888 is Oro’s permanent hotline CAGAYAN de Oro City - Local residents should remember the number “888.” The City Council, presided over by Vice Mayor Caesar Ian E. Acenas, has enacted an ordinance declaring “888” as the city’s permanent hotline number. The move was initiated by the City Council committee

on police, fire and public safety chaired by Councilor Ian Mark Q. Nacaya, in line with the city’s intention for quick response during calls for assistance for calamities and peace and order concerns. It was learned that the committee held a series of meetings with National Tele-

communications Commission (NTC) Regional Director Teodoro D. Buenavista Jr., the Cagayan de Oro Police Office and representatives from different telecommunications companies to discuss and agree upon a number that is easy to recall and acceptable to all. For finally coming up

with Hotline 888, legislators adopted Resolution No. 11287-2013, expressing the city’s thanks and gratitude to Engr. Buenavista, Director Dimnatang M. Daria of Telecommunications Office-10, and the managers of Misortel, Smart, Bayantel and PLDT-Philcom, among others. (CIO/asf)

The City Council committee on health and sanitation, chaired by Councilor Dante Pajo, is set to tackle the complaint of residents on the alleged nuisance and foul odor emanating from a pigpen at Sitio Calaanan. According to the Office of the Building Official (OBO), an agreement was

already signed by the parties that the structure will be demolished within 20 days, but it was reportedly not complied with. Based on the report of the OBO, the pigpen is a public nuisance considering that it injures or endangers the health or safety of others and annoys

or offends the senses. This is violative to Articles 694 and 695 of the Civil Code of the Philippines, the residents contended. It was learned that there was an order for the owner to remove the structure within 15 days. The OBO warned that

appropriate action will be taken, if the owner refuses to follow. The inspection report indicates that there are several existing pigpens near Kulago creek, owned by different individuals. OBO has recommended to declare these structures, as nuisance. (APD/asf )

PRO-10 completes e-Rogues’ and e-Warrant System’s Training By Ronnie Francis M. Cariaga

CAGAYAN de Oro City Facilitators from the Philippine National Police (PNP) Directorate for Investigation and Detective Management (DIDM) and Information Technology Management System (ITMS) in Camp Crame, Quezon City completed the conduct of a five-day e-Rogues’ and eWarrant System’s Training at Camp Alagar, Lapasan, Cagayan De Oro City. Two hundred thirtyfour police officers, with basic computer knowledge participated in the training which formally closed

February 1. PSSupt Jerry C Linsagan, chief of the Regional Investigation and Detective Management Division gave a briefing and purpose of e-Rogues’ Gallery and eWarrant System, as part of the PNP e-Projects. The e-rogues’ gallery or the Electronic Rogues Gallery database is a photo gallery of wanted criminals and other suspected law offenders posted online for easy reference by investigators and tracker teams. The E-warrant System will likewise provide police

stations faster and better access to persons with active or pending warrants of arrests anywhere in the country. After the training, the participants were required to make use of their newly acquired knowledge and to pass it on to other police officers assigned in investigation and detective patrol. They will be assigned as encoders who will regularly update the gallery of their wanted criminals. Once entered in the computers, police stations anywhere can be able to access the database. Think a minute… A famous man said, “Words are the most powerful drug used by mankind. Words are like nitroglycerine: they can blow up bridges—or heal hearts.” It just depends on how you use them: as a weapon to hurt or a tool to help. Our tongue really does have the power of life and death. Words have brought peace or war between nations; life and death to millions. Words can either make or break the reputations and careers of people. So an important secret to success is learning how to use our words well, to say the right thing at the right time in the right way. Yet sometimes, the best statement we can make is our

(first of two part) The Theory of Evolution by Natural selection by Charles Darwin is the gradual, nonrandom process by which biological traits become either more or less common in a population as a function of differential reproduction of their bearers. Variation exists within all populations of organisms. This occurs partly because random mutations cause changes in the genome of an individual organism, and these mutations can be passed to offspring. Throughout the individuals’ lives, their genomes interact with their environments to cause variations in traits. Individuals with certain variants of the trait may survive and reproduce more than individuals with other variants. Therefore the population evolves. Factors that affect reproductive success are also important, an issue that Charles Darwin developed

silence. It’s also a hard argument to beat. Occasionally, the only way to be heard is to be quiet. Those who have the most to say usually say it with the fewest words. It’s the wise, successful person who says more by talking less. Remember, “You’ll almost never hurt yourself by what you don’t say. It’s when the fish opens his mouth that he gets caught.” So a good rule to follow is: “Don’t speak unless you can improve on the silence.” You can often tell more about a person by what they say about others than by what others say about them. The reason we enjoy talking about the faults of others is so we can feel better about our own

faults. You see what you want to see and say what you want to say. It’s out of our heart that our words come. But remember that a good word is as easy to say as a bad one.

Rock the boat Humanism Rey Zaldy Serna in his ideas on sexual selection, for example. Natural selection acts on the phenotype, or the observable characteristics of an organism, but the genetic basis of any phenotype that gives a reproductive advantage will become more common in a population. Over time, this process can result in populations that specialize for particular ecological niches and may eventually result in the emergence of new species. In other words, natural selection is an important process by which evolution takes place within a population of organisms. As opposed to artificial selection, in which humans favor

specific traits, in natural selection the environment acts as a sieve through which only certain variations can pass. Natural selection is one of the cornerstones of modern biology. In his influential 1859 book On the Origin of Species, in which natural selection was described as analogous to artificial selection, a process by which animals and plants with traits considered desirable by human breeders are systematically favored for reproduction. The concept of natural selection was originally developed in the absence of a valid theory of heredity; at

karong umaabot eleksyon?

In fact, if we’re smart, we’ll “keep our words soft and sweet, because we may have to eat them.” Gentle words may fall lightly, but they carry great weight. So the sooner we learn to use our words well, to build others up instead of tearing them down, the sooner we’ll start enjoying success and happier relationships. But first, we need to change our heart, since that’s where our words come from. Just ask Jesus Christ to change your heart by taking full charge of your attitudes and words everyday. Then ask Him to give you the willpower and wisdom you need so you can win with your words. Just Think a Minute…

the time of Darwin’s writing, nothing was known of modern genetics. The union of traditional Darwinian evolution with subsequent discoveries in classical and molecular genetics is termed the modern evolutionary synthesis. Natural selection remains the primary explanation for adaptive evolution. Natural variation occurs among the individuals of any population of organisms. Many of these differences do not affect survival, but some differences may improve the chances of survival of a particular individual. A rabbit that runs faster than others may be more likely to escape from predators, and algae that are more efficient at extracting energy from sunlight will grow faster. Something that increases an animal’s survival will often also include its reproductive rate; however, sometimes there is a trade-off between survival boat /P5

Law provides for justified termination of 'kasambahay' By Apipa P. Bagumbaran

An employer cannot terminate the services of a domestic worker or "kasambahay" at any time and for whatever reason. Republic Act 10361, "An Act Instituting Policies for the Protection and Welfare of Domestic Workers" otherwise known as the "Domestic Workers Act or Batas Kasambahay," only allows employers to terminate the services of a kasambahay before the expiration of their contract for just and authorized reasons.

These include misconduct or willful disobedience by the domestic worker, gross or habitual neglect or inefficiency by the domestic worker in the performance of duties, fraud or willful breach of the trust reposed by the employer, violation by the domestic worker of the terms and conditions of the employment contract, and commission of a crime or offense by the worker against the employer or any immediate member of the employer’s family, among others. The employer is required

to pay the worker an additional 15 days’ worth of wages as indemnity if the kasambahay is fired without just cause, Department of Labor and Employment (DOLE) Regional Office 10 Director Johnson G. Cañete said in a press briefing on Monday. He, however, pointed out that employers can also get indemnity once the kasambahay leaves before the end of their contract without justifiable reasons. He said any unpaid salary due to the kasambahay not exceeding 15 days’

worth of wages shall be forfeited. Moreover, the employer may also recover from the kasambahay costs incurred related to the deployment expenses provided that the service has been terminated within six months from the kasambahay’s employment. If the duration of the domestic service is not determined, Cañete said the employer or the kasambahay should give notice to end the working relationship five days before the intended termination of the service. in May this year. Speaking during the change-of-command of the 402nd Infantry Brigade in Butuan City, Wednesday, Gen. Añonuevo emphasized to the new brigade chief, Col. Crescente Q. Maligmat, that “aside from the other tasks that we have to do, EO No. 23 is mandating us to help make the upcoming elections honest, clean and peaceful.”

He also urged his audience “to maintain our strong coordination with all the stakeholders for us to execute our mission properly” In response, Col Maligmat assured that “with the trust and confidence given to me by our division commander, I promise to give all my best to maintain all the standards that Col. Albano had set to this brigade.” He assured, “we will strictly adhere to the International Humanitarian Law, Human Rights, and the Rule of Law.” In the same occasion, the 4th ID commander commended Col. Ronald N. Albano, the outgoing 402nd Brigade commander, for a job well done during his almost two-year stint in the area. It was learned that since the implementation of EO No. 23, the 4th Infantry Division has already gained significant successes in capturing violators and illegal loggers in the area. and current reproduction. Ultimately, what matters is total lifetime reproduction of the animal. If the traits that give these individuals a reproductive advantage are also heritable, that is, passed from parent to child, then there will be a slightly higher proportion of fast rabbits or efficient

algae in the next generation. This is known as differential reproduction. Even if the reproductive advantage is very slight, over many generations any heritable advantage will become dominant in the population. In this way the natural environment of an organism “selects” for traits that confer a reproductive advantage, causing gradual changes or evolution of life. This effect was first described and named by Charles Darwin. The concept of natural selection predates the understanding of genetics, the mechanism of heredity for all known life forms. In modern terms, selection acts on an organism’s phenotype, or observable characteristics, but it is the organism’s genetic make-up or genotype that is inherited. The phenotype is the result of the genotype and the environment in which the organism lives. This is the link between natural selection and genetics, as described in the modern evolutionary synthesis. Although a complete theory of evolution also requires an account of how genetic variation arises in the first place and includes other evolutionary mechanisms, natural selection appears to be the most important mechanism for creating complex adaptations in nature.

Quake hits Bukidnon By Ruby Leonora R. Balistoy

MALAYBALAY City - A mild quake rocked Maramag and Don Carlos towns, this province, at 1:01 p.m., today February 5. Ma rc i a l L a bi n i n ay, Northern Mindanao director of the Philippine Institute of Volcanology and Seismology (Phivolcs), said the tremor was recorded at Intensity II with 3.2 magnitude in Maramag and Intensity I in Don Carlos. He said the quake’s epi-

center was 7.84 km north, 124.27 km east, 9 km south and 32 km west of Maramag, Bukidnon. “The quake, hitting only Maramag and Don Carlos, was very shallow. There were no damage or aftershocks recorded,” he said. He also emphasized that the mild tremors that hit some areas in the country is due to several active faults in the Philippines. Saving with Pag-IBIG secures coop members By Pinky M. Abejo

CAGAYAN de Oro City - To further strengthen the bond between Pag-IBIG Fund and El Salvador City’s Cogon Multi Purpose Cooperative (CMPC), a signing of the Memorandum of Agreement (MOA), for the latter’s membership activation has taken place yesterday at the Cagayan de Oro Branch. However, even before the MOA signing could take place between both parties; CMPC’s President Mr. Ramon T. Jamis already remitted the members’ initial savings payment, at the Pag-IBIG Fund Cagayan de Oro Branch, last January 31, 2013. During a recent interview, Mr. Jamis emphasized, “samtang aduna kami pangita karon, ang mga opisyales uban sa mga miyembro sa CMPC, mipili nga makatigum para sa among kaugmaon, pinaagi sa pagpa-miyembro sa Pag-IBIG Fund, (While we still have a source of income now, we the officers and members of the CMPC, chose to save as members of Pag-IBIG Fund). “Naglantaw man gud kami alang sa among kaayuhan sa umaabot, busa nag desisyon kami ng mag-gahin ug dos porsyento (2%) sa among pangita matag bulan, isip tinigum sa Pag-IBIG Fund, ug sa maong pamaagi adunay seguridad para sa among kaugmaon ug para sa among pamilya,” (While looking into our prospective benefits and privileges, we decided to set aside 2% of our monthly income as savings in Pag-IBIG Fund, thereby giving us a sense of security for our future and also for our family.),

City assessor mikita’g P1.69M

(JRG/arjaysfelicilda)

Jamis asserted. Moreover, the Cogon MPC is a duly organized cooperative whose main trade is lending. The cooperative is composed of currently employed members, as well as self employed individuals (i.e. farmers and vendors). Their main office is located at Cogon, El Salvador City, Misamis Oriental. In a related development, the Provident Savings Program in Pag-IBIG Fund provides higher dividend earnings to member

savers’ accounts, as compared to other financial institutions, because of its tax free salient feature. Similarly, as of 2011, Pag-IBIG Fund declared and proportionately added P8.49 Billion as dividends among it 10.2 million members. As of March 2012, Pag-IBIG Fund has grown financially firmer and robust with P307 Billion in total assets; which was enhanced with the increase in members’ equity amounting to P220 Billion, for the same period.
