A Second Look at Hansen’s Disease One of those diseases that is not socially appetizing , is LEPROSY, or Hansen’s Disease. Leprosy is equated with sanitaria or the so called leper colonies. People tend to shy away from these places as well as avoid contact with people diagnosed as such. The disease has been present since time immemorial and even with the present generation, where certain diseases has been eradicated already, Leprosy still persists. I was impressed actually by the concern shown by a Dermatologist friend , who, on one of our moments of “ bonding time” she mentioned to me, the need for a clinic that can screen possible patients, making diagnostic test available, since medications can be accessed for free. Leprosy is caused by a bacterium, Mycobacterium leprae, which is of the family that causes tuberculosis. It has a very long incubation period, meaning, it will take months , from time of contact with an untreated

Health In Focus Dr. Mary Jean Loreche individual , before one manifests the symptoms. It can affect all age groups, though children are more commonly affected, both males and females. The disease is passed from person to person through droplets from the mouth or nose, or close physical contact when there is a break in the skin. The clinical manifestation or symptoms may somewhat vary, depending on whether one has the tuberculoid or lepromatous form. Where the former has a more localized effect and is less widespread, the latter is more generalized, affecting the peripheral nerves of the skin, hands, feet and mucous membranes, juts the same, both will have affectations of the skin, problems with sensation. The skin lesions

may appear as sores, or present with discoloration, appearing lighter or paler than one’s normal skin color, with numbness or lack of feeling. Nerve involvement accounts for the loss of sensation or feeling. Physical disfigurements and infections are complications that an affected patient may have. A medical history of close contact with an untreated patient, and a physical examination finding of the skin lesion , which may present as a sore, a discoloration or as nodules and bumps, is very important. Once, a clinical impression of Leprosy is arrived at, the next step would be to perform a biopsy. A biopsy simply means the taking of a sample from the lesion or

nodule. If one wants a bigger and deeper bite, then, a punch or an incision can be done. If the entire lesion is removed, excision is the choice. The tissue taken is then submitted to the Laboratory for processing and histopathologic studies. A skin shave or scraping is the least invasive of the biopsies that can be done in the clinic. With a sterile lancet , the outer layer of the skin lesion is scraped and placed on a slide, and stained for microbiological studies, to identify the bacterium responsible for the disease. Although skin shave or scraping is limited in terms of identifying only the presence of the microorganism, it can already jumpstart treatment. The importance of early diagnosis cannot be overemphasized. Once diagnosis is made, and treatment started, damage and disfigurements is limited, spread to others is prevented, thus, giving the patient a better chance of having and enjoying a near disease /P9

Nacaya, chair of the City Council committee on police, fire and public safety, who saw the potential of security guards as force multipliers of the COCPO. Pursuant to the MOA, PADPAO shall mobilize all active members of the organization, including security guards and supervisors to be partners in the maintenance of peace and order and prevention, control and investigation of crimes. Security guards shall likewise actively support COCPO in promoting good police relations; assist the local police office in crafting new programs or enhancing existing programs on crime prevention, control and investigation; convene security agencies to discuss issues and concerns to enhance its partnership with the local police office and actively participate in policy dialogues, among others. For its part, COCPO shall design and coordinate programs and activities to enhance the capabilities of PADPAO members to effectively carry out their role as force multipliers and coordinate with its partners in setting up policies and guidelines implementing the components of the partnership programs, among others. Councilor Nacaya urged the OIC police director to issue the necessary order to all station commanders so that there will be exchanges in downloading of information. The president of PADPAO was likewise requested to issue an advisory to its members regarding the partnership agreement. PSupt Emmanuel T. reason why some of our people completely distrust elections and politicians,” Pimentel said. According to the Mindanao lawmaker, “Zubiri cannot cite his so-called accomplishments as senator because that would be cheating the people again.” Pimentel said Zubiri was proclaimed by the Commission on Elections on the basis of fraudulent returns particularly from Maguindanao province that padded Zubiri’s votes and allowed him to clinch the 12th spot in the Senate race in 2007. “Zubiri is a usurper. His proclamation was annulled by the Senate Electoral Tribunal. Thus, in the eyes of the law he was never a senator. He was a fake senator,” Pimentel emphasized. “Zubiri has the gall to cite so-called accomplishments while illegally occupying my Senate seat for more than four years. He also enjoyed privileges and perks of the Senate knowing fully well that his political operators manipulated the votes. He has no moral scruples and the electorate should reject him once again as they did in 2007,” Pimentel said.

barred from exams owing to their inability to pay at the time of exams,” Flores said. On October 12, 2011, the NYC approved Resolution No. 146 - 2011, “A Resolution Supporting the Anti-‘No Permit, No Exam’ Policy.” On the same date, CHED also issued a separate Memorandum on the Implementation of Section 99 of CMO No. 40 - 2008, directing all Higher Education Institutions to refrain from imposing the said policy. Mr. Flores considered some schools’ “disregard for CHED’s Circular against No Permit, No Exam policy a clear violation of Students’ Rights and Welfare.” The NYC STRAW Desk (www.strawdesk.com) has been receiving numerous complaints and cases of STRAW violations since the program was established in 2011. “Unfortunately, despite CHED’s directive, we still receive grievances from students denied to take their exams due to unpaid tuition and other school fees,” said Commissionerat-Large Gio Tingson, who also chairs NYC’s Committee on Education. “We call on young people to continue to be vigilant and to report STRAW transgressions. All over the country, there are varying levels of such violations,” Mr. Flores added in closing. NYC as the voice and advocate of the youth is the lead government agency created under Republic Act 8044 or the Youth in Nationbuilding Act in charge of policy formulation on youth development and youth participation.

(2 Taga-Corinto 5:21) …Mao kini ang GOOD NEWS!!!
