Anti-no tuition, no exam bill, isusulong ni Cynthia Villar TINIYAK kahapon ni dating Las Pinas Rep.
Villar, dating

Mayor Caesar Ian E. Acenas adopted a resolution strongly supporting Tulong Kabataan, which is a counterpart of concerned youth in response to RSVP (Response of Survivors and Volunteers for Pablo). According to the convenors, almost three months after Typhoon Pablo, there are still millions of survivors who are in dire need of food and emergency assistance especially in hardest hit areas of Compostela Valley, Davao and Surigao del Sur. Tulong Kabataan aims to foster volunteerism
and consciousness-raising among the ranks of the youth through the advocacy. The campaign is composed of five major components: relief, rehabilitation, medical mission, reforestation and environmental education. The convenors of Tulong Kabataan Volunteer Network are Malunhaw Vargas of KABATAANNMR, Archie Pagayaman of Balsa Youth, Ace Basan Jr. of PAKABANA and Julie Ann Caayao of Katipunan ng Kristiyanong Kabataan sa Pilipinas (3KP). DOLE-10 conducts Child Labor Knowledge Sharing System training By Apipa P. Bagumbaran
CAGAYAN DE ORO CITY - The Department of Labor and Employment (DOLE) Regional Office 10 will conduct an orientation seminar and hands-on training on Child Labor Knowledge Sharing System (CLKKS) on March 26 at Dynasty Hotel, here. Lawyer Johnson G. Cañete, DOLE-10 Regional
Director, said the one-day activity aims to improve collaboration and data sharing among partners and advocates of child labor programs. The CLKKS is an information technology tool for sharing relevant real-time data, foster communication, improve program monitoring and automate child labor case referrals. It could be used in monitoring the programs of the
partner agencies with an inventory of services being implemented by various service providers, he said. The DOLE-10 hopes that this web-based system will provide some of the basic steps that will enable them and partner agencies realize the vision of a “Child Labor Free Philippines” as embodied under the new Philippine Program Against Child Labor. Ides of March TURNING back the pages of history, Julius Caesar was assassinated on his way to the Roman Senate on the 4th Century. It happened on March 15th after he was murdered by Brutus and company in front of the statue of Pompeii. The murder was planned that even Sooth Sayers foresee it happening. It was recorded as the “Ides of March” the first political murder in the early civilization. Parliamentarians have debated but without accepting its legality called it luck and necessity to transform an empire into a republic. Speakers one after the other, declared inside the presidio and asked the Romans to lend their ears and listen to the sins and evil that Caesar’s did. After the death of Caesar, a republic was born which is a transactional layer of leadership between collective groups of leaders chosen at large by the majority. That was the basis centuries later where Abraham Lincoln phrased his famous address at Gettysburg of a
“government of the people, by the people and for the people” of America which has remained a misnomer in a democratic country like the Philippines who copied this form of government from USA. Many of our leaders think like Americans, dress, eat and speak like the Thomasite’s who sets forth in this country in 1903 but lack the discipline and firm tenacity of an American to govern. Remember the speech of Pres. Manuel L. Quezon during the Commonwealth of the Philippines Inauguration as he declared, “I would rather see the Philippines run like hell by Filipinos than govern like heaven by the Americans”. Quezon was true to his form and that is what we are getting today as the prize of independence? Politics in our country caused animosity between friends and political foes. Siblings and relatives contesting juicy elected positions in the government would even face and tear each other apart. Former
TRAVERSING THE TOURISM HI-WAY by: PED T. QUIAMJOT political allies who are now contesting the Mayoralty race in Manila are seen on national television flexing their muscles with teeth rattling in any moment both personalities may just explode and maimed each other in public? Many other confrontations all over the country are in familiar situation when uncontrolled emotions shatters peaceful debates and exchange of ideas so the electorate may know their worth and platform of governance? Politics in the Philippines is no fun. In 1985, the youngest Governor of the Province of Antique, Evelio Javier was felled by a hail of M-16 bullets while overseeing the election results of the his
province whose votes went to his favored candidate Cory Aquino against the incumbent President Ferdinand Marcos. The henchmen of the other side could not have accepted defeat because they were the party in power. In politics, it could be dirty and dangerous. How many political assassinations or election related violence may happen when the heat is on as the local campaign period starts next month? We have the peculiarity to make a head count and tally the fatalities as if life among the contesting parties and their supporters are valued like dressed chicken in the market. We stooped so low and disregard dignity and march /P5

suggest nga “kkb” lang ta dear. Meaning kanyakanyang bayad.
Comelec aims for zero failure of elections By Apipa P. Bagumbaran
MARAWI CITY -- The Commission on Elections (Comelec) is aiming for ‘zero’ failure of elections in the entire province, this coming May. Lawyer Ray Sumalipao, regional election director in the Autonomous Region in Muslim Mindanao (ARMM)

from page 1 here in the city, among established consumers organizations, cooperatives, government and non-government organizations, among others Survey says, only 30% of the respondents have heard, read or watched anything about the rights of the consumers. Nevertheless, despite the low level of awareness of consumerism, a majority of Filipinos cite right to choose, return or exchange products (55%) and right to safety (58%) as part of their rights as consumers when presented with a list of consumer rights to choose,” the survey conducted by Pulse Asia further stated. The right to basic needs and to information are cited by 46% and 40%, respectively. Majority of the respondents (54%) own their responsibility to promote Filipino products, while the other responsibilities are cited by fewer. Three in four Filipinos (74%) say that it is only appropriate for business establishments to replace defective products sold to the public. Refund is another option preferred by 58% of Filipinos. For most Filipinos, the prices of candles, coffee, detergent, laundry soaps and salt in the past 12 months may be considered reasonable, with 52% to 73%, saying such commodities are reasonably priced. In contrast, less than four in ten Filipinos say the prices of processed milk, bread and canned fish in the previous year were reasonable. Half of the respondents regard the prices of noodles and toilet soap in the past 12 months as reasonable, while 61% view that last year’s prices of condiments were reasonable. The prices of other basic and prime commodities probed in the survey were found by the majority to be unreasonable. A huge majority of Filipinos (86%) cites television as their source of information regarding consumer welfare and proteclion where media sources are concerned, while majorities cite family members and relatives (59%) and friends and neighbors (52%) as interpersonal sources of such information. Only 26% of Filipinos have heard, read or watched something about the Consumer Act of the Philippines. The survey was based on a multi¬stage random sample of 4,800 respondents, aged 15 years and over. The sample respondents were randomly selected from all regions in the country, except Autonomous Region of
emphasized this during the recently concluded Lanao del Sur Stakeholders Conference for Peaceful, Free and Fair 2013 Elections saying that the main enemy in the province during elections is the failure of elections. To make elections work, he said two task forces will be created to roam around the province and monitor
the electoral process. He said these task forces will be composed of personnel from the Comelec, Philippine National Police (PNP) and Armed Forces of the Philippines (AFP). He further said that they have asked the Comelec En Banc to authorize the mobilization of the security personnel, as a contingency measure, in case the
Board of Election Inspectors (BEIs) will not report to their posts. Other measures to be taken by the poll body include the swapping of election officers to eradicate doubts on Comelec personnel and insulate them from political suspicions. Sumalipao also belied reports that there were no cases filed against erring
Comelec personnel. He said they have dismissed three election officers, one from Maguindanao and two in Lanao del Sur, to show that they are true to their commitment. The ARMM Election Director meanwhile announced that the clustering of precincts was already approved and now available at the Comelec website.
He said the Comelec En Banc has also decided to download the investigation of violations to the provincial election supervisor to avoid the clogging of election cases. Moreover, the training of more than 2,000 BEIs in the province have started last March 7 and this will end until March 31. (APB/ PIA10/asf )

roundings and if you notice someone is following you, go to the nearest building with a security guard right away. Refuse rides offered by strangers and avoid responding to small talks aimed at you by strangers on the street. Always be on guard for suspicious people wherever you are. If you think someone is tailing you, always go where there are many people, or where there is a security guard or a police officer. If witnessing or in the midst of a crime, stay calm, as much as possible. Maintain presence of mind and take note of the physical appearance and other striking details about the criminal. This will help the police identify and capture the robber. Do not argue or fight with armed criminals. They are dangerous and possibly mentally and emotionally unstable. Be calm in speaking with them. When riding a taxi especially at night, write down important details such as plate numbers, body markings, color, and the model of the taxi. Also take note of the time and place when and where you boarded the taxi. If you can, share this information through text with another person who is not with you so that other people can know your whereabouts and you can be tracked. When riding a taxi alone, always be at the rear seat of the vehicle. Immediately lock the doors at the rear and passenger seats. Avoid using your cellphone while walking and while riding a public transportation to prevent being a victim of snatching. Prepare your fare prior to boarding any kind of public transportation so you don’t have to take out your wallet and possibly expose the other contents of you bag. Other crime prevention and safety tips are available on PRO-10’s official website pnppro10.org and the PNP’s www.pnp.gov.ph. (PSupt Ronnie Francis M. Cariaga/PRO/ PIA10/jdelpf )

“What happened to Kristel is very regrettable especially since she was enrolled in a government-subsidized institution mandated to provide high quality education to “poor but deserving” students. Just like other SUCs, UP has a regular annual appropriations from the national government. So it is necessary to look into the need to expand the government’s study and scholarship programs in SUCs. Do we need to give them additional budget so that students like Kristel would no longer be burdened to cough up money for her tuition fees?” paliwanag pa niya. Sinabi pa ng dating kongresista na dapat ding pagaralan ang polisiya ng SUCs kung ang isang estudyante ay hindi kakabayand ng tuition fees. Ang pagpapakamatay ni Tejada, dagdag pa ni former Rep. Villar, ay sumasalalim din sa kakulangan ng “access to education” sa bansa.

This, even as it said that more personnel will be deployed during the Holy Week and summer seasons to ensure consistent police presence in the streets, augmenting other intelligence-driven and law enforcement operations. PRO-10 recognizes the efforts extended by the community, especially those belonging to the business, youth and local government sectors, for the continued support they extended to local police units. While the presence of police personnel and security guards is unequivocally one of the best deterrents to the commitment of crimes, the people in general also have their own responsibilities to protect themselves from harm. “When in trouble, people may seek help from police officers deployed in the streets, ask the assistance of security guards nearby, or call the barangay police who can also provide the necessary assistance, said PCSupt Catalino B. Rodriguez Jr, PRO-10 director. He added the full cooperation of the citizenry is needed in ensuring that they will be unhampered in their routine activities, and that they return to their respective homes safely away from criminality. PRO-10 reiterated such PNP crime prevention tips as : keep your wallet in a safe place; don’t place your wallet in loose or back pocket of pants. Avoid putting your wallets in outer pocket of your bag; keep your bag close to body, preferably, where it is easy for you to see while you are walking. Avoid c ar r y ing l arge amounts of money and wearing flashy and expensive jewelry when riding a public transportation. Don’t walk in dark alleys and streets where only a very few people pass by; take secure and well-lighted walkways instead; walk in the company of other people. This serves as an annual reunion where devotees flock to the island and walk the 64- kilometer circumferential road as form of sacrifice, either in fulfilment of a vow or penance for sins. The Department of Tourism Region 10 announces another year of Christian celebration in Northern Mindanao, the Panaad 2013. Panaad, which means devotion or a promise of a penance, is a holy week activity that starts with Palm Sunday on March 24, and will end on Easter Sunday, March 31, 2013. respect for human lives when political leaders resort to violence and dirty tactics to win an election. How many is contemplating of doing so? The stakes are of course high in every elected position in the government. The price of power is the source of money and authority which becomes a license to accumulate wealth and built political dynasties. Once they are there, there is no turning back until their dreams could turn dust to gold that they cannot bring to their graves. Why do we wallow in this quagmire that has entangled political leadership in this country only to a few families in succession? The problem of course lies among our leaders. A constitutional prohibition on political dynasties is enshrined in the 1987 Constitution. But after five elected Presidents and the 15th Congress, it has outlived the fundamental laws of this land, no one dared and nobody ever sponsored a law prohibiting political dynasties because it cannot be approved in a dynasty filled Congress, anyway! The ides of March in Rome happened in the 4th century for the simple reason that the Romans do not want to be ruled by an Empire. Can it happen again on the political exercise of May 13, 2013, to bring finish to the empire and dynasties which multiplied and overstayed in Philippine politics? It can only be done with more luck and intelligent issues that must be understood by the electorate.
