‘Progressive groups to set up protest centers March 20 By MARYA SALAMAT of Bulatlat.com
WHILE President Benigno “Noynoy” Aquino is busy campaigning for his Team Pnoy, the impact of his programs and policies are driving the people especially the organized sectors to set up protest centers all over the country. “There’s a defeaning silence on oil price hikes by Team Pnoy,” Steve Ranjo, secretary-general of Pagkakaisa ng mga Tsuper at Opereytor Nationwide (PISTON), said at a press conference in Quezon City this Wednesday March 13. Oil overpricing is just one of the many things that aggra-
vates the people’s misery, Ranjo said, and they blame the Oil Deregulation Law for causing this. In his campaign for the presidency in 2010, Aquino had promised to look into the matter, but last year’s review committee which he formed only after many peoples’ protests, ended up absolving and defending the oil companies. The committee had relied only on the books and information the oil companies voluntarily shared to them. Against rising prices, privatization and the Aquino government’s handling of

Aquino signs into law absentee voting for media By Lilybeth G. Ison

the President on Thursday. “’Yung pertinent provisions lang po nito ay pwede na po ‘yung mga kasamahan po natin -- hindi lang po ‘yung mga reporter, pati po ‘yung mga technical staff -- na meron ho by reason of their functions, meron po ngayong trabaho sa araw ng eleksyon, ay pwede po kayong bumoto para doon
sa posisyon ng President, Vice President, senators, and party-list representatives,” she said. Valte said the Commission on Election, within 30 days of the signing of this law, shall promulgate the implementing rules and regulations. “Kasama po doon sa pag-balangkas ‘nung IRR,

Construction of more classrooms eyed THE City Council committee on education will look into the request of the Southwest District II Man-ai Elementary School in Barangay Tignapoloan for the construction of two additional classrooms. According to School Principal Rudy Villalobos the classrooms are intended for Grade II pupils. He said the old classrooms are no longer safe for school children. PPP Comes to Mambuaya & Bayanga City Mayor Vicente Y. Emano takes a closer look at a dental operation conducted by a City Health/City Hospital dentist on a resident during the PPP held in Mambuaya, and later, in Bayanga last March 13, 2013. Both barangays were able to avail of free services including medical, veterinary, property assessment, agricultural, social welfare, civil registry, civil wedding, and other basic services. The CSWD also distributed food packs and conducted supplemental feeding.
Multi-sectoral grp to study programs vs vandalism A multi-sectoral group is set to study preventive measures to boost the city’s drive against vandalism. This was initiated by Councilor Ian Mark Q. Nacaya, chair of the City Council committee on police, fire and public safety, in line with the intention to come up with a holistic approach to make
the campaign more effective. The committee held a series of meetings inviting representatives of the Department of Health, City Health Office, City Social Welfare and Development Department, and the Task Force on Vandalism created by the Cagayan de Oro Police Office to hear
In another development, the committee will also attend to the request of the Barangay Council of Balulang for a clearance from the city mayor for the proposed establishment of the Balulang National High School. According to him, the Department of Education (DepEd), through the Barangay Council of Balulang, may soon start the construction of the building in a threehectare land. (JBD/asf)

their suggestions and recommendations on how to effectively deal with the problem. During its meeting Wednesday, resource persons from the Philippine Mental Health Association presented the psychology behind vandalism to the committee. Nacaya said another meeting will be held on April 3 at the Department of Health Regional Office. Officials of the Department of Education
will be invited to also present suggestions and recommendations to help in effectively implementing the antivandalism law. He explained that to a certain extent, schools serve as a ground where the young people develop their distance to the community and society. He added that the involvement of schools and other sectors is needed to address the problem of vandalism in the city. (LCR)
IN line with the intention of the city government to help provide non-government organizations with funds for livelihood projects, the City Council has adopted a resolution accrediting the Shamar Care Foundation Inc. with the city’s Local Special Bodies. As such, the foundation can fund its projects from the city or other sources, as required under pertinent Commission on Audit (COA) circulars. The move was favorably endorsed by the committees on social services, and on laws and rules. Meanwhile, Coun-

DAR, DTI, DA converge for ARBs By Florence A. Ramos
CAGAYAN de Oro City–– The Department of Agrarian Reform (DAR) and the Department of Trade and Industry (DTI) conducted the DAR-DTI Technical Discussion on Value-Chain Analysis and Planning for Project CONVERGE on March 6-8 in this city. The three-day affair was attended by officers and staff from the DAR and DTI central office and their counterparts from Regions 9, 10, and 13 (CARAGA). A representative from the Department of Agriculture (DA-10) also attended. The value-chain analysis and planning activity aims is to analyze and map the value-chain business development plans for selected crops in each of the covered regions and thereby increase the income of the agrarian reform beneficiaries (ARBs).
“DTI will be a major support since they will be the agency who will assist the project in building and improving agribusiness partnerships between ARB organizations and private sectors,” mentioned Dir. Beh Afable of the DAR Project Development Management Service (PDMS). Furthermore, John Lucero, a senior trade industry development specialist (STIDS) from DTI Central Office said that with the fast-paced development on the market, competitiveness between commercial products and products from local farmers will become more challenging. “Consumers today are more sophisticated and tend to go for the best and convenient products on the market. This will be where value-chain can help our farmers,” said Lucero. Value-chain analysis, according to his presenta-
tion is a business promotion approach to help improve sectoral competitiveness. Further, DAR Undersecretary for Support Services Jerry Pacturan emphasized the importance of properly organizing the ARBs in the value-chain to strengthen their competitiveness in the market. The Convergence on Va lue-chain En hancement for Rural Growth and Empowerment, or simply Project CONVERGE is a project conceptualized by the Philippine government through the National C onvergence Initiative agencies (DA, DAR, and Department of Environment and Natural Resources) whose principal goal is to reduce poverty by increasing the incomes of poor Agrarian Reform Community (ARC) clusters with the assistance of the International Fund for Agricultural Development.
government. Tomawis said MMA 279, otherwise known as the ARMM Basic Education Act of 2010, is not faulty but the prevailing conditions and situations demand changes in some of the provisions of the Act. She even recalled the President’s State of Nation Address (SONA) where he mentioned ghost students, walking to ghost bridges, going to ghost schools, and maybe being taught by ghost teachers. According to her, the EBEA is a more defined, comprehensive, and relevant measure that responds to the needs of time and the demands of the education sector of the region. The EBEA has mod-
ern landmark features on K+12, disaster risk reduction management, recognition of tribal communities, health and nutrition, and open governance, she emphasized. The bill also promotes and strengthens the Madrasah System as an essential part of the regional education system; provides an inclusive education including access by indigenous peoples and communities, people with disabilities (PWD) and learners with special needs; provides facilities and mechanisms for access to distant learning education by learners from remote and isolated barangays in the region and out-of-school youth in urban centers; among others. Filipina ‘food heroes’ IN celebration of International Women’s Month, humanitarian and development organization Oxfam has come up with a list of 10 extraordinary Filipina “Food Heroes.” “Unknown to many, feeding the country—and 93 million Filipinos—also falls on the shoulders of women,” Joseph Edward Alegado, Oxfam in the Philippines media and communications officer, said. Filipino women in fact work longer hours, because aside from planting, harvesting, and fishing, they also carry out household chores. Sadly, their work remains unheralded. “Food Heroes pays tribute to Filipino women farmers and fishers who brave sun and rain, low pay and back-breaking work to bring food to our table and buoy up our economy,” Alegado added. By way of a tribute to these remarkable women,
Speaking Out Ignacio Bunye I will be featuring Oxfam’s “Food Heroes” in this week and next week’s columns to show how valuable rural women food producers are to the entire Filipino food system. Trinidad ‘Trining’ Domingo, Organic Rice Farmer, Nueva Ecija • Ka Trining has spent half of her life planting and growing rice, corn, vegetables, and root crops. Her deep bond with every square inch of their land has inspired her to lead the struggle for agrarian reform and women’s rights. Being the president of the National Congress for Rural Women, Ka Trining has
managed to continue tilling her two-hectare rice farm and has maintained her self-reliant household with various backyard vegetable crops, poultry and fruit trees. Rebecca ‘Becca’ Miranda, Farmer and Community Development Worker, Nueva Ecija • As the head of the national federation of rural women and an advocate of organic farming, Ka Becca has seen the benefits of chemical-free farming as an ethical business practice. In 2012, with the support of Oxfam, she participated in the Association for Women’s Rights in Develop-
ment (AWID) International Forum in Istanbul, Turkey. Women like Ka Becca have indeed gone a long way in improving their status in society. Rosario ‘Sario’ Mendoza, Fisher, Naic, Cavite • Ka Sario’ is the chair of NAMAMANGKA, which promotes the recognition of women as farmers. Together with her husband Raffy and their seven children, they have sustained their lives making money out of fishing. Everyone in the family pitches in from the preparation of fishing implements to fishing to selling. As chair of the women’s group NAMAMANGKA, Ka Sario has led the organization in managing a micro-enterprise in sardines-making, conducting leadership trainings for women, and in responding to cases of domestic violence and abuse. Here’s who we should vote for in May LIFE’S INSPIRATIONS: “… my people are destroyed from lack of knowledge…” (Hosea 4:6, the Holy Bible). -oooSPIRITUALITY, AND CANDIDATES’ RELATIONSHIP WITH GOD: As part of our voters’ education campaign in this column, we shall continue to write about standards that Filipinos can use to choose who to vote for in the upcoming May 2013 elections. It is my fervent prayer that what we are writing here insofar as electing the candidates that will really work for the best interests of the Filipino nation and the country as a whole will find their mark in the hearts of every voter. I believe that the time has come to choose our candidates well, by looking at their track record over just one particular issue---the issue of spirituality, or their
Kakampi mo ang batas Atty. Batas Mauricio relationship with God, and how well they have listened to, and obeyed, God’s commands written in the Bible. If the candidate has a healthy dose of spirituality and is a known follower of God’s commands---doing them, not simply mouthing them---then he can be a good official likewise. The first guideline therefore is: we must elect a candidate in whom the Spirit of God dwells. -oooGUIDELINES IN VOTING FOR A CANDIDATE:
It is only the candidate in whom the Spirit of God dwells who has the fear and love of God that will allow him to discharge his duties and responsibilities as an elected official according to God’s commands, and who will be restrained from stealing and abusing. The second guideline is: we must elect candidates who are able and knowledgeable of the jobs they are aspiring for, and those who hate dishonest gain. These candidates will be competent, will surely produce
good results once they are elected, and will uphold the interests of God, country, and people, all throughout. Then third guideline is: we must elect candidates who are willing to be the slaves---literally and figuratively---of the people and their constituents. Too many candidates have acted like kings and queens of the people they have sworn to serve, so that they have upheld only their own personal and political interests once they got elected. -oooBIBLICAL DIMENSIONS OF VOTING: The first guideline is taken from Genesis 41:38 of the Bible, where the Pharaoh of Egypt was looking for a man who would save his country from destruction as a result of a seven-year famine that Joseph, son of Jacob, warned may /P7
Give to live Think a minute… You may have heard the saying, “Joy shared is joy doubled.” Giving isn’t a sacrifice, it’s an investment. We actually get back much more than we give. So don’t give until it hurts, give until it feels good. The American President, Calvin Coolidge, said: “No person was ever rewarded or honored for what he received. Honor is always the reward to people who give.” What you and I do just for ourselves dies with us. What we do for others lives on even after we die. So it’s smart to invest in the success of others. “It’s when you help someone else up a mountain that you yourself end up closer to the top.”
The principle of giving is simply a law of life that works. Just like money can only get good things for you when it is used and circulated. But if you do not use your money or give it away, you can’t get any enjoyment or thing of value out of it. It’s only when you give out that you make more room inside to receive. You know that the Dead Sea is dead because it only receives and never gives. It does not flow out or give to other bodies of water, so it just dies. In the same way, when we don’t give to others we plug up the natural flow of life in us. This is why selfish, stingy people are never really happy, and seldom healthy.
A successful man said: “You will be remembered for two things: the problems you solve and the problems you cause.” Each of us is created to be an answer and help to someone else’s life. A famous man put it this way: “You cannot live a successful day until you’ve done something for someone else who cannot pay you back.” The Jewish people have an important holiday every year which celebrates the giving of gifts. Everyone, including the poor, must find someone poorer than himself and give him a gift. You see, “If God can give gifts THROUGH you, He will give them TO you.” In fact, God loves us so much
that He gave His own perfect life to pay for our wrongs, just so He could share His life with us. So why not give your life to Jesus Christ today? Then you can start enjoying His successful way of giving and living every day, for the rest of your life. Just Think a Minute…

Protest...... from page 1
the Moro people’s Sabah claim, Ranjo of Piston and leaders of other sectoral organizations announced a “peoples’ protest” to be held on March 20. The groups blame the rising prices on government policies such as liberalization and deregulation. Call for ‘big time oil price rollback’ With Piston were Elmer “Bong” Labog of the Kilusang Mayo Uno (KMU), Bea Arellano of the Kalipunan ng Damayang Mahihirap, Vencer Crisostomo of Anakbayan, and Joms Salvador of Gabriela. They called on the public to participate in various protest centers on March 20. The sectoral leaders invited the public to drop by at the following areas in Metro Manila where they will set up protest centers: Baclaran transport depot, Monumento, Cubao, Litex-Commonwealth, Airport Road, Puregold Sta. Mesa, Zapote in Alabang. On March 20, Piston will drive a caravan from Quezon City Hall to Department of Energy; Anakpawis will picket in front of the Department of Health, Gabriela will hold pickets against water rate hikes, KMU against increases in rates of utilities like electricity. Labog of KMU said protest centers will also be established in some cities outside of Metro Manila. Ranjo belittled the recent rollbacks in oil prices. He compared it to a badly orchestrated cha-cha, saying the oil companies may give an illusion of stepping back, but at the end of the music, oil prices have moved further forward than backward. Piston called on the country’s drivers and operators to join the protest centers to be set up by various sectoral organizations on March 20. “There remains the problem of oil overpricing, and the deafening silence of the energy department on high oil prices,” Ranjo said. Piston is calling for a “bigtime rollback.” They said the oil companies operating in the Philippines continue to be at the top ranks of biggest corporations, as a result of its immensely profitable operations. According to Ranjo, it is unbelievable that oil prices are increasing worldwide when economies are sluggish in Europe, US and China. “The overpricing being undertaken by the oil cartel is obvious. It should be implementing a big-time rollback amidst the weakening of the dollar but instead it has hiked prices since the start of the year,” Ranjo said. He warned that if the people will not take action, we would likely be burdened further with more price hikes including this coming Holy Week. The oil companies notoriously raised prices especially during holidays. He also maintained the claim disclosed by multisectoral group Bayan last year, that diesel is overpriced in the Philippines by almost P10 (US$0.25). The amount may only be the tip of the iceberg, he said, as they had analyzed only the data available for researchers. “This huge overpricing is maintained (by oil companies) despite rollbacks,”

Ranjo said. Price hikes from Aquino privatization projects Prices hikes brought by oil price increases threaten to get worse as a result of continuous privatization being pushed by the Aquino government, the group Piston said in a statement. They cited as one of the biggest examples the case of Petron, now controlled by tycoon and former Marcos crony Danding Cojuangco. Privatization also looms for Metro Manila’s railways, the LRT and MRT, and biggest public hospitals. “Where will the poor go the moment public hospitals are privatized?” Arellano of urban poor group Kadamay asked. Arellano said they want to frustrate the government’s planned privatization of public hospitals. Six public hospitals in the capital are currently in the process of privatization, and 24 more in the regions. “The poor is the first to be hit when health services are transferred to capitalists,” Arellano said. She explained that public hospitals will then be run for profit instead of for providing affordable services. She added that administrations including Aquino’s have paved the way for the privatization of hospitals by reducing its budget every year. The same is true for public schools and universities. Crisostomo of Anakbayan said that the PUP students would hold a strike in protest of an impending tuition fee hike. PUP is the biggest state university in the Philippines in terms of students enrolled. Aside from PUP, some 400 other schools are set to raise tuition fees this coming June, Crisostomo announced. Meanwhile, “The big capitalists in the power and water sectors are having a grand time while Filipinos suffer from increasing rates. The government should junk the Electric Power Industry Reform Act and revoke its contracts with the Independent Power Producers,” Joms Salvador, secretarygeneral of Gabriela said. Because of these actions of the Aquino government, the sectoral leaders branded Pres. Noynoy Aquino a “bentador ng bayan (traitor to the people).” They unveiled a poster of the chief executive with the following words: “For Sale: Pinoys in Sabah, Public hospitals, Public utilities, MRT/LRT, National sovereignty.” The leaders said that increases in the prices of petroleum products and the rates of public utilities are untenable in the face of stunted wages and incomes. “Aquino is clearly a bentador ng bayan. He is serving big capitalists to the detriment of Filipinos, and the Malaysian government to the detriment of Filipinos in Sabah and the country’s sovereignty,” Labog, KMU chairman, said. “We are calling on the public to vent their anger at rising prices, privatization, and the Aquino government’s handling of the Sabah dispute on March 20. Let us assemble by the hundreds and thousands in protest centers across the country,” he said. The leaders answered media queries about how to judge the Aquino government’s handling of the Sabah dispute.
They said the government “is being a traitor to the country’s sovereignty.” Aquino to blame for carnage in Sabah. “The Aquino government should stop blaming the media about the bad news that’s happening in Sabah. It has no one to blame but itself for authorizing the massacre of Filipinos in the disputed territory,” Vencer Crisostomo, chairperson of Anakbayan, said. Asked to comment on CHR Etta Rosales’s seeming gag order for the media on the issue of Filipinos’ maltreatment in Sabah, Crisostomo replied that Rosales’ response is in line with Aquino’s sell-out to Malaysia. “There is ongoing carnage in Sabah because of Aquino government’s inaction, and now the Philippine CHR itself is defending Malaysia’s action. The CHR spoke in favor of Malaysia,” Crisostomo said. He urged the public to take Aquino to task for his government is “fueling the trouble in Malaysia. “The Aquino government itself is encouraging Malaysian troops to kill Filipinos, since Aquino himself calls for their surrender,” Labog said.“Perhaps Etta Rosales would like to set up office in Malaysia instead of here,” Crosostomo added. The progressive leaders praised the media’s diligent efforts in uncovering the plight of Filipinos in Sabah, including the likely violation of human rights and international humanitarian laws. “If the president wants to be the campaign manager of Team PNoy while Filipinos are dying in Sabah, then he should take a leave of absence or resign from his post. This is the height of irresponsibility, campaigning to death while Filipinos are being mowed down,” Labog said. (http://bulatlat.com

Oscar Benedict Contreras III, Alsons Power Business Unit manager for communications and stakeholder relations, said the power plant was turned over Monday and will operate under the name Mapalad Power Corp (MPC), a wholly-owned subsidiary of the publiclylisted Alsons Consolidated Resources, Inc. He placed the acquisition cost of the Iligan power plant at P387 million. “The total project cost that includes the acquisition, rehabilitation and other expenses amounted to P1.2 billion,” Contreras said in a text message. With the takeover by MPC, he said that rehabilitation of the power plant has commenced and that the plant might go on commercial stream “before the end of summer.” Contreras said that MPC has forged power sales agreements with the South Cotabato II Electric Cooperative, Inc. for 30 MW, Zamboanga City Electric Cooperative, Inc. for 18 MW, Iligan Light and Power, Inc. for 10 MW and Zamboanga del Sur Electric Cooperative, Inc. for 5 MW. The acquisition of the Iligan diesel plant, identified as one of the solutions to ease Mindanao’s power woes, from the Iligan City government was being worked out since
last year, with the Commission on Audit conducting the procedural review for the transfer of ownership. The Iligan local government earlier put the power plant in auction after the stateowned National Power Corp. reportedly failed to settle the real property tax due to the city. The Alcantara Group originally operated the Iligan diesel power plant, formerly the Northern Mindanao Power Plant, through the build-operate-transfer scheme. The company turned the power plant to Napocor in 2003. Part of Mindanao have been suffering from power outages since the last few weeks with the generation deficiency of existing power plants in the island blamed for the problem. In this city, Socoteco II has implemented a four-hour daily rotational brownout since the start of the month due to deficient power supply. Based on the website of the National Grid Corp. of the Philippines on Thursday, the Mindanao grid has a supply deficiency of 320 MW. Demand for the day stood at 1163 MW while the actual capacity was only 843 MW. A report from Bong S. Sarmiento of MindaNew

on March 29. Police Regional Office-9 (PRO-9) Chief Supt. Juanito Vaño has ordered all his provincial and city directors to be on alert and “take extra defensive measures to pre-empt any possible violence” that the CPP-NDF-NPA may carry out ahead of the scheduled anniversary. “Secure all police camps, vital installation, economic key points and places where people converge. Work and coordinate closely with the local government units, our force multipliers and the military, to prevent harassments of PNP personnel, ambuscades, raids, and sabotage of cell sites,” Vaño said in his directive. Vaño said the NPA might employ tactical guerilla style warfare on soft targets such as isolated and less fortified police and military outposts, government installations and infrastructure and vital facilities. He also enjoined the public to be vigilant and help the police in denying the CPPNDF-NPA the chance “to wreak havoc as acts of terrorism and violence are the way how they celebrate their founding anniversary.” “Together, let us end to these treacherous acts of the CPP-NDF-CPP who masquerade themselves as pro-people but in reality they take pride in revering violence,” he said. He reminded the policemen under his command to strongly implement the so-called PNP three-tiered defense system on heightened intelligence, target hardening and incident management to downtrend NPA attacks on vital installations and soft targets. The Pharaoh said: “Is there such a man in whom the Spirit of God dwells?” The second guideline is taken from Exodus 18:21, where Jethro was telling his son-in-law Moses about who he should install as leaders of the people. Jethro told Moses he must chose the people who are capable, “men who fear God, trustworthy men who hate dishonest gain.” The third guideline comes from Mark 10:4344, where Jesus Christ, our God and Savior, was telling John and James, the sons of Zebedee, what a leader should do, according to the will of the Father. Pros ec utor G eneral Claro A. Arellano Friday confirmed the case was assigned in the sala of Iligan City Regional Trial Court Branch 1 Judge Alberto Quinto. Nevertheless, Arellano said the court has not yet issued a warrant of arrest against Co in connection with the syndicated estafa case which is a non-bailable offense. The case against Co stemmed from the complaint filed by Julius Labunog and other complainants who invested P29.6 million in Aman Futures. In the findings of the special panel of prosecutors, it found indications Co was not only an investor of Aman Futures, but rather, a legitimate agent of the company. Aside from Co, also charged by the DOJ with syndicate estafa case were Manuel Amalilio, Fernando Luna, Lelian Lim Gan, Eduard Lim, Wilanie Fuentes, Naezelle Rodriguez from page 1 and Lurix Lopez, as well For its part, the City Social as Amalilio’s wife, Abigail Welfare and Development De- Pendulas.

fices, NGOs. AFP, PNP ug uban pa nga gipangunahan sa Provincial Federation of United Women in Bukidnon (PFUWB).
