NGCP installs additional substation capacity for Visayas grid To keep up with the rapidly growing power demand in Visayas, the National Grid Corporation of the Philippines (NGCP) has undertaken the Compostela Substation Expansion Project in Cebu.

This project involves the installation of a 150-megavolt ampere (MVA) transformer, power circuit breakers and accessories at the

Compostela substation.

With an estimated project cost of Php221.15M, the project is set to be completed by the end of May 2013.

This increase in substation capacity is expected to strengthen the Leyte-Cebu 230-kiloVolt (kV) Interconnection System linked to the Visayas Transmission Backbone. The bulk of pow-

er coming from the Leyte Geothermal Plants passes through the Compostela Substation then delivered to the Cebu, Negros and Panay sub-grids.

NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid.

NGCP’s regular maintenance activities, expansion and upgrading projects aim to enhance the reliability and quality of electricity delivered to grid-connected customers NGCP expands its substation in Visayas to ensure delivery like generators, distributors, of electrical power to its customers. Helmet importers, retailers charged

RADE Secretary Gregory L. Domingo has ordered the filing of administrative and criminal cases against importers and retailers of fake Import Commodity Clearance (ICC) stickers, or in mere possession of fake ICC stickers.

This, after DTI has found a merchandising company in Dumaguete City selling motorcycle helmets, with ‘fake’ ICC stickers reportedly supplied by an importer.

MisOR, Gingoog City are outstanding LPMCs

CAGAYAN de Oro City - The province of Misamis Oriental and Gingoog City are this year’s winners in the Regional Development Council-10 (RDC-10) Search for Outstanding Local Project Monitoring Committees (LPMCs).

Misamis Occidental, Lanao del Norte and Ozamiz City are first runner-ups.

The LPMCs were evaluated on six areas: organization, capability building, rel-

evant and timely reporting on the status of program/ project implementation, information dissemination, participation of civil society organizations in the monitoring process, and institutional arrangement for the operation of the Regional Project Monitoring and Evaluation System (RPMES).

The winners were awarded plaques of recognition during the RDC-10 96th full council meeting on March 12 at the RDC-10

The search aimed at motivating the local chief executives and local development councils to facilitate project implementation and advocate the systematic use of the project monitoring and evaluation system for an informed decision-making towards better local governance, said NEDA-10 Director Leon M. Laguindingan Airport Special Committee to discuss readiness for April 30 opening

The readiness of the Laguindingan Airport for its planned April 30 opening will be high on the agenda of the RDC-X Special Committee on the Laguindingan Airport Development Project (LADP) as it meets today at the new airport terminal in the Misamis Oriental municipality.

The proposed opening has been criticized by the civil society groups led by the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) who have repeatedly stressed their opposition to the April 30 date since it would be conducted under “Visual Flight Rules” (VFR) and substantially cut the number of existing flights (up to 70%) now being served by the Lumbia Airport.

However, Civil Aviation Authority of the Philippines (CAAP) assured last Tuesday civil aviation will be safe even with VFR when landing in Laguindingan which will only have

a visibility threshold of 200 meters compared to the 1,500 meters needed for Lumbia Airport because of the latter’s elevation which makes it subject to closure in inclement weather.

Engr. Raul Glorioso, CAAP vice chair, also assured the number of flights now being served by Lumbia will be matched by Laguindingan when it opens on April 30 even if CAAP will only allow it to operate up to 6PM compared to 10PM for Lumbia.

During his last visit to the city, Pres. Aquino said government is pushing through with the opening of the airport on April 30 to help relieve congestion at the NAIA. Civil aviation currently based in NAIA will be moved to the Sangley air force base with the Phil. Air Force’s 15th Strike Wing moving to Lumbia and domestic airline operations moving to Laguindingan.

“We have to help the problem in Manila and not wait for accidents to happen,” said Gov. Oscar S. Moreno, chair of the RDCX Special Committee on

LADP, during a recent radio interview. “ However, it is civil society’s prerogative to air their concerns and reservations which are valid and I’m sure the Dept. of Transportation and Communications (DOTC) will consult them to arrive at a consensus that’s acceptable to everyone.”

For the March 15 meeting, LADP Project Management Office Project Manager Engr. Edgardo J. Mangalili will present updates on the LADP’s civil works, the controversial air navigation system and support facilities, operations and maintnance, and the airport’s readiness for the proposed April 30 opening.

Dili obligasyon sa usa ka anak ang pagbuhi sa iyang mga ginikanan, apan

kini pwede niyang buhaton in his own freewill.

Aduna akoy usa ka higala nga misugid sa iyang suliran dinhi kanako.

Matud pa niya, misulti siya sa iyang mga ginikinan nga siya ganahan na unta magminyo kay siya anaa na sa insaktong pangidaron ug aduna nay maayong career. Apan siya nahugno sa dihang wala siya tugoti sa iyang ginikanan kay patabangon pa siya sa galastohon sa ilang panimalay.

May katungod ba ang mga ginikanan sa pagsulti niini? Ang pagdili sa kagustohan sa ilang anak alang lamang sa ilang kaugalingon?

Ang usa ka anak magpabilin ang pagbati sa iyang mga ginikanan hangtod sa hangtod, apan dili sabton nga ato silang pugson sa pag-ako sa usa ka responsibilidad nga dili ila kay sila adunay mga kaugalingong damgo sa kinabuhi nga dili nato angay pugngan tungod lamang sa atong selfish intentions.

Just like our appetite for food is to keep our body strong and healthy, sex has 2 main purposes: for PLEASURE and PROCREATION or having children. So we must use our sex drive in the right way for it to work best for us.

The only way sex can be fully enjoyed is in marriage.

It’s not lust and desire for anybody we want, so we can just use them to make us feel good for the moment.

God designed us so that sex we have with anyone who is not our wife or husband is not pleasure that will keep satisfying us for a lifetime, because it’s not a permanent, secure relationship. What’s more, sex with others you do not know well is extremely dangerous because of AIDS and other sexually transmitted diseases. Remember, you’re not only having sex with that one person, but you’re having sex with every other person they have ever had sex with!

God intended sex to continually get better in marriage because you love

and know each other better through the years. So even though your children are grown up, that does not mean sex has finished serving its purpose. God’s plan for sex is much more than that. Remember, sexual closeness in marriage is for both the husband’s and wife’s pleasure. That’s the kind of love God created for us to express and enjoy.

Passionate love that satisfies your wife or husband and not just you.

If you’re married and don’t enjoy close, intimate love in your relationship, then you’re missing one of the greatest gifts God has given to us human beings.

So why not ask Jesus to forgive you for your wrongs in

your life and marriage. Then ask Him to start changing you into a new person who learns to love your mate the way God wants you to. It’s only then that your marriage can start becoming the happy, satisfying one you want for the rest of your life. Just Think a Minute…

The DTI issues the license and certificate to those manufacturers and importers, respectively, whose products have passed the tests and inspection based on the Philippine National Standard/ United Nations Economic Commission for Europe (PNS/UN ECE) 22:2007.

The manufacturers and importers with the licenses and certificates are authorized to use the PS and ICC marks on their products.

The ICC stickers are imbedded with security features and codes traceable to the importer and specific product per shipment. An importer is required to place an ICC sticker on each motorcycle helmet of its shipment prior to distribution and sale to any establishment and dealer.

Undersecretary Maglaya emphasizes that DTI commits to run after those that violate the laws and rules and only think of profits over the safety of the consumers.

Specifically, the distribution and sale of motorcycle helmets without the ICC stickers or with fake ICC stickers violates the R. A. 4109, R. A. 10054 or the Motorcycle Helmet Act. DTI DAO 02:2007, DTI DAO 05:2008 with administrative penalties of fines up to P300,000.00. a cease and desist order or a revocation of the PS license or the ICC certificate, without prejudice to the filing of criminal or civil actions against said violators.

DTI has warned the retailers from carrying such brands as Ben 2, KH, NSS, Oscar, Cobra, Pioneer, 2A and Sunstar that are allegedly affixed with fake ICC stickers, until such are submitted for proper verification.

According to records of the DTI’s Bureau of Product Standards (BPS), an importer in Intramuros, Manila has brought in these brands of motorcycle helmets.

DTI Undersecretary Zenaida C. Maglaya called on retail outlets with the said brands to go to the nearest DTI office for verification of the ICC stickers.

“It is better that they do this before DTI enforcement teams find them in possession of motorcycle helmets with fake ICC stickers,” she said.

Usec. Maglaya, who heads the DTI Consumer Welfare and Business Regulation Group (CWBRG), further said, “with the aid of a lead microscope, the DTI- Dumaguete proved that several security features of the ICC sticker were absent.

Under Republic Act 4109, or the Standards Law and its implementing guidelines, all manufacturers and importers of standard protective motorcycle helmets are required to secure a Philippine Standard (PS) license and ICC certificate respectively, prior to the sale and distribution of their products in the market.

OROQUIETA City - Incumbent members of the House of Representatives and provincial governors, whether or not running for re-election, have been allowed to retain the services of their security detail from government agencies.

This provision is stipulated in Resolution No. 9608 of the Commission on Elections (Comelec),

which has amended its ruling on the employment, availment or engagement of the services of security personnel or bodyguards during the election period for the May 13, 2013 elections.

DBM pursues budget reforms

CAGAYAN de Oro City The Department of Budget and Management (DBM) will continue to implement more reforms in the budget process.

DBM-10 Regional Director Annabelle M. Atillo said it would roll out the “General Appropriations Act (GAA)-as-ReleaseDocument” by 2014.

She said the budget process for fiscal year (FY) 2014 as contained under the National Budget Memorandum 115 issued last year will be undertaken within the context of the GAA as the budgetary release document.

It means that the GAA will be considered as a release document starting 2014 expediting the release of appropriations to department and agencies and making it more transparent, she further said.

There will also be no more continuing appropriations for the FY 2014.

Atillo emphasized that the validity of appropriations whether personal services, maintenance and other operating expenses, and capital outlays will be one year.

The other budget reforms include the observance of the Unified Account Code Structure (UACS) which harmonizes government account codes, and the Government Financial Management Information System (GIFMIS) which will generate real-time, reliable and accurate financial reports.

Also to be rolled-out is the Medium-term Information and Communications Technology Harmonization Initiative (MITHI), a system designed to integrate ICT operations of all government agencies and departments to ensure that the ICT programs and projects of the government is consistent with the five key result areas (KRAs) laid down in the Philippine Development Plan (PDP) 2011-2016.

BPI pushes agribusiness development in Luzon, Mindanao Holds forum at Clark Ecozone for entrepreneurs

Bank of the Philippine Islands (BPI) is betting heavily on agriculture this year and is increasing its involvement in the sector by launching a loan program designed to benefit livestock raisers in Central and North Luzon and in the expanding business corridors in Mindanao like Cagayan de Oro, Davao and Gen. Santos.

Through its BPI Agribusiness Solutions, the bank has crafted a program that would support commercial poultry raisers and hog farmers. For starters, the bank formally launched BPI Agribusiness Solutions last March 8, at

the Holiday Inn at Clark, with Executive Vice President and Corporate Banking Group head Alfonso “Yogi” Salcedo Jr. holding a media briefing and presenting an overview of the program, along with Senior Vice President Reymundo “Budong” SL Castro, assistant vice president Pearl Padilla.

Andrew Bateson of Genus Pig Improvement Co. (Genus PIC) talked about “Genus PIC, Helping Nourish the World” followed by Vincent Borromeo, who discussed “World-class Pig Production in the Philippines.”

BPI also brought along its

experts in Sustainable Energy Finance, which is expected to show that agribusiness companies can use farm waste as energy source and thus reduce their dependence on fossil fuels.

Technical lectures o0n livestock production and poultry management capped the event.

“The agriculture sector is highly important for the Philippines as it promotes food security. Agriculture promises to be the key to alleviate poverty among millions of Filipinos who depend on farming and livestock raising. A stronger agri sector is needed to sustain growth and food sufficiency,” BPI said.

BPI stressed that a strong participation in agribusiness development is part of its contribution to the government’s efforts aimed at inclusive growth through its BPI Agribusiness Solutions.

This is BPI’s way of helping finance agribusiness ventures which are predominantly at the countryside and therefore help in wealth distribution as agribusinesses employ less skilled workers in the provincial areas.

What compelled BPI to launch its agribusiness campaign this year is its strong belief that the Philippines will

be a big player in the livestock industry in Southeast Asia, noting that the country is free of the dreaded food-and-mouth disease (FMD) that has been the bane of cattle raisers in the region.

Moreover, the Philippine poultry industry has been free from the equally lethal bird flu virus that had been decimating the stocks of chicken and duck raisers in mainland Asia with virulent regularity.

BPI also noted that agriculture has contributed 12.3 % percent or P11.9 billion of the country’s gross domestic product (GDP) in 2011.

The labor force in agriculture is 13 million, or 35 percent out of the total labor force of 37 million.

“BPI Agribusiness Solutions currently lends primarily to piggery, poultry and also finances other agri-related businesses like fish production, fruits, vegetable and crop production, post-harvest operations and food processing, agricultural trading and sustainable / renewable energy financing.

Considering that both pork and poultry products are top most staple foods after rice and fish, there is a projected 10 percent increase in demand for pork and about 4 percent increase for chicken in 2013,” the bank stressed.

“Currently, imports supply 153,000 metric tons (MT) of pork (6.82 percent of the total consumption) and 179,000 MT for chicken (10.86 percent of the total consumption). It is in these two big windows of opportunity that BPI has decided to go big in 2013,” BPI added.

For this year, BPI will unveil two of its agri products, namely: “BPI Agribusiness Solutions Commercial Hog Breeding and Fattening,” which involves the partnership between BPI and Pig Improvement Co. (PIC) as the technology provider and breed supplier for prospective clients. PIC targets to expand its sow level from 120,000 to 180,000 or 60,000 sow level increase in 2013 representing 30 percent share of the total sow level population, and; “BPI Agribusiness Solutions Poultry Contract Growing / Commercial Broiler Operations,” which will entail the financing of qualified/ prospective poultry contract growers of San Miguel Foods Inc. (SMFI), which is bidding to increase its bird population by 5 million birds in 2013. Other integrators such as Bounty Fresh and other commercial poultry integrators will also be tapped depending on their expansion plans.

BPI explained that it is venturing deeply into agriculture in

consonance with the Agri-Agra Law, which mandates banks to apportion 20 percent of its total loan portfolio for agri-agra loans.

“If banks are unable to meet this ratio, they will be penalized by the Bangko Sentral ng Pilipinas (BSP.) On the part of the Bank of Philippines Islands, however, we intend not only to fully comply with this requirement but to blaze new trails in agribusiness lending this year through BPI’s Agribusiness Solutions.

BPI Agribusiness Solutions is concentrating on farm growth corridors in Central and North Luzon, Cagayan de Oro, Davao and Gen. Santos, and supporting existing clients of integrators like PIC, SMC, Bounty Fresh and locals who want to expand their businesses, whether they are BPI clients or not.
