reported the fawling and algal
parasitism of seaweeds in Mantigue Island, locally known as “bungotbungot.” a number of seaweed farms here
were likewise washed away by strong currents late last year due to extreme weather conditions. (JCV-PIA/jdelpf)

DSWD-10 highlights solidarity in their 62nd Anniversary By Recthie T. Paculba
CAGAYAN de Oro City- The Department of Social Welfare and Development (DSWD) Field Office 10 celebrated its 62nd anniversary, with the theme “Sama-samang Husay, Tungo sa Tagumpay,” by recognizing their partner agencies which greatly helped in the proper implementation of social welfare projects and have provided support during the past calamities that hit the region.
In their culmination night held at Pearlmont Inn on February 1, Atty. Araceli F. Solamillo, DSWD10 regional director, shared that, “DSWD has advanced its vision of a society where Filipino individuals, families and communities are empowered to attain an improved quality of life such that the Department becomes the world standard in the delivery of coordinated services and social protection programs by 2030.” She also expressed her utmost
appreciation to their partner agencies and dedicated staff who worked hard especially during the onslaught of tropical storm Sendong. For their core shelter project, Solamillo reported that the Department has already built 2,357 core shelter units as of January 25, 2013 with the aid of various offices that supported the Agency such as the 52nd Engineer Brigade under the leadership of Colonel Mutiangpili.
That Secretary Corazon Juliano-Soliman was adopted by the local government unit of Cagayan de Oro as daughter of the city in recognition of her leadership during the relief, early recovery, and rehabilitation operations is considered part of the accomplishment of DSWD. “The growing number of program and project beneficiaries of our core anti-poverty programs, like the Pantawid Pamilyang dswd /P5
