CAGAYAN de Oro City – President Benigno Aquino has approved the creation of a monitoring body to enhance the power supply in Mindanao. This, by creating the Mindanao Power Monitoring Committee (MPMC) that seeks to facilitate all initiatives to improve the energy supply in this part of the country, per Executive Order 81. Task to eversee the committee is the Mindanao Development Authority (MinDa), with the Department of Energy, the Energy Regulatory Commission, National Electrification Administration, National Power Corporation, the Power Sector Assets and Liabilities Management Corp. and representatives from the Mindanao Electric Power power /P5

4ID accepts candidate soldier applications CAMP EVANGELISTA, Cagayan de Oro City - The 4th Infantry “Diamond” Division is accepting and processing applicants for Candidate Soldier Course (CSC) for the first Quarter Calendar of Year 2013 on March 15. The fourth division has a quota of 100 candidate soldiers, according to Lt. Col. Eugenio Julio C Osias IV, 4ID spokesperson. Applicants must have at least 72 units in college (if high school graduate only, he or she must possess a special skill needed in the military service and certified by the Technical Education and Skills Development Authority
or TESDA). Must be at least five feet in height for both male and female with ages from 18 to 26 years old on the start of the training. They must also be physically and mentally fit and has no pending case in any court. CdeO City, DOLE sign skillls registry agreement
MAYOR Vicente Y. Emano recently signed a Memorandum of Agreement (MOA) with the Department of Labor and Employment (DOLE-10) for the implementation of the Skills Registry System in Cagayan de Oro. It may be recalled that the 16th City Council, headed by Vice Mayor Caesar Ian E. Acenas, has enacted Ordinance No. 12529-2013 establishing the SRS and authorizing the city mayor to enter into and sign the MOA for the project, which includes the donation of equipment, software, manpower training, technology transfer and monetary assistance. The equipment was turned over by DOLE to the city early this week. The Labor Department established the National Skills Registry System to enable job seekers to find
employment easily. The names, skills and other information of applicants will be encoded in a database, which will be linked to the official job portal of the Philippine government for job matching. Public Employment Service Office Manager Juvy Paza informed The Power that an orientation will be scheduled for Manpower Skills Registration Focal Persons in all barangays. Pursuant to the MOA, barangay focal persons shall undertake purposive data gathering, encoding of manpower information and updating of the register. The ordinance establishing the SRS was authored by Councilors Alexander S. Dacer and Ramon Tabor, chair of the committees on labor, and on laws and rules, respectively.(LCR/asf )

DepEd-ARMM holds Teacher Induction Program By Apipa P. Bagumbaran
MARAWI City - The Department of Education in the Autonomous Region in Muslim Mindanao (DepEdARMM) will hold a Teacher Induction Program (TIP) for newly-hired teachers in the region this coming March 18 to 22. More than 140 recruitteachers representing the third batch are expected to attend the five-day induction at the Pacific Heights Hotel in Cotabato City. Forty-four of these inductees are from Lanao del Sur IA, IB, and II Schools Division while seven are from Marawi City School Division.
The TIP is designed to orient new teachers about the relevant education policies, rules and regulations pertaining to the general scope of their work, as well as their rights and responsibilities as public school teachers. Accordingly, the five-day induction is free-of-charge. Transportation, food, accommodation, and induction materials will be paid for by DepEd-ARMM. New Perspectives for Teaching and Learning Science and Mathematics in Empowering K-12 Learners through Innovations By Rhenanttee A. Daison
THE nature of teaching science and mathematics requires new perspective in the realm of Empowering K-12 learners through innovation, and looking at constructivism as an epistemological basis for instructional practice is proper. Why constructivism? Constructivism can mean different things to different people, according to Grayson H. Wheatley of the College of Education, Florida State University. The inherent process of knowing is the making of distinctions. Learning is considered to result from
the neutralization of perturbations and the role of social interaction in this process is relevant, said Wheatley. Constructivism is a type of learning theory that explains human learning as an active attempt to construct meaning in the world around. Constructivists believe that learning is more active and self-directed than either behaviorism or cognitive theory would postulate. Constructivism divides learning into two types: accommodation and assimilation. The focus is on the individual’s desire and ability to learn, and the teacher is merely there to help guide self-directed
learning. Constructivism is a theory of learning based on the idea that knowledge is constructed by the knower based on mental activity. Learners are considered to be active organisms seeking meaning. Constructions of meaning may initially bear little relationship to reality (as in the naive theories of children), but will become increasingly more complex, differentiated and realistic as time goes on. Jonassen (1991) talks about constructivism as follows: Constructivism, founded on Kantian beliefs, claims that reality is constructed by the knower based upon mental activity.
Humans are perceivers and interpreters who construct their own reality through engaging in those mental activities; thinking is grounded in perception of physical and social experiences, which can only be comprehended by the mind. What the mind produces are mental models that explain to the knower what he or she has perceived. Bednar, et al (1991) elaborate further: The learner is building an internal representation of knowledge, a personal interpretation of experience. This representation is constantly open to change, its structure and linkages forming the foundation to which other
knowledge structures are appended. Learning is an active process in which meaning is developed on the basis of experience. Conceptual growth comes from the sharing of multiple perspectives and simultaneous changing of our internal representations in response to those perspectives as well as through cumulative experience. Consistent with this view of knowledge, learning must be situated in a rich context, reflective of real world contexts, for this constructive process to occur and transfer to environments beyond the school. Once it is known that
kids can learn important aspects of science and mathematics, the next questions are on the type of useful environmental supports. Christian D. Schunn, author of “How Kids Learn Engineering: The Cognitive Science Perspective,” identified four principles found to be useful in supporting early learners, as follows: (1) Engage children in solving significant design problems from the beginning; (2) Make visible models to support the design task; (3) Iterative design and redesign are better than single design cycles; and (4) Provide sufficient time for exposure to engineering k-12 /P5

No college course in the system can guarantee that its products would have no problems in English communication skills. Even lawyers, doctors, PhD’s, and graduates from academies do suffer from English
language deficiencies and incompetency. The Philippine National Police adopts the Community Oriented Policing System (COPS). The very kernel of this policing concept is to establish strong partnership with the community in order to bring optimum efficiency to police service, crime prevention, and maintenance of peace and order. Policemen mastering tongue-twisters, idioms and all the nuances of the English language, do not necessarily make for good COPS. The new transmission line, a 230-kV line from Mariveles to Limay, Bataan, spans 38 circuit kilometers (ckm) and connects the new coal power plant to the Luzon grid via the Bataan Combined Cycle Power Plant (BCCPP) Station B in Limay. It is also designed to transmit the additional 600MW capacity that GN Power is planning to produce in the future on top of its current 600MW capacity. NGCP earlier completed a temporary bypass line on August 1, 2012 to connect the coal power plant to the grid while the permanent line - the Mariveles-BCCPP line - was under construction. Line 2 of the MarivelesBCCPP line was finally energized on December 23, 2012 while Line 1 was energized on January 21 this year. NGCP is also undertaking a reconductoring project of the Hermosa-BCCPP B 230- kV line, which is almost 90 ckm in length. The reconductoring is being done to increase the line’s capacity because it will also carry the load of the new coal-fired generation plant in addition to the existing 300 MW load of the BCCPP Station B. At the same time, the tie-line between Limay Substation and BCCPP Station A, is being upgraded for the same purpose. A tie-line, unlike the normal transmission line, is a back-to-back transmission line wherein the flow of electricity is two-way.

Calls for improvement have become increasingly widespread and desperate, and there have been countless national, local, and private programs aimed at improving STEM education, but there continues to be little discernible change in either student achievement or student interest in STEM. Largely absent from these discussions, however, is attention to learning. Wiemen believes that the current approach to STEM education is built on the assumption that students come to school with different brains and that education is the process of immersing these brains in knowledge, facts, and procedures, which those brains then absorb to varying degrees. The extent of absorption is largely determined by the inherent talent and interest of the brain. Thus, those with STEM “talent” will succeed, usually easily, whereas the others have no hope. Research advances in cognitive psychology, brain physiology, and classroom practices are painting a very different picture of how learning works. “We are learning that complex expertise is a matter not of filling up an existing brain with knowledge, but of brain development. This development comes about as the result of intensive practice of the cognitive processes that define the specific expertise, and effective teaching can greatly reduce the impact of initial differences among the learners,” explained Wiemen. Wiemen’s research has established important underlying causes and principles and important specific results. However, more research is needed on how to accomplish the desired learning most effectively using the innovations and approaches mentioned above and the potential learners in classrooms, as well as how to best train science and mathematics teachers.

Only trained private guards can escort VIPs By Rutchie Cabahug-Aguhob
OROQUIETA City - Private security agencies may deploy their security guards as protection agents, as long as they have undergone the equivalent /related trainings for protecting Very Important Persons (VIP), as certified by the Philippine National Police (PNP). The Commission on Elections (Comelec) came up with this ruling after a meeting of the Committee on Ban on Firearms and Security Protection (CBFSP) with the Philippine National Police (PNP), shortly after the election period started the other month. Commissioner Elias R. Yusoph, CBFSP Chairman said the PNP, in that meeting, expressed concern that there may not be enough protective agents who have undergone the required VIP training who will act as bodyguards for those who will
be granted authority to employ, avail or engage security personnel and bodyguard. Hence, the ruling that in cases where there are not enough protective agents who have completed the required Very Important Person (VIP) training course who will act as security details or security guards, the private security agents can deploy their own security guards for the purpose. Meanwhile, Yusoph said, the Regional Election Directors, in a separate meeting, expressed alarm that there will be private corporations such as banks and other business establishments which will be in danger of being put in jeopardy as the security agencies which were engaged by these corporations to provide for their security have not yet been granted the required authority to bear, carry or transport firearms or other deadly weapons by the CBFSP.
Relative to this, the CBFSP has authorized the Regional Joint Security Control Center (RJSCC) to receive applications from privately-owned or operated security, investigate, protective or intelligence agencies within the jurisdiction for authority to bear, carry or transport firearms, or other deadly weapons, pursuant to Section 4 (c), of Resolution No. 9561-A. It has also authorized the RJSCC to issue a Temporary Certificate of Authority to said private agencies, to be effective only for a non-extendible period of 30 days , subject to its confirmation. On the other hand, any authority that will be later on granted by the CBFSP will retroact to the date of filing of the application of said security, investigative, protective or intelligence agency with the RJSCC.
